the ground. 7:00. we're still following developing news near martinez right now. an early-morning manhunt for suspects involved in a police chase and crash. coming up in minutes, brian flores will tell us how all of this may be connected to a department store robbery. good morning. welcome to "mornings on 2." it's wednesday, february 25th. month coming to an end. i'm tori campbell. >> good morning. i'm dave clark. let's talk about weather and traffic. steve, it's warmer than it was yesterday but it will still wake you up when you walk out? >> oh, yeah. but not as cold. we have a little bit of high cloud deck and low clouds. 30s inland. yesterday, there were low 30s. we're seeing more mid- to upper 30s and a lot close to the bay. beautiful sunrise over r the big city. fog forming. a little up towards petaluma.
7:02 am
low clouds around. cool to cold. not as cold. mostly sunny. cooler coast and bay. it will be upper 60s to near 70 for inland. 63 in san francisco. down a couple degrees. we'll go 66 today. you can see a little bit of that low cloud deck. there is a few high clouds. changes on the way but not until friday into saturday. more on that coming up. 30s, 40s and 50s. napa airport, 35. santa rosa, 34. but 50 sfo. that's a big change. lower 40s out towards antioch and brentwood. 30s danville and alamo. we'll talk about the system coming in. looks look pretty good snow for the sierra, but not until late friday. four us, mild to warm inland with a couple of 70s or low 70s. here's sal with an update on your traffic at 7:02. we have incidents out there that will slow you down. this is the bay bridge toll plaza. we start there because i will show you it's busier than it was yesterday. especially on the 880 ramp from
7:03 am
northbound 880 down to the toll plaza. it's backed up from about the maze and the traffic is moving slowly here at the toll plaza. this is about a 30, 40-minute delay before you make it onto the bridge. i want to mention westbound 80 at appian way in pinole, there is an overturned vehicle in one of the right lanes. a couple of vehicles involved in this incident. traffic is slow before and after that. we're also looking as we go down to the south bay, i want to show you that 85, 280 and 101 are slow. 280 is still the best freeway, but if we take a live look at 280 throughdown town, you will see it's moving well. but just around the corner, there is slow traffic approaching highway 17. check with public transit, b.a.r.t. and caltrain not reporting any significant delays according to the answers. back to the desk. >> thank you, sal. we continue to follow developing news out of martinez. four people now in custody after an early-morning car chase near sacramento ended with a crash and manhunt about two miles south of the benicia
7:04 am
bridge. brian flores is live inside the police perimeter and brian, we understand you have some more information about that chase? >> reporter: we do, tori. good morning to you. we're right in the middle of the perimeter set up by contra costa county sheriff's office and the chp and pacheco and arthur road in martinez. it remains an active scene. several officers remain. it remains unclear, though, if they are looking for other suspects involved in the car chase and possible robbery. when we first arrived on scene, we were told to move because of a homeowner nearby that sawen is trying to break into a home. before we went on air, around 6:15, several officers were around an industrial building. you see one person being detained. that person remains there this morning. i did speak with chp who said they are working to identify him. he's connected to the high- speed chase that started in the sacramento earlier this morning. as we go to video now from earlier, this is a car that
7:05 am
crashed into a fence, according to the chp, the chase started in the sacramento area with the chp from solano county first giving chase to the suspect car. we understand that speeds got close to 100 miles miles an hour. the car crashed into a fence off arthur road. people inside fled. three people were caught. officers were looking for one, possibly two more people. k-9 units canvassed the area. they set up the perimeter. they did detain one person. chp officers i with moments ago believe this last suspect may be connected but they continue to canvass the area and interview at least that person detained. back out here live, the other information we're learning is the car is registered to the state of colorado. that was through a chp source. we're continuing to work on the details on what exactly happened. we understand that the pio for this scene expected to be here at around 7:30 this morning. we will give you updates here

7:07 am
the in shuns involve hydraulic systems used to control the rudder if the main system fails. passengers can't believe southwest would overlook something so important. >> that's scary. that part, i -- i think that was really stupid on their part. i mean, they should have definitely been on that. that's something that, you know -- i'm in maintenance and i know that we have to do prechecks and stuff. why did they let it go that long? i don't know. it's crazy. >> reporter: southwest says when it discovered the lapse, it took the planes immediately out of service and began to check them. in back in 2009 they were fined for failing to inspect planes for cracks in the fuselage and then in 2011, they ordered extensive inspections on some of the older 737s after a five- foot hole burst open in one plane in mid-flight forcing an emergency landing in arizona.
7:08 am
the first wave of passengers came in around 5:00 a.m. the second one will come in around 9:00. we'll let you know how people are being affected. back to you. >> thank you. 7:07. new this morning, a marin county search and rescue team is joining the search for a missing baby boy northwest of sacramento. his mother was missing, too, but she's been found. they were both reported missing monday in woodland. the baby is just 20 days old named justice reese. police say the baby's 23-year- old mother, samantha green, was found in yolo county. authorities say she was hysterical and very disoriented. no details on how she became separated from her baby. new this morning, there was another big earthquake in japan. the usgs says a 5.9 quake rocked an area off the southern coast of japan. while it didn't trigger tsunami

7:10 am
the ravenswood crossing. the design phase could take at least a couple of years. it maying five years before -- may be five years before construction is complete. burlingame and palo alto are considering similar measures. investigators say a truck driver deliberately abandoned his truck yesterday on train trucks in ventura county, causing a metro link train to derail and crash. at least 28 people were injured and hospitalized, including four people listed in critical condition. federal investigators say the truck was not stuck on the tracks although the truck driver's wife claims the truck stalled out. the 54-year-old driver from arizona was found by police about a mile away from the crash scene. >> his name is jose alejandro sanchez ramirez. he was a truck driver for a company and he was driving the vehicle in question. he was taken into custody for a
7:11 am
felony hit-and-run violation. >> investigators say the train engineer saw the truck and hit the brakes but there was not enough time to stop. the impact caused three of the train's five cars to derail. still, metro link officials say safety improvements probably reduced the number of injuries in yesterday's crash. back in 2008, a deadly head-on crash between a metro link train and a freight train in chats worth, led to the purchase of new rail cars that absorb the impact of an accident. it's pretty amazing no one was killed. >> all right, tori. we're talking about an attack. this was caught on camera. coming up in 20 minutes, alex savidge will tell us what led up to a fight between a cabdriver and one of its passengers and why the police want your help. >> reporter: a bay area man is suing a popular pet food manufacturer with claims that it sickened and killed his

police dash-cam. police, firefighters and utility workers were trying to evacuate the area and fine the leak when the explosion occurred. >> so quickly, that the -- the explosion, we had debris all around us. it come from nowhere. >> very lucky, you know, it could have traveled up more. >> the 15 people who were hurt are new jersey natural gas workers, firefighters and emts. police say there's nothing left of the house that exploded and they are still assessing how many surrounding homes were damaged in the blast. >> that's amazing. 7:15. a major dog foodmaker is getting sud accused of making dog food that can be deadly the a bay area pelt owner filed the lawsuit claiming purina dog food killed one of his dogs. janine de la vega joins us live now. you are at a sunnyvale dog park and i know you are talking to it pet owners, janine. >> reporter: one of the dog owners that we did speak to says he doesn't feed his dogs

7:17 am
on there. we've seen -- i don't know where they make their foods and i don't know what ingredients they put in the foods but somebody need to take a look. >> reporter: purina is fighting back saying this lawsuit is baseless and the company intends to vigorously defend itself and its brand. a spokesman said there are no quality issues with beneful and millions of dogs eat it. the company wants to reassure customers. they say these pet owners continue to feed their dogs beneful with total confidence. it's still on their shelves at pet stores and there has been no recall. there have been two previous lawsuits that have been filed in the past with similar claims and purina pointed out that both of those have been dismissed in court. dave? >> very interesting. thank you. 7:17. want to check in with sal see what's happening on the roads. things still fairly busy out there? >> yes, they are. we do have slow traffic all

increase the public's trust in the oakland police department. tori? >> thank you, pam. the homeland security department will run out of money if congress does not pass a funding bill by this friday. 30,000 homeland security employees would be furloughed in a shutdown. however, 80% of those workers perform what's considered essential functions such as airport security screening and patrolling borders, the coast guard. so that 80% would be required to bork. they would not get paid until the shutdown is over. the sticking point, the republican-controlled congress passing a homeland security bill that includes legislation overriding president obama's executive action on immigration. >> republicans felt the only way to pressure democrats to vote on defunds the president's immigration action was to make them vote on a larger bill to fund dhs. that's not so far worked. >> the stalemate is strictly over homeland security funding
