>> reporter: it's hard to tell. i've actually put in a call to police chief greg suhr upon the news from the prosecutors office about this. we do know that investigators have been looking closely at one of mr. andrus close friends. dna evidence is being processed by a state lab and we're told results of the identity of the victim could be months. but for now it's certain the police will take another look at other aspects of this case and see if they can come back and refile some booking charges at some point, frank. >> reporter: david, i know they said they're quote very disturbed by the facts of this case. does that lead you to believe that the dismembered body that the person was in fact, murdered. that this was not a case that the person died say accidentally and then was cut up afterward. >> reporter: it's all a case of speculation. the medical examiner has not released a cause of death.

it's a little hard to narrow focus i would think the charges of this particular case. >> the headline of the hour no charges filed against the suspect in the case of that dismembered body that was found inside a suitcase. david stevenson in san francisco for us tonight. david, thank you. police are dealing with two officer involved shootings that were deadly. the first shooting happened this afternoon. officers shot and killed a woman they said had a gun it happened on hollis and 34th street that's right near the line with emeryville. cara liu live at the scene with what you learned from the scene, cara. >> reporter: all of this started about four blocks down from hollis street. about four blocks past where all these police cars are parked right now. it ended here in front of a storage facility. now three different investigations by emery police, oakland police and the emery county police office are under way. >> i was a block away down the

street. and i hear some gunshots. >> reporter: emeryville police confirm one of their officers shot and killed a woman near a storage facility in west oakland near the edge of emeryville. this man was caught in the gunfire. >> next thing i know, when those were being blown out in my car. >> reporter: emeryville police say it started at 12:30 this afternoon when they were called to the east bay shopping center regarding a combative person. >> the lady was running and waving her hand. next thing i know i see a police lady chasing her. >> the caller reported that the suspect was armed with a gun. when officers arrived on scene, the suspect had fled on foot. our officers located the suspect. >> an adult female is the suspect and we also will share with you as the sergeant said, that a firearm was located at the scene. >> the woman was pronounced

dead at the scene. police won't say yet whether she pointed or fired a weapon at them. or how many of their officers opened fire. police tell us they are trying to review any cell phone and surveillance video that may have captured the incident. also some emeryville officers do wear body cameras but the department so far has not said whether the officers involved in today's shooting had them or not. gasia-- >> cara liu live tonight. thank you. another officer involved shooting happened this afternoon in antioch. we have the view from sky fox right on the scene at claudia court. shortly before 1:00, the sheriff department says deputies went to an apartment on a domestic violence case. they had an arrest warrant and move order for a man there. the deputy opened fire killing the man. there was also a no bail warrant for the man. isis has released a new

graphic visit showing a hostage being killed. this time they did it by throwing a flammable liquid all over him and setting him on fire. the brutality of his killing has sparked outrage from the middle east to the white house. >> reporter: the jordanian pilot captured by the islamic state group has reportedly been killed. >> we are deeply sattened and we pay our respects to jordan's martyr. >> reporter: he is the only pilot from the u.s. led coalition fighting the militant group to be captured. new video released by isis shows images of the pilot with a black eye. in another part of the video, lieutenant al-kasasbeh is standing in a orange jump suit

and standing inside a capable before he is set on fire. >> whoever doubted the unity of jordan will now be proved wrong. whoever doubts jordan's turn and lethal response will be proved wrong. >> reporter: the pilot's father overwhelmed with emotion when he learned of his son's death. he was holding out hope for a prisoner exchange, his son for an al-qaida prisoner held by the jordanian government. president obama says its will -- says the death of the pilot will be met with force. and officials say they are using all their resources to locate any americans being held by isis. the latest move by isis is sparking the use of social

left. the reality of the situation was announced today was so dramatic that it could actually force this whole issue to come to a head this evening. a huge number of containersing in ersing in -- containers entering and leaving the port a well respected washington, d.c. lobbying institution representing those who export goods is now telling its members they should expect a west coast port shut down. specifically the coalition advises it appears there will be a shut down of the terminal sometime starting by the end of this week. expanding over the weekend to a complete lock out by the beginning of next week. >> it appears that the chances of the port's actually shutting down are probably greater now than they have been at any time since the contract expired. at the end of june.

meeting this afternoon. he was killed along with three other young men. his mother says marindi, and was caught at the wrong place at the wrong time. >> my son was not in the gang. that he didn't have a criminal record. that he didn't have a gun and he died with his workload going. >> the rate at which african american men and women being killed should warrant a state of emergency. she is urging san francisco city leaders to do more to keep the city's young people safe. federal authorities say a high speed rail is affecting the kit fox during some preliminary work last summer. however a biologist hired by the contractor says the fox den near the staging site in fresno was not active last summer.

jurors in new york city are expected to begin deliberations in the silk row case this morning. remember prosecutors said silk road was an online store front for online drug dealers and told authorities to follow the fingerprint. he made $18 million from it but his defense attorney says he left the site shortly after creating it. a growing debate in the nation's capital tonight about vaccines. lawmakers grilled a panel of health experts about the current measles outbreak and the role that vaccines could

play in stopping it. >> it's really a slam dunk what the decision should be. >> i don't know that we need another law but i think children need to be vaccinated. >> that's the balance that the government has to decide. >> the president believes it shouldn't require a law for people to do the right thing. >> reporter: more than 90 people have been infected with measles statewide and here in the bay area there are more than a dozen cases and now the school district in berkeley is taking some action. tara moriarty talks about the order that went out today. >> reporter: if there is a measles outbreak in your school public health will direct all unvaccinated children to stay away from school for at least 21 days. >> reporter: the robo calls that went out to families. >> the 21 day rule is not something we come up with. it's just a fact. >> reporter: one that is federally mandated.

21 days is the incubation period for measles. >> when you're not vaccinated, you're putting other children at risk. >> reporter: places like school s can be a breeding spot for measles. it can linger in the air for two hours. experts say if you have someone at home who has the measles you have a 90% chance of getting it. still some parents think the plan to send kids home is too harsh. >> there must be some other way to implement precautionary measures without austersizing children. >> reporter: in 2013 the number of keupbder -- kindergartners vaccinated fluctuated from 14% to 95%. >> what does that do to a child who needs to make up some

ground in reading or math or science that's a big chunk of the year to miss. >> reporter: tara moriarty. for the first time, californians have answered governor brown's call to conserve. this past december was the first time that californians have actually reduced their water use by more than 20% since governor brown declared a drought emergency last january. officials at the state water board say that a rainy december may have played a role in that because people didn't feel like they needed to water their lawn. >> and hopefully we won't need to water our lawn, hopefully it'll be come -- coming from the sky. >> heavy rain out there. they can see a foot of rain. that's a lot of rain. that's what we saw in the marin

area. mainly north now. but bringing us significant rainfall nonetheless. i would just love to see 8- inches, 9-inches of rain for our bay area. but most of the rain is going to go north. here's the subtropical moisture. that's the hawaii islands at the beginning there. right now it's working its way here. you're seeing significant rain up in the olympic peninsula. this is a system here, you see that little rotation here. this is a system that's going to break down this ridge and push the moisture stream right over the top of us. already we have plenty of moisture in here. temperatures are mild despite the cloud cover. we have 60s out there. even low 70s. that's indicative of this very warm air mass. that's what this is all about. we haven't seen a lot of these this year. but when you get a high latitude storm, this is a low latitude storm. you have a high latitude storm you get temperatures not in the mid-50s. you get temperatures in the upper and mid-50s. you don't get a ton of rain because it's a cold system.

there's not a whole lot of water. this system is coming way down across the date line right close to the equator. it's very warm and moist. we're going to see high snow levels and copious amounts of rain wherever the nozzle is pointed. that's going to set up most likely into sonoma county north ward as we head into friday, saturday and sunday. timing on this is going to be, the basic idea is there. we know it's going to be raining thursday night probably into sunday night. the timing on the heaviest rain that remains to be determined. looks like friday, friday evening could be the heaviest stuff. as we head into thursday here it goes. thursday it's not really raining in san jose. it's not really raining in fremont until late in the day. maybe light showers. it's friday when everything drops down. you start with tomorrow. here we are tonight late. that's the coastal fog. watch it there's the switch in the flow. we've been going offshore now for quite some time. that's an on shore flow at the surface. this area offshore is responding to what i showed you off in the pacific.

everything is going off this way. the high pressure is going weak and the on shore flow is beginning. we're going to see valley fog, coastal fog. tomorrow will be a lot like today. maybe a few less clouds than we saw today. forecast highs tomorrow then just like today. so we're really doing a thing when we're waiting on a storm. waiting on a series of big storms. we'll be doing that through tomorrow and thursday we're going to be waiting on this thing. by thursday night in the north bay it's raining. friday it goes off. saturday it goes off. sunday goes off. looks good. this is one of those deals where san jose may go, gee we have a .1 of an inch. and san jose will say we have .7 of an inch of rain. the disparity, as in the last case too. let's look for that. hopefully it shoots further south. >> it looks like parts of the bay area. >> oh yeah we're going to be wet. san jose could easily see 2-1/2 inches of rain which is significant rain.

there is a reward out tonight for information about who spray painted nazi swastikas. you see here two large swastikas were spray painted on a fraternity house sometime saturday morning. davis police are investigating it as a hate crime. no suspects so far. suge knight faced a judge today then taken to the hospital after complaining of chest pains. knight pled not guilty to murder and attempted murder. he's accused of running down two men including a friend after a fight in compton last week. we don't know much more about knight's medical condition.

he is known as being the person who was driving the car that tupac shakur was shot from back in 2006. the battle to keep a medical marijuana club open could get help on a provision. the city of oakland is trying to reinstate a lawsuit against the u.s. department of justice and their attempt to close the harbor side dispensary. and during arguments today, the justices had a question. they wanted to know why government attorneys are bothering with the case when the federal budget appears to deny funding for this kind of prosecution in states where medical marijuana is legal. a decision on the appeal is still pending. famous novelist harper lee will be publishing a new novel. lee wrote it in the 50s and set it aside. it's essentially a sequel to mocking bird. harper lee actually wrote watchmen first but her editor

that under ground explosion caught on camera in brooklyn new york. the blast set a manhole cover flying into the air. utility officials say the explosion was probably caused by a combination of melting snow and street salt getting into the electrical system. an interesting new app created right here in the bay area launched today. it's a high tech tour guide that takes people off the beaten path for a unique look at san francisco and eventually it'll be used to look at other big cities as well. alex savidge shows us how detour works. >> reporter: this is the san francisco most visitors experience. but a newly developed app is promising to take tourists and locals for that matter off the beaten path. detour is ready to tell the city's hidden stories and we're getting a sneak peak. >> okay the tour we're going to try out today, starts right here at the world famous

the house voted again today to repeal president obama's affordable care act. this is the 56th time the republican led house has taken such a vote. but the measure has never gone any where in the senate and it's still not likely to get enough votes even though republicans are in control there as well. and even if it did pass the senate the president says he would veto it. >> in every election for the house and senate since the passage of the affordable care act, more and more republicans were chosen. >> reporter: the law helped them get critical medical help. he says it's working better than he had hoped. financial ratings company

south but the heavy rain looks like it still wants to stay north of the golden gate bridge. you know, we're all going to get rain and it's going to be rain but it's going to be nice if we got a bunch of rain. i would like to see 6-inches, 7- inches of rain in this period which would help a lot. here's the beauty of this. we're still over 100% of rainfall for most cities. santa rosa is down near 95 now. but this event should. it's going to knock you down 195%. that's good news. at least that's what it looks like now. there's rain on the way. we're setting up with this today and tomorrow. and then as we head into thursday it stars to break down with that little curly cue i showed you. . it's been raining already. latest computer model generates heavy rain. that 10-inches can shift south easley into the sonoma county marin county area. it's just a few miles.

the jet stream is going thousands of miles into the pacific. if it dips a little south. we're going to get upwards of six to 8-inches of rain which would be great. mainly in san francisco. right now the models keep the heaviest rain to the north. bay area a couple of inches of rain which is still very good but it would be nice to get more. the computer model for tomorrow shows the fog coming in. there's tomorrow morning. here's tomorrow afternoon. see it's starting to break down. it's wednesday. here comes thursday. starts to push down. that's thursday morning. santa rosa is wet. thursday afternoon, santa rosa may have a half inch of rain. san jose has had no rain. this is the kind of system it is. but it's a small shift set a little further south we're going to be in great shape for more rain for the bay area. it's going to be wet on friday, it's going to be wet on saturday. it's going to be wet on sunday and you're going to definitely want umbrellas. it's going to be a warm rain with temperatures in the mid- 60s with a productive rain. when you think about the

organization. they say they do not know exactly how many hydrants are leaking. >> melanie woodrow here with the update. >> reporter: after we began inquiring about the leaking hydrants weeks ago the puc said it would change its reporting procedures to better track repairs 2 investigates says some are taking months to repair while others have fallen through the cracks completely. at martha and brothers in san francisco there's no coffee without water. this year more than ever owner jaime guerrero worked to save as much water as he could. >> putting traps in the faucets. not washing our sidewalk. >> reporter: while he was conserving water daily, the conservancy commission took two months to repair a leaking high pressure hydrant outside their business. >> they don't come out and take care of them. our water rates have gone way up. so to see water being wasted, while we are paying high bills,

yeah. that would get under my nerves. >> reporter: there's 1,200 fire high -- hydrants in san francisco all maintained by five puc workers. some hydrants took weeks or months to repair while others were never repaired despite being reported. when we asked why if puc said itself recordkeeping was inaccurate. >> what we have here is the fact of handling work orders. everybody takes care of the paper work last. >> reporter: richie says the puc track records of repairs was actually much better. >> in terms of being on top of the system i have full confidence in our crews and professionals that actually take care of this. >> reporter: we discovered this hydrant still leaking six months after it was reported. this one was possibly missed.

this hydrant at seventh and market was supposedly fixed six days after it was reported but we still spotted a drip. this hydrant was supposedly fixed two days after it was reported. but two months later we discovered it's still leaking in two places. >> it was either miscenterred or a new leak has occurred. >> does that seem coincidental to you. >> that doesn't seem coincidental to me it's part of working with a system with lots of parts that are constantly in need of maintenance. >> reporter: despite only having five employees, that's not the main reason some repairs take months while others are missed they say. >> we actually do a good job of prioritizing. >> reporter: sometimes more parts are needed. he says the hydrant at division and brenham will require additional street work.

in the meantime it will drip. >> i would say the volume is incig -- insignificant. >> .00 dot of the water. >> reporter: to business owners and residents asked to conserve it's much more significant. for guerrero this kind of leak is equivalent to 5,000 cups of coffee. as for the hydrant outside his business, the puc says they don't know why it took 46 days to fix. >> in his case i apologized to him and said we want to do better. >> reporter: the hydrant we measured at division has now been fixed.
