♪[ music ] ♪ a call for change in san francisco tonight after four young men are gunned down in the street. good evening, i'm julie haener. >> i'm frank somerville. a community in mourning. tonight, they took to the streets. they're calling for an end to the violence that took the lives of those four young men. ktvu's amber lee was at tonight's emotional vigil, and is here with more now on what she's learned about those victims. >> reporter: frank, we're at the african american art and culture complex where tonight's vigil started. it was an emotional night for the people in this community.

♪ we shall overcome ♪ >> reporter: a march to heal a community that's lost four young men to gun violence. a call to hold those responsible accountable. >> these were my husband's first cousins. >> they're family. >> yes. >> reporter: more than 100 people marched for a call to change, asking the older generation to talk about the centrist nation of gun violence. >> we are in excruciating pain. this is a devastation. >> reporter: on friday night around 10:00, the four young men, three from san francisco and one from antioch, ages 19 to 22 were shot while sitting in a stolen honda. police say they were targeted. >> i have been a cop for a long time, and this one, you know, i'm sorry. if somebody knows who did it,

please come forward. >> reporter: police chief greg suhr spoke tonight at the african american complex. police tell us, at least two were members of the mack block gang. it's one of a handful of street gangs in the area known for crimes such as drug deals, thefts of cars and cell phones. one police source tells me, the gangs stepped on their turf with a vengeance. >> he died with his work uniform. >> reporter: the mother of 19- year-old yalani chinyamurindi says he was on a break from work when he asked for a ride from a friend to cash his check. >> he wanted to surprise me with some money to help pay the rent, because he knew he had been struggling to pay the rent as a single mother. that is why my son died. >> extremely brilliant young man. but now we won't have an

opportunity to see anything from him. >> reporter: the mother ofo lainy says her son's dream of a better life, now dashed. >> . he felt this city was a danger. >> reporter: police chief greg suhr tells me the gang task force is working on developing leads and identifying suspects. he said shots were fired from at least two guns. >> heartbreaking hearing some of those comments there. amber lee live in san francisco. earlier today, we spoke to another mother of one of the four shooting victims. >> they took away my son and took away my granddaughter's father. >> pamela wilson says her son, 20-year-old david saucier of antioch was about to be a father. she says he had changed his life in recent months so he could be a positive influence on her child. she says he was probably just in the wrong place at the wrong

time. new information tonight about the democratic front runners in the race for barbara boxer's seat. we learned gavin newsom is not running, but state attorney general, kamala harris is. she is expected to make her announcement tomorrow. heather holmes is in the newsroom with the latest on the scramble for the first open senate seat in california in two decades. >> reporter: it is certainly getting interesting. a harris newsom battle would not have been pretty. both are considered democratic heavy hitters. at 50 years old, kamala harris is seen as a rising star in the party. the first female, and the first african american to be elected california attorney general. a post that she was first elected to back in 2010. prior to that, harris was san francisco's district attorney. the question tonight, can she win? i spoke tonight with university of san francisco political science professor, corey cook. >> i think everyone records her as the favorite.

i think she has the highest favorability in the state. obviously, she's an impressive candidate. has been a very effective attorney general, but it remains to be seen what the rest of the field looks like. >> reporter: harris's campaign was made much easier by gavin newsom's announcement that he will not seek the seat. he said i know that my head, and my heart and my young family's future, and her unfinished work all remain firmly in california. cook says this is a signal, that newsom plans to make another go as governor. >> i think the clear the two of them don't want to run against each other. all they could essentially do is open the door for somebody else. i'm not surprised that they would opt to run in different races. >> reporter: harris and newsom are long time friends. in fact, she swore in newsom for his second term just last

week. there are reports that newsom called her before going forward with his decision not to run. her announcement is expected tomorrow. julie, this political scramble is just beginning. we're still almost two years away from the election. >> a long way to go. healther, thank you. even with gavin newsom out of the race, kamala harris could receive competition. eric swalwell said today, he's seriously thinking about running. other democrats being mentioned, uc president and former homeland security secretary janet napolitano, and jackie spear. san jose's interim fire

chief has accepted a new job. chief reuben torrez will retire from the san jose fire department on january 30 after 29 years of service. his new job in the east bay starts on february 17. san jose has been searching for a permanent fire chief since june, 2013. it will be up to the new city manager to hire a full time chief. in san francisco, the fire department capped a broken fire hydrant, that sent a geyser of water shooting into the air this evening. a construction worker struck it with a backhoe. it happened at the intersection of of stockton street just in front of the apple store. the break left puddles of mud nearby. crews will be making repairs to the hydrant in the coming days. commuters driving across the golden gate bridge had something knew to look at today. the moveable center barrier was in place for its first morning

and evening commutes. live at the end of the bridge on the marin side to show us how the view has changed. >> reporter: the bottom line, be careful. inside lanes that are noticeably narrower. the driver's perspective, wizzing along the concrete conferrer that now prevents crossover crashes on the golden gate. first day, uneventful. first impression? it's close. >> it looks a bit stranger. >> strangely enough, it seems more dangerous than it was boyfriend, driving it. >> reporter: lanes next to the barrier are now 6 inches skinnier. >> i was right alongside it. it actually sticks out a little bit. i noticed that people were veering to the right a little bit. >> absolutely, it's going to take some adjustment. >> reporter: this board member, president when it was approved, says any nerves will ease. >> this bridge is completely unforgiving without this

barrier. to actually be able to install it, it will change the safety of this bridge forever more. the first commute was foggy, but flowing. perhaps, too fast for some. >> people really need to slow down. people are just going too doggone fast, and you know, you really need to slow down the next few weeks until you get used to this new configuration. >> reporter: drivers are supposed to go 10 miles an hour slower, approaching from marin. stick with 45 miles an hour on the bridge, but try it, you'll be passed constantly. some commuters are steering clear of the barrier, staying in outside lanes, which are wider. >> i won't be in a hurry to get next to it. >> i looked over at it. it has slots in between little sections. so i'm assuming that's how it

moves. >> reporter: bridge managers ask drivers to reduce distractions. what's new will become routine in no time. >> i think in 6 months people will forget that we use today have a different way to manage traffic. and years in the future, people will look back at us with these plastic tubes saying what were they thinking? >> reporter: the bridge was left as is, three each direction. the next lane shift comes about 4 tomorrow morning. the workers doing it are the same ones who used to move those pylons. >> yeah, i think i'll stay on the outside lanes. more details on how much traffic was carried by other bridges while the golden gate was closed over the weekend. on the richmond rafael bridge, traffic increased by 45% on saturday. on the bay bridge, traffic was up 9% on saturday, and 15% on sunday. the next major project for

the golden gate bridge will be installing a suicide barrier. here are pictures of what that's expected to look like. it's a net made of steel cables, and it will extend below the sidewalk, to keep people from jumping. construction bids will be accepted starting in march. the overall project is expected to take three years to complete. bay area researchers now say computers now know more about you than friends, or even a spouse. >> we've had a record number of spare the air days. >> next, customers buying lottery tickets cheated out of a chance to win. the scheme exposed after investigators went undercover at a bay area gas station.

new at 10:00 tonight, a gas station worker is charged with cheating customers who bought lottery scratchers. investigators say he found a way to check which scratchers were winners and only sell the losing scratchers to customers. jana katsuyama is live in bruno with how the scheme worked. >> reporter: the gas station owner here tells me that they let that man go. he's no longer the manager. you know, most people might not even realize there's a way to cheat on the scratchers. the lottery commission tells

me, anyone who plays should be checking their tickets. investigators say the complaint came from a customer who noticed something strange. the million dollar match scratch ticket had been altered, scratched slightly at the bottom. the manager had been pinning, a way to cheat the system. >> we've had theft of lottery tickets. a variety of manufactured, but this is the first time we've had this new thing called pinning of a lottery ticket. >> reporter: steve wagstaff says pinning uses a sharp object to unveil part of a verification number hidden on the ticket. the manager had been checking those secret codes in the lottery computer system to see which tickets were winners, and which were losers. he allegedly kept the winners and sold the losing tickets to customers. the 27-year-old man from pacifica is now facing 5 felony

charges of computer fraud and a misdemeanor charge. investigators say he stole at least $300, possibly much more. >> think the fraud that exists out there, if we don't crackdown hard on this. we have people taking total advantage. we don't know the extent that was done by the defendant here. >> the district attorney says he also hopes this will prompt state lottery officials to better safeguard the lottery. >> they need to change the system for people to see if i have a winner or loser is eliminated. >> the lottery commission tells me that this chevron station will be allowed to sell tickets. i have not heard back from his attorney. >> pretty clever for figuring it out. a san franciscolandmark was

closed for part of today, and scheduled to be closed tomorrow for three hours. shut down so a commercial could be shot using a drone. the signs say the closure would be in effect from 2 to 5:00 p.m. the company making the commercial required that the public be kept 200 feet away. they only found out about the closure today. >> it really seems like they're going dramatically overboard, and no one from the city is watching what's happening. they farmed it out to a private company, that's kind of doing whatever they want. that's not what they should be used for. >> he tells us, the company making the commercial paid $1,500 to the city for the permit, and he's worried these type of closures will start becoming more frequent. now to france, where an intense search is underway for six alleged members of a terror cell. french authorities say the threat from the terror attacks is not over.

the government secured sensitive sights. many are stationed at the 700 jewish schools across france. one suspected accomplice was seen driving a car, registered to the wife of the man who killed four hostages. also, video from turkey shows hyatt boumeddiene. additional security at the french consulate and other locations. the extra security is also in response to the re-release of a threat from the islamic state from last september, calling on it followers to attack police, civilians, and soldiers. the white house announced it was wrong to not send a high ranking official to paris for yesterday's peace march. several joined for the huge rally in paris that drew more

than 1 million people. several republicans were highly critical of president obama. a spokesman for the french government quickly rejected any idea that the president snubbed france. hackers targeted the social media accounts belonging to the u.s. military's central command. the hackers claim to be associated with isis, and they posted some sensitive information. >> if we're going to be connected, then we need to be protected. >> reporter: about the same time president obama delivered a speech on cyber security, a key u.s. military command's twitter and youtube accounts were hacked. an individual group referring to themselves as a cyber caliphate, one tweeted we are coming, watch your back. the white house saying it's looking into the hack, but keeping things in perspective. >> this is something we're obviously looking into, and something we take seriously.

>> reporter: isis propaganda videos also posted on the youtube page. some sensitive information leaked including home addresses, phone numbers, and email addresses of retired army generals. some of which appear to be outdated. also posted, information on military details concerning china and north korea. chairmen of the joint chiefs of staff, martin dempsey saying he's concerned about cyber vulnerabilities on fox news sunday. >> it can be disruptive, it can disrupt, and it can destroy. it can destroy hardware. it can disable critical infrastructure, which could lead to loss of life. i think those capabilities are out there. >> reporter: officials came out shortly after the hack, saying they are taking appropriate measures. also confirming no classified information was posted. in washington, fox news.

in washington, d.c., look at this. a woman riding the subway is dead. dozens of others were hurt after one of the cars filled with thick, black smoke. two people are in critical condition. more than 80 others are taken to hospitals. it's still not clear what caused the smoke, but it happened shortly before 3:30 this afternoon. that cause the panic among the passengers who were stuck in the smoke filled subway with no cell phone service. >> i was trying to call my parents, friends of parents. everybody starts coughing, and black stuff everywhere. it's like all over my pants too. when we walked out, it was under our noses. we had no idea what it was. >> authorities evacuated the plaza, one of the city's basest stations. the national transportation organization is investigating. there's word that divers

have discovered the second black box of the airasia plane. earlier today, the flight data recorder was retrieved, and returned to indonesia, where it will be analyzed. the two black boxes will be crucial to discovering why that plane went down, killing all 162 people onboard. the highway patrol is looking at amateur video. this video was posted to youtube. it shows about a dozen cars spinning donuts, and driving recklessly in the northbound lanes of 880 near the coliseum. the person who shot the video was among scores of drivers forced to stop and wait. it arrested a 19-year-old man from hayward. now they're working to identify drivers seen on that video. >> just being at a side show, and aiding in it. blocking in the freeway, that's illegal as well. you can face charges out of that. >> the situation was dicey for officers as well.

we're told they were pelted with rocks, and bottles when they arrived to break up that illegal side show. the measles outbreak traced to disneyland has been linked to more than two dozen cases in four states. 22 adults and 4 children in california have contracted measles. all of them have visited, or been in contact with someone who visited disneyland. in addition to the two california cases, there are two confirmed cases in utah, and one each in california and washington. the san francisco giants three world series trophies tour stopped in concord today. there was a long line of fans, in their giants gear late this afternoon. all of them waiting patiently to get their pictures taken with the three trophies. the giants are taking those trophies around california, to oregon, to scottsdale, even to new york city, so that fans can see the trophies up close and

inspirational moment at official city meetings but was met with mixed reaction from the community. >> i think a prayer would be awesome to mix with like government, i guess. >> i don't think that it is something that i particularly want in my city. government, and religion should be separate. >> 80 cities in california currently allow prayer at government meetings. the city of napa has reached a legal settlement with the family of man killed in a 2010 police shooting. his wife and daughter will receive $700,000. the two officers who killed him say he thought he had a gun. but he actually had a knife. the d.a. said the officers acted in self defense, but the family's attorney argue knew he was mentally ill. they train the department on how to deal with mentally ill people under distress. opening arguments were hoared in the corruption trial of two san francisco police

officers. as ktvu's david stevenson explains, both sides plan to use surveillance video from a drug bust to explain their case. >> it began four years ago with a raid. hearing testimony in a criminal case against two san francisco police officers, seen on surveillance tape, arresting the room's occupant for heroin possession. >> if we can't trust officers to be truthful, what hope is there for the justice system? >> reporter: six officers were indicted last year after public defender, jeff adachi publicized raids. alleged civil rights allegations and falsifying records. prosecutors say it contradicts the police report. >> what the videotape showed is that what the police said happened, and what really happened were two different things. >> reporter: attorneys say

this and other things don't tell the whole story. the attorneys dropped two of the charges against the officers tied to a separate raid. officer raul elias returned to work today, after nearly a year on paid leave. >> i think this does tell all of us, that we have to be very cautious about jumping to conclusions based on surveillance video, that only captures a very specific slice of these law enforcement operations. >> reporter: two other san francisco police officers were convicted also tied to drug deal busts. testimony on this trial is expected to wrap up by the end of the week. a movie ticket giveaway that was started by black business leaders in new york city has now expanded to san francisco. the idea is to give away tickets to the movie selma to 7th, 8th and 9th graders ers so

new at 10:00, an outpouring of support for the admiral's baseball team. tonight, people who gathered at the mayor island brewery who was hosting the fundraiser for the team. >> what we lost was about $20,000 worth of uniforms and merchandise. every penny helps, and i think we've already probably exceeded our expectations. >> reporter: the team's general manager said they play in their t-shirts and shorts if they have to, but from the look of tonight's turn out, that probably won't be necessary. mercury insurance has been slapped with a $27.5 million fine by california state regulators. it's the largest fine issued by an auto insurer. the agency says mercury improperly charged more than 180,000 customers for brokerage fees between 1999 and 2004. mercury says it strongly disagrees with the decision, and says it plans to appeal.

a doctor in contra costa county is facing serious charges for allegedly possessing child pornography. 74-year-old dr. michael russell used to work at this office in pittsburg. the office manager said dr. russell had recently retired and other doctors were handling his cases. he was arrested last friday after prosecutors said they found more than 600 pictures and videos of children under 12 at russell's home in brentwood. he is currently free on bail. san francisco police say a store security video should help track down the gunman who shot down two people in a convenience store. the shooting happened after 1:00 p.m. at the store in the tenderloin. police say the gunman fired on a man who was assaulting a woman inside that store. the victim suffered life- threatening injuries, and the store owner was hit by a stray bullet, but is expected to recover. the woman has not been found. new information tonight on a pedestrian who was hit, and

killed by a car in san jose last week. the county coroner identified the victim as 53-year-old harrold wilcox. authorities say he was a transient. the incident occurred near the castle end motel just after the highway near san jose avenue. the driver remained at the scene, and cooperated with police. officers say alcohol does not appear to have been a factor. this week, a little boy who fell from a cliff in bodega bay will meet the people who rescued him. 4-year-old sebastian johnson was with his family, watching the sunset, and throwing rocks into the ocean when the ground beneath him suddenly gave way. he fell 230 feet down breaking several bones and fracturing his skull. on wednesday, he will receive a special visit from his rescuers. a story is remarkable, and

hundreds of students from city college of san francisco were turned away today when they tried to return to class from the first day back after winter break. the campus in the tenderloin was suddenly shut down. >> reporter: when city college of san francisco students arrived at the civic center campus today, they thought they would be going to class.

instead they learned their building was found to be unsafe. the building primarily teaches hundreds of students english as a second language, but the classrooms are now empty. this student moved to san francisco from argentina. >> no classes. >> reporter: to better her english, she says, to better her ability to help people as a social worker. >> if you improve your english, you can help others better communicate, find a better job. >> reporter: also out of luck, the art program, which uses a classroom here to teach mentally challenged adults. >> this is kind of devastating, when you're already dealing with students that are a little apprehensive. >> reporter: the students are being told their classes will begin now in about three weeks on gob street. it's about a 20 minute walk from here. >> for me, this campus is closed. >> reporter: teachers say they can't understand why the administration waited until the beginning of classes to tell people. >> this is the worst thing they could have done if they're

workers are headed back to the picket line tomorrow for day two of a week long strike across clinics in california. workers at the kaiser facility on geary boulevard in san francisco are among 2600 mental health professionals on strike. they say a staffing shortage is putting patients at risk, and they are demanding a that kaiser hire more help. kaiser denies the shortage and is calling the walkout a distraction. the two sides have spent the last four years trying to negotiate a contract. falling oil prices dragged the stock markets lower today. the dow dropped 96, the nasdaq fell 39. there will be no spare the air alert tomorrow after 11 straight days. but air quality officials are still discouraging any sort of burning. this is the hazy view of the san francisco skyline from emeryville.

right now. dew points are running high. there's a dew point temperature. when the dew point temperature gets reached, you get fog. dew point temperature in napa is just about 41 degrees. dew point is the temperature. 41degrees, poof you get fog. that's about as cool as it will get. once you have condensation in the atmosphere, it doesn't usually warm. farmers use dew points to find out how cool the overnight lows are going to be. and i use them too. the fog forecasts for tomorrow goes away quickly. if you saw that, the winds start pushing everything this way so we get more of a traditional, typical offshore flow, which keeps us in this warm mode. tomorrow will be mostly about mid-60s, maybe some upper 60s. just kind of a nice, mild day tomorrow. a little more wind. less fog, and certainly, better air quality, because we have a ton of these spare the air days. a dry forecast as everything goes up and over. there's lots of activity out in the pacific, but not enough activity, at least not enough

a tiny fish in the sacramento delta won a big battle with california farmers today. the u.s. supreme court rejected an appeal from farmers who say water restrictions that protect the delta smelt are turning the central valley into a dust bowl. the restrictions were put in place to help reverse a rapid decline in the smelt population, which plays a vital role in the health of the delta. an environmental attorney welcomed the high court's decision, saying a healthy delta benefits farmers. mark is here to talk about the first ever college national championship game. it did not go the way i was thinking it was going to go. four turnovers for ohio state and the ducks couldn't even pull it off. >> stunning. i think we get a lot of west coast hype here on oregon. wow. third string quarterback. i'd hate to see their first string quarterback. you could say yeah, they had all their ducks in a row.
