after weeks of dry weather in the bay area, more rain, finally headed our way. we'll tell you how businesses here in downtown healdsburg are preparing for the potential flighting. students at the university are shaken by a disturbing incident. the police are issuing a warning and students are on edge. it's been more than 40 days

and 40 nights since there was significant rain in san francisco but that is about to change. we have team coverage. this is a live look from healdsburg. alex savage has been out there since 4:30. coming up he'll tell us what people are doing to prepare for the storms headed our way. steve paulson will tell us when you can expect to see rain in your neighborhood and sal of course, is watching for any wet roads. a lot of gusty wind out there. >> yeah. >> good morning, welcome to mornings on too. >> good morning, i'm dave clark. >> let's talk about weather and traffic now. steve, what are you seeing now. >> the winds are the big story. the rain has been late. it will be later more than sooner, but there are howling reports coming in, even downed trees from santa clara valley to the north. there's good heavy rain up up north and parts of lake of course. there's more wind than rain.

we've had light rain. two systems one today and a flash flood watch. there's no doubt about it, verifying the advance of this system. it's pushing in towards us and it's been delayed. ralph to the south might be less. the system as it comes closer that is funneling in. it picks up big time, up towards here at fort bragg and it's approaching to two inches of rain. it's been pouring in crescent city. if it gets here we have the potential for heavy rain. the heaviest rain will be to the north. it's really mild. 60s are the temperatures. you can see the clouds flying by due to a robust south southeast breeze with 20 to 25 miles per hour gusts for some mountain view 21, sfo

southeast, and hayward 30. it will be more late morning and early morning. for the morning it's a wind event more than anything else. the rain comes in later on today, mild temperatures here, it's not a cold system. the sunday system looks better than this one. that will have cold air with a few upper 60s. on the bridges it could be dicey as well. >> i want to make sure people know if you're listening and watching in campbell, the 91 system has gone back up. the police tweeted about that. campbell police says everything is back and running as normal. if you're in campbell and you should use that 911 system. it's working properly and there are no problems with it. all right. let's go out and take a look at the commute here as we look at the bay bridge toll plaza. it's jampacked get nothing san francisco. there are no major problems on the bridge itself. the traffic is okay in san

francisco once you get there. the calm before the storm, quite literally. northbound 101 looks good. we have a crash in oakland 580 westbound. traffic is backing up beyond lakeshore almost back to 14 on 580. you might want to think to get to the freeway before this 580 backup will grow. it will get busy at the normal day at 8:00 or so. we'll keep an eye on the macarthur freeway for you. it is 7:04, let's go back to the desk. >> it's a storm we've been waiting for after a dry january rain pack in the bay area. alex savage is live with more with how people are preparing for the flooding out there. good morning alex. >> good morning to you. the rain not much of it to speak of so far here in healdsburg. it's pretty light, but we're expecting heavier rain in this

area. people in this area and sonoma county are ready for it. the sandbags are set up outside of the hair salon and the same story with other businesses in the downtown areas. they're bracing for as much as 7 inches of rain in the next few days. flash flood watches are in effect for the next couple of days. the first significant rain in northern california for about 6 weeks. it will be a wet windy system and some periods of heavy rain. people were busy filling their sandbags to protect their homes from flooding and in downtown healdsburg, it's important that business owners, they learned their lessons from the last storm they had. the stores were overwhelmed by flood waters and they sustained significant damage back then. the city manager says he doesn't want people to be caught off guard this time. >> what i would say is make

sure you're putting out your storm drains, cleaning them out, and make sure your gutters are clean, that is what causes problems. >> many fire station also have sandbags available for homeowners for people who want to protect their homes from flooding once the rains get heavier. along with the concerns about flooding, there is the high winds to worry about as well. that could bring down trees if that area and power lines as well. we have seen one outage out of the south bay, there's concern for power outages up here in the north bay. you can see a ton of sandbags outside of this hair salon. most businesses on healdsburg avenue, they're prepared and ready to go as heavy rain is expected to arrive here later on today. >> ate lot of people don't want a repeat in december where there is significant flooding there. >> the time is 7:06. our weather team is tracking the storm.

steve will detail the timeline throughout the morning and stay tuned throughout the day as the day gets stronger. people are reporting a earthquake this morning. it was a 3.1 magnitude quake centered between emerald hills and redwood city. it hit at 3:34 this morning. there were no reports of damage or injuries, some people felt that they felt this quake. >> they said they really felt it. at san francisco state university, there's been a sexual assault on campus. you're near where the woman says she was attacked. and tell us about this warning. >> a e-mail alert went out to students and staff regarding the sexual assault that took place early thursday morning, but whoever did this, the attacker he remains on the loose this morning. university police say this happened early thursday morning just before 1:00 a.m. a woman was walking between burk hall and the student's

health center when a man pulled her into the bushes near the trash bins and he pressed a sharp object into her side and groped her. the person saw the attacker earlier in the incident. we talked with students earlier and they're changing their regimes because of the attack. >> i will felt safe on campus, it's threatening that something like that happened on campus and it could have been me or one of my friends. >> i want to carry around one of those little pink pepper sprays. i'll make sure i have that in my hand and not listen to music and be more away. >> investigators say they saw the man sitting outside of the table before the attack. the only description of the suspect so far is that he is in his late 20s, about 5-foot 7, and he wore a gray hoodie and

blue jeans. we take it out here live, we're between the science center and hensel hall not too far from burk hall. earlier it was dark out this. university police are warning staff and students if they're remaining late on campus take advantage of the police escorts that are available throughout the night. >> thank you brian flores in san francisco. a man who won the pleasanton american little league is behind bars facing embezzlement charges. they arrested jeremy cadero after a month long investigation. they say he took $20,000 from the little league's bank account and he used most of the money for a family vacation to disneyland. he tried to repay the league and it bounced leading to a

second felony charge. a new controversy, it's around the morality clause for kath look schools. it's new language in the document and the handbook that opposes homosexual relationships. some are concerned that they'll be reclassified as ministers of the church which could mean losing legal protection if they're fired. the meeting starts at st. mary's cathedral before a news conference this afternoon by the archbishop. they're taking action to show how frustrated they are with negotiations. last contract for teachers expired in 2013. tiers in oakland schools are working their contracted hours and no more. they're trying to draw attention to the labor dispute. many teachers typically work

extra hours after class ends. the school teachers don't agree on pay and seniority rules. we'll hear more next year. the cyber attack for the health insurance of an it them may have originated in china. it's being examined for possible connections to china. they got into a database containing the personal information of about 80 million customers, names, addresses, income and social security numbers may be compromised, but we're told not medical records or credit card information. now, anthem they're urging their past and present customers to monitor their credit and debit accounts, report anything suspicious immediatedly and change your password. a consumer alert was issued, she suggested anyone who was

affected ask for a fraud alert from credit card companies. >> that's a good idea. it is 7:11. a woman killed and three other injuries killed that fiery crash overnight. the critical mistake one driver made that investigators say caused this crash. next, this story, an extraordinary service that a target customer says made a big impression. he went to a store and asked for time. >> we have trouble in oakland and it's on 580. not one but two crashes on 580. one eastbound and one westbound, the freeway is a mess. we're here to give you alternate routes in the update. it's a bad hair day because it's a windy day out there. gusts are 30 to 40 miles per hour. the rain is not here yet. we'll tell you about it coming up.

. your time just about 7:15, welcome back to mornings on 2. the tensions that erupted last year involving several deaths of police officers, that's the reason the top law enforcement official came to the bay area. eric holder, the u.s. attorney general made stops in oakland and san francisco. congresswoman barbara lee came here and holder led a discussion at the federal building for law enforcement and city leaders across east bay. it was aimed at finding ways to bring the public and the police closer together. some called it an honest and hated conversation. >> there's no question that this city deserves an outstanding world class police force to keep it safe. >> i thought there was a lot of hand holding for the law

enforcement in the room and i would have preferred an honestly more frank discussion. >> the oakland mary ann the police chief and mayor ed lee while visiting the san francisco boys and girls club as well. the latest unemployment numbers are out. more people are going back to work. 250,000 jobs were added in january much more than previous months. despite more jobs being added the unemployment rate inched up to 5.7% from 5.6%. the economists say that's not necessarily a bad thing since more people began looking for a job. average hourly wages also went up 12 cents. 7:16. this our feel good story of the day. a teenager in north carolina went to target to buy a clip on tie. the employee said they had regular ties and brought a worker to teach the young man how to tie it.

this. they have just a whole bunch of things on the freeway. the important thing for you to know is 580 is not a great alternate. it's backed up to highway 13. the best thing to do is use 880. we have a live picture of it for you. it's rare, i would tell you to go down to 880, instead of using 580. let's look at 880 in oakland, it's not bad driving up to downtown. just drive down the hull all the way down, high street goes down there, and it's heading to the bay bridge. when you get to the bay bridge, the traffic is backed up for a 20 to 25 minute delay before you make it on to san francisco. we will keep monitoring the activity on 580. it's 7:18, let's go to steve in the weather center. >> it's cloudy and windy for most here. i want to thank everyone up there, it's ripping and roaring from fort bragg. and yet over the bay area it's

a warm morning. the wind is a big factor, but the rain is punching in the marin county coast. there's a strong southeast wind, for most but not for all. most of the reports coming in things are rocking here. wind advisory is out gusts of over 50 is possible. if you can get this system to arrive, the combination of wind and rain could be ferocious. you can see the system, it's still inching closer to us. for most of the morning commute we survived it. with an inch of rain, it will not produce as much rain as we originally thought. to the north that's not a problem. if you can get in on that rain band from fort bragg, to the coast, point north, it has been dumping big time. not as much over in lake county. the window is cranked up there and the wind has been a big

factor. honey dew, it's had 7 inches of rain. you can see the line finally inching in as we get closer to home. we'll keep an eye on that if that picks up. south of that it's mild and warm and 60s on the temperatures. it's southeast breeze and it's roaring. most of santa clara but in the all. oakland 21 and it had up to 33 miles per hour. redwood shore, they're reporting blustery conditions over at sfo, and hayward airport 30 miles per hour. the back edge of this is just kind of -- it's lifting north, we kind of have to wait for this to get here. to the south, some of these temperatures are just really warming up. truckee is 48 degrees. sacramento is 68 degrees. the wind is just crazy up here and it's 52. you're up at 7100 feet and it's

52 degrees. the system is getting close and we may not get as much rain in the south as we originally fault. if you're in that rain shield it's pouring. the first system and the second system will be on sunday. there will be rain carrying over on saturday as well. the rain will pick up later on. most of the morning commute we survived without rain but the evening commute looks dicey with rain moving in. cloudy with wind most of the day. and highs are very mild. it's not a cold system, it's a warm system. 60s on the temperatures. some breaks on the clouds and you may want to take a run began for it. we'll have a couple of hours before the rain moves in especially to the east and south. another system sunday into monday and things will calm down tuesday. >> okay. it's kind of interesting how this is changing, you're tweaking it a little bit. >> it's been my fear all day long. if you're in that rain, it's a

remove the cobble stones by next month he'll have to pay a fin of $2500 a day. >> i almost passed out, how can you do that? i didn't even know. >> well, the city law says the first 25 feet away from the sidewalk cannot be paved because of parking complaints drivers and other concerns. he's working with the city inspector, but he'll have to probably dig up some of that cobblestone. >> it's 7:25 this morning. police in missouri are saying that a family went too far in trying to teach a 6-year-old boy about stranger danger. the boy's mother, aunt and grandmother hired a man to stage a fake kidnapping because they thought the boy was too nice to strangers. >> the past month, the man lured the child into the truck for a fake kidnapping. >> he started crying again, and

he's never going to see his mom again. >> he tied up the boy with trash bags and put a coat over his head and so he couldn't see and took him to the home and left him in the basement. >> the boy's, he was told he'll be sold as a sex slave. after four hours the boy was untied and lectured about stranger danger. >> the boy told people at the school what happened and they called police. the family members don't think they did anything wrong. all four is in jail and the little boy is in protective custody. a fatal mistake by a wrong- way driver in freemont, and a closure of an east pay highway. we're live where people are

north. the reports are incredible. from boonville, willis, all of these reports, crazy rain. the second system will be on sunday. there will be some rain as we go into saturday as well. flash flood watch out for the north bay. some rain is reaching out to the sonoma coast. the wind advisory is the big issue for the bay area. it's developing offshore. what's slamming into the north, it's packing a punch. it's taking its sweet time getting here. for the south bay it will be a cloudy, mostly cloudy or blustery day. it's a bad hair day. she knows what she's talking about. listen, you could have heavy rain up in willis, look at fort bragg, that is torrential. you get up here, there's an impressive total coming in.

it's beginning to inch off the marin coast. some of the rain will pick up soon. it looks like it will want to rain. 50s and 60s are the temperatures. the south breeze is a warm system. 38 miles per hour at hayward for gusts, and stronger where you are. rain is still offshore. most of the morning commute we're okay. the win is hold on -- the wind is hold on hold on. the highs will be 60s near 70s, the 70s and mid- to upper 50s in sierra, nevada. we'll see if the rain picks up in the next hour. >> all right. when it does, it will be slower traffic as it usually it is. let's look at 580 westbound. a troubled spot, 580 at grand, there was an overturned vehicle and they're clearing, but traffic is backed up big time

at 580 and 15, nearby at harrison they were doing an arrest on the freeway, according to the police it's a good area it avoid. the best thing to do is use 880 as an alternate or local roads if you can, stay away from 580 for the tomb being. the bay bridge toll plaza is backed up for a 20, 25 minute delay. there are no problems get nothing san francisco. 280, 101, the santa clara valley has been good, leading to friday light into this region. let's go back to the desk. the storm that steve has been telling you about is raising concerns about flooding in the north bay. tara is live in the north bay and people have sandbags. >> people are coming and filling up. they want to make sure they don't get flooded out. this is a big stack of sandbags that some people from the

future farmers of america club put together. everybody wants to be prepared. we have 44 tons of sand in this parking lot. now, in the east bay pg&e crews had concerns over trees toppling power lines. >> i had sandbags, and i'm going to cover up drains, there's a creek nearby, i want to make sure it doesn't come up. >> in san francisco, they've been working to do things to the catch basins. they're making sure it's cleared out. we have clouds in the distance. coming up we'll talk to a man who actually came out here to grab some sandbags, it wasn't to stave off potential

flooding. >> we'll check back with you tara. we're offering locations of where they're offering sandbags on our website. man is in -- a man is in critical condition after being hit by a muni car last night. he was hit by a muni f market street car. the accident happened after 10:00 last night. there are no reports that anyone on the street car was hurt. a man who was hit by a car while chasing after his dog in san jose has died. he was walking his dog last saturday near first and liberty streets when the pet noon the middle of the street. he went after the dog and was hit by an oncoming car. he died wednesday from his injuries. investigators do not think the driver was speeding. time now 7:35, new this evening, a deadly accident that is horrendous shut down all the

lanes of 880 oaf night. we have the investigation, pam, that's under way. >> the good news traffic was back to normal in time of the morning commute. what is left behind are a lot of questions. a woman was headed the wrong way on the freeway in freemont. she was headed northbound in the southbound lanes at 880 at 12:30 this morning and she crashed into a trash and the force of that car split the truck in two. >> the cab of that truck, the quad cab of the truck it separated from the chassis and the truck. it landed ten to 15 feet in front of the chassey. now, the woman's car burst into flame. the female car was killed. the three men in the truck were all rushed into the hospital with seriously and possibly

life-threatening injuries. they haven't released any information about that crash and they're looking into how the woman got on to the wrong side of the freeway and if speed and alcohol was part of the crash. there's been at least five serious or deadly accidents involving wrong way drivers just in the past few months. so, it's interesting that the investigation will continue into this and possibly the others as well. >> dave. >> thank you, pam. meantime the man who was convicted this week waits to be sentenced after preying on undocumented immigrants as a police officer. he's guilty on 17 felony counts. he posed as an officer and lured unsuspected immigrant men to sexually assault them. he victimized five men between 2008 and last march. some of them were drugged. he's due to be sentenced march

6th. newly released records show because of antipolice protests it took berkeley paramedics a half-hour to reach a man who later died. the hundreds of demonstrators who were in the streets back on december 7th, fire department records said a call came in at 6:39pm for help for alvin jones junior. he collapsed and had problems breathing. berkeley firefighters had to wait for a police escort. they didn't get to jones for 28 minutes. he died two days later in the hospital. the city of oakland is trying a new approach for trying to keep the city clean. >> we will not allow people to trash our city. >> the city is offering a reward for people who turn in illegal dumb%. that reward a minimum $100 or half the fine the dumb perfect

parking lot and kept him down until police arrived. he could be in prison for life. the father was arrested m merced after people reported him breaking into cars and businesses. the next morning the father woke up in jail and realized he didn't know where his two young sons were. they found the man's truck with the children inside. >> they knew his name and his brother's name. they were in good condition and they were extremely cold and they were like popsicles when we touched them. >> they are recovering at a hospital. once they're released they'll be turned over to child protective services. police believe the father was under the influence of drugs. >> former state senator leland

week advance. they include tastings and food pairings around the bay area. i forgot it was going to be beer week. >> it's going to be a busy weekend. >> i guess so. >> hey, sal, you're busy you're watching 580 and the toll plaza too? >> yes, we're watching this stuff. we're watching commutes that are still very robust. first of all, let's start off with a look at the commute as you drive through the oakland area and get to the bay bridge toll plaza it's improving a little bit. 880 is probably the best way for you to get up to this area. 880 is good. 580 is slow because of earlier problems. 880 is not bad. you can see it's a little gusty and a little windy as steve has predicted here coming up into the east bay and the winds are going to be a problem in some areas. let's take a look at the maps now. 880 is slow and 580 is slow before highway 13, a lot of people have used it.

originally thought. santa rouse a petaluma and san raphael, you may get rain, but not as much as it looks like. it looks like with this intensity things are picking up. there has about an inch of rain and it's been really windy. speaking of wind that's been the store from fort bragg onward. it's heavy rain, points north there has been reports of two to three inches of rain. mostly cloudy and windy. a couple of sun breaks as our system finally makes it. the east bay peninsula, south bay, it will get to the morning commute, things are falling apart fast. 63 sfo, 60s for many. even the higher elevations in the 50s here. 62 sunnyvale. the wind is incredibly warm. they're coming out of the south and southeast, especially higher elevations and on the

in the bay area. i think he gave a little woohoo. we'll have more on how people are preparing for the storm. you've got your hood up, you're prepared alex. >> reporter: yeah, the hood is up right now. yes, we finally had to put that on here. the rain is picking up here, it was pretty light for most of the morning, we got it down here in downtown healdsburg. that's the concern standing water and the potential for flooding as we move throughout the day. you see all the sandbags outside of the hair salon. they have a lot of sandbags and the whole font of this place is sealed up. this is the same story as we go throughout downtown healdsburg, they're worried about flooding, 7 inches of rain is potentially falling in the next several days. flash flood watches in the north bay. it's the first rain we've seen in about 6 weeks and a wet

windy storm moving into our area. yesterday we saw people busy, they were filling up sandbags and ready to take those sandbags home to protect their homes from flooding. here in the downtown healdsburg area, a lot of business owners are not taking any chance the. they got slammed during the last storm we saw in this area back in december, a lot of these storms saw damage from flooding. we saw by the hardware store, they were able to pick up sandbags and they were expected to go faster in the coming days. >> some people took advantage of that, i imagine tomorrow morning after the rains tonight we'll see a bit more actions. >> and you can also pick up sandbags at many fire stations here in the north bay as well. if you don't already have them. along with the worries about flooding, there's the concern with the high winds that would be associated with the storm that could bring down trees in this area and power lines and the potential for power outages

as we bring you to a live picture outside of this hair salon, they have a ton of sandbags all ready to go. and if you notice they have this tarp laid out and taped up there. they wanted to seal up, you can tell, seal up this front of the business in case waters rise in this area, that the water doesn't make it inside of their business and causes damage. a lot of businesses saw that the last time around in december. >> isn't there a special way to stack the sandbags to make sure the water completely stays out. >> you know, i'll confess i'm in the an expert on the sandbags, i think you get them as close as you can together there and you hope that the water is unable to see through those cracks. but, i think what they did here is probably a good bet, which they just went, they through a ton of sandbags at the front of this place. i think you can't go wrong with a whole lot of them. >> we hope everyone stays dry

superwindy, it's more wind than the rain unless you're in this county and it's been a combination of the both. there's the system taking time to get here. it's moving offshore as it moves off san francisco. there are a couple of reports coming in. some is blowing sideways that's the report i've had. for others, there's breaks to the west, so this may be a teaser until the main front gets here. heavier rain you can seedmen allen and petaluma got slammed, and there's rain, and it's on the backside of that. heavier rain falls to the north, i mean fort bragg all the way north has been one slammed city there. these areas have very heavy rain. lake county you can see clearlake, clover dale good rain as well. a report is coming in from there. you can see that band moving in there. the heavy rain is favoring those areas. the breeze and warmer

temperatures. it's in the upper 60s, 63 sfo, a balmy warm system, it's not much if any cold air behind it. it's a robust southeast breeze and south wind. it's 30 plus, 38 at oakland, 35 at oakland, and 28 in novato, and 24 in hayward, you can see the gusts, they're cranking up big time here as the system finally inches in closer. it looks to me that the heavier rain will be around sfo and parts north. there's not as much in the development south of that. for areas to the south you may have to wait a little longer. 52 in truckee, gusts about 60 to 70 miles an hour along the search of the sierra and temperatures near 60 in parts of the mother lode. you'll have to see we're waiting for all this to come back in. we're getting a hint of some of that rain now.

crash. this happened just before 4:00 this morning. all lanes were shut down overnight for a time. the chp said they got a call about a wrong-way driver in freemont just after 12:30 this morning and moments later they got a call about a crash. >> upon the collision, the cab of the truck, the quad cab of the truck, it completely separated from the chassey. it landed probably 10 to 15 feet in front of the chassey. >> the female driver's car burst into flames. she was killed. and the they men that were in that truck that were split in half were rushed to the hospital have serious and possibly life-threatening injuries. that driver was traveling at a high rate of speed. officers have not released any names or ages of the people involved in that crash.

picture of 880 northbound getting to downtown oakland. the rain is come in as we told you. it's going to be a tough bay area commute. if you're driving anywhere to san francisco to san jose you should put that in the pack of your mind. let's go to a live picture of the bay bridge toll plaza it's backed up for a 20-minute day. if you're going to marin county it's been raining, we've been looking at the marin county commute. people are staying off the road because they're anticipating the storm coming in. let's go to the live weather center with the forecast. >> rain is up north. they're getting slammed. and lake county is getting slammed. the system is producing just roaring breeze, especially it looks like elsa, it's blowing sideways. thunder, in the sunset district out in richmond, that was about a half-hour ago, our system though, it just keeps waiting

and waiting main ply if san francisco south. some areas to the south have sunshine and it feels tropical like in hawaii here. it's in the 60s with a southeast breeze of up to 35 miles per hour. fort bragg north has been ridiculous. there are reports of 4 to 7 inches of rain. and there's 4 inches of rain and some areas have had 3 to 4 inches as well. east of santa rosa, now, reports of 61/100ths. he was the man talking about torrential rain. if he's reporting they're getting something. nothing too heavy yet. i know petaluma had pockets of heavy rain. over to hercules and now finally inching in towards richmond, some of the rain getting reports is blowing

sideways over to these areas. south san francisco is not much. we heard for reports over half moon bay it's an angry sky and angry ocean. it's 60s on the temperatures. 63, look at pittsburgh, 64 degrees, we have reports from oakland, windy and warm. they verify that. alamo at 61. it's incredibly warm air. 31 gusts concord, 27 novato, a couple of reports of rain in novato, 40 at san leandro. 49 in tahoe. wait a minute. 49 miles an hour winds and 52 degrees, excuse me. it's 50 for gusts, and 63 in monterrey. this is a warm system. most of the rain is still back here. it's going to move in late

. the time is 8:54, gas prices are edging back up again after hitting lows we haven't seen in years. gas prices have risen about a dime in the last week. the nationwide average for a gallon of regular is up to $2.17, the average price in oakland and san jose is $2.57, in san francisco it's $2.69, a third of the country is seeing gas below $2 a gal and that's been good news for travel and tourism. >> gas prices are much more reasonable, it's been great for the travel industry even in the

first quarter winter season. travellers are more easily able to get out now, and head to those close by local destinations. >> prices are rising because productions dropped due to refinery shutdowns and crude oil is stabilizing which could keep a lid on further price drops. here's a feel good story of the day. a teenager in north carolina went to the target to buy a clip on tie. we only sell regular ties. they brought another man over to teach him how to tie t the exceptional service, the kind service didn't stop with that tie. when the target workers found out the young man was going to his first job interview, they gave him a couple of extra tips and extra advice to improve his chances. >> make sure you look him in
