raised questions about the safety inside. >> reporter: residents waited to be allowed into collect a few items this afternoon. many shared stories of rushing home to find the third floor in flames. >> we got a call from our landlord that our place is on fire. asking if anybody was inside. >> one person died. six sent to the hospital and 54 people displaced. 12 people had to be rescued. they did a check of the building in 2010 and found fire alarms weren't working. those problems were fixed by november of that year with another inspection due by the end of 2015 but today the fire chief said some of the equipment here was not working

properly or at all. >> 7 people hoping to get rescued. >> reporter: this ladder is supposed to punch through a panel. they may not have evacuated a counter weight to lower the ladder. his dog was saved but he lost everything else. >> everything. furniture. i don't know. $20,000 worth of stuff. i have no idea. >> reporter: one resident last night told ktvu channel 2 news an alarm was never heard. investigators are also looking to in reports exits may have been blocked. a cause of the fire may take weeks. in the mean time residents will be allowed in tomorrow to pick up items. >> live in san francisco, david stevenson. many people returned today to see what was left and shared their stories. a 13-year-old said he had to call 911 to report a lot of noise. >> as soon as i told them my address, they said there is a fire. get out. i grabbed my dog. went down had escalators.

the ladders, i mean, and from there i had to jump. >> one couple told us the man who died was their roommate. he worked nights and was getting sleep with head phones on and probably didn't hear anyone knocking on his door. the building was home to a small newspaper, mission local. one man figures most of their computers and cameras are damaged. >> that is the least of the worries. people lost their homes. someone lost their life. >> as for the man who died the medical examiner said they will release his name tomorrow. uc davis medical center said today it is treating a patient who may have ebola. it started this morning at mercy general hospital. it was taped off and closed for cleaning. a patient who traveled to africa showed up in the er shows symptoms consistent with ebola. that patient was then taken to uc davis medical center.

you can see the ambulance that transported the patient. police stood at a distance while they used equipment wrapped in plastic. a woman later spoke to reporters. >> we were in the er and they announced they were bringing the person in that has ebola. and everybody had to stay back. >> at this point we don't know if the patient is male or female or where they have been. hopefully we will get answers tomorrow when the hospital will make a statement. new at 6:00 p.m. ktvu channel 2 news learned of two new confirmed cases of measles in marine county. officials said that brings the total number of cases to 12. they issued new statements on a growing controversy over allowing unvaccinated children to attend school.

ktvu's john fowler reports for parents it is a matter of protecting their children. >> reporter: parents of one child want unvaccinated children banned from school. >> i don't want measles outbreak. >> reporter: his son is battling leukemia and can't be vaccinated. >> i am here to ask people to vaccinate because it is the right thing to do for the health and safety of children. >> reporter: the law allows for a personal belief exemption unless there is an active outbreak. officials say 1-30 children is not vaccinated. support taking route for vanning un-- root for unvaccinated kids. >> yes, it is too dangerous pthe other children -- for the

other children. . >> reporter: this afternoon they confirmed two cases of measles and said we are grateful to concerned parents whose stories highlighted the risks that unvaccinated individuals can pose. there is no need to exclude students at the time as there is no evidence for school based exposure. if there should be a measles case unvaccinated children will be excluted for 21 days. -- exclude for 21 days. john fowler, ktvu channel 2 news. >> more details now, there are 12 cases in the bay area. not all of them are linked to the disneyland outbreak. officials confirmed two cases in marin. alameda has the highest number of cases in the bay area at six. following developing news out of mountain view.

a pedestrian was hit and killed by a cal train about 4:30 p.m. this afternoon south of the station in mountain view under the highway 237 over pass. authorities say it was an adult male. traction were shut in both directions but the north bound tracks are now back open. there are delays. a bus bridge is also in operation. authorities at this point say it appears the person who died may have committed suicide. police are looking for a sexual predator who assaulted a 10-year-old boy this week. police say the boy was walking ob98th avenue when a man lure -- on 98th avenue when a man dured him and aal -- lured him and assaulted him. he is describered as male hispanic. 40-50 years old. 5'7", slender build. short hair, salt and pepper and a bushy beard. wearing a brown leather jacket and black pants -- described as

male hispanic. 40-50 years old. 5'7", slender build. short hair, salt and pepper and a bushy beard. wearing a brown leather jacket and black pants. contra costa county sheriff's deputies said three people sleeping in a home were robbed at gun point. it happened at 1:50 a.m. yesterday morning on crest avenue near highway 680. investigators say there were three robbers and one of them had a weapon. they woke up the people inside, threatened them and made off with valuables. deputies haven't released description. a horrible discovery in san francisco. a headless torso in a suit case. ktvu's noelle walker is in san francisco where investigators are going through missing person cases to try find out if they could figure out who this person was. >> reporter: they are investigating this as a homicide but tonight police said they don't know that it is a homicide. they don't know if this person died of natural causes and the body was altered or they don't

know where the crime occurred. they know this is a who done it and a who is it. >> reporter: crime scene tape and streets closed off for a police investigation are not unusual but the reason why this neighborhood became a crime scene is unusual. >> i couldn't believe. body parts. >> reporter: it was a headless torso found in a suit case found wednesday afternoon with other severed bodies parts found in other locations nearby. >> gets bad. you know? you just finding random body parts. who does that? >> reporter: this morning officers checked 20 trashes can. looking for evidence. >> right there. >> reporter: he says from his counter he saw police going through this trash can

yesterday. >> he was looking at the garbage can. >> reporter: it was more severed body parts. investigators are trying to figure out whether the victim was a man or woman or if it is one person or more. >> it did not have identifiable information. >> reporter: police looked at surveillance video and are looking for a person of interest. >> there was a person. >> reporter: now he wonders if that person is the same man who asked to use his bath room 45 minutes before the crime scene tape went up. >> carry on luggage. >> reporter: this is an area where suit cases don't get a lot of attention. until now. >> really bad now. getting worse.

new at 6:00 p.m. the new mayor of oaklands rolls out the -- oakland rolls out the red carpet. big time developers from san francisco are looking for new opportunities in oakland. ktvu's rob roth went along for the ride today with mayor libby schaaf. >> reporter: this tour bus rolled through oakland today but those on it weren't tourists. there were 60 real estate developers, investors and construction company executives who wanted to see what oakland had to offer. >> we are happy to be part of the development. >> reporter: montes gathered.

the -- entrepreneurs gathered. >> we want to bring in successful investors, developers, businesses to say this is our time. >> he helped build the mission bay project in san francisco and now he is looking across the bay. >> there is a sense of like we had enough development. we >> reporter: mayor libby schaaf said oakland was open for business. >> this is an incredible time for oakland and i am glad that you have realized that or you wouldn't have hopped on the bus. >> reporter: west oakland and the old train station, 200 apartments are planned for the area. >> we can solve some of our housing challenges and oakland looks like it will be a player. >> oakland is hoping to sell itself as a less expensive alternative to san francisco

but there is a perception oakland isn't safe. major developments don't happen over night but they say if the economy holds up there could be a lot of major projects over the next 5-6 years. rob roth, ktvu channel 2 news. officials blamed chevron for the explosion and fire that richmond chevron refinery that sickened thousands in 2012. the board said the accident was preventible and places the blame on chevron saying the company has an inadequate culture of safety. chevron says it has been working to increase safety standards but disputes the idea it wasn't concerned with safety. >> the safety culture was more based on keeping a unit running than actually doing the right thing and shutting it down. >> we have a philosophy of

continuous improvement. >> among the recommendations in the report is for the city and contra costa county to fund an agency that would over see chevron and question workers about safety issues. the satisfaction of b.a.r.t. riders hit the lowest level in several years. officials released the survey of 56,000 riders. in 2012, 84% said they were satisfied with the system. but now that number dropped to 74%. the last time it was that low was in 1998. passengers blame over crowding, hot cars, dirty seats and a lack of parking. a new fleet of cars is expected to arrive in 2016. till then they are trying to ease over crowding. ridership increased as the economy has improved. time to get a check of the
