brooks was visiting his own father when he was gunned down for no reason. >> i want to know who killed him and why? he didn't bother nobody and he didn't do nothing. >> the same shooting injured a man and woman. police said that both are in stable condition today. three other shootings in east oakland last night injured two teens and a woman, all are expected to survive. we're learning more about a shooting in east oakland that killed a young couple and forced two schools to go on lock-down. the young man is now identified as 20-year-old richardson livingston of oakland. he and his 19-year-old girlfriend alexis randolph were shot to death about noon yesterday. near 105 and eaves avenue. police have no arrests and are offering a reward for information. ktvu's debora villalon asked the mayor about the uptick in violence and got a firm answer from libby schaaf. >> i have been in every

thought and concerns about the city's drone program. the police department is soliciting comments on proposed regulations for the department's unmanned aerial surveillance system. the $7,000 drone was purchased last january. since then thousands signed a petition calling for the department to return the drone, citing privacy concernspt the police department says it intends to use the drone primarily to assist the bomb squad or in situations with active shooters, hostage or barricades. activists say while those seem like reasonable uses for the system, they question how else it could be used? >> you start asking what do they see as i fly-by or room additions without permits or send information to the permit department? well that is where we talk about who gets to see the film. >> police encourage anyone with concerns about the drone to contact department or to attend a public meeting on the system. the department expects to give the city council a set of proposed regulations for the drone sometime in april. bad weather has interfered

. a bay area police department is now the target of a federal lawsuit. ktvu's john sasaki tells us the legal action stems from an ois. >> reporter: it's a familiar refrain, but in richmond, this chant was in the name of 24-year-old richard perez when was killed here four months ago. >> he loved god and that gives me peace because i know he is in heaven, but i also know there is a fight to be fought to make things change. >> reporter: after midnight september 14th, perez was shot and killed by richmond police officer wallace jensen. >> i have nightmares at night and my wife wakes up crying at night and wakes up in the morning crying. yeah, he stole our whole life from us. >> reporter: surveillance video shows perez inside in the store and then can you see the confrontation

with the officer outside, although not exactly what preceded the shooting. >> so the officer used tactics in attacking him and stopping him in the first place and used poor judgment in terms of evening to use a firearm in a circumstance it was not justified. it was a use of excessive force. >> that is with what is in dispute, what prompted officer jensen to open fire? police declined to say anything about the incident. >> we really understand the tragedy that this is for the family, and the need for them to get clarity on what happened. >> reporter: but the day of the shooting captain was clear. >> the suspect attacked the officer and physically grabbed his gun. >> the perez family adamantly disagrees. >> he claimed that he reached for a firearm and that justifies his shooting of him. the evidence is pretty clear from all the people present that did not happen. >> they have to be held accountable and clearly in this

conditions are expected to improve tomorrow. >> just took a peak at the radar center and mark is on the hunt for some rain out there. it's not very much out there, is it? >> the rain is up to our north. remember a week ago i was trying to get excite bade potential rain event this weekend and the more i hype up a weather event, the forecast model decideed to change that mind with the main rainfall to the north of bay area. we do have a chance of a few scattered showers here. can you see a live stormtracker 2 the main activity is up in the pacific northwest. you heard about the game in seattle for tomorrow, weather could be a factor with the clouds, the rainfall, some gusty winds and chance of thunderstorms. a closer look at our rare, the main rain is towards humboldt county and a few scattered showers into parts of the north bay. this is all very light, but that will be the overall forecast theme in the short- term with the chance of a few showers basically favoring the north bay neighborhoods. you can lots of clouds out there in addition, to the low clouds and fog. here is our live camera towards
