a few high clouds to the north. everything says sunshine and warmer temps. we'll start today and really kick in tomorrow and take us into the weekend. the only fly in the ointment would be higher clouds and those are lifting north. so about marin county north there will be a few high clouds. from the south there will be a few. again high pressure is beginning to make its presence felt here as it builds in. still will take another day or two to clear out to the north. 40s and 30s. 48 hayward. low 50s sfo. fairfield did have some fog but then it lifted. they went from half visibility to six miles in one hour. upper 30s there you go. bookends danville and alamo. it is a cold morning for some. cloud cover will continue to just lift northward. so patchy fog. kind of cold here this morning for a few. high clouds to the north. lots of sunshine. temperatures on their way up. upper 60s and low 70s. here he is mr. sal castaneda.

good morning to you. we are looking at a commute where traffic is going to be doing okay in most areas. starting off with a look at interstate 880 northbound and southbound 880. traffic is going to be doing okay. there are no major problems driving through. the traffic continues to move along very nicely as you get to the bay bridge toll plaza. the traffic is also doing very well until you get to the maze. that is where you slow down at the bay bridge toll plaza. you are looking at northbound 101 heavy traffic in san jose as you approach the 280 interchange in san jose. the rest of the freeways are doing well. that is because of an accident noninjury northbound 101 just after 280. it is 6:02 let's go back to the desk. topping our news the berkeley city council is making changes to the way police officers handled protests. this comes after demonstrators at recent protests accuse police of using excessive force. ktvu fox 2 brian flores is in berkeley this morning with more

on the council's decision. brian, the emotional reaction from people who live there. >> yeah it got very emotional at times. about 50 students, residents from berkeley attended last nights city council meeting. mainly to express their concern over excessive force by the berkeley police. we on the corner of chabouk and university. where you recall last month the businesses were damaged as a result of the protest. about 50 speakers took to the podium to speak out against how police handled protestors during the black lives matter. late last night the council approved a proposal forbidding police from using crowd control measures such as tear gas and rubber bullets. city council member jesse described the scene during december as a war zone but also says this was a delicate balance between first amendment rights and police safety. during last nights meeting it got heated and very emotional.

>> i had family members that have been harassed openingly. and in public. in front of me and my mother. >> we're a community that is the birthplace of a free speech movement. we have a long history of engaging in protests to advance social causes. you know protests are part of our dna in berkeley. >> reporter: the council also voted to purchase body and dash cam cameras for police officers. back out here live one person that did not attend the meeting was berkeley's police chief. that was noted by several of the protestors. you are taking a look. this is the mcdonalds that was damaged during the protest in december. this is also a bike shop. as you can see they have replaced those windows. coming up on mornings on 2, we want to get in touch with some of these business owners to see

how they are reacting to the measures. >> it will be interesting to hear from them. thank you, brian. 6:04 is the time. teenage boy accused of raping and robbing a pizza delivery driver is in court later today. photos from the east county today.net website shows miles after his arrest on sunday. he carjacked a 22-year-old female pizza delivery driver in antioch. he forced her at gunpoint to drive to another location where he raped her. our time is 6:05. a north carolina college campus is in shock this morning. three students were gunned down in their apartment and the big question is whether they were targeted because they were muslims. all three were found shot to death last night in their

apartment in chapel hill, north carolina. one man pleaded for answers. >> we will need help. what is his situation? if he's dead, tell me he's dead. if he's alive, tell me he's alive. just tell me. >> the motive for the shooting still not known. hicks left one post on facebook criticizing the muslim faith. he later surrendered to the police. hicks is being held on three counts of first degree murder. the family of jahi mcmath is being sued by a new jersey landlord for not pig their rent. they have been watching over her in new jersey where she is in a long-term care facility. the teenager was left brain dead from complications from tonsil surgery at oakland children's hospital back in december, 2013. the bay area news group reports that jahi's parents are accused

of owing $3300 in back rent. a san francisco woman who has leukemia is suing for the right to die in her own home. christie white and three other patients are filing this lawsuit today. nay say that law doesn't apply to terminally ill patients who's deaths will be a result of their illness. this lawsuit comes after a bill introduced last month that would give the terminally ill the right to obtain doctors assistance in dying. that bill is supported by the family of brittany maynard. she was the 29-year-old woman from the east bay who moved to oregon so she could receive doctors aid in dying at home. target stores have agreed to pay $4 million to settle a false advertising lawsuit. the suit was filed by several

says heads up, cross the street and then update facebook. the signs went up about two weeks ago as part of a pilot program and so far the reaction is mixed. >> i was like wow. and then i was really excited because someone is really creative and thinking outside of the box. you don't find that in a lot of city planning. >> think they are creative. but as a driver if you drive by them, you can't really see them. >> a recent city survey shows that speeding was the top concern of those that responded. the signs will stay up for a few more weeks to gauge reaction. and then they will decide whether the program will continue. netflix it appears is good for more than just bing watching on our favorite tv show. thanks to netflix a man in minnesota is reunited with stolen property. last july david came home. his front door had been kicked in and several things including an ipad, computer, and handgun

and his smart tv were stolen. a couple months ago he began to notice shows he never watched popping up on his netflix account. that was traced to a com cast internet address and then to a particular home. >> once you connect someone to the internet this system talks to everything. >> the police say besides the television, other items stolen from his home was found inside that other house. more than 100 people will spend this valentines day cuddling in portland, oregon as part of cuddle con. a professional cuddler whop started the business created this 12 hour event. it will take place at several locations on saturday and it includes workshops, classes, and speakers. the creator says she hopes that cuddle con will show the many

25 up in truckee. 40s from arcadia to monterey. bakersfield 47. up and over she goes. high pressure a mountain of it was building in. that will send everything to the north. cool and chilly mornings and warming up. today is that day where we begin to see temperatures bump up into the upper 60s and 70s and get even warmer. mid 70s thursday and friday and probably saturday. just a patch or two of fog. there is not much there. clear, chilly lows. over all temperatures in the 70s as they begin to warm up and they will stay warm. these are above average and they will continue to be way above average. possible records friday and saturday as we see mid to upper 70s. only high clouds would be the only bug a boo. very quiet here. arctic air. brutally cold. >> and summer weather here or spring it gets kind of warm. >> allergies are bad. >> yes, they are. 6:21 is the time right now.

welcome back to mornings on 2. the man suspected of shooting a television sports anchor in dick surrendered to police late last night. a swat team had surrounded the home of mike montana. police say montana was driving a white van and shot add kyle's car yesterday afternoon as he was leaving his home in the san diego suburb of scripts ranch. he was rushed to surgery. he is now recovering. he worked for the san diego cbs affiliate since 1999. police have not released a motive for the shooting or relationship between them. time is 6:25. apple is the first company to reach a market value of $700 be. they did it yesterday reaching that milestone. shares rose $1.9% after news of its gains in the smart phone market and the upcoming launch of the smart watch.

now apple's market evaluation is at $710 be. $710billion. apple announced it is partnering with first solar. they will build a massive solar farm in monterey county. the $850 million facility would be in a remote area on the southern part of the county. the construction is expected to start this year and finish by the end of next year. the ceo of apple tim cook says the farm will generate enough power to cover all of the company's energy needs in california. a chinese company is no longer playing hard to get with its one plus one phone. until now one plus has made its phones available by invitation only. the company has been criticized for creating artificial demand. bobble on tuesdays starting -- but only on tuesdays starting at midnight. the other six days of the week

sure. let's take a look at what we have now with the morning commute starting off with the bay bridge toll plaza. you can see that traffic here is going to be backed up a little bit as you drive through there. there are no major problems by the way on the bridge itself getting into san francisco. i want to mention 880 northbound is okay but 880 southbound is not. it is backed up out of san leandro and we can go to the maps here. the traffic is slow out of san leandro an earlier accident at eighth street has not only effected 880 but also effecting 238. since the accident has cleared, things have become a little better. but 580 westbound is also slow at the castro valley y. let's go back to the desk. a very disturbing warning this morning for women in palo alto. alex savidge is life in palo alto. tell me about this safety alert alex. >> reporter: dave, good morning to you. in light of what took place

earlier this week, palo alto police would have been stepping up patrols in and around the coverly community center where we are this morning. it's on middlefield road. part is used by foothill college. this is where police say a man has been sneaking into women's restrooms and then snapping pictures of women as they are inside the stalls. the latest case was this past monday at around 10:00 at night. a woman in her 20s was in a bathroom stall when she noticed a man holding a cell phone over the dividing wall taking photos of her. possibly video. the victim yelled and the man ran off. that woman told police she had seen the same man with the cell phone in the hallway right before she went into the bathroom. police believe that same man was likely responsible for a similar crime that happened here at this same community center back in july of last year. now a witness describes this man as hispanic, or asian in his 20s between 5'6" and 5'8". he has a buzz cut and a thin

mustache. police are working with both the victim and a witness to that crime as well. they are trying to come up with a composite sketch of this man that may be released to the public soon. but in the meantime, you can expect to see more palo alto police officers in and around the coverly community center here. again this is campus that is used in part by foothill college. police stepping up patrols. >> all right alex savidge live from palo alto. we'll talk to you later. time is 6:34. meantime a woman who was eating at a restaurant in san jose last night was hit by a stray bullet. the shooting happened just before 9:00 at the maylong restaurant. when the police got there they found the woman had been shot at least once. she was take ton the hospital. she was in stable condition. so far no arrests have been made. the city of san jose is hosting a forum tonight.

it's about a recent rash of burglaries. that community safety meet willing be held at brett heart middle school. it will be at 6:30 p.m.. san jose's mayor and police chief are due to be there. burglaries have recently tripled in the valley neighborhood because of fewer police officers in the police department staff and plus there is a longer response time. some of the residents in the area have formed neighborhood watches. they have also hired private security patrols on the streets. california law requiring kill switches on cell phones does not take effect until july but it may be having an effect on robberies. george gascon is one of the driving forces behind that law. that law requires them to install technology that makes the stolen phone unusable. gascon says cell phone theft is already down. especially for iphones. >> it was better to stay away from the apple forms because of

the likelihood that they could have this feature already working. >> gascon says the number of cell phones stole nobody san francisco last year fell 27%. there was 40% fewer iphone thefts. we'll have a better idea on how the technology works after the law goes into effect on july 1st. white house creating a new federal agency to fight cyber attack. this comes ahead of president obama's trip to the bay area this week that includes a cyber security summit on friday at stanford. it seems almost every day we hear about websites being hacked. the past nine months there have been cyber attacks on home depot, target, jp morgan chase, and sony pictures. just yesterday news weeks twitter account was temporarily taken over by hackers. supposedly linked to the islamic state terror group. >> the thing goes there is only two kinds of companies. companies that have been hacked.

police in santa rosa made two arrests of men who they say attempting some kind of vigilante justice. police were called to baa get and summit drive yesterday morning after a mini van hit parked cars out there. police say two men chased and assaulted the driver of the van because they thought he was involved in recent thefts in the neighborhood. turns out the man was just delivering newspapers. police say there is no indication that he is responsible for any thefts. a marin county school board has voted to support legislation requiring students in california to be vaccinated against measles and other diseases. tiburon voted to support the new law being proposed by richard pan. pan said he was asked to be at

the meeting by the family of 7- year-old ret who attends an elementary school in the district. but parents have been urging the school to take action because ret has leukemia which means he cannot be vaccinated and relies on the heard protection to be protected from measles. >> children like ret depend on the rest of us to get vaccinated. >> the school district oversees three elementary schools. it covers unincorporated parts of the county and the rules include no landscaping run offs, no using sprinklers between 9:00 in the morning and 6:00 at night. and no watering paved areas such as driveways. the rules will be enforced by santa clara valley water
