t just arrived on the scene. what have you learned so far? >> reporter: you can see that san pablo was roped off as police investigating. i did get a briefing a short time ago. they did not have much information to share, but here is what they told me. that they had a vehicle collision at least two cars. it would apparently 3, i'll get to that in a moment. they had two vehicles hit that collided here at 32nd and san pablo. and apparently, there were pedestrians in the area of that collision. two pedestrians were hit. as i understand it, from talking to family members here on scene, the pedestrians were male. one of them was taken to the hospital. the second pedestrian was killed here at the scene. his body remains here at the scene as this investigation goes on. there were very upset family members here at the scene. so they believe that they know who that victim is. they say it was a father of two

who was walking down the street here after attending a charity event at a nearby park. now it is a fairly confused situation. what we have here are -- we have two cars here. one of them a pickup truck. apparently involved in this accident. and also a tan car that you can see just past 32nd street with a broken window on front. now, the police say that this is a hit-and-run accident and they say it's a hit-and-run, in the sense of one of the drivers of the cars took off on foot and they are searching for that person now and police say that there is also a second vehicle involved in this hit-and-run. another vehicle involved in this hit-and-run. a third vehicle they are looking for. police say they have no description of that car that they are looking for, that they believe was involved in this accident that took the life of one pedestrian and injured another. the national anthem, pledge of allegiance, chants of yes,

we can. it wasn't a pep rally, it was a news conference down in southern california to announce a possible shared stadium between the raiders and the chargers. the move would be the raiders second to the los angeles area. carson is about 15 miles south of los angeles. the teams picked a 168-acre site between the 110 and 405 freeways. it vacant right now, but it's a piece of land the nfl has had its eye on for awhile. ktvu's mike is in our newsroom with information on who was at that news conference. more importantly, who wasn't there? >> raider and chargers officials were nowhere to be found. the tug of war has begun. you have the city of oakland on the other. not shy about how they are feeling. >> raider nation in the house. welcome raiders. welcome chargers. team carson. >> today's 50 minute news conference, 15 miles south of

los angeles had the vibe of a pep rally. what officials say would be a privately financed, $1.7 billion stadium for the raiders and san diego chargers. no team officials in attendance, but plenty of politicians. >> it will change carson for the better. in a very dramatic way. >> we want the raiders to know, if you can't work it out with your cities, we welcome you with open arms here in carson. >> the raiders and chargers said they are pursuing the carson stadium option. >> i think without question. without question. mark davis would prefer to stay in oakland. >> scott, the new executive director of coliseum authority says he is meeting with the raiders organization on tuesday. >> i want to hear their view of the world. what does your idea of a venue and a deal look like? >> we're not overly confident about anything. we're optimistic that given the

ultimately, 3/4 of the nfl owners have to say okay, we agree, it's time for you to go, or the rams, or the chargers. a lot has to be approved. >> like the woman said, calm down, this is home. thanks, mike. at ktvu.com, we posted the complete statement that was released by the raiders and chargers. you'll find the coverage on our home page. it happened after people inside the restaurant suddenly startedded to feel sick. ktvu fox 2's julie haener here now to tell us it all started after someone threw something into the restaurant. >> frank, that's right, san francisco police are investigating an incident this morning in which authorities say someone intentionally released pepper spray inside a landmark san francisco restaurant. it happened about 10:20 this morning at bistro inside the bakery on fisherman's warph. a call went out to 911 after people eating and working inside complained about something making them sick. hazmat investigators thought

the source may have been fumed from a refrigerator. after testing samples inside the restaurant, it turned out the irritant was pepper spray. >> i started coughing and my granddaughter started coughing and everybody in the restaurant started coughing. we just got up and walked out. we didn't know what it was. >> we have witnesses that a homeless person came into the building and discharged pepper spray and that is the source of the irritant. >> in all, medics treated 11 people, including tourists from outside the bay area. firefighters say no one was seriously hurt. managers decline to comment publicly on the matter. so far tonight, there is no word of any arrests in this case. frank and gasia, back to you. >> san francisco giants manager, bruce boche is out of an arizona hospital after a heart procedure. he had two stints inserted in his heart yesterday. he had been feeling some

discomfort for a couple of days while at spring training when he experienced more pain yesterday, team doctors recommended that he go to the hospital. boche's son who works with the team visited his dad at the hospital. he says his dad wanted to be with the team, but was ordered to stay away. coming up at 5:45, you'll hear from the team about this heart scare just as the season starts. privacy issues are being raised because the santa clara sheriff's department is looking into a system that would allow deputies to track people through their cell phones. help find criminal, people who are missing, or others based on court orders. the sheriff's department says the system would not be used to monitor or track a person's every day activities. a similar system called, a sting ray, is already being used by other agencies in alameda county and san jose. it works like a decoy cell tower that tells nearby cell phones to connect to it instead of normal cell towers. >> i don't like the idea of a lot of the government

attracting. i think that horse is already left the barn. and i think the apple and you know, price line and everybody else know more about me than the government does as it is. >> the device would be paid for through a $500,000 homeland security grant. it is on the agenda to go before the board of supervisors at their meeting next tuesday. >> bill cosby's two bay area shows has been canceled. he had concerts in june 7 in cupertino. cosby canceled a number of shows over the past few months and more than 20 women have made sexual misconduct allegations against him. some women say cosby drugged, then attacked them. he is not being charged with any crimes. those who bought tickets will be given a refund. if it's true, it's a frightening crime. a 22-year-old woman says she was kidnapped and held for three weeks in santa rosa. she says she finally was able to escape just yesterday. john in santa rosa now with

what we know about what happened. and john, investigators aren't saying a whole lot. >> they are saying very little conclusively. they do have an injured victim and trying to figure out if what you are saying is true. they made no arrests. >> the piece of property sits just outside the santa rosa city limits. to neighbor, the property is infamous. >> it's a little disturbing. >> on thursday, a s.w.a.t. team raided the property searching for evidence of a horrific crime. these pictures were taken by the press democratic newspaper. >> there's a lot f police activity going on here. >> the woman was kidnapped at gunpoint in the roseland area of santa rosa. she escaped on wednesday. >> she apparently saw an avenue of escape, which might have been a door or a window or some way to get herself from where she was held. >> she told police that she was held captive in the huge gated come bound, beaten and sexually assaulted. >> we believe from our

indications right now, everything the victim has said, we follow up on all investigations and when someone comes alleging sexual assault, something as dramatic and tragic as this, of course we'll look into it. >> a couple who appeared to live in a trailer. the man declined comment. when asked about the alleged kidnapping, the woman said you better ask her, referring to the alleged victim. investigators say she had injures consistent with being beaten and sexually assaulted. >> like anyone who has been through a traumatic assault like this, she is going to take some time to heal. >> neighbors are appalled by the case. >> surprising, you know, we had no idea a couple doors down, something like this could be happening. so, hopefully it's not true. >> as i said, despite yesterday's raid, no one has been arrested. that could change. frank, back to you. >> so john, we know this alleged victim here is 22 years old. do we know anything else about her? where she's from or where she is now? >> they are saying very little

about the case. they haven't said much at all about the victim. >> john in santa rosa tonight, thank you. police in san jose released new details about two suspects who are accused of killing a security guard. they provided these pictures of 22-year-old, juan hernandez and 20-year-old, richard cruz. both men were booked into santa clara county jail two days ago. they are accused of shooting and killing manuel as he worked at the b boss nightclub last saturday night. he witness add robbery at a nearby liquor store on north capital avenue. he is a father of two. he was shot when he rushed over to help. >> police in marin county are looking for a gunman who targeted the maintenance man in marin city public housing. live now and christian, the man was shot a number of times. >> that's right. at last report, he was in critical condition. i have had a chance to talk to several neighbors.

the victim was working as a maintenance man in the gold gate village unit when he was shot. now at last report, the victim was in critical condition and marin general hospital. the victim did grow up in the area. investigators confirm that the victim did live here in marin city. there's no word on what led up to the shooting. the victim was awake and was able to discuss the shooting with investigators before he was taken to the hospital. >> we are working a few very strong investigative leads at this point. there's not a whole lot we can share just yet. >> at one point, we did see a number of officers staged at a nearby apartment complex, conducting a search for the suspect in this case. now at this point, there is no word on who that suspect or suspects might be. >> christian, live in marin city tonight, thank you. a plan to use explosives to bring down the old bay bridge.

boy riding a very special bike. >> as soon as he knew he was going to get on it, he would start clapping and flapping his arms. all you can see is teeth. teeth and eyes on that boy. >> tony was born with a rare genetic syndrome. so rare, there are only a thousand known cases. it's caused by the loss of a chromosome. it left him to function as a three-year-old. he can't walk or talk and he is autistic. there is no cure. >> good job. >> he is well cared for by his mother and 12-year-old sister. >> he rarely complains. and he is just a loving social guy. >> there is clearly much tony cannot do, but what he can do with help is ride. today, tony was able to borrow this specially designed bike, he used to ride it at his previous school, but his current school doesn't have one. a bike like this needs to be

custom built for tony's size and ability. the cost, $3,000. that's money tony's mom just doesn't have. >> it's a special bike with a harness and belts that would go around his feet and they have a steering wheel in the back of it. so we can actually steer where he would go. >> insurance won't cover the cost, so the family is trying to raise the money through the online go fund me website. tony's mother says the percent is able to build up his leg muscles, it may help improve his ability to walk. >> the bike will be like his dream come true. i love my boy. anything i can do for him. >> in san jose, rob roth, ktvu fox 2 news. a polar vortex continues to make life absolutely miserable for so many back east and down south. >> today, record low temperatures were felt in several states, in georgia, thousands of people still without power following an ice storm earlier this week and in

florida, the deep freeze is threatening and farmers end up feeling the loss when they buy that fruit. the prices will be going up. >> the supply of the tomatoes is reduced, the prices will go up and be reflected in the supermarkets, probably in a couple weeks. >> so we'll feel this. >> you will feel it. >> the northeast is also reeling back to back snowstorms have cost businesses millions of dollars. forecasters say cold temperatures will hopefully begin to lift this weekend. look at that. >> i know, seeing all that snow makes me jealous. so many of us have to drive four plus hours to find snow. bill, you are a big snow boarder and i know we talk about going up to the sierra. those poor businesses up there. >> we were talking about the ski resorts must be getting hammered. there's no business up there. they have snow, but when 70 here, it's hard for people to go up there.

whenever we show that east coast stuff and show the west coast stuff, it just shows you how the planet balances itself. if you have an extreme here, you're going to get an extreme here. extreme warmth here. or snowy there. and that's how the planet works. that's how weather worked as well. so, just know you can't have some big impact over here and not see that rippled downstream somewhere else. it's so vivid with what's happening now in boston and the east coast and how cold it is. look at this giant ridge of high pressure. it is -- this is the ridge. the exact opposite of what's happening out east. it goes up and through the plains and you'll see me start to go up. that's why there's cool air out there. there was a lot of fog this morning. i want to bring it back. we had valley fog. a dense fog advisory. here we are this morning. look at the fog. south of sacramento. we had plenty of fog in here. coastal fog and valley fog. tomorrow morning, i think there will be a little bit, but not

as much. the burnoff occurred more rapidly. we saw temperatures warm nicely. even nice out there right now. 69 in concord. 68 in walnut creek, and 67 in san jose. yeah, i was thinking about the ski resorts today. again, the president's day weekend, last weekend, that's a huge weekend for those resorts. the thing about ski resorts, as you look at more ice. this is the hockey game that is going on at levi stadium. mostly clear. the game is at 7:00. 56 degrees. really a nice night to go out and watch hockey. that should be a fun event. i can't wait to hear how it goes. i'm not going to go out there. i think it's going to be a good one. that doesn't look right, but i do know, 61 degrees at lunchtime. that's messed up. 3:00, i think what you're going for, 69 degrees for daytime. that's downtown oakland tomorrow. just like today, saturday is your warmest day on the bay area weekend. here are more forecast highs. tomorrow is a lot like today.

sunday is the day that will vary a little bit and i didn't show it here, a chance for a few sprinkles as we get into that period with clouds and snow up in the mountains. but in the ski resorts, i have a bunch of buddies and they tell me, christmas break, a place like sugar bowl, they make 60% of all their profits or money comes in that period. if they have a bad christmas and bad presents, another 20 from that. when they lose those few days, that's it. >> they can only make so much snow. the snow machines are great, but they only produce so much. >> they have their own ponds to make snow. they drain their water. squaw is out of water because they made so much snow. >> and a couple bad years in a row. >> extreme here, extreme here. and we need that balance. >> thanks, bill. a deal to our rebels for two different jobs in the middle east. what the u.s. hopes 1200 rebels a year can act as the fight against isis picks up.

14-year-old boy who was accused in the stabbing death of his sister will remain in juvenile custody, despite claims of new evidence. the brother of layla fowler was arrested nearly two years ago for her murder. today, family members packed the courtroom hoping for his release from juvenile hall. the judge denied the motion. >> yeah, i'm disappointed, but it's out of our hands right now. >> the court implied there was nothing in here new that wasn't before the court at the time of initial detention. >> but the defense says that there is new evidence that shows there was an intruder. unknown dna evidence was found on the girl's body and what was thought to be the murder weapon does not match her wounds. >> america made a deal with turkey to arm and train rebels in syria for two different jobs. the u.s. and turkey will work with about 1200 moderate syrian rebels a year. u.s. officials hoping rebels can act as their boots on the ground against isis in syria,

with so much hanging in the balance, as the nine month long port labor dispute drags on. you think the two sides are far apart on a number of issues. but today, we know there is really one unresolved issue that halted shipments, left food to rot at sea and left many retailers with stock shortages. tom vacar is live overlooking the port of oakland and that one issue here isn't money. >> yeah, i'll tell you, it's amazing. if this thing is not resolved today, the federal officials say they are headed back to washington and they will summon the party to come do their

negotiations back there. the 20,000 west coast long shoreman work for members of the pma. a consortium of shipping lines and port terminal operators. currently, four independent neutral arbitrators resolve disputes of the 29 west coast ports. uc berkeley labor expert says this mutually agreed process has been going on for decades. >> the arbitrators are very important. it's only as good as the arbitrators. there have been 200 disputes that have gone to arbitrators. that's about one every eight days. the role they play, they are like judges. both sides have to agree to appoint them. both sides now have to agree to dismiss them. in effect, they wind up having lifetime job security. the hangup is that the union wants the right to fire certain arbitrators who the union feels may be too behold to the side.

the arbitrator in long beach is at the core of the dispute. >> he was appointed originally at the suggestion of the union. management accepted. now the union is very displeased. >> but the employers don't want to give the union -- by picking and choosing among arbitrators. >> here it appears that trumping self-interest in having very hard positions this late in the game. >> if it's not settled today, two cabinet secretaries will have been ineffective. >> in effect, they are thumbing the nose at the president and the federal process. >> and consider this. this is what is truly amazing. both sides have agreed on virtually everything else. those are usually the hardest issues, but this one is the hangup. what an irony. tom vacar, ktvu fox 2 news. >> tom, over all these years, you covered so many similar

labor issues. whose side are people on, what is your sense of that when it comes to this port dispute? >> well, my sense of it is, that people are getting frustrated because they seem to think that, you know, the union is asking for too much or the employers are simply holding out because they simply can. the problem is, what you have here are two parties, the pma and the long shore workers who either can close down the entire west coast. that is an enormous amount of power to give to anybody. some people in congress are saying maybe it's time for that power to be modified in a great way. >> all right, tom vacar, thank you. >> back now to our breaking news from oakland where police are investigating a deadly hit- and-run on san pablo avenue. that is the car that was involved. look at the windshield. you can see the big smash on the windshield. the driver of the car took off on foot. police tell us the car hit two people, one of them was taken to the hospital. unfortunately, the other person

died at the scene. the crash happened just after 3:30 this afternoon on san pablo avenue near 32nd and right now, san pablo is shut down for a two block stretch in both directions. there may also be another car involved as well. we do have a crew on the scene talking to witnesses and we're working to get more information about that victim. ken pritchett will have information at 6:00. caltrans is going to close the tunnel for a fire drill later tonight. that new fourth bore in the westbound direction will be closed between 10:00 p.m. through 4:00 a.m. tomorrow. westbound traffic will be routed to the third and delays are expected. both eastbound will stay open. first responders will be inside the tunnel practicing how to handle a crash in the tunnel involving smoke and fire. caltrans have required to conduct such a drill every year and decide one of them gives them a chance to check

technology, fire hydrants, and escape passages. >> the sharks and the l.a. kings will make bay area history tomorrow night. for the first time, they will be playing in an outdoor rink. ann ruben in santa clara. the sharks got a chance to test out the new ice. >> with the sharks skated at 3:30, the kings take the ice at 6:30. and don't let the sunshine fool you. by all account, the ice conditions so far are good. inside levi stadium, the rink is ready for the coors light nhl stadium series. so are fans. >> this is gigantic. this is northern california hockey being celebrated at its highest level. weaves never had an outdoor game. i mean, the sun is shining. it's beautiful. the weather is nice. and they are going to have ice. >> that ice, it took 20,000 gallons of water to create the 2-inch surface and 3,000 gallons of coolant.

more than 200 workers spent two weeks putting this together. >> people want to be here, because it's snowing back east and they are shoveling know snow all the time. hopefully the ice won't melt. >> officials say don't worry, conditions will be ideal once the sunsets tomorrow evening. >> we don't really get a chance to tailgate, celebrate the game like this in all of our markets. this is what makes this special and unique. >> the event is good practice for the super bowl, wrestle mania, and other big events. they say it puts the facility through its paces. >> it will be dropped underneath the lights and we don't have too many events that happen at levi, because the nfl is during the day. no matter if we play prime time or not. >> and of course, there's the rivalry. the san jose sharks against the los angeles kings and it will be no hold bar. >> and these two guys are fighting for a playoff spot. not to mention, what happened at the end of the season last year. >> this game means a lot to

all right, take a look at these pictures. these are incredibly dramatic pictures of a skyscraper in dubai that went up in flames early this morning. this skyscraper is said to be 79 stories tall. it's one of the tallest residential buildings in the world. took three hours to control the fire. during that time, witnesses say debris was flying everywhere.

it's not. we're dry. it will be a chance for sprinkle or two up in the lake tahoe area. maybe some snow up there as we head into saturday and sunday. i'll show you that on the computer model. there was coastal fog out there now. valley fog this morning. i think we'll see patchy coastal fog tomorrow. shouldn't be as extensive as it had been the last couple of days. this high sets us up for saturday. saturday is the warmest day of the week, or the weekend. there's your valley fog. and then sunday, this cooler system comes from the north. so a cooler system should miss us, it will drop snow to low elevations, maybe 3 or 4 inches tops. maybe a sprinkle around here as well. don't change your plans. the big impact for us, be cooler. like we had today, we're looking at temperatures on sunday in the low 60s. so, saturday afternoon, all good. a little bit of patchy fog, and here it comes. there's the low right there.

so there's sunday morning, maybe something down there in the santa cruz mountains and kind of works its way out. what does that mean? i'm not changing my plans. if you're going to the mountains, you could chain up on 50, because south lake will get hit harder. at most, 3 or 4 inches. that's nothing. it's not going to help much. 68 in fremont tomorrow. 69 in san jose. these are the forecast highs for your bay area. saturday, which is the warmest day, there's your sunday. breezy and cooler. and then things start to break down. you see clouds moving in and clouds, whenever you see them, the five-day is about trends. what you're seeing, you have seen the warming trend, now a cooling trend and seeing clouds. that means a jet stream is settling down a little bit over us and there's more of an opportunity for rain, hopefully, down the road. >> thank you, bill. new details now about a new way to bring down part of the old bay bridge. we're there as caltrans details how it wants to use explosives

caltrans has a new proposal that are usually hidden from boaters and drivers. it wants to do an under water controlled implosion to take down a pier that could pose a risk to ships. caltrans says the new technology makes the process safe, but ktvu's david stevenson is saying, not so fast here. >> yeah, gasia, the report about this new proposal comes 15 years after an initial report called -- to remove the piers. caltrans says new research shows these types of explosions can be done safely. with deconstruction of the old bay bridge well underway. caltrans says the tricky part may be removing the foundations that lie deep within the bay. >> it's a multistory building

under water, under the soil. >> the agency today said it wants to use as many as 600 small explosions to demolish pier 3, it's the base of the tower that extends 200 feet deep into the soft bay mud. the original plan was to build a copper dam around the foundation, jackhammer the material to the mud line and remove it by crane. >> that takes a long, long time, and if you build a dam, i need to drive very, very large piles into the bay. well that actually does, that has an additional environmental impact. >> instead, the plan now is to set off hundreds of small charges in the space of six seconds. the collapsed debris fall into or be packed into the 20 by 20- foot hollow, underground tubes. caltrans says the 82-year-old concrete shows no signs of toxicity and it's a solution that could save $100 million without harming marine life. >> this method was probably, probably the best way to go, most economical, fastest, and best for the environment. >> cost really seems to be

>> the ktvu fox 2 news at 6:00 starts now. >> developing news out of the east bay tonight, police on the scene of a hit-and-run crash that killed one person and injured another. good evening, i'm julie haener. >> the crash happened a little more than two hours ago on san pablo avenue. it's a developing story and we have more from ken pritchett who is on the scene. >> i talked to police a short time ago and some of the details of this had been refined, at least by police since our report at 5:00. initially reported as a multiple vehicle collision that involved pedestrians and now it appears that there was at least we can say there was one car involved in this. if you look beyond down san pablo here, just beyond those officers, there's a tan or gold buick that has a smashed window. according to witnesses and according to police, that car was traveling at a high rate of speed when it struck two men,

two pedestrians around 32nd street. one of those men was taken to the hospital with nonlife threatening injuries. the second man was thrown into the air and landed in the back of a pickup truck. he died here at the scene. hehe is clearly devastated by what some of them witnessed here. they say he is a 39-year-old man who just attended a fundraiser at a park down the street. there are many people around here who say they knew this victim, who of course we're not identifying at this point, one of those people who knew him was eddie smith, who says he witnessed the collision. >> tell me what you saw. >> all i saw was, i heard the impact first and i happened to notice -- i saw this object, it was a perfect flip. it was like, a trampoline. he flipped and landed in the
