the wind, too much for trees. waves crash on beaches, rain pounds down on car windshields a weekend of wild weather and one of the storms of 2015. good evening everyone i'm heather holmes. >> and i'm ken wayne. a wet and windy day has turned into a blustery night across the bay area. there were scattered power outages throughout the bay area with the east bay topping the list of the bay area's most affected. one outage shut down a grocery store. >> i was bagging and the power just went out. it turned back on and went out

after that. there were a couple of people and we pretty much closed after that. we would let them out but not in. >> the utility reported more than 6,600 customers were affected by the outages. most of those in the east bay. though the heavy stuff moved out earlier today there is still rainfalling in parts of the area -- rain -- rain falling throughout parts of the bay area. >> from oakland to concord, we'll come in closer here out

toward walnut creek, concord and martinez. we have heavier rainfall rates in this area out toward pacheco boulevard with more intense rainfall. these will be a different story in just a few minutes. pushing the map to the south closer to walnut creek, alamo. and this cell closing in on san ramon will continue to move the maps around and not as much coverage. basically they split in half in this portion of the region. nothing too extreme but still moderate downpours stretching out toward san mateo and san leandro. more activity developing out here just out toward the coast out toward half-moon bay. in fact, this is extending out toward the south and the west. as far as rainfall totals, look at those numbers really adding up. a big range you can see .38 in san jose. all the way to 1.53 or even 1.94 out toward ben lomond. big range with the rainfall totals. the unsettled weather pattern

will continue throughout the night. coming up we'll break down the shower chances all coming up at 10:35. >> thank you, mark. after a weekend of rain the clouds broke up just long enough to get a glimpse of the sunset over san francisco. the thick cloud cover and strong winds pushed across the bay area. gusts reached up to 40 miles per hour throughout the area. the storm whipped winds made waves and brought down more trees. >> reporter: the sounds of waves and birds and wind all became one today. >> this is a continual roar of noise. >> reporter: most people would not consider this a beach day. >> i certainly came out here intentionally to get a full blast of mother nature. >> reporter: but on a day like this. >> definitely has to be 40 plus winds. and some real heavy rain. >> reporter: ocean beach is jim fanney's happy place.

>> that's an understatement. >> reporter: he's toes in the sand wishing it would be snow. >> i think that has to do with me being from buffalo new york. i don't get my extreme weather changes anymore. every once in a while it shows up so beautifully. >> reporter: navigating in this weather is not always easy. it can be tough to get around when it's raining cats and dogs and ballerina and firemen, everyone outside is doing all they can to shake it off and not get blown away. wind gusts around san francisco international topped 45 miles per hour. about 50 flights in and out of sfo were cancelled. countless others delayed. >> coming in it was pretty rough. we hit some turbulence and i feel we had to get rerouted. >> reporter: nina flew in from chicago. >> yes the windy city and it's actually windier here. >> reporter: windy enough to

snap trees that have stood up to countless bouts with wind and won until now. a blast of mother nature indeed. >> it makes you feel alive. >> reporter: if you look closely, a faint sign of that dance between sand and storm. the rainbow there to show there's always a silver lining in the clouds. the silver lining here is no one was hurt. the woman told me she actually feels lucky. as much as we need the water to end the drought, today was a tough day on drivers, cars splashed through flooded areas like pacheco boulevard and martinez and highway 1 in sonoma county. at times they were slamming on their brakes to avoid accidents but not everyone had success. slick roads and high visibility

contributed to a number of collisions. >> people are hydroplaning around. i would say two per hour right now. >> reporter: the best way to avoid hydroplaning is reduce your speed while making sure you have enough thread on your tires. and turn on your head lights. all of this rain is helping boost northern california reservoirs. two of the state's largest reservoirs saw a little bump over the weekend. shasta lake near redding jumped 40% of the capacity. those levels will likely rise again when they measure tomorrow. here in the bay area levels at lexington reservoir along highway 17 and santa clara county increased from 32% to 39%. and be sure to stay right here with the fox weather team. you will find all the information you need about the

storm on air and online. ktvu confirmed that suspect mark andrus has died. ktvu's christien kafton is live in san francisco with what we know right now. >> reporter: we learned that andrus checked into the hospital yesterday evening and by yesterday night, he was dead. mark keaver a friend of andrus spoke out in his defense to several media outlets including ktvu and says he saw andrus on friday, the day before he died. >> he said i'm sorry. >> reporter: he said andrus was living on the street and needed

a sleeping bag, food and water. he said they didn't talk about the details of the case but seemed to be affected by his arrest. >> he seemed maybe a little sad that he was in jail for a couple of days. just, he took off. he said bye i'll see you later. >> reporter: that would be the last time keber saw andrus. after his arrest, the district attorney refused to prosecute. >> they've got something to work with but a really, really tough case. >> reporter: jim hammer says the investigation into this grim case doesn't die with andrus. even though the only named suspect is dead, there are still a lot of questions police

and prosecutors will look to answer. >> it's possible this guy worked with somebody else. there could be a second suspect. they could have gotten the wrong guy. just because he carried the body parts alone does not mean conclusively he's the guy. in this case, the d.a. did not file charges, this case isn't over but it's certainly a tough one. investigators are still trying to identify the dead man found in that suitcase. that will likely require a lot of forensic work. we're still working to find out why andrus died and why he showed up at the hospital in the first place. >> all right, still a lot of unanswered questions. thank you. the rain is helping crews make progress on a fire that's burned 40 homes at the eastern base of the sierra nevada. the fire started friday northwest of bishop and quickly spread to 7,000 acres and across the moto county line. firefighters said 50 to 70-mile- per-hour winds turned the flames into what one described

as a fright train. tonight the 11 square mile is 50% contained. it's been about 16 hours and could be two mores before highway one in jenner is reopened after a tanker truck overturned. the accident happened this morning in sonoma county. crews have been on scene all day. the tanker was carrying at least 7,000-gallons and at least 3,000 leaked out. >> the problem is it's turning into the east and flowing into the ocean. the good news is it's raining so much it's diluting before it gets any where. the identity of the woman killed in that four car crash involving gold medalist and reality star bruce jenner was

released today. the victim has been identified as 69-year-old kim hou of calabasas. the accident happened yesterday in malibu on the pacific coast. jenner's suv hit hou car sending it on to oncoming traffic where it was hit by another vehicle. they will release cell phone records of all of those involved as they try to piece together what happened. jenner was not hurt. jenner has released a statement. my heartfelt and deepest sympathies go out to the victim's loved ones. cannot pretend to imagine what this family is going through. i am pray for them, i will continue to cooperate in every way possible. >> president obama is scheduled to arrive in san francisco thursday then take part in a cyber security summit in stanford on friday.

a north bay preschool suffered a devastating fire overnight. but will still welcome children tomorrow morning. new at 10:00, debora villalon is live in santa rosa with how staff is doubling up to keep the doors open. >> reporter: that fire hit about 11:00 last night and take a look how much damage it did to this day care. this place has been here though for decades and fire isn't stopping it now. sunday night and these preschool teachers are hard at work rearranging their classrooms organizing supplies for activities tomorrow shifting the lay out of the children's learning center because half of it was destroyed. neighbors called in the smoke and flames and the windy conditions didn't help the fire

fight. >> we upgraded to the second alarm because of the amount of fire we had outside. heavy damage inside. >> reporter: for some people they're going to find out tomorrow morning. >> when they arrive? >> right, exactly. >> reporter: their five roomed are charred. their supplies ruined. including many new materials purchased with a grant the school just received. >> dress up, i mean all kinds of stuff. there were so many. puzzles. just everything. you know everything you have. the whole entire school. you know it's all gone. >> it's very sad. we saw a couple of parents crying too. >> reporter: with daylight, as the gutted wing was boarded up some families came by to see and were reassured they will reopen tomorrow. >> we will try to do our best. >> normally this was their nap room. now it's going to be their classroom. >> reporter: it's going to mean

some moving around, maybe tighter quarters than the kids are used to. but at least they'll be together. >> a lot of them have been here since they were little teany ones, they were here every day, we're open from 6:00 to 6:30. for a lot of the kids they spend the majority of their day here. >> reporter: the list is long, all the stuff they need to get back on their feet. but this facility has been in the same family for 25 years. they are already seeing some donations dropped off. the investigation into the fire is ongoing. but it appears that it was electrical. and heather of course everyone is grateful that if this had to happen no children were here and no one was hurt. >> yeah, and nice to see such dedicated staff there trying to keep those doors open. deb reporting for us tonight. thank you. police in pennsylvania a suburb there said they matched social media pictures to a surveillance video to arrest a

teenager in connection with a shooting inside a shopping map. it happened 10 miles east of pittsburg. tarad thornhill walked into a macy's then shot two people wounding three of them critically. >> shots rang out. people started running. and i just ran with the store employees to the back of the room and took cover. >> reporter: police arrested thornhill seven hours later to his home. thornhill posted an instagram picture of himself hours before the shooting wearing the same clothes he was scene wearing on surveillance video. the crisis in ukraine was the focus of an international security conference today in germany. it's estimated that more than 6,300 people have been killed

the outbreak linked to disneyland that began in mid- december. according to the cdc, the cost of a measles vaccine runs from 60 to $168. california's first surplus auction of 2016 drew a big crowd. >> there's 10, $15,. >> reporter: this was the first of five auctions scheduled for this year in sacramento. the state department of federal services puts a wide variety of things up on the auction block. many have been seized by the ts ark and the chp. or everyone left behind at state government offices. >> a lot of people leave jewelry at the counters and we're able to be able to get the jewelry, bring it here and offer it to the public. >> reporter: some people say they come to several state sponsored auctions each year. the state had 1,200 items for this auction today. officials hope to make 1,200 items for auctions in all.

week. >> the rent was just too much to pay. we couldn't afford it anymore. >> reporter: they also have two young children. >> there's a month we had absolutely nowhere to go. there was a month where every day it was just like who knows where we're going to be tonight. >> reporter: both women are getting help from the invision vision shelter which helps with transitional housing and job placement. jessica monroy couldn't find a place to live so her family is now in hayward with half of their income going to rent. >> i love san francisco county, i don't know anything in the east bay but i would love to come back to the county. >> reporter: but right now you can't afford it. >> not right now. it's not affordable. >> now i'm on my feet all day making less than half of that.

homeless problem. >> there's throughout san mateo and santa clara county of family homelessness. people working in the service sector who can't afford a home at $1,600. >> reporter: the question is when should the minimum wages be raised if these are not intended to be career jobs. >> they're not intended to be career jobs but so many of our clients are working, they have children. they're full time in these jobs and even two full time incomes working in the service sector are really not enough to pay rent. they're paying upwards of 50 to 70% of their net income for their apartment not able to save for their children's education. not able to buy school clothes just spending so much of their income on rent. >> i know it's a big problem is

there a solution? what is the solution? >> a living wage is certainly part of the solution. we have to decide as a community if we want to provide affordable housing for these people or if we want to continue to have people kind of clog up the roads, commuting in from other counties for jobs. going back to other counties to work. just because the service sector pays so little. >> it doesn't look like rents are going down any time soon. dr.greenburg thanks so much for coming in and talking to us. >> thank you. oakland police need help in their search for a man who sexually assaulted a 10-year- old boy back on january 27th. we want to show you now a sketch of the suspect. he's described as latino, 40 to 50 years old. 5'7" tall a slim build. he had salt and pepper hair with a beard and looked unkept. the boy was walking home from school on 98th avenue when the man lured him away from the street and assaulted him. police in mountain view

also need help to locate a 69- year-old man. pedro ozvaldo was last seen outside his home. he suffers from a medical condition that puts him at risk. he is described as 6'4", anyone with information on his whereabouts is asked to call police. arson investigators in the east bay are calling a fire today at an oakland tripelx suspicious. flames lit the sky around 4:45 this morning on east 20th street near 16th avenue. firefighters managed to keep the flames from spreading to neighboring structures. fire officials said 14 people were displaced by the fire. investigators say they are looking into the cause because the fire spread so quickly. oakland police say a shot spotter alert today led officers to the scene of a fatal shooting. it happened around 3:20 this morning in the 200 block of east 12th street just south of

lake merit. invest investigators found a man who had been shot at least once. he was pronounced dead at the scene. police haven't yet released his identity and there's no word of any suspects. the shot spotter system involves a network of microphones that pick up the sound of gunshots. it's used in several bay area communities. skiers, snow boarders are happy in the sierra after this latest storm. the reason surfers will be watching the forecast tomorrow. mark tamayo is tracking a warm up as the week goes on.

coast. waves in some areas were eight to 12 feet and are expected to get even bigger tomorrow up to 15 feet. >> so let's get more on the conditions from our meteorologist mark tamayo who's been tracking the storm that moved through today. so what are we looking at for the rest of the week. >> it's funny. one minute i look at the radar and it's fairly quiet. the next minute it starts flashing. yellows and reds moving into parts of the bay area. things aren't over just yet but the rainfall really adding up. these are the rain totals for the next three days. lake sonoma 4-inches of rain. sfo almost 2-inches and san francisco nearly 1.5. and we're still adding to those totals right now. here's a look at the radar, the loop. just over the past one hour, you will see activity out in parts of the north bay out into parts of santa rosa approaching san helena. you can see a good portion of

the east bay covered out toward pleasanton. san ramon and walnut creek. these yellows and reds out toward moraga. the rainfall has been picking up. there's a chance we could have some hail within some of these cells as well. moving the maps to the south closer to fremont, closer to union city. and all this activity is streaming in from the south and from the west. so here's the history just over the past hour. you can get an idea of what's happening. out toward palo alto. south bay, right now san jose reporting mostly cloudy skies but that rain band, look at all this shower activity indicating storms in the region. still very active for tonight. wind speeds up as well. gusting to 33 miles per hour in fairfield. you will notice this a wind advisory has been extended until 4:00 a.m. monday. winds will be gusting to 45 miles per hour. with all the activity today the rain showers, the breaks in the clouds we actually had a

rainbow. this was the scene from the s aratoga hills 1:00. temperatures will be in the 50s so you will encounter wet roadways for your monday morning commute. so here's the system this will be on the move for tomorrow. the chance of scattered showers. and then all week long high pressure returns is going to push the storm track to the north and a mild weather pattern. as the cold air moves in over the next few hours, snow levels come down in the sierra. a winter weather advisory until 4:00 p.m. monday. so dropping snow levels down to around 6,500 feet. here's our forecast model showing you all the rain showers overnight and still the chance tomorrow morning at 6:00. and then throughout the day the chance will linger, especially into the early portion of the afternoon. they will scale back on those chances by later monday and tuesday completely dry. forecast chances, mainly in the 50s. san jose 64. morgan hill 65. and a look ahead, still unsettled for your monday especially for the first part

welcome to this late evening sports wrap. we can tell you the five people who will be inducted into the bay area's hall of fame of 2015. barry bonds is being recognized by his home market. bonds roots are decidedly local. a sarah high school graduate who spent several years in the clubhouse with his father bobby and god father willie mays. the record holder was 73 and seven time most valuable player. of his 22 major league seasons, 15 were with the giants in the height of baseball's steroid era. the details that have left him with a group of players on the outside of the hall at cooper's town looking in. manager dusty baker, baker is being inducted as someone who managed for 20 years after a 19 year career as a player with four teams including the giants

and a's. also part of the class of 2008 who won the winter olympics. and the final inductee is former warrior owner franklin mulley. mulley was a fixture on the sidelines with his deer stalker hat and the owner when the warriors won their only bay area mba championship in 1975. the giants had their fan fest
