seatbelt are factors in the crash. ktvu's azenith smith joins us live. >> reporter: sad story. witnesses reported seeing the friends in the car. speeding, swerving, crossing the double yellow lines. a truck driver tried to get out of the way but it was too late. >> reporter: loved ones placed flowers flowers and a cross were four people lost their live avers a joyride turned -- after lives after a joyride turned deadly. around 8:00 p.m. last night a back mercedes-benz crossed on to traffic and crashed head on into truck. three people were killed on impact. a fourth person died at the

hospital. 22-year-old was behind the wheel. his passengers were all from -- >> i can't believe it. i can't believe it. >> reporter: four others in the car, as well as the driver of the truck surfed major injuries. she was described the scene as chaos. >> i went into the window of the black car, yelled in, can anybody hear me? nobody responded. it was a horrific scene. >> reporter: emergency crews used the jaws of life. none of the passengers in the car were wearing seatbelts. two were sitting on people's laps. >> people hanging out of the vehicle. someone in the windows dancing. >> reporter: they found alcohol inside the car. they say four families could have been spared a lot of grief

had these young people made better decisions that night. >> senseless, yes. avoidable yes. but kids give into peer pressure. >> reporter: the youngest person killed was 16 years old. she was a junior. i spoke to the principal today, he said grief counselors were at the school today and will be at the school for the week. >> four young people dead in one car accident. what about the people who survived but are injured? >> reporter: they were sent to various hospitals. at last check three of the victims are still in critical condition. including the truck driver. >> thank you. we have new information tonight about the 14-year-old boy who was shot and killed over the weekend in oakland. before the gunman opened fire he pulled up in a car and said

four words. he was shot and killed while walking with his friends. he was in the 10th grade. a football player and people said he was always smiling. ktvu's christien kafton spoke with the father of one of the kids who was with him at the time of the shooting. >> reporter: yeah. frank. that father was his coach and tonight we are getting an indication on who the suspect might be and a description of the get away vehicle. >> friends and family comforted the mother today. shot to death saturday night. he was his long time football coach. >> my baby. i coached him since he was 5 years old. >> reporter: he was a good student. promising athlete and a good kid. >> look at his facebook, every picture he is smiling. always happy. just a happy kid, man. enjoyed life. took my baby.

>> reporter: the teen was at his home moments before the shooting. >> they were at my house. spending the night at my house. they were walking walking to the store. they said dad we will walk to the store. >> the gunman pulled up and asked them a question. >> they were just walking. he pulled up and said do you know tim. the boys said we don't know a tim. and then he started shooting. i mean, it was that quick. >> reporter: tonight we are getting a description of the shooter and the vehicle. >> the guy was light skin. braids. corn rolls. a blue beanie. that is what the kids said. >> reporter: he was a freshman. today counselors were on hand here and at the middle school to help students. >> remain present and offer support. >> reporter: we tried to get in contact with police to get an

update. they were looking for surveillance video in the area that might give them on idea on the suspects. >> how is his son doing and did he talk about whether his son said it was appear the gunman was targeting him or he was spraying out shots and he got hit? >> reporter: he said it was his son that ran back home to notify everybody that he was shot and they sat with him holding his hand. why they were targeted, there is no reason any of them should be targeted. he believes this was mistaken identity. >> christien kafton, thank you. farmers may get more water this year but not as much as they hoped for. in january the state water project eforecast it would be able to -- forecast it would be able to supply 15%.

that boosted that to 20% today. still it is the second lowest estimate announced since 1991 as we enter a 4th year of drought. officials say central california farmers can expect no irrigation water. gas prices jumped 20 cents this weekend, a dollar higher than a months ago. californians are paying more than the rest of the country. to show you how much more in california, look at this map. you can see california there is red. that means gas prices are $3 a gallon. in the yellow states, drivers are paying $2.50 or less. and in the green states, drivers are paying less than $2 a gallon. ktvu's tom vacar is here now, why have prices gone up so much more in california? >> reporter: this is the hard lessen on how supply and demand

work. >> reporter: california gas prices sky rocketed more than twice as much as the rest of the nation. >> oil prices went up and that would have explained 30 cents of the increase. but we have seen abincrease of a dollar -- an increase of a dollar of gallon. >> reporter: because california consumes all the gas the refineries produce, a small description is modified. on february 6 a facility shut down. a fire at exxon mobil refinery took that out. that cost california 1/5 of the capacity at a bad time of year. wait, there is more. >> this is a time we always get price spikes as they switch from making winter blend to summer blend. >> reporter: in the bay area a gallon of regular averages $3.38. that is a penny higher than yesterday. 48 cents higher than a week ago

and 87 cents higher than a month ago. >> we also have refineries that don't keep more than 10 days delay of gas on hand. which is a small country. the rest of the country keeps about 24 days on hand. no system here. it is a recipe for spiking prices here. >> reporter: because we have our own special blend of gas we can't trade it from state to state as other states do. despite investigations over many years no one found illegal price fixing but manipulate is a responsibility by -- poppings is a possibility -- manipulation is a possibility. >> i am not sure anybody has to talk about anything. >> there is nothing illegal about that as long as they are

not colluding. >> this is so sudden and so large. the industry is risking government intervention. something we will be talking about later. tom vacar, ktvu fox 2 news. >> tom, when you look ahead, do you think prices will go up more here or is this it? >> if another california refinery goes on strike, which is a possibility, you bet they will go up. if there is another explosion or fire at one of the refineries in california you bet prices will go up and it would take 4 weeks to bring in gas from other parts of the world that could produce our gas. so you bet, this could be large increases ahead of us. if things calm down, we could start seeing them go down. anybody's bet at this point. >> tom vacar, thank you. shares plunged today, and trading was halted for hours. ktvu fox 2 news has been telling you about tests that

found formaldehyde in flooring. it is linked to cancer. last night, 60 minutes reported the same thing manufactured in china. they refuted the allegations and insisted the flooring is safe. today the nasdaq topped the 5,000 mark and close to an all time high. they closed 5,008 today. this is the third time ever it finished above 5,000 and it is not far from the record high. which was set 15 years ago. the dow and the s&p also closed higher today. isis is using the internet to make threats against twitter and the company's founder, twitter co-founder jack dorsey twitter has been shutting down isis accounts to stop the group from using it as a tool for recruitment.

five vehicles were destroyed this morning when garages caught fire in san jose about 10:30 p.m. at a home blocks away from city hall. two garages were burning and smoke could be seen for miles

away. firefighters had to work quickly to keep the fire from spreading to homes. >> the flames did impact one building but it does not appear there is living space intrusion. >> no one was hurt. firefighters are trying to figure out what started the fire. los angeles police are going over videos of the police shooting death of a homeless man. a video yesterday has been viewed all over the world. and this is just one video. the are others as well. police say two of their officers had their body cameras turned on at the time. the police chief said the situation escalated when the man went for the gun of one of the officers. >> i have reviewed the video and the audio. preliminariarily you can hear -- preliminary, you can hear the officer engaged in the

confrontation saying he has my gun. says it several times. >> the police department and other are conducting investigations. the victim hasn't been identified. people in the area said he was known as africa. police say they were responding responding to the call of a robbery. starting today oakland has the highest minimum wage in the bay area. as a result 48,000 people will be getting a bigger check. someone paid $360 will be paid $490. it means the cost of doing business goes up and many business owners say they will have to pass that cost along to customers. however this morning most people agreed with the need for the raise. >> i think that is a great thing. you know, living in the bay area is expensive. >> i don't think it will go higher because of small businesses. it will put a strain as far as

huntington beach in southern california. it is known as surf 80 is. today they are -- city, today they are calling it snow city. they could actually make a snow man. this is rare for southern california. in fact, another person said he only seen this happen three times in his 34 years he lived in the area. and a person on the beach today said i don't know where the line is between hail and snow but this looks like snow to me. actually, it was hail but regardless it made for an unusual and fun day there on the beach at huntington beach. in the sierra,ifiabley skiers and -- finally skiers and snowboarders were in for a treat. snow. a big change from the brown slopes we have been seeing and this is what it looks like right now. this is a web camera from sugar

health. the hospital hopes to resolve the matter. costo is about to implement changes. they said today it struck a deal for citibank. and visa will replace american express. costo said the deal is subject to citi buying the portfolio. costo and american express parted ways. it will expire march 31. the deal with visa and citi group takes effect the following day. tinder got an upgrade but if you are over 30, just 30 it will cost you. the app costs $9.99. if you are older than 30 it will cost you twice as much. they are not trying to push out the 30 plus group, it wants tinder to be more affordable

news information about a double homicide that may have stemmed from an illegal gun sale. the mayor of the city known for wineries wants people to know the city is safe. the double killing is an anomaly. ktvu fox 2 news reporter allie rasmus is live where the people were killed. >> reporter: this is the first time in three years police have had to investigate a homicide. it is not a crime that typically happens here. the shooting deaths happened next to the homes in this neighborhood here behind me.

what is alarming to the neighbors, it happened at 4:30 p.m. in the afternoon on a sunday next to a park and walking trail. >> tree lined streets, and a school within view of the shooting scene. >> we have always felt safe here. i don't know. last night just shook us up. >> police say three men met at 4:30 p.m. in the afternoon yesterday. it ended with two of them shot and killed. police wouldn't say what the contraband was, a man said it was a gun sale that went wrong. [ indiscernible ] >> i was shocked and saddened because it is -- something like this happens and people begin to wonder what is happening to the community. >> reporter: the mayor says the

city poured plenty of resources into public safety. in four years they added 10 police officers for a total of 90. the city restored the gang and drug task force. they have a population of 80,000 people. >> when you have that many people you will have a few folks that don't play by the rules. never lore is a -- livermore is a safe community. >> police arrested a man in connection with the shooting. the victims were also livermore residents. people were ready to put what happened behind them. >> reporter: he is in jail, arrested for possession of a firearm. police believe he will face more serious charges related to the two homicides that happened here. i checked with the coroner, they are still not releasing

money for the non-profit. a fundraiser was also planned. a new report says the san jose roads are detirierating and there will be a hefty price tag to fix them. years of neglect led to cracks and pot holes that would cost half a billion dollars to fix. roads need maintenance every 10 years but the city only spent money on the most badly damaged roads because of other obligations. >> i have gotten flats. along those roads. bike flats. i don't drive along those roads. it is really bumpy. >> the report gives san jose a fair rating for the condition of the roads. and says without maintenance 40% of the roads will fall into poor condition in a few years. 15 tons of marijuana discovered that california

. following breaking news now from the south bay. cal train is reporting one of the trains hit and killed a pedestrian in south san jose.

it happened a short time ago on the southbound tracks south of the station. we don't know what happened or how the person happened to be on the tracks. last week three people in the bay area were hit by caltrains in separate incidents. two died. right now we are told the southbound trains to gilroy are stopped at capital station and they are working to set up a bus bridge. we will keep you updated. happening now, groups and community activists are beginning a rally in san francisco. they are concerned about plans for a construction project that jail. they said the money would be better spent elsewhere. >> david stevenson is live there now. david? >> at issue is whether to build a new jail on top of the hall of justice and the people you see rallies outside the building now are against that project. they say with a surplus of beds

inmates could be shipped to other jails that the funds could be spent on rehab programs and the jails unfairly incarcerate. but the sheriff and the mayor say the building is 57 years old, unsafe and the jail has inadequate medical facilities. no rehab facilities. advocates hope to secure a grant to help build a new jail on the site of a mcdonalds next to the haul hall of justice. opponents are rallying to urge them to not apply for the grant. >> we understand that, you know, the building is unfit, needs to be torn down and rebuilt. we are fine with that. the jail does not need to be a part of that. >> reporter: and people here outside the hall of justice are set to head around the corner to a public hearing on the process for a new jail and we

the u.s. boarder patrol made the second largest marijuana bust at the boarder

in u.s. history. they founds 15-tons of marijuana inside a box truck coming from mexico into san diego county. the driver provided a manifest that described it as mattresses. agents become suspicious after an x-ray of the load. it marijuana has a value of $19 million. the driver has been arrested. new developments in the case of a teen killed in a hit and rup crash. -- run cash. the driver faces serious charges. ktvu's cristina rendon is live from the san jose police department with the new information. >> reporter: yeah. we just got an update from san jose police. they say a 16-year-old was fleeing the scene after the crash and also driving a stolen car. this morning he turned himself in. >> reporter: he was only 15, the victim of a hit-and-run crash in san jose early saturday involving a group of

teenagers. >> it was horrible. you see these people screaming. >> reporter: police are saying two cars reached speeds in excess of 80 miles per hour when they collided. causing one to veer off the road. she says the cars were not racing but speed and alcohol were factors. >> there was a toyota, that belonged to the other driver and a honda and that was the stolen vehicle. >> 16-year-old took off after the trash leaving three people behind. >> it is unforfit. talking about youngsters that made a bad decision. >> the driver turned himself in to police, now facing serious charges at only 16. >> we identified both drivers. one was booked into juvenile hall. the other one we are still looking at his role in the incident. >> police are still trying to

piece together the incident. anyone with information about this contact police. >> one bad decision leads to all this. thank you. a new survey of doctors finds that many are giving in to pressure by parents over vaccination. 70% of doctors delayed vaccinations that request of parents even though they believe that puts children at risk. many doctors hope to gain the trust of the parents. studies found there is no benefit to delaying and delaying shots could leave children vulnerable for a longer time. the rate of vaccinations has gone up since the outbreak of measles that numbers 154. construction is underway for the floats to be featured in the lunar new year in san francisco. builders are busy cutting,
