be careful. 50s mainly. a few 40s but 50s out this. it will lift sooner today. there's a little northern background in sacramento valley and right there, that's going to take care of some of that fog later. a lot of high clouds in southern california, and changes in the sierra in a big way. for us visibility is a big story here about a quarter of a mile for some. 3/4s for others for two. napa and fairfield, 2.5, 50s, i doubt these changes much at all. most locations say cloudy, there are some of the higher elevations, they've warmed up and high pressure building in for a day and that should take care of the fog. it's the cold, the very cold temperatures, down to florida. tampa is 32, it's 16 below the wind chill in pittsburgh, 17 below in cleveland, and new york city 14 below, philadelphia 14 below, those are the wind chills.

so southbound 680 looks okay from pleasanton heading south. if you're going to the pay bay it's backed up. no problems on the san mateo bridge and that would be a decent all the nat for you. 6:023 let's go back to the desk. a possible investigation in sonoma county. we're joined from santa rosa a where a woman says she was able to escape from her captors. >> a 22-year-old woman was held against her will for thee weeks, she was kidnapped and sexually assaulted and beaten inside this home. it's a rural property and sits on two acres of land has a main house as well as some outbuildings and trailers. these are pictures from the press democrat. they show the sheriff's deputies and s.w.a.t. detaining people. she was able to escape because they left a door open at the

house. she was held at gun point and her kidnappers brought her here. we've reached out to the cher rev's at the present time. there are a lot of unanswered questions. she came from this point where we are and went to the petaluma police station which is 15 miles away rather than going to the santa rosa police department, there's still a lot of questions that remain to be answered we're hoping to get them to you and get them through the newscast. i'm tara more quarterback to you -- tear a moriarty, back to you. crews went to an oakland autobody shop. crews tell us getting to the fire was difficult because of a heavy locked gate and other security measures and the flames seemed to be spreading fast. >> any time you go into something like this. you have a number of combustibles and you have the

fuel in the cars and there's any number of things. >> two cars inside of the shop burned. the cinder block walls kept the fire spreading from neighboring buildings, but it took an hour to put it out. your time is 6:04, later we expect to hear from the oakland raiders about a proposed stadium deal which if it goes through will send the raiders back it southern california. they said they're committed to oakland, but they have to support other options which include a stadium in carson that they would share with the chargers. and alex savage will tell us more about the rivals teaming up. >> they're bitter rivals on the field but now they're teaming up trying to get a new stadium built in southern california. the two teams would share a privately financed $1.7 billion stadium. these are artist renderings of

that facility that could go up. the raiders and chargers bought a 160-acre site there and hired an architect. the raiders have been unable to get a new stadium built in oakland and the team has been exploring options in other cities for quite some time. now, of course, this latest proposal puts quite a bit of pressure on oakland's new mayor to get a deal done that would keep the theme here in the bay area. >> the raiders first priority is to stay in oakland, now, obviously, they have to explore other options, they have done that before. i'm sure they will do it again. but, i am keeping focused on keeping my sports teams in oakland. >> of course, raiders fans, we've talked to are worried about the silver and black once again leaving for southern california. the team played in l.a. from 1982 to 1994. the raiders and the chargers put out a joint statement about this latest proposal which reads if we can in the find a

wife. he drove to his wife's house on january 28 and fired shots in the home. the beautiful asheep at the time was not hurt. a week earlier goodner threatened to kill her so she got a restraining order. >> i cannot speak for mr. goodner, it could be signs of mental illness or ptsd. >> the bail is set for $1.8 million. a san francisco family who lost their home in the fire in the mission district are getting help now. the hard rock cafe hosted a fundraiser for george flores and his wife lucia who works at the cafe. he suffered burns in the fire and is recovering. he was left with huge hospital bills and then when his wife and son were staying in the shelter, someone broke into the car. the hard rock cafe auctioned

off and donated prizes and gave a portion of the profits to the bay area family. mike honda spoke out about his grandchild who is transgendered. he hopes his grandchild can go to school without the fear of being bullied. she started saying her name was melissa at the age of 2. >> she was born a boy, they say on the certificate, the gender was put on her, she was born as melissa. and she identified herself when she could speak as a girl. >> honda says his family as been on a journey of acceptance and support, and his tweet was meant to open up some dialogue. >> it has. your time 6:10, still allowing south bay deputies to

. it's bitterly cold in the northeast and the mid part of the united states, temperatures dropped in minnesota and in indiana there are ice rinks causing a multiple pileup on the interstate. and more snow is expected in several states over the weekend. several schools are closed today because of the record low temperatures. some good news, six dogs in chicago, they're warming up in their homes after they spent a cold night inside of a stolen van. those dogs were inside of a doggy day caravan when the driver of the van was carjacked

wednesday afternoon at gun upon the. the dog was found less than 24 hours. the owners of the dogs were worried that the dogs wouldn't survive the record low temperatures. the van and the dogs were abandoned and they're still out there searching for the people who stole the van in the first place. the lowest level workers of wal-mart will paid $9 and $10 next year. the federal minimum wage is $# .25 and wal-mart is under pressure to increase wages and it could force other retailers to follow suit. they're the largest employer with 3.1 million workers. it will cost the company $1 billion a year. sacramento mayor kevin johnson says he wants his signature taken off a letter supporting the bill to raise the state's minimum wage.

his name is among the signatures of several other mayors including ed lee and lib by. they're trying to raise the wage to $13 by 2017. he said his signature should not have appeared on the letter in the first place. >> how did the signature get on that letter? >> it was a mistake, the mayor has been leading on this. >> he's proposed raising the minimum wage in sacramento, but he's against a one size fits all state law. what works in san francisco may not work in sacramento. if all goes well giants manager bruce bochy will get out of an arizona hospital today. he had two stents inserted into his heart after complaining of discomfort on wednesday during his annual physical. when he didn't feel good yesterday, the teen doctors said hey, you know what you

need to go to the hospital. bochy told the report, he's in good spirits, he should be back with the team in a couple of days. major league baseball is expected to announce three rule changes designed to speed up games. that's according to ken rosenthal of fox sports. they tested out some different rules during the arizona fall league. starting this season, they must challenge a replay from the dug out rather than the fatter. and the batter has to keep one foot in the batter's ball and play has to resume promptly. once the broadcast returns from a commercial break. >> sometimes those games are a bit long. >> that's right. >> and our child needs it sleep when he's out in the ballpark, it's rough. >> i'm telling you. >> you try to keep things

reducing visibility. it's a mile for some and 3/4s for others. 50s on your temperatures. low, mid, 40s, a lot of 50s, a lot of fog yesterday, keeping temperatures cool there, upper 40s, blackhawk, they're all on low 50s, the cold just keeps the beat keeps going on. there's areas in michigan, 28 below, chicago is two and atlanta is 20, wind chill down to tampa, new york city is 6. it's the wind chill, all time record lows are coming in. washington, d.c., by the way hit 5 degrees this morning breaking the mark of 8 set back in 1896 and the temperature 5 this morning was the coldest temperature beating the coldest from last year. 19 below, pittsburgh 16, 14 below new york, 14 cincinnati, and april, it's a smashing record low going back 100 years for us. maybe sneak underneath out of

and our focus will go to from -- come from a system to the north. by saturday afternoon, if you're up in the sierra, look at that. sunday afternoon snow showers pop up and some of those could drift back from the sacramento valley. ising to keep an eye on. it won't last too long, but there's a couple going on. we could get a few little showers here sunday afternoon into monday. today we start with fog and sunny afternoon, light breeze and picking up slightly. 60s on the temperatures and low 70s. if it lingers a little bit, i don't think it will, it will burn off sooner today. it it will bump up today. mostly saturday and pop up with clouds windy and cooler on sunday. if you are going to the sierra there will be a big change for the weekend. we'll keep that in mind. >> it will be breezy. >> and we're getting snow, i like that. a little snow.

. welcome back to mornings on 2, the time is 6:24, the next phase of demolition is on the way under the home of 49ers and it has some neighbors concerned. >> crews are now tearing down the exterior of candlestick park. the entire process is expected to take five months. the demolition is noisy, and neighbors say they're worried about the risk of particles of dust and asbestos. they've not been able to check the dust particles themselves and officials say there are no asbestos particles so far.

freeway, it's a better call. the traffic there is not that bad ones you get to that freeway. the public, you will have a chance to hear more this afternoon about a proposed mobile phone tracking program in santa clara county. brian flores is joining us live in san jose and you have the details and also the privacy concerns that are being raised. >> reporter: the sheriff's department says this system would primarily be used to catch criminals and find missing people. there are privacy concerns and those concerns will be addressed here at the sheriff's department later this afternoon during a public meeting. from what we understand the system will be used to triangulate phones by using existing networks, it could include location of a missing person and requiring data on criminal activity. the department says the system can be used if a judge signs a warrant to allow it dependent on and situation. it can be used in life and

death situations and after it's been used it will have to get a signed warrant by a judge. the system is fully funded by the department of homeland security at a cost of just over $500,000. a similar system called a stingray is being used in other parts of the bay area. this is what it looks nick in the story last year. it tells nearby cell phones to connect to it by using normal cell towers. it can create a cellphone within 9 feet. the concern with all the surveillance is privacy and the information that is gathered. the meeting is scheduled for 1:00 at the sheriff's office. some of the people expected to be here include members of the ncaap, the asian law alliance and staffers from the santa clara county department as well. >> thank you brian, we'll talk to you later. the time is 6:34, if you're

an at&t user you may be asked to pay more money for privacy. the company is testing a superfast internet service in kansas city. it's advertising two different plans, one is advertised as tracking free, 99 a month and the other is $70. here's the catch. the lower price means the company will track your search terms and browsing history in order to target pop up ads. >> the reason you're able to offer the lower price, it's subsidized based on your preferences and how you're using the web. those things cannot be disabled because it's at the isp level. >> here's something else, you can't protect yourself by erasing your internet history or using an ad blocker. you can only avoid being tracked by paying the higher price. >> san jose police have arrested two people in the killing of a security guard

that was trying to stop a robbery. manuel was there seeing someone stealing a box of cigars. someone in a get-away car shot him from the get away car and the father of two died and they've not released any information about the suspects. two men backed a van right into a camera store on california avenue yesterday morning smashing plate gas windows. the owner said they didn't take much in value, but repairing the damage will cost thousands of dollars. and police are looking into the palo alto burglary that is connected to a video from last week. two arrived outside of an audio store on market boulevard on february 9th. they broke the door with a sledge hammer and pulled apart display cases and stole

equipment. u.s. labor secretary thomas perez has issued a ultimatum to the west coast port labor dispute. he wants the shipping companies and dock workers to agree on a deal today or they're going to have to move the talks to washington, d.c. negotiations broke up late last night. the only remaining issue is whether to change the arbitration system that dock workers are useing to resolve work place conflicts. operations are to resume today at the port of oakland. dock workers walked off the job to go to a union meeting to go through the day side shift. >> we need to settle it immediately, we can't wait now. >> while negotiations go on billions of dollars of cargo go and there are 28 west coast sports. >> they're working around this port dispute.

it's cutting the production by 5,000 cars. they can't ship parts to assembly lines. production has been cut by 20,000 cars. in some cases honda has been forced to suspend production of cars. these cars are affected by this, and it's not clear if consumers will have to pay more as a result. the transformation is almost complete at levi stadium for the match up with the l.a. kings with the sharks. we have a great view of the ice, do you have a big shark head. i saw it was delivered there. >> reporter: i'm sorry, it's really hard to hear you, but i think you might have asked me about a shark head. i do not see it here. but, it looks really different here. you can see where we were sitting, it's still a distance away from the actual rink,

maybe about 100 feet. but, this is, you -- compared to what hockey fans are used to in indoor arenas, this is getting hockey back to its roots in an outdoor setting. it looks different inside here. it's quite a process to make an ice rink in an outdoor arena. they've used insulated tarps and the sharks will be facing off with the kings, at that's huge rivalry. this is a regular season game. but, they're fitting for a playoff spot. thousands of people are expected to be here, 30,000. if it's an indoor setting, organizers are saying it will be a behind up atmosphere. >> it's just not -- it's not two ordinary teams, it's two california teams fighting for a playoff spot and it's going to be great. >> there's going to be lots of

entertainment. melissa elrid ge is going to be playing. there will be a shout to the sharks players. fans will be asked to use their mobile device, they're going to activate a stadium app that will connect to everybody's phones and the phones will synchronized into a multicolored light know. it will be interactive. the same rules apply as if this were a football game as far as what you can and cannot bring into the stadium. there will be a lot of traffic around here. so, be prepared. we expect to see some more, maybe activity of them preparing the ice. again they're protecting them from the elements maybe the next hour or so. later today, the sharks and the kings will be practicing out here and they're going to get a chance later on in the evening to bring their families out here on the ice so they can get a chance to stay out here and enjoy themselves. that knees. thank you. the time now is, what time

rivals, the san diego chargers. both teams are looking to build a stadium down in southern california. this is a stadium that the two teams would share. it would be privately financed. it would cost $1.7 billion. and you're looking at the artist's rendering of that stadium that could go up in carson. the raiders and chargers have bought a 160 site there. they've hired an architect and they're planning to pursue a ballot unish active to get approval for the stadium by the ballot. the team has been exploring options in other cities since they have not been able to get approval in oakland. they're upset about the possibility of the silver and black leaving again for southern california and the idea of them playing alongside the rival charges, well it only adds insult to injury. >> my heart is gone now.
