here is going to be slightly busy coming through. as you drive over to the peninsula where traffic on highway 101 is just moderate, a couple minor problems there that have been cleared up. bay bridge toll plaza right now there is a backup of about 25 to 30 minutes. and no major problems as you drive through. southbound 101 near the expressway in san jose there is a crash. the santa clara valley commute is a little better, i have to say, than it has been the last few. northbound 101 is a little slow approaching 280 and we have some moderatery heavy traffic on 85 as well. it's 7:03. let's go back to the desk. >> thank you, sal. san mateo police officers were forced to take drastic action as two pit bulls terrorized a neighborhood. ktvu's alex savidge live with how officers ended the attacks and also reaction from the department. good morning, alex. >> reporter: tori, good important morning to you. those two pit bulls bit a woman and terrorized this neighborhood yesterday morning. officers were desperate to get

the anselmo under control he this he ran to this school. an officer used his patrol car to strike both of those pit bulls. one of the dogs was killed instantly. the second was injured and taken into custody by animal control. san mateo police got reports about these dogs on the loose at 9:30 yesterday morning and they followed the dogs for quite some time. it's unclear how they got loose. at one point, the pit bulls attacked a landscaper who used his leaf blower to fend off the animals. the dogs also clawed at a police car. there was that woman attacked by the dogs. she suffered puncture wounds to her arms and legs. she was taken to the hospital but she is expected to be okay. now, the department put out this statement about what happened. it said, in part, we are saddened that the vicious actions of these two animals forced our officer to take

action in defense of the general public that led to the dogs death. police were able to find the owner of the dogs who lives nearby. that person is cooperating with the investigation and extremely remorseful about what happened. san jose police continue to investigate a strange discovery inside a home. a full-blown casino operation. at 4:00 yesterday afternoon officers received a call of a possible assault between a man and a woman at a house on south capitol avenue. everyone scattered when officers arrived, but police found video gaming machines, drugs, and cash. eight people were arrested on charges, including drug possession. no one was arrested in connection to the gambling. time 7:05. the city of berkeley has approved plans to shut down a pot club in the city saying it violates zoning laws. however, ktvu's tara moriarty says there is another reason the city wants the 40-acre dispensary to be shut down.

>> reporter: good morning. the pot club brings a lot of distress to the neighborhood. that's according to police, neighbors, and city leaders. despite those complaints, the city manager got booted. >> excessive trash and littering and dispensary customers engaging in illegal drug sales and drug use. >> boo! >> reporter: the city voted to kick out the pot club on san pablo avenue near university because it says 40 acres disturbed the community and violated zoning laws about where medical marijuana dispensaries can do business. the pot club owner says his club has been operating out of his home since 90s before the rules were written about where pot clubs could be located. >> i told the city council, if you do want to consider me a dispensary, i should still be grandfathered in. we have to keep up the fight. we have to keep up the fight not even just because of medical

marijuana and the safe access for patients, but almost for our own dignity. >> reporter: he says that he is getting the blame for an already troubled neighborhood. but ktvu spoke to some neighbors who say it's the pot club that draws out the dangerous elements and they were too scared to speak up in public for fear of retaliation. smith, however, says that the fight is not over. live from berkeley, tara moriarty. back to you. >> all right. thank you. time now 7:07. this morning oakland police trying to determine if a series of shootings last night that happened within minutes of each other are connected. a total of six people were shot. just before 9 p.m. two people were shot on 88th avenue and b streets. minutes later two more people were shot at 60th avenue. then a fifth person was shot at 105th avenue and san leandro street. a sixth person went to highland hospital on her own. police say she was shot at

10:20 last night on 15th street. police say all the victims are believed to be in stable condition. investigators want to know if these shootings are related to each other. the justice department and their lawyers are expected to announce, they have decided not to recommend charges against the police officer in missouri who shot and killed michael brown. law enforcement officials say fbi investigators found no evidence to support civil rights charges against ferguson, missouri, police officer darren wilson. he left the police force last year. officials say the fbi interviewed more than 200 people. they analyzed evidence from the shooting in august. to pursue the charges, the justice department would have to prove wilson intended to violate michael brown's civil rights. meantime, st. louis county police have just released this surveillance video. >> it shows people breaking into and looting a market in missouri. this happened on november 24,

the day a grand jury decided not to indict officer darren wilson in the shooting deaths of michael brown. police are looking for more than 180 people they say were involved. the owner of the market was at home and watched the looting live on his surveillance system. he says his family-owned business was also looted during protests after the august shooting. in police inton, police are trying to return stolen mail to the rightful owners after the arrest of a suspected mail thief. officers arrested 46-year-old joseph abata yesterday. they discovered stolen mail and other stolen property in his car. police are asking anyone with missing mail to call them. he was arrested on suspicion of mail theft, possession of stolen property, and possession of counterfeit money. the uc regents meet this morning in san francisco. it's pitted governor jerry brown against uc president janet

napolitano. napolitano says tuition increase is needed to raise $20 million for the system. governor brown's administration says the uc needs to reduce spending, including administrative pay. >> we are using students as pawns in this game. putting a gun to their head, threatening them and their families with tuition increase unless sacramento acts and substantially increases the general fund contribution. >> the governor has asked to form a committee that would include just him and napolitano. he wants to analyze finances. the regents are expected to vote on that request today. new this morning, new england patriots head coach bill belichick says he did not order anyone to deflate footballs to gain an advantage. >> i came in monday morning. i was shocked to learn of the news reports about the footballs. i had no knowledge whatsoever of this situation until monday

morning. >> belichick just wrapped up a news conference 15 minutes ago at gillette stadium in foxboro. he said he did not know that 11 of the patriots' footballs were deflated by two pounds each, which provides a better grip in the cold weather. belichick says the patriots are cooperating with the nfl, but if the league determines the patriots cheated they face fines, suspensions, and loss of draft picks i was monitoring that press conference. he said -- he came right out gate, walked up to the podium and spoke for about ten minutes, you know, about the deflate-gate. when reporters asked questions he said i don't have an explanation for what happened. i told you everything i know. he said each of those things four times and left. he is normally a little gruff. not very ver bows. said what he had to leave. obviously, he wanted to talk about the super bowl. kind of a big game coming up. time is 7:11. a new warning this morning

on 7. japan fighting against time, trying to rescue and save the lives of two japanese citizens held hostage by isis and threatened with beheading. islamic state released this chilling video of the two hostages. a freelance journalist and the founder of a private security company. the captors said they would kill the hostages within 72 hours unless they got a $200 million ransom. that deadline is believed to be sometime tomorrow. today japan's prime minister says he is using diplomatic channels trying to get them free, but there is no word on whether a ransom will be paid. back here at home, the auburn school district investigating claims of a 10-year-old boy. he says his fifth grade teacher made him take off all his clothes in front of other students last week. >> she told me to take off my sweater and my shoes, my shirt and my socks, and right when she said to take off my socks i told her, no, you're not my mom. >> the boy says the teacher the

at rock creek elementary school did it to see if he was lying about stealing homework passes. he says it embarrassed him and fellow classmates laughed at him. his mother is so angry she is taking her son out of rock creek elementary and may even sue the school. >> i don't think it was right what they did to him because we are spanish people and i feel discriminated. >> the alleged incident is always investigated completely. we take our time to ensure that we understand exactly what happened. >> the school superintendent said she doesn't know how long the investigation will take. 7:16. 2 investigates found california's new common core curriculum is pose ago problem for some -- posing a problem for some bay area teachers. common core is a federal temp late for teaching math and english. critics call it overly complicated. we talked to a san francisco high school teacher who says it's demanding and inflexible.

north or south. but when you do get to the toll plaza plaza you see stop-and-go traffic there. the traffic is also going to be a little bit slow on the bridge. as i look at chp's list, we don't have a lot to go on. this is a look at 280 in san jose. you can see it's getting slow. it corresponds to what we see on the maps in the south bay. 280, 101 slow as you drive through. 280 is slow through cupertino. 80 to the 280 interchange. steve in the weather center? some patchy fog. santa rosa, livermore, maybe a little towards concord. easterly breeze in place. 16 miles per hour out of the east. napa airport has an east wind. there is an east wind parts of san francisco. so it's an offshore breeze. do get a sunrise here with some high-mid-level clouds and it's dry, dry, dry. last january was the driest

california border. a witness saw the drone crash in a supermarket parking lot in tijuana tuesday night. investigators say six packages of crystal meth were taped onto it. because the packets weigh more than six pounds, they were probably too heavy for the drone to carry. authorities say smugglers have been using drones for some time and their use is only expected to grow. a florida man is facing charges for tackling another man who brought a gun into a walmart. but the man with the gun had a permit to legally carry it. the tuesday incident near tampa was caught on surveillance cameras. sheriff's officials say he saw him getting out of his car with a gun in his holster. he tacked daniels after he walked into the store and put him into a chokehold. >> i have a license. don't say nothing to me. wait to the sheriff gets here. >> store security detained both men until police arrived.

morning clouds. hazy for others. temperatures in the 50s and also 60s. here's sal with what's been some low traffic. no major issues, sal? nothing major. there have been a couple of minor things that have caused delays. we will start off with the south bay and talk about 280 northbound. it's getting a little bit slow near saratoga. there was an accident. not a major one, but enough to slow traffic a little bit as you drive through. as we look at the south bay maps the traffic on 280, 85 and 101 is beginning to fill in. the disney parks between -- the difference between the really bad day a few days ago is this happened gradually. an accident northbound 17 at the summit has been cleared away. let's look at another live picture. of course, that would be the bay bridge backed up for a 25 to 30-minute delay. we have checked in with the san mateo bridge, dumbarton bridge. no problems. it's going to be tough getting to both of those toll plazas as well. let's go back to the desk. >> thank you, sal san francisco

sal. murder charges have been filed in the cold case killings of two bay area women. the fbi says 66-year-old rodney haubauer has been extradited from oregon where he was serving time for attempted murder. on the left is his booking photo. on the right is what he looked like at the time of the killings in 1976. six women were killed in what became known as the gypsy hill murders. the victims were all stabbed to death in early 1977. one of the victims was found near gypsy hill road in pacifica. rape and murder charges have been filed in two of those cases. dna links rod halbower to the crime. more measles cases are

traced to disneyland. seven bay area people now have the measles virus. ktvu's janine de la vega joining us live in santa clara. there is a warning for people who may think they are immune? >> reporter: doctors are saying if you got vaccinated as a child and you're now an adult and it's been a long time, you may want to consider getting a booster because the effectiveness of that vaccine along time ago, it may have worn off. now, doctors are saying the best way to prevent from getting the measles is to get vaccinated and most of those shots are available at pharmacies like cvs or walgreen's. health officials say there are now 59 confirmed cases of the measles in california since the end of december. the majority of linked to an initial exposure from disneyland in anaheim. seven people who are infected are from alameda, santa clara, and san mateo counties. the measles is a highly

infectious airborne disease which usually starts with a fever, cough, runny nose and eyes. a red rash appears on the face and spreads down the body. many cases can go undiagnosed for days. health officials warn anyone unvaccinated are at risk and so are children who haven't received a second dose of the shot. >> our grandchildren are find. they are up to date and everything. who knows? you never know. >> reporter: would you ever consider getting a booster, or no? >> i would consider it. >> reporter: in 63% of the measles cases, the persons infected were age 20 and older. most were unvaccinated, but there were some who had received the vaccine at a younger age and still contracted measles. doctors are urging people to get immunized. they know there are a growing number of children in california who are not being fully vaccinated and then want to prevent the spread of the disease. public health officials expect

to see new cases of measles in the coming weeks. back to you. >> janine, thank you. time now 7:36. happening today, volunteers in san mateo county will spend the morning looking for and counting homeless people. the county takes a census of the homeless every two years. the volunteers will be looking for individuals and for families who may be living in cars, on the streets, on bench like here or maybe in camps. the information is used to help the county provide services for the homeless. the final report is due to be released in may. well, the number of sick and dying birds along the san francisco bay, the number keeps going up. the fish and game investigates the mystery substance that's blamed for it. yesterday volunteers were once again scooping up birds covered in that mysterious grey substance. they are being taken to a wildlife center in fairfield to be cleaned up and then released back into the wild. so far, testing by fish and game has ruled out a synthetic

rubber as a possible cause. >> i know it's frustrating that the people are questioning why we can't identify this substance, but it's important that we are right and not that we are fast. >> now, the most recent numbers from fish and game are that 318 birds are contaminated. 200 birds have died. both of those numbers are expected to go up. the temperatures will be going up and many people will head for the beach. but the national weather service says be very careful at the beach. a high surf advisory takes effect tonight on the bay area coast. powerful waves up to 10 to 15 feet high are expected, which means the danger, the risk of people getting swept away goes up. the national weather service is advising if you are going to the beach, just stay back from the water this weekend. the advisory is in effect until sunday morning. it is 7:38. job cuts at ebay. the news came to employees this week, but without a lot of details. pam cook is in the studio with

the reasons people will be out of work. good morning, pam. >> reporter: good morning. yeah, the ceo of ebay says the job cuts are to simplify operations and cut costs. the company announced plans to cut 2400 jobs. we know when. it will happen before the end of march. but we really don't know who. it is not saying exactly where those job cuts will be. but we could know that ebay has announced plans to spin off its paypal division later this year. now it may do the same for the enterprise unit. >> it means they are going to be smaller. they are going to be more focus the. they may be more profitable. there is no reason to think they are going away. if they are going to grow in the future, they have to find something new. >> we spoke to ebay employees about the announcement. most have very little information and now they are worried about what it means for them. ebay did forecast sluggish revenue growth for the current quarter and on the news of trimming its work force that stock is actually up $2 a share or almost 4%. >> thank you, pam.

time is 7:39. american express also announced it will eliminate more than 4,000 jobs this year. that's 6% of its total work force. american express says the job cuts will include u.s. and international operations, but it was not specific about what divisions would be affected. amex also plans to hire some new workers in other divisions later this year. some restaurant employees in emeryville are demanding better pay and healthcare. workers walked off the job yesterday. the workers say they make between 9 and $14 an hour. they have watched the minimum wage increases in oakland and berkeley recently and say they hope a new contract includes raises and affordable healthcare. google may be getting into the business of cell phone service. there are reports the mountain view company will start selling mobile phone plans directly to

here. late last night detectives extradited this man, 66-year- old rodney halbower, from oregon. a prison there. he was serving time for attempted murder. he has now been charged with murdering two women here in the bay area back in 1976. now, halbower had been labeled a person of interest, but a recent review of cold case dna linked him to those two stabbing deaths. you may remember a total of six women were killed in what became known as the gypsy hill murders. the victims were from pacifica, millbrae, daly city, and reno. one of those victims was found near gypsy hill road in pacifica. now, prosecutors say halbower is not being charged with all of those crimes. he is expected to make his first court appearance here in a courthouse in san mateo county at 1:30 this afternoon, and then this morning, later on this morning at 11:00 san mateo county sheriff's office along with prosecutors here in san mateo county and the fbi, among others, are expected to hold a

news conference, dave, and they will be offering more details on this cold case. again, a man now charged with murder here in connection with the gypsy hill murders. >> all right. alex savidge live from redwood city. thank you. time is 8:03. we are learning more this morning about what prompted a san mateo police officer to run over two aggressive pit bulls, leaving one of the dogs dead. after 9:30 yesterday morning police received a call from a man saying he had been attacked by the dogs near north clairemont street. when officers arrived they saw the dogs attack a landscaper and then run towards two women with young children. police tried to distract the dogs and the dogs began to attack the patrol car. when the dogs took off running towards a school, one of the officers hit the dogs with his patrol car. one of the dogs was killed instantly. the second was injured and taken away from animal control officers. now, these are photos of the landscaper's leaf blower on the left, which was bitten by the dogs, and the door of the

officer's patrol car. you can see some marks there. police say a woman was also bitten by both dogs on her arms and legs before officers arrived. she was treated and released at the scene. time is 8:04. a violent night in oakland. new information this important. oakland police investigating whether a series of shootings are connected. a total of six people were shot. around 9 p.m. two people were shot on 88th avenue and b streets. minutes later two more people were shot at 60th avenue. a fifth person was shot at 105th avenue in san leandro street. and the sixth person, a woman, went to highland hospital on her own. police say she was shot at 10:20 last night on 15th street. police say all the victims are believed to be in stable condition. investigators now want to determine if any of the shootings are connected to one another. the uc regents meet again this morning in san francisco. now, the situation has pitted

governor jerry brown against uc president janet napolitano. napolitano says tuition hike is needed to raise $220 million for the uc system. governor brown's administration says uc needs to cut spending, including administrative pay. >> we are using students as pawns in this game. putting a gun to their held. threatening them and their families with tuition increase unless sacramento acts and substantially increases the general fund contribution. >> now, the governor has asked to form a committee that would include just him and napolitano. he wants to analyze the finances before setting state funding levels. the regents are expected to vote on that request today. 8:07. a berkeley pot club operator says he will fight city hall's order to shut down after it declared his business a pubilc nuisance. it is located on san pablo in a commercial district.

last night the city council voted 7-2 to shut down the club. now, there are no signs identifying the dispensary from the outside, but neighbors have complained about long lines of people standing outside and members selling drugs on the streets. the city also says the club is not in an area where marijuana businesses are allowed. >> because the property is located in a commercial zoning district it's prohibited. >> we have to keep up the fight. we have to keep up the fight not even any more just because of medical marijuana and the safe access for patients, but almost for our own dignity. >> that man, the owner, christopher smith, is looking into what legal action he can take to keep the club open. remember the bad smelling chemical used in biology class to preserve dissected animals? according to a new study, e-cigarettes contain a lot of that chemical.

up, up. sal. i have been listening. a couple issues here, but no big issues yet? >> we have a couple of issues, steve. we have a crash in an unusual direction northbound 680 at vargas. it's an overturned vehicle. you don't normally see it this time of the morning, any slow traffic coming through here. you can see it is, obviouslile, slow. the accident is just out of camera view. but it is causing an unusual backup. you know, the unusual back-ups are the ones that really three people off. let's go to the bay bridge toll plaza now and show you the traffic is going to be busy as you drive through there. there are no major problems on the bridge itself. i do want to mention in the oakland hills, highway 13 northbound at carson, that's an exit just after highway 13, that off-ramp is blocked by a downed tree. so you are going to have to go up to the next off-ramp instead or perhaps use a different way.

so you can't get off northbound 13 at carson because of a tree that came down. it's blocking that off-ramp. 8:31. back to the desk. >> sal, thank you. there is a new warning today from state health officials about the rising number of measles cases in california linked to an outbreak at disneyland. now at least seven bay area people are infected. ktvu's janine de la vega. >> reporter: health officials say they expect to see more measles cases in the coming weeks and they say the best way to protect yourself is to get vaccinated. immunization shots are available at pharmacies like cvs. health officials are saying that there are now 59 confirmed cases of measles in california since the end of december. many of those infected visited both disneyland parks in anaheim. but there are secondary cases where people got exposed to the disease after the person came into contact with someone who

had visited the park. seven people who are infected are from alameda, santa clara, and san mateo counties. it is a highly contagious disease. it's airborne and it usually starts with a fever, cough, and runny nose. it can get undiagnosed. anyone unvaccinated is at risk. physicians say adults who were vaccinated as children may want to consider getting a booster because the effectiveness may have worn off. we took to a man visiting disneyland soon. >> i am going to to think about it now. that's news to me. i didn't know that was an issue for adults. i don't know that i had that vaccination as a kid. >> reporter: in 63% of the measles cases the persons infected were age 20 and older. doctors are urging people to get immunized. they know there are a growing number of children in california who are not being fully vaccinated and they want to prevent the spread of this disease. back to you. >> janine, thank you. time is 8:33.

san francisco police investigating claims that a police officer tried to dump a disabled man out of his wheelchair. now, here is a cell phone video from sunday afternoon of the incident in visitation valley. police say the police officers there were on a regular patrol. they came across a heated argument. as officers talked to the people the man in the wheelchair rolled across the street. an officer can be heard yelling at the man because he rolled over his foot. at this point no actions were taken in connection with that incident. time is 8:34. an oscar nominated documentary that was produced in berkeley may soon be used to teachle tolerance to bay area students. >> the film hits on hate, tolerance, bullying, lgbt issues. of course it hits on forgiveness and reconciliation and what that means. >> now, it's called facing fear. it tells of a former neo-nazi

skinhead who beat a gay teenager in the late 1980s. 25 years later the two men met again. this time at the museum of tolerance in los angeles and they both happened to work there. after a brief discussion, the men realized, yeah, they had met before and decided to heal the hate. that had turned into a friendship. yesterday there was a screening of facing fear. it was at st. mary's college. both of the men shared their story. >> they are used to hearing something read to them out of a book. when they hear it from the source, it's totally different. people have the ability to change. we all need to look at our actions and our words and how we are treating others. >> facing fear was nominated for an oscar last year. now it's making a transition to the small screen. the director is hoping to have the film ready for students by the springtime. time is 8:35. happening today volunteers in

san mateo county will spend the morning looking for and counting homeless people. the county takes a census of the homeless every two years. the volunteers will be looking for individuals and families who are living in their cars, on the streets, or have set up camps. the information is used to help the county provide services to the homeless. the final report is scheduled to be released in may. the number of sick and dying birds along the san francisco bay is rising as fish and game investigates the mystery substance to blame. yesterday volunteers were once again at work scooping up birds covered in the grey substance. they are being taken to a wildlife center in fairfield to be cleaned up and then hopefully released back into the wild. so far testing by fish and game has ruled out a synthetic rubber as the cause. >> i know it's frustrating that the people are questioning why we can't identify this substance, but it's important that we are right and not that

we are fast. >> the most recent numbers from fish and game are that 318 birds are contaminated. 200 birds have died, and those numbers are expected to rise. time is 8:36. you heard steve paulson. the bay area is going to get hot. with temperatures heating up you may be planning ahead for the beach. but the national weather service says be careful out there. high surf advisory takes effect tonight on the bay area coast. powerful waves up to 15 feet are expected. that means the risk is higher for people getting swept away. the national weather service advises anyone on the beach to stay back from the water this weekend. the advisory is in affect until sunday morning. ebay is making plans to cut 2400 jobs and that's making many workers nervous. the layoffs are about 7% of ebay's entire work force. the cuts are expected to happen before the end of march, but it's still not clear how many

welcome back to "mornings on 2". time is 8:42. new morning san francisco police chief greg sur confirmed an arrest has been made in connection with recent arsons in the castro district. there were three suspicious fires set there monday morning. the chief told ktvu's david stevenson officers have arrested a person in the case, but he is not announcing the person's name as yet. we don't know if the suspect is connected to other suspicious car fires in san francisco, but make sure you stay tuned right here to ktvu and, of course, ktvu channel 2 news at noon to get the very latest and update on this new development. 8:43. today is the 42nd anniversary of the supreme court digs that legalized abortion. people will march on capitol hill. house republicans abruptly

dropped a controversial abortion bill that they had hoped to pass on the anniversary. the bill would have criminalized most abortions after 20 weeks of pregnancy. but gop leaders were forced to drop the bill due to objections from female house republicans. it's been a rough month for oklahoma oil king harold hamm. he wrote his ex-wife a check for almost $1 billion to settle their divorce. she cashed the check, but now she is appealing a judge's ruling saying she is entitled to more. hamm says he can no longer afford even the original check. that's because he has lost nearly half his wealthy in the last -- wealth in the last six months because oil prices have dropped. he sold one of his oil companies for $3 billion. he is reported now to be worth just $9 billion. >> is that all? >> yeah, that's all. he is practically in the poor house. >> hang in there.

8:44. and there is high octane excitement in saturday night at the oakland coliseum. >> yeah, i mean, motorcycles are going to go 25 feet into the air. one of my personal heroes, ktvu's brian flores is live inside the oakland coliseum. i see you, brian, and the dirt bike riders are getting ready for this weekend's monster energy supercross. i know you can hear me. who is that superstar next to you? >> reporter: name is cole, dave. he is amazing. he is not only a bike right now. he is going to talk to us about what these riders go through. if you have never been to an event, you can take the whole entire family and see these amazing riders. let's introduce cole sealy. how are you? >> i am good. i have my starbucks, i am ready to go. >> reporter: me, too. i want to go to some gopro video of what a rider goes through. this is a firsthand look. what do you go through? i mean, is it adrenaline? is it a lot of physical work to hold the bike?

>> yeah, yeah, adrenaline. plenty of nerves. it's intense out there. it's easy to go out there by yourself. when you got 21 other guys around you, it's pretty tough. yeah, it's exciting racing for sure. >> reporter: it would seem like when you have all those riders on the track, it would be kind of hard to stay away from those guys. how do you do it? >> it's stuff. we spend all year training. a lot goes into it from the rider and the team. so a lot of build up. now we are here. so the hype is kind of settled down and everyone is settling in their pace. it's making for great racing. >> reporter: this is your rookie season ride interesting the 250cc series to the 450. what's the big difference? is there a big difference? >> yeah. there is more power. bigger bike. more races. and, yeah, it's a stacked field this year. plenty of fast guys. plenty of good racing. so it's, for a guy like me, it's tough. rookie year is always exciting.

road. it was an injury accident on 680 getting up the grid, which is the counter commute direction. can you see northbound 680 which is normally not slow at all, is slow around the corner getting up to vargas road. please give yourself extra time. southbound 680 slow as well for the normal commute. if you are driving to the bay bridge toll plaza you will see a little bit of a backup here. no major delays on the bridge, but the traffic is slow. northbound 13 and oakland hills at carson, that off-ramp is blocked because of a downed tree. go up to the next one. 580 is backed up out of san leandro westbound. let's go to steve in the weather center. >> mostly cloudy skies this morning. the back edge of this system moving in to, well, most of mendocino county and sonoma county. a lot of fog underneath and a rather strong east breeze for some. anywhere from 15 to 30 miles per hour from about the oakland hills all the way over to san francisco. so for some, even up to

petaluma, reports of a cold, windy pattern and it's an easterly breeze offshore. cloudy to mostly cloudy morning. then mostly sunny to partly cloudy by this afternoon. 40s on the temps or 50s. half moon bay an offshore breeze most of the morning. they were there originally for palo alto and menlo park. due east sfo, hayward, livermore, that's an offshore wind and some has cranked up into the city 17 to 30 miles per hour. so eventually this system falls apart. we will get that east wind. that means really nice by the coast. more so tomorrow. but mostly cloudy here this morning. then mostly sunny later on this afternoon. a warm-up on tap for friday. especially saturday and sunday. some of the forecasted highs near 80. could be for some on the coast. upper 60s, low-to-mid 70s for many. a possibility of rain coming from the south, but not until tuesday or wednesday of next week. that would be highly unusual for january. we will keep an eye on it.

there will be a lot of cloud. we will see if we can get any rain out of it. very interesting if our only rain from the season came from baja in january. clouds. hazy. 50s for some. 60s for others. tomorrow is the day when a lot of these temps bump up. it won't be bad for some. especially downtown oakland, santa cruz, and half moon bay. i mean, they are already at 52. then it goes mostly sunny and warmer. much warmer into the weekend. >> all right. still kind of weird to think that. still january. thank you, steve. nine minutes before 9:00. we are learning more about the proposal to add an extra traffic lane to the richmond-san rafael bring. the plan is to convert the 12-foot shoulder on the lower eastbound deck into a third lane of traffic. the third lane would only be even during commute hours. drivers say that is enough to make a huge difference. >> i do see it, that it backs up quite frequently and quite extensively during rush hour. i think three lanes would advantageous. >> the plan also calls for a new bike rain on the upper deck.

it is 8:54. a florida man is chasing charges for tackling another man who prout a gun into the walmart. the man with the gun had a permit to legally carry it. the tuesday incident near tampa was caught on surveillance cameras. sheriff's officials say michael foster spotted clarence daniels getting out of his car with his gun in a holster. foster tackled daniels after he walked into at the store and put him into a chokehold. >> i said i have a license. i have a license. i have a license. he said, don't say nothing to me. wait until the sheriff gets here. >> after confirming daniels had a permit, foster was arrested and charged with bat. >> reporter: officials say if you see someone with a gun call
