we're live in south san francisco, where a fishing trip ends tragically near oyster point. we'll tell you the latest on search efforts to find a 22- year-old still missing. a little caesar's pete saw shot during a takeover robbery in the east bay. the clues police are following to track down the suspect. 7:00. this is a live look at the san

francisco bay near oyster point and sfo. the coast guard has been urgently searching the area since late last night. canoe carrying three people capsized. we know at least one person was killed. tara moriarty has been following this active search. coming up in two minutes, she will tell us what she's learned about the people involved. good morning. welcome to "mornings on 2." it's tuesday, february 17th. i'm tori campbell. >> good morning. >> good morning. i'm dave clark. let's also talk about weather and traffic. steve paulson, you see fog in our forecast. >> tori saw fog this morning. >> i was rubbing my eyes. i thought my contacts were blurry. >> we've had a lot of fog. this is a coastal variety. but there's some reports where it's on the deck. drizzle from cloverdale to san jose, in san francisco. low clouds and fog. a westerly breeze. fog or sun later but cooler and breezy. no record highs today. there's big fog bank. mostly sunny to the north.

if you don't have the fog, it will be sunny. the fog bank is charging inland. that went quick. temperatures are the in the 50s. delta breeze at 50 miles an hour. west at concord, another at napa. west at sfo. west at hayward. low clouds will be slow to peel back to the coast. i know. it's february. not june or july. low clouds, drizzle, mist. a west wind behind that. mid- to upper 60s for most inland. sal too numerous to mention. i have heard a lot of slow spots. >> we do have a lot of slow traffic. we'll start this morning with interstate 80 westbound because a couple of earlier crashes have really set this commute back. 48 minutes the drive from the carquinez bridge to the macarthur maze. most of it is between hercules and berkeley. 48 minutes. now, it does get better by the time you reach the macarthur

maze. but i do want to show you how slow traffic is throughout that whole section here on 80. you can see from basically about highway 4 all the way down. it's slow as you drive. again, a couple of earlier crashes to blame. let's go to the bay bridge toll plaza where traffic is backed up. some of the left lanes are a little bit better than the other lanes. you can still see the traffic is going to be busy in the area. there's also gonna be slow traffic on the actual bridge but for the most part we're okay. if you are driving this morning in san jose, southbound 101 near bro kof, still cleaning up to do from an earlier accident. northbound 101 is slow from yerba buena. 85 is slow approaching 17. 280 is slow getting into the valley. back to the desk. >> all right. thank you, sal. a man is dead and his son is missing of a fishing trip went tragically wrong in the san francisco bay. tara moriarty joins us from the oyster point marina with the desperate search for that missing man.

good morning, tara. >> reporter: good morning. things are not looking good because we are, of course, entering almost the ninth hour of this search. a coast guard cutter is on the- - on the water and a cutter should be coming out. now that it's light out, a full search is about to make place. three people took a canoe from the shores around 1:30 yesterday afternoon to go fishing. crews found two of the people floating in the water in their life jackets around 1:30 and 2:00 a.m. but a 22-year-old man is still missing. we saw police and fire combing the water's edge around 4:00 this morning looking for any trace of him. his girlfriend, a 22-year-old woman rescued said the trio's canoe sank. so her boyfriend decided to swim to shore for help and has been mincing ever -- missing ever since. firefighters say the woman is being treated at the hospital. the boater in distress call came in before 10:30.

the search gradually moved southward. it's extended down tonight san mateo bridge. we're told that the 22-year-old man was wearing a life jacket, a blue one, gray shorts with white it stripes and a black jacket with the word security printed on the back. we'll keep you posted if there are any new developments throughout this search. live from south city, i'm tara moriarty, back to you. >> we'll check in for an update soon. thank you. 7:05. police in the east bay they are out there searching for two suspects in a takeover robbery in a pizzeria where one person was shot. it happened at the little caesar's. alex savidge is live in el cerrito where the police want to get the robbers off the streets quick. alex? >> reporter: they certainly do, dave. good morning to you. i want to let everyone know the woman spot in the arm she was awake and talking as paramedics took her away. that's a bit of good news. still being checked out at the

hospital. the victim works at a little caesar's restaurant near potrero avenue. she was on duty before 8:30 working the register. two men barged into the business and demanded money. those men were wearing hooded sweatshirts that covered up their faces. at some point, during this holdup, one of the robbers opened fire on the employee, hitting her in the arm. the grabbed cash and took off. it's unclear what prompted the shooting but police are troubled by how this robbery ended with gunfire. >> we have had one not too long ago but certainly not this level of violence. so this is the first one like this in some time. it's disturbing. >> reporter: witnesses last night did see those two robbers running through the shopping center parking lot where the little caesar's restaurant is located. they could not get a good description of the men.

investigators are checking surveillance video from the little caesar's and also nearby businesses as well to see if that may help in this investigation, help to identify these two men. police are hoping anyone with any information will come forward to try to offer that to investigators as they try to figure out -- find the two men behind this very violent holdup last night. >> alex savidge live in el cerrito, thank you. we'll talk to you later. people are offering help to a bay area woman who is battling a flesh-eating bacteria. the lee family said their mother daisy thought she had the flu. when she arrived at the hospital two weeks ago, she received the diagnosis of this dangerous disease. doctors were forced to amputate her right arm and she remains in critical condition. the family's go fund me site has raised more than $42,000. there is a new push to warn consumers in california about the health effects of sugary drinks. a bill introduced would put a warning label on sweetened

drinks with at least 75 calories per 12 ounces. the warning would read "drinking beverages with added sugars contributes to obesity, diabetes and tooth decay." beveragemakers say the measure unfairly singles out their products. the city of fremont wants the east bay regional park district to consider charging a fee to hikers on a popular trail. people who live near mission peak have complained with crowd, noise and yoef flow parking. in response, the district imposed some new shorter hours. the board tells the fremont bulletin they are still considering hiker fees and the possibility of parking fees. no park in the district right now is charging for hiking. the group that hosts the pink saturday event during pride week is stepping aside.

it's held the night before the annual a pride parade. the sisters of perpetual violence say violence has made it a challenge to keep going. in recent years, there's been a deadly shooting, there's been a violent robbery, and a suspected hate crime. supervisor scott wiener told the san francisco examiner, he will be working with city officials and the sisters trying to find other groups to host that event. 7:09. a north carolina drugmaker is making another attempt at bringing a female version of viagra to the market. sprout farm suit cams is resubmitting the application with new research on side effects. that's by two previous rejections from the fda. if approved, it would be the first daily pill to boost female la -- la betoe. 7:09. a train that was packed with

crude oil derailed and then exploded in west virginia. >> shot up high. look at that. >> how this could add fuel to a continuing debate right here in the bay area. but next -- how the bay area housing crunch is forcing a growing number of pet owners to make a difficult decision. good morning. we're looking at a lot of slow traffic. we had a lot of accidents that cleared up. but it's still very slow getting into the south bay, getting into the east bay. coming up, we'll focus on some of the south bay freeways that are very slow. a car that can see trouble... ...and stop itself to avoid it. when the insurance institute for highway safety tested front crash prevention nobody beat subaru models with eyesight. not honda. not ford or any other brand.

at least 18 people are dead after a carnival float hit a

power line. people at the scene say someone on the float used a pole to move a power line so the float could pass under it. but instead, seven people on the float were instantly electrocuted. the others were killed in the eb suing panic at the parade which sent hundreds of people to local hospitals. a strong earthquake has hit off northeastern japan and seismologists say it's an aftershock of the 9.0 quake that hit four years ago. the aftershock registered 6.7. it was centered 300 miles from tokyo. it triggered a tsunami warning and thousands fled the coastline. but only small waves were reported. at this point, no reports of significant damage. 7:13. 100 people still in the running for a one-way trip to mars. a controversial project funded by a reality tv show called mars one hopes to put more people on mars ten years from

now. 200,000 people applied. the field has been narrowed down to 50 men and 50 women. they are now gonna go through exercises to test how they might function in that small little settlement out there on mars. the astronauts would live together in a group for the rest of their lives. back here on earth, san francisco's very tight housing market is now causing some people to make a big choice on whether they are gonna give up pets they love. the san francisco spca says in the past year, more than 200 dogs and cats whose owners had to choose between their pets or a place to live, they brought in their pets. rents have been soaring in san francisco. landlords can be pickier about their tenants. so more of them are saying no pets. >> a lot of these animals losing their homes. they are really sweet, and mellow and, you know, great pets. really, really unfortunate.

>> the spca says many of the pets surrendered are older which makes it harder for them to find a new home. the spca is suggesting if you have pets, make sure your lease specifically say pets are allowed so you are protected if the management or the ownership of your building changes. 7:14. there is a new effort to convince amtrak to allow small pets on its trains. right now, only service dogs are allowed. but a california congressman wants to change that and says if amtrak lets people bring small dogs or cats on trains in carriers, that would encourage more people to ride the train. so far he's persuaded amtrak to do test runs in illinois. people have to pay $25 and the animals can no not weigher who than 25 -- 25 pounds. >> what do you think? >> i think is sounds like a

good idea if you can keep it in the pet carrier. >> all right. 7:15. let's get you out the door. everybody behaving for you? >> well, you know, we do have the monday -- the monday feeling even though it's tuesday. it's kind of like a monday feeling back to work after the holidays. pretty crowded out there. on this tuesday, if you are driving on the eastshore freeway, we had a couple of earlier crashes that are gone. one in berkeley, one in richmond but the traffic has been very slow as you drive on 80 westbound from hercules. it's a solid line of slow traffic and we are getting a little bit of a break. some of the schools in west contra costa i heard from someone who sent me a message on twitter are not in but we still have a lot of slow traffic in the this area heading down to the albany area because of earlier problems. when you get to the bay bridge toll plaza, i think some people may be stuck in the backup because it's still very slow in many of these areas as you drive through. i also want to check out the nimitz freeway here if you are

driving in the east bay. the traffic here on the nimitz freeway is slow from 238 in pockets down to fremont and let us not another get about 580. if you drive on 580 you are saying, i've never forgotten about t it's a solid line from the altamont pass to the 680 interchange. sorry if this is your commute. 680 is slow out of pleasanton on the way down to fremont. boy, that looks nasty. 7:17. let's go to steve. sal, we have a fog bank out there that looks like june or july pattern. it came just inching in yesterday. cooled down parts of the coast. half moon bay, daly city and decided to ramp up and just fly inland. in fact, it's already making a push towards over the hills out towards antioch. no fog here. i said i bet it makes a move and he tweeted it and said it's on the way. more 60s. i don't think there will be 70s. coast and bay drizzle. from cloverdale to oakland to

san francisco down to san jose, reports of drizzle and there is a big fog bank. a west wind pattern changes. there are hints of something developing but nothing that would bring us rain. yesterday, probably the last day for some record highs. certainly around here. on the high desert, lancaster, 82. palmdale, 79. redding, hit 78 degrees. oakland downtown, 75 and richmond, 75. not today. low 60s. if, starting off overcast with some drizzle. 53. we'll go 56. a high of 60. should be 61 this time of year. oakland is the big drop from 75 to 62 today. there's too much low clouds. there's also a westerly breeze. not a north or northeast. san jose today, 66. 54. average is 64. 46. the record not even close. 81, 1930 but at least they will be close on the high side. clouds are rotating around. the low clouds are making a push into the delta. that's kind of the key here. that's a huge rampup for this

time of year. not something we usually see in february. 40s, 50s. upper 40s to mid-50s. everyone is close here. 47 antioch. they've had mostly clear skies. it looks like the fog is coming in, same for brent wood. they are cooler than san ramon, blackhawk. that's not something we've seen much of this winter. 15 miles per hour at fair field. that's a delta breeze kicking up the heels, west at concord, west at oakland. west pat sfo, also hayward. west at livermore. san jose, southeast breeze there. mountain view as well but even sfo as a breeze. we've had offshore for the longest time. 53 in monterey to 61 in san diego. the big news about 4 to 8 inches in washington, d.c., will be an arctic plunge. it starts on thursday. it will be brutally cold from the great lakes all the way down maybe to miami by the time they get to thursday. once this system exits, there's light snow in new york. trying to keep an eye on something here. this time of year, you can get

something called undercutting. there's some signs of it there. but it's very weak right now. that can be a wet pattern. doesn't look like it will happen. there will be a low troping down from utah -- dropping down from utah, nevada that will give us a cooling pattern. that won't be until sunday/monday. low clouds, mist, cooler, breezy. a west wind in place. 50s and 60s. the coast cools down with the figure bog bank. even with breaks in it, it will be cooler. out of the 70s. 60s for everybody. low, mid- to upper. we have a foggy pattern. that will take some areas in the 50s and then low to mid os. quite a chain -- mid-60s. quite a change. a little warmer toward the end of the week and then quiet. no sign of any rain. >> a little bit of fog. >> a lot of fog out there. >> man. you can't even see anything. >> very thick fog. another thing for folks to keep an eye on, there will be king tides in the bay area today and tomorrow.

that's when the sun, moon and earth line up so high tides are higher than usual. it can lead to flooding in low lying areas like highway 1 in mill valley. the highest tides are expected to hit nearly 7 feet at san francisco's pier 41 and tomorrow's will be slight lit higher. but that's still not as high than when we had king tides. they can lead to rip currents in the ocean. lifeguards are reminding people this might be a time to stay out of the water. >> be careful. president obama's immigration policy has been halted. mum in 25 minutes -- coming up in 25 minutes, what a federal judge did to stop the executive action to prevent deportations and how the white house is ripping that ruling this this morning. now the nation's capitol is preparing for the worst weather. more on how this latest storm is impacting people nationwide.

a wild day in los angeles. triggered panic inside the airport. yesterday, the police were called to help an unarmed man who they say may have been trying to commit suicide. but someone went on the airport's p.a. system and mistakenly announced there was a gunman on the loose. well, about 20 passengers ran from a gate area out onto the tarmac through an emergency door. iting too the police out there 15 minutes to get everything back under control. big part of the country is waking up under a blanket of snow. it's hitting states that aren't used to dealing with such a winter john wint -- wint ent

onslaught -- winter onsexual assault. here's doug luzader with more. >> reporter: there are no cars. just a handful of cars. there was a lot of snow here overnight. workers spent the night clearing a path for federal workers in washington. most of whom are not likely to show up today. the capitol dome shrouded in scaffolding and snow. >> it looks like a lot of snow. >> it's accumulating, yes. >> reporter: but the bigger deal is where it's accumulating. this isn't boston or new york. much of this is hitting the south even in arkansas. they were struggling with icy roads. >> we put salt, sand down for the intersections. don't want anybody sliding. trying to keep it safe out here for us. >> just a few moments ago, i signed a state of emergency declaration. >> reporter: north carolina bracing for the storm that

promised to snarl rush hour traffic. in west virginia, emergency crews were dealing with a massive fire after a train derailment. no indication whether it was caused by the weather but it combuilt kateed the response -- complicated the response. at andrews air force base, president obama was in for a weather shock after he returned home from a golf vacation in sunny california. and elsewhere in the d.c. area store shelves look bare. but this time road crews are having to deal with a new wrinkle -- frigid temperatures that require different tactics. >> regular satellite begins to loads its effectiveness at 23, 2 degrees. some of the salt is green. that's the treated salt. >> reporter: and we may see temperatures in that range in the days ahead. we've been watching the

northeast get hit hard by one storm after another, places like boston. those places are used to getting snow. you start talking about snow and having to clear snow in places like arkansas. this is a storm that hit very, very far south. tori? >> all right. at least they got a little sunshine there in washington, d.c. thank you, doug. flames and smoke as doug was mentioning, hundreds of feet in the air after a train derails in west vallejo. we'll -- in west virginia. a major grocery store chain is taking a product off its shelf. we will tell you what it is and what is behind the move. still a lot of traffic out there. we're looking at the bridges. the san mateo bridge crowded as you head to the foggy peninsula. and that's the key word, foggy. not only the peninsula but just about everywhere as our low cloud deck has come roaring

jumped the tracks and caught fire. it's the biggest fear of people right here in the bay area. now, we want to take you live to benicia. that's where a growing number of people have been complaining about rail transportation of crude oil through their neighborhood. in minutes, brian flores will tell us what they want lawmakers to do. good morning. welcome back to "mornings on 2." it's tuesday february 17th. i'm tori campbell. >> i'm dave clark. we're also talking about your weather and traffic. steve sees all of the fog out there. >> you stepped outside. i've not. >> i just stepped out a minute ago. >> you saw it. >> it's out there. >> i think we all see it. there is a figure fog bank out there. there's going to be a pretty good cooldown for everybody here. low clouds, fog, a westerly breeze. even if the fog doesn't make it where you are, it will still have a westerly component. fog may be slow to head back to the coast for some.

mendocino county, lake county, no big deal. but low clouds and fog out to the delta. making it out to sacramento. 40s and 50s on your temperatures. they've not moved or budged all morning long but the higher elevations have from the 50s and 60s two days ago now the 40s which are cooler than at the surface which are in the low to mid-50s just due to the overcast conditions. west-southwest 15 travis. a west wind for many. a lot of energy here trying to come underneath the ridge of high pressure but nothing moving in our direction. there will be a significant i think change in nevada for sunday/monday. for us we can't find any rain. we can find a lot of low clouds and mist and drizzle from cloverdale and from san francisco with the west wind. 50s, low 60s by the water. mid- to upper 60s inland. sal, where we should begin? >> we'll start with san jose, steve's been -- steve. we've been looking at the commute. there's 80 through downtown san jose. you can see the traffic is going to be slow.

101 at 8 5, slow. southbound 101 near brokaw they are clearing up damage from an earlier accident. it's not causing a huge delay. northbound 101 is backed up from the south valley. let's take a look at the eastshore freeway. it has been a really tough commute. we had some earlier crashes to blame almost an hour, not quite but almost from the carquinez bridge to the macarthur maze and you can see that traffic from highway 4 solid traffic heading all the way down into berkeley. of course, we always look at the bay bridge toll plaza and that's backed up for a 15, 20- minute delay. it is 7:33. back to the desk. >> okay. thank you. well, fires are still burning. look at this. this is west virginia after yesterday's train derailment. more than a hundred tanker cars were carrying crude oil. at least 14 of them burst into flames and the smoke and flames just shot high into the air.

oil has leaked into the river that provides drinking water to several nearby towns. hundreds. people have been evacuated until these flames are out. but we don't know when that will will be because it's too trust for firefighters to go in and put out the fire. now in is raising concerns in the bay area. the valero refinery in benicia has proposed using more crude oil rail cars. ktvu fox 2's brian flores is in benicia. you are getting reaction from those who live and work out there. what are they saying? >> reporter: well, they are very concerned. no question about that the we're live in benicia. obviously there was concern before this accident here in west virginia for the proposal to send more rail cars with crude oil, particularly through parts of northern california and refineries in richmond and here in benicia. a lot of people are concerned. the plan is to increase the amount of rail cars coming directly to the refining

facility. the company wants to run two trains. each with 50 tanker cars carrying crude oil directly to the refinery every day. the company has said in the past that the project is necessary to stay competitive on the west coast and that safe operation is a top priority. we've done stories on fire crews conducting fire trills in case a leak occurs but the concern remains really through much of california, even sacramento and davis are calling for advanced notice from their emergency responders when crude oil comes into town. back in 2010 in canada, a train what 63 tank cars carrying crude exploded killing more than 40 people. some other people think more oil in the area is good for the economy. >> i think they have a good safety record out there. and i know some people that worked out there for years.

i think it's just a matter of abiding by the regulations. >> reporter: now, according to the state energy commission, oil by rail imports are only expected to jump about 1 million barrels delivered by rail back in 2012. that jumped to 6 million and in 2013 and officials estimate that could increase by over 100 million by 2016. but this is something that won't happen overnight as we take it back out here live. it's being reported that city officials with benicia have decided to re-examine the impact reports. that won't be completed until the summer. jerry hill is also very concerned about this as well. we'll tell you what he has said about it. back to. >> you this is a major story. we'll talk to you later. 7:36. well, today, the u.s. secretary of labor will join the talks

and a nine-month labor dispute. over the weekend, the ports were shut down by terminal operators. workers are expected to be called back to the port before 9:00 this morning. the pacific maritime association accuses workers of a work slowdown but the dock workers claim their shifts have been cut and there is a shortage of equipment for unloading all of the ships. longer this dispute goes on, the more that shippers will stop depending on west coast ports. >> they can go to mexican ports, they can go to canadian sports or the panama canal. shippers will begin to look for alternatives. >> a federal middater has ordered a blackout so they are not talking to us. but there are reports both sides will meet today with labor secretary thomas perez.

president obama sent perez in for the talks. well, soon you shoppers at a popular grocery store chain you won't be able to find cigarettes for sale. raley's and nob hill stores are taking tobacco products off store shelves to promote healthy living. janine de la vega joining us live now. you are in exam cam pell -- you are in campbell. >> reporter: i headed inside a little bit earlier. this nob hill, part of raley's, there already taken their cigarettes off the shelves. by end of the month, tobacco products will be gone. the grocer which is based in west sacramento says its decision was base odden the health and happiness of the customers. they targeted cigarettes in particular because they say the evidence was too hard to ignore. a spokesperson said there's less evidence to indicate that eating shoe are snacks poses a

significant health threat. this decision comes several months after cvs stopped selling cigarettes at its stores. >> i think it's a great idea. i think a grocery store that will promote health and where you can go and teach children about healthy eating habits and lifestyle choices. i think it's a good idea to pull tobacco off the shelves and not make it readily available or visible to our young children. >> reporter: it's unknown how much of an impact this will have on the stores. smokers usually prefer to buy cigarettes at smokers and gas stations because they are cheap there the grocery stores. but there are customers who like to one-stop shop. this will affect all 128 stores in sheaufl -- in northern california and nevada.

sno parents took their -- parents took their children to see spongebob and ended up with a clear view of the screen showing "50 shades of gray." our reporter spoke to a remember who decided to leave early. >> reporter: debra powell had the suv all packed up. >> pillows, snacks. >> reporter: the group headed to concord. >> because we have so many kids, it's hard to get a good view. so we back in. we put mattresses in the back, the kids sit in the back with the hatch open and we sit in -- in lawn chairs. >> reporter: but they had an unpleasant surprise. >> we had no choice except for to go straight to "50 shade of grey "in the background.

>> reporter: what was the screen? >> at the time there was a woman being slapped naked, bound up. so we had to have our children close our eyes. i could see another car behind that had children in their with their eye closed. >> reporter: the drive-in has two screens. she complained a theater worker. >> she was apologetic. he agreed he didn't think it was appropriate. but there were other complaints. >> reporter: no parent will say a kids' car boon -- cartoon belongs side by side of a movie like this. >> this is uncomfortable. >> there's no way to avoid looking at that screen. it's too tempting. and -- and so we couldn't stay. we had to turn around. my chiv were dev -- my children

pam cook is in the studio with the big set back for the president's plan. >> good morning. well, a federal judge in texas temporary blocked president obama's action. this gives 26 states time to begin a lawsuit to end the orders. president obama's orders would have allowed almost 5 million people undocumented immigrants to be protected without being doe ported. applications -- beported. applications were set to begin tomorrow. the white house press secretary released a statement this morning in response. it says, "the department of justice legal scholars, immigration experts, and the district's court in washington, d.c. have determined that the president's actions are well within his legal authority." the white house also says the department of justice has indicated that it will appeal

that judge's decision. now, coming up in our next hour of "mornings on 2" is the president's plan good or bad for the economy? there are two sides to that. dave? >> all right. good questions. 7:46. on a lighter note, a famous wooden moosehead, the one that disappeared from napa in new year's eve. it's back. it's been returned. it turned up sunday night in the mayor's driveway but we still don't know who took it. it's colorful, it weighs more than 100 pounds. it's considered a local landmark. now, it was stolen from a eucalyptus tree on dry creek road on land that's being redeveloped. now the big question is what do you do with it? city officials have to figure that out. one option is to display it at downtown joe's brewery and restaurant light there on main street in napa. a family from southern california out on a kayak in santa barbara got a very unexpected visitor. a very playful sea lion pup hopped right into the kayak

right behind dad right there. he's talking. went along for a ride. the family says they first spotted the sea lion pup swimming in the water and then out of nowhere they noticed we're not alone in this boat. >> i could feel something on the kayak because it kind of rocked a little and i looked back there and there was a sea lion up there. >> what a story. you can see dad looking back talking to the sea lie unpup. at one point, it tried to climb in dad's lap. marine mammal experts advice not getting this close to sea lions. they can be unpredictable. but this pup was not aggressive and looked like he was enjoying the ride. >> kind of like enjoying the ride. let's check in with sal. not such a nice ride especially in the east bay. >> we have had a couple of earlier issues that have made

things very slow on almost every east bay freeway. attention if you are driving from walnut creek to oakland, you are going to see slow traffic in la fayette and in orinda. you can see it right here as you drive west to the caldecott. it's also slow on the other side trying to come down to downtown oakland on 580. i also want to show you the traffic is gonna be slow at the bay bridge toll plaza and getting there from the eastshore freeway is very slow, from hercules, even before highway 4, a long line of stop- and-go traffic. we can put it on the mans and show you the road sensors which are all red just to show you the traffic is super, super slow as you drive through. marin county has slow traffic from northern novato down to san rafael because of earlier issues. even 37 getting in is slow. in marin, not a great commute. today's weather, here's steve. a lot of fog out there, sal. in fact, a strong push of it has moved way inland. it will cool down. no record highs for us.

february 17th. i'm dave clark. >> i'm tori campbell. quick check on weather and traffic. so steve, a little bit of change, at least we get fog. >> cooler. i want to mention, the great lakes ice coverage went from 54% to about 80% in one week. that's how cold it is there. it's only gonna get colder. we get the cooldown. it has nothing to do with the cold front. just has to do with what looks like a june or just fog satellite. that's the coastal fog bank. water temps are still warm. bodega bay is 57. monterey, half moon bay. about 59. they should be closer to 51, 52. low clouds, fog. also local drizzle. fog or sun. that fog might be slow to head back to the coast. it's rather expensive. lifted a little bit. we have pocketed where it's down on the deck. 50s on the temps. i'm not surprised. the fog is definitely making an impact. the delta breeze continues to

pick u if you have any -- pick -- it's gonna be cold all the way down to florida. zeroing in on the second snowiest winter for boston. snow has picked up again. it just won't stop. for us we get a little bit of a break. we don't have any record highs in the forecast. a lot of low cloud an fog. cooler, and breezy out university west. that breeze means 50s and low 60s by the water. sal, anything new? you've had a busy morning. right now we're starting off with a look at the east bay. just a lot of slow traffic on the san mateo bridge from hayward getting over to the peninsula. if you are driving that way. you can see how slow it is getting over to the foggy peninsula where you will see some slow traffic on 101. but really, the east bay has been the slowest commute. bay bridge toll plaza, backed up for a 20, 25-minute wait

before you actually make it on the bridge. if we go up to the bay bridge toll plaza, we can show you how much of a wait there is. there's a little bit of room on your left as you pull up. but it's not as bad as it has been. that's because interstate 80 has been very slow out of hercules el sobrante and richmond. superslow commute because offer afternoon dash -- because of earlier problems. we had an earlier accident. but this commute is a mess. not only on 58 out but on 680 heading south -- not only on 580 but on 680 heading south. >> a man is dead and his son is missing after a fishing trip that went terribly wrong. tara moriarty joins us from south san francisco where where she has heard from a relative and learned the missing man made a heroic effort to try to save his loved ones.

>> reporter: we spoke to the sister of the only survivor we know of at this point. she drove here from modesto this morning and she says her sister is clearly distraught because her boyfriend still hasn't been found. now, this is a picture of larissa. survivor we're talking about. this is a picture of her graduation that's recent. she was pulled from the bay around 2:00 this morning. she's at a nearby hospital and doing okay. but the two men she was with her boyfriend and his father were not so lucky. the trio took off from oyster point in a canoe to do some fishing around 1:30 yesterday afternoon. she said a wave hit the canoe, filled it water and they were unable to flip it over and then her boyfriend of daly city decided to swim to shore for help. >> she's not doing good. we haven't told her we haven't found him. >> reporter: larissa and the

were found one to two miles east of coyote point floating in the water in their life jackets. the father was taken to the hospital but later died. her boyfriend is still missing. crews have been working for for him nine hours. he was last seen wearing a blue life jacket and a plaque jacket with the word security on the back. we'll keep you posted on the search efforts. they are underway. but a full-fledged search is resumed to take place any minute. there is a new effort to warn consumers about the health effects of sugary drinks. a bill would put a warning label on sweetenped drinks with at least 75 calories per 12 ounces. the warning would read drinking beverages with added sugars contributes to obesity, diabetes and tooth decay. a bill failed to pass last

year. but berkeley became the first city in the nation to pass a soda tax. people are offering to help a bay area woman who is battling a flesh-eating bacteria. the lee family says their mother daisy thought she had a bad case of the flu. when she arrived at the hospital just over two weeks ago, she received the diagnosis of the potentially deadly disease. doctors were forced to amputate her right arm and she remains in critical condition. the family's go fund me site to help with medical expenses has raised more than $42,000 so far. the group a hosts san francisco's popular pink saturday event during pride week is stepping aside. the street party is held the night before the parade. but ut sisters of perpetual indulgence say violence has made it a challenge to keep going. in recent years there's been a deadly shooting, a violent robbery and a suspected hate

crime. scott wiener told the examiner he plans to work with city officials and the sisters to find other groups to host the event. 8:06. on "mornings on 2," in san francisco's very tight housing market, it's making some tenants choose between having a house and having a pet. the san francisco spca says in the past year, more than 200 dogs and cats whose owners had to choose between their pets and a place to live, well, those animals were brought into the animal shelter. rents have skyrocketed in san francisco. landlords can be pickier. more of them are saying no pets. >> a lot these animals that are losing their homes, they are really sweet and mellow. great pets. really, really unfortunate. >> the spca says many pets surrendered they are holder pets which makes it harder for them to make new homes. the spca is suggesting people with pets make sure your lease

specifically says animals are allowed. just in case you are protected -- so you are protected if ownership or management changes. there is a new effort to allow small pets on amtrak trains. right now only service dogs are allowed. a congressman wants to change that. he says if amtrak lets people bring small dogs or cats on trains in a carrier that might encourage more people to ride the chains. so far, he's persuaded amtrak to at least try test runs on two routes in illinois. people carrying pets have to pay $25 and they can't weigh more than 20 pound. we've had warm weather around the bay area but ice is forming at levi stadium. it's part of the final preparations for the first

my mother who was out visiting this weekend, she left sfo yesterday and got stuck at charlotte. her flight going home and the connection canceled. >> have to take care of mom. sal, you are taking care of everything else. the toll plaza, how is it looking? >> it's slow getting back to work. a lot of people are there. we're going right to the toll plaza. it is backed up for a 15, 20- minute delay. if you notice if you are approaching from 880 and you have a fast track transponder, it's not all that bad, i think a lot of people are held up on the eastshore freeway. and you can still see it's backed up solid from hercules all the way down into berkeley. we've also had some very slow traffic this morning on the livermore valley to dublin commute, 880 south and 680 south. almost everywhere is slow. not a great commute out there. as we get out to some of the

56 at noon. 60 some areas, i think outer snept, inner richmond, probably 58, 59. oakland yesterday, downtown another record high. not today. they were 75 yesterday. we'll go 62 on the temperature today because of the fog bank. a few high clouds. you can see some of the cloud cover rotating around. that's a sign of something in about five, six days out, there will be a low dropping down from utah or nevada that might bring in cooler air. i'm getting ahead of myself. the low clouds rather extensive making a strong push inland. some areas didn't have it for a while. now they do and 50s on the temps. had a couple of upper 40s. petaluma is at 52. the higher elevations took a tumble from upper 50s to 60s. now they are in the 40s. very cool air aloft. hillsborough 49. the delta breeze, that west wind, the onshore breeze has been picking up. that's a sure sign that will cool down even areas that don't

have the fog, it will be a westerly breeze. west-southwest concord. those are all directions we haven't seen. two bits up in truckee. 54 in monterey. the big news continues to be the -- avthe system that's going through the northeast right now, cold air from the great lakes all the way down to miami. i mean, it will get modified by the time it gets down there. but tampa may have highs in the 50s on thursday. there will be single digits to below zero for many in the great lakes. just incredibly cold. air is coming in and snow is back on the go in parts of boston. they are zeroing in on ve second coldest -- on their second coldest ever. a lot going on trying to break the ridge of high pressure. no screaming message that will happen. but maybe some subtle hints of a pattern change going forward. we do have at least a break from those record highs.

welcome back to "mornings on 2." 8:24. police in el cerrito are searching for two men who shot a woman last night during a takeover robbery at a little caesar's pizza. police say it happened about 8:20 last night. two men wearing hooded sweatshirts covered up their faces, went into the restaurant at san pablo and potrero avenue. they demanded money. one of them shot the female employee inside in the arm. witnesses last saw the suspects running through the shopping center parking lot but they didn't get a good description of them. we asked the police out there in el cerrito if robberies have been on the rise lately.

where should we begin. >> we'll begin with the nimitz freeway in the east bay, steve. slow traffic there on 880 northbound as you drive up past the coliseum. it is backed up pretty much from 238 all the way out to downtown oakland. almost every freeway in the east bay has had slow traffic. but people are having trouble getting to the bay bridge. let's take a look at the bay bridge. not all that bad. it's certainly backed up. i don't want to mislead you. but look at the 880 ramp. i think a lot of people are stuck trying to get to the spot. let's take a look at some of the east bay maps. you can see how slow it is. if i drag the map over to the fremont hayward area, it's very heading south the there is a lot going on. everyone is back after the holiday weekend on what feels like a monday but is a tuesday. back to the desk. well, the coast guard is still out there searching for a missing man on san francisco

bay. authorities say that a father, his son and the son's girlfriend set out in a canoe from oyster point in south san francisco to go fishing yesterday afternoon. two of the three people were rescued early this morning. they were floating in their life jackets near coyote point. the 22-year-old son, though, is still missing. well, family members are now gathering to support the survivor, 22-year-old larissa, she told her family that a wave just swamped their canoe so her boyfriend decided to swim to shore to get some help. >> filled with water and they tried to flip it over. they keep pulling water inside. they couldn't go back in the boat. that's all she remembers. >> the girlfriend and the man's father, they were brought to shore. but the father later died at the hospital. we're told that the missing man, lewis rugakaba was wearing

a life jacket. we'll keep following the story and bring you details as as we get them. fires are still burning in west virginia this morning after yesterday's big train derailment. 27 tanker cars carrying crude oil jumped the tracks, about 30 miles outside of charleston. at least 14 of the rail cars caught fire in this inferno. flames and smoke shot hundred of feet into the area. the accident in west var expected to raise a lot more -- in west virginia expected to raise a lot more concerns in the bay area. va remember low is proposing an increase in -- valero is proposing a increase in rail cars. broin flores has more. >> reporter: even before the accident, there was plenty of concern throughout northern california and in cities where they have reminefies are in the bay area -- refineries.

these are some of the tracks that could be carrying more barrels of crude oil if a proposal is green lighted. now, again the plan is to increase the amount of rail cars coming to the refinery facility in benicia. the company wants to run two trains, each with 50 taker cars carrying -- tanker cars carrying oil every day. the company has said the project is necessary to stay competitive on the west coast and that safe operation is a top priority but still the concern remains especially from residents who live minutes from the refinery. and for jerry hill. he's concerned about emergency preparedness. he recently wrote a letter to governor brown after 12 rail cars derailed a along the feather river. luckily those cars were carrying corn and not oil. but it did spill into the river and he said we dodged a bullet because and while there's

concern, some say bringing more oil into the state is good for the economy granted it's safe to do -- it's safe to do that. >> i think the local residents pay attention to how the refineries do their regulations and take care of the matters. i've seen them take care of things quickly around here. so i think the residents, that they would -- if they would rather of that not happening they would be concerned. >> reporter: according to the state commission, oil by imports are only expected to jump 1 million barrels. that jumped to 16 in 2013. officials estimate that could increase by over 100 million barrels by 2016. but as we take it back out here live, it's something that's not going to happen overnight. it's being reported that city officials are re-examining the environmental impact report

grocery store chain by the end of the month. raley's and nob hill stores are removing tobacco products in store shelfs to premost health and -- promote health and wellness. janine de la vega has more. >> reporter: this nob hill in campbell ran out of cigarettes and they never reordered them. that's what's happening company wide. i did speak to a worker earlier inside who tells me that they still get customer asking for them. management says by the end of the month, cigarettes will be completely off the shelves at all 128 stores in northern california and nevada. the grocer based in west sacramento says the decision was paced on the health and happiness of its customers. they targeted cigarettes in particular because they say the evidence against tobacco products was too hard to ignore. a spokesperson said there's

8:45. millions of people were set to apply for immigration help under and order from president obama. pam cook is in the studio now to explain how they are now facing a big roadblock. >> the roadblock comes from a federal judge in texas who claims the president overstepped his legal boundaries in his plan for immigration reform. the white house released a statement in response. it says, the department of justice legal scholars, immigration experts and the district court in washington, d.c. have determined that the president's actions are well within his legal authority. now, the president's order would have allowed almost 5 million people who were in the u.s. illegally to be protected

from being deported. they are up documented immigrants whose children are u.s. citizens. applications for the programy set to begin tomorrow but the texas judge claims that president obama exceeded the legal authority with the order. he also says this will be an unfair burden on the economy. critics say adding millions of people to the work force will bring down wages for all americans. but many economists argue that it will actually make sure that these workers are paid a fair wage and pay their fair share of taxes. now, the texas judge's ruling gives 26 states time to pursue a lawsuit that claims to permanently stop the president's order. the justice department plans to appeal the decision. this could be another case that ends up at the u.s. supreme court. dave? >> thank you. 8:46. new this morning, we're finding out that the 22-year-old gunman in that weekend terror attack
