warner plaza, neighbors say the problems include menacing dog, drug dealing and litter. the men detained by police today say the homeless are unfairly blamed. >> there's a lot of people that aren't homeless that are out here, garbage everything. after the clubs are closed they dump their trash and the homeless get blame -- blamed for it. >> reporter: the domestic dispute was brought up at a council meeting tonight. the sit lie ordinance does not apply. city leaders acknowledging there are no simple solutions. >> homelessness and bad street behavior and the two are the not the same thing.

warren sapp was arrested for soliciting a prostitute. police say two women claiming to be escorts say they got into a physical fight with sapp over money. sapp paid for the oakland raiders between 2004 and 2007. he was in phoenix covering the super bowl for the nfl network -- sapp played for the oakland raiders between 2004 and 2007. officers arrested 23 people for sex trafficking and pimping. 570 people were arrested for sex, solicitation across 17 states and 68 victims including 14 juveniles were recovered. the san francisco symphony is now in harmony with his musicians union. they have a new labor contract. the new agreement runs through 2018 and makes the musicians among the best paid in the country at more than 2,800 a week. the agreement is in contrast

state health officials raised the number of confirmed measles cases to 92. now president obama has joined those calling on parents to get the measles vaccine for their children. public health officials and pediatricians encouraged vaccination but some parents question the safety of vaccines and opt out. ken pritchett here now to show us how the debate turned political today. >> reporter: this public health concern over measles did turn into a political hot potato for chris christie today. after his comments on vaccinations drew criticism and a quick clarification from his camp. it was on a tour of a pharmaceutical factory where chris christie managed to make waves at home with this statement. >> i understand that parents

man from vallejo. the two were known to spend time together. but officials are using dna to find out if the remains are those of the missing man. a former member of the swim team went before a judge today to face felony charges. prosecutors say 19-year-old brock turner raped a woman on campus following a party last month. azenith smith was in the courtroom when turner entered a not guilty plea. >> do you have anything to say? >> reporter: brock turner walked into the superior courthouse without answering any questions by reporters. his defense attorney on one side, his father on the other. the 19-year-old former stanford swimmer and student answered questions. while the under grad didn't much to say in court, court documents state that he admitted to police he had been

drinking. he just wanted to hook up with a girl. >> these type of sexual assaults happen at campuses at parties all throughout the country. aleila praise the two students who saw the assault and tackled the suspect. >> if they're watching, thank you. because of their actions they stopped a sexual assault. >> reporter: the victim told detectives she doesn't remember but she does remember not giving consent. >> i think that we forget because we're like in a bubble of stanford that like these things are normal occurrence. and i think people aren't as aware of their surroundings because we're here, we're safe. these kids are smart. >> reporter: this comes as students have protested before how stanford university handles sexual assault cases. the university declined any comment but says it has turned its findings to the d.a.s office and has started its own

a 13-year-old shot and killed by a sonoma county sheriff deputy. tonight more than a year after andy lopez' death. an effort to reform and rebuilding trust in the community. tonight sonoma county appears poised to appoint a watchdog. the watchdog idea was introduced tonight to mixed reviews. >> reporter: andy lopez killed walking in his neighborhood when a deputy mistook his air soft gun for the real thing. in the future, those incidents may be looked at by independent eyes. a student unleashed a torrent of anger who said the deputy was too quick to kill.

fire hydrants across san francisco left leaking for months. today2 investigates just how big that problem really is. the public utility commission claims it's just a drop in the bucket when it comes to water waste. >> but our 2 investigates teams, finds the puc recordkeeping is filled with holes and inaccuracies. julie moore has more of what we learned. >> reporter: most leaking hydrants are called into 211. the puc told two investigates it aims to fix leaking hydrants within days. but we found some that weren't

repaired for months and others that were missed completely. at martha and brothers in san francisco there's no coffee without water. this year more than ever owner jaime guerrero works to save as much water as he could. >> putting traps in the faucet. not washing our sidewalk. >> reporter: while she was conserving water daily, the public commission took months to repair a leaking hydrant outside their business. >> they don't come out and fix it. and our water rates have gone way up. to see water being wasted while we're playing high bills, yeah that would get under my nerves. >> reporter: there are 12,500 fire hydrants in san francisco. all maintained by five puc workers. examining the puc's own document, two investigates some took weeks, others were never repaired despite being reported. when we asked why the p.u.c.

says its recordkeeping was inaccurate. >> what we have here is handling work orderers which is the paper work. everybody always takes care of the paper work last. >> reporter: richie says the track record of repairs was actually much better. >> the terms of being on top of the system. i have full confidence in our crews and our professionals that actually take care of this. >> reporter: when two investigates joined the puc on a repair ride along we discovered this hydrant still leaks six months after it was recorded. the puc said this one was possibly next. this hydrant at seventh and market was supposedly fixed one day after it was reported but along with the puc we still spotted a small drip. a much bigger drip at division and branne. this was fixed supposedly two days after it was reported. but two months later we found it leaking in two places.

>> it was either a new leak or the repair did not take. >> reporter: despite having five workers, the puc says that's not the reason why some repairs take months while others are missed. >> i think we do a good job at prioritizing. >> reporter: he says sometimes parts are needed. in the meantime it continues to drip. >> and i would say in terms of volume it's insignificant. so we measured both leaks from this hydrant and figured out over the two months that it's been leaking these drips totaled to 252-gallons of water. >> something like .00. of our water supply which is literally a drop in the bucket. >> reporter: a drop in the bucket of all the water delivered to the entire city according to richie.

but to business owners and residents asked to conserve it's much more significant. for guerrero this kind of leak is equivalent to more than 5,000 cups of coffee. >> it infuriates me. >> reporter: as for the hydrant outside of his restaurant, they don't know why it took 49 days to fix. >> in his case i would like to apologize to him and say we want to do better. >> reporter: they cut in water usage in other places by 25%. follows two investigates, they will revamp their procedures to better track repairs. if you see a leaking hydrant, you can phone it in to 311. >> melanie reporting live tonight in san francisco.

the daughter of whitney houston and bobby brown is said to be fighting for her life after an incident that is very similar to her mother's. she was found face down in her bathtub on saturday. she wasn't breathing and didn't have a heartbeat. you may recall that whitney houston was also found face down in a bathtub. she died almost three years ago. bobby christina is currently in a medically induced coma so her condition is not known. google was an early investor in uber and one of google's executives serves on

but every manufacturer of everything is getting caught up in this ever worsening supply nest. tom vacar. mercury levels in yellow fin tuna caught in the pacific ocean is rising to concerning levels that's according to a new study released today in the journal of toxicology. levels of methel mercury have been on the rise and could be caused by air pollution. mercury found in the fish are not likely to cause a health risk. meteorite watchers believe they saw a flash. they said it was kind of similar to what you're looking at here. a meteorite that was seen in russia two years ago. >> it's a bright light moving across the sky. fiery. enough to encourage people to think that it was an airplane

down. so it was big and bright. >> reporter: this map shows where people reported seeing the meteor. some people though say that it may have landed and hope to find pieces which could be worth thousands of dollars but astronomers say it likely broke up over the ocean. we've got plenty of warm temperatures out there. we have had for the last couple of weeks actually for the month of january. look at the highs from today. highs tomorrow are going to be about the same. i talked about this big subtropical moisture tab. this is how you know it's going to get wet again around here. it's thousands of miles out in the pacific. it's like a hose. wherever that hose points around the washington-oregon it's going to get wet. but the forecast models drag it down into our direction as we head into thursday night. it looks good. it looks good for rain. especially in the north bay and northern reservoirs certainly

up around lake shasta. pillsbury. the downsize is we're looking at a warm rain. with a warm rain snow levels will be high and my concern is the snow pack in the mountains gets melted. when that water runs off, it just goes away. thursday into the weekend it gets wet. and you will need umbrellas as if things are lined up. that's a nice looking pattern. this is not that dissimilar to the pattern we saw in december that brought us the copious amounts of rain. the story with this system is how far south does it go. right now the models do something like this. over three or four days they might get five, 6-inches of rain maybe seven. south of this area it's going to be less. it's going to be down around

two or 3-inches. pardon me. so far out, we're just going to watch this thing go. what could happen if it shifts a little further south, much manufacture -- much more rain. if it shifts further north less rain. an inch and a quarter north of san jose. not a ton of rain. but 7-inches around fort bragg. that's today lots is going to change. the storm door opens. long range model not a high resolution model but gives you an idea of a major pattern shift. your forecast highs tomorrow. mid-60s upper 60s. the five day forecast and enjoy it while it lasts because it's going to get kind of wet around here for the weekend. my concern would be the snow and mountains because that rain melts the snow quick and we need a snow pack more than we need water in the reservoirs. >> you said thursday and looks like it will linger through the weekend.

a little college basketball tonight. stanford women started the night as they were. truly one of the top teams in the country. they kind of eased off the pedal, letting things get to the point where they were almost interesting before saying enough of this nonsense. oranje shows off showing her ability with the left and the right hand. got the banker. they built up a pretty good lead. washington cut it to the six but stanford 13-2 run late. and kayle johnson 17 rebounds. 82-69. same result little different rout for cal playing it with wsu and berkeley. britney boyd six assists to go with her nine points and nine rebounds. got it to courtney range there for two. second half, wsu like the stanford game they pulled to

within six. cal hangs on. cowling has three. nailing down the stretch and cal right on the heels of stanford. they're 8-2 in the pac12 and the days of wine and rose is over for johnny football. he's had some sort of revelation concerning his lack of commitment to football and has entered voluntarily into a rehab program. i guess that's good in the overall picture for him. >> mark, thank you. >> thanks mark. and thank you for joining us tonight. our next newscast ktvu morning news at 4:30 tomorrow morning. >> good night.

no surprises. last night, i found out that i am pregnant so jay's gonna get one big surprise. okay, two if you count the barbecue apron with the bikini body on it. i don't blame you, jay. you'd had enough excitement in one lifetime-- the dawn of flight printed books, agriculture. all right, what's with all the jokes? it's insult comedy. i've been watching old dean martin roasts online. like this guy knows from the internet. the other morning, i saw him looking for the crank on the front of his car. okay, you're done. i make fun, and we laugh.
