sunny day. >> not even close. san francisco bay is choppy. storm drains open for business. tree tops dancing all hours of the day and folks in @ headlands are trying to hold on. >> we almost flew over. yeah, it was pretty scary. >> it is a nice view, right? >> oh, it's beautiful. and you know, the weather is weather, you just enjoy it, wear a jacket and enjoy. >> a familiar sound out in lucas valley. at 1:30, sarah says she was at home. suddenly -- >> a crash. >> a douglas fir came downright on her roof, just above her daughter's room. >> once i saw this, and then dashed outside to the street and saw it was all just leaning. >> it looks like we have about 50, 60-mile an hour gusts out here. >> tree masters was given a task of getting that tree into the chipper and it's not the only one, this tree needs to be

chopped up. this is just day one of what is expected to be a long, wet weekend. >> if the wind keeps up, we'll get more calls. >> and should mention that pg&e crews are over the north bay responding to more than a thousand outages and gasia, just like tree masters, they are all going to have a very long night. >> yeah, so mike, i'm thinking about all those trees down. is the homeowner responsible for picking up the cost? does home insurance help at all and how much does that clean up run, anyway? >> parted of it is what you mentioned. it depends on if you have insurance. we could use that in san rafael as an example. she was covered and the gentleman who works for tree masters, he says this tree, and again, it depends on the size of the tree. $1400 to $1500. her insurance is going to pick it up. one of the reasons is because that tree landed on her structure. if the tree did not land on the structure and say in her front yard, her insurance more than likely is not going to pick up

that tab. that $1400 or $1500 will be on the homeowner. >> thank you so much. check back in later. >> okay. the rain is definitely affecting the eventing commute. interstate 80 has been jammed up since 4:00 this afternoon, and right now, you see live pictures. it is still very busy in both directions, the taillights are headed north toward berkeley, and richmond. ktvu's sal is here tonight. sal, i-80 is really bad. what about other parts of the bay area? i imagine it's the same thing. >> yeah, really the worst, frank, is 101, san francisco, we would like to show it to you, but the fog or the clouds have actually taken over that camera. i can show you also the south bay is doing pretty slow -- poorly. look at all the road sensors here. 280, 101, 85, they are all very slow trying to get out of the valley. and out toward the southern part of san jose. also want to show you

interstate 880. you can tell our camera is kind of moving back and forth. this is on top of the large building here in oakland and it's going to be very, very slow. so please give yourself extra time. we cannot show you 101, but 101 in san francisco is backed up almost all the way to candle stick park. so please, give yourself plenty of time. if you're expecting someone, they will be a lit million late, i think, and public transit systems are doing all right. let's go back to you. >> it will be a rough commute. it already is a rough commute. stay patient. sal in our traffic center. >> downed power lines carrying 12,000 volts of electricity trapped her mom in the north bay. >> driving out to take my kids bowling, because our power was out. some electrical wires fell on top of us as we were driving. >> it happened east, as you can see the power lines wrapped around their mini van. the mom says she stays inside

the car in case of live wires. >> the wires started arking and causing a fire in front of us. and my children started peeking out. wanted to make sure somebody was coming. >> but mom and kids were all right. pg&e got there within an hour, and removed them from the car. the family then decided to maybe skip the bowling and instead, go and get some cell bra celebrating ice cream. >> contra costa county had problems this afternoon with high winds and rain. ktvu's paul chambers in alamo where trees are down and fences were blown over. paul, what is it like right now? >> frank, we are the weather authority and our meteorologist called it right on the nose. the high wind, as you can see, the rain is coming down. perfect recipe for damage. let me show you right here. part of the tree that came down earlier is right here in this parking spot. i'm telling you, here's some video from earlier. high winds had these trees swirling around in alamo.

as the storm blew through, trees came down. one blocked the roadway for several hours taking out power lines and leaving people stranded, preventing them from returning home. there was more damage at a strip mall where firefighters had to use a chain saw to take apart a tree, which landed on a few cars in this parking lot. luckily, no one was hurt and surprisingly, it doesn't appear the tree did any major damage to the vehicles. also, there was a fence that was torn apart and you can see, an officer had to go out and pick up pieces of the fence in the roadway. a woman said part of the fence landed on her car. part of it took out more power lines. now i just checked with pg&e and there's three outages. and it's affecting just over 50 people. frank. >> and more rain on the way, paul chambers in alamo. >> it didn't take long for problems to pop up as well. there were two different crashes on highway 17. ktvu's ed ruben spoke with one mom who was in her car with her

children when a tree came down on the hood. >> well, liz actually works in insurance. today she had to file her own claim when a tree came crashing down on her car. now it happened on glenn arbor road. when she was taking two of her kids to school. they heard a sound they thought was thunder and then saw the redwood fall and shattered their windows and crushed the hood of their car. it took down power lines and blocked the street. had she pulled up further, the tree would have caused more damage. she says she was most worried about her children and was amazed to find that no one in the car was hurt. >> and then i felt this heat on my body and i'm like, oh my god, i bet i'm bleeding. we didn't have one scratch. nothing. and all that heat was, my coffee. it spilled all over me. i can live with this, you know. >> the high winds quickly gave way to slick roads in the santa

cruz mountains. that meant several spinout accidents along highway 17. one of them ended up backing up traffic for several miles. gasia. >> she and her children are all right. thank you, ann. we'll be bringing you live updates on this storm and can the traffic outside as the conditions continue to change. keep in mind, our coverage continues throughout the next 90 minutes. >> a woman broke into this school three times in one morning. >> we say, what's going on here? >> the crucial emergency supplies that she stole and the key evidence that could lead to her arrest. >> plus, his dying wish is to learn who killed his daughter. the emotional video police are using to help solve a cold case. >> and a 14-year-old girl's body found next to a car. after it plowed into a garbage truck. the many questions surrounding her death. >> a lot of stuff does not add up.

we are keeping an eye on the storm for you as it moves through. watching traffic out there as the evening commute is a wet one tonight as we can see here from storm tracker 2. a lot of green, a lot of yellow across the heart of the bay area. let's take a peek now at what's happening elsewhere in the bay. we see here from interstate 880, the roads are wet and traffic is slow in both directions. that is southbound 880 with the headlights coming toward us. northbound is also bad at this hour. again, roads wet out there. you can tell by the way our camera is shaking. it's very windy. that is double trouble for drivers, a lot of people keeping their hands in the 10-2 position. if your windshield wipers are on, your lights are on as well. power outages. at this point here in the bay area, we learn there are still almost 15,000 customers without power. the bulk of those are in the north and the east bay, we are

showing you the numbers there. pg&e says it has more than 1100 workers dedicated to getting power back on. we'll be checking back in with bill and sal throughout this newscast. now to the on going labor dispute between long shore workers and the pacific maritime association. it took an ominous turn this afternoon. >> it sure did. ktvu's tom vacar is in alameda across from the port of oakland. and tom, we learned today that this is going to a whole new level. there will be a temporary lockout at ports up and down the coast this weekend. >> indeed, that's the kind of in your face posturing that could lead to something ugly. a very long port shutdown. >> this afternoon, the pacific maritime association, the 70 member companies and port terminal operators announced this weekend, loading and unloading of containerships will not take place at any of the ports, including oakland.

>> these slowdowns are having the same result as a worker strike. except workers are getting a paycheck. the slow downs need to stop. the terminals cannot withstand anymore. we are truly close to gridlock. >> the pma says it has no intention of paying workers time and half wages for slowed down work. >> this is a shocking development to have the companies close the ports down on the weekend in the middle of this congestion mess that has been affecting customers for the better part of 2014, really. is a real blow, and it is shocking. it's irresponsible. this is a form of economic terrorism. >> the pma says it will allow work to go on away from the ships to remove long delayed freight for anxiously awaiting customers. something long shoreman don't seem to be buying. >> i don't think you can gloss this up and say there will be something going on. those are going to be closed. the companies made that clear. >> the work is scheduled for monday morning right now.

negotiations according to the pma are still far apart on crucial issues, including pay. the pma concluded the latest offer is as far as we can go at this point. >> now so much is at stake nationwide. millions of jobs, trillions of dollars and a significant hit to the u.s. economy, we will let you know what happens the minute that we find out that it happens. reporting live, tom vacar, ktvu fox 2 news. >> so, tom, all those cargo ships just sitting out there, they are essentially going to just keep on sitting out there. >> well, the problem is, that most of the fleet that supplies cargo between asia and the united states, west coast, most of those ships are pretty much jammed up either in the bay or other ports along the ocean or at dock side and really not moving. once you get to the point where virtually all are here, you have a self-imposed shutdown and that could happen any time within the next few days. >> and tom, what's it going to take for the president to get

involved? >> if the port is shut down officially, then the president can invoke the taste hartly act. an 80 day cooling off period at which time we would go back to the status quo. in very few cases does it get beyond that. but the reality of the situation is, and the not too distant future, the president of the united states, as george bush did, in 2002, would have to put that into effect. >> so much at stake here. tom vacar in alameda across from the port of oakland tonight, tom, thank you. >> the measles outbreak closed the university of california taking action. but in the future, today they announced they will require students to have measles vaccinations. all will need immunizations for mumps, and whooping cough. right now, the uc system only requires hepatitis b. some individual campuses have other additional requirements. it's a case even police

find baffling. the coroner's department says a 14-year-old girl from san jose died following a bizarre hit- and-run crash on wednesday involving a car and a garbage truck. the hit-and-run happened at the intersection of millpedis boulevard. police found the car involved in a residential neighborhood where they found a body next to it. azna smith is in that neighborhood. this is such a strange case. >> reporter: well, frank, there are a lot of unanswered questions and police need the public's help with this. these two candles right here mark the spot where the girl died. exactly how she died is a big unknown at this time. >> it's a horrible accident. i didn't find out until this morning the age of the victim, and i think that could have been my daughter. >> police say what happened wednesday morning in the quiet neighborhood is tragic. but what is even more tragic, the circumstances surrounding the death of cynthia ramirez of

san jose. >> this whole case, it is strange to us, we are still working on all the details of what happened. >> around 3:30 in the morning, a garbage truck driver called 911, saying he had been involved in a hit-and-run accident. police followed the trail, leading them here to coyote street less than a mile away. there police found a heavily damaged cadillac, truck on fire. outside the car, a body. investigators first thought to be a woman, actually a young girl, not old enough to drive. >> a lot of stuff does not add up. we recognize that and we are still actively trying to put the pieces together. to figure out what happened, time lines, how many people were in the car. was she the only person in the car? >> police wouldn't say who the car was registered to, other than they are in the process of finding out. the girl's injuries consistent to being in a major car crash. how she ended up being inside that car are the big questions. the one thing that could have helped, ktvu learned trust the cameras at that major

intersection don't work and haven't been replaced due to budget woes. >> too bad. >> really? >> oh my goodness. that's even worse. so, i'm still traumatized. >> just as puzzled are neighbors. he says nothing like this has ever happened before. >> just curious as to how the story really unfolded. and why there was such severe -- why there was such a severe consequence. >> we're told police are asking neighbors for their surveillance videos. police note someone must know who was driving. anyone who knows information is asked to contact police. live, ktvu fox 2 news. >> federal government today announced that financial help is on its way to drought stricken california. governor jerry brown met with the u.s. secretary of the interior in sacramento. she says the federal government is sending $50 million to respond to the severe drought that is affecting western states. 29million of them will be

coming to california to help water districts and water users increase efficiency and conservation of available water. >> not only are we getting that money, we are also getting a lot of rain. we want to bring in bill martin. is this the heaviest rain we will see right now? >> yeah, the heaviest rain is occurring right now in the heart of the afternoon commute. it's getting hammered out there, especially the fremont area, san jose starting to see heavy rain as well. and of course, it's that timing. we have sal in here. the drive, i don't know how the traffic is, but the roads are real wet. especially south of san francisco. let's take a peek. you can see that line, the strong showers. this is the band right in here. this is the last real powerful band going through. at least in the next 24 hours. but it is right on us, right in the afternoon commute. there's pleasantton, you're getting hammered out here. we have heavy rain around richmond as well. the richmond san rafael bridge. look what happened up here. we have mike up in the north bay. you saw him earlier, starting to back out of here.

so the major downpours are moving south of the area. at least out of the north bay. hayward right now, you're getting hammered. redwood city, fremont, you're getting rain. look at out on 580 and 880, lots of rain falling. this is always slow anyway. this area, this time of night. but given the heavy rain fall, rain fall rates as we pointed out already, in some of these cells like by pleasantton. an inch an hour. that is significant rain. that is what you find in a tropical storm. a lot of rain coming down. .61 towards livermore. heavy rain right now. we take a look at the valley. west menlo park, it's coming down there as well. let's check the rain fall rates. .37. rain fall rates are a big deal. we see a back edge to this system, but the rain fall rates really just, the amount to the most pooling of water on the roadways and cause the most problems for folks running into puddles. last rain was december 24.

rain today, so it's been 43 day run without rain fall. that was a record, last time rain went that long it was 1876. the second longest dry spell we had in california history. 1849. that goes back to the gold rush. heaviest rain, this is storm number two. heaviest rain will be in the north bay. a repeat of what we had today. 3/4 of an inch to 3-inch os f rain around the bay area. not as windy as it was today. the wind is really blowing. computer model shows us tonight, some more scattered showers. more showers as we head into saturday morning, but your saturday, doesn't look half bad. a few sprinkles out there. but you may get away with it. if you have a soccer game, you may get away with it. sunday morning, here's storm number two. that's what we will focus on now, once we get through this afternoon commute. storm number two, which is really going to bring a producer of more rain, maybe some thunder and lightning. it's all good, good news. some areas of north bay have seen over a half foot of rain

with waves on san francisco bay. swells were rolling into the sea wall this afternoon, sloshing water on to the sidewalk. after the dry january, a rainstorm is finally here. >> our first stop is in alamo where a wooden fence blew on to a passing car. firefighters also had to clear and chop up parts of a tree that fell on cars in a parking lot at a local starbucks. >> we saw spinouts, accidents, and many close calls on highway 17. here, too, a tree came crashing down on to a car. >> people are sandbagging their homes and businesses and with good reason, some parts have gotten up to 6 inches of rain. pg&e crews are racing to repair scattered power outages and in lucas valley, a tree split and fell right on to a house. >> we have more live team coverage for you. john shows us the problems in san francisco. sal is here with traffic. >> we're going to start with our chief meteorologist, bill martin, and the conditions right now. it's really coming down in some parts, bill. >> right on the afternoon commute on your friday, not a

surprise. you saw this one coming. and we all did, actually. slow to get here, but once it got here, it started to pour. out in the eastern part of the bay area, out towards the livermore valley, rain is coming down. come in closer, you have some heavy showers now. heavy showers coming into san jose. this whole area right here is working its way north and east. so it's going to roll through san jose metropolitan area within the next hour or so. next 20 minutes or so. so we'll come in closer. you see the break up by petaluma. heavy showers out here by livermore. this is all heavy stuff. 680, 580, water is pooling on the roadways. that's because you are seeing a half inch of rain. quarter inch of rain. significant stuff. pleasantton, heavy rain right now, dublin, livermore, all the heavy rain. especially in the east bay is happening right now. the heaviest rain we have seen all day. starting to break out a little

bit and redwood city, you're starting to break out. this is the first rain we've seen in 43 days. the second driest period we've had. when i come back, we're going to talk about your bay area weekend. number two, sitting behind it. >> right now, we're going to head to san francisco where the wind actually caused more problems today than the rain, knocking down branches on trees. ktvu's john fouler is in the city tonight. john, what's it like there? >> well, right now, the bay calmed down a bit. those pictures you saw earlier of the sea wall not quite so rough. although folks we talked to on the ferry tell us that it is pretty tough riding the ferry on the bay right now, but as you said, the wind has been the problem here. a lot of people are preparing for more problems and right now, they are still coping with the blustery, rainy conditions all day. >> in the district, a tree blew down on power lines. police blocked the street until pg&e could cut the electricity. >> the water go to the

basement. >> a few blocks away, city provided sandbags, lined homes along low lying streets. >> pay for us, good luck. >> she says her house flooded terribly in the last storm. they are fearing tonight. >> we are very worried, because we have a hard time last time. >> the cable car line stopped, not once, but twice this afternoon. after large tree branches fell across the tracks. tony lee gave us these photos. city crews cleared each one in half an hour. in the financial district, lunchtime crowds had to fight the elements. >> oh, it's windy. it's been a long time since we had this kind of wind. it reminds me of the old times when we had real wind. >> gusty winds played havoc with umbrellas and broke more than a few. >> i love rainy weather and i'm happy that it's raining. >> storm drains backed up and some who didn't hear the forecast got drenched. but after a month and a half of

we're following the storm that is hitting the bay area and causing problems for the evening commute. this is a live look at what's happening or not happening at the toll plaza. it is packed tonight, all these cars stacked up waiting to get from oakland over into the city. you see an awful lot of headlights. this is people try to get into the city. of course, even more people trying to get up. look at the far right hand side of your screen. you can see those red taillights making their way toward the oakland side. so getting out of san francisco looks to be better than coming in. but boy, it is slick out there.

you see the rain drops on the camera. bill, you warned us about tonight's commute more than a day ago. >> i look at the toll plaza, i feel bad for folks. and you have been at work ten hours and all of a sudden, you are sitting in your car on a friday night, i hate that. that is the worst. nothing worse. and it's not a surprise. it's all over the lay area because it's raining so hard. the toll plaza are starting to break off a little bit. it wasn't raining quite as hard. so these numbers, we updated them a couple hours ago. but what's going to happen here is all this mountain view number, the san jose number, i wouldn't be surprised if these numbers double in the next half hour, 45 minutes. because there's heavy rain all in this area right now. so the numbers are going to start to toggle up pretty quickly as we move into the next few hours. go to live radar, which is the story. we'll come in close. the shower, the line, you can certainly see. this isn't a traditional front so to speak, but definitely a line of heavy precipitation

running from the sierra nevada south. lake tahoe and up around sugar bowl, that's good. pleasantton area, a heavy rain. let's go north bay. see how it's breaking off? you're getting a break. now we move down here. here's where the heavy rain is out towards the livermore valley. we'll come in closer and recognize a lot of these areas, dublin boulevard, pleasantton it's hammering. cannon boulevard, we shift toward the livermore area, out towards 580, it's raining hard. i don't have to look. sal will talk about this. i guarantee this is backed up. with the rain fall rates on south livermore avenue, it's going to slow traffic down. storm number two is on its way. now we're going to get through this thing and end up breaking scattered showers. as we head into saturday, scattered showers. as we head into saturday, storm number two. rain fall rates could be up there again. half inch to an inch an hour.

the largest private gift from individuals to a public hospital in the united states. an unusual theft at an elementary school in san francisco. it happened over the course of more than six hours. ktvu's david stevenson tells us how a woman climbed over a fence three separate times and ended up stealing critical safety equipment. >> the wet weather kept kids at marshall elementary school indoors and away from their garden classroom. the target of a greedy burglar. >> nobody has ever broken in. so this was a little bit disappointing. >> principal, peter says surveillance camera video shows a woman in her 30s or 40s made three trips. >> you must be getting up in here. >> climbing over the fence at 3:00 a.m., 6:00 a.m., and 9:30 a.m. on sunday. she stole a wheelbarrow, a dolly, art supplies and gardening equipment from these sheds. she also took an earthquake preparedness kit with enough snacks and water to feed 350 kids. >> the two-way radio, the

starts now. we are tracking a storm that is pounding the bay area with heavy rain and very strong wind. good evening, everyone, i'm frank somerville. >> and i'm julie haener. the stormy weather is causing a lot of problems. widespread power outages and dangerous driving conditions. and many work crews tell us they expect these problems will continue all through the night. more on that in just a moment. first, the chief meteorologist, bill martin in the weather center. bill. >> it's raining real hard right now in the afternoon commute. that has been the story. i layed off the winds. layed off the rain fall accumulations because it's getting hard right now. especially in the central and south bay. rain fall rates have been up to an inch an hour in some areas. the heaviest rain now slipping south of san francisco and oakland and now it's lining up down towards the livermore valley. you see these red and yellow returns. talking about rain fall rates an inch an hour. that's enough to slow roadways a great deal. north bay moving out. that's where the heavy rain was

today. a half foot of rain in these areas. 4 inches, 3 inches, and around the bay area proper, an inch to half inch. the heaviest rain in the livermore valley. if you're downtown livermore on 580 going out this way, you're going to run into heavy rain and perhaps slow traffic. heavy rain out by pleasantton. that is starting to taper off a little bit. downtown livermore, you are getting a little bit of a break as showers begin to back out. storm number two will get here. i'll talk more about that as we get to the next weather hit. so we'll see you then. >> and we have live team coverage on the storm tonight. ktvu crews spent the day tracking the impact of the storm around the bay area. let's start with christina in oakland where the wind is the big concern. christina. >> yeah, the wind is causing a concern because it is bringing down power lines and trees in the east bay and really within the last few hours, we have started to see and feel this storm's power kick in. >>
