breaking news tonight from san francisco where people are being told to stay inside at this hour because of possible explosive devices. good evening everyone i'm frank somerville. >> and i'm julie haener. streets are closed off and residents are being told to shelter in place. authorities are investigating two devices. those devices were discovered on 23rd and bartlett. we get the breaking news from debora villalon. she has been talking with police and residents and is live now with the latest,

debora. >> reporter: we're about a block and a half from the suspicious device. and this is as close as hpd has let it go. people on this four block raidous cannot get in, they cannot get out until they determine the danger. you can see the street is deserted. we're told now they are inspecting the suspected explosives. know there are one, possibly two of them that were found this evening near horess middle school. the devices are said to resemble pipe bombs. they're not on school property but they're near the campus. someone who saw them flagged down the patrol officers who sounded the alarm and the

evacuation began. >> the residents cannot come outside. we're not allowing anyone into the residence or to get any vehicles within this block until we've figured out whether or not there's any public safety concern. >> any officer that's assigned to the mission district now is here now sealing off the area. they've called in additional officers from other districts in the city to come in to handle other calls while we handle the task at hand. >> reporter: so again a two block raid courthouse in every direction from the devices is -- radious in every direction from the devices. one restaurant close by pretty much cleared out. so there are a few people who are seeking help right now from the red cross in case they're going to be out of their homes for a while.

whether they will get a paycheck. a late night vote after a day of drama. >> on this vote the aye's are 357, the nays are 60. >> reporter: the last minute deal extends security funding for seven days. >> we believe that within the next seven days hopefully five, that we will have a bill that takes us to the end of the year and to the ends of the fiscal year. it was a back and forth battle. a win for democrats to remain united. but it failed in the house exposing the risk between moderate republicans and conservatives who want to use homeland security funding as a way to roll back president obama's executive order. caught in the middle are the thousands of dhs employees who will have to work without pay if funding runs out. >> it's unbelievable that someone elses decisions can have an impact on my own

families. >> reporter: anton seaton has a family of four and is feeling the stress not knowing if he will be able to cover bills for his son's birthday. >> reporter: and border patrol agents and more than 41,000 active duty personnel still face the possibility of work without pay. another 30,000dhs employees could be furloughed if congress fails to find a solution. >> we're dedicated hard workers and we think our voice needs to be recognized. >> reporter: i did reach out to bay area workers, as we've seen tonight, that's also up in the air as to whether they can get it done. >> they have these seven days but for people caught in the middle it's a lot of stress on them not knowing what to expect for the next seven days. >> very stressful. it's hard for them to plan. one of the things too is

they're in very critical condition like airport screeners. so they really have no choice. they have to go to work. >> a lot of people are living paycheck to paycheck and that really gets them in tough positions. >> they can't pay their mortgage, they have to go to their creditor and let them know . a new poll shows that people surveyed in the poll shows the gop is too extreme. 36% said democrats are too extreme. on the issue of tolerance 35% think the republican party is tolerant and opened to all group of people. while 59% said the democratic people are tolerant. a new picture of the man known as jihadi john was

released before. many people are outraged to see him wearing a pittsburgh pirates cap and the team says it's sickening. jihadi john is seen executing several people. he then traveled to syria and joined isis. in the south bay, a vigil tonight was held for the asyrian christians kidnapped earlier this week. reports from syria indicate 290 men, women and children were all taken hostage. new at 10:00, ken pritchett is in san jose, says the asyrian community in the united states is calling for prayers in church services around the country. ken. >> reporter: frank, the asyrian church of the east is calling for prayers and for help from the international community for a people that have often

suffered and been ignored. the service is in asyrian a modern version of aramaiac said to be the language of jesus. >> very little media coverage has been given to them because it's a small community. >> reporter: this prayer service sparked by the kidnapping of men, women and children from isis from a dozen villages in northeast syria. >> yesterday we heard very bad news that they said isis claimed they will put the children in a cage and put fire on them and burn them unless some of the isis hostages taken would be released. that's what we heard. i hope it's not true. >> reporter: the mass kidnapping by isis just one of its many atrocities. this week video showed militants at a mosul museum destroying syrian art and statutes dating back to the beginning of civilization. >> to tell you the truth i was

crying last night. what the asyirain people have contributed. those are not items. those were artifacts. >> reporter: there is a large asyrian christian community in the bay area. from afar they watch their culture being destroyed. their people killed, kidnapped, made refugees. >> i think it's time for the broader world to realize that this is a genocide and go out there and save these people. >> reporter: many in the asyrian community want the u.s. to do more. they flooded the white house for calls yesterday and today asking the president to do just that. >> you sure have to feel for them tonight. ken pritchett reporting for us tonight, ken, thank you. a man accused of a deadly home invasion in hercules could face the death penalty or life in prison if convicted. 37-year-old mark anthony carr

was charged with special circumstances today for burglary, murder and attempted rape in connection with wednesday's attack. carr broke into a home on butter cup court and attacked the homeowner and homeowner's girl friend. sandoval suffered head trauma and died. sandoval's girlfriend was found with plastic over her face and was the victim of attempted rape. she remains in the hospital in serious condition. winter weather finally returns to northern california. these pictures were taken in tahoe city this afternoon. some areas could get up to a foot of new snow. that is certainly welcomed news after a very dry january. right now, the statewide snow pack is at just 19% of normal. here in the bay area, it's not wet weather we're seeing so far but whipping winds. gusty winds have been blowing this flag in downtown san francisco all night long.

the windy weather tonight also brought down this large tree in san francisco. came down outside the hill stone restaurant off the embarcadero in montgomery. crews brought in a large crane tonight to help clear the tree from the scene. >> bill martin is tracking the wind and the mountain snow for us to be the. what we can expect tomorrow, -- the mountain snow for us tonight. >> the system has come in. it's not a well organized system. we had severe thunderstorms warning up in the butte county area. up in the foothills we've had heavy showers. we're seeing that now up around grass valley. we're seeing lightning and thunder showing up here in this late date. what we're tracking is all this cool air on these strong winds. we've got winds now gusting to about 25 out in fairfield. gusting to almost 30 at oakland.

earlier today, winds were gusting up to 40 miles per hour in oak land. as we go into the day on saturday there's a chance for a scattered shower. even a thundershower in the bay area. snow continues in the mountains we'll talk about that. i'll be back right after the break and we'll talk about your forecast specifically for tomorrow. all right, thank you bill. and bill will be back later in this newscast with his extended forecast. you can turn to the ktvu weather team all weekend long on air, twitter and facebook. farmers learned today they won't be getting federal water for the second consecutive year. farmers will have to find other sources of water or not plant their field. right now shasta's water level is at 40% of average.

but all that water is spoken for. >> this is going to ripple through our rural community and find its way to the stores and the price of food. >> reporter: earlier this year the state water project gave farmers 15% of the water they requested this year. that's more than they got last year but it's still just a fraction of what they wanted. looks like the office of the future. google revealed a bold new plan for its headquarters. why the tech giant will have to beat out stiff competition to build it. plus a sand box surrounded by yellow crime tape. >> this is just beyond the pail. >> the act of vandalism that's forcing crews. and ditching dessert. consumers are losing their sweet tooth.

many americans are apparently losing their appetite for dessert. at least that's what one study says. researchers say every age group is eating less dessert but they've also identified one group that seems to be ditching dessert more than any other. amber lee is in jack london square. and amber has been talking to folks who say they still like dessert. >> reporter: we've been talking to people at jack london, we asked them if they have dessert

whether it be at home or at a restaurant. >> reporter: the appetite for good food and good company at sports pizza was apparent. drinks, appetizers and dessert. >> it's nice to have a little treat for yourself. >> reporter: these ladies plan to have it all. >> i don't feel you have to compromise. you can have everything. you just have to do it in moderation. >> reporter: 60% of the time people eat dessert every time. >> reporter: but not according to an annual report on the eating pattern in america. it found we're not eating desserts like we used to. almost three decades ago 23% of americans said they ate dessert after dinner. now that number has dropped in half. only 12% of people eating at home say they have something sweet after. >> there's a bunch of skinny minis that don't know what they're talking about. >> reporter: around the corner at niete bakery, two friends drove from san jose to oakland

spock at star trek died today at the age of 83. he passed away at his home in los angeles. he is best known as that star trek character but he actually accomplished a lot more. >> reporter: perhaps known for half vok and half human character spok,nemoy later reprized his role including the latest star trek into darkness. >> i am in it but if you blink you will miss me. but i'm still pleased to be connected with the movie. >> stand by to beam up. >> reporter: throughout the early 60s, vemoy appeared in several movies. but his big break came while the starring on the lieutenant where he met gene dodenbery. nemoy was soon cast at mr. spok. but thanks to star trek

the system is coming straight down from the polar region. here it is now. you see it rotating bringing snow from the mountains. but, what we're talking about now is this cool air, not very organized right. you just see scattered showers and that's how it goes tomorrow. widely scattered showers. we had a severe thunderstorms warning up in the butte county area today. we had severe storms. now we're seeing heavy rain and snow. for the bay area proper, we're relatively dry. here we are at 7:00 a.m., a few clouds, i see stuff offshore. stuff to the east of us. so it's all over the place. baseball games tomorrow, soccer whatever is going on. there will be showers. you will see cumulous clouds. then we push into 4:00 on saturday. out in the livermore valley. that's probably 3:00, 4:00 is probably the best time for a

the counter would cut down on the rate of unintended pregnancies. they found the rate of unintended pregnancies to drop more than 25% if the pill was easily available and affordable. most women can get birth control through their insurance plans but a doctor's prescription is still required. >> removing that prescription barrier could help improve access but at the same time if the pill were to go over the counter and be available at a high cost, or not covered by insurance, then we're not really going to see this hoped for effect on reducing unintended pregnancy. republicans and democrats are split on the idea of over- the-counter birth control pills. police are looking into another act of vandalism at

dolores park. this time someone broke a glass bottle in the playground and now it's full of broken glass. workers have to remove tons of sand before it can be played on. a favorite part of the playground is now strictly off limits. >> reporter: a park worker placed warning signs and caution tape around the sand box. someone drinking here late last night smashed beer bottles along the retaining wall. the shards can't simply be panned out. the cause of the vandalism is unclear but the sand box will be shut down for a week because the park department has to order clean sand. >> that's sad.

we're back now to the weather tonight. we may get a little rain here but they are getting snow up in the sierra. i mean we're not getting as much rain as we need but they are getting some. >> this type of system is going to favor the mountains. it's going to favor the coastal hills. right now, i told you earlier. let's take a look. they're getting rain in the auburn hill, it's snowing pretty hard up here on the west slope of the sierra nevada. that's good news. they could see along the ridge lines here they could see a foot. maybe 14, 15-inches of snow. snow levels are coming down too. snow levels in the next 24 hours will probably get down

4,500 feet. that's why there's a sierra winter weather advisory that's in effect until 4:00 tomorrow. snow levels down to about 4,500 feet. traveling up there is not going to be that easy but as frank and julie pointed out. we need the snow and it will help out the ski resorts. this system just getting here now. the opportunity for more snow tomorrow. they can see on and off snow and we could see more showers. we will come back after the break and we will take you through the day saturday, through the day sunday with the computer model. see you back here after the break. the snow is a nice bonus for people heading to the mountains especially the tahoe. but getting there could be a challenge. the good skiing conditions and the rough travel conditions. >> reporter: a little snow can go a long way. brush code of powder made a big difference tonight. >> i didn't expect much but man am i surprised. i got dumped on.

>> better than you had expected. >> way better. i thought we were done with winter for sure. >> reporter: this was the scene drivers had heading into the sierra. low clouds looming overhead as the storm approached. the rain starts to fall. rivers and streams a testimony to the drought. this is what the south yuma river should look like. this was in december. fast forward a couple of months, look at all this exposed drought. this should all be covered with snow and the river should be a lot higher by now. once the snow started to fall. >> i love it. i love it. more snow the better. >> reporter: travelers stopped to play at donner summit. >> it's the baby's first time. the dog is a little, i don't know what to do yet but we love it. it was awesome. >> reporter: in a normal winter there would be feet of snow here not just a few inches. but even a small amount of snow can bring traffic to a standstill. the chp and caltrans dealing with accidents and spin outs once the snow started to fall. traffic was so bad in some spots. skiers and snow boarders like

these guys from reno expect their normal 45 minute drive home will double tonight. >> don't look forward to it. >> that's actually why we're leaving. we could have stayed longer but we need to get down. >> chains are required on all vehicles except four wheel drive with snow tires. the restrictions start add king vail and extend to the donner exchange. a gallon of regular has gone up 20-cents since yesterday. it's a matter of supply and demand. the supply has been drying up since that fire at the exxonmobil refinery at torrence and the strike in martinez. those two refineries account for 25% of the state's supply. state lawmakers plan to hold a series of hearings starting next week. in san francisco, the average cost of a gallon of regular is

$3.27. in san jose it's $3.18 and in oakland it's $3.16. those numbers are from the aaa fuel gauge report. in sacramento, legislation is being considered that would cut the sales tax on zero emotion cars and other clean running vehicles. right now the state tax is 7.5%. it would be reduced to a little over 3% over four years if the bill is enacted. san francisco assemblyman ting introduced the legislation. critics say it will only benefit high income buyers. a california assemblyman introduced legislation that would ban red light traffic cameras statewide. the bill would also require studies of cameras. the cameras are causing

accidents and costing taxpayers to maintain them claim opposers. reports of a slowing u.s. economy sent the stock market lower today. the dow dropped 81 points, nasdaq fell 24. and the s & p500 lost six. but all end february up for a month. google has submitted a proposal to tear down a section of its campus in mountain view and replace it with space age buildings that can actually be moved around and reconfigured as necessary. however as ktvu's ann rubin found out, people worry it may be too big for the area. >> reporter: will mark the first time they designed new structures from scratch and google says they've pushed their architects to think outside the box. >> we know it has to be this incredibly flexible space for

it to work. >> reporter: large translucent canopies that can be moved. >> you can pile them up and assemble them differently with basically light materials. >> reporter: permission to proceed will be the challenge. >> city staff they're going to be swamped. >> reporter: today mountain view took proposals from all companies looking for extra space in the north bay shore area. that includes google, lynked in and others. >> we have a criteria how we're going to select them based on how they're going to fit in. type of community benefits they're bringing to the table. >> reporter: and competition will be stiff. there's about 2.5 million square feet of space available in the north bay shore area. but with at least five proposals expected can they all fit? >> in all likelihood no.

new information now about the suspicious death of an 84- year-old woman found in her

sonoma county farmhouse. investigators said today the home in pen grove was in complete disar -- disarray. because of that the county sheriff is investigating it as a homicide. she had lived there for decades with her brother. he wasn't home at the time and has been cleared of any suspicion. >> you know it's like something strange. you don't expect nothing like that around here. everybody knows everybody around. everybody watches what everybody does pretty much. and they're good people. >> reporter: deneli's car a lexus cs400 was missing but has now been located. there's no one in custody in connection with the car. several boxes of merchandise was stolen this morning from a store in san francisco that sells high end audio and visual equipment. it happened around 4:30 this morning on audio vision. police say someone in a pickup

truck backed into the store several times. damage to the store is estimated at $500,000. this surveillance pictures show the suspect's pickup truck. police say it's silver and that it has major damage to the rear end. we're learning more tonight about a deadly police shooting in san francisco. it happened about 9:45 last night in the mission. two plain clothed police officers responded to reports of a man threatening a bike rider with a kitchen knife. the man with the knife was trying to steal the bike. the plain clothed officers told the suspect to drop his weapon but that he refused. >> in interviewing the victim, the victim told captain brae that he was coming after me with a knife this big. that is the knife was not that big. however it is large. and he thanked the captain saying you saved many my life. >> reporter: investigators say the officers fired six times. the coroner hasn 't released the name of the man yet who was

killed. new jersey governor chris christie is heading to san francisco. he will be the key ♪ speaker at a luncheon tomorrow. the selection comes after the gop met modest goals during last year's election. that's when republicans prevented the democrats from winning 2/3 majorities in both houses. campaign contributions are reportedly pouring in for gavin newsom. it's been two weeks since he announced he was runing to replace governor jerry brown. today newsom says his campaign has acquired $227,000. broken windows and a classroom trashed. we'll tell you about security concerns at a school in the bay area and why the teachers union says this is nothing new. >> chief meteorologist bill martin is updating his complete forecast. how wet weather could affect your weekend. but up first, a live update

back now to breaking news in the discovery of two suspicious devices tonight. debora villalon has the latest. >> reporter: good news there was no explosive. there is no threat, and the all clear has been given out here in the mission. they are taking the police tape down off the streets. reopening them, people are being allowed to go into their homes if they've been kept out. those who were inside on a shelter in place order are being allowed to come out. take a look now at video from about 10:00, the sfpd bomb squad rolled the robot down the sidewalk on 23rd street

alongside horrisman middle school. the robot stopped a while to analyze an object or objects that had been reported as pipe bombs. that inspection revealed whatever the object was it was not an explosive device and it was not a danger to anyone. an abundance of caution by hfpd and the bomb squad. every available officer from mission station was on this. and they sealed off a two blocks in all directions from the objects that were suspected to be explosives but again they were found to be harmful. >> how nervous were people in that area. >> this is a very busy neighborhood. people were out in the evening. people were taking it in stride but they also knew they were being kept far away. outside of radious perimeter.

but the worry was for their pets. >> the word of the hour, those suspicious devices were not explosive. debora villalon thank you. teenage partyers vandalized a kindergarten classroom. the teens broke into the school the night before valentine's day. photos showed broken windows, overturned furniture and destroyed student class work and a bottle of alcohol. an alarm alerted a district employee who went to the school and reported seeing about 100 kids run off. teachers say they are concerned. >> there's genuine worry and concern about their exposure. and the lack of security and the fact this has been an ongoing issue for a number of years. >> on monday, edison elementary school which is acrossed town was locked down for 10 minutes after a man walked off campus.

he was apparently trying to steal purses. no one was hurt in either incident. tracking the wind out there. still pretty breezy. no showers in the area right now but that could change overnight into the early hours. let's take a look at some of the peak wind gusts. it was pretty windy right along the coast especially. san francisco, mount diablo hat winds of up to 40 miles per hour. you know that's blowing sand across the great highway. there could be some issues in the morning hours with clearing sand off the highway. palo alto 22-miles-an-hour. here's the system we're tracking. as i pointed out earlier, the rotation is like this. it's just a lot of cool air coming in. you see the area spinning down here. that could bring a few sprinkles tonight. maybe some showers. by tomorrow it could erupt into a couple of thundershowers. we'll be tracking that closely as we go into the next 24 hours. sunday looks good in terms of the showers it's going to clear out. it'll be kind of breezy and
