oakland, oakland airport and i think mountain view are the closest to set records. tahoe, 54 yesterday. a record high in southern california. upper 80 to near 90 for some. 70 would tie a record for oakland. sure looks like it. high pressure wins out on the west coast in a big way. as that builds, that drives cold air into the middle of the country. too much energy for us to get here. i guess enjoy it while you can. temperatures will be way above average. low 40s for some. upper 40s to near 50 in brentwood. higher clouds last couple of days lifting out of the picture. high clouds, hazy. we're starting off cool. it will be warm in the south bay and also on the coast from half moon bay down to monterey. it looks to be warm with upper 70s for some. all right, sal. i guess the best we can do is enjoy it. it will be pretty warm. the only thing you can do is enjoy it and hope for rain. let's take a look at the commute now. i want to start off with the golden gate bridge because traffic on the golden gate

bridge does look good. but if you are getting off the golden gate bridge and driving on the new doyle drive, there is a new crash right near the palace of fine arts. i'm gonna put it on a map here for you. let's go to the maps. i want to show you. the new doyle drive section there -- you can see all of the red. i'm gonna put the icon right here. that's where the accident is. it's on richardson and francisco. most people think of richardson as lombard there. it's right in front of the pam list of fine arts -- palace of fine arts. an overturned vehicle. if you are driving south off the golden gate bridge, getting down to the city, you may strongly want to consider using park presidio if you can do that without going too far out of the way. the other drive will be a mess. let's go to the bay bridge toll plaza, that's backed up to the macarthur maze. 20 to 25-minute delay getting into san francisco. it is 7:03. back to the desk. >> thank you, sal. we just received new information and a photo of the man who was shot and killed by san jose police.

officers received a 911 call yesterday afternoon about a man entering someone's home on sherman street. ktvu fox 2 news reporter janine de la vega is near the house. you just talked to one of the man's loved ones. what did she say? >> reporter: well, yeah, we just spoke with her. she lives in this corner home. she says the man that police shot also used to live in this home. she is upset. she said she begged police not to shoot this man who is engaged to her daughter. now, let's go to a picture of him. she identified him as 23-year- old phillip watkins. he grew up in gilroy. police say at 5:00 yesterday afternoon, they received a 911 call from someone inside the home on the 1300 block of sherman street. who told them that a man carrying a knife had entered the home. the caller also said that the person needing help was locked inside an upstairs bedroom. officers arrived at the scene and found watkins outside of the home armed with a knife.

they say they ordered him to drop his weapon but instead he charged at them. that's when the officers opened fire. watkins was taken to the hospital where he was pronounced dead. here is what we were told by his fiance's mother. >> he called 911. he called them himself. you know, that's -- that was somewhat of his plea of asking for help. >> reporter: why did he call 911 himself? >> i have no idea, honey. the boy was -- he was distressed. he was -- something i had never seen before. i didn't know things would get to this point. >> reporter: watkins used to live in the home. we're told that he had a 2-year- old daughter that he was distressed. it was some sort of call for help. she said she begged officers not to shoot. they are questioning why police didn't shoot him before his waist. a spokesperson said officers are trained to stop the threat.

police collected evidence at the scene and conducted interviews with witnesses. again, they are really trying to piece this all together. the two officers are on administrative leave. we're told they've been with the department between seven to eight years. i've also reached out to police for an update and we are still waiting to hear back. back to you. >> thank you, janine. 7:06. police in milpitas have identified someone they call a person of interest in last week's hit-and-run crash that killed a 14-year-old girl. they are searching for this man. 23-year-old alex alkazar. they say he owned the car involved in the crash with a garbage truck. but police don't know if he was driving. the crash happened last wednesday morning. investigators followed a trail of debris and found his car a half-mile away. the body of a 14-year-old girl was found next to the car. police say she died from injuries suffered in the crash. if you have any information

about alex, call milpitas police. 7:06. president obama is coming back here to the bay area later today for a summit meeting on cybersecurity tomorrow. the president certainly has a full agenda, including stepping up the fight against islamic terrorists. brian flores in our newsroom now u know more about what's -- now. you know more about what's on his plan. >> i do. the first, discussing ways to improve cybersecurity which remains a priority with the hacks of several companies, including anthem. the president also battling isis. he went to congress to ask for more power to continue that fight. it's leaving several lawmakers on both sides of the aisle wondering what the president is really asking for. congress will debate the request to use military force against isis. the last time the president asked for war authorization was

back in 2002. republicans think the request does not go far enough. democrats are concerned it could lead to u.s. combat forces on the ground. >> have actionable intelligence about a gathering of isil leaders. our partners didn't have the capacity to get them. i would be prepared to order our special forces to take action. >> the president's point is that he wants to dismantle and destroy isis. i haven't seen a strategy yet that i think will will accomplish that. >> there is no appetite for any boots on the ground except in limited circumstances. >> the war authorization would allow the use of u.s. troops in rescue operations and whatever the president deems necessary. as far as his visit here in the bay area, air force one scheduled to land at sfo this evening around 5:30. tomorrow morning's summit begins at 8:45 a.m. on friday night he plans to attend a fund-raiser on the russian hill. he will spend a second night in

the bay area before leaving at 10:00 saturday morning heading to palm springs where he will spend the weekend. no word if michelle obama will join the president in palm springs for the weekend. some attendees at the summit will include some of the best minds in cybersecurity from the private and public sector. he will host a round table discussion. this comes as the white house announced an agency coordinating cybersecurity threats. back to you. >> very interesting. thank you. >> yep. in about an hour from right now, some bay area teenagers will turn off and turn in their cell phones and their ipads and this will be a tech-free time for three days. it's all part of the nationwide tech timeout challenge. at 8:00 this morning, students at sacred heart school in san francisco will seal up their tech devices in an envelope at a big school assembly. this is the first bay area school to take part in the challenge.

officials say it's a chance for the kids to see just how much their lives are built around and depend on technology and how they should refocus on real life relationships. a public hearing in san bruno about a controversial plan for local schools, it's been postponed until next week because too many people attended that hearing. parents and teachers packed the school board district office and the temperature inside became really warm. they all wanted to know what the school district plans to do to close a $2 million deficit in the upcoming school year. >> district is having to live within the means. it's having to size itself correctly going forward into 2015/2016. >> some parents, some teachers fear schools will be closed. teachers will get bigger classes and salaries will be cut for the staff and faculty. the teachers say they've not had a pay raise that nine

years-- in nine years. they canceled the meeting last night because so many people inside there made it unsafe. the next meeting is at parkside middle school next week which has more space to handle the crowds. there's new information that the antioch teen accused of kidnapping and raping a pizza delivery woman may have a criminal past. 17-year-old darien miles junior's arraignment was postponed yesterday. miles was arrested sunday hours after the attack on a 22-year- old pizza delivery driver. officials confirm miles was wearing the type of gps afnl ool monitors -- ankle monitors used for parolees. but they are not saying why. prosecutors have decided to charge the teen as an adult because of the serious nature of the crime and prosecutors say the ankle monitor will be useful in the case because it will pinpoint his whereabouts the day of the assault. antioch police are asking for the public's help in

identifying a robber who carried out a robbery at at wendy's. he was after a flat-screen tv on the wall of the restaurant. police say he smashed a window around 4:00 a.m. monday to get inside the wendy's. it's on the corner of a and 18th street. took him a few minutes. but he was able to rip the tv from the wall, possibly damaging it. anyone with information about the theft is asked to call antioch police. and a growing comee is fueling a rise in the theft of -- economy is fueling a rise in the theft of car boards. people are snatching up the cardboards. the price of cardboard is more than $100 a ton. >> really? >> yeah. interesting situation there. >> all right. 7:12. still ahead, measles on the move. there's a warning this morning for b.a.r.t. riders after someone infected

welcome back. new this morning, a breakthrough in marathon peace talks aimed at ending the crisis in ukraine. all parties in the talks have agreed to a cease-fire beginning at midnight on saturday along with an agreement for both sides to pull back heavy weapons.

russian president vladimir putin is involved in the talks along with the ukrainian president and the leaders of france and germany. if the cease-fire holds, it could end a ten-month conflict that's killed more than 5,000 people. most of them civilians. 7:16. right now, the head of the fbi, james comey, is talking publicly now about the really hot issue of race relations in america. we're listening live. we'll listen in for just a moment. >> most of us take for granted. a tragedy of american life, one that most citizens are able to drive around because it doesn't touch them, is the young people in those neighborhoods, too often inherit a legacy of crime and prison. >> again, these are -- this is the fbi director, james comey, talking live. he is speaking at georgetown university. he's talking about the relationship,le controversial relationship, between police and african-americans after the deadly confrontations in

ferguson, missouri and in new york city. now, the new york times reports in his speech, he will say, among other things, that areas where nonwhite people commit a majority of the crimes, the police can become cynical and develop "mental shortcuts that lead them to be more scrutinized by minority groups." this is james comey speaking at georgetown university. more details later on. 7:17. it's being called an air bag for a bullet. police officers in ferguson, missouri, they are the first to try it out. it's a new less lethal technology. take a look. the device is called the alternative. it's made by a company in san diego. an officer attaches that device to a gun. a metal bulb captures the fired bullet and slows it down to one- fifth the speed that reduces the force as it strikes.

now, the release of this new device comes as police all over the count -- the county and country are facing a lot of scrutiny in protests over the killings of unarmed suspects. >> this is something that we just happen to run across, especially the considering the outcry of saving lives. even lives of people you are trying to apprehend. this might be something that was worth looking into. >> now, some former officers say they are not sure if the police can actually deploy that device fast enough in a life-or- death emergency. but so far, it's not been tested in a real-life situation. 7:18. police say a man shot a san diego tv sports anchor ten times in a dispute over the painting of the anchor's house. mike montana surrendered to police tuesday night. police say he fired several shots through the back window of kyle's car tuesday afternoon outside his home. kyle is recovering at the hospital.

his coworkers says the anchor hired montana to paint the outside of his house but was not satisfied with the work. so he paid him for what had been done and then took him off the job. montana has been charged with attempted murder. 7:19. sal was telling us something just happened, breaking news. what happened with caltrain? >> it was a train that hit a person, dave and tori and now caltrain has major delays. we're going to morgan hill and emado avenue. caltrain hit and killed a pedestrian and now the system is shut down in the area. the system is not completely shut down everywhere but there are going to be delays because the trains go all the way down to gilroy and then turn around. so right now, vta is honoring caltrain tickets. give yourself extra time if you use caltrain. there's no word on when they will have it cleared up. but they do have an investigation going on when a train hits a person on the tracks. this happens a lot more than we

would like it to at all. it seems to happen quite a bit. right now, caltrain is giving delays -- unexpected length. they don't know how long it will take them to get out there. let's take a look at san francisco. i want to move the maps to richardson at francisco. people think of richardson as lombard. it's right there in front of the palace of fine arts. there is an injury accident. if you are driving south of the city, if you are going into the marina district, you will see delays. if you are going into the richmond district via tunnel that might be a better call. if you don't have to go through the marina district, don't do it. let's go to the bay bridge toll plaza, it's backed up for a 25, 30-minute delay getting into san francisco. now the weather -- i'm sorry. i almost forgot san francisco. don't want to forget you. northbound 101, southbound 101 traffic is moderate as you head in and out of the city. now i can say here's steve with the weather. >> thank you, sir. let's get right to it.

we have warm temps on the way. they started yesterday in the south bay. but any will move north today. california record highs. south lake tahoe. southern california, tahoe yesterday, 54 warm degrees. a dry pattern continues. it will be a nice warm weekend. temperatures well above average. 54 in tahoe. that's the 6th record this february and they will probably set four more in a way. camarillo, 83. if you missed it on february 8th, the low temperature in santa barbara was 60 degrees. that's the warmest low ever for them. 60 in february. my goodness. these are the record highs for us here locally. san rafael, 71. oakland, 70. livermore, 74. mountain view, 73 and san jose, 78. i think san rafael oakland and mountain view have the best bets to either tie a record high or set one. high pressure builds. everything is going way up and over the ridge of high pressure says i'm on my way up to

portland, seattle. a few high clouds. hazy skies. windy down in southern california. it's just good old-fashioned high pressure kicking in and giving us pretty warm air aloft. at the surface it's a little cool. 40s and 50s. running 1, 2 degrees warmer than yesterday. la honda is 53. woodside, menlo park, foster city, 46. belmont says 50. statewide it's going to be -- i mean, near 90. l.a. looking for 87. they are 61. san diego, 68 already. three warmer than palm springs. if it's that warm there, it must be colder downstream, upstream, whatever you want to say. a cold pattern will be establishing itself. it looks like maybe a blifrt possible for boston and part of the northeast for the weekend. for us, nice and warm. a few high clouds to the north. chilly lows. they will bounce off to warm

now we know the name of the person whose body parts were found in that suitcase in san francisco. the medical examiner used dna and confirmed the victim is 58- year-old omar shawan of vallejo. he was a roommate of the suspect, 54-year-old mark andrus, who has now died. cute talked to shawana father who remembered meeting his son's suspected killer. he said -- >> four days later, after andrus was charged and

released, he died in the hospital of a drug-related illness. the victim's father wants more information about why andrus was let go. a sea lion pup is recovering after becoming stranded in the san francisco bay. it's one of a record number of sea lions found off the coast in recent weeks. he's being treated in marin county. marin biologists have named him pervero for his perseverance. he was found near fort funston. the ranger came upon stopped cars an thought there was an accident. instead, he saw the pup. >> he was biting the blankets, biting the tote. didn't know what was going on. once he settled down, he had a successful run. >> biologists hope to get his weight back up in four to five

7:31. a warning for b.a.r.t. commuters after confirmation that a person infected with measles rode on b.a.r.t. a half-dozen times last week. ktvu's tara moriarty has been talking to commuters who may have been exposed. she will tell us what people are saying about the alert this

morning. it's thursday, february 12th. i'm tori campbell. >> people have a lot to say about it. >> yes, they do. a lot of questions. >> we're also talking about your weather and traffic. still a little nippy outside. it's a little cool. there is a 27-mile-an-hour wind coming right above the caldecott out of the northeast which will be -- my offshore flow, tori. >> old girlfriend. >> old girlfriend. back in town. [laughter] >> if that maintains any semblance of that direction and speed, there's no way -- i don't see how downtown oakland can't set a record of 70. south lake tahoe, i tell ya, the smoepack is ugly. yesterday, tahoe set a record of 54. they may set four in a row. there were a lot of records in southern california. locally today will be -- today and tomorrow look like the best records for record highs. not san jose but mountain view will be close. they have to get to 73.

livermore in the 70s. i doubt they hit 74. oakland looks like for sure and san rafael will be very close. high pressure is here. it's going to give us a really warm pattern for the next few days. the higher clouds continue to lift north. there is a slight offshore component. 40s and 50s. but the city is 55 degrees. hayward is at 51. look above and the higher elevations. santa cruz mountains. scotts valley, 64. 1100 feet, though. love los gatos, 62. that will equal warm temps. a few high cloud. not as many as the past few days. the lows are cool. layers today. high clouds, hazy but warm. temperatures 70s for many now and a few of these will be near record-setting territory. all right. sal has an update on a serious situation. yes. we do have an update on a situation that i want to mention. gonna get my maps up to working here, hopefully. we do have a problem in san francisco. there we go. this is showing a problem at the corner of richardson and

francisco, right in front of the palace of fine arts. it's an overturned pickup truck, injury crash. police are on the scene. the problem, it's backing up traffic coming off the golden gate bridge and heading into the marina district. i would say use the park presidio, the tunnel there. it's called the macarthur tunnel into the richmond district if you don't have to go through the marina district. let's take a look at contra costa county. southbound 680 traffic is gonna be slow as you drive through the area. i also want to mention that traffic will be slow on westbound 24. out to the live pictures. 280, san jose, you can see traffic on 280 it's slow. caltrain by the way, still delayed because of a fatality in morgan hill. some of the train service in that area is delayed. i also want to mention the traffic at the bay bridge toll plaza is backed up for about a 30, 40-minute delay. back to the desk. >> all right. thank you. well, contra costa health

officials have issued an aleart. they believe tens of thousands of b.a.r.t. riders may have been exposed to the measles. tara moriarty is live with more and you know more about the infected rider. >> reporter: we know the infected rider took off from the la fayette station here and went into the montgomery street station in san francisco. it happened wednesday, thursday, friday last week during the morning and evening commutes. specifically between the hours of 6:00 to 8:00 a.m. and 7:00 to the:00 -- to 9:00 p.m. health officials reveal he was a linked-in employee who eight at an e and o kitchen last week. b.a.r.t. says they have about 115 to 130 people per train card car at the peak of the commute.

commuters don't blame b.a.r.t. but rather the people who choose not to get vaccinated. >> they are not in the public health business. but i think public transportation is going to bump you against other people and you are more likely to get a cold or a flu if you use public transportation. that's just a risk of the -- of the service. >> reporter: health officials say it's highly unlikely that someone who has been vaccinated could become a carrier of measles. it's airborne and can linger up to two hours. you can imagine how many people could have breathed in the virus on the trains last week. live from la fayette, back to you. >> hey, tara, before you go, is everybody sealingly that low key as the gentleman you had in your piece there? >> reporter: yeah, people are really taking it in stride. they seem to think that that is the risk that you take when you ride public transit. but a lot of them have expressed their frustration that people are choosing not to get vaccinated and putting a lot of people at risk.

the ports shut down again. operators will close the west coast ports for the long weekend. pam cook joins us in the studio with the financial reason for the closure and the huge ripple effect that continues. good morning, pam. >> good morning. the operators will close the ports saturday, sunday and monday to avoid paying higher holiday pay during a work slowdown. this weekend is the long president day weekend -- presidents day weekend. >> this is all tesla. this this is tesla. >> there's giant coils of aluminum used to build cars for tesla.

but if the labor dispute continues and the ports continue to shut down, tesla could shut down as well. >> they would use all of the aluminum that they had for that one part and wouldn't have, you know, enough aluminum to build that part. they couldn't build the car. >> truckers are also paying a high price for the labor dispute at the port. some are peaking charged between $2,000 and $20,000 a day for not being able to return the containers to the shipping companies. contract talks between the terminal operators and the dock workers union are scheduled to resume this afternoon. now, in our next hour of "mornings on 2" ngs we talked about businesses that are trying to stay open, even paying much higher prices to have their materials and products flown in and out of canada. now they are facing another roadblock all dayed to the labor dis-- all tied to the labor dispute. that's coming up in the next hour. there were three winning tickets in the powerball

jackpot. they will split $564 million. this jackpot was the third biggest in powerball history. one winning ticket was sold in princeton, texas about an hour northeast of dallas. another winner was in north carolina. the exact location, that's expected to be come out later this morning. the third winning ticket was sold in puerto rico. the first powerball victory for them. a ticket in san leandro matched five of the numbers to win $1.4 million. it was sold at the pop top market and liquor on east 14th street. that store will get $7,000 just for selling it. two other tickets in california also mafned five of the 60 -- matched five of the six numbers. they were sold in mono county and orange county. let's check in with sal who has been covering serious news in traffic. >> yes. we do have some slow traffic

out there. i want to mention that traffic has been very slow. i want to -- i want to -- i want to show you a picture that a viewer has sent us, a crash on highway 4 westbound. this is up on my maps here. westbound, put it up on my screen. it's a four-car crash westbound highway 4 at bailey that they moved to the side and the driver -- or the passenger just snapped a photo and sent it to us which we appreciate on highway 4. this is on the shoulder. highway 4 is very slow. highway 24 in the the area is also slowing down as you drive from pleasant hill to the caldecott tunnel. if you go to the bay bridge toll plaza, the traffic is backed up for a 25 to 30-minute delay and there are no major problems. i want to mention that we still have caltrain delays because of a problem in morgan hill where a train hit a pedestrian, killed that person. train was on the tracks there in morgan -- i'm sorry, person was on the tracks there in morgan hill. caltrain service in the area has been shut down and there

are delays on the system. you should check with caltrain before you take that train. 7:49. let's go to steve in the weather center. >> we are looking at a little cool out there. not too bad. i just stepped outside. it's a little chilly. it will warm up quickly. we have a little bit of patchy fog around. california record highs. they've been in southern california, they've been moving north up the spine of the sierra. and they will start to settle in over us today. the dry pattern continues. just really don't see anything. it looks like a night weekend. slight cooling as a weak system brushes the northern part of the state. south lake tahoe, 55. that was a record high. that's their 6th record this february. it's possible they may set four more in a row. today into the weekend. long beach, 87 degrees. a record high camarillo, 83. 89 for long beach today. los angeles will be 87. near 90 for many. these are the records for us locally today. san rafael, 71. oakland, 70. livermore, 74. mountain view, 73.

the 3-year-old journalist died at a hospital. simon was a contributor to "60 minutes" and did a segment on the movie "selma" last week. he was an overseas correspondent in the '60s. police in palo alto have a surveillance photo that they hope will track down a man that they say groped another man inside a bathroom at a macy's story. it happened yesterday. here's the photo. police say the suspect groped a man while using a urinal. the suspect described as latino in his 30s. was last seen in a red sweatshirt and brown carpenter pants. police are looking into whether the same man is responsible for an incident on monday inside the ladies' path room at the coverly community center. they say a man with a similar description is suspected of peeping over the top of a bathroom stall and taking photos of a woman with his cell

hills. that will equal a warm pattern. upper 40s, 50s for some. blackhawk at 45. high pressure large and in charge as we say. it's been drinking the power shakes. it will kick in in in a big way. high clouds, chilly lows but very warm. the warmest temps look to be along the coast. 60s and spents -- 70s. let's go sal. we have a lot of the slow traffic out there. we'll begin with a look at some of the east bay commutes here and looking at the bay bridge toll plaza. it's pretty slow at the toll plaza. it's slowing at the metering lights which they have on extra slow. it's a pretty thick commute into san francisco. total time about 45 minutes to get into the city especially if you are just in one of the regular cash lanes. interstate 880 is already getting slow as you drive past the coliseum. it's slow from 238 to high street. the other way around,

southbound 880 is slow. we also had some slow traffic in union city because of an earlier stalled truck. this whole area between hayward and fremont is very slow. it's not a very good commute at all. if you are driving in contra costa county, highway 4 is still slow and 680 is slow as you head down into danville and lastly, san francisco coming off the golden gate bridge, getting into the marina an earlier accident in the palace of fine arts has made traffic a mess. back to the desk. >> thank you, sal. this morning we're hearing from a bomb whose daughter was beaged -- from a woman whose daughter was beaged to engaged the man shot and killed by police. police say they had no choice but to shoot him because he came at them with a knife. janine de la vega is live near the house with what she's learned about the man and how the shooting unfolded. >> reporter: as you mentioned,

this man was beaged to be married -- gaged gaged to be married. he was the one that called 911. they say it was a cry for help. here is a picture of the man. loved ones identify him as 23- year-old phillip wit 23 14r- 6rb8g9sdz. >> reporter: 12k3w4r- 6r7b8g9sz. >> reporter: 12k3w4r-6b8gsz 23 -- police received a 911 call from someone inside the home in the 1300 block of sherman street. the caller said there was a man carrying a knife who entered the home. the person needing help was inside and officers arrived at the scene and found watkins armed with a knife. they ordered him to drop his weapon but he came at them. that's when the officers opened fire. his feeian say's mother -- feeian -- fiance's mother told

us what happened. >> i look up. i see the police. they were trotting. he was trotting that way. me and my daughter were running behind him. you know, and then i realized that the police pulled out their guns and drew down. now i'm screaming them not to shoot him. he needs their help. >> reporter: watkins was taken to the hospital where he was pronounced dead an hour later. a spokesperson for the police department said officers are trained to stop the threat and the officers felt threatened. the two officers are on leave. both have been with the department, seven, eight years. one of the questions we have, was this suicide by police? we don't know. detectives are piecing it together and still are investigating. watkins leaves behind a 2-year- old daughter as well as his fiance, we're told he used to attend de anza college and once had dreams of becoming a police officer.

back to you. >> thank you. police in milpitas have identified someone they call a person of interest in last week's hawtd hit-and-run crash that killed a 14-year-old girl. they are searching for this man. they say he owned the car involved with the crash with the garbage truck. they don't know if he was driving. investigators followed a trail of debris and found his car a half-mile away. the body of a 14-year-old girl was found next to the car. police say she died from injuries suffered in the cash. if you have any information about this man, call milpitas police. 8:05. there's new information that the antioch teen accused of kidnapping and raping a pizza delivery woman may have a criminal past. the aa arraignment for -- the arraignment for darien miles junior was postponed yesterday. he was arrested on sunday hours after the attack on a 22-year- old pizza delivery driver. officials confirm miles was wearing the type of gps ankle

monitors used for parolees but they are not saying why he was wearing it. the prosecutors have decided to charge the teenager as an adult because of the serious nature of the alleged crime. the prosecutor says the ankle monitor will be useful in the case because it will pinpoint where he was the day of the assault. antioch police are asking for the public's help in identifying a man who carried out a bold robbery at a wendy's restaurant. take a look at this. it was all captured on surveillance video. the man wanted the flat-screen tv, smashed a window, around 4:00 in the morning, monday to get inside the wendy's. it's on the corner of a and 18th street. s. took a few minutes but he was able to rip the tv off. anyone with information is asked to call antioch police.

president obama is due to arrive here in the bay area later today for a summit meeting on cybersecurity. brian flores in our newsroom now to tell us, brian, the president will also have his eye on washington and that big debate about how to handle isis terrorists. >> that's right. he will. the president will be here in the bay area for a cybersecurity summit. internet security remains a priority, especially with the attack of anthem. also keeping an eye on isis. he went to congress to ask for more power to continue that fight. it's leaving several lawmakers on both side wondering what the president is asking for. congress will continue to debate the request for authorization to use military force against islamic state militants. republicans think the request doesn't go far enough. democrats are concerned it could lead to u.s. combat forces on the ground. >> actionable intelligence about a gathering of isil leaders. our partners didn't have the

few high clouds -- because of the document and fog, there you will a -- there will be a few high cloud. >> wow. >> records. >> records. >> all right. >> thank you. 8:2. the richmond/san rafael bridge a step closer to getting a new bike lane and new lanes period. now, toll officials voted yesterday to approve more than 4.5 million to complete the design for restripping the bridge and a bick and pedestrian lane in both directions. the officials say the extra eastbound lane will help reduce traffic jams during the evening commute. the combined cost of the project now budgeted at 74 million. the work still has to get state and federal approval. walkers and bikers using

for some it's mild. especially around el sobrante, el cerrito, berkeley and oakland. 63 above los gatos in the santa cruz mountains. that's very warm air aloft. that will equal that and high pressure high temperatures. chilly lows give way to warm temperatures. very warm south bay. still nice but not as warm in the south bay. a little bit of fog and high cloud. warmest temps. here's sal with an update on what became a busy morning. >> reporter: it really has been. we to have a lot of slow traffic still all over the place. let's talk about some of the live pictures that we can show you or some of the items we can show you, i should say. this is a look at the san mateo bridge. you can see traffic here is moving along oak. if you are driving over to the peninsula, you will see some slow traffic there as you drive through. bay bridge toll plaza, still about a 25 to 30-minute delay getting into san francisco. i do want to mention that the south bay is going to be slow.

even on the going bridge, clearing up on doyle drive after an earlier problem in the marina district that's been cleared. ta was an overturned pickup truck. look at san jose. 101 is a big mess from near the capitol expressway all the way up to sunnyvale. 280, 101 and 85. the president is going to arrive in the bay area today. we can expect traffic issues. let's go back to the desk. all right. thank you. contra costa health officials issued an alert after they confirmed the county's first case of measles. thousands of the b.a.r.t. riders may have been exposed to the measles. tara moriarty is joining us live now. you can tell us more about this infected b.a.r.t. rider. >> reporter: well, we know that the infected person rode on b.a.r.t. three days last week starting at the la fayette station and ending up at the montgomery street station.

we're talking about wednesday, thursday, and friday during the peak commute hours in the morning and evening. health officials say that the unnamed person was a linked-in employee who ate at an e and o kitchen. b.a.r.t. says they carry 25,000 people on average every day with 115 to 130 hour per train car at the peak of the commute. commuters don't blame bart but the people who choose not to get va nateed. >> nate -- vaccinated. >> i'm against it because i have a 3-year-old granddaughter who got vaccinated. i don't believe it leads to autism or any of these other suspected disadvantages. dash. >> i'm not worried. i'm immunizations. i think it's for those who don't. >> reporter: health officials

say it's highly unlikely someone vaccinated would company a carrier of measles -- would -- carry the measles. the victim in that suitcase, was omar shawan. he was a roommate of the suspect, mark andrus. now, shawan's father said -- prosecutors released andrus

citing a lack of evidence. four days later, andrus died in a hospital of drug-related illnesses. shawan's father said he wants more information from the district attorney about why andrus was let go. 8:36. the man accused of trying to run over a santa clara police officer in sunnyvale has been arrested. san francisco general hospital called sunnyvale police monday night after a man with a gunshot wound showed up there. he's been identified as 30-year- old danny rodriquez garcia. authorities say he's a car burglary suspect and tried to run over an officer who was pursuing him monday night. the officer was not hurt and opened fire as rodriquez garcia drove away. 8:36. lieutenant-governor gavin newsom made it official announcing he will be running for governor in 2018. our reporter sat down with the former san francisco mayor and asked him why he is starting his campaign so early. >> it's a long run away in

it is 8:45. the labor dispute continues up and down the west coast. the port operators in fact have announced they will shut down most port operations for four out of the next five days. pam cook is live where you can see the port behind you. a lovely view but not a lot of activity happening there. >> reporter: no. definitely not. this is having such a huge impact on the economy e it seems both sides and businesses are starting to take drastic actions here at the port. not only in oakland but up and down the whole entire west coast. the news this morning is that the operators say they will close the ports saturday, sunday and monday to avoid paying higher holiday pay for the presidents day weekend. >> but the operators blame the problems at the port on the shutdown. some businesses have tried much

palo alto police are hoping a surveillance photo will help track down a man who they say groped another man inside a bathroom at a macy's store. it happened at the stanford shopping center yesterday. police say the suspect groped man while he was using a urinal. the suspect is described as latino, in his 30s, he was last seen wearing a red sweater and brown carpenter pants. police are looking into whether the same man is responsible for an incident on mon inside the
