scouring things out. 40s for almost every. there is a few 30s. palo alto has sneaked in with 39. la honda 52. foster city 43. san mateo at 43. there is the low that will dig down toward arizona and visit them. probably give them active weather but not us. we'll get a north breeze and easterly breeze. there is some out there this morning and it is thick, thick, thick. sunny and mild. breezy at times. 60s on the temps. sal. on the san mateo bridge in that fog. >> i want to show you something. just a little while ago the east shear freeway the camera i was looking at it. it was foggy in this area. now there it is. the fog is gone. the fog keeps moving around on you here and it is going to be one of those things where there is no fog now.

a 20 minute drive and just a little while ago was foggy at the bay bridge toll plaza. it's still foggy at the toll plaza. things are a little better. just as steve has mentioned the fog will move around. it was very low. steve has trained me by the way to say those kind of things. he's authorized me. let's move along to the commute and take a look at 580 through the livermore valley. getting a little busy as you drive in through the dublin area. the time is 6:02. san francisco police chief greg suhr was one of the people who gathered to pay their respect for four men killed in hayes valley. tara moriarty is at police headquarters where the gang task force is asking for help from the public. >> reporter: that is right the gang task force is investigating this case. that is because at least two of

the victims were known gang members. now last night police chief greg suhr as well as other community leaders attended a vigil just blocks from where the victims were killed. friday night around 10:00 four young men ages 19-22 were shot while sitting in a stolen honda. more than 100 people marched last night calling for change, asking the older generation to talk to young people about the senselessness of gun violence. >> it needs to be over with. we are in excruciating pain. this is a devastation. >> extremely brilliant young man but now we won't have is an opportunity to see anything from him. >> reporter: police say the victims were targeted. the chief says shots were fired from at least two guns. we'll be sure to let you know if there are any updates in this investigation. live from san francisco i'm tara moriarty back to you. >> thank you for that update.

one person is dead after smoke filled a metro subway station in downtown washington, d.c. during yesterday's commute. video taken by a passenger stuck inside the train for more than an hour shows people struggling to breathe as smoke fills their subway car. passengers were told not to open the doors while the scene unfolded inside the tunnel. the dark plume of smoke filled the station platform. >> the train stopped. lights go out. >> it's still not known where the smoke came from. the national transportation safety board is leading the investigation into what caused the incident but more than 200 people had to be evacuated. many forced to escape on their own. time is 6:04. a gas station work never san bruno charged with cheating lottery ticket customers. purposely selling losing lottery tickets and keeping the winning tickets for himself. ktvu janine de la vega is live

in san bruno to tell us how investigators solved this scam. >> reporter: an alert customer bought a ticket and noticed that there was something strange about it. there was a scratch at the bottom of this. he bought this at the chevron on rollingwood drive. and then that person alerted the lottery commission. the lottery commission noticed that that raised a red flag. they sent out under cover investigators to see if tickets were being altered. investigators say the gas station manager had been pinning. it's a way to cheat the system. a pen or sharp object is used to i veal a verification code on a scratch ticket. the manager was checking the secret codes in the lottery computer system to see which were winners and which were losers. 27-year-old side was arrested and faces five felony counts of

computer fraud and misdemeanor charge. >> this person would do that little scratch. find out if this was a winner ticket. and if it's a winner, keep it. if it was a loser, sell it. it was no loss to him. >> reporter: he stole at least $300 and possiblely much more. he hopes this will prompt state lottery officials to change their system so people who sell their tickets don't have the ability to see which ones are winners and which ones are losers. the da also says it's a reminder for people who buy lottery tickets to check them closely and make sure that they are not tampered with. the golden gate bridge district says commuters adjusted pretty well to the new movable center barrier on the golden gate bridge. one of our crews shot this video of the new drive. one change that lane closest to the barrier it's six inches

narrower. the drivers we talked to say that difference is very noticeable. >> i was right alongside of it. it seems to stick out. i notice people were veering to the right. >> this bridge is completely unforgiving without this barrier. and so to actually be able to install it, it will change the safety of this bridge. >> now our crew also says that very few people were obeying the the speed limit. but the bridge district says that was caused by a stalled car. it was not related to the new barrier. while the golden gate bridge was closed, nearby bridges helped pick up the load. traffic on the richmond san rafael bridge increased by 42% on saturday and more than 45% sunday. the bay bridge carried 9% more traffic saturday. 15% more on sunday before the golden gate reopened sunday

might. happening today the san francisco giants are set to present a project to the port commission to make changes to the area around at & t park. the giants want to convert part of their parking lot into a pop up beer garden. it would be open year round. it would also include a coffee shop, retail stores and waterfront deck. they hope to have the beer garden open by march. brian flores is getting reaction from this plan and he'll have a live report later this hour. time is 6:08. still ahead remaining defiant in the face of a deadly terror attack. coming up at 6:30 the unprecedented print run for the new issue of french magazine charlie hebdo. >> coming up next the investigation into a cyber attack on the u.s. government. the social media pages targeted by hackers.

a crash while responding to a bank robbery call. this happened yesterday afternoon about 1:00 on loveridge road. the office was responding to the robbery with his emergency lights and sirens when he collided with a car. that caused a chain reaction crash involving another car and a motorcyclist. the officer and four other people were taken to the hospital. the police don't believe the injuries are life threatening. doctor at east contra costa county facing very serious charges. he's accused of possessing child pornography. 74-year-old dr. michael russell worked at this hospital before retiring. russell was arrested on friday charged with child pornography. the da's office says more than 600 photos and videos of children under the age of 12 years old were found stored on the computer at his home in brentwood. >> some people think these are victimless crimes but they are

not. viewers who watch child pornography create a marketplace for people to abuse children and place these images of the children on the internet. >> now russell right now is free on $150,000 bail. if he is convicted, he faces up to five years in prison. students are taking action against a plan tuition increase at uc. they passed a vote of no, ma'am confidence during its first meeting of the year. it will withhold confidence until uc president janet napolitano review their increase plans. senior defense department official confirms the united states central commands twitter and youtube sites were hacked. the hackers refer to them the cyber calfade and claim to be linked with isis. one tweet addressing u.s. soldiers said quote, we are coming. watch your back.

february is joining the investigation. the pentagon says so far it does not appear any classified information was compromise. >> what is not concerning about what they have stolen or posted but what they might have stolen. basically saying we can steal things from you. take a look. >> the hackers posted isis propaganda videos on the youtube page and also the home addresses phone numbers and e- mail addresses of retired army generals. the cyber attack lasted about 30 minutes. it happened just as president obama was making a speech about the need for more cyber security. time is 6:14. more shuttle bus drivers in silicon valley apparently want to unionize. most were six south bay companies signed authorization cards with the teamster unions.

last november the teamsters organized drivers for facebook employee shuttles. the drivers complain they have to work split shifts and only paid for the time they are actually driving tech workers. if you think your family and friends are the people who know you best, guess again. apparently computers can judge your personality traits based on your facebook likes. that is according to a new study by stanford university and the university of cam bridge. researchers -- now for example liking the daly show would indicate liberal. like the apprentice would indicate great organization. researchers used the findings to create analoga rhythm to create personality traits. >> my computer told me i like

freeway after that point. it still looks good into dublin. if you are driving into contra costa county highway 4 is very slow out of pittsburgh. over the hill over to willow pass grade and into concord. after that 242 and 680 not looking so bad yet. all of that traffic will be arriving there soon. this is your break to get out there before it does. 6:17, let's go to steve. sal you order something online and then it's there. how do they do that? thank you, sir. the fog is there. now for some not for all. more so toward a little bit around the bay bridge. in san francisco working its way around. oakland, alameda but not concord, not napa, not santa rosa. some of that fog is there. san francisco, oakland, peninsula south bay more so than north bay and east bay. we have the fog but what is new? it's that time of year but morning fog and sunny. the week ahead looks dry.

it does not look like any rain. the last rain was the 24th of december and this may keep going on and on. thousand these can change. january things can change fast. it looks very weak for this weekend. most of the forecast models have taken the rain out. the 16-day outlook has no rain for ukiah or santa rosa. that would take us to about the 28th or 1st. there has never been a dry january. last year was .06. i mean never. we have a couple weeks to go here. but there is nothing that says rain yet. it could change. 40s and 50s on the temps. 48 san jose. los gatos is 48. 43 capitola. which is cooler than morgan hill and gilroy. there is areas of fog holding up that temp. there is a little bit of a

northeast breeze. the water temps have flipped a degree or two. monterey is down one. there is an easterly breeze at some of the higher elevations. so about 15-25 miles an hour it cued up some of that fog. cold, cold, cold for many. but for some 21 below in st. cloud, minnesota. there is not much in the way of active weather but it's starting. they are getting a wide variety of weather. las vegas into arizona and new mexico. 29 bookends reno and lake tahoe. 56-57 l.a. and san diego. fog in the valley but it's getting cued up to the north. for us the rain we will get the clouds as we head toward friday and saturday. there will be some rain extreme northern california. there is nothing being painted here through the weekend. sol clouds with no rain will cool us down. i will tell you it doesn't look real promising here. keep an eye on things. sunny and mild patchy fog.

welcome back. it is 6:24. a controversial pay hike for the contra costa county board of supervisors may be rescinded. the five-person board voted to give themselves a 33% raise and that caused a major backlash. union leaders collected more than 40,000 signatures urging the board to reverse its decision. the board will debate the

reversal at its meeting tonight. time is 6:24. concord will not be joining the list of california cities that allow prayer at government functions. the city council committee voted last night against recommending the controversial policy to the full council. now the proposal called for a prayer or inspirational moment at official city council meetings but that was met with mixed reaction from the community. >> i think a prayer would be awesome to mix with government. >> i don't think it's something i want in my city. government and religion should be separate. >> now 80 cities in california allow prayer at government meetings. coit tower will be closed to visitors again today. the san francisco landmark was shut down yesterday so a company could film a commercial using a drone. logan media says faa rules require the public to be kept 200 feet away while a drone is being used. it paid the city $1500 for a

permit to shoot the commercial. the group protect coit tower says hundreds of visitors could be turned away. two people that walked down the aisle as flower girl and ring bearer walked down the aisle again this time as bride and groom. they first met back in 1995. briggs was a ring barer. brittany was a flower girl. she says she recognized his name and asked her mother about it. her mom showed her the picture of the two of them from the 1995 wedding. >> same reaction no way. and then shown the picture. >> his mom whips this picture off of her wall i've had a picture of you up in my house forever. >> after that the two began dating. and this past weekend they walked down the aisle again at their own wedding. new details about a shooting at a chris brown concert that injured five people.

crashes. this morning on the altamont pass and livermore. and the traffic is slow, the crashes have been moved. however, the traffic is already slow. it's also slow by the way as you head south on 680 out of pleasanton on the way to fremont. let's go back to the desk. happening today we expect a big announcement from california attorney general kamala harris. she is considered a potential front runner to replace senator barbara boxer when boxer retired. alex savidge is live in our newsroom now. and you have more on who is in and who is out alex. >> dave, good morning, to you. this will be the first open senate seat in california in two decades. and kamala harris is seizing this rare opportunity. her decision to jane the race may have been made a bit easier by gavin newsom yesterday that he is not going to run.

newsom bowing out averts an ugly political battle between the two. at 50 years old harris is considered a rising star in the democratic party. she is the first woman and first african american to be elected california attorney general. before that she was san francisco district attorney. and while we may be almost two years away from election day, political observers are weighing in on her chances. >> i think everyone will regard her as the favorite. i think she has the highest favorability in the state. the highest name recognition. she is an impressive candidate. has been a very effective attorney general. it remains to be seen what the rest of the field looks like. >> even with newsom out of the race harris could face other high profile democratic contenders. swalwell says he is is seriously thinking about running. former l.a. mayor is also considering a run and tom stire is also believed to be a potential candidate.

on the republican side former state gop chairman tom del beccaro are considering runs. and kamala harris expected to be the first candidate to officially declare for the 2016 senate race. dave, she is the clear front runner. >> real interesting. thank you. meantime president obama meets today at the white house with congressional leaders. it's the same group as before the elections. but two of the participates have new titles. harry reed is the minority leader. mitch mcconnell takes over as leader of the senate since republicans have a majority in the senate and house. house speaker john boehner and nancy pi low pi low city they continue in their roles.

french police say as many as six members may still be at large. one suspected accomplice was seen driving a car registered to the wife of the man who killed four hostages at the kosher market. now france has heightened security across the country. the surviving staff of the charlie hebdo magazine plans to print an unprecedented three million copies of its next issues scheduled to be published tomorrow. it shows mohammed with a tear on his cheek and holding a sign over his head with the phrase all is forgiven. today in israel four jewish men killed in the attack were buried. their bodies flown from paris to israel over night. benjamin netanyahu took part in that ceremony and hundreds of people lined the streets. back here at home the california lottery commission

says if you bought lottery tickets in san bruno you better double check them. a gas station worker was secretly checking which scratchers were winners and was only selling losing tickets to customers. ktvu janine de la vega is live until san bruno to tell us about this scheme that is called pinning. >> reporter: authorities say the scam was happening at this chevron on rollingwood drive in san bruno. we are told the manager who was arrested no longer works here and right now the store is not selling lottery tickets. investigators say 27-year-old mustafa was selling losing tickets to customers and keeping the winning tickets for himself. he used a method called penning where a sharp object is used to scratch off the verification code. they had the ability to enter the codes into the lottery computer system to check which ones are winners.

fiesta nightclub. the owner appeared to heed the call for more bouncers but websites claim the pat down for weapons was inconsistent. police are still searching for whoever shot and wounded five people at that show. time is 6:42. a parking lot right across the street from at & t park in san francisco may soon be home to a pop up beer garden. the concept is being introduced by the team of san francisco's port commission later today. ktvu brian flores is joining us live now. you are near the ballpark. you are in the fog. you know what this could look like. good morning. >> reporter: i do, dave. good morning. it is pretty foggy out here. right across at & t park. this is the area though ideal this proposed pop up beer garden and venue is. the area could have other restaurants and retail shops as well. i want to go to the artist rendering of what it would look like. it's being named the yard. it's also being touted as a pop up venue because it really wouldn't take long to build.

if you look at the rendering there. the beer garden, other restaurants, the developer says they are using about 15 shipping containers from the port of oakland as buildings and even as seating. there are plans perhaps to use this 18,000 square foot area for movies or small concerts. now the developers as well as the team see this as an opportunity to use the space to generate more business for the port but also generate buzz once the plans are finalized for the mission bay project around the ballpark. the space obviously gets busier during the baseball season but they hope this can be used year round. the giants are expected to pay $2.5 million for the project and pay the port $77,000 in rent to make this happen. but again this will be brought up to the port commission later on today and according to the chronicle, many of the shipping containers are currently being built at a shipyard in vallejo and they say that this venn you could be done by march.

>> he scored four touchdowndowns -- touchdowns for ohio state and they beat oregon 42-20. ohio state began the first play off as the fourth and final seed. they knocked off top seeded alabama just to get to the championship game. ohio state students and fans got really rowdy back in columbus after that big win. thousands of people hit the streets near the campus. a lot of fires were set. police couldn't get them back on the sidewalks so they used pepper spray to clear the roads. dozens of small fires were reported. police did make several arrests. no problems were reported in eugene, oregon home of the ducks. some fans at the game near dallas arrived by helicopter thanks to uber. they offered the special service for $350. bookings opened at 11:00 yesterday morning and the system was almost instantly

overwhelmed. 20 fans did get through and they were able to score a quick ride to the stadium be passengers were taken home in uber black cars, private cars after the game. that is a good way to go. >> it is. smooth. speaking of a smooth ride. sal is watching our commute. you're watching the east shore and everything else. >> yeah it is getting a little bit more crowded. westbound 10:as you might expect. especially in richmond and san pablo. it's also slow as you come into the main part of berkeley here. the area we can see in our camera. trust me it's slow all the way throughout. it's not as bad as it could be but you could see slow traffic once you get to the bay bridge. it is backed up to a 20 minute wait. livermore valley has been slow. we had earlier problems on 580. they are gone. foot traffic is pretty slow. this is a normal thing. you know that if you drive this every day. 680 southbound is getting a little bit slower as you drive out of pleasanton and head down

to fremont. 6:47 let's go to steve in the weather center. >> we do have very foggy conditions for some. not for others. clear with 30s. a couple reports of 30s up in ok lake county and also i will show you a few in a second. growth that says 38. clear here. bone dry. some of that fog is very low. you might be able to look above and siestas while you are driving. san francisco, oakland, alameda south. and also north bay. yesterday was more north bay than parts of the east bay. does not look like any rain. the last rain was december 24th. if we don't get any rain here 17th and 18th, it does not if promising. 166 years of recordkeeping there has never been a dry january in san francisco.

never. last january was .06. to come under that would be terrible. 40s on the temps. 40s and 50s for a few but couple upper 30s. our observer doug says 49 in brentwood. any breeze might hold that temperature up. danville is close. 46 black hawk. 42 lafayette. and at the mid 40s the easterly breeze will help some. it's stronger in some of the higher elevations. northwest breeze on parts of the coast. that is the low that is responsible. i wish it came over us but it didn't. you can see some of that cold air. the biggest system coming out is the one that is in nevada move into the four corners.

search crews have found the plane's fuse l lodge. however there are no plans to go down there and retrieve it as of yet. the bodies of the 162 victims are believed to be in that fuse l lodge. the corruption trial of two police officers is under way in federal court. opening statements began yesterday in the criminal case against officers of richard yike and rashard37 they are on trial for falsifying records. it happened four years ago during a raid at san francisco's henry hotel. the officers seen on surveillance tape arresting the rooms occupant for heroin possession. both sides hope to use this video from the bust to bolster their case. >> if we can't trust officers to be truthful, what hope is there for the justice system? >> prosecutors say the video contradicts the official police report that officers knocked to

obtain permission to enter. but this and other tapes don't tell the whole story. the man accused of smuggling was caught at the chinese border. wait until you see what he had. now there are 94 iphones taped all over this man's body. authorities in china say he was trying to smuggle them into china where they sell for a premium on the black market. he came under suspicion because he was walking like somebody carrying a heavy load even though he only had two blastic shopping bags. he had to go through a metal detector and then the alarms went off and then they caught him. now there are 26 confirmed cases of measles linked to people who were at or in contact with people who went to disney land or california adventure last month. that is seven new confirmed cases. 22 are in california. there are also confirmed cases

in utah, colorado, and washington state. time is 6:55. those two climbers trying to free climb up elle captain once again they are side by side and in the final push to get to the top. tomny caldwell of santa rosa and kevin jorgeson of colorado are trying to become the first people to ever climb it using their hands or feet. they have ropes only to guard against a fall. yesterday the men made it pass the hardest part. on this third attempt he made it. now that he's caught up with his partner, the two are expected to push to the summit in the coming days. they started this incredible climb 17 days ago. retired school principal harold diamond has a hefty bank account to go with his sparkly last name. he is the sole winner of $326 million. the mega millions jackpot lottery spokeswoman presented
