taking out clothing racks and customers. six people were injured. four had to be rushed to bay area hospitals. here's a live look at the boarded up department store this morning. ktvu's tara moriarty is there and coming up in minutes, she will tell us what we've learned about the driver and also the victims. good morning. welcome to "mornings on 2." i'm tori campbell. >> good morning. >> good morning. >> i'm dave clark. let's talk about weather and traffic. did you bring fog in with you? >> there's patches of really dense fog as i was driving in. >> i saw it. steve saw it. >> very thick. the dense fog advisory is out for the east bay, also chp for the santa rosa area, there's still some fog around but not nearly as much. peninsula south bay, oakland sfo have been saying fog. it's the east bay into the zero visibility category. not widespread but there's enough out there. so that goes until 10:00 this morning. it looks like that fog in the valley will continue to be a major player here. weak system moving in. already sending in higher clouds. if it's clear, maybe you have

some mid-30s. there's cold readings there but 36 in fairfield. very foggy around travis. san jose, 41. 39 redwood city, to the east bay, 30s for antioch, brentwood, blackhawk is in there. very foggy conditions on parts of san ramon. thank you jim for that. moraga, 38. visibility is awful. we still get the easterly breeze. not strong or anything but there's enough of a direction of that offshore, it's sending some of that fog from east to west. this system will drag across a lot of high and mid-level cloud. that's about it. if there's rain tonight or tomorrow, it will be santa rosa north. fog, fair, a few high clouds. sun mix, hazy skies. 50s and 60s. sal and i have been receiving tweets. are you ready? >> i'm ready. traffic is not good.

we had an earlier stall on the upper deck of the bay bridge. it wasn't serious but it did cause a big delay. it's causing a chain reaction from the carquinez to the macarthur maze. 38 minutes to drive the stretch. you can see all of the slow traffic coming around the corner trying to get to the bay bridge toll plaza, senate san mateo bring could be an -- san mateo bridge could be an alternative for you. we were checking with some of the dense fog moving around the area. it keeps changing but you are likely to run into it especially if you are driving a longer distance through the bay area. sonoma county, the east bay, 580, speaking. 580, livermore valley traffic is slow. 680 is very slow heading down to highway 84. southbound 880 at auto mall, we had an accident clearing from the lanes and highway 84 at 101, redwood city, there is a, kra. we have a number of problems. most of it is just slow traffic. back to the desk. all right. thank you, sal one person

remains in critical condition after a car crashed right into an east bay mall last night. it happened at the macy's store in newark just off the nimitz freeway at the mall. tara moriarty is live there. it's still not clear if the store will be open today. >> reporter: good morning. there's no indication. no signs posted on the outside. but you can see exactly where this car went through the store of macy's, all of the plywood is up. it took down this -- this car took down glass, racks, clothes and customers in the path. this all unfolded before 5:00 last night. you can imagine how chaotic it must have been when the blue honda slammed through the glass doors and landed about 50 feet inside of the men's department. alameda county firefighters treated half a dozen people, four of them, including the driver, had to be taken to the hospital. ktvu spoke to one macy's worker who rushed to the scene yesterday. >> i was nervous. actually, i saw the helicopters from like the highway when i took the 880 exit. i was really scared.

i was nervous that i -- i didn't want to lose any of my friends. i'm scared for the people in there. >> the man on the sidewalk suffered the most injuries. he was dragged inside the store. an 8-year-old believed to be his daughter suffered bruises. officials believe that the driver was a 63-year-old woman who had some sort of medical condition and we have reached out to alameda county firefighters this morning to see if there's any update on the conditions of any of the other victims. we'll let you know as soon as we find out. live from newark, tara moriarty, back to you. >> all right. thank you, tara. well, a tenant living in a martinez condo complex is in jail this morning. >> he's accused of setting several homes on fire including his own. >> the complex is on ashwood drive off morello road south of highway 4. firefighters rushed to the complex about 1:00 yesterday afternoon. flames and smoke could be seen for miles. investigators believe 52-year- old take individual boyle set

the-- david boyle set the fire. the damage is set at hundred of thousands of dollars. one homeowner lost all of his keepsakes and decorations. >> it meant a lot to my wife. she writes all of the christmas cards and she had relatives writing back and forth. she did all of the writing. i do the decorating. >> reportedly, david boyle was beevicted from the home he lived in since the 1990s. his soon said the mood of his father recently changed for the worse. >> i tried to, you know, talk -- try to reason with him. rationalize with him. he didn't hear me. >> boyle was eventually chased down by the police. one officer used a stun gun. no one was injured in any of the fires. in the south bay alert neighbors helped save the life of a man asleep in a burning apartment. it happenrd around 5:15 at an

apartment complex the fire started in a carport and burned three cars before spreading to two apartments. neighbors banged on a sleeping man's door, waking him. he escaped safely. the cause of the fire is now under investigation. 7:06. happening today, san francisco mayor ed lee heads to the san francisco produce market. he's gonna deliver his state of the city address. ktvu's brian flores has all of the details on what's the main focus for the mayor. you are in the newsroom. and you have an exclusive preview as well. >> he will talk about san francisco's accomplishments in 2014. but what he will be focusing on is keeping the id mel class in san francisco increasing the amount of support for the homeless and also increasing thant of housing in the city. now, how does he plan to do that? well, this morning, the mayor will lay out several steps. he says he wants to increase liens for first-time home buyers by $100 million over the next ten years. he will talk about re-forming

the ellis act so it can't be misused. he will also be directing more dollars toward rent support. he will propose a housing bond on the november ballot. that will go toward creating more affordable and middle- clause housing in the city -- middle-class housing in the city. >> a nut that's been difficult to crack. we'll use the foundation of our city to attract that wealth to help me create this investment fund. this investment fund will be targeted to exactly build and contribute to middle-income housing. >> mayor lee says he wants to work toward eliminating poverty in san francisco. he says it's been a topic for several years. the chronicle reports he wants to create a new one-stop health and housing center for the homeless. we spoke with people in san francisco who say there is a lot of promise in that. they still have a wait-and-see

attitude. >> it sounds like a good idea. there's always gonna be homeless people. a lot of people go to glide. they try to get some help. i've seen them go to other places. there's always one thing or -- if it's not one thing, it's another. >> the mayor with help from the voters hopes to build and rehabilitate 30 homes by 2020. about 4,000 were completed last year. 7:09. crude oil prices have been on quite a roller coaster in the last 24 hours. this morning prices are actually up a little bit to -- right now, they are trading at $48.88. that's up 8%. that's after they jumped more than 2.50 yeadz which is the biggest jump -- yesterday which is the biggest jump since june of 201. they were down to $45 a barrel

just about a week ago. now, so far drivers are not feeling much of that increase when they fill up their tanks. local prices still down about a half cent from yesterday, of an average of 2.62 around the bay. new this morning, the nominations for the oscar awards were announced 90 minutes ago. >> we are pleased to announce the film selected as the best picture nominees. they are -- american sniper, clint eastwood -- >> analysts were surprised that clint eastwood's film american sniper received six nominations, including bradley cooper for best actor. the academy shies away from war memorials but eastwood was not nominated for best director. two that received the most are the grand budapest hotel and birdman. each have nine. here are the nominees for best picture --

>> is the award will be presented next month. one of the notable snubs, jennifer aniston who was hoping for a nomination for her role in the dramatic film. she was apparently lobbying for it pretty hard. cleaning up at the expense of the customers. the bay area dry cleaners accused of cheating customers out of hundreds of thousands of dollars. a planned terror attack on the u.s. capitol. up next, a live report on the isis inspired plot the fib said it uncovered and reaction from the parents of the man suspected of planning the attack. not a great commute in some areas because of fog. it's slowing traffic down. we also have a couple of things going on. this is a look at highway 101 in san rafael. it looks okay here. thickest fog east bay,

we're learning that passengers on a smoke-filled sun way train in washington, d.c. had to wait at least 35 minutes for rescuers. one woman died and 83 others were hospitalized. two in critical condition. the washington post reports that rescuers were delayed partly because of confusion over whether power to the track's electrified third rail had been cut. fire officials say crews were held up because they were having problems getting radio signals in the tunnel. the ntsb continues its investigation into the cause. all right. our time is now 7:14. let's check traffic right now. hey, sal, the fog still a

problem? >> it certainly is, although now it's lighter. it might be easier because dark and fog is worse than light and fog. but we still have fog out there obviously. steve will expand on that. this is a look at the bay bridge. you can see it's backed up to the macarthur maze. beyond that, we had an earlier stalled vehicle on the span. they got it out of the way. it caused extra slow traffic. you can add another ten minutes if you can this morning. that would really help. this is a look at the san francisco commute which all morning had been fog-free but now the fog is moving around as it tends to do as the sun comes up especially. the peninsula, southbound 101 traffic will be busy in redwood city, at 8 had, there is a crash there -- 84, there is a crash there. the nimitz freeway is busier. if you are driving on southbound 880 southbound traffic will be busy as you head down to the auto mall park bey, the scene of an earlier --

auto mall parkway, the scene of an earlier crash. >> we shouldn't pat ourselves on the back but we said at 7:00, the fog -- >> i remember that. >> if you don't have any fog, house of yen in los gatos said no fog here but i can see a few high cloud. the fog is popping up at mountain view, also oakland airport, sfo, hayward, it's not just the north bay and the east bay but the fog said i think i will focus on the east bay first and then just -- can't see anything. can't seep a -- see across the street. dense fog advisory until 10:00, that's from the national weather service. even up to santa rosa, the chp says we're issuing our own advisory because it's thick up there as well. some of the fog will lift. it will still be hazy. if there's any rain, it would be north of santa rosa. next week looks dry. the rest of the month looks dry. who would have thunk that last

january was the driest ever with only .06 in san francisco and one year later, we would have an even drier one. that's mind numbing. i don't believe it. that's what's happening. it sure looks like that's what's going to happen. if we don't get any rain this weekend, the next seven to ten days so high pressure large and in charge. the fog is the big issue here this morning as that continues to work its way back. moving down toward the san mateo bridge towards mountain view, 30s and 40s. napa airport at 35. 39 saratoga, morgan hill, gilroy in the 30s. a little bit warmer higher elevations. santa cruz mountains. you go into the lower elevations you can find 30s. on the peninsula, 37. woodside, 36. they were 34. holding low 40s, san mateo also foster city. la honda and los altos hills. 44. both hanging in there.

a little easterly breeze at fairfield. that will do it. travis, the fog is zero visibility for fog. this is our system. you can see where all of the energy is going. it's going up and over. ukiah, 36. 21, 26 tahoe and also up into reno. and then 47 down in monterey with fog advisory in the sacramento and san joaquin valley. that's the cloudline. mostly cloudy to the north. hazy, mostly sunny to the south. storm track is too far to the north. fog unless we get enough of a breeze isn't going anywhere. there will be more clouds on friday. light rain north of santa rosa. here's the cloud and rain forecast. there's the cloud continuing to roll in. i will get out of the way. watch out this kind of drags towards mendocino county,lake county. that would be on friday and it stays there. it doesn't go far enough south. fog, fair, higher cloud to the north bay. thick morning fog. for some it will be a slow burnoff. this kind of pattern. the higher clouds.

low -- low 60s. upper 50s. temperatures kind of coming down a little bit. we're losing the offshore breeze. otherwise, look for mostly cloudy on friday. if there's any rain it would be north of that. not much. 7:18. federal officials have broken up a plot that targeted the u.s. capitol. a 20-year-old ohio man is under arrest accused of planning an attack that involved the use of pipe bombs and high-powered weapons. doug luzader joins us from washington, d.c. to let us know how the fbi uncovered this plot. good morning. >> reporter: tori, good morning. this is the kind of lone wolf style of attack that -- planned that federal officials are concerned. the fbi said the public was never in any danger but they make it clear that this suspect was deadly serious. the u.s. capitol will be open for business today. but there may be a sense of unease this morning.

federal investigators say this cincinnati man, 20-year-old christopher lee cornell, had a plan to inflict mass casualties, setting off pipe bombs and using a rifle to kill those who fled the building. the fbi said cornell met with an agency informant as he hatched the plot. when he prepared to buy the guns he needed from a cincinnati gun shop, they were ready. >> we had an agent at the store. i helped the person with the purchase. as soon as the purchase was over and he left the door, several agents came out and tackled him here in the parking lot. >> reporter: cornell posted on twitter and the comments supported isis and violent jihad. cornell's said he was a recent convert to islam. >> we never talked about it

until like the last couple weeks. he finally started to even -- open up. i said i know you converted to islam. what's your muslim name? >> reporter: you one man who knew cornell growing up said he was fascinated with guns. beyond, for these who knew him, this has been a shock. >> if he's capable, who else is? >> that was doug luzader reporting from washington, d.c. 7:21. meantime, east bay congressman eric swalwell says the u.s. potentially faces several terror threats. we caught up with the congressman at sfo, he was just coming back from washington. he's on the house intelligent committee and said he's really concerned about how terrorists are using social media. >> what we've seen from these individuals how they tend to telegraph what they are going to to on social media right now because they want too get credit for it -- to get credit

for it if they are going to die in a successful attack. >> he says the best way to prevent attacks here in the u.s., give law enforcement enough resources and work with our allies to track suspected terrors. 7:21. it seemed impossible but they did it. >> they did. 7:24. remember this? today marks the 6th anniversary of the miracle on the hudson. on january 15th, 2009, u.s. airways flight 1549 left new york's la guardia airport and ran into a flock of geese tajing both engine -- damaging both engines. chesley sullenberger made an emergency landing rate on the chilly hudson river. the coast guard, new jersey police and new york police were on the scene within four minutes. never forget seeing all of those people lined up on the wings. all people made it out safely. only a few minor injuries were reported. >> you will never forget that. it's been more than two months since a 4-year-old boy

fell 200 feet off a cliff in bodega bay. well, yesterday, he was reunited with the firefighters who saved his life. >> yeah. [laughter] >> how about those hugs? >> that's sebastian johnson. he was out hiking with his family on november 9th when he fell off the cliff. a bodega bay firefighter rappelled down to the little boy, expecting the worse. he was relieved to find sebastian still breathing, still alive. >> a flood of emotions. i have a 4-year-old at home. it hits home. >> he says for weeks he's opinion checking up on sebastian and his condition. yesterday he was finally able to see sebastian for himself. and sebastian's mother says her son is doing amazing and was real eager to meet his heroes.

>> i can't even describe in words how i feel. there are no word for how grateful, for now -- just how grateful i am. >> we know. >> by the way, sebastian suffered a head injury, he had several broken bones. he's expected to get out of the hospital in a couple weeks. >> amazing story. lovely to see the smiles into a baby boy is doing well after being born on highway 24 in la fayette right in the middle of rush hour traffic. the chp says around 7:30 a man called 911 saying his wife was in labor. they were in traffic on eastbound highway 24 near the okkolnes road exit. the crews were still rushing to the scene when the man called back to say the baby had been born. the family drove to the hospital in walnut creek. the chp said they checked in on the family later in the day and mother and son are both doing

it's sunny and nice. >> it's beautiful. >> i can't see anything a couple of blocks away. the fog has made its point south. a little bit at sfo. it's filled in. oakland as well. mountain view, hayward. it's making its presence felt here but it's been beyond thick and terrible visibility. the east bay is where the dense fog advisory is out. north bay valleys. take your pick. some of that continues to work its way back to san pablo bay and marin county. the ig thickest fog will be with us for the next couple of hours. 30s, 40s. that's a cold, foggy pattern. some of the temps have come up. 30s up in lakeport. a lot of 40s. petaluma, sebastopol. it's not much but there is enough of an easterly breeze taking the fog and pushing it back to the west. front coming in, it will give a lot of cloud cover to the north

bay. machine but hazy skies to the south. stays there. mendocino county, lake county, yes, you will get some light rain but south of that i don't think it makes it. after that, looks like partly cloudy skies. fog, fair. that fog is thick, thick. high clouds more to the north and to the south. but hazy skies. cooler. 50s and 60s. any updates that you have? >> yes, i do. i have aircraft delays reported by the faa's website. they track all of the airports and guess which airport around the country has delays. 57-minute delays at san francisco international airport. i'm looking at the nationwide map on my computer. the only other airport there on the -- two others that have delays, miami and j.f.k. san francisco has the worst delays, 57-minute delay reported after a ground program will start very soon and you should check with your carrier. this delay is already expected for flights and it could be

even more later on depending upon what happens with the weather. let's take a look at the eastshore freeway. westbound 80 from the car reern niz bridge to the -- carquinez bridge to the macarthur maze. when you get to the bay bridge toll plaza, you will see traffic that's gonna be backed up. 580 westbound, you will see slow traffic there. 680 is very slow. in general, the east bay traffic has been very slow. back to the desk. thank you. well, the san jose police department says it needs many more police officers. yesterday they sent out a memo telling officers expect changes because of staff shortages. janine de la vega live in san jose this morning to tell us how both police officers and the public are gonna be effected. janine? >> reporter: several people i spoke to this morning say they are concerned about the low

staffing. yesterday, a memo went out from the police chief explaining those changes, specialized units are going to be shrinking and instead those officers are going to go back to patrol. now, just last week, the chief decided he had to temporarily dissolve the metro unit that focuses on drugs, prostitution and put those officers on patrol. other units will lose officers. they will shift to patrol starting in march. the department is authorized to have 1109 officers but has 965 street ready officers. this month, about 20 are retiring and several others are resigning. many left for better pay at other departments. >> i think the public will lose out. up fortunately -- unfortunately, that's the way the city wants to play the budget. i think it if people want to make a change, they have to

show up at city hall and demand a change. they just expect our government to do the right thing. >> reporter: the chief novembers these cuts to the -- knows these cuts are painful but says the department needs to prioritytise an make shoe they are -- prioritize and make sure they are answering all 911 calls. they are pushing for mandatory overtime for patrol officers. that need to be discussed with the police union before it goes through. the department is trying to recruit officers. they do have an academy but the number of recruits in the academy is low. back to you. >> all right. thank you. 7:35. meantime, the owner of a menlo park dry cleaning business is in jail accused of cheating more than 35 customers out of hundreds of thousands of dollars. 63-year-old gary smith owns menalto cleaners. police say he overcharged his customers' cardinals credit cards and stole almost $700,000. the charges against smith include fraud, identity theft

and elder abuse. he's in jail now being held in lieu of $500,000 bail. 7:36. later this morning, ktvu will be there when the two men who free climbed yosemite's el capitan will share their story about how they made it to the top. and this iconic picture is making its way all over social media this morning. it was captured by a photographer from corey rich productions. it shows tommy caldwell and jeg embracing at the top -- and kevin jorgensen embracing at the top of the climb at el capitan yesterday. not only are they tired -- one of the big risks about free climbing is not just the fatigue of the crimers but the equipment -- climbers but the equipment that can possibly thin and break, the ropes. it was really quite an amazing feat. family and friends watching from down below celebrated the moment. of santa rosa and 36-year-old tommy caldwell of colorado are the first to climb the dawn wall using only a rope to catch them if they fall. and in this video, you can barely make out the last of the two climbers pulling over the edge there in the shadows of the massive rock. it took kevin jorgensen and tommy caldwell 19 days. they ate and slept in tents perched on the massive rock wall. fortunately for the climbers, the weather stayed mostly wild and dry for their epic journey. many people, including president obama, have been following the historic climb. and yesterday, the president tweeted out this picture, along with it, he congratulated the climbers saying you remind us that anything is possible. dave? >> what pan amazing story -- what an amazing story. president obama is also renewing his push for paid sick

leave for working parents. today at a round table meeting with working women in baltimore, the president will call on congress to pass a law allowing wokers to eash up to $7 a year of -- earn $7 a year of paid sick time. california is one of three states that already requires paid sick leave. president obama will also take executive action to give six weeks of paid leave to federal workers after the birth or adoption of a child. 7:38. well, new this morning, we're just getting word that starting tomorrow, new travel rules take effect for americans going to cuba. americans who want to visit cuba will still have to fall into certain categories. once they are there, you will be able to use credit and debit cards for the first time and legally bring back cuban rum and cigars. last month, president obama

announced the major shift in policy koordz cuba and eased restrictions on trade and travel. they've been in place for 50 years. u.s. and french intelligence officials believe the paris terror attacks in inspired by al qaeda but were not directly supervised by the terror group. yesterday, in a video, a leader of al qaeda in yemen climbed responsibility for directing the attack on the newspaper in paris. but some say it's just an attempt to steal the spotlight from the islamic state terror group as the two groups compete for attention, recruits and financing. one of the two brothers who carried out the attack at the newspaper was briefly in yemen in 2011 and met an al qaeda leader. president obama and david cameron are presenting a united front in reacting to the attacks. they wrote a joint opt-ed. the headline, we won't let the voice of freedom be uz melled.

the -- muzzled. they said safeguardthe way of life includes standing up to terrorism president obama hosts the british prime minister for a working dinner at the white house. after scandal and a series of security lances there is a major shakeup inside the secret service. five officials are leaving their jobs. four are being forced out, a fifth is opting to retire. this comes after a scathing report last month from the department of homeland security that said the secret service is starved for leadership. it's the first shakeup at the agency since the former director resigned in october. she quit after several security breaches including a man with a knife climbing over the white house fence and running into the white house. 7:41. well, this afternoon, the 49ers will hold a news conference. they will introduce their new head coach, jim tomsula. he first joined the 49ers in

2007. he's coached high school, college and the pros. in 2006 he was the coach of a team in germany. even though he is familiar with the defensive line, the players say he's popular with the whole team. >> the players -- [inaudible] >> 49ers' owner jed york calls jim tomsula a tremendous mentor who conducts himself with great class and mentally. he won a game as an interim coach in 2010. now while most of harbaugh's assistant coaches will be leaving, including vick fangio, jim tomsula we're told will keep the running back's coach.

oakland raiders have a new head coach. we're told they will announce the hiring of jack del rio in a news conference tomorrow. now, he was the head coach of the jaguars. he's been the defensive coordinator for the broncos. del rio grew up in the east bay. graduated from hayward high school in 1981. that's where he starred in football, baseball and basketball. and his teammates say he always loved the silver and black. >> at that time, the raiders were wearing super bowls that was a big part of who we were. into this day, jack will say deep down inside he's a raider. >> the current football players of hayward high school say he's a role model who they can look up to because of where he came from and just how much he's already achieved. the best team in the nba, you know which one, the golden state warriors racked up

status. pam cook is in the studio with what that means for current and future students. good morning, pam. >> good morning. basically, it means the commission has decided that city college should be given the chance to come into compliance with acredecation standard -- accreditation standards. they have two years. the's crediting commission has never found any wrongdoing or substandard instruction but it has said that the college should lose accreditation because of administration problems, poor fiscal controls and insufficient self- evaluation and reporting. the school could still be forced to shut down if the problems are not fixed in those two years. school representatives seem confident they can get the changes made in the two years. the other development, though, any day a judge could rule on the lawsuit filed against the accrediting committee. that suit was filed by dennis

2013, we only had .49. that would be three years of declining rainfall. there are many -- a lot of conjecture on why. you can write me and i will share what i think. clouds to the north. fog is the big issue here. very, very thick in spots. finally started to work its way to the peninsula and parts of the south bay but the east bay valleys, the ones that are socked in. 40s and 30s on the temperatures. there is not gonna be much of a change. 37 antioch. 38 blackhawk and the breeze still shows signs of being easterly. this system will give us a lot of clouds. that's about it. nationally, it's not as cold but there's a pretty good system moving through the deep south. that's where all of the active weather is. for us, it will be cloudy, mostly cloudy to the north, there could be rain. for us, i don't think it will happen. the key, though, on this, temperatures cooling off. the fog will be with us. if there's rain, it will be north of santa rosa starting late tonight into tomorrow. back to you, two.

the fda approved a surgically implanted device to help adults obese lose weight. it's supposed to help reduce hunger pangs by blocking the nerve signal sent to the brain from the stomach. in a year-long trial, 157 people who used that device lost 8.5% more of their excess weight. the company that made the devicege is hoping it will be available to the public this year. there's no word yet on how much if it will cost or if insurance will cover it. two appliancemakers are timing unto save counter space in the kitchen. general electric all will start to produce fridges with a coffeemaker in the space that had been used to dispense cold water and ice. it takes four minutes to heat up the water. but here is an interesting and

[ applause ] >> it's so foggy, how foggy is it? the fog overnight never left parts of the valley and east bay and came roaring back. so we have the thickest north bay and also the east bay, the dense fog. there are pockets where it's thick where there's flight delays. sal might have more on that. 30s, 40s. 37 in fairfield. 37 antioch. brentwood, 38 blackhawk. low 40s for many. if you are stuck in the fog, there is a slight component of

highway 101. i want to mention that the bay bridge toll plaza is getting better. the fog is not a problem here. it's backed up to the -- to the macarthur maze. if you are driving in concord, walnut creek and danville, it's been foggy. but the slow traffic is there. could be hammered by -- hampered by the fog. four people were rushed hot hospital after a car went through the macy's store at the mall. within mann drug by a car -- man drug by a car is still in critical condition. tara moriarty is live outside of the macy's where there is still a lot of damage. good morning, tara. >> reporter: well, good morning. we did briefly see some macy's workers trying to clean up the mess inside. there are racks, clothes racks, mangled all over the floor. you can see that the glass doors here are boarded up.

now, this all unfoamed just before -- urn folded just before 5:00 last night. you can imagine how chaotic it must have been when a blue honda slammed through the store and landed about 50 feet inside the men's department. alameda county firefighters treated half a dozen people, four of them, including the driver had to be taken to the hospital. ktvu spoke to one macy's worker who rushed to the scene yesterday. >> i was in the mall earlier, tried to go back to the macy's. it was closed. couldn't walk through. i'm getting out and finding out somebody drove through may's . >> reporter: a man on the sidewalk suffered the most injuries. he was drug. and a woman suffered bruises. officials believe the driver was a woman with some sort of medical condition. we're not sure when the macy's will reopen, if they plan to open the entire store or just a second of it this -- just a

>> hi, dave. we spoke with him yesterday about the state of the city. this morning he will, of course, talk about san francisco's accomplishments in 2014 like raising the minimum wage and the intervestment in transportation but the main focus keeping the middle class in housing as well as increasing support for the homeless. the mayor says some of his proposed steps to do that include increasing loans for first-time home buyers by $100 million over the next ten years. the mayor wants to direct more dollars toward rent support so people can stay in their homes. this morning the mayor will introduce a housing bond on the november ballot and talk about rornling the ellis act the state level so it can no longer be used by speculators who evict long-term tenants for profit. >> speculators are not landlords. because they are not landlord nor are they interested in

being responsible landlords, i want the realtors to join me in the fight. >> mayor lee says he wants to work toward eliminating poverty in san francisco. he talked about identifying 500 known homeless families and really focusing on how to get them back on track. now, the chronicle also reports he wants to create a new one- stop help housing center for the homeless. we spoke to some who say ideas are good. but they remain skeptical. >> i don't know what the solution is. they have been trying for many, many years. maybe he's trying something new. >> i don't really see anything making a big difference. it's just more taxes. >> the state of the city address debt for 10:00 is being held at the whole foods market. it's a move that mayor lee says will demonstrate the commitment to local jobs. we have a good portion of his comments about addressing homelessness and middle-income

than 260. 8:14. house republicans passed a controversial bill that would dismantle president obama's executive orders on immigration. republican lawmakers attached amendments to a bill that fund homeland security. now, one would overturn the president's order to give protection from being deported to 4 million undocumented immigrants. another eliminates a work permit program for imgrants who dame to this -- immigrants who came to the country as children. analysts say this bill probably won't past the senate. crude oil prices have been riding a roller coaster the past 24 hours. this morning, prices for u.s. oil are dropping again. down about $1 a barrel. that's after they jumped more than $2.50 yesterday. that was the biggest jump in a single day since june of 2012. so far you drivers, you are not feeling much of that when you gas up. local prices are down, about a half cent from yesterday. about an average of $2.62 here

good morning. welcome back to "mornings on 2." 8:30. let's talk about your weather and traffic get you out the door. steve paulson is working hard on this forecast. >> i am, dave. i'm working on trying to get rain in here. the fog, you can't see anything if you are stuck in it. it looks like it's lifting a little bit. a couple of reports around the oakland, alameda estuary and i think sal has had similar reports. clouds are rolling into the north. steve, do you think the fog will be as bad as tomorrow? i've had three comments on that. my take is no, i don'tle.

i think the front will come in provide a different wind direction and lift the fog. we'll see. but you can write me dark andearly tomorrow. north bay, east bay, east bay is out in front on the fog. just zero visibility for some. 30s an 40s on the temps. cold. man, it's cold out there. 30s for some. 40s for others. including a lot of upper 30s near saratoga. now 40. gilroy with the 30s and so is woodside, menlo park and palo alto. la honda and los altos hills have been out here at 44. foster city and even belmont. still an easterly breeze. here is the front. it will give a lot of cloud cover to the north. it will give some rain to mendocino county, lake county. but -- i just think about santa rosa, calistoga north would be the southern extent of it. we'll fine tune it tomorrow. more clouds to the north. thick fog. that should lift a little bit

as the front inches closer. a fool day with a lot of upper 50s and low 60s. here he is, mr. sal castanedo. we're looking a commute that was at its peak at 7:00. now we're an hour and a half later and traffic will be a little bit slow on 101 in san jose. you can still see some slow traffic as you drive through. i want to show you a map of the general area, san jose and the south bay sand the -- around the peninsula. 85 is slow after 87 and 280 is slow at 17. bay bridge toll plaza, 25, 30- minute delay getting in. some of the lanes have improve ed. back to the desk. thank you. the san jose police department sent out a memo. they need more police officers and they told officers to expect changes to deal about staff shortages. janine de la vega is in san jose this morning to tell us

what may fall through the cracks. >> reporter: officers have told me off camera that it's already difficult because they are so short staffed. oftentimes when they go on a call with a burglary and an assault, take a report and know that incident needs more work but they have to focus on the next call. about 20 officers are retiring this month and several others are resigning. this is part of a trend the force has been dealing with for a while in part because they are looking for better pay an benefits to fill in the gaps, the chief has decided to take officers and supervisors out of specialized unit such as gang, traffic, field training, robbery and missing persons and instead, reassign them to patrol. the chief wants to make sure they are answering all 911 calls and admits other areas will not get as much attention. it's a concern for those who live and work in the city. >> i it will always be a kemp when we're short staffed.

i believe whenever there is a lack of police to patrol the areas that need patrolling, of course it might increase crime and might increase the ability for the police to respond in any calls. >> reporter: the department is making a push for mandatory overtime for patrol officers. that portion of the new staffing change needs to be discuss the with the police union before it goes through. in the meantime, the department is trying to recruit officers and a has an academy but the number of recruits is still low. back to you. >> thank you. a man in ohio is in jail. he's accused of plotting a terrorist attack on the u.s. capitol. now, christopher lee cornell was arrested yesterday at a. cincinnati gun store in and undercover operation. the fbi says it found out about him after he posted online messages supporting the islamic state terror group. cornell told an fbi informant he was planning to set off pipe bombs at the cap tom and then

last month, president obama announced plans to resume diplomatic relations with cuba after more than 50 years. 8:36. city college of san francisco celebrating a temporary reprieve this morning. the accreditation commission granted the school restoration status. that means city college will have two more years to come into full compliance with accreditation requirements. >> the commission says the school should be able to fix its problems during that time. this morning, some of the students told us the extension it's taken away many worries. >> now that i have the opportunity i'm glad because i don't have to, you know, think about looking for another college to transfer from an get credits, go to a uc. >> some of the school supporters are not happy about this extension. they say city college could be forced to shut down after that two years are up. they also say the restoration status takes away the right to

appeal the commission's ultimate decision. ktvu will be there when the two men who free-climbed yosemite's el capitan will share their story about how they made it to the top and this iconic picture is making its way all over social media this morning. look at that expression of just relief and joy. it was cap chumped by a photographer of the -- captured by a photographer of the corey rich productions team. it shows tommy caldwell and kevin jorgensen embracing at the end of their climb up the dawn wall of el capitan yesterday afternoon. family and friends watching from below celebrated the moment. officials think the terrorist attacks were inspired by al qaeda but not directly supervised by them. yesterday in a video, a leader of al qaeda in yemen claimed responsibility for directing the attack on the newspaper in paris. however, some experts say the video have just an attempt to steal the spotlight from the islamic state terror group. the two are competing for attention, recruits and financing. one of the two brothers who carried out the attack was briefly in yemen in 2011. and met an al qaeda leader. president obama and david cameron, they are presenting a

[laughter] good morning. we do have some slow traffic on 880 northbound. it gets slow up at the coliseum and it gets better just after high street which is not unusual. also looking at the bay bridge. that's better than it was. it's still about a 15, 20- minute wait at the toll plaza. another 10 into the city. we've been looking at the south bay because this does not seem improved unfortunately. 101, 280, 85 you can see it's slow. as we push into southbound 880 it's slow out of hayward heading down from 238 all the way to 237. that's a long line of stop-and- go traffic that you still have to deal with and fog is persisting throughout the area. speaking of fog, let's go to steve. there's still some around. dense fog advisory in the east bay lifting a little bit. peninsula south bay, but north bay as well. a lot of clouds coming in. maybe some rain to the north on friday. i doubt much makes it south and then after that, i think we're done. >> that's it?
