channel -- medical examiner has yet to establish a case. there's insufficient evidence to charge this suspect with murder. this comes as investigators believe the victim may have been a close friend of the man set to be released from jail tonight. a source close to the investigation confirmed that san francisco police are trying to determine whether the decapitated and hand less body is that of omar shawan. >> i think it's just shocking that someone could do something like that to a person. >> reporter: multiple sources tell ktvu news that shawan is a friend of mark andrus. the man arrested saturday after investigators released the pickture of -- picture of someone who may have been moving the suitcase down market street. shawan and andrus shared room 10. a source who knew the two told

us they were good helpful tenants but were moved after shawan's father after they filed a wrongful eviction notice. no one answered at the home. police declined to comment if shawan's father had reported his son missing. >> i would see the father walking the dog in the evening. and the son was very quiet. >> reporter: san francisco public defender adachi met with andrus for over an hour at the jail. he just got out about an hour ago. he described andrus as quote very released. and said he's going to help andrus find lodging after he gets out of jail. authorities are dealing with two deadly police

shootings. the first shooting involving emeryville police happened this afternoon. officers shot and killed a woman who they say had a gun. it happened on hollis and 43rd street. cara liu with what we've learned from police. >> i was a block away down the street. and i hear some gunshots. >> reporter: emeryville police confirm at least one of their officers shot and killed a woman near a storage facility in west oakland near the edge of emeryville. this man was caught in the gunfire. >> next thing i know, the windows were being blown out in my car. >> reporter: emeryville police say it started around 12:30 when they were called to the east bay bridge shopping center regarding a combative shoplifting suspect. >> i just saw a lady, the bus was stopped at the best buy behind the stop sign. she was running, waving her purse and her hand. next thing i see a police

officer chasing her. >> when officers arrived on scene the suspect had fled on foot. our officers located the suspect. >> an adult female is the suspect and we also will share with you as the sergeant said that a firearm was located at the scenes. >> reporter: the woman was pronounced dead at the scene. police won't say yet whether she pointed or fired a weapon at them or how many of their officers opened fire. >> police say there is surveillance video in the area that they're trying to obtain and review. emeryville police officers also wear body cameras but at this point it's not clear if the officers had them or if they were on. another man was killed in an officer involved shooting this one happened on claudia court. deputies were on a domestic violence case to serve a move

out order and retraining order. deputies say he charged at them with a weapon and one of the officers fired shooting the man. nor the man killed or the deputies have been identified. today could prove to be critical of a shut down at the port of oakland. tom vacar joins us now. >> reporter: an announcement came out this morning from an agricultural trade group it created such a shock throughout the shipping industry that announcement may have well just pushed this ahead. >> reporter: a huge number of containers entering and leaving the west ports contain parishable foods. now the agriculture transportation coalition representing those who export agricultural goods is now telling its members that they should expect a west coast port

shut down. specifically the coalition advises it now appears there will be a shut down of the terminal sometime starting by the end of this week. expanding over the weekend to a complete lock out by the beginning of next week. >> it appears that the chances of the ports actually shutting down are probably greater now than they have been at any time since the contract expired at the end of the june. >> reporter: the coalition expects that the pacific maritime will lock out the shore men. but it also cautioning the longshoremen may will act before that which means in a day or two. the pacific maritime association told me today they're still negotiating with the longshoremen. but the parties remain far from

an agreement. it cannot drag on much longer, and could come to a head later this evening. >> before all of this disruption, our west coast port were not as efficient as affordable as protective as most of the ports in all the developed world. if any decision is reached, the minute we know about it you are going to know about it. tom vacar, ktvu fox 2 news. tom this potential shut down just how damaging could this be for bay area businesses? >> it's already been damaging for a long time. paramount exporting we will hear from them tomorrow. they actually have at the port right now at least 100 containers full of parishables at risk. that stuff that's been ordered going overseas to asian they don't know if it's ever going to get out or not or simply rot. one example of that, oranges. we're not reliability shipping origins and other citrus to

the rest of the world right now. believe it or not the country of egypt has picked up a lot of that business because they raise citrus there. nothing produced in the united states that's parishable, meat, poultry, produce, none of it. not a single bit cannot be sourced in other parts of the world and that's what's at risk here. >> tom vacar, thank you. the long awaited b.a.r.t. the -- awaited b.a.r.t. project is getting a boost from the president. fox2's azenith smith is live at the site where she found out the project is months ahead of schedule. >> reporter: there's construction going on all across the south bay. i will show you here there's this new elevated track way that's being built here.

this is actually one of two stations being built in the south bay. and we spoke to the vta they tell us that 10-mile quarter will begin at warm springs boulevard. the b.a.r.t. station there in south fremont. it will stretch from alameda county and santa clara county and it will head to the b.a.r.t. stations in milpitas. across from the great mall and also in bariesta and north san jose. now the vta is getting $900 million of federal grants. they will get money every year and this year they have allotted $159 million. which will help build an underground trench. we talked about the sierra lundy project. that's now being closed. we expect about 23,000 riders come opening day. if all goes as planned this could all open in 2016. the economic fen fit could be huge. we talked to expected riders,

they're all looking forward to this. so they are anticipating it being built in 2017. and soon they will all be opening parking structures to go with these two stations. >> and that does not necessarily end in bariesta. >> it's interesting there's another phase to this project. there's another 6 miles that will go from this station to santa clara. and that's expected to be done in 10 years. and they're still trying to nail down federal funding for that. >> azenith smith in san jose tonight, thank you. californians are cutting back. for the first time have met the governor's goal for statewide water conversation during this drought. the new numbers came out during today's meeting of the state water resources control board. state officials are urging continued conservation especially after last week's dismal snow pack survey. water use in december was down 22%. that exceeds the governor's

call for every californians to cut back their water use by 20%. water officials say that rainy december helped because many people turned off the sprinklers. but again they want everyone to continue to conserve. >> i think there's no question the fact that there was a wet december. contributed to people saving water. but i think it's important to acknowledge that meant they turned off their sprinklers which would be an actual act. >> some of the lowest numbers for water use were in major metropolitan areas such as san francisco, los angeles and san diego. we're learning of another set back for the victims of that huge fire in the mission district of san francisco. the building was on 22nd and mission. there were several businesses in the building along with 18 apartments. the four alarm fire last wednesday caused extensive damage and left one man dead. today the building owner's engineer determined that building is no longer safe and the owner said residents and business workers can no longer go inside to try to retrieve

their possessions. one of the people who escaped that fire was 13-year-old alejandro gonzalez and today he got a certificate of honor for his bravery during the fire from the board of supervisors and the fire chief. >> i am doing a lot better. and i think they did because he gave me this certificate. i think everybody is helping me with the donations and stuff. >> alejandro escaped with his dog but not his pet rabbit. he says he's trying to not think about what happened. he says he's having fun at school and at the shelter he's staying at. tracking the rains headed our way. you will find those umbrellas because you're going to need it. those clouds are coming from the south and they're going to be wet the next couple of days. >> checking in now on your evening commute. here's a look at 239 in

milpitas. the head lights are heading toward 880 as you can see those drivers headed in that direction are moving slowly tonight while the other direction looks a bit moving more easily. >> now interstate 880 in oakland, right by the oakland coliseum. the head lights are going south and it's heavy in that commute direction. the other direction heading toward oakland. not that bad right now.

because it had been in the water for so long. more than 20 people ended up in handcuffs in the east bay on super bowl sunday. oakland police made 12 arrests as part of the nationwide crack down on prostitution and a task force arrested 11 other people in alameda county. across the country, 570 people were arrested for attempting to buy sex and 23 alleged traffickers were taken into custody. this is the ninth year police agencies across the country have launched a nationwide sting to arrest so called johns on super bowl sunday. police say the operation targets those who pay for sex as a way to tackle forced prostitution and child trafficking. last night someone shot and killed the bay area rapper who called himself the jaka. and his killing is hitting the bay area community hard. tonight 37-year-old dominique newton is being remembered as an accomplished rapper. john sasaki joins us now.

you spoke to two of newton's friends. >> reporter: one of the friends was another rapper who traveled the world with newton and had known him for 17 years. >> reporter: we met with stanley cox better known as mistah fab. >> he was always positive. even on his darkest night. he always shed light. to me that's what i'm going to remember more than anything. >> reporter: at least one gunman opened fire at the group hitting newton in the head. >> we were in the house and heard gunshots. we came outside. he was laying down there. we tried to help him then the police finally came. now there's a growing memorial at the scene. >> lost a lot of people. countless friends, several friends. associates. but this one, this one goes up

truly cared. there's now a $20,000 reward for the gunman. in the newsroom, i'm john sasaki. >> john, thank you. girl scouts in northern california will begin selling cookies this week and this year for the first time the organization's 100 year history girl scouts will be able to sell their cookies online. it all starts this thursday. the girl scouts of america created a specific website that the scouts have to use. the girls could include a picture or a video and a written sales pitch. you won't be able to find this site by googling. girl scouts have to e-mail it so they only invite people they or their parents already know. we've been dry but things are about to change. >> it's still pretty warm out there. these are the temperatures from today.

despite the cloud cover, yeah it's up there. even though it's going to rain at the end of the week, well advertised it's still going to be pretty warm. that's because of the origins the air mass. it started in hawaii. it's working its way and it's cooled. it's still in the upper atmosphere and it still stays pretty warm. friday and saturday it's going to be in the mid-60s. right now you can see all the activity is in the pacific northwest and in northern california. even getting rain up here in eureka. the showers will increase tonight up there and the showers will work their way up by thursday night. this is that storm, very similar to last december. just the other day in december. where just a few miles north makes all the difference. you get to point ray and point arena, maybe a foot of rain. you get further south to san francisco you may only see 2-

inches over the course of the whole thing. maybe that 2-inches in san francisco becomes even more amplified if the ridge drops south. a lot going on. just know it's going to be wet. commute on thursday. our friday morning is going to be dicey. saturday and sunday will be wet as well. snow levels will be high. that was san jose's forecast for tomorrow just like today. a little bit of fog in the morning. you'll have to look hard. temperatures under mostly to partly cloudy skies. there's the rain forecast for thursday night. as you said, you see the rain line. here you are that's santa rosa and south san jose. maybe partly crowdty at that time -- cloudy at that time. the rain starts for most of us. the heavy focus will be northern california or north of the bay area. tomorrow morning's fog. there's coastal fog so that's an indication. the on shore push, not on shore anymore. the winds are going this way. you're going to see these winds going south. you're going to continue the fog to be there. then we go into 7:30 and the

air drops down. there's thursday morning and there's thursday evening. that is what 6:00. this is the model saying it's updated. it says rain as far south as the bay area. san francisco proper by 6:00 thursday. either way it's going to be wet. the models know i don't put a lot in them other than we know it's going to be wet. this pattern will move around. 64 redwood city tomorrow. 64 mountain view. just know tomorrow, thursday pretty mild no big deal then thursday night friday, we'll be talking about rain. and friday no, but it'll be enough to definitely wet the roads and slow commutes. >> could this be the start of more rain when you look at the long range. >> it actually dries out after this. but this has potential to bring more rain kind of like last december where it could put it in a great position going into february. >> i'll ask you about the mountains later on. >> the warriors going back to work tonight against the sacramento kings. >> scott reiss will tell us why they're hoping for a repeat of the last time they played the
