three developing stories this noontime here in the bay area. right now, you are looking at video of a crime scene in the oakland hills where a young man on his way to work was shot dead. then in san francisco, suspicious packages forced part of the hall of justice to evacuate. and people were evacuated in hercules because of a potentially dangerous gas leak. i'm tori campbell. we start in san francisco. this is video in from the hall of justice on bryant street in

the half-hour -- past half- hour. authorities have allowed people back in the building after investigating three or four suspicious packages in the mailroom. multiple agencies, responded, including the bomb squad and a k-9 unit. police tell us the packages came from los angeles and had no return address. they are still working to find out what's in the packages but authorities say they are not explosives. to the oakland hills. a young man was shot and killed this morning and neighbors say he was on his way to work. it happened around 7:00 this morning along scotia avenue. brian flores is at the scene. >> reporter: good afternoon. the scene is clear but the investigation is not. reremain on -- we remain on

scotia avenue where family members were embracing eacher. it happened shortly after 7:00. neighbors tell us that the victim was a young man, early to mid-20s on his way to work. they also say he was sitting in his car, another car rolled by and fired. the young man was pronounced dead at the scene. when the crew arrived, there were several family members and friends very distraught over what happened as well. one neighbor said at first, the shooting was so loud he thought somebody was knocking on his door. >> this young man was shot in front of his car. he was getting into his car. 23-year-old. living there with his grandmother right behind me. it was a drive-by. seven shots were fired and i think he got hit maybe four or five times. he was dead when the policemen got here. >> reporter: now, oakland

police so far have not released the victim's name. also at this point, there's no suspect or car description either. but according to witnesses that we spoke with, they say the suspect car was silver or gray in color. and was last seen leaving eastbound on scotia toward grass valley boulevard. one neighbor also believes the victim is a young father of a new-born baby. he lives here with his grandmother. family members obviously too distraught to speak with us on camera but we're working several angles on the story, including getting in touch with oakland police. ktvu fox 2's paul chambers is also here and will bring you the latest tonight on the ktvu news at 5:00 and 6:00. back to you. >> thank you, brian. in the past hour we've learned a potentially dangerous gas leak that forced people in hercules to evacuate immediately has been capped. people are being let back into their homes. contra costa emergency services has put out this map showing the areas where people had to evacuate immediately. you can see it's between john muir parkway to the north, san pablo avenue to the south.

ktvu's tom vacar is live there now. tom, at one point, officials were so concerned, they said anyone evacuating should not use their car because it could be an ignition source. >> reporter: this incident involved about 20 square blocks starting at 8 d.a -- 8:30 this morning at sycamore. the county sent out a very scary morning instructing residents to leave on foot, not use their cars, for fear of igniting the gas. residents were told only to take essential items and to keep all pets on a leash or a cage. they were told their lock their doors and windows and stay off the phone except when calling 911. >> it was really scary, though. you hear this boom and then -- i see these guys running. i grabbed my friend, i told him

you better run. let's do it. gas line leak. >> reporter: as it turns out, the leak was only a threat to about a dozen nearby homes which remain without gas service at this hour. the complete shut hour was two hours after the digging occurred. a third-party construction crew apparently dug into a high pressure four-inch gas line that the crew should have known was there. dig-ins are the most common cause of gas leaks. most often crews ignore the color street markings or in a more unlikely event the line was mismarked. the incident is now over. people are rushing to their -- returning to their homes. we'll keep following up. tom vacar, fox 2 news. >> thank you for the update. the family of jahi mcmath is expected to formally file a lawsuit over the botched tonsil surgery that left the teen on life support. the family is suing ucsf hospital of oakland and the surgeon involved. the suit claims the girl bled

for hours after surgery in december of 2013 and that nurses ignored the family's call for a doctor. she then suffered a heart attack and was later declared brain dead. her family never accepted that and has moved her to a new jersey apartment where she's receiving round the clock care. the suit asks for unspecified damages into it was one of the highly-anticipated speeches to congress in dwight a -- quite a while. here's the arguments laid out by benjamin netanyahu. >> reporter: it was the hottest ticket in washington. many lobbying lawmakers to be their plus one for this much- anticipated speech by benjamin netanyahu. not everyone was willing to listen in person. >> the prime minister of israel, his excellencecy, benjamin netanyahu. >> reporter: >> reporter: before a joint

meeting of congress, benjamin netanyahu delivers a stern warning about the u.s. striking a nuclear agreement with israel's long-time nemesis, iran. his fear, too many concessions and too much trust that iran would set aside it's long-time goal of obtaining a nuclear bomb. >> we all have a responsibility to consider what will happen when iran's nuclear capabilities are virtually unrestricted and all of the sanctions will have been lifted. >> reporter: benjamin netanyahu pressed congress to enact more sanctions. president obama wants more time for negotiations to play out. >> what we should not do is prejudge the deal and initiate sanctions that might allow iran to walk away. >> reporter: mitch mcconnell says he would support pan agreement that -- an agreement that demands iran not enrich uranium at all despite the white house saying that's not realistic. >> the choice is not this deal or war. the choice is this deal or

serious sanctions that really squeeze them. >> reporter: as far as those talks underway in switzerland -- >> we are hoping toen able to make progress. >> reporter: secretary of state, john kerry, is working to close gaps and seal a deal by the end of the month. big hurdle involves the touch sanctions. u.s. wants to lift sanctions gradually while iran insists they should be tossed out at once if a deal is reached. more than 50 democratic members sat this one out, labeling it a partisan stunt. back to you. the house could vote as soon as today on a bill that would fully fund the department of homeland security through the nis cal year. that bill would not include any restrictions on immigration. in a closed-door meeting with other republicans today, house speaker john boehner reportedly said that while he was outraged by the president's executive action on immigration, passing

this bill was the right decision for this team and for this uncan -- and this country. antioch police are questioning three people today about a deadly shooting that led to a dangerous pursuit. just after 11:00 last night, a man was shot and killed on hudson court. an officer who happened to be on patrol nearby heard that gunshot. the officer then saw a car speed away from the scene with no headlights on, leading to a pursuit. the chase ended about a mile away when the blue toyota camry crashed into a home on mahogany way. police took three people from the car into custody in qeks with the homicide -- in connection with the homicide investigation. the woman whose house was hit asked not to be identified. >> i had no idea it was in my garage because it was -- i didn't go out at first. i was so scared and i was looking out the window and i kept saying, don't go out there. whoever it is might have jumped your fence. >> police also recovered a shot

remarkable new pictures of a volcano erupting in southern chile. the volcano began spewing ash and lava overnight. 3,000 people had to be evacuated from the area. the eruption continued for a few hours before calming down at the break of dawn. this is among chile's most active. the justice department today released a highly critical report accusing police, the court and city jail in ferguson, missouri of racial bias. the justice department launched an investigation after a white police officer shot and killed unarmed black teenager michael

brown last august. investigators reportedly accuse ferguson police of disproportionately using excessive force against african- americans and too often charging them with petty offenses and traffic citations. the report said the city relied on the fines to fill holes in the city budget. the full report is expected to be released as soon as tomorrow. the u.s. justice department says former cia director david petraeus has agreed to plead guilty to mishandling classified information. he pleaded guilty one count which will allow him to avoid a trial that would have included his affair with paula broadwell. the investigation centered on whether he gave classified information to broadwell while she worked on his biography. the plea deal recordedly recommends no prison time and proposes two years of probation and a $40,000 fine. parents of three bay area

victims who were killed in that deadly rampage near uc santa barbara have filed a lawsuit alleging there were warning signs about the kill there were ignored. the county, the sheriff's department and the apartment building the killer lived are all named in the suit and are accused of being negligent. last may, elliot rodger killed six students and injured 14 other people before killing himself. his first three victims were from the bay area. they were his roommates and a friend. people are expected to pack a san francisco mta meeting this afternoon where the fate of the polk street project could be decided. it's one of the city's most trust corridors for cyclists and pedestrians. katie utehs explains why the project is pitting cyclists against business owners. >> reporter: parked with popular restaurants and bars, polk street has become the

latest battleground between drivers, pedestrians and cyclists. >> too many people are getting hit by cars. >> reporter: the traffic association says on average, one pedestrian and one cyclist are hit by a car each month along polk. >> there could be more demarcation between the bike space and road. i think that would help everybody's safety. >> reporter: but a plan to improve safety has pitted cyclists against business owners. this public parklet beside me takes up too parking spots. it shows you the balance that has to be made between improvements and access. the mta plan, which has been two years in the make, have bike lanes, sidewalks extensions and other safety measures but it comes at the cost of 140 parking spaces. >> parking is so precious in the city. you need to keep the parking. >> reporter: a group named save polk street plans to attend the

board meeting this afternoon in an effort to keep parking available for businesses. the by licks coalition is urging its members to attend as well. >> i think we have to give up things to make our environment a better place and make our city more livable. this is one of the directions because of climate and otherwise we can move toward. >> reporter: the board is scheduled to vote on the plan at its meeting which will be held at city hall. katie utehs, fox 2 news. there is a push in menlo park to make changes at a railroad crossing where a woman was struck and killed by a train. the accident happened eight days ago. caltrain says it appears the woman's car got boxed in. one councilman suggested putting up signs with realtime data to let drivers know when trains are approaching. >> then people would approach

the signal light and they won't get caught in between these barriers right here. >> menlo park is also considering building an underpass so cars and pedestrians travel below the track. the city is working with caltrains to make it a priority. the alameda county board of supervisors is expected to vote today to enforce a ban on skateboarding on county property. the sheriff's office says the renee davidson courthouse and the county administration building both in oakland are taking a beating from skateboarders. the city of oakland has no skateboard ban. the measure would enforce a ban on skateboarding on alameda county property. scientists are checking the snowpacks. this is the third survey of the winter. we should get the results later this afternoon. it will provide a key indicator of how much water the state will have through the spring and summer. recent electronic readings show
