>> and i'm frank somerville. the credit is being given to the u.s. labor secretary for motivating the two sides to hammer out an agreement. it's a five year deal and still needs to be voted on by the dock workers union. but work is expected to resume tomorrow with saturday evening shifts. ktvu's jana katsuyama in san francisco where she spoke to negotiators and the u.s. labor secretary tonight, jana. >> reporter: a lot of relief, mr. perez told us that president obama said last night that the deal must get done today. and it was. what's interesting is mr. perez says this new contract could improve the overall efficiency of west coast ports over the long term. after a nine month labor battle and several hours of negotiations, san francisco office friday the long awaited deal finally came down about 6:00 p.m. >> it's a good agreement, it's going to work for both sides. it's going to help workers and communities and it's going to

help customers get the containers they've been waiting for so long. >> reporter: both sides say u.s. labor secretary thomas perez and the general mediator helped break the stalemate. >> there will be some changes coming and there will be some new faces handling those arbitrations. >> reporter: the new system will replace the four arbitrators with four teams of three people each. a big improvement according to secretary perez who held a press briefing by phone. >> i think it will be one of the most critical elements of this package that is going to enable all the ports up and down the west coast to be more efficient. >> reporter: the union says the new contract also solve another big concern.

car. it happened at the wal-mart in martinez. she put her cart back and walk back to her car but when she returned she found a woman at the wheel. the victim hurt her leg and was taken at the hospital for care. the carjacker is still on the lose tonight. ken pritchett is live at police headquarters with the latest on the investigation. >> reporter: i spoke with oakland police a short while ago. still no update on this hit-and- run driver they're looking for. san pablo avenue shut down for several hours this evening.

it was this buick that hit a man. >> i heard the impact first then i just happened to notice that i seen this object which i know was a guy flipping in the air. it was a perfect flip. >> reporter: he witnessed a man land in the back of a pickup truck where he was pronounced dead. >> the male pedestrian was struck, injured, taken to the hospital with what we consider nonlife threatening injuries. >> reporter: he was walking on san pablo after leaving a fundraiser event at the park. >> i just spoke to him and said get after the street. you know how these fools drive. that's exactly what i said. >> reporter: several people at gas station report seeing the man driving down the street. >> i definitely don't want to tell the public we don't need their help. we do need their help to identify what happened.

>> reporter: smith says most people were focused on the victim instead of the car who hit him. >> watch for the kids. i wonder if that would have been a kid. if that would have been a baby. >> reporter: there were reports earlier or indication that is this incident may have involved a street race. but oakland police say they cannot confirm that. there's also word from police they were looking for an additional vehicle but it's unclear what connection that car would have to this incident. >> ken, thank you. now to san francisco where a mother and toddler riding a bicycle were hit by a car this afternoon. it happened at 3:40 on geary near seventh. investigators say it appears a driver hit a red car and hit the bike. the mother suffered a broken leg. the toddler suffered bumps and bruises. >> new at 10:00, a 911 call that proceeded a deadly police shooting. it happened on february 3rd. a woman suspected of shoplifting was armed with a

fun. and this is part of the 911 call. >> i don't know what's going on but she has the gun out. >> what color is the gun? >> it was a black revolver. she just ran into the street. >> the woman was identified as janet henderson. police are investigating because the city happened outside the city line in oakland. the district attorney's office is also doing its own investigation. california attorney general camela harris has approved the sale of six nonprofit hospitals to a for profit health care company. the sale is the daughter of charity health care system. but included various conditions. and they will have to consider the conditions before finalizing the purchase. here are the four bay area hospitals included. o'conner hospital, seaton

medical center. st.louis regional hospital and seaton coast side and there are two more in los angeles. covered california announced a special extension today allowing people to buy health insurance through the state exchange if they unknowingly face a tax penalty for being uninsured. the exception doesn't stop people from paying a penalty but would help them avoid bigger penalties next year. the new deadline is april 20th. the raiders want a new stadium and they now have options. the raiders have teamed up with the chargers and have obtained control of large piece of land where they could potentially build a new stadium in southern california. mike mibach tells us political leaders held a rally to kick off the effort. >> raider nation in the house.

for an energy drink company. police say the suspect is carl young and a 17-year-old from san leandro. both are due in court next monday. it's believed that the motive had to do with a medical marijuana robbery. new details about the two suspects accused of a robbery. they gave us this information, hernandez and cruz. the two were booked in on murder charges. the two men are accused of shooting manuel zuniga. he witnessed a robbery at a convenience store. he rushedded over to help and that's when he was shot. zuniga was the father of two young kids. new at 10:00 tonight, a community comes together to offer a helping hand to people who lost their businesses in a big mission district fire last month. amber lee is live now in san francisco where she spoke to

new at 10:00, a bit of good news. the owner wants to sell a property and the residents are afraid they'll have to leave. but a bit of good news. $8million has been pledged to keep that park as affordable housing. >> reporter: the residents say they've been living in limbo. they say they're happy the city appears to be stepping up. erica escalante has lived at the mobile mark for six years. it's easy for her to visit her parents as they're in the same unit. >> my parents take my children to school and pick him up.

>> i was a single parent, raised my daughter by myself. i've always been on my own. suddenly now i'm closer, it's carrying because it's like almost to the end of the place that i won't be able to take care of myself. and that's scary. >> reporter: but e that vista is the only mobile home park in palo alto. in a city where monthly rents are well over $3,000. but the owner has been trying to sell. the residents are now trying to appeal the decision before the city council. today the city manager announced plans to earmark $8 million to help preserve the mobile home park or find alternative housing. santa clara county has committed the same amount with hopes a nonprofit or another group will also pitch in. >> there's 400 residents, i think 120 families.

chemo treatment. >> reporter: the suspect was next door working next door when he started the conversation. >> they didn't even finish trimming the trees. we had to dig deeper in our pockets to get the work done so that the place was actually kid friendly. >> reporter: the contra costa district attorney says she's not the only one that got scammed. d.a. mark peterson filed a lawsuiton lawsuiton -- lawsuit on at least 11 families. adam collected $40,000 without doing the work. now there's a $139,000 arrest warrant with his name on it. i stopped by an address where he may have been staying. no answer. we got a tip that adam's work truck was on monument court in concord. you can see we found it. check it out a bunch of tree branches in the back. someone has been working. >> you see that orange truck that's out on the street. >> it's been there for some time. >> how about this guy. have you seen this guy? >> no i have not.

on ktvu.com. or you can call 510-574-3222. and a bill is created to save lives by saving more victims of cardiac arrest. buildings in california that are built after 2016 would be required to supply electronic defibrillators. parking garages, homes and apartments would be exempt from the requirement. but most new buildings in the state occupied by more than 200 people would be required to stock a defibrillator. a sell out crowd of almost 70,000 expected at levi's stadium to see the bay area's first prooutdoor hockey game. it's taken two weeks, 200 workers and 20,000-gallons of water to get the ice ready for play and today both the sharks and the kings got a chance to test out the new ice. the nhl started adding outdoor games to the schedule and since then they have been very popular. drawing huge crowds and tomorrow night will be no exception. >> this is gigantic.

gas prices are going up in california because of those refinery problems we've been telling you about. here's a look at the average price per gallon. prices are up 10-cents compared to a week ago. in san francisco drivers are now paying $2.50 a gallon. in oakland it's $2.80. and in san jose it's $3.08. a few days ago you may recall

there was an explosion at a refinery in torrence. adding to that the strike at the refinery. a vote is scheduled for next week that could lower the tax excise tax. right now we're paying 15- dollars a gallon but that could be lowered to 2.5 centss. it is required to set a new rate by march 1st of every year to maintain a balance between the excised tax on gas and the state sales tax. police are looking for the man who shot a maintenance man. sheriff deputies reported hearing multiple shots fired. at last report the victim was hospitalized in critical condition. neighbors say the victim thought to be in his 40s was working in one of the units when he was shot.

a source close to the investigation tells us the victim was awake and able to tell deputies what happened before he was taken to the hospital. the california student aid commission is giving heald college more time to hand over financial records. last week the commission said it was suspending cal grants to that school because it missed the deadline. but the commission said heald has until the end of april. the school's parent company reached a deal to sell its campuses. the school is under investigation for allegedly falsifying job placement data and grades. the weekend is here. chief meteorologist bill martin is here, when he's expected cooler weather. up first, imploding part of the bay bridge. why hundreds of underwater explosions are actually the safest alternatives, says cal.

>> environmental groups are expressing concerns about plans to implode part of the bay bridge. >> reporter: with deconstruction of the old bay bridge already on the way, caltrans says the tricky part may be removeing the foundations that are beneath the bay. >> what this is is a multi story building under water under the soil. >> reporter: the agency said it wants to use as many as 600 small explosions to demolish pier three. it's the base of this tower that extends 200 feet deep into the soft bay mud. the original plan was to jackhammer the material down to the mud line and remove it by crane. >> now that takes a long long time. and if you build a dam, i need to drive very, very large piles into the bay. well that actually does, that

has an additional environmental impact. >> reporter: instead the plan now is to hold several charges within a few minutes time. they would be placed into the hollow underground tube that holds the structure. that's a solution that could save $100 million without harming marine life. >> this method was probably, probably the best way to go. most economical, fastest and best for the environment. >> cost really seems to be driving this initiative. >> reporter: environmental groups that plan to review the proposal are skeptical worried that baring the debris would not solve the problem. >> this could get distributed throughout the region possibly creating a small toxic hot spot. >> reporter: if approved by state and local agencies, caltrans hopes to blow up pier e3 in november and possibly use the same process to remove other piers on the old bay bridge as well.

sunday take a fall. but san francisco tomorrow, 64 degrees for a daytime high. started off with a few clouds. san jose tomorrow. you're just coming up on 70 degrees. 69degrees and you wake up kind of cool. and then the forecast for tomorrow will be this high pressure. so it's the best day on the weekend. but then on sunday this low pressure kind of works its way down the coast. fog goes away. but temperatures cool and up in the mountains there's a chance for snow flurries, even a few sprinkles down at lower elevation. so tomorrow morning, you have valley fog, coastal fog, hopefully goes away. trys to fill in tomorrow night. you see right here this is the sunday morning around sunday mid-morning. some showers, snow flurries and maybe some drizzle down around san jose. it's a not even really. the main impact of that system will be cooler daytime highs. cooler than we had today. that is sunday, saturday will be a lot like today. there's the five day forecast with the bay area weekend in view and we will look at more
