visit. janine, good afternoon. >> the president greeted everybody on stage by saying hello, stanford. he's still talking to everybody inside. you can see him on the monitor here in the press room. he's talking about the threat of cyberattacks and what he will do to secure the u.s. against them. >> please join knee in giving a warm stanford welcome to president barack obama. [ cheers and applause ] >> welcome, mr. president. >> thank you. >> reporter: president obama was greeted by a round of applause and the stage where a white house summit on cybersecurity and dmr protection is taking place -- consumer protection is taking place. the white house administration knows the threats is increasing and the government needs to up its defenses and responses. the president spoke about the new cybersecurity intelligence agency that's being established.

all of this comes after a string of high-profile hacking attacks against u.s. companies such as anthem, sony pictures and target. the president is expected to sign an order while on stage that lays out the framework for information sharing that help companies and the federal government identity and protect against cyber threats. >> that's only one way to defend america from these cyber threats and that is through government and industry. working together, sharing appropriate information as true partners. second, we have to focus on our unique strengths. >> reporter: earlier in the morning, the audience listened to a panel discussion from the secretary of department of homeland security, the department of commerce and ceos from bank of america and kaiser. they spoke about the need for the public and private sector to partner with one another and share information to safeguard

consumers. tim cook also addressed the crowd. >> safeguarding a word of digitized personal information is an enormous task and no single company or organization can accomplish it on its own. that is why we're committed to engaging productively with the white house and the congress and putting the results of these conversations into action. president obama has a packed schedule today. right now, in just a few minutes, he's going to meet behind closed doors with silicon valley business leaders. later, he will attend a fund- raiser in san francisco and i want to go back out here live inside the press room. i don't know if you can see this monitor. this is president obama and he's actually signing that executive order that i talked about and there you see him.

he's leaving the stage now. again, we will have complete coverage of his speech here and his day's event on our 5:00 and 6:00 news. back to you. >> all right. certainly a lot on the president's plate this afternoon. janine de la vega reporting live from palo alto. thank you. many cybersecurity experts in the bay area say they welcome the president's focus on internet threats. we talked to an expert who said it's important for people to be vigilant when they are online. >> i think people need to know that attacks are actively happening. if you walked out of your moment at 3:00 a.m. and went to your car, you would be more vigilant. it's 3:00 in the morning right now. >> he says what he hopes to see come out of the summit is a willsness to share information when they are hacked. he says they need to recognize they may compete in the marketplace but on this issue of cybersecurity they really need to break down walls and share threat information.

we're getting word of an often -- of an officer-involved shooting in oakland. this is at 88th and e street. that's where neighbors called to report a person with a knife acting erratically around 9:40 a.m. this morning. after police arrived, the man refused orders to drop the night. one officer fired hitting the man. et was taken to highland hospital. his condition is not known. officials at hayward say a dead body found near the school does not appear to be connected to the school. police say two hef request chefs at life chiropractic -- two chefs at life chiropractic were preparing meals when they heard a loud crash. when they went out, they found broken glass and a man's body and a truck. >> there is likely surveillance

video. we're still reviewing that footage and the availability of that footage. >> authorities are working to identify the the man. in the meantime, the office has closed for the day as police continue their investigation. well, time now is 12:05. shaping up to be a nice day. rosemary is here. >> he have our spring-like weather carrying us into the weekend. giving you a live look there at the abundant blue sky and sunshine over oakland. for most of us, temperatures are running a few degrees important what we had yesterday. let's take a look at the numbers. 65 for oakland. 64 in novato. we've got upper 60s in areas around walnut creek and livermore. half moon bay, 68 already during this noon hour. as we get into the second half of the day, these will be the numbers to beat for the afternoon. san jose, 76 is the standing record. low 70s for kentfield. mountain view, oakland, i think

we'll get close at the airport, sfo, we have 70 degrees. that will be the standing record as well. when i come back, i will have a look at the highs expected and your bay area weekend coming up. >> see you then. the port of oakland is open for one day but will shut down tomorrow because of the ongoing labor dispute. operations will resume at 29 west coast ports. it will shut down from saturday to monday which is presidents' day. shipping employers won't pay workers for overtime, weekends and holidays because of labor slowdown and stoppages. >> i had my orders delayed by a couple of months. my supplier said there is a port slowdown and i thought he was making excuses. >> the longshoremen's union represents 20,000 dock worsers. they are servicing larger ships under increasingly dangerous conditions. the death rate on the job is higher than firefighters and police officers. the shutdown at more than two dozen west coast ports has a

lot of businesses hurting. >> reporter: ports full of goods are stranded at docks. american meat and produce can't be stent to consumers in asia. local companies are starting to feel the strain. one washington state importer says it is having trouble fulfilling orders from big box retailers on time. >> typically we can pull a container from the port within two days of a vessel arriving. today we're looking at 7 to 10 days. >> reporter: the 29 pacific ports see about a quarter of all u.s. international trade. $1trillion worth of cargo passes through each year. dock workers and their employers struggling to reach a deal in the long-standing labor dispute. besides meeting thursday for the first time in nearly a week. >> we're this far apart. i think a resolution could be

done soon. >> reporter: in the meantime, goods meant for consumers here and abroad sit and wait with the backlog of ships growing. prices do go up. >> we are shut down. we don't have any work to do. we're actually being held hostage. >> reporter: ports here fully shut down by a labor dispute back in 2002. the pacific maritime association estimates that lockout cost the economy more than $15 billion. in los angeles, jonathan hunt, fox news. >> more details are emerging from san jose about the deadly police shooting on wednesday. >> we have a man with a knife walking toward us. >> police radio traffic captured the moments leading up to the shooting. we've learned the young man who died the person who originally called 911. officers say they had no choice but to shoot 23-year-old fill imwatkins when he -- phillip watkins when he ran forward

them holding -- forward them holding a knife. his former coach can't believe it. >> i feel so sad. i thought he had a lot going for him when he played here and this is a shock. >> watkins was engaged to be married and leaves behind a 2- year-old daughter. san francisco police are searching for a man who they say charged at an officer and knocked him off a muni platform. these surveillance photos were taken on january 23rd. police say a group of officers was conducting some sort of investigation at 4th and king streets near at&t park. police tried to stop and question the man but he ran off new york knocking one of the officer -- knocking one of the officers off the platform. the officer had minor injuries. the stanford university board of atrustees approved a tuition hike of 3.5%. tuition will be more than $45,000. for students who live on campus, total undergraduate

fees will jump to $60,000. but stan fmpd says only one- third of students pay the full tuition with two-thirds steeving some sort of financial aid or scholarship assistance. about a third of alabama's counties have hished same-sex marriage licenses -- have issued same-sex marriage licenses. hundreds of couples have gotten them. at least one couple has already gotten married. earlier, alabama's chief justice tried to stop the marriages telling judges they didn't have to obey the federal order. >> we are afightinging for our lives -- we are fighting for our lives here. we've always been americans. it's like how are we not being seen equally as human beings? >> 37 states recognize same- sex, including california. u.s. supreme court is expected issue a ruling in june that could strike down bans of same- sex marriage nationwide.

welcome back, everybody. a key iraqi town is under at least partial control of isis fighters just miles from a major u.s. air base. the islamic state has reportedly seized government buildings in the town, ten miles from the air base where about 300 u.s. military personnel are currently stationed. u.s. officials say earlier today, iraqi forces killed at least eight isis suicide bombers who were apparently launching an attack on the air base. earlier this week, president obama made a formal request to congress for authority to use military force against the islamic state. 22 marines in southern california were injured when they were exposed to fire retardant gas in the military training accident. the marines were conducting an exercise at their base in 29

palms. and system went off in an assault vehicle during the exercise, triggering the release of the gas. there was no fire or explosion. most of the marines were treated and released but three remained in the hospital for observation overnight. well, funding for the department of homeland security is about to run out at the end of the month. but members of congress are far from making a deal. adding to the pressure, lawmakers are about to take a week-long recess, meaning they will only have four days to reach a compromise. it all hinges on immigration. >> with congress about to go on a week-long recess and funding for the department of homeland security about to run out, democrats are pushing republicans to pass a clean dhs spending bill. >> it is time to act. america expects us to keep it safe and keep it secure. >> reporter: in january, the house passed nearly $40 budget bill for dhs. but it included language blocking much of president obama's executive actions on

immigration reform made after the midterm elections. house republicans are seeking to strip the 2012 prevision which shields undocumented immigrants who are brought to the u.s. as children from deportation. >> 600,000 dreamers have already benefited from the 2012 announcement. an additional 300,000 people will be able to apply under the new program. >> it's time for democrats to get into the game, get on the bill and they can amend it if they don't like it. >> the house bill is lane giving in the senate -- lane go languishing in the senate. >> they are doing this to defend actions president obama himself referred to as unwise and unfair. >> reporter: president obama has threatened to veto any bill that would reverse the

immigration orders. when congress returns from recess, members will have four days to avoid a dhs shutdown. in washington, joel waldman, fox news. >> the deadline to sign up for health insurance under the affordable care act and avoid a penalty is this sunday at midnight. several signup events are planned around the bay area to help people get health insurance through covered california. at this event, at a church in hayward, union workers volunteered to help with the process. we talked with one woman who says she was renewing her coverage and happy with the costs. $120 a month for herself and her husband. >> it's good. i mean i haven't been covered forever. i pay more for my dog's insurance than i have for myself and my husband. so now going into the second year of having it, it's a good thing. it's a beautiful thing. >> well, californians have been given a five-day extension to february 20th as long as they start the process by sunday. and this year, the penalty for not having health insurance goes up from a minimum of $95

to $325. well, someone dumped a stolen vehicle into the water at the fulton shipyard in antioch last night. the contra costa fire protection district tweeted these photos of the submerged suv. witnesses reported seeing it go into the water around 9:30 last night. rescuers did not find anyone in the vehicle, however, recovery crews attached a tow chain to it and pulled it out of the water about two hours later. the national weather service is warning of a potentially dangerous condition. there was a hazard alert in effect through tomorrow afternoon. the swell from the west combined with offshore winds could create larger than usual waves, rip currents and sneaker waves. the affected areas runs from sonoma to big sur. people going to the beach are advised to keep an eye on the ocean and be careful near the water. just yesterday, rescue crews came to the aid of two surfers caught up in dangerous rip currents off dylan beach. a helicopter crew hoisted the

man from eight-foot surf. the other man lost his surfboard but made it back to the beach on his own. overall, it's a fantastic, beautiful day. rosemary is here to talk more about the weekend. >> we have great weather coming our way, very enjoyable. well above the seasonal arm. as we get into the afternoon, we may see a few new records. giving you a live look at plenty of sunshine over the east bay hills, as brian mentioned, we have a beach advisory in place for at least part of the weekend. it's worth noting because we have beach-like weather in the forecast. everybody in the bay area is going to get in on this, already enjoying temperatures warmer than what we had yesterday and for the afternoon. widespread 70s even along the coastline. so this again going through tomorrow afternoon and you can see it's from the sonoma coast all the way down to the monterey coast. rip currents large breaks and those sneaker waves. keep an eye on your little ones and your pets and dogs. if your dog likes to run out in

the ocean. ridge of high pressure still part over the bay area and our western states and pushing that rain line well to the north of us. we're into the only dry for the weekend, unfortunately, it looks like we'll be dry in the extended forecast as well. the only thing i think we'll see at time. these high clouds morning over northern areas of the bay area. that will be about it. the warm pattern in place. of course, the sinking air associated with that, bringing us temperatures in the low to mid-70sing half moon bay hit 70 degrees right about noontime. i think that's where we will continue to see temperatures very nice. 62 degrees at sfo right now. mid-60s in oakland. upper 60s for concord and livermore and 67 degrees in san jose. for the afternoon today, a lot of 70s to go around. 73 for sonoma. 71 in kent field. oakland may break a record. 73 in walnut creek. south bay, you are included in this as well. san jose you will go to 74.

welcome back, everybody. stocks have been trading near record levels especially for energy stocks. the price of oil jumped again. but we take a look at the big board. it's trading about 39 points higher. the dow is up. nasdaq up 27 points. s&p trading 6 points higher as well. businesses around the bay area getting ready for a busy valentine's day weekend. starting early this morning, san francisco's flower mart saw a rush from shop owners storking up. many have been swamped with orders leading up to valentine's day. the national retail federation says vald spending somebody on the rise as the economy -- says valentine's day spending is on the rise as the economy
