the south. 40s, 50s. a lot of reports very thick fog that's reducing. visibility anywhere from .25 to a mile. san ramon had thick fog, also livermore, some pocketser that. sfo, it's all over the place. usually thickens up about this hour. starts to decrease at 9:00. there will be a lot of cloud cover coming over us. look for mostly sunny skies. there's plenty back here. it will take another day or two before it arrives. we're waiting for the system. it look like a lot of rain in the north bay. more on that in 12 minutes. fog, sun, clouds. a lot of cloud cover. mild to warm. cooler to the north bay. 60s there. 70s santa clara valley. here's mr. castanedo, an update on traffic, sal? thank you, steve. we do have the toll plaza delay, which is what you might expect it would be this morning. it's backed up for a 25, 30- minute delay at the toll plaza before you get into san francisco. also have a look at 580 through livermore. but there's also a crash on vaskaled into near the dumps.

that's near the contra costa/alameda countyline. the police are headed out there along with the fire department and rescue crews we're looking at 280 in san jose. it's getting slower right through the middle of downtown as you head up to highway 17. the time, 7:02. back to the desk. thank you, sal. we're following developing news in the south bay as a police investigation continues in a deadly hit-and-run crash in milpitas. investigators are at two active scenes right now. ktvu's joog janine de la vega is at the scene where a body and a suspect's car was found. what are police telling you? >> reporter: this will be a very long investigation. they are very busy out here investigating this scene here. they have this residential neighborhood roped off. they are collecting debris. you can see the badly damaged car that was burned right there in the distance and next to it is the body of a woman who was in that car that fled a hit-and-

run accident. here is some new video of police on the scene of where that hit and run occurred on milpitas near jackland at 3:30 a.m. a garbage truck was one of the vehicles involved. it's damaged. police are out collecting evidence. one of the workers in the truck called 911. the other vehicle involved sped away and police were able to track it down a half-mile away. it was on fire. officers extinguished the flames and found a woman with major injuries on the ground. she was pronounced dead on the scene. >> we've called out our traffic experts and evidence technicians to look at the scene to make sure that -- to fully investigate the scene. we really don't know right now how many occupants may have been in the vehicle. right now we're only aware of a single occupant. >> reporter: police still don't know if the deceased was the driver or passenger of that car. officers are interviewing the two workers in the garbage

truck to find out more information. we're told they are not injured. they are looking for witnesses of the accident at both scenes to help them piece this all together at this point. we don't know who was at fault, the gather bing truck ork the other vehicle -- the garbage truck or the other vehicle. police are referring to this vehicle on coyote as the suspect vehicle because it fled the scene. this area will remain roped off for several hours, so will milpitas boulevard near jackland. it's closed from glenwood to able street -- excuse me. it's able street that's closed from glenwood to milpitas boulevard. police are asking people to avoid the aria -- avoid the area. back to you. a home depot store in emeryville was vand amazed last night pie people protesting a deadly police shooting that happened earlier in the day. ktvu's alex savidge joinings live now to tell us how what started as a peaceful vigil

turned violent. >> reporter: quite a bit of anger. the woman killed by police has not been officially identified. there's a memorial set up with candles to honor her. investigators were still out here gathering evidence when a group of supporters gathered beyond the crime scene tape for a vigil. it was a quiet vigil in the city of oakland. the event was peaceful until some protesters marched over to the nearby east bay bridge shopping center. that's where a window was smashed at the home depot. there was some graffiti sprayed on the outside. this is the same shopping center where police say that woman was shoplifting shortly before being shot just after noon yesterday. emeryville police officers got the 911 call and came and

chased the woman down the veet. they say she was armed with a gun. they chased her a block from the shopping center and that's where an emeryville police officer opened fire leaving the woman dead. a witness was caught in the shooting. >> give right next to me and -- gunfire right next to me and the next thing i know windows were being blown out in my car. i was ducking for the floorboard of my car. that's where it ended. >> reporter: police say they did recover the woman's gun here at the scene yesterday but investigators haven't said if she fired any shots or aimed the weapon at officers. there will be three separate but parallel investigations that will take place here. oakland police will be leading the criminal investigation because the shooting happened within the city limits. emeryville police will also conduct an investigation because its officers were involved and then on top of that, members of the alameda

county district attorney's office will be looking into the shooting as well. investigators, by the way, will be checking to see whether those officers who were involved in yesterday's shooting were wearing bod cameras and will be looking to see if they were turned on and captured evidence. >> all right, alex savidge in emeryville. thank you. an investigation is underway in antioch into a deadly officer-involved shooting there. the contra costa county sheriff avenue department says it hatched while deputies were -- happened while deputies were serving a move-out order. it was part of a domestic violence restraining order. they say the man charged at them with a knife and one of the deputies was forced to open fire. the man was killed. the sheriff each department, the district attorney's office as well pass an tip okay police are now investigating. 7:08. we're monitoring a developing story in taiwan of a horrific and deadly plane crash caught on video. rescue crews used a crane to pull the aircraft from a

shallow river less than two hours ago. rescuers found 15 people alive so far. at least 23 -- but 23 died in the crash. the plane was captured moments before it crashed in the water by a dashboard camera on a car that happened to be driving by. here it is in slow motion. 53 people on the plane when it well out of the sky over the highway. many are still unaccounted for. it hit a taxi, clipped the side of a bridge and landed in the water. rescuers are having a hard time finding victims because some of the passengers may have been ejerkted from the -- even jecketted from the plane. the black boxes have been found and the radio tower received a may day from the pilots but lost contact. a san francisco man who was arrested has now been released for the body parts in the

suitcase investigation. the san francisco d.a.'s office said there's not enough evidence to file charges against him. part of the reason, the medical examiner still has not identified the victim or determined the cause of death. >> haven't indicated that they want him to report or they will be monitoring him in any way. i mean, he has no plans to leave san francisco. so he will be here. >> now, a source says the police want to determine if those body parts of a man said to be a friend of andros. san jose city leaders plan to take their anti-trust case against mlb to the u.s. supreme court. this two weeks after an appeals court ruled against san jose, in their bid to lure the oakland as. it's not clear whether the supreme court will take up the case because it only afrees to hear fewer than one 1% of the appeals it received each year.

san jose argues that mlb should not be exempt from anti-trust laws and san jose should be allowed to compete for the as. the san francisco giants have blocked the move for years climb -- for years, claiming they have territorial rights. heavy rains last fall in idaho and montana pounded the barley crop and there is only a limited supply of top-quality barley for brewing. operational costs could go up forcing them to raise consumer prices. analyst say the nation's 3200 craft breweries will be fighting for the best barley and could be stuck with lower grade. beer drinkers, you could pay more for a lower quality brew. >> really? >> kind of a bummer. >> 7:11. you know about transportation in new york. well, have new information from new york about that horrible commuter train crash last night. coming up in 20 minute, what

11:00 on hermosa avenue. the man exposed himself and committed a lewd act to a woman waiting on a bus stop. on the left is the car he used to drive away. a new york jury is scheduled to begin deciding the fate of a san francisco man accused of running an underground drug deal website. a federal judge will spend more than an hour reading legal rules to the jury. prosecutors say there's overwhelming evidence that proves 30-year-old ross ulbrich was the digital king pin of silk road. his lawyers say he did create the site but handed it off to another operator. they say their client was set up by manipulated evidence because authorities were pressured to make an arrest and shut down the website. ra bay area nonprofit group says a $2 million grant will let them give more computers to low-income students.

this led to a vers of events -- series of events. janine will have more. it's a good area to avoid. jacqueline at milpitas. traffic will be affected because of that very busy interchange. let's fly out to the rest of the south bay, traffic on 101, 237 and 880 is not too bad as you drive in the south bay. it looks very normal for this time. 7:19. let's go to steve. a lot of fog reports. we have a beautiful advise over r the big city. higher clouds. kind of working their way in in advance of the system the fog, though, dave out in martinez, very foggy there. a couple of reports also san ramon. fog seems to be the bigger issue this morning and then the higher clouds come in. cloudy skies on thursday, there will be rain to the north. mendocino, lake county. it may take a while to get towards parts of napa and

marin. friday rain for most. i'm having a tough time with this. the reason being, one forecast model is incredibly wet. another one is kind of dry. there's another one in the middle. the one try is being thrown out by everybody. it makes me nervous. today, though, a-plus. fog, then fair. a lot of hide clouds. hazy and mild. rain is on the way. there could be tremendous amounts or areas north of mendocino county. flash flood watch is out for the north bay for friday. 4 to 8 inches of rain possible. maybe more north. two systems. the one sunday/monday looks like it has tolder told -- colder air with it. this looks like it's coming up from the hawaiian islands.

off a frontier's airlines flight after making a sarcastic remark to a flight attendant. nikki gassily was flying from san francisco to memphis. she was getting seated on a connecting flight in denver when a flight attendant told her you gotta take your 5-month- old son out of his baby carrier. she says she's flown with her baby eight times before. it was never a problem. but the flight attendant insisted saying the baby carrier was not a government approved rest restraint for flying. >> i said, of course, i'm going to comply. you are the queen of this airplane. i'm going to tell what you tell me to do. >> that's when the flight crew, she said, said get off the plane. she had to buy another ticket. this morning, frontier airlines is standing behind the decision of the flight crew. they say miss gassily was belligerent and argumentment. >> kind of like the umpire. you don't want to argue. you just can't win.

survived that big fire. he received a special honor from the city's board of supervisors. he's 13-year-old alexander gonzalez. he received a special certificate of honor. now, he was home alone on the third floor when the fire started and to escape, he smashed out a window, grabbed his dog and climbed down the fire escape to the second floor. it was there he was able to safely jump down to firefighters. gonzalez thanked the salvation army and the red cross for all of the donations he received. he also says even though he's grateful, it has been a tough week. >> i try not to think about it. i try to go to school. it's been a little bit hard but we have fun at the shelters. >> the fire chief joanne hayes- white was also there and she praised gonzalez for his courage and encouraged him. think about a career as a firefighter. nice idea.

tensions remain high in the middle east after the barbaric killing of a jordanian fighter pilot by islamic state militants. brian flores in the studio with us now to tell us how the government retaliated and this may turn the tables in the fight against isis. >> as soon as the video showed the last and gruesome moments of a captured pilot were known, the country of jordan vowed revenge. it appears they've done by that executing two terrorist prisoners who were already sentenced to death. one of the prisoners executed by hanging was the convicted iraqi terrorist who was caught in a failed suicide bombing attempt. just a few days ago, isis had said it wanted to exchange her for a pilot, the 26-year-old. his plane went down in northern syria after conducting a coalition-led air strike. but the exchange never happened after jordan demanded proof the

pilot was still alive. they now believe the pilot was killed a month ago. the video of his death released by isis is barbaric, as you mentioned, dave. it shows him in a sage soaked with an accelerant and -- in a cage soaked with pan soak -- -- soaked with an accelerant and set on fire. thousands rallied in iman as king abdullah returned home from washington, d.c. >> it was very painful to every one of us. i'm here to stand in support for every jordanian. >> this is a new picture of isis fighters at the time of the death. experts say what's troubling about this picture is the uniforms they are wearing. it's camouflage, reseming about a pattern only licensed to the

the death toll was revised down from 7 to 6. five people were killed on the train along with the driver of that suv. the rail line says the driver of a jeep cherokee got stuck on the trucks when the crossing gates came down on the car. as she tried to drive away her car was hit by the train and doth the car and the train -- both the car and the train burst into flames. >> there was a passenger that ran past me. he had blood on his face. and people were pulling the windows off trying to get out through the emergency windows. >> there was a car in the middle of the track. why was it there? how did it get there? could it have been prevent? could there have been better evacuation procedures? those will be the questions that we'll ask. >> that crashed pierced the train. federal investigators will be owbt at the scene for a week. one of the first areas they will look at will be the crossing signals to figure out if they were functioning

properly. the alameda county sheriff's department has released a sketch of a man molesting a little girl in the toy section of a 99 cent store. store surveillance cameras captured this blurry image of the suspect. deputies say the assault happened on sunday inside the 99 cents store on mission boulevard in hayward. the girl was 8 and her mother was shopping in another aisle of the store when it happened. a merced pede district is facing charges of possessing child porn graphy and also -- pornography and also putting a hidden camera inside a patient restroom. 35-year-old dr. miranda was arrested and as he arrived at the clinic where he worked. police say the investigation started friday after a woman discovered the camera hidden inside a flower arrangement. police served a search warrant at miranda's home where they

found child pornography. he's on administrative leave pending the outcome of the investigation. 7:38. two state senators will introduce new legislation aimed at boosting the rate of immunizations in california schools. all of this comes as the state is dealing with its worse measles outbreak in 20 years. this bill would either tighten or eliminate those opt out clauses that lets parents choose not to vaccinate their kids because of religious or personal beliefs. here in the bay area, there are large numbers of school-aged children who have not had their recommended vaccinations. some of the teachers at four blair schools say they will fight a controversial new sex doctrine handed down by the archbishop of san francisco. tara moriarty joining us live now from sacred heart, one of the four high schools where teachers were handed a copy of the doctrine. >> reporter: yes, and they are angry. they say that they didn't want

friday. a lot of cloud cover. a little cooler. fog, sun, clouds. highs still on the mild side but starting to cool down due to the cloud cover and some increase in the fog. here is sal with an update on the traffic. it's a little bit slow in some areas, steve. you will see the traffic is going to be slowing down on highway 101 northbound. that is just one of the freeways in this equation. but it's getting a little bit better on the way to sunnyvale as you drive through. want to show you the rest of the south bay. you will see some slow traffic on every major freeway getting into the valley, sunnyvale and cupertino. i would say the worst is probably still 101. but it's improving a little bit. as we move over to the east bay and 580, that's jam packed from livermore to dublin, 680 is very slow on the peninsula 101, backed up to burlingame because of other issues. 280 slows down to crystal springs. bay bridge toll plaza, this is

about a 5 to 30-minute delay before you actually even get on the bridge. 8:02. back to the desk. thank you, sal. we continue to follow a developing story in the south bay before a police investigation is taking place into a deadly hit-and-run crash in milpitas. investigators are at two crime scenes. janine de la vega is at the scene wheral body and the suspected -- where a body and the suspected hit-and-run car was found. what are police doing? >> reporter: gathering evidence and officers have a lot to sift through here here at the accident scene. they also went door to door to see if anyone witnessed what happened here. you can see the burned car in the distance that was involved in this hit-and-run accident. a lot of debris and the coroner arrived a few minutes ago. they are here to take away and then examine the body of a woman that was found lying here in the street. police were called to the intersection of milpitas boulevard and jacklynn at 33:30

after they -- 3:30 after they received a call that a republic services truck was involved. officers arrived a found the truck. among the debris, a wheel that may have come from the other vehicle involved that sped away. officers located the car a half- mile away on coyote street and it was on fire. officers extend gived the flames and -- extinguished the flames and found a woman lying on the ground. she was found dead on the scene. >> we're calling this a complicated investigation. it involves a death. any time there is a death, we have to take it seriously. we have to look at every possible angle in the investigation and that in itself is what makes it complicated. >> reporter: it appears the vehicle that caught fire is missing a wheel. so police say it could be possible that that may explain the trail of scrape marks found in the residential neighborhood. police don't know if the deceased was a driver or passenger of the car. officers are interviewing the two workers to find out more

information. we are told they are not injured. at this point, we don't know who was at fault. the garbage truck or the vehicle that caught on fire. this residential neighborhood on coyote street will remain roped off for several hours and so will able between glenwood two milpitas boulevard. so again, still a lot of unanswered questions that police are gonna be working on for the next several hours. back to you. >> all right, thank you. 8:05. some of the people who were at a candlelight vigil vigil last night in emeryville for a woman shot and killed by emeryville police, they vandalized a home depot. the demonstration turned violent when some of the protesters smashed a glass wall in front of the home depot store right there on the border. the demonstrators also scrawled the woman's name on the store's windows. emeryville police were called in to protect that area. we have no word yet of any

arrests. now, the demonstration was over the police shooting at the east bay bridge shopping center. about 12:30 yesterday afternoon. emeryville police responded to a report of a combative shoplifting suspect at the home depot. police say they chased an armed woman into west oakland. that's where an emeryville police officer shot and killed her during a confrontation. witnesses said they had to duck for cover. >> there were gunfire next to me. and next thing i know, the windows were being blown out in my car and i was just ducking for the -- for the floorboard of my car. >> as of this point, police have not released the name of the woman but some of her friends say her name was yvette henderson. investigators will check whether some of the emeryville police officers were on the scene were wearing body cameras and whether they captured what happened out there. police haven't said whether the woman pointed a gun at the officer. an investigation is underway in antioch into a

deadly officer-involved shooting. the sheriff's office said it happened while deputies were serving a move-out order. it was part of a domestic violence restraining order. they say the man charged at officers with a knife and that one of the deputies was forced to open fire and that man was killed. the sheriff avenue department, the district attorney's office and antioch police are all investigating. it is 8:07. now to new developments cat nis of body sparts found inside a superintendent -- case of body parts found inside a suitcase. this is video of mark andres. he was released last night just before 10:00. the san francisco district attorney's office says there's not enough evidence to file charges against him right now. part of the reason, the medical examiner still has not identified the victim or determined the cause of death. >> they haven't indicated that they want him to report or they will be monitoring him in any way. i mean, he a has no plans to --

8:13. we are mon -- monitoring a developing story in taiwan of a deadly plane crash caught on video. rescue crews used a crane to pull the aircraft from a shallow river earlier this morning. 58 people were on board. so far, rescuers have found 15 people alive and the bodies of 23 people who were killed. now, the plane was captured moments before it crashed into the water by a dashboard camera and a car driving by. the falling plane, you could see it clipped, it -- it hit a taxi and then clipped the side of a highway bridge before landing in the water. searchers by the way have recovered the black boxes which will now be analyzed. after the plane took off, the radio tower received a may day from the pilots but then lost contact. investigators will look at everything from engine failure to pilot error to weather or a freak incident such as a bird strike. your time is now 8:14.

the situation at the port of oakland is expected to get worse before it gets better. pam cook is in the studio with the impact this is having on the entire country. >> it's a very big deal. all ports including oakland could shut down by this weekend. that will have a catastrophic effect on retailers, manufacturers, farmers and businesses big and small across the country. want to show you an aerial view of all of the containers waiting to be loaded onto ships.

this morning, a trade group that represents exporters of agricultural products says the west coast ports will likely shut down by this weekend. factory orders have been found. analysts say the slowdown is hurting what should be stronger manufacturing reports. a study by the national retail federation estimates a shutdown could cost the nation's economy nearly $2 billion a day. >> before all of this disruption, our best coast ports were not as efficient as affordable as product productive as most of parts in the world. >> the coast guard expects the pacific maritime association will lock the longshoremen out by the weekend. the federal immediate eighth and conciliation service has been called in to meditate. it was created back in 1947 and

police are asking people near highway 92 and 101 to shelter in place. officers are on the 600 block of edna way which is near delaware avenue on concord drive. they say a man there is threatening to hurt himself. police say they are working on the situation and are asking people to stay inside their homes or businesses with windows and doors locked only as a precaution. once again, there is a shelter in place in san mateo due to a situation on the 600 block of edna way. we'll continue to update the situation as it changes. this morning investigators with the ntsb are at the scene of last night's deadly crash between an suv and a commuter train just north of new york city. governor cuomo says the death toll has been revised down from 7 to 6. five people were killed

on the train along with the driver of the suv. >> the railline says the driver of the jeep cherokee got stuck on the tracks when the crossing gates came down around her. as she tried to drive off her car was hit by the train and both burst into flames. >> there was a passenger that ran past me. he had blood on his face and people were pulling the windows off trying to get out through the emergency windows. >> there was a car in the middle of the track. why was it there? how did it get there? could it have been prevented? could there have been better procedures those will be the questions that we'll ask. >> the impact caused the electrified third rail to buckle and pierce the train. the ntsb says investigators will be at the scene for about a week. one of the first areas they will look at is the crossing signals to determine if they functioned properly. 8:53. the united states is about to start destroying the biggest remaining stockpile of chemical weapons that we have.

780,000 mustard gas shells will be destroyed near pueblo, colorado. they were stockpileled during world car ii around the cold war to discourage other countries from using those types of weapons on american troops. >> it's a real milestone not only for the united states but for the world community to see a whole class of weapons that were used in warfare to be destroyed. >> that stockpile destruction is expected to be completed by the year 2019. 525 more tons of mustard gas stored in kentucky. it's due to be destroyed by 2023. a u.s. senator says the government should not require restaurant employees to wash their hands after they use the

bathroom. freshman senator, a republican from north carolina was at an eveaent talking about regulatory reform and he says there's too many government regulations such as the one that requires restaurant employees to wash their hand. he thinks businesses should get to make that destiing for themselves as lodge -- decision for themselves as long as they most a sign about it. that way he says the market will take care of it and the restaurant would likely go out of business. well, a cub scout nature hike in southern california took on a whole new meaning. a group of fourth-graders and their parents started hiking at torrey pines beach near san diego. they ended up near at black's beach. it's a nudist beach. one parent thinks the cub scout leader deliberately walked them into the area. >> i said, hey, what are you doing? we're in the middle of a nudist beach. and he's like, you know, this is a naturalist beach.
