good afternoon. i'm tori campbell. we begin with breaking news this noontime in the north bay. firefighters are battling a big fire in a rural neighborhood just west of santa rosa. the santa rosa press democrat shared this video with us. you can see flames engulfing the house. a lot of smoke and first responders were not able to enter that house. there have been reports of multiple explosions. the fire started around 10:30 inside a home on romondo drive. everyone was able to get out. one neighbor said one of the

explosions woke him up. the source of the explosions and the cause of the fire have not yet been determined and we have skyfox on the way up to the scene of this fire. if we get more information, we will bring it to you during this newscast. a plume of fire is also burning at a southern california refinery after an explosion that some say sounded like a bomb went off. here's what we know right now. fire officials in torrance say there want an exploetion in a processing facility at the exxonmobil refinery. it happened around 9:00. you can see two hours later, fire crews still putting water on the fire. they say they suspect gasoline caused the blast. two people suffered minor injuries but were not hospitalized. the refinery is using a flare to burn off more flammable material. officials say there is no shelter in place in effect in the torrance area. and skyfox was over the scene about 30 minutes ago

where the highway patrol arrested a wrong-way driver in milpitas following a lengthy chase. the chp says the man was driving south on the northbound shoulder of interstate 680. they used spike strips to stop the man's car and the chase ended near jacklynn road in milpitas before 11:00 a.m. the same man was the subject of a chase in the central valley this morning that was called off. as the west coast port labor dispute continues, the impact is growing for retailers and even the auto industry. brian flores is in our newsroom to let us know how the negotiations are going today. good afternoon, brian. >> reporter: good afternoon to you. this is the second day that labor secretary tom perez has been involved in the talks and we're hearing that the meetings are positive and productive. it remains if a deal will be in place. yesterday, perez met with the long shore and warehouse union and the pacific maritime union. those meetings will continue

today. it's been nine months of trying to reach a deal. and some retailers are feeling the effects of the dispute now. it's being report that naval orange to washington apples are just sitting in large containers at a port in los angeles rotting in the sun. auto retailers are concerned. honda tells cnn they plan to reduce production in the u.s. because of parts shoressages -- shortages and some retailers like you will lululemon have clothing stuck in ports. a statement by the u.s. labor officials say, secretary perez made clear that the dispute has led to a negative impact on the u.s. economy and further delay will cost tens of thousands of jobs. and will cost businesses hundreds of millions of

dollars. experts estimate that a full shutdown of west coast ports could cost u.s. economy $2 billion. tom vacar will have an update on the meetings tonight at 5:00. back to you. >> thank you, brian. four people are behind bars this afternoon in connection with the stabbing inside a walgreens store near san francisco's union square. the attack happened just after 2:00 this morning at the store on powell street between ellis and o'farrell. police say it began with an argument between two groups and someone pulled a knife. one person was stabbed in the do back during the fight and they were taken to the hospital in stable condition. a second person was punched in the face. the attackers ran from the store and a large number of officers searched union square taking several people into custody and blocking off one area with crime scene tape. police have not said what the motive was for the assault. parents and students will be outside an ash wednesday service in san francisco tonight to protest a morality

clause for catholic schoolteachers. the archbishop sparked outearlier this month when he imsupposed new guidelines for teachers at four -- imposed new guidelines for teachers at four schools. eight state lawmakers are urging the archbishop to reconsider. a daly city family is grieving the loss of a man and his son when their canoe capsized. the pair along with the son's girlfriend left oyster point on monday afternoon to go fishing. relatives say their canoe got swamped by a wave after an air and ground sawyer of. they located the two missing. both were wearing life guests. the young woman is now recovering at seton medical center. after nine hours in the water, the father did not survive.

he worked pat a a -- at a san francisco restaurant. >> there is a lot of grief. when you work with somebody and you enjoy -- having them around you for eight hours a day. it makes a bick -- bick -- big difference. san francisco 49ers' player chris culliver will be back in court in about an hour to face criminal charges. he's charged with felony possession of brass knuckles and two misdemeanor counts of leaving the scene of an accident. a judge is expected to set a date for the preliminary hearing in the case. police say 26-year-old culver was driving recklessly when he hit a man riding a bicycle. he's accused of trying to drive away but witnesses blocked his car until police arrived. president obama is hosting

foreign dignitaries at the white house for a summit on how to combat violent extremism. joel waldman is live with the ideas expected to spark debate. >> reporter: president obama is hosting community leaders from around the united states as well as dignitaries from some 60 countries around the world. the aim of the three-day summit, preventing violent extremism particularly in the middle east. awaiting the hearts of minds who may be lured in the world of violent, treatmentism treatment -- extremism. >> there has to be more than a military response. it requires not only a whole of government effort but a whole of society effort. >> reporter: in the past few days, isis released a video showing the beheadings of 21 coptic christians leading egypt to attack a group inside libya. reports out of iraq say 45 iraqis were bushed alive in a

similar fashion to the jordanian pilot held in isis. also, kayla mueller was reportedly killed while in isis custody. this along with a recent attacks targeting jews in europe have republicans slamming the administration for refusing to call this a war against religion. >> this administration simply doesn't understand the world that we live in and that's probably as dangerous as anything. >> reporter: attendees will participate in breakout sections all day long. the goal is to stop terrorism before it starts. president obama is set to address the summit later this afternoon. at the white house, joel wauldman, fox news -- waldman fox news. pakistan security officials say a health worker, his driver and two security guards were shot to death. the teen was captured by taliban militants on friday in a district close to the border with afghanistan. their bodies were found today. it's the latest in a string of attacks against vaccination

teams. 70 polio workers have died during the past four years in pakistan. the taliban banned vaccinations in 2012 after u.s. navy s.e.a.l.s killed osama bin laden. in preparation for the raid, the cia stent a local doctor in bin laden's home. the man claimed he was conducting a hepatitis program. some even believed vaccines are part of a plot to sterilize muslim children. now pakistan's government has launched a nationwide program to inoculate 35 million children for polio. the world health organization says the number of pole yoel cases in pakistan has now reached its highest level since 1999. san francisco police are increasing patrols at delores park after vandals cost thousands of dollars in new damage. they hot wired a construction cart and did doughnuts on a field recently planted with grass.

they damaged a new irrigation system, tagged a cement roof at a new storage facility and lit a fire to make smores. it all happened in the midst of a renovation project. >> we want people to use it, have a good time. but don't trash it. don't vandalize it, don't demolish it. don't respect it. >> police made two arrests in the weekend incidents. they are asking contractors to remove fence covers to make it easier to see if anyone is causing trouble. it's a legal loophole to avoid driving through a dui checkpoint but it's stirring up a lot of controversy. the simple sign an attorney says will prompt police to wave you through. hazy skies around the bay area. mark tamayo joins us next with a look at the fog and low clouds and when things will clear out. south bay students take action to help those in need right in their own backyards. the service project is earning them a ticket to "we day."

he says you should put the flier up to the window along with your license and registration for officers to read. he claims this is a legal argument meant to protect sober drivers from being falsely arrested. >> common complaint that i hear is you are helping drunk people get away with it. using this car requires you to be silent, patient and follow instructions. those are tree things that drunk people are jen. ly not good at. >> if they have somebody to hide, i don't -- i'm not for it. >> many groups, including madd, say the signs provide a legal loophole that may allow drunk drivers to get away with breaking the law potentially putting other drivers at risk. napa county firefighters are standing watch to make sure large barn fire does not flare up again. the 4,000-square foot barn is in the southwest napa area near the sonoma county line. fire crews received an emergency call just after 8:00 last night. it took them close to an hour

to contain the fire. the barn and five all-terrain vehicles stored inside are heavily damaged. investigators don't know yet what started the fire. it's only february but calfire is already gearing up for a busy fire season and planning to hire 100 new firefighters. 1200 people have already applied for jobs and 300 of them were intervient -- invited for interviews at the cal morgan headquarters. calfire says this year has already been more dangerous than usual. >> we've had about 160 fires already since the first of the year. woulderary looking at -- we're looking at half of that normally. >> calfire is preparing for what it is calling an active fire season. that's because the combination of warm, spring days with some rain, creates enough vegetation to start fires. ktvu is once again the proud sponsor of "we day." you cannot buy tickets to the

concert event. children must earn a seat by making a positive difference locally and globally. this week we are sharing stories with children in schools doing just that. today we're visiting jesuit high school where they are using their service schools to help them get to "we day". >> reporter: the director of service is looking through applications to attend "we day." a fabulous event that students can only attend thru public service projects. in this school every student comes from a low-income family. >> and the other thing that makes this unique is they go to work, working at corporations like adobe, cisco systems, hewlett-packard, catholic charities, goodwill, the tech museum, santa clara university. >> reporter: to qualify, the students prarnt patted in we scare -- participated in we scare hung grer donating food to sacred heart, a local food

mark tamayo is here with the midweek forecast. stubborn low clouds and fog. we are expecting more sunshine as we head into the afternoon forecast. our live camera right now looking out towards the bay. in is the dividing line between the cloudy skies to the north and the clear skies to the south and still a lot of haze over san francisco bay. on stormtracker2, you can see the high clouds approaching northern california but we just had the low clouds and fog out towards the central valley. i was talking about the coverage focused up in the northern half of the region. you can see out towards santa rosa, petaluma, right around novato as well. still some stubborn overcast out towards 101. pushing the maps to the east bay out towards berkeley and orinda. partly cloudy skies for walnut creek and then pushing the maps to the south. north of the bay bridge, here we are -- here we have the clouds. san jose reporting just hazy

sunshine. current numbers are in the upper 50s. in the 50s to the lower 60s. walnut creek right now checking in at 61. san jose in the upper 50s and santa rosa still some overcast there. checking in at 54 degrees. here we go with the forecast headlines. patchy low clouds in the short term, clearing skies for tomorrow and the winds do pick up this weekend. you heard about the fire danger already a concern. we could have an increase in the fire danger somewhat by friday and into saturday and sunday. so for today, just still some patchy overcast out there. temperatures in the 60s. this area of high pressure, this was the source of the record heat all weekend long. this is kind of moving out to the east. as a result, we have more of an onshore breeze. this will be the forecast for tomorrow as well with some morning fog, afternoon clearing, skies becoming partly sunny. a dry weather pattern that will continue but possibly by the end of the month. the forecast models converging thinking we could have a rainy pattern as we wrap up february. tomorrow morning, shoring you

another round of overcast for your thursday morning. skies becoming partly sunny but patchy fog near parts of shoreline for the afternoon. temperatures for this afternoon, mainly in the 60s out there. warmest locations flirting with 70 degrees out towards antioch, livermore, mid 60s and a look ahead to your five-day forecast, no major changes. the numbers will warm up slightly pie -- by friday and we'll clear out the fog and boost the fire danger. probably not a fire weather watch or anything. possibly by the end of the month, we're getting excited about rain chances. >> all right. keep our fingers crossed. >> yes. >> thank you. today is the day bay area baseball fans have been waiting months for. spring training is underway for arizona for the san francisco giants. pitchers and catchers reported today. the full squad is set to report on monday but some position players showed up today. here's hunter pence sporting a

stocks are mixed as traders look over just released minutes of the last federal reserve policy meeting where the feds policymakers do not appear ready to start raising interest rates any time soon. stocks have been down along with the price of crude oil down 2% right now. taking a live look at the big board, the dow is down 7. the nasdaq is up 6 and the s&p is down 1. b.a.r.t. has obtained a $5 million federal grant to start work on new technology that could save workers' lives. b.a.r.t. asked for the federal funding after two workers were killed two years ago while working on the tracks in walnut creek. the goal is to protect crews working on or near the tracks by sending a warning signal on the special device when a train is approaching. b.a.r.t. official says the system will improve safety and let trains

operate at normal speeds even when maintenance crews are at work. b.a.r.t. and uc berkeley are teaming up to develop the system. officials hope to have it tested and up and running before the end of 2017. the san jose airport's released video of its staff responding to the latest security preach. this is video from the airport on january 29th. it shows workers driving to apprehend a man who scaled a fence and walking on a vehicle service road. staff held him until police arrived. an airport spokeswoman would not say what section of the fence the man was able to climb over but did point out he did not access the runways or aircraft. since the incident, the airport has increased inspections. >> i think somebody needs done done here locally, whether we need somebody patrolling the fences. i don't know. i don't have the answer.

technology should be key. >> the airport is working with the national safe skies alliance to work for ways on what technology it should invest in for security purposes but airport officials say they are still working on ways to secure funding for that. a missing runner was found safe after spending a chilly night on mount tam. 33-year-old nathan wilson of san francisco left for a trail run yesterday around 3:00 p.m. his fiance called authorities about 2:00 a.m. when he didn't return home. marin county search-and-rescue crews say he had no cell phone, light off map with him and he was just wearing running shorts and a shirt. spent the night by a creek. this morning, he found his way by a car where he met up with rescuers. her name has been familiar for for-- decades. hillary clinton. cnn asked voters about possible candidates. half of them said hillary clinton represents the future more than the past.
