but those who knew the man killed by officers say the police have it wrong. >> reporter: the mood was contentious. the crowd of hundreds angry as they defended the man police killed. >> shame on you, shame on you. >> reporter: the crowd filled the auditorium of cesar chavez elementary school just blocks where police and and killed perez lopez last wednesday night when officers said he was trying to steal a bicycle. a fifth grader was among those speaking against police killings. >> another one, then another one. that's not fair. what's up with you guys. you're supposed to protect the people and what are you doing? you're doing the opposite. >> reporter: the group frequently interrupted chief suhr as he explained what happened. police were on the scene responding to a 911 call of a

man chasing another man. >> the suspect charged at one of the officers with a gun over their head. >> reporter: the officers fired a total of six shots killing the man with the gun. this is a photo of the knife police say the man was holding. >> the police tactic is to immediately blame the victim. blame whoever they shot. demonize that person. >> reporter: coworkers of perez say he was no thief. they said he didn't speak english and likely did not know that the plain clothed officers were police. this man tells me lopez had been working for him during the past two and a half years. >> he's a hard working guy. he wasn't involved with drugs, he's not a criminal. my big question is, how did it happen. >> reporter: the bicyclist had stolen perez' cell phone, and

perez was chasing him to get it back say witnesses. a call for a day of action to protest police killings. friends of perez lopez say their priority is to get his body back to his family in guatemala. amber lee in san francisco tonight, amber. controversial police shootings were also on the white house agenda today. president obama met with a task force that were formed after the police shootings in ferguson and new york city. it's recommending independent investigations into all police shootings. abolishing all police tactics that call on profiling. debora villalon is live in hayward with how an alert citizen helped lead police to their suspects, deborah. >> reporter: yeah, it was in this shop plaza last thursday a woman saw some suspicious behavior and she called it in.

until then, the suspects had been moving targets. >> she was really like i haven't done anything. why are you taking me. >> reporter: people on evangeline avenue stepped out the door to see their street swarmed with cops and a combative woman being arrested. >> she was saying police brutality. police brutality. >> reporter: that was 25-year- old jessica adkins. arrested for auto theft. along with 33-year-old erin ellis of alameda who was at the home with her. >> we recovered five stolen vehicles. at least two of which were stolen out of hayward. >> reporter: but those five may be the tip of the iceberg. >> there was some evidence at the scene that suggested they may be connected to 25 other additional car thefts. >> reporter: the hayward officers saw the women moving property from one stolen honda

to another but they raced away in one of the cars. the next day, a woman reported them acting suspiciously. shuffling stuff again. this time with two hondas and a toyota involved. >> suddenly the police ran. like drive. >> reporter: this security guard watched police pounce with lights and siren but again the two slipped away. leaving one stolen car behind. >> the police was looking inside, the backside. everywhere checking. the police were checking that car. >> reporter: the trail eventually led to adkins parent's house on evangeline where the suspect and three stolen cars were found. inside the home a list of 25 other cars. which has investigators intrigued and neighbored stunned. >> i'm uncomfortable of course. i think that they're getting targeted. i'm glad they're caught. >> i can see her with her handcuffed and everything. i heard she was disowned by her

family or whatever. she did, does steal cars. >> whether the two women allegedly acted alone or are part of a bigger ring is something police are looking into. older hondas and toyotas were targeted. julie that's probably because they don't have the anti theft protection the newer models do. >> police finally caught up to them. debora villalon, live tonight in hayward. debora thank you. a 16-year-old surrendered to san jose police today to face charges of being involved in a hit-and-run crash that killed one person. police say two cars were speeding early saturday morning when they collided on hillsdale and meridian avenue. 15-year-old vladimir vargas was killed two others were hospitalized in serious condition. the driver ran off. police have now booked a 16- year-old boy on suspicion of felony hit-and-run and vehicle manslaughter. his name has not been released. a warning out tonight from the city auditor in san jose about a huge price tag to

repair street that is have been neglected for years. the auditor released a statement that said roads need maintenance every 16 to 20 years. but san jose has only spent money fixing the most badly damaged roads and the auditor estimates that it will now cost more than half a billion dollars to fix cracks and potholes all across the city. the report says the city's over all road condition is considered to be fair but without needed repairs and maintenance. almost 40% of the roads will fall into poor condition over the next few years. compared to other bay area cities and counties, san jose roads ranked 79th out of 109. u.s. stock markets are starting the month of march with a roar. the nascar closed above 5,000. it has only done that one time before and it was in the year

2000. the dow and sm & p500 did set new record highs. the dow added 155 points. the s & p added 12. investors seem confident the market is still growing at a slow pace. twitter in san francisco are now the target of online threat allegedly posted by supporters of isis. jana katsuyama is live with the role of social media. >> reporter: now isis supporters are retaliating by threatening to take their door to twitter's front door. at twitter headquarters in san francisco, everything appeared quiet. some employees told us off camera they had not received any company notices about heightened security. an online message surfaced sunday including death threats and a photo of jack dorsey.

they targeted dorsey and twitter employees and business. isis has been taking their war online. a twitter spokesman responded to ktvu saying our security team is investigating the varasitiy of these threats. >> i didn't surprise me because in the past there's been threats. >> reporter: people who work in the same building as twitter, workers say they've already noticed more security. >> reporter: twitter has reportedly suspended isis accounts finding at least 2,000 accounts tied to isis or its supporters. you tube has also been used to

caltrain says a man was killed on the track at about 5:15 tonight in the south bay marking the seventh fatality so far this year. it happened just south of the blossom hill station in san jose as the train was headed toward gilroy. the man's name still hasn 't been released. the incident caused delays for

about an hour and a half. according to caltrain, 14 people die on its tracks each year. this year is well above that average. one of those deaths involved a train hitting an suv. tonight an informal gathering of people in menlo park pushed to make the crossing at ravens wood avenue safer. cara liu is in menlo park with tonight's brainstorming for solutions, cara. >> reporter: right now some of the express trains don't stop at the menlo park station which is located right next to the ravens we're crossing here. one idea that was proposed was to change that and force a stop at the station effectively slowing train speed through this intersection. city leaders and residents crowded in cafe zoey anxious to talk about train safety. this after a train the áf killed a 25-year-old woman peninsula woman last week -- after a train killed a 25-year-

old woman. residents say due to pedestrian crosswalks and the traffic flow at the intersection it's not difficult for cars to accidentally get stuck on the track. >> it seems all clear, but a pedestrian suddenly walks across, then the car in front of you has to stop, the cars behind it are stopped and somebody on the track is going to be stuck. >> reporter: council member muller suggested looking into electronic signs that would use caltrain's realtime data to let drivers know when trains are approaching the intersection. >> you would be able to see as you approach the track so you know a minute from now a train could be here. >> reporter: menlo park is considering long time improvements to separate the tracks from traffic at raven's wood. the project is in the design state. >> once you have grade separation then clearly it's

safer. there's no two ways about it. it is safer. that's the way commuters have been doing it up and down the peninsula but it's not here yet. >> that's why this meeting is so important to talk about how they're dealing with it. >> reporter: other ideas were suggested as well. >> i would love to have the city do a real study of the cost of under grounding the rail line all the way up and down. >> of course i would love to see b.a.r.t. come down on the peninsula which would reduce traffic. >> reporter: and residents are being invited to attend an upcoming rail sub committee meeting to put their suggestions on the record. that meeting is being planned march 17 or 18th and it will be held at city hall. here in menlo park. >> when those trains are coming they come up on you very quickly. cara, thank you. a bike rider was severely injured tonight after being hit by a car in the mission district in san francisco. it happened about 12:30 this

afternoon near the corner of 14th and fulsome. the victim is an adult male at this point his name has not been released. he was rushed to san francisco general with injuries described as life threatening. so far police haven't determined who was at fault. the driver did stop though and police say drugs and alcohol do not appear to be factors. now to santa cruz county where investigators say alcohol, speed and no seat belts all played a role in a crash that killed four young people. it happened in aptos. four other people suffered major injuries. it all started as a joyride and ended in a head on collision. >> this is the right rear of the truck and the black mercedes was right here. >> reporter: a crash so severe it claimed the crash of five people. the coroner identified him as

arturo avalos. his passenger, solis, brady and a 16-year-old girl all from watsonville. >> the impact was huge. i can't even describe it. it was a very hard hit for both vehicles. >> reporter: chp says around 8:00 last night a black mercedes wednesday carrying seven people was heading toward the highway when the car crossed on to oncoming traffic. a fourth person died at the hospital. for others in the mercedes as well as the driver of the truck all suffered major injuries. >> there was evidence that alcohol was being consumed. broken bottles, intact but open bottles. some glass and stuff like that. >> reporter: chp says none of the people in the mercedes were wearing seat belts. two of the passengers were

sitting on other people's laps. loved ones placed flowers remembering those who died. >> i saw him a while back. and he told me, if i wanted to spend the night because we used to have sleep overs. >> last word he told me friday, see you angel. see you next week. >> reporter: for sponswood she says she can't imagine what the parents of the four people are going through. >> hug and kiss your children every day. tell them you love them. >> reporter: grief counselors were at school today and will be at the school for the rest of the week. in aptos, azenith smith, ktvu news. a new study from stanford suggests californians should get used to being in a drought. human caused climate change is increasing the risk of drought and they say if global warming

continues we will experience more drought conditions on a regular basis. the study appears in the journal of the national academy of sciences. checking in on the weather today. we did have two scattered showers from this system which is spending most of its time and emergency in the northern part of california. this ridge of high pressure is rebuilding. this thing dropped down. now the ridge is coming back over us. this looks to be very dry. the showers are working their way south of santa barbara. we did have significant showers around milpitas and fremont this afternoon. i will show you some of the totals. when i say significant .12 in milpitas. .12 .12. you may have been in a place that got .03 but they didn't

her daughter marina. >> i've been waiting five years for an organ donor. >> reporter: she takes five different medications and four times a week she's hooked up to this dialysis machine. >> marina has a genetic condition. so it is my husband who had a kidney transplant. and it's my son. and so we're talking about my whole family. >> reporter: they are encouraged by new numbers released exclusively by ktvu that reveal a significant increase in the number of people registering to be organ donors and it may be thanks to a new law that helps undocumented drivers in california get licenses. since january, 110,000 people have signed up to get licenses and 50,000 have signed to be organ donors. >> we went wow. >> reporter: the ceo of the california transplant donor says it's too early to directly tie the increase to the new

new at 10:00, a unique look at san francisco's tenderloin neighborhood. it's an area plagued with poverty, crime, drug use and homelessness. tonight a sobering look for what life is like for those who live there. >> ken wayne spent a night alone in the tenderloin to see firsthand what they're up against and the challenges that people face. he's here now with what he found, ken. >> reporter: frank and julie i wore this small video camera underneath this jacket to get shots of the tenderloin and i identified myself to people who agreed to talk to me. they gave me some surprisingly candid answers when i asked them what it's like to live here. the wa rfield hotel sits in the heart of the tenderloin. rooms are usually rented by the month even though it's in the seediest part of the city, a room here isn't as cheap as you would expect.

seventy dollars a night. this is what you get. little furniture, a bed with some wadded up sheets and pillow. no pillow case. a bathroom with no working light. no toilet paper, and two windows looking down on turk street. this will be my home for the night. i'm told by police it's a haven for meth and heroin users. in the hall ways there are muffled voices behind closed doors but after going in and out of here for 16 hours, i never see anyone outside their room. just an abandoned wheelchair. on the street in front of the hotel i run into a woman named rita who asked me for two dollars. >> what are you doing out here? >> getting high. >> getting high? >> yeah. >> reporter: rita says she's from reno and went to school in lake tahoe she's been in san francisco for most of her life. living on the streets, addicted to drugs. >> what kind of drug? >> crack. >> crack? >> yeah. >> i've done it for 30 years.

>> you've been doing crack for 30 years? >> yeah. >> i wish her well as i move on. >> stay safe. >> thank you, i love you. >> all right, take care. >> thank you. >> reporter: down the street i met a man who asked for $5, he calls himself v. >> i don't get involved with drugs. i have two beers every now and then. i don't get into the scene though. it's too dangerous. i'm too old. >> reporter: 39% of the city's homeless came to san francisco from some place else in the previous year. v says he move here from los angeles. he's been looking for work without success. >> what's your plan? >> find me a full time job and get off the streets. that's my plan. >> reporter: yeah. >> but i can't make it here. it's too expensive. >> reporter: v says san francisco is not for him. and it's about time to leave. >> maybe phoenix, maybe las vegas.

from getting a job. she was thinking about going back to her family in connecticut. >> if you had a ticket to go back, would you go back? >> probably not. only because i have a drug problem. and back there i will -- >> reporter: it seems everyone here has a hard luck story. hoping for a better life while searching for a way out but somehow for now stuck. i head back to the warfield hotel and try to get some sleep. shortly after sunrise, it's time to check out. i asked the hotel clerk about the $10 bill he gave me for change the day before. i tried to use it at a local market, the cashier said the bill was counter fit. >> not good. original, original. >> reporter: they said it wasn't real. >> original. >> reporter: morning on the streets, some of the homeless are starving to stir but many are covered by blankets and surrounded by their personal belongings. and once again i run into rita.

>> how are you? >> i'm okay. >> reporter: what did you do last night? rita says she's going to an appointment to get medication. and she has a final message. >> can i put a bug in your ear. can i send you a message. >> take care. all right i'm going this way. >> i love you, ken. talk to you later. >> okay, bye bye. >> reporter: there are a host of services available for people like rita to try to turn their lives around. and despite all of those services that are available, some people are still making choices that keep them on the streets. frank. >> reporter: ken it's no secret that can be a dangerous area. you were there all by yourself. you didn't know anybody. we saw that one incident with the guy who bumped into you or you bumped into him. was there ever a point when you were concerned about your safety. >> reporter: no not really.

you just have to use common sense. i checked in with the police while i set up on my own. he said just stay away from large groups of people who like suspicious. if you see someone acting suspicious, turn around and go the other way and that's exactly what i did. benjamin netanyahu spoke before a group in washington. boehner made around the white house when he made the invitation. the prime minister says the ties between the two countries will never be broken. >> the reports of the demice are not only from mature, they're just wrong.

new at 10:00, some dramatic pictures of a car that slammed right into the front doors of a pet hospital. it happened this morning. a hospital spokeswoman said she was in the hall way and two people were at the desk in the entry area when that car came smashing through. fortunately no one was injured including the driver and a passenger in the car. police say speed rather than drugs and alcohol was the likely cause of that crash. in san francisco, dozens of people rallied against the

proposed building of a new jail facility tonight. the $278 million construction project would replace the jail on the top floor of the hall of justice. but opponents say those inmates instead could be shifted to other facilities where there's a surplus of beds. and that the money could be better spent on rehabilitation programs and other public services. >> for those of us who have been fighting against poverty. for those of us who have been fighting for education and mental and medical health care and housing we just rally see that money would be much better invested in those things especially from a perspective of public safety. >> reporter: city officials and jail advocates say the current lock up at the hall of justice would be better quipped. the coach of an oakland teenager told us today what the killer said immediately before opening fire. davis was killed saturday as he

walked near coolage avenue. the freshman was spending the night at the home of the coach. devon and his son were on the way to the store with a friend at the time of the shooting. >> we were just walking, he pulled up and said do you know tim? all the boys looked at each other and said we don't know a tim. and then he just started shooting. i mean it was that quick. >> reporter: we spoke with davon's grandfather tonight. he told us he has been crying for the past three days. he said quote i'm all cried out. i don't have any more tears left. the gunman was reportedly driving a white infinity truck, had light skin with either braids or corn rolls and a blue beanny. the 22-year-old man from australia says it was possibly the scariest moment of his life. he's talking about a sky diving incident and how he is incredibly lucky that he survived. christopher jones posted this video on you tube shows the jump back in november. it's already been viewed by

the supreme court struck down where sex offenders live named jessica's law. today the high court ruled unanimously saying the restrictions may violate the constitutional right of those parolees. the u.s. border patrol is calling it the second largest marijuana bust at the border in u.s. history. agents said they found almost 16-tons of marijuana inside a mattress truck coming from mexico into san diego county. they say they noticed suspicious looking objects during an x-ray investigation and when they opened the back of the truck they found 1,300 packages of marijuana. authorities said all that marijuana had a street value of almost $19 million. tomorrow the city council

in pleasanton is going to take up an unusual issue. bees. the council will consider ending the city's ban on backyard bee keeping. it's a ban that dates back nearly 100 years. >> reporter: some people have a dog or a cat around the house. steve gentry has bees. >> bees are actually very friendly. >> reporter: gentry has been in the bee keeping business for 18 years. >> it's like a cat, a dog, they're your family. >> good food needs pollinators. without bees we would not have our fruits and vegetables on the table. >> reporter: there's been a buzz about bees. on tuesday the city council's pleasanton is poised to end a nearly 90 year end ban on backyard bee keeping. >> this is one that's been in the books for a long time. the city has realized that it's

we're heading into that dry extended pattern that we've been noticing really for the last while. so check out the satellite loop and you can see that system trending south. you see it moving down here. that's the system that brought the showers today. minimal amounts of rainfall. you can see it showing up on concepcion. that's how it goes. that system trends out of here and we're clear and dry right now. you see the radar spinning and there's nothing in the area. mostly clear skies tonight. rainfall totals as they worked out today. you had lots of very low accumulations as i mentioned. you just had to be under the cloud to get anything. if you did, some areas didn't record had up to a .25-inch of

rain. it was a productive amount of rain and snow on monday. a little over 2- feet of snow. this is all good stuff for the sierra snow pack because it's been running way way behind less than 50% where it should be now. this will move the needle just a little bit. but it is at least moving the needle. that low pressure moves out of here. this is the story we've seen all of january, most of february and now march sets up with this guy. temperatures are going to start to warm. and with the warming temperatures, and as we're getting later in the season. allergies are going to start becoming an issue for those who suffer from them. the tree pollens are going to start trending high. as we head up there on wednesday, warmer, thursday warmer, friday warmer. you're going to find the trees really starting to go off. especially in places like oakland, san leandro, hayward, berkeley, alameda right around the bay. these guys are moving ahead of the inland valley. 80% of people are bothered by the allergies. i think it's going to be a high
