a labor dispute has been simmering at west coast ports with a vow to lock out dock workers as early as next week. good evening, everyone, i'm frank somerville. >> i'm julie haener, the work slow down at some west coast ports has led to a lockout at all west coast ports. shipping lines, and terminal operators say they won't keep paying union dock workers if they won't keep moving cargo at a timely pace. >> reporter: this is part of an ongoing labor dispute that has been going on since the dock

workers' contract expired last summer. cargo is being delayed, and shipping containers have been stacking up. produce and other perishables have rotted. howellle sheenson says his business is suffering, because it hasn't been worth the risk trying to export organic products to asia. >> right now, we have to stop that because those products only have 80 to 90 day shelf life total. >> reporter: if a lockout were to happen, it would affect 29 ports along the west coast, and have wide reaching impact. >> you jeopardize the u.s. economy in the global supply chain. in oakland, there are 73,000 jobs that depend on the port of oakland. if there's a shut down, all of those jobs are in jeopardy. we need a settlement. we need it quickly.

>> reporter: it says it wants to avoid a lockout, but contends both sides are still far apart on several issues, and it says cargo is so backed up, the system is barreling towards collapse in a matter of days. >> is that five days from now, seven days from now, ten days from now? i couldn't tell you exactly. >> reporter: the union for long shore workers tells us they're close on the few remaining issues. >> there's no reason why this can't be resolved. and it's always difficult, it's never easy, or it would have been done a long time ago. but we're now so close we need to just focus on getting it done. >> reporter: negotiations are continuing in san francisco alternating week to week between the offices of the union and the maritime association. >> it has the opportunity to have a huge ripple affect. karen thank you. late word of an arrest involving the molestation of an

8-year-old girl at a 99 cents store in hayward. the deputies were looking for a man who attacked the girl sunday afternoon. they say that the child was playing in the toy aisle when the man seen her forced his hand down his pants. deputies released this sketch of the man, described as a black male in his late teens. now to san francisco, police are looking for three men who robbed a tiffany's store at gunpoint. the robbery took place inside the west field center on market street. tiffanies is located on the first floor. it happened just after 3 this afternoon. the men entered the store wearings masks and ordered everyone onto the floor. police say they forced an employee to open several cases, then ran off with an unknown amount of jewelry. no one was hurt. investigators say they're hoping surveillance video will help them catch the robbers. california lawmakers may soon take a stand on childhood vaccinations by restricting a

parent's ability to opt-out. the current measles outbreak unle veiled today to abolish the belief exemption. explaining the law, and what legal hurdles stand in the way. >> reporter: right now, childhood vaccinations are required to attend california schools, but parents can claim a personal belief, or religious exemption if they do not want to vaccinate their children. under this, that option would go away. leaving only exemptions for medical reasons. >> for parents at odds with the overwhelming science, there is a way out. they can talk to a doctor, then claim they don't believe in vaccines. >> we should not wait for more children to sicken, or die before we act. >> reporter: pan at a state capitol news conference surrounded by mothers with you newborns announced his

legislation to eliminate the personal belief exemption. the state senator cites low vaccination rates in numerous california communities and the current measles outbreak, which many says is aggravated by those who choose not to vaccinate. leo russo says parents should not be allowed to opt-out. she's concerned for her child's safety. >> with the vaccines, he is stronger. he's less likely to get sick and if he does, he's less likely to have terrible complications. he's less likely to effect another child. >> reporter: it may face a political challenge. as for local obstacles? >> none. the question is, is it constitutional to have a requirement without an exemption. the answer we have from the court is a very consistent yes.

>> reporter: uc hastings, dorice wright. >> because the states appear to protect vulnerable children, it gives the state a lot of leeway. >> reporter: by eliminating the personal belief exemption, this bill would also end the religious exemption, but senator pan says he's open to discussing a religious exemples as this bill moves along through the process. >> does this involve a lot of people? >> statistically, or percentage wides, there's not a lot of people who were taking advantage of it. however, that number has grown over the years. that's why you're starting to see legislation like this. and some people saying it's because of that, because of people who are opting out, that we've seen this measles outbreak grow to the size it has grown. >> certainly a lot of people talking about this right now. governor jerry brown says the state of california needs almost $60,000 to repair

crumbling infrastructure. tony atkins announced a proposal that includes a road user charge. for most californians it would work out to about $52 a year. atkins says if approved it would raise $2 billion a year to repair roads and bridgesment the state is looking for new ways to fund transportation projects because gas tax revenues are falling. ahead of a major change in our weather. a winter storm is going to bring wind, and possibly several inches of rain in northern california over the next three or four days. that rain will hit the north bay first, starting late tomorrow. >> chief meteorologist bill martin is tracking the rain in our weather center. >> reporter: showers and rain in the forecast, but not really right away. it's going to to take a while for the rain to get here. now it's a multiple systems, as they move in. you can see three of them lined up here. they're all stemming from the subtropics, so it's very moist right now. focus is up here. that's where the rain has been. as we head into the next 48

hours, the focus drifts south, and 2,000 miles of moisture is going to be targeted targeted on the bay area. storm number 1, heavy, heavy rain. definitely a flood watch in the north bay. a wind advisory, and we'll most likely see urban, and small stream flood advisories on friday. that system will start to move into the south bay, as they start to see showers on friday afternoon. rainfall accumulations pretty impressive with this system thursday through sunday. you're looking at numbers, 8 inches, 10 inches up around jener. maybe 10 inches santa cruz mountains. it's actually exactly what we need for this time of year. very similar to the system we saw in december. no rain in january. this is what we need now. 5 to 8 inches in some of the heavier locations over the course of these storms. when i come back, we'll detail the timeline. that flash flood watch as people around the bay area are preparing for the possibility

of flooding over the next few days. in san francisco, sandbags were delivered to the intersection of 17th and folsom. city crews cleared out catch basins, and plan to monitor the area for any problems. the expected rain prompted organizers to cancel oakland's first friday street festival. the event is usually held on the first friday of each month. the event was canceled, art galleries along that route say they will stay open until 9:00. the next first friday event is in march. now to the south bay, where authorities are searching for a man who could be part of a well organized group that is responsible for over 50 car break-ins. >> reporter: the first street corridor in north san jose, a prime spot filled with unsuspecting out of towners in

on business. hotels, gas stations and restaurants on virtually every corner. in the last few months, it's also become a prime spot for thieves to do business of their own. >> looking into the vehicles. if they notice personal property. if they notice computers, laptops, they're basically smashing the windows, taking the property, and fleeing the scene immediately. >> reporter: san jose police estimate since november, 53 car break-ins have occurred between brokaw and 880. 28 victims have filed police reports. the majority of them happening between the hours of 6:00 and 11:00 a.m. >> typically, they're in a hurry. sometimes they don't lock their doors. sometimes they just don't think they're in a high crime area. they're not privy to maybe the trends that are going on. >> reporter: detectives canvassed the area and identified this man. 26-year-old kevin jordan of oakland as a suspect. police believe he's part of a sophisticated crew. he's wanted on two outstanding

warrants. >> they case the car, so they'll know. they'll watch the nicer cars and the cars they know have stuff in them. >> reporter: this san jose resident has heard about the rash of car burglaries. he says thieves are stolen the caps off of his car wheels. >> you don't know when you're going to get hit. they'll hit you sometimes when you least expect it. >> reporter: at least one motel now has signs posted, alerting visitors to lock their doors and remove valuables from plain sight. again, police say if you've seen this man, to call 911. he has distinctive tatoos on his face. he was seen in this area this morning, but took off running. in san jose, azenith smith, ktvu, channel 2 news. the bay area man on trial in new york for operating the black market silk road website was convicted on all counts. he was declaredle guilty on

seven counts. the silk road site facilitated illegal drug deals. he claims he only created it, and was set up as a fall guy. his parents are outraged, saying the jury wasn't allowed to hear all the evidence. the verdict could put him in prison for life. his lawyer is planning an appeal. radioshack appears to be on the brink of bankruptcy tonight, and that is expected to lead to thousands of of stores being closed. the wall street journal is reporting the bankruptcy filing will likely allow the company to sell the leases for 2,000 stores. 4,000 other locations are expected to close. radioshack employs 27,000 people across the country. it has lost money in each of the last 11 quarters to big box competitors such as wal-mart, best buy, and amazon. one-on-one with this bay area idol hopeful. >> i just feel completely grateful and blessed for every

room. came into the hotel, and i cried. i did not know it was as bad as this. >> tonight, two investigates discovers families living in horrific conditions inside a bay area hotel. and this isn't the first time an owner of the building has come underfire from tenants. ktvu first reported on the former hotel in oakland, when its previous owner was convicted of paying someone to burn it down. >> new almost 4 years later, eric rasmussen followed up and found out life isn't any better for the people who live there. >> reporter: it really isn't. the hotel has changed names and changed managers since a former owner, richard singer tried to burn the place down in 2010. back then, federal authorities arrested singer, before he could pull off the arson. but when residents told 2 investigates they were still being objected to unsanitary and unsafe conditions, we went

to check it out for ourselves. formerly the menlo in downtown oakland. within minutes, we caught a glimpse of why some people who stay here call it hell. holes in the walls. garbage on every floor. the elevator? broken. >> do you live here? >> yeah. >> reporter: we met 16-year-old dana and her brother in the lobby. for several months they say a tiny room on the 4th floor has been home to them and their mom, nicole. >> came into this room. came into the hotel, and i cried. i did not know it was as bad as this. >> reporter: she say domestic abuse forced her and the kids out of their house. $260 a week, does not get them a private bathroom. >> we first got here, my son took a shower, and he said that brown stuff was coming out of the water. this situation, i don't know. i don't know how to get out. and the terrible part about it is this the only place that's keeping a roof over our head without us being in the street.

>> just walking in the front door, you know that you're in a place that is not maintained. that is in a horrible condition. >> reporter: amy is an attorney for the eviction defense center in oakland, and represents about 50 tenants of the imperian towers. federal investigators caught then owner richard singer on hidden camera. paying a man to burn down his own hotel in 2011. documents show a woman named alice zay and her mother bought the hotel just before he rent to prison. in a recent investigation, zay denied she was an owner. they also blamed tenants for some of the damage. those holes in the wall? zay says they were left behind by firefighters battling a fire at the hotel seven months ago, last july. >> may we speak to you a moment

about the towers? >> reporter: zay didn't want to talk about the conditions at the hotel or who was in charge. according to a lawsuit last year, singer went on the payroll with za y's realty company soon after he was released from prison. problems at the hotel are mounting. a tenant recorded this video of a leaky ceiling in the lobby in december. we needed a flashlight to make it up this stairway to the 7th floor, where we found more problems. >> it looks like the fire escape is right out this window, but as you can see, it's been boarded shut. >> reporter: that was just one of many problems identified in a recent inspection by the oakland fire department. missing smoke detectors, and extension cords used as permanent wiring. last week, we came back to the

hotel to find out if anything's been fixed, but no one would come back to the front desk to talk to us. >> is there someone i can talk to about the conditions of the hotel? >> might be, i just work here. >> okay, there's no manager? >> reporter: they're asking oakland city leaders to step in. >> this is a really dangerous, uninhabitable situation, and something has to absolutely get done now. >> reporter: this family is just trying to survive. somehow, 16-year-old dana is managing straight a's in school. >> straight a's. >> yeah, i made the dean's list. >> reporter: now she and her mom are being tested in ways they never imagined. >> how long do you think you is stick it out here? >> i don't know. >> reporter: in the last couple of days, we got our hands on a follow up inspection by the oakland fire department, prompted in part by what two investigates discovered. inspectors found that blocked

fire escape had been fixed, along with some of the other problems in our report. >> seeing the tenant cry, and her daughter on the dean's list. but the conditions there, just unbelievable. >> there are 90 units there. that's a lot of people. >> there are a number of units, and it was a busy place when we were there. >> eric, thank you. tracking showers headed our way. daytime highs today were up there. highs tomorrow, cooler, more clouds. we head back to winter. it's been a really dry january as you know. record dry for many folks. we're heading to a period where it's going to get wet. it's going to start getting really wet as we head into friday. through saturday and sunday as well, more rain. a couple of sometimes lined up offshore. a little bit of shower activity sunday. with more heavy rain as we head into sunday. here's the systems we're tracking. the origins of moisture is a

ton of warm air from the subtropics. this time of system is akin to what we saw a month or two, two months ago in december when we had record rain in some places. there would be valley fog. there was a bunch of this this morning. there will be more patchy valley fog and lots of cloud cover tomorrow when you get going. the forecast for fog and clouds tomorrow. 8:00a.m., cloudy pretty much everywhere. not a wet day tomorrow, by the way. thursday, unless you're in the far north bay, it's not a wet day. it's going to be a lot like today with more cloud cover. as we head into the evening hours, we will, at 6:00, 10:00 tomorrow night, i'll be talking about shouters in the santa rosa area as rain starts to move in. this system is going to spend a lot of time in the north bay, then work its way south with heavy rain throughout the bay area on friday. so when i come back, we'll timeline, i just rolled you through the next 24 hours, we'll push forward to the next

the demolition is underway, marking the end of an era in san francisco. today, we got an up close look as crews began to dismantle candlestick park piece by piece. the long time home of the giants and 49ers will soon be nothing more than just a pile of rubble. gasia mikaelian shows us how demolition crews are tearing down a stadium filled with nothing but memories.

>> reporter: a modern day brontosaurus takes a bite out of the beloved stadium. decades after the catch had people jumping from their seats, some of those seats are now just a pile of junk. and all of candlestick is in the process of being taken apart. this is the last time news cameras are being invited inside before demolition ratches up to the next stage. a few markers remain, names of 49er greats are still on the walls. soon, they too will be in the scrap heap. the developer scrapped plans to blow up the stadium after neighbors raised concerns about the environmental impact, agreeing instead to a slower, more meticulous process. crews are also keeping dust and potential toxin out of the air. soon more heavy machinery will be brought in. don't look for any wrecking balls flying overhead.

there won't be any. >> we kind of gravitate away from wrecking balls. that's more widespread demolition. this is more prezigs demolition, so you'll be using different cutters and hammers that are attached to the long beach excavators. >> reporter: when it's all clear, this will be the sight of an outlet mall, homes, and a hotel. one question, what happens to the patron saint of candlestick park? the city is scrambling to find this statue of st. francis a new home. just moving it will be a big job. it will take a crane and a flat bed truck to get it it to a private storage site. though the new location is uncertain, the statue of st. francis will be saved. there is another massive data hack to tell you about tonight. the health insurer, anthem says hackers have gained access to the personal data of tens of

millions of customers and employees. anthem says the hackers appear to have gotten names, social security numbers and employment information. the company says the stolen information does not include medical records. california's attorney general has filed an appeal to reinstate the ban on foie gras. last month a federal judge ruled that california could not ban the sail of foie gras that is produced out of state. but animal rights activists appealed to kamala harris to get it off the menu again. it is produced by force feeding geese and ducks to fatten their livers. activists say that's inewe humane, and it is still illegal for california farmers to do that. sea lion pups hungry and stranded. the search for answers and how you can help. a bay area teen wins a ticket to hollywood to compete in

new at 10:00, a show of support tonight for a teenager from pleasanton. she is one of several bay area performers hoping to become the next "american idol." the idol judges gave matty hudson her ticket to hollywood. she'll be performing on tomorrow night's show. tonight, she was at a viewing party. ktvu was live in hudson seeing all the support she has. >> reporter: the 17-year-old was the guest of honor tonight for a meet and greet party. >> hi. i'm matty. pleased to meet you. >> reporter: matty hudson is in her elementment doing something she loves. meeting fans. >> for me, everybody is like a

new friend. i get really excited. it's so awesome to meet such supportive people. >> i give hugs. >> reporter: upbeat, and outgoing, she won the hearts of those who came to meet their favorite idol. >> she's so nice. i was freaking out, and she was refriendly. >> i love matty, since i saw her audition, i've been a big fan of hers. >> reporter: behind matty's smile, she developed after having difficult times in school. she said she didn't fit in. >> i was bullied to the extreme. you know, everything from death threats to hate phone calls, to awful messages. >> reporter: the angst that came with coping for troubles with tears perhaps worked to her advantage. she turned to music. >> it's my support system. it's how i express myself music gives me love and i couldn't

court. the san francisco fire department today showed off its new ambulances. this is one of 19 new vehicles added to the fleet. san francisco fire chief, joanne hayes white says the new a mbulances are more efficient. the city plans to hire 40emt's in the next six weeks. a record number of sick sea lion pups are walking up. talking with bay area scientists about the changes at sea that may be to blame. >> something strange is happening here. never before seen numbers of stranding, of brutally initiated sea lion pups. these rescues by the marine mammal center. you can see this guy's bones. >> we've had three years of sea lion pups populations that have crashed and burn. >> reporter: the veterinarian says this year is the worst in

history. ten times the normal of stranding, and it could be 20 times normal next week. >> that's little sea lions are being banded from their mothers. she nub nursing right now. >> reporter: scientists say the ocean right now is 6 degrees warmer than normal. that's a record. and they think that's now pushing fish stocks farther offshore and deeper, making it more difficult for sea lion mothers to get enough to eat to make enough milk for their pups. >> definitely still a mystery right now. doesn't make sense that they're fine and all of a sudden three years in a row, they're not. >> reporter: johnson says so far nothing's turned up. the non-profit marine mammal center, typically slow this time of year has had to put off repairs and maintenance, and spend money on food and medicine. >> this is a huge strain on our resources. financially, we're not prepared for something like this to

new at 10:00, a company that claims to be the uber of medical marijuana delivery is now expanelling in the bay area. the company is called ease, it allows patients to have medical marijuana delivered to their home. ease started making the deliveries. now it says it's expanding to 34 cities around the region. >> tomorrow morning at 8:00 a.m., we start our ease for all promotion. we're giving away a free ounce of medical marijuana to any patient in our delivery service area. >> e says the patient needs proof of a doctor's recommendation. basically it acts as an intermediary.

a contra costa county sheriff's patient says a man killed was armed with a knife. investigators released this picture of the large kitchen knife today. they say the 29-year-old lunged at officers with that knife. the shooting happened at an apartment complex on claudia court. the sheriff's department says deputies were there trying to serve with a move out order. in emeryville today, police released new details about a deadly police shooting that also happened yesterday. the shooting happened just afternoon in the parking lot of a storage facility on the originalland emeryville city line. police say workers at a nearby home depot store had just reported a shoplifting suspect with a gun. investigators say the woman tried to carjack three different people before confronting officers. >> we have witnesses that tell us that they saw the individual raise the gun and point it at

the officers prior to their shooting. the gun came up, our officers fired on her, striking her. >> police say she was a 38-year- old black woman at this point her name has not been released. san francisco police say they plan to keep a close watch on the man freed from jail after being detained in connection with that headless body in a suitcase. 59-year-old mark andrus left the county jail. the dismembered body was found on market. the police chief says there is video showing evidence andrus had possession of the body parts. >> if we can determine who it is, that person may have other things at their residence we may be able to get dna off of to match to what we have. >> a source close to the investigation says police are trying to determine if the

new details are coming out about that deadly plane crash in taiwan. striking a bridge, then going light into the river in taipei. the pilot radioed mayday, mayday, engine flame out just

seconds before that crash. in the video, it appears one of the propellers had stopped. video shows the pilot tried to steer the plane away from apartment buildings. 31 people are dead. much of the plane has already been pulled out of the river. a popular san francisco bar lost its alcohol license for a month after an undercover investigation found drug deals going on inside. it sits on the corner of polk and pine streets. after a three month investigation last year, agents say the bar allowed an employee to sell cocaine and marijuana inside the business. when it gets its license back, the bar will remain on probation for two years. new at 10:00, young african american men treated to tonight's warriors game. it's all part of a 4-year-old

program meant to help them succeed. paul chambers is live. >> frank, it was african american heritage night at tonight's warriors game. it was very important to see people like them in successful positions. that's why they're part of a program they say is life altering. >> are you going to the game? are you going to the game? >> reporter: the program was created in to 10 and it was the first in the nation to reach out to african american males to ensure they stay in school and continue on to college. >> i made a commitment to myself, that when i graduate, i wanted to come back to the public school system and be an extraordinary teacher. >> that seems to work for these young men, who took part in a summit about african american life before wednesday night's game. the young men say it's important to see and hear from people who look like them. >> i did, you see in the lab,

but then when i got the program in middle school, it gave me that backbone and i make sure i have someone looking over me. >> they understand, and now how to help us to succeed in life. >> reporter: he says the suspension rate for african american males has dropped more than 40% across the district since the program began. he also helped recruit more than 30 african american male teachers to oakland's public schools and the student's grades are on the rise. >> the graduation rate was about 42% for african american students. now about 57%. >> it helped me grow up as a person. >> reporter: the young men are referred to as kings. as a special treatment, they were brought to the game. >> as a young black man, you need mentors, and it's like, with every class, your teacher

morning, it's been raining in santa rosa. that's a wet morning commute north of san francisco. as we slip south, boom, it starts to go off, around noon on friday. in is real big time rain. almost like what we saw in december. then, it slides south. you notice it stalls a little bit. the stalling is where you get the copeious opts of rain. for that friday afternoon commute, almost certainty. in some areas around the bay area. we're tracking that for you. forecast highs tomorrow in the mid-60s. none of this happens tomorrow. it happens friday. a little break on saturday. then it lights up again on sunday. not as aggressive on sunday as it will be on friday. this is the big one. this with rain and wind. this is a little bit of a break with showers. then sunday, rain develops and some significant rain in some places. so exactly what the doctor ordered, and the nice thing is, out behind this, we get a few days of break, behind this, suggesting more rain. >> they're lining up.
