south san francisco police. >> thank you. happening now, the b.a.r.t. board of directors is meeting to discuss a possible ban on ecigarettes. they are not regulated on b.a.r.t. and they produce an emission that could bother other passengers. 15 times more formand hide is found in ecigarettes compared to traditional cigarettes. exposure could put long term ecigarettes users at a greater risk for cancer than cigarette smokers. but people who support ecigarettes are disputing the findings. they say users would never smoke as much or as often. and protesters are gathering at b.a.r.t. headquarters. they want charges and a recorder dropped for 20 people who trained themselves to a

b.a.r.t. train saying black lives matter. to the south bay, a attorney is accused of stealing from homeowners. the district attorney said he preyed on latino homeowners. ktvu's ann rubin is live outside the district district attorney's office. >> reporter: authorities say the victims were already in dire straits when they paid money they couldn't afford for services they never received. authorities believe this man was defrauding homeowners faced with foreclosure. he promised help and the help could never come. >> he would have his team contact the victims, about to lose their house, and he could collect fees and not do any work. >> reporter: according it the attorney general the fees were

high, $4,500 and he would collect them upfront which is illegal in california. >> the state of california passed legislation to prevent anyone from taking upfront fees. >> the district attorney believes jones waspuscly targeting im-- was specifically targeting immigrants. it is something they hear about too often. >> there are actors out there who exploit the fact that some immigrants do not have legal status and use that as a way of taking advantage. >> reporter: he faces six counts of grand theft. the district attorney fears there are other victims still out there and they are hoping they will come forward. >> we want it hold the people who are doing this accountable. >> reporter: jones also faces charges for practicing law on a

suspended law license. >> ann rubin, thank you. in oakland police are trying to figure out the motive behind a series of shootings that left six people wounded last night. one is in grave condition. two people were shot before 9:00 p.m. last night. minutes later two more people were shot. at the same time a fifth person was shot at 105. then at 10:30 p.m. the sixth victim was shot on east 15th street. the victim from the last shooting is on life support now. she is a 19-year-old woman from san francisco. she was shot while in a car with her husband. the other five victims are men and are in stable condition. police say two of the shootings may be gang related. the emergency is over. the threat to shore birds is no more. whatever was killing hundreds of birds on san francisco bay

. it looks like the new movable median barrier on the golden gate bridge is giving people more confidence to speed up. there has been an increase in speeding complaints since the movable median barrier went in two weeks ago. yesterday they set up speed traps and wrote more than a dozen speeding tickets on the golden gate bridge. the chp says the design of the bridge makes it a bigger problem for speeders. >> a crash has nowhere to go. they will be blocking the lanes. traffic will stop real fast. anybody driving 70 miles per hour is likely going to cause another accident. >> 45 miles per hour is the speed limit for the bridge but that drops to 25 miles per hour through the toll plaza.

former officer and her story helped make a surprising connection. it turns out the officer was the same officer who did not check out a crash and deadly fire just up the road from where he pulled over that woman in august. ktvu's eric rasmussen broke the story and she back with the debate over what happened -- he is back with the debate over what happened. >> reporter: some think the chp need to look at all his stops involving women. others say he and his partner were put in a no win situation because they were already investigating a dui. now we are hearing from the woman he pulled over. >> pretty much alone on the freeway. >> reporter: 12:30 a.m. on interstate 680. this 24-year-old woman says she didn't know why she was getting pulled over by the chp. >> he was apologetic. he asked us where we are coming

from, where we are going. >> reporter: and whether she had been drinking. >> i had 3, 4 glasses of wine over 7 hours with dinner. >> reporter: a breathalyzer showed she was just over the legal limit. this woman says the night took a turn when another car pulled up to them. >> and a man had his window down, honking, he was yelling. >> the man in the car told ktvu he was trying to get the officers to check out a car that crashed and caught fire. >> i say we have a car off the road, a fire. he goes we will get to it when we are done right here. >> reporter: records identify one of the officers as shawn harrington. at the time allegations of stealing women's photos had not yet come to light. while he called in the crash he and his partner did not check it out. the calls to 911 turned

frantic. >> somebody -- person is in there, burning to death. >> 2 investigates found it took 7 minutes for anyone to respond to the accident. the driver did not survive. the woman who was pulled over said they were here when they got that plea for help down the road. running a stop watch we found it would have taken 36 seconds to get here to the scene of the crash and fire. instead this woman says his questions turned to his cell phone. >> he asked my husband if he could use our cell phone to call someone to pick us up. so we decided to call my mom. my mom called back and he answered and he had my phone for an hour, hour and a half. >> i don't think that is true. i think that is false. >> reporter: his lawyer told us his client never looked through

this woman's phone and prosecutors found no evidence he took any of her photos. yet according to records investigators found he had stolen nude photos from the phone of another woman just two days earlier. text messagesry vealed he share -- rementions he rereeled he -- next messages revealed he shared them. he resigned from the chp. >> i imagine you have a lot of pictures on your phone. >> yes. >> reporter: did it give you pause he could have looked through those? >> yes. you know, it is a private thing. it is frightening. you assume the best from the people who serve the public. i still do. i place so much trust in police

officers and firefighters and first responders. but when you have a situation like this it is -- rattles you. >> reporter: his behavior with her continued the next day. >> knock at the front day, i answer it, it was the officer in his street clothes with my purse. he apologized. he found my purse in his patrol car. >> reporter: was it appropriate for him to go back to her house? >> well, i will tell you this it probably wasn't the preferred way that police officers are taught to deal with the situation. >> reporter: he says it was the woman's husband who left the purse behind and he was doing her a favor by returning it. yet it is this crash so close to a fire station and chp officers down the street that continues to haunt her. >> should i have asked them, do whatever you need to do, put me

in your car, take me with you, go investigate. >> in that moment they have to make the decision what will be the most appropriate resources. >> reporter: last september the california highway patrol defended the response. firefighters were already on the way when officers were contacted. but the chp declined a second interview it talk about the officer's involvement or whether his behavior would cause the chp to look that case differently. >> i suspect had they made the decision to let them drive away, they would have been criticized for that. the problem is in the situation. there is no perfect decision. >> reporter: an autopsy found the victim was drunk. but it also revealed he died from second degree burns. the crash itself didn't kill him, it has some wondering whether he could have been

he was convicted in the death of a man whose body was then set on fire. ktvu's david stevenson is here with information on the expression why the suspect's attorney says he may have been set up. >> the man arrested lived here since he was released from jail last fall. >> reporter: investigators responded to a fire behind this salon in san francisco saturday morning january 17. it was the first of four arsons in the neighborhood in 48 hours. last night police arrested david munoz diaz of san francisco. >> taken into custody on the streets and charged with arson. >> reporter: david munoz diaz lives near the salon and his boyfriend owns the bar next door. he is known by his conviction on an involuntary manslaughter charge. he strangled a ban and set the body on fire.

police say the owners of two pitbulls that attacked a landscaper are cooperating with authorities. police were called yesterday morning when a man reported being attacked by two aggressive dogs. officers arrived to see the dogs atact a landscaper and run towards women. one of the officers hit the dogs with his car. one dog was killed and the other injured. we have photos here. police say a woman was also bitten by both dogs before officers arrived. a warning tonight for anyone hoping to hit the beach this weekend. the national weather service is issuing a high surf advisory along the coast line. starting tonight there will be powerful fast moving waves 10- 15 feet high. those waves will be strong enough to sweep people into the
