bay. rain will be stacking up. we have a wind advisory. breezes are showing southeast direction but not that strong yet. but it will will. rain on the north coast, although not that much. thompson said 15 100's in crescent city. we're waiting for the moisture to barrel in here and juice things up, and it will. 40s and 50s on your temperatures. mild due to the cloud cover. some areas in the fog can be cold. the rain on the north coast is inching closer to saw know ma. but i doubt this is doing much. but it's a sign of things to come as we get this together. it will slow down and topple out on the north bay and eventually move south. it could be impressive totals. this might be amended a little bit. these are early guesstimates. it sure looks like a lot of rain is on the way it may take

until friday night. comes in later. still above average temperatures. a lot of 60s to near 50s. >> yeah, thank you, steve. it's thursday, and we have a typical slow commute for you on the freeways from the east shore freeway to the mcarthur maze. 29 minute drive, which is slowest in richmond. it gets better by the time you reach berkeley area. it's about 25-30 minute delay when you get to the toll plaza. southbound 880 from 238 down to the freemont area, you will see slow traffic blamed by an earlier crash. a lot has been slow as it normally is. northbound is not all that bad. now, it's 7:03. let's go back to the desk. the last time the whole bay area saw rain was christmas eve. but now, we're finally about to see some where wet weather as

steve just mentioned, the north bay is bracing for strong winds, and heavy rain. we are in napa to let you know the preparations going p on there. -- going on there. >> reporter: good morning. it's a sandbag preparation. folks are getting ready to set those in areas that are prone to flooding. it's dry this afternoon, but that will change this afternoon. 6-inches of rain is expected. now scattered thunderstorms as well as showers are expected throughout the weekend. and it's been a long time coming. the last time we got a good dose of rain was mid december. they experienced flooding then, so did san francisco and parts of the peninsula. a flash flood wash has been issued in napa county. wind gusts up to 40 miles per hour are expected and napa residents say it's long overdue. >> i love it. i think it's great. i love the rain. >> have you taken any precautions to prepare for the

next couple of days. >> absolutely not. gossipping it. >> public works crews have been prepping for possible power outages. in san francisco yesterday, sandbags were delivered to the 17th and folsom. and we will head to a spot where they are handing out sandbags. it's a beautiful sun rise in downtown napa it's gorming goes now but it won't -- gorgeous now but it won't look like that in a couple of hours. mean tile, a streak of car break-ins in san jose has police looking for a man who could be part of a well organized theft ring. where is this happening and who is being tar getted?

consider legislation to eliminate a personal belief exemption thallous parents in california to refuse to vaccinate their children. the current measles outbreak is unveiled yesterday, currently vaccinations are required to attend a california school. but parents can claim a personal belief or religious exemption if they don't want to vaccinate their children. under the new legislation, that will go away, leaving only exemptions for medical reasons. >> as a pediatrician, i've witnessed children suffering from preventable infections. >> 13,000 california kindergarten students are not vaccinated with their parents claiming the personal belief exemption. the number of nonvaccinated schools are have increased. a related rise in the rates of infectious disease. personal information of 80 million americans may be at

risk after the latest big cyber attack. anthem health insurance says hackers may have the names and birthdays and social security numbers and the salary of customers and workers. that is most of the information needed to get credit cards and loans in the names of the hacking victims. the stolen images does not include medical records or credit card numbers. anthem is the largest private insurance company in california. buster posey already a star? the giants catcher may be going to a higher level. after winning three world series championships in the past 5 year, buster is in the running to become the face of major league baseball. in on online vote that ended an hour ago, posey won a second round show down against fellow catcher jonathan he crow of the milwaukee brewers. 41% to 59%.

treat. the goal of the african american achievement program is to make sure they stay in school and go on to college. they hear about the importance of higher education. >> i did used to get into trouble a lot. but when i got in the program, it gave me the backbone to make sure i have someone looking over me. >> if they have been in our shoes, they understand and know how to help us to succeed in life. >> since the program began, 2010, the graduation rate for african american boys across the district has increased from 42% to 57%. the program is in 16 oakland schools, and the hope is to expand it to even more. what a nice reward for them to go to a warriors game. >> chris chapman is a great job running that program. some big changes may be coming to san francisco after last week's deadly apartment building fire in the mission. coming up, the new safety rules that will be proposed today to help some of the tenants and

the plan would provide $5 million for the program. supporters say they need $16 million a year and that it could be done before 2017. the go pro camera is moving beyond traditional sales of the cameras used by sports fans . it's preparing on demand streaming channel. it's scheduled to launch this spring. the high action channel will be similar to the you tube channel. it's got more than 2.5 million subscribers. they have a live streaming deal. this year's college freshman say they spent their season year of high school very differently than their parents. survey shows they spent less time partying and hanging out with friends and it shows they submitted more college applications than their parents. this year's freshman drank less and reported feeling more overwhelmed. curable students feel more pressure to succeed than earlier generations and have

less time for fun. a new app is helping college students stay focused. it's called pocket points. it rewards students by keeping their phone locked during class it can be used at nearby businesses for school supplies and food. the app is only available for apple devices, so users of other phones need to rely on will power to make it through class without checking their phones. a georgia barber is using a bad hair cut to get kids to obey their parents. he sat his son down and give him a cut that people call the old man look. another customer saw what he was doing and requested the same thing. in the past month, three more children have been brought in to be punished with an unflattering new look. that cracks me up that's tough but at the same time, if it works, it's a discipline.

you know you don't want that hair cut. got it, dad. i know you have the commute under control, right? >> i do when it comes to the typical morning slow downs. good morning to you once again. we look at the bay bridge toll plaza. it's backed up to 25-30 minute delay. we don't have any major problems along the bridge into the city. it has been pretty quiet when it comes to accidents and stalled vehicles. let's move along and the same thing goes. visibility is better than it was yesterday leading up to the high-rise and 101. 880 the very slow. southbound 880 starts to slow near 238. it remains slow down to freemont. when you get to the south bay, the commute is moderate. let's go to steve at the

weather center. >> sale, we have a lot of cloud cover. a couple of breaks fog yesterday was big time. today it's not as bad from brentwood to stockton. a little bit down towards morgan hill. waiting for the system to arrive and it would want be for some until tomorrow or tomorrow night. son hosea rates are really tough. heaviest will be to the north. the rain season used to be july to june. it's now october 1st to september 30th. they made that change. so we have had to tweak these rain totals. 86% for santa rosa. san francisco, even with 42-43 dry days. christmas 've was the last time we had rain. san jose, 121%. those three weeks in december have saved us. this next ban coming in may send us well above again.

flash flood watch out for the north bay. wind as vise res start tomorrow. colder system is due on sunday. you probably heard the term atmospheric river. it's a narrow band, concentrated moisture 234 the atmosphere -- atmosphere. and what's coming in is way above average. when you take that above moisture and combine that, you can squeeze out tremendous amounts of rain. rain on the north coast, not a lot, though. 40s and 50s on the temperatures here. breeze out of the southeast. the rain in answer is working its way off the coast. it's still out there and a couple of returns. it looks like it's fizzling out. there is probably going to be a couple of waves developing on this whole mess. a change in wind direction, which will slow it down. this will be a north bay event.

probably all the way into tomorrow morning. it won't be much of an impact except for wind and rain, and it will be above 8,000 feet. the sunday system looks much better. here's the deal. now for those that have been out here since 1981-87, you would look at the satellite and there would be a train of moisture. you look at this, and you say 18-inches of rain out of this? really? that's what i've been wrestling with. everything comets to point -- continues to point towards that direction. for the north bay, 6-12. san jose, 1-2. santa cruise mountains, there are -- santa cruz mountains, it's pointing to more. 18-inches of rain. there's so much moisture in

. welcome back to mornings on 2. time is 7:24. the sheriff's office says the man killed by deputies on tuesday, he was armed with a knife. this photo of a large knife was released by investigators, they say 29-year-old dewane ward jr. luninged at officers with that knife. the shooting happened in the 100 block of claudia court. the deputies were trying to serve him with a move-out order. it was part of a domestic

violence restraining order. new details out of the deadly police shooting on tuesday. emoryville's police chief says the woman who was killed by officers had pointed a gun at them. the shooting happened in the parking lot of a storage facility along the emoryville oakland border. workers nearby at the home depot reported a shoplifting suspect had a gun. investigators say is woman tried to car jack 3 different people before confronting police officers. >> we have witnesses that tell us that they saw the individual raise a gun and point it at the officers prior to their shooting. the gun came up, and our officers fired on her, and striking her. >> the police say the woman was a 38-year-old african american woman. her name has not been officially released. but people who said they knew her say she was e vet henderson

40s and 50s are the temperatures. it's working its way into the north on trinity county and other areas. it looks like a band was trying to move in on marine coast. that could be expected. some of the rainfall projections, 1-2 around san jose. that will be a huge difference and timing issue will be a big story as well. it may be friday night before it gets in. rain starts later tonight. 60s on the temperatures. these are still above average. more on that in 12 minutes. >> san francisco, southbound 101 on the shoulder near the ups building before chavez, there was a crash. it was in the lanes for a while and traffic was slowing down. things are better now that they removed it. traffic is going to be moderately heavy through this area. you see flashing lights and it's not causing a huge delay anymore. looking at the bay bridge toll plaza.

25-30 minute delay before making it into san francisco. the traffic itself on the bridge looks okay. south bay community. they are all very slow along with 280. we don't have any major crashes. 7:32, let's go back to the desk. after several big apartment fires in san francisco, there's a push for tougher safer regulations while speeding up plans to rebuild after a fire. ktvu joins us live at the scene of last week's devastating fire, alex savage. >> reporter: dave, good morning to you. here's what two san francisco supervisors are calling for. they want to streamline the inspection process for large apartment buildings to make sure they meet fire code. and they want to look at ways to speed up reconstruction for burned out buildings like this one here on the mission, which caught fire just last week. one person died in the fire.

more than 50 others were left homeless. this fire and two other fires in san francisco have led to calls to tighten safety rules. san francisco supervisors david compos are pushing series of changes. supervisor compos wants to allow building inspectors to cite land lords whose safety regulations are not up to date. supervisor kim has a plan to make sure tenants are not left without a place to live for a long period of time. her plan includes incentives and penalties to persuade property owners to rebuild in a timely way and suggesting to ease permit requirements and in some cases, have the city seize the burned out properties to do the repair work. san francisco fire chief

support these suggestions. both supervisors are expected to offer more details on the plan later on this morning and introduce legislation within the coming weeks. >> it could mean big changes. thank you, alex. well, tonight a fund raiser will be held for victims of the mission fire. it will run from 6:00 p.m. until 2:00 a.m. at dr. teeth and the electric mayhem. it's a restaurant and bar. donations will be accepted. and 10% of the bar sales will be donated to the victims. there's new signs we could be getting closer to a possible shut down at the port of oakland in the next few days. but even that is a matter of controversy. the long shore workers union says a few issues need to be worked out. but the pacific maritime association says the two sides remain far apart. and it could lock out workers

accounts against him. it was used for illegal drug deals and he made $18 million during the 3 years he prated it. he claims he only created the website and was set up as a fall guy. the verdict could put anymore prison for life. bus drivers and transport workers to the biggest technology companies will vote later this month on whether to form a union. the drivers take workers to and from apple, yahoo, ebay and others every day. they are forced to work split shifts and make $19 an hour with few benefits. the drivers will take a vote on february 27th on whether to join the teamsters union, which will help them negotiate better pay and benefits. facebook shuttle bus drivers voted to join the union in november. 2015 swim suit issue of sports illustrated won't be out

a mid level latitude. it holds more moisture and it's taking aim right at northern california. so when you get that, this time of year, into january and february, it could produce a lot of moisture because it has support, jet stream support and it is on its way. the cloud cover is streaming in right now. to the north, things are thickening up. 40s and 50s. a little southeast breeze, and that won't be a big issue until later tomorrow. it's already into the crescent city. the line is stretching right there and offshore. we have a ways to go with this system. there's two pieces to this first one. dark skies are ready to go. but it's lifting away from you folks. there will be a couple of waves forming on these systems. it's the change in wind direction. it slows it down but can intensify it. you see it back there? it looks like a wave will form and that will slow everything down. this will be more for tomorrow

. welcome back. 7:55 . san francisco is showing off the new ambulances. take a look. here's one of the 19 new vehicles being added to the fleet. you will see them. emergency medical technicians stocked them with supplies. san francisco fire chief says the new ambulances are equipped with better technology and more efficient. she expects them to improve the response times in the city. san francisco also plans to hire 40 more emt's before the end of march. the state legislature is considering a new plan for fixing roads and potholes that would require drivers to pay an annual fee. it would be $52 road user fee, proposed by state assembly speaker, and it would generate $1.8 billion a year. state gas taxes that pay for road prepares have been dropping because cars are more fuel efficient. the electric cars don't pay any of the tax at all.

exemption. the number of nonvaccinated school children in california has increased in recent years and it shows a related rise in the infectious diseases. there's another massive security breach at the largest private insurance company in california. pam cook has the details on what was stolen. >> anthem health insurance was attacked. as much as 80 million people may be at risk of identity theft after the massive breach. hackers gained access to the computer system and got away with names, birth dates, addresses and social security numbers of customers, and employees. now anthem says the stolen data doesn't include medical records but they should report any

thank you, sir. mostly cloudy and a little bit of fog. flash flood watch is it for the north bay. although, there may not be any rain south of the golden gate until tomorrow morning. it will slow down, and where it does rain, it may be very heavy because it will stall out. it's going to talk a while to get the system to push south, and maybe even friday evening before it makes it to san jose. wind advisory starts tomorrow morning. atmospheric river is the term you have probably been hearing. it's a narrow ban of concentrated moisture in the atmosphere. it can hold tremendous amounts of moisture, and it's nothing to do with el nino. this is coming in from south west and holds a lot of moisture. if you combine that with a lift of supporting jet stream, you can squeeze out tremendous amounts of rain. this band is coming in and it will lift.

880 interchange into sunnyvale. time is 8:31. >> recent apartment building fires in san francisco, and there's a push now for tougher safety regulations and speeding up plans to rebuild after a fire. alex savage, you're at the at the scene of last -- at the scene of last week's devastating fire. >> reporter: good morning. the fire district wants to make things safer for the people that live in large apartment building and streamline the process inspections, and they want to speed up the reconstruction for the burned down buildings, like this one at 22nd and mission, which caught fire a week ago. this was a devastating fire, one man lost his life, and more than 50 people left homeless after the residential and commercial building burned. this fire and two others recently in san francisco have led to calls to tightennen

safety rules. supervisors are pushing a series of changes. they want to allow building inspectors to cite land lords whose fire alarms are not up to date and people with unanimously report safety violations. another part will require owners of the apartment building to file twice a year, declaring their equipment is in working order. kim has a plan to make sure tenants are not left without a permanent place to live for long period of times. she suggests easing some permit requirements and in some cases, having the city seize a burned property to do the repair work. now city building officials and also the san francisco fire chief both are on board with most of these suggestions that have been put for. they will expect supervisors to offer further details on their plan later on this morning at event planned at city hall

. it's 8:43. the head of the federal communications commission says the internet should be reclassified as a public utility. fcc chairman wheeler says that would be giving the fcc more power to regulate the internet. wheeler wants more rules to block service providers from slowing down or speeding you up web traffic based on what users pay. many say treating it like the phone company would mean everyone pays fees. democrats say the neutrality plan would block the rich from getting the internet fast lane. >> by proposing clear and decisive action to detect the internet as we know it. these rules are the declaration of independence for the internet. >> some of those fees were supposed to be there temporarily and they have been on there for decades.

and they are not going away. they never go away. the fcc will vote on the proposal february 26. san francisco is showing off its new ambulances. city has 19 new ambulances. they have been stocked with medical supplies, and san francisco fire chief white says they have better technology, more efficient and will improve response time in the city. san francisco will also hire 40 more emt's before the end of march. the state legislature is considering a new plan for fixing roads and potholes to require drivers to pay an annual fee. it would be a $52 road user fee proposed by state assembly speaker tony atkins and it will generate $1.8 billion a year. state gas taxes have been dropping because cars are more fuel efficient. there's a huge backlog of road

. police and community relations will be the topic of roundtable discussions. eric holder listen charged with -- congresswoman barbara lee is here, and she's going to be at today's discussion but you stopped by here first to talk about the initiative and the goal. >> good morning. >> great to see you. you invited the attorney general to come and you say you're excited to tell him your ideas about the change. >> sure. the attorney general, i am pleased he accepted. he's only conducting these sessions in memphis and atlanta and cleveland and oakland. and of course we have a lot of

ideas. >> okay. >> and i think it's important to recognize the history of this district in oakland and the east bay, in terms of the issue around police distress, around criminal justice reform, and around police misconduct but also the point that the community and young people have fought for years for change. when you look at racial profiling, grand jury reform, so many ideas that we're going to hear from the community, that the attorney general will hear, will be taken back to washington d. c. and translated into policies and into legislation. >> how do you take those ideas and discussion at the table and translate it into people who are on the front lines, the police officers on the ground, and also the community members who are on the streets, confronting the police officers? >> it has to be a joint effort. police officers are there to

ensure public safety. and we are talking about additional resources, community policing, but we need real reforms, and i think the police department, police officers, and the community have to come together for these reforms. no one wants to see injustice in our criminal justice system. we should have equal justice for everyone. and we know what is taking place as it relates to black and brown young men. we have to move forward and have real changes. and deal with racial bias. we have to deal with stopping and not allowing these weapons of war, which i totally oppose. so there's many issues that my community understands and they want the federal proponent of the issues to be heard. they want congress to hear it. >> i know. he won't be around for much longer but hopefully lynch will
