early this morning. police say a man grabbed her just before 1:00 this morning. the man threatened her with a sharp object and groped her before running awyoming she described as a man in his 20s wearing a gray hoodie and blue jeans. after a long dry spell there is finally some rain ton way. mark is live here with what will be felt. >> yeah. the north bay will be picking up the rain. we are tracking multiple systems right on through the weekend. in fact storms out there, right now the main focus is up to the north up along the north coast. all of this activity will be spreading to the south. you can see here on the radar some of those showers approaching towards fort bragg. the rainfall rates will be picking up as we head into friday as that system spreads

from the north to the south. a flood watch posted. up in the north bay we have amounts ranging from 5 to 8 inches. winds will be an issue as well right around 50 miles per hour. already prepped is this, a flash flood watch beginning this evening right on through friday. that is extending towards the county as well. if you're not up in the north bay throughout the day on friday we'll have heavy rainfall spreading to the south. we'll track that rainfall and talk more about that second system that will impact part of your weekend. >> all right. thank you. with the rain on the way residents are already getting ready. tara will show us the rush for sandbags. >> reporter: jack is filling 18 sandbags. with up to 6 inches he want to make sure his offices don't flood. >> when the river overflows it

another aisle at the time. they are expected to tell us more about the suspect later today. lock your car doors and hide your valuables. that's what san jose police are reminding people to do as they have smash and grab car burglars. they investigate that 53 vehicles have been broken into. the area is filled with hotels, gas stations and restaurants. thieves have taken personal belongings including electronics, purses, jewelry and cell phones. >> they are going into these parking lots, looking into the vehicles. if they notice personal property and computers, laptops, things like that, they are smashing the windows, taking the property and fleeing the scene immediately. >> they identified kevin jordan as a suspect. he is part of the organized theft crew. he was seen in the area

yesterday but took off running. san francisco's chinatown following the installation of a pedestrian safety program. the pedestrian enhancement program is an operation at sacramento and stockton streets. it is where scramble lights were activated last week. it's where an 87-year-old woman was killed by a driver as she crossed the street last september. the mayor says it will improve pedestrian safety as merchants prepare for chinese new year. >> everybody has come together for the safety of our residents and the visitors and the shoppers and to celebrate it that we have more of the ability of the small merchandise shop owners to be able to present their goods for the new years before the next new year chinese properly begins. >> it protects pedestrians for fast moving vehicles so they

can have their own green light. yesterday emergency medical technicians stocked them with supplies. joann says they are more efficient. she expects it to improve response times in the city. san francisco also plans to hire 40 more emt's before the end of march. the search is on for robbers who order people to the ground and ran off with jewelry at a local tiffany's store. after a series of devastating fires. deadly fire in the mission district now two san francisco supervise stores are calling for safety laws.

suspecteds in either shooting. san francisco police are hoping surveillance video will help them find three gunmen who rob add tiffany's jewelry store. police say the robbers wore masks and ordered everyone to get down on the store. one employee was forced to open several jewelry cases for the robbers. so far no word on how much jewelry was stolen but luckily no one was hurt. two supervisors are calling for new safety laws. supervisors david campos and jane kim plan to introduce to streamline the inspection process to make sure large buildings are up to code. this comes after three recent fires including one last week in a mission that left one person dead and more than 50 people homeless. the plan calls for more sprinklers and housing inspectors to be able to site

than $111,000. set to consider eliminating a controversial believe exemption that allows parents in california to refuse to vaccinate their children. the current measles outbreak, currently all students must be vaccinated but parents can claim a religious exemption if they don't want to vaccinate their children. it would leave only exemptions for medical reasons. >> i have personally witnessed children suffering lifelong injury or death from vaccine preventable infection. >> currently 13,000 california kindergarten students are not vaccinated with their parents claiming the personal belief exemption. the number has increased in recent years and studies show a related rise in infectious disease.

the director of food and drug administration is stepping down. she is expected to leave at the end of march. in an e-mail she said the decision was not easy and called her time at the agency rewarding. she has overseen health initiatives from tobacco to personalized medicine, disease control and drug approval it. the agency's chief scientist will fill her position until a new commissioner is named. the early earthquake warning system could receive $5 million if president obama's budget proposal is approved. it will let californians know when a quake is about to hit. it will alert them 5 to 60 seconds before shaking starts. it needs $16 million a year to get the system up and running by 2016.
