restaurant. good afternoon. i'm tori campbell. uc regents meet ing is going on right now, where governor brown is expected to make a unique proposal to determine whether students should pay more in tuition. brian flores has more. >> reporter: if you recall from the last meeting back in november, it was hotly contested. you had students, you had governor brown as well as uc president janet napolitano talking about that 5% increase in tuition. well, today's meeting is also equally important because it would basically form a committee between the governor and napolitano to force them to hash out any differences they have in funding the uc system. this meeting is scheduled to take place after noon today. what it will be is a two-person committee with governor brown and napolitano again in it. back in november, you will recall both sides seemed to be

talking back and forth. the governor voting no, the regents voting for it. governor browent wanted to form a committee to see if something other than a committee increase can be done to sustain the system. this committee is essentially that. some say it's a waste of time. some see it as a hope to repeal the tuition increase. >> i certainly support the governor in his desire to see more transparency with the regents. i think only good things can happen from this. i think it's a very, very positive thing. it will set the tone the next few months to make a determination whether or not we see an increase. >> this committee is one small step to figuring out the budget woes. good afternoonen newsom says once they are on the same page, they can make a more unified decision about funding. for some of the students, this has gone far enough. >> the children from the middle class are being thrown under

the bus and we respectfully ask that the uc regents, president napolitano, governor brown, explore all options in terms of funding the uc. we need more funding. we need more funds allocated. we need a sustainable funding source. >> reporter: now, napolitano has asked for more state funding but governor brown says he will withhold funding for now as long as the tuition increase remains on the table. obviously still a lot of work to do. is this commit -- if this committee is formed, both brown and napolitano will be working together. the first meeting is scheduled for next monday, then they present findings in march. tomorrow, governor brown is expected to report on how he will raise uc funding without a tuition increase. ktvu's david stevenson is here at the meeting? he will have more on 5:00 and 6:00 tonight. back to you. happening today, in sacramento, right to die legislation is being introduced at the state capitol by dan

diaz and two senators. diaz's wife, brittany maynard, gained national attention when she posted online videos discussing her terminal cancer. she moved from california to portland to end her life with a combination of prescription drugs. the california proposal is modeled of the oregon law. >> get the laws on the books. so it doesn't matter what state you are a resident of. you can have a peaceful passing. >> the law would only apply to patients with less than six months to live, two doctors would have to agree independently that the patient is mentally competent and able to take the medication themselves without help from a doctor. opponents say some may feel pressured to end their lives if interests are allowed to prescribe fatal medication. san francisco police say a man was shot to death as he sat

in a car in the visitacion valley neighborhood last night. a shot spotter picked up gunshots at sunnyvale and sawyer before 9:00 p.m. that's where the man was found. he had been shot multiple times. police say the victim may have been trying to escape the gunman when he was shot. no suspects in custody. police are investigating a head-on crash near levi stadium that left one person dead. just before 5:00 this morning, a honda accord traveling westbound on tasman drive hit an suv heading north on great america parkway. the driver of the honda died at the scene. other driver was taken to the hospital with non-life- threatening injuries. officers are trying to figure out if one of the drivers ran a red light or whether speed played a factor. >> we are asking for -- if there's any persons out there that saw this crash early this morning, please give us a call. and we're checking right now local businesses and so forth to see if anyone did see the

collision. >> officers are checking to see if surveillance cameras in the area captured footage of the accident. two men are in the hospital with life-threatening injuries after they both -- they were both struck by a car on highway one at millbrae. they lost control of their suv and became stranded in the middle lanes of the highway. that's when they both got out of the suv and were hit pie an oncoming car -- hit by an oncoming car. so far it does not appear alcohol was a factor. first it was black fold. now firefighters on fresh ure island say they -- treasure island say they are dealing with rat and rat mites in their living quarters. tara moriarty has more. >> reporter: it packs the bite of a bedbug, feeding off the blood of rats and people leaving red, itchy bumps on

the skin, most likely that of a rat mite according to an internal memo. yesterday, a pest inspector came to the training facility to recover sticky traps set weeks earlier that have shown an infestation of rat mites. >> i feel the situation is real but far from an infestation and if we thought there was a health and safety problem for our members we would pull them out of here just line we did at the other firehouse. we don't want to put our members in jeopardy. >> reporter: firefighters say they've seen rat and roar rodents scurry from the pile of debris used for simulation officials. firefighters say they have been bitten bile bugs and found droppings. black mold was discovered and force them out. this morning, crews trimmed trees that rats are possibly using to climb onto the roof to

gain access. the pest inspector returned. this time to gain access to the attic space to locate any nest which must be eradicated. in the meantime, firefighters say they worry they will bring the mites home with them. they've been advised to shower and wash their homes. fortunately, rat mites do not carry diseases. tara moriarty, ktvu channel 2 news. berkeley police are looking into the bizarre discovery of a wild boar's head and carcass left near two vegan restaurants. a viewer took these pictures. on monday someone left it on a trash can steps from the vegan restaurant on adeline. around the same time, a car das was found at the vegan restaurant on shaddock avenue. the owner of a liquor store says his surveillance camera caught a man troping something off. >> i saw a white truck pull up.

i seen a man come out of the side and set it down as fast as he can. >> the storeowner called police who are trying to determine if the restaurants were targeted or if this was just a random act. three puppies found in a trash bag in an east bay park are recovering at an animal shelter today. the puppies were found yesterday at the park in pleasant hill by a couple walking their dog. the dog sniffed out a trash bag tied at the top leading the couple to the puppies inside. the couple took the pickups home, fed and washed them and took them to the animal shelter. they are expected to be put into foster homes until they are old enough for adoptions. new deals tails about the nfl investigation into whether the new england patriots used underinflated footballs during their victory over the colts. according to espn league sources say 11 of the 12 game balls had significantly less

air in them than the nfl requires. there's also another report today saying the baltimore ravens believed kicking balls were underinflated during their game a week earlier when they lost to the patriots. if the balls were tampered with new england, could be fined and lose draft picks. at least five workers at disneyland parks were infected with the measles. three have fullery recovered. two remain off the job. disney said it gave measles immunity tests and offered vac cakes to workers -- vaccinations to workers after the outbreak was reported. more than 40 cases of measles in california, four other states and mexico have now been connected to the disney parks. could vice president biden be thinking about a run for the white house?

there's lot of buzz on social media today regarding vice president joe biden after he hinted this morning that there's a chance he will run for the democratic presidential nomination in 2016. the 72-year-old says he plans to make up his mind this summer. he had only nice things to say about hillary clinton, his potential rival for the nomination. he called the former secretary of state a really competent, capable person and a friend. the day after his sixth state of the union address, president obama hit the road. he's promoting his ideas like free community college, tax increases for the rich, expanded paid leave for workers. the republican-controlled congress is not biting on his big proposals or his notion that the economic crisis has passed. >> reporter: president obama thinks the economic crisis is over. last night, he proposed a tax

congress. san francisco has hired a new chief medical examiner who says he will work hard to reduce a huge backlog of death cases. the san francisco chronicle reports that dr. michael hunter from florida has accepted the post. he tells the paper it will be his top priority to clear more than 800 cases in the city's files. dr. hunter is set to start the job in april. a master in oakland calls it a -- pastor in oakland calls it a senseless act of violence. two men were shot and killed right next to his church. it hatched at 5:30 on 10th and campbell. the pastor says as soon as he heard what happened, he went to the scene but all he could do was try to console the victims' families. >> when someone so close to a place of refuge, of sanctuary, lose their life so sensibly. >> one of the men was

pronounced dead at the scene. the other died at a hospital a short time later. no word on suspects or a possible motive. concord police are investigating a freeway shooting that closed highway 4 for several hours this morning. it happened around 1:00 on westbound highway 4 near highway 242. investigators say a 25-year-old victim and his 22-year-old passenger were driving when a suspect vehicle pulled up alongside and started shooting. the driver was shot in the leg but was able to drive to the hospital. police are looking for a white dodge charger. in san francisco police are looking to get surveillance camera after a 73-year-old woman was killed when an suv careened out of control and landed on top of her 2:30 yesterday afternoon at third streets in santa rosa. rescuers works to lift the vehicle off the woman but she died at the scene. the driver of the other vehicle was taken to the hospital with

minor injuries. the fog has cleared, ast least for most of us -- at least for most of us. let's take a look at been and into san francisco. a little bit of haze there. but our air quality is good to moderate. today is not the spare-the-air day. we started out this morning with a dense fog advisory over parts of the north bay valleys and the east bay valleys but at this point, we're looking pretty good. we have three miles of visibility in areas right around concord. i don't think it will cause you any trouble but a little bit of haze traveling along highway 4 at this hour. temperaturewise with the clear skies overhead in the overnight hours, we started out quite chilly for some and now we're beginning to rebound in the 30s. napa within a couple of degrees of freezing but you are at 56. 50 degrees in concord. 56 in oakland. upper 50s, low 60s for redwood city, mountain view and half moon bay checking in with mostly clear skies ans 63 --

and 63 degrees. a very quiet pattern in place. the ridge of high pressure will stick around for the next few days. in fact, we have a warmup coming our way. it will happen just in time for the weekend. you can see we have a little bit of fog here along the central valley, it stretches all the way down into southern california. but for us, again, mostly sunny skies for the afternoon. temperatures very similar to what we had yesterday. by the second half, we're looking at temperatures 5, 10 degrees warmer than today. we're dry through the weekend. ridge of high pressure will remain locked in place for the weekend. temperatures will soar in the upper 60s to low 70s by saturday and sunday. afternoon highs for today, 62 in antioch, 64 for oakland. 62 in san francisco. to the north bay, temperatures in the low 60s. 63 for novato. 64 for santa rosa. in the south bay, a beautiful day. widespread low 60s to mid-60s. 65 gilroy. 63 san jose. santa cruz 65 for the afternoon. the extended forecast here with your bay area weekend always in view, a few high clouds will pass through tomorrow.
