>> death in the commission of a felony. treated as a homicide. >> reporter: two cooks made the discovery. the body of a man on the ground. next to it, a uhaul used to ram the cafeteria. authorities are not sure what they were targeting. perhaps the atm or computer equipment inside. >> we are not sure how it went down. we suspect someone else was there. we don't know if the body is a victim of a homicide or an accident. as a result of a burglary. we are encouraging whoever was there to come forward. >> reporter: investigators are locking at surveillance video hoping cameras caught something, even the ones neighboring businesses did not. >> i don't have anything. yeah. i just have cameras to protect the business. >> reporter: while investigators haven't ruled anything out, a spokesperson

says the crime does not appear to be related to the staff, faculty or student body. they repaired the damage and all classes were canceled. >> we are surprised to see crime tape. >> that left a few people disappointed. including this woman. >> of course i am. yeah. it is how it is. i called my doctor. she might visit me at home. >> reporter: we just found out the coroner identified the man. a 42-year-old from hayward. they aren't releasing his name till next of kin could be notified. a autopsy will take place on tuesday. anyone with information on this case is asked to call police. >> was anything taken in the break in? >> reporter: at this point police don't know. they are waiting for the college to take an inventory to see if anything was stolen.

>> thank you. a morning traffic stop led to the bomb squad being called out. a sheriff's deputy pulled a man over at around 8:00 a.m. this morning. they found what he thought water explosives. homes were evacuated and other people were asked to shelter in place. the bomb squad was called into the scene to help out. >> at this point the investigation is ongoing. we are not going to get into specifics on what occurred. i can tell you the technicians took possession of the device. >> they detained the man, the shelter in place and evacuations were called off about 10:15 a.m. ucsf medical center is fined over errors that caused or have the potential to cause serious injuries or death. the fines total $700,000. they are over immediate

jeopardy incidents. they define them as preventible errors. they try pressure hospitals to improve training and quality checks. tonight three investigations are underway after police say an officer shot and wounded a man who was holding a knife. ktvu's mike mibach is here with new information on the story. mike? >> reporter: police just confirmed that the two officers involved in the stop were indeed wearing body cameras. what we don't know is whether or not the cameras were recording at the time the one officer pulled out his gun and fired. >> crime scene in oakland. 9:42 a.m. 88 avenue. >> he was shot by the police three times in front of our home. >> reporter: moments before folks in the neighborhood flagged down two officers alerting them to a man walking around with a knife. >> has a knife.

>> reporter: according to a recording, the officers made contact with the man. >> he is refusing to drop the knife. >> reporter: 38 seconds later. >> shots fired. subject down. >> reporter: did the individual come at the officers? >> our investigators are down there right now trying to figure out what happened. the officers will get spoken to. >> reporter: he was transported to the hospital where his mother declined to comment. saying he is in stable condition. >> family man. has three children. >> reporter: his cousin says the 28-year-old suffers from bipolar disorder. >> he lives for his children. i think that they didn't follow protocol. this should be under investigation. >> reporter: dispatch can be heard requesting an officer

new at 5:00 p.m. new developments in a police shooting that happened in san francisco. today the da released a report on the death of alejandro nieto and said the officers were acting in self-defense. iny. he was killed -- in march he was killed by officers responding to reports of a man pointing a gun but it turned out to be a taser. ktvu's david stevenson broke the story tonight. family and friends are outraged by the report? >> reporter: yeah. this report relies on forensic evidence and reports from 20 witnesses but the family and supporters say it doesn't provide a full picture of what

happened that night. >> reporter: alejandro nieto's friends turned their backs on the justice system. >> the system is broken. >> reporter: a report released today by the district attorney says police acted in lawfully in self-defense and in the defense of others when they discharged their weapons. >> i am not sure this was a preventible shooting. >> four officers fired 48 rounds. it began around dusk when a man reported he pointed a gun at him. the dog owner a gun owner says i was certain at that point it was a pistol. when he aimed it at my dog i could tell it was a taser. >> there is a history of his problems with mental health. a history of him using the taser on people. >> reporter: witnesses who saw him handling what appeared to be a gun called police who told him to show his hands. he then squared off with them

in a defensive stance. drew the weapon and pointed it at the officers who saw the red light coming from his weapon and thought it might be a laser. >> shots fired. shots fired. >> this is too incredible to accept. >> reporter: friends say police should have been able to recognize a taser. >> everybody else opened fire. pop, pop, pop, pop. they killed him. they killed him. that is murder. >> the district attorney offense says the dog owner was able to recognize the taser because he was close to him. while the officers were 30 yards away when the firings began. the district attorney asked the u.s. attorney to review the findings. a civil lawsuit is pending in alejandro nieto's death. >> the officers involved in the shooting, where are they now? what is their status? >> reporter: immediately following the shooting the four officers were placed on paid

this afternoon. this is video we took of his motorcade. in the direction of nob hill. that is where he is staying at the fairmont hotel. he arrived after 4:00 p.m. to greet 60 toners who paid $10,000 to $32,000 for dinner and a photo and a question and answer session. they said there were a lot of people who were eager to hear from him. security around the house was tight with streets blocked off. it was hosted by a tech investor and his wife and some of the people who waited outside say they were glad they were not disappointed. >> i actually saw his face look at us and wave. that is all i want. i mean, it was a big deal. >> reporter: one thing that was interesting to me, i so no sign of protesters here --
