it's been more than 40 days and 40 nights without significant rain in san francisco but that is about to change. find those umbrellas, rain is about to return to the bay area. good evening i'm julie haener. >> and i'm frank somerville. we have team coverage as this winter storm moves into the bay area. debora villalon is live where a flash flood was just posted. we begin though with bill martin. he says the impact of this storm is all going to depend on where you live. >> absolutely. just like in december when we

had the big storm move in. this is a big winter storm system. most of it is going to end up in rain. and out toward bodega bay. you're seeing some showers move in out the pacific toward bodega county. showers moving in, moisture moving in. the first storm gets here tomorrow morning for the north bay and the afternoon for the rest of us. there's a flood flash watch in effect for the rest of us. a wind advisory goes into effect tomorrow morning. gusts at 50 miles per hour. let's take a look at the radar, the storm tracker pardon me. showers in the forecast at 3:00 a.m. 8:00a.m. starts to go off. this isn't the main deal. this is just showers ahead of the strongest part of this

system. there's 10:00 a.m. the commute. the mid-morning commute pretty messy. this is 1:00 p.m. but there's one behind that. i'll give you an idea of what you can expect for your friday. we have plenty of rain to talk about especially in the north bay. now to debora villalon, she is live in petaluma with how people are preparing for the rain and possible flooding. >> reporter: it's much needed rain but everybody is saying please not all at once. and every hour it delays, is another hour to get ready. >> it was supposed to be raining right now and it's not. >> reporter: eric hongisto is taking advantage of it, he's

getting his barn ready. >> some people took advantage of that. but i imagine tomorrow morning after the rains tonight that we'll see a bit more action. >> dr. clara. >> dr. clara is here. >> san francisco. >> sonoma. >> sonoma is on chris elbring. >> reporter: they're being told to expect a pulsing storm. unlike december's nonstop pounding. >> pg & e is staged up in our county. >> reporter: and few communities are getting ready as visibly as healdsburg, where sandbags line downtown store like a solid wall. many businesses got nailed in december. this real estate office suffered $40,000 damage and just reopened so won't take any

chances. >> when i came here in the flood i was up to my knees. >> we're going to be prepared. we were the new kids on the block so we weren't prepared. >> i'm sorry always nervous when there's a large storm on the way. >> reporter: the city manager still marvels about kayaks riding around town during december' storm. he rather be overcautious than caught by surprise. >> what i would say to folks is make sure you're cleaning storm drains, make sure your gutters are clean because that's what causes a lot of the problems. >> reporter: after a dry january, the ground is absorbent. one reminder don't drive through standing water. 13 people had to be rescued out of cars in december and that was in sonoma county alone. >> could look very different there tomorrow night. debora villalon reporting live

the eighth annual chunchies award had to walk through a gauntlet of protesters. the awards recognize achievement in the tech field. and this year taxi drivers showed up to protest raid ride sharing companies like uber and lyft. >> why would anybody give an award to a company that has gone around and broken laws everywhere it goes. it seems ridiculous, almost criminal. >> reporter: another group gathered near by, saying that tech companies are changing the culture of san francisco. organizers said the growing number of high paid tech workers has led to mass evictions for working class san franciscos. >> the tech company celebrates

the most agredious awards. >> reporter: by the protesters hundreds of people filed into davies symphony hall. >> it's a wonderful event. like grammy's for the tech companies. >> they're all these brilliant intelligent people bringing technology to our life to make it easier. it's a fantastic place to come and celebrate it. >> reporter: we did reach out to organizers, they made no one available and had no official response to the protest. >> christien kafton in san francisco tonight, thank you. radio filed for bankruptcy saying it's $80 million in the hole.

maybe acquired by standard general. another 1,600 will likely close for good. the 90s company has been struggling for years. it employs 27,000 people and many are expected to lose their jobs. no word when the bay area store will close. and the fbi is leading the investigation into the largest medical company hack. names, addresses, income and social security numbers may be compromised. but not medical records or credit card information. anthem is now urging its past and present customers to monitor their credit and debit card accounts. report any suspicious active ago -- activity and change your

password. camela harris suggested everyone affected should request a credit report. ken pritchett with a road tax that will cost you. >> reporter: $58 was the suggestion. potholes are much more common than they should be. california was short last year $6 billion just to pay for road repairs. in his budget announcement, governor brown asked lawmakers to find a way to pay for $59 billion in overdue repairs to bridges, roads and highways. this week assembly speaker tony athens proposed a $52 fee. >> i don't like the fact that they won't let hard, you know

people's money that work real hard for it. >> the money has to come from some where. roads have to be fixed and people have to drive. >> reporter: part of the funds would go to the transportation fund. ultimately the road fee would generate $80 million a year. it could be a fee based on how much we drive. one problem with basing the speed on how many miles you drive and how you track it it could take a years to put a system in place and the money is needed now. another problem is the driver's may not want the state monitoring their driving habits so closely. >> looks like i'll have to be getting a bus pass. >> we all drive differently. but just without getting too much into specifics, i think

it's too much. >> reporter: however it works, it's a bill that would save a bumpy road. >> it's the government, they're going to do whatever they want any way. >> reporter: maybe or may they will not. because this fee would require 2/3 vote. a republican leader has already balked at the idea. >> ken pritchett, thank you. a union leader called the threat reckless and unnecessary. pacific maritime is negotiating on behalf of dozens of shipping lines and terminal operators they blame a work slow down on delays of shipping containers.

officials at san francisco university have issued a warning about attacks on campus. already some students are reconsidering their habits. cara liu is live at sf state where a woman said she was attacked on a path way there. >> reporter: the pathway is a commonly used pathway not far from the campus. and right now administrators are only saying the victim is a member of the university community. >> it's scary that happened. >> reporter: anderson plans to take extra precautions after learning a woman was attacked here on the sf state campus.

case last year. yee's trial is scheduled to begin in june. a san jose man's mission to conserve water during the drought has backfireed in a big way. he says he thought he was just doing something good by ripping out his dying grass and replacing it with cobblestone. that homeowner could now face thoughs of dollars in fines. >> reporter: he calls transforming his dying grass from cobble tone to a labor of life. he spent $5,000 with the intention of saving water. >> a project that i would be proud of and making the community nice. >> reporter: last month he got a letter from the city inspector saying what he did was illegal. >> saying that i'm in violation of san jose code. >> reporter: if he didn't remove the cobblestones by next month. >> so basically this one here all the way down to that tree will come out.

>> reporter: he would have to pay a fine of $2,500 a day. >> i almost passed out like how can you do that? i didn't even know. >> reporter: back in 1999, the city of san jose passed a front set line pv ordinance. it states, 25 feet back from the sidewalk cannot be paveed. it must be made of vegetation or grass, or pebble stone, something that water could seep through. >> he selected the wrong material to pave his lawn. >> reporter: the initiative was made to parking complaints. >> what you don't want is a surface that's imper impermeable that would cause more run off. >> reporter: he also hopes the city will think twice about

amending this law. >> it's heartbreaking. i did so much on this. >> reporter: the city inspector is working with this family so they don't have to pay up right away. the city is adamant, if they bend the rules for this family they'll have to do it for everyone else. azenith smith, ktvu. a couple of systems headed our way over the weekend. number one system showing up right now in the north bay. moves through the bay area tomorrow and makes for a very wet day. especially in the lunchtime, 11:00 to 2:00 range. showers showing up in the eureka area now. light scattered showers showing up offshore. we're starting to get reports of light sprinkles around point rays station. out toward occidental. showers will increase tonight and they'll make for a wet morning commute. the main concern is going to be out there by pen grove where it gets some flooding. some of the small streams and such. i don't suspect the russian river should be a problem. but we'll be watching that

area. on the bridges tomorrow morning. there's a high wind warning that goes into effect. the winds will be coming from the south. the san rafael bridge that's the one. it travels from alvisa over the southerly flow on to the bay. it gets a lot of speed going. so the san mateo richmond bridge can be a little messy. look for that tomorrow morning. 7:00a.m. tomorrow morning, there's your commute. not horrible yet. it gets a little messy by 9:00 a.m. that looks like it's lit up. this looks a little ahead of schedule for the showers. 11:00a.m., it's raining pretty consistently now. here we are at 2:00, a little bit of a brake and a line of showers moves through. mainly in the north bay, heaviest rains. we could even see a few inches of rain. we'll push it into saturday and sunday. >> all about to happen. thanks bill. another bay area teenager

a new report is detailing something we told you about in december. that an anti police protest in berkeley delayed an ambulance for an hour and the person later died. a call came in at 6:39 for a 62- year-old alvin jones jr. he had collapsed at an apartment complex and was having trouble breathing. because of the protest though, firefighters were required to wait for police escort and they didn't reach him for 28

minutes. jones died two days later at the hospital. and the tensions that brought protests to ferguson have spread throughout the bay area. >> eric holder visited and is trying to find a better relationship between police and the public. >> there's no question that this city deserves an outstanding world class police force to keep it safe. >> reporter: with community leaders and some young people on hand it was touted as an effort to find ways to bring the community and police closer together. >> out of what we've seen in ferguson, new york, cleveland, other places there's an opportunity for us to move forward. to make better the relationship that must exist between law

enforcement and the communities we serve. >> we have got to do more to close that trust gap between government and the people we serve. >> all of these agencies mine included are taking a look inside to say, what's going on with us. are we doing the best we can? >> this event in oakland was about the attorney general interacting with the community and city leaders. but they kicked out the cameras before they started. >> it was a parting gift. it was a way to say let me use the cache of my office. >> i thought there was a lot of hand holding for the law enforcement that was in the room. i would have enjoyed a more frank discussion. >> reporter: holder ended the

day with a visit to the boys and girls club. cash call has been hit with a penalty in order to refund money to thousands of californians. cash call pressured people to take out bigger loans. loan terms were improperly drawn out by cash call's failure to collect payments. up to 10,000 californians who had loans with cash call between 2008 and 2015 are expected to get refunds. you may call it cash or trash. the program that is offering money to help catch illegal dumpers. >> and we sit down with a daily city teenager who is a rising star on american idol. what he says is the inspiration behind his music. >> but up first, we'll rejoin meteorologist bill martin, where the rain is right now and what this storm means for the sierra.

and we're back right now with chief meteorologist bill martin and bill it's not just rain heading our way, it's wind too. >> the winds are really going to howl over the next 24 hours. the tahoe area we're going to see rain and snow. right now there's just a lot of clouds but let's come in a little bit closer and i'll show you what we have in the mountains. i lost my imagery. back up a little bit. go back here. up in the mountains we're talking about some very high snow levels as we head into saturday morning. then by saturday night the snow levels should drop and we should start to see snow down about 6,000 feet. but in the meantime it's going to be all about the wind with

wind gusts 70 to 80 miles per hour. it's going to be windy and wet. traveling around the pay area -- the bay area it's going to be tough. around the bay area today crews try to get ahead of the storm. katie utehs shows us some of those preparations. >> reporter: rotten pine trees are a problem in orinda. >> they have a nasty problem of falling over for no good reason at all. >> reporter: not to mention the added force of high winds and heavy rains forecast for the next few days. >> these are the primary and secondary lines. everybody would be out of power for miles down the road. >> reporter: crews are removing all three of his trees in risk of the falling. >> i don't want any problems with the trees coming down, it's dangerous. >> we want to make sure we get out as proactivity as we can so

apparently saying their last goodbyes to bobbi christina brown. doctors have told the family there's nothing more they can do. the final decision is left up to her father. next wednesday will mark three years since the death of her mother whitney houston. a top executive is stepping down after an embarrassing cyber attack. they took massive amounts of data including e-mails from coach amy paschel who were leaked to the public. those e-mails included comments about big names including president obama. and a big night for a teenager from the peninsula. he's already a great student and football player and now

a registered sex offender is in custody tonight accused of molesting an 8-year-old girl in the toy aisle of a store. 33-year-old carlisle viazon was arrested for the attack last sunday. it happened at a 99-cents only store in hayward. an officer tracked him down by an ankle system. >> he had put in in and about the 99-cent store at the same time the crime occurred. >> reporter: vizon match it is description of the suspect and he was convicted of a similar

crime at a san leandro wal-mart in 2010. this new charge could potentially put him behind bars for life. in the middle east jordan says air strikes are just the beginning of its retaliation against isis for the killing of one of its pilots. they destroyed ammunition depots around where that pilot was killed. president obama used more forceful language against isis. >> we see isis, a brutal, vicious, death cult that in the name of religion carries out unspeakable acts of barbarism. >> jordanians are calling for vengeance over their pilot's death. pope francis has accepted an invitation to address

congress when he visits the u.s. in december. he will be the first pope ever to speak before congress. house speaker john boehner issued the invitation. pope francis is also expected to visit president obama at the white house, and visit new york and philadelphia. the nasdaq was up 48. the s & p500 was up 21. health care and energy stocks faired the best. and shares of twitter shot up 9% after twitter reported better than expected fourth quarter earnings. twitter's revenue nearly doubled but the growth in the number of users was a bit lower of what analysts had hoped. twitter is based in san francisco and it's still not making a profit but its losses were less than expected. joe montana is working with a new developer to bring his stalled motel project back to life. montana's plan calls for a sports bar, shopping space in santa clara. his new partner related

companies already had a mixed use development in the works next to montana's. the two projects could now be built together and montana would reportedly be involved with both. meantime santa clara has a way to ease cell phone traffic. a $2 million wireless system will be installed near the stadium. the project would include the installation of 40 antennas on power poles. a new effort to curve illegal dumping. up next how you can earn cash and help punish those who dumped trash in the streets. wet weather moving into the bay area. chief meteorologist bill martin's complete forecast for two much needed storms. plus two bicycles that were stolen have been restored. and how much those bicycles were worth that make them stand out.

police in morgan hill took

less than 40 hours to recover two rare and very expensive bikes stolen over the weekend. owners showed up to work to find the door smashed in and the bikes gone. police received the tip and arrested two people. the bikes were recovered in good condition and workers at specialized say they plan to clean them up and put them back on display as quickly as possible. >> i don't think they knew what they had gotten. they got pretty amazing product. sadly for us, but luckily we got it back. >> officers got a tip on someone trying to sell high end bikes. authorities arrested these two

suspects. cristina rendon tells us how much people can get paid for turning in illegal dumpers. >> reporter: it's a tough job but workers do it day in and day out. cleaning up illegal trash littered on city streets. >> this always happens. >> reporter: the continuous piles of junk has city officials fired up. >> we will not allow people to trash our city. >> reporter: about a new program offering cash for reporting trash. >> we need to put a stop to this. >> reporter: if you see someone illegally dumping and their caught and fired you're eligible for a minimum $100 reward or half of the fine the perpetrator pays whichever is greater. libby shaft hope that is will send a message to criminals. >> not only should they be afraid of a fine they know now that people around them have an incentive to turn them in. >> reporter: you'll have to report the perpetrators description, a license plate and vehicle, the items and location, and a date and time

by either calling or e-mailing public works or using their quick app. >> we need the public to be the eyes and ears out in the community. out in their own neighborhood so they see what's going on and they share that information with us. >> reporter: last year alone the city says they received more than 19,000 calls about illegal dumpers. problems costing them $5.5 million a year. >> the reality is this is a hot spot. >> reporter: but crews are hoping that other people's trash could earn some a small treasure and help a vision for a clean and beautiful oakland. >> this city deserves to be beautiful and we cannot tolerate this type of illegal activity. >> reporter: city crews collected nearly 7,000 illegally dumped mattresses last year. that's enough to stretch a mile high or span the bay bridge and back. cristina rendon. tracking the showers into your neighborhood. it's going to get wet out there. already getting reports of

showers in the north bay. real light stuff but it's going to pick up. that's a lot of moisture. it's come from a long way away and it's come from a pretty far distance south. the first storm gets in here late tonight, early tomorrow morning and through the day. saturday we get a little bit of a break. and then a flash flood watch in effect for the north bay. that's for friday. that's right now. then the wind advisory goes into effect tonight for tomorrow as well. it's going to be quite a show for the morning and afternoon commutes. morning commutes especially in the north bay is going to be pretty dicey. around the rest of the bay, especially san jose not such a big deal. as you get into the afternoon, all the roads are wet. there might be a lot of standing water. rainfall accumulations could be any where from five to 8- inches. wouldn't be hard to get a foot of rain toward jenner. it's a lot of rain. not forecast highs as much as we had in december but this is the same type of animal. same type of weather system. maybe we will get a foot of rain in the santa cruz over the

next couple of days. 7:00a.m. on friday. you can see the oranges and yellows represent a lot of energy, a lot of rainfall falling. the morning commute not so far there. then here we are at 11:00 a.m. that's pretty sketchy right. look at this right through here. this won't time out exactly but you get the idea. the strongest dynamics are moving through the bay area, 11:00, 12:00, look at this down around san jose. that might get you something, a little piece of thunder. heavy heavy rain there. they'll go down, they'll come up and go down. by # -- 3:00 san jose you're going to get heavy rain. then it moves out. the later afternoon commute on friday is moving out. 11:00 to 4:00. that's when the weather is going to be the worse. in the mountains it's going to be moving out. they get a lot of rain below 7,000 feet. saturday afternoon you see the showers start to pick up. so saturday is not a bad day. but throughout the day the

clouds get thicker. the rain increases so saturday night into sunday is the next weather system. so we'll track that for you. here we are into saturday evening. scatter showers as well. the forecast as we go through time is going to be for temperatures to be mild despite the cloud cover. why? look where this thing came from. this came from the low latitudes. some where around noontime you're going to go wow it's raining. so five day forecast. chance of a thunderstorms on sunday. pretty big weather day tomorrow. if you can work from home -- >> can we work from home tomorrow? >> no. but give yourself some time. and we have breaking news from san francisco where a
