antioch where police will questioning three people in connection with a deadly shooting. alex savidge has been ots scene all morning -- has been on the scene all morning. he joins us to tell us how these people were taken into custody so quickly. good morning. >> reporter: good morning. it was the right place, right time for one antioch police officer who happened to be in the neighborhood when the shooting happened late last night. the shots were fired after 11:00 on hudson court. we'll show you what the scene looked like. an officer on patrol heard a gunshot in the area, then saw a car speeding away with no lights on. that officer tried to make a traffic stop but the driver wouldn't pull over and that led to a pursuit. this chase ended about a mile away from here on mahogany way where the blue toyota camry lost control and crashed right into a home. an elderly woman was inside sleeping at the time. she was not hurt. police then move in and took three people from that car into custody.

they are all being detained for questioning in connection with the deadly shooting nearby. neighbors are troubled by what happened, this killing last night. including one who told us that he saw the victim alive and said he was always quite friendly. >> no problems, no -- the dude was always cool with me. i say hi. he say hi back. he keep going. i keep going. but i mean, you -- he was a real cool dude, man. real cool dude. >> reporter: and police last night also recovered a shot gun, not far away, that may have been thrown from the getaway car during that pursuit. the motive for last night's killing, that remains unclear and the victim has not yet been identified in the case. but tori, investigators are continuing to piece together the first killing of the year here in the city of antioch. >> alex savidge live for us in the city of antioch. thank you. time is 7:04. the father of missing teenager sierra lamar says the weekly searches for his daughter will

be ending. she vanished on her way to school march 16th, 20012. since -- 2012. since then volunteers have been searching for her. her father says saturday, march 14th, will be the last formal search. the suspect in her disappearance remains in jail and is awaiting trial for her murder even though her body has not been found. 7:05. the california supreme court strowk down a part of jessica's law that puts limits on where convicted sex offenders can live. the court revoked a requirement that requires sex offenders from living within 2,000 feet of schools and parks. the city challenged that requirement and said it can make it impossible to find a place to live. they say this may violate the constitutional rights to

parolees. some advocates agree. >> you are homeless and you can't find a place to live, you can't find a job. you will probably resort to some sort of method of keeping yourself alive, be it stealing food or something. >> now,les supreme court said when the law leaves parolees harmless, it's harder for parole officers to know where they are. kamala harris hasn't said whether she will appeal the ruling. however, legal experts say it's expected to affect all large california cities. 7:06. a controversial traffic plan for what's considered one of san francisco's most dangerous streets is expected to be decided today. it has cycling veeckets and business owners at odds, though. ktvu fox 2's katie utehs is live along polk to explain why the plan is making many people angry even though it's aimed at keeping people safe. good morning. >> reporter: good morning. well, polk street is popular. that's a good thing. it is packed with cyclists, cars, and plenty of businesses

which can sometimes lead to some clashes. kind of the makeshift bike lane behind me, it shares it with cars. there's also this parklet that you can see that takes up parking space as well. so folks municipal transportation agency has a real challenge balancing everyone's needs and creating a safer polk street. public works is planning to repave polk which prompted the redesign of the street. now, this has been in the works for two years. the plan currently on the table includes the addition of bike lanes along most of polk but at the cost of more parking spaces. people cyclist groups, and business owners are expected to pack the san francisco board of directors' meeting where the plan could be approved. we spoke to a man who lives in the area. he supports the bike lanes. >> i threed it a exwusm times -- i tried it a couple of times. it scared me to death.

it's just too scary for me. too many cars. >> reporter: the plan also adds crosswalks and other safety measures but eliminates around 170 parking spaces. some for a few hours each day, others permanently. you can understand the concern coming from business owners who rely on those parking spots for their customers. the mta does report some 122 clickses along the polk corridor within the last year. so clearly, there are safety concerns. it's just going to be a challenge balancing everyone's wants and needs, tori. >> all right. thank you, katie. 7:08. an american woman jailed for months in a small southeast asia nation is finally heading home. stacy addison left yesterday. the vet from oregon, who was a uc berkeley graduate, was on a solo two-year trip around the world when she was arrested in september. her mother says she was detained by police after sharing a taxi of a stranger in

possession of methamphetamine. she's been out of jail since december but officials initially refuse to return her passport. after months of delays, construction on the new patton office in sill little convalley is due to begin this friday. the office at san jose city hall was originally seen as a time saver for local investors and business people. the city lobbied hard to get the patent office. san jose applies for more pat patents than any other city in the country. the price was $10 million but now that may be too low as more heavy construction is needed. that will add two more months of delaying the opening of that office. sonoma city, taking a stance on adding fluoride to water. they are sending a letter of opposition to the county's

water agency. supporters of floor idation -- floor riddation say it's effective. scientists say it's faulty and instead money should be pent to educate people on dental health rather than forcing medication on them. today, state water officials will conduct a new study of the sierra snowpack, they are not expecting good news. sne samples will be taken -- snow samples will be taken from several areas, including echo summit. they will check how much water is in the snow. there have only been two significant storms and both of them were warm and did not contain much moisture. the snowfact survey helps the state decide how to allocate water resources for the rest of the year. 7:10. there was a hot town hall meeting in san francisco last night over a deadly police

old boy before he was shot and killed. the 14-year-old, devon ellis, was shot saturday at he walked on brookdale avenue in the fruitvale neighborhood. the tech was spending the night at the home of his football coach. coach jackson says his son and devon were going to the store with a friend when someone in a car asked them a question. >> we're just walking and he said do you know tim? all of the boys said we don't know tim and he started shooting. that was that quick. >> the other boys told the boy had braids or cornrows in his hair and he was wearing a blue beanie. he was driving a white infiniti truck. we talked with devon's grandfather. he said he's been crying since it happened and he said i'm all cried out. i don't have any more tears left. there is a $20,000 reward being offered for information leading to the arrest of dev john's

killer. -- devon's killer. parents of three bay area victims in last year's deadly rampage in santa barbara county have filed a lawsuit. the county, the sheriff's department and the apartment building are all named in the suit. it claims they tall missed red flags that elliott roger was dangerous. last may, he stabbed, shot and ran down people in the community of isla vista. one of california's largest wine producers is accused of using toxic materials in its wine bottles. the state attorney general's office claims galo glass put recycled by-products from manufacturing back into the wine bottles. of the lawsuit said inspections show toxic lead, arsenic and other materials wound up in the

moving onto the eastshore freeway, traffic has picked up here as well. 31 minutes from the carquinez bridge to the mauz, -- macarthur maze and then it starts to back up. once you get past the toll plaza and the metering lights you are free and clear into san francisco. finally highway 24 starting to pick up. this is in la fayette. there was an injury accident off 680 near alamo. but that doesn't seem to be causing problems. but it is heavy from the southbound direction from 680 from concord into walnut creek. at 7:-- 7:18. here's steve. we have cold temps, 30s. a big drop in the temps. you lose the cloud cover and the breeze tails off. that will do it. a cold morning. it will be sunny and nice. it will be a little warmer

it happened sunday night when a mercedes-benz heading westbound on freedom boulevard crossed the center line and hit a ford pickup head on. seven young people were cramled in the mercedes. the chp says none were wears seat belts. the driver and three passengers were killed. witnesses report seeing the mercedes driving erratically just before the crash. three others in the mercedes as well as the driver of the truck all suffered major injuries. 7:24. thousands of californians waiting for organ donations have new hope. that's because more people are signing up to be organ donors. numbers released exclusively to ktvu show some of that may be because of a new law allowing undocumented residents to get driver's licenses. since january, 110,000 people registered for licenses and 50,000, almost half, have signed up to be donors. that is a 30% increase compared to this time last year.

contracted the virus. nancy and her husband left the u.s. on sunday. last summer she became the second american infected with ebola while working at a hospital in liberia. like all survivors. she's now considered immune to the highly fatal virus. her husband is one of the volunteers testing an experimental vaccine against ebola. they say liberia is still very much part of their hearts and lives. police say they got away before but now they are finally behind bars. how officers captured two east bay women accused of stealing more than 20 cars. we are live in menlo park where there is a big push to change this railroad crossing after a woman was struck by a train here. we'll tell you what happened last night that may help spark some possible solutions. and traffic heavy in some part, of the bay area. not so much in others.

's vef from northbound 101, from silver crook valley road. doesn't get better until you get to the lawrence expressway. also very busy if you are headed westbound onto 80. looking at the livermore valley, this has been a mess all morning long and will continue to be. there was an accident earlier on 580. moving onto the sun nome grade cam, things are -- sunol grade cam, things are looking great but starts to pick up and get busy once you reach auto mall parkway in fremont. finally taking a look at 880 in oak, things are looking great as you pass the coliseum and oracle arena. back to the desk. caltrain service, back to normal this morning after a man was hit and killed on the tracks last night. caltrain says he was hit by a southbound train. this was about 5:15 last night just south of the blossom hill station in san jose. trains were delayed for about an hour and a half. it's the 7th fatality on caltrain tracks this year according to caltrain, about 14 people die on their tracks

every year. well, people in menlo park are demanding chain changes to a -- changes to a railroad crossing because they say cars are getting trap. one woman died after being hit by a train. last night, there was a meeting to talk about what can be done to make things safer. ktvu fox 2's janine de la vega joining you us -- joining us live. you are live. what came out of the meeting? >> reporter: a lot of people were there. they want short-term solutions. this whole area during the commute can get very congested. you can see that is a pedestrian crossing where you see that cyclist going across there. cars end up stopping for the pedestrians and cyclists and then cars end up lining up here through the intersection and traffic gets backed up. so cars could potentially get stuck on the tracks. last week, a train hit and killed a woman who got trapped

on the tracks because traffic was stopped ahead of her. it struck a nerve in the community and people met with city leaders last night at a cafe to discuss immediate changes to improve rail service. one of the city council members suggested using electronic signs that would use the realtime data to get drivers know when trains are approaching. some suggested a pedestrian. we spoke to one man who said instead of a stop sign there needs to be a traffic light installed just before the crossing. >> because then people would stop before the signal light and they won't get caught in between these barriers right here. >> reporter: machine low park is considering -- menlo park is considering long-term improvements to separate the tracks from traffic at the ravenswood crossing so that cars and pedestrians no longer have to travel directly over the tracks, but the two jecket is in the design phase which most likely to take two years. the city council is working

with caltrains to make this a priority. there will be a meeting later this month to get public input. it's easy to be on auto pilot and be driving across and get stuck on the tracks. it actually happened to me. not at this crossing. but at another crossing. my car made it. it was sort of hanging off some of the tracks. a car was stopped ahead of me and i was praying the those gates didn't come down -- come down and i immediately thought about this story. >> it happened to you. wow. i'm glad you are okay. that's scary. >> reporter: getting stuck. >> yes. all right. janine de la vega, we'll talk to you later. thank you. 7:35. well, friends, co workers and neighbors of the man who was killed last week by san francisco police in the mission district say police have it all wrong when it comes to what happened. >> this is unfair!

what's up with you guys! you are supposed to protect the people! but you are doing the pop opposite -- opposite! >> greg suhr hosted the town hall meeting talking about the officer-involved shooting. the crowd angrily defended the man who was killed by police. police say he had a knife while trying to steal another man's bicycle. when police arrived at the scene, they say perez lopez charged at them. >> the officers were approximately five to six feet away when the suspect charged at one of the officers with the knife raised overhead. both officers discharged their firearms. >> however, supporters say it was the bicyclist who actually stole perez lopez's cell phone and he was chasing after him to get it back. chief suhr says it is still very early in this investigation. he said anyone with information should contact the police. mean times, friends of lopez say their priority is to get their body back to his family

in guatemala. 7:36. an independent investigation is underway into the deadly police sheeting of a homeless man -- shooting of a homeless man in skid row in los angeles. protesters gathered last night near the spot where the known known as africa -- man known as africa was shot and killed on sunday. police say there's evidence that the man tried to reach for the officer's gun when they went to question him about a reported robbery. along with video shot by a pause passerby -- passerby, the two officers on the scene had body cameras. >> this is an awful tragedy but the officers took -- on the face of it, reasonable steps to avoid it. >> this latest shooting comes during a time of increased tension over the use of deadly force by law enforcement. los angeles mayor eric garcetti says an investigation is underway and urged people not to rush to judgment. a 16-year-old boy surrendered to san jose police

to face charges of being involved in a deadly hit-and- run crash. police say two cars were speeding early saturday whenning when they collided on hillsdale and meridian avenues. 15-year-old vladimir vargas was killed, he was a passenger. two others were hospitalized in serious condition. both drivers ran off. police have booked one of the drivers, a 16-year-old, on suspicion of fell nil hit and run and vehicular manslaughter. his name has not been released. police say they also have identified the driver of the other car. 7:38. dozens of people protested against plans for a new jail in san francisco. the 278 million construction project would replace the jail on the top floor of the hall of justice. but critics say the inmate could be moved to other facilities where there is a surplus of beds and the money could be better spent on rehab programs and other public services. >> for those of fighting

against poverty and for education and mental and healthcare, we see that money would be better invested this those things, especially from a perspective of public safety. >> they say the hall of justice is seismically unsafe with poor medical facilities and there are no classrooms or rehab areas for the inmates. two east pay women suspected of stealing more than 20 cars are in custody this morning. police arrested 25-year-old jessica atkins of hayward and 33-year-old erin ellis of alameda. police had size between the women acting suspiciously but both times the sphrks were able to drive away. this time investigators tracked them to a house in hayward and arrested them. they also found several stolen cars at that address. neighbors say they were surprised to see so many police on their block.

thousands of people are paying their final respects to boris nomietz. he was shot to death late friday while walking across a bridge near the kremlin. no one has been arrested for the killing. he was a critic of president putin. there are now conspiracy theories the shooting was ordered by president putin. they have solved the mystery of that tunnel in toronto, canada. it's a 33-foot long tunnel big enough for somebody to stand up in. it was discovered in january near a stadium that will be used for the pan am games in july. there were fears it might be linked to a terrorist attack but the police say they have found the two men who built it. all they want was a man cave to hang out in. >> we are satisfied that there

north bay, we haven't talked about the north bay. there are a couple of accidents south of novato also near southbound 101 near the waldo tunnel. these are noninjuries but obviously causing a little bit of a mess there in the north bay. let's go to the south bay now. 280/880 split. thats had been a mess all morning long especially northbound on 101. you see the traffic there on 280 very heavy over there. new accident, northbound 101 near alum rock. that's a noninjury accident to speak of also. finally highway 4 this morning. this is typical commute traffic from the pittsburgh baypoint area. it remains very busy if you go southbound on 242. as you connect on 680. 8:01 back to the desk. a quick acting patrol officer is peaking credited -- is peaking credited -- being credited for quick thinking. alex savidge has more. >> reporter: good morning. that deadly shooting late last

night immediately led to a police pursuit and that pursuit came to a crashing end here at this home where we are this morning on mahogany way. the car officers were chasing slammed right into this home, hitting the garage, actually. there was an elderly woman inside at the time. she was not hurt but quite startled by the crash that she heard last night. it after 11:00. you can see the blue toyota camry crashed into the home's garage. that same car had been spotted earlier by an alert antioch police officer speeding away from a homicide scene about a mile away from here. the officer heard a gunshot while they were on patrol and then saw the car with no lights on leaving the area. that's when this pursuit began and it ended with the crash. the three people inside that getaway car were taken into custody and they are now being questioned about the killing of a man who was found shot to death on hudson court. neighbors in that area who had seen the victim around are troubled by this homicide.

police last night, they also recovered a shot gun in this area that may have been thrown from the getaway car during the pursuit. the motive for the killing is unclear and the victim thus far has not been identified. most of the damage done to the car and a. this was the first homicide of the year in antioch. >> thank you. 8:03. a controversial street plan in san francisco for what's considered one of the city's most dangerous streets for traffic, it's expected to be decided today. katie utehs in san francisco along polk street. so tell us why cycling advocates and business owners are battling over this. katie? >> reporter: well, good morning. polk street is busy. that's a good thing. it means business is hopping. a lot of people use this as a cycling route to get to and

from work and not to mention all of the cars that take this route. it's a main artery through the city. you can see the bike lane. it's shared with the roadway. and then there's also this parklet along the street, too. that takes up parking spots. so now sfmta is trying to create a balance. they are planning to repave polk which prompted the redesign of the street. this project has been in the works for two years now. the plan currently on the table includes the addition of bike lanes along most of polk but at the cost of parking spaces. people on both sides are expected to pack the san francisco municipal transportation agency board of directors' meeting where the plan could be approved. lifelong san francisco resident greg may be a cyclist but he sees the value in parking spaces as well. >> i just think park, is precious in the city. you need to keep the parking.

>> reporter: the plan also adds crosswalks and other safety measures but eliminates around 170 parking spaces. so far a few -- some of those for a few hours each day, others permanently. you can understand the concern coming from business owners who rely on parking spaces from their customer. now, another observation made by him, he feels the streets would be a lot safer if both cyclists an drivers just paid a little more attention. that's also a fair observation he's made as a cyclist and a life-long resident. the board meeting takes place this afternoon at 3:00 p.m. dave and tori? >> all right. katie, thank you for the live report. the family of jahi mcmath is expected to file a lawsuit today over the botched tonsil surgery that left the teen on life support. the mercury news says the family is suing ucsf hospital of oakland and the surgeon involved. the suit reportedly claims the girl bled for hours after

surgery. that happened in december of 2013. and that nurses ignored the family's call for a doctor. she then suffered a heart attack and was later declared brain dead. her family never accepted that and has moved her to a new jersey apartment where she's receiving round the clock care from nurses. the suit asks for unspecified damages. now we're learning what a gunman in oakland said to a 14- year-old boy before he was shot and killed. 14-year-old devon ellis was shot on saturday as he walked on broo brookdale near coolage in the fruit veil area. he was spending the night at his coach's house. he says his son and devon were walking to the store with a friend when someone in a truck asked them a question. >> were just talk walking. he ulpulled under and said -- he pum he -- dash he pulled

of the immigration. they approved a one-week extension that expires this friday at minute. although john boehner says he's frustrated. he believes it's the best thing for the country to pass a clean bill funding homeland security. that vote could happen as early as today. a group of key senate republicans claim they have a plan if the u.s. supreme court invalidates federal subsidies under the affordable care act. that hearing before the court is set to get underway in a few days. those subsidies are the bedrock feature of the law and help millions of americans buy health coverage. the senators say their plan would till protect americans -- would still protect americans and create better insurance markets by giving states more leeway to decide what should be dover -- covered. they are not providing about its duration or how they would pay for it.

but she wasn't hurt. three people in that getaway car were taken into custody. investigators also say they recovered a shoot gun, not far away from that scene. well, there is a big push to change a train crossing where a peninsula woman was hit and killed last week after her car was stuck on the tracks. ktvu's janine de la vega joining us and will tell us about a meeting held last night in menlo park talking about how to make that area safer. >> reporter: there is a lot of traffic here at the ravenswood crossing. there's trains coming through here. there's vehicle traffic and there's pedestrians. they have these crossing gates. they have the warning lights and signs but even city leaders are saying it's not enough because cars are still stopping on the tracks. here is a look at the horrific deadly crash that occurred last week. it's believed the woman driving got trapped on the tlaks because traffic what -- tracks because traffic was stopped ahead of her.

it struck nerve. people met at a cafe to discuss immediate changes to improve safety at the crossing. one of the city council members suggested using electronic signs that would use realtime data to let drivers know when trains were approaching the intersection. one woman said compelled. >> i don't think it's difficult to find something that we have could do. there's a lot of people's safety at sake and a lot of people who would really feel good that we did something right now. >> reporter: other suggestions we heard was constructing a pedestrian bridge over the tracks or putting a signal light up for cars or pedestrians in front of the railroad crossing at ravenswood. menlo park has a long-term plan to separate the tracks from traffic so that cars and pedestrians no longer have to travel directly over those

approximately five to six feet away when the suspect charged at one of the officers with the knife raised overhead. both officers discharged their firearms. >> however, supporters say it was the bicyclist who actually stole perez lopez's cell phone and he was chasing after him to get it back. chief suhr says it's still very early in this investigation and that anyone with information should call the police. friends of perez lopez say their priority now to get his poddy back to his family -- body back to his family in guatemala. an independent investigation is underway into the deadly police shooting of a homeless man on skid row in los angeles. protesters gathered last night near the spot where the man known only as africa was shot and killed on sunday. police say there is evidence that man tried to reach for the officer's gun when they went to question him a reported robbery. along with video, the l.a.p.d. said two officers on the scene

had body cameras. >> this is a -- an awful tragedy but, you know, the officers took -- on the face of it reasonable steps to avoid it. >> this shooting comes during a time of increased tension over the use of deadly force by law enforcement. los angeles mayor eric gar setting said a -- garcetti said an investigation is underway and urged people not to rush to judgment. alcohol is blamed for a deadly crash near aptos where four young people were killed sunday night. it happened when a mercedes heading went on the freedom boulevard crossed the center line and hit a ford pickup. seven people were crammed in the mercedes. the driver and three passengers were killed. they were all from watsonville. three others in the mercedes as well as the driver of the truck all suffered major injuries. >> the impact was huge.

i can't even describe it. it was a very hard hit for both vehicles. the chp says no one in the mercedes was wearing a seat belt and two of the passengers were sitting on other people's laps. witnesses also reported seeing the mercedes driving erratically just before that crash. 8:39. two east bay women suspected of stealing more than 20 cars are in custody this morning. police arrested 25-year-old jessica atkins of hayward and 33-year-old erin ellis of alameda. police have twice seen the women acting suspiciously but both times the suspects were able too drive away. this time they tracked them to a house in hayward and arrested them. they found several stolen cars at the address. neither woman lives at the house. neighbors were surprised to sea so many -- to see so many police on the block.

>> i'm glad they are caught. >> investigators are not saying if the two women acted on their own or are part of a bigger ring. the stolen cars were most lit older hondas and toyotas which don't have anti-theft features. police found a list of 25 other cars which may have been stolen. 8:40. the israeli palestinian conflict, it's playing out in advertising on muni buses and trains in san francisco. a propalestinian group paid for advertising that criticizes israel for what the sponsors call oppressive treatment of palestinians supported by american tax dollars. the spokeswoman for a pro israeli group says his organization will place countert ads on mass transit featuring this image, referring to hamas, the palestinian party that controls the gaza strip. drinking three to five cups of coffee a day may promote heart health.
