temperatures. a little band of high clouds later in the afternoon and yesterday took the edge off the temperatures a little but that will not be the case today. high pressure kicking in. phoenix looks good today. tucson with maybe some cloud cover and scattered showers but no big deal. 30s and 40s on the temperatures. some temperatures continue to cool down. it will be sunny mostly statewide. 12 up in truckie. 16 tahoe and 36 blue canyon. then everyone enjoys sunshine and warmer temperatures. a little cold now. plenty of 30s and 40s to go around but 60s to near 70. almost there, more likely tomorrow but today we'll get close for a few. traffic starting to pick up. especially in the south bay. i want to go to the maps now if we can. show that you south bay commute.

we are not off to a good start especially on 101, 680 area. crews are still working on that accident on story road involving what is being reported as a most motorcycle accident. but as you can see there are three accident icons there. there are reports of a fire along the righthand shoulder, reports of a big pine tree on fire. that southbound 680 off the mckee road offramp, crews working there now. another accident in that area so the south bay not looking great. especially northbound 101, really from story road until you get to the 880 juncture. moving on quickly to the livermore valley area, again traffic, typical commute traffic, headed toward the livermore valley starting to pick up very heavily now as you approach 680. moving on to the bay bridge toll plaza, metering lights came on. that means traffic backs up to grand. and looking at highway 4, like clockwork traffic building through the willow pass grade.

to our developing news in san francisco. where there's been another smash and grab burglary. once again the target was a high end audio video store in san francisco. tara moriarty is live in san francisco with moreen from a witness and the store's owner. >> reporter: the owner says it's not the first time his store has been targeted. three weeks ago he says two thieves made off with $20,000 worth of equipment and you can see behind me here this is music lovers store audio and video. you can see all the glass shattered here. this is on the corner of bush and steiner. it's caddycorner from st. dominick's church. police say it happened 4:00 this morning. a witness says he saw burglars take off with speakers in their truck. >> i woke up to a crashing, breaking glass noise. ran to my window, saw three men in long overcandidates, had

like ski masks. overcoats. little winter hats on. and basically just pulling things out of the window. >> reporter: this burglary comes just five days after another smash and grab at a high end audio and visual store 11 blocks away on california and polk. police say that someone in a pickup truck backed into audio vision several times and made off with boxes of merchandise. these are surveillance photos of that truck. damage to the store was estimated at $100,000. back here live we'll let you know how this investigation progresses this morning. and we'll also tell you what the owner says that the thieves are doing with this stolen equipment. live from san francisco, i'm tara moriarty. back to you. time now 6:04. vallejo firefighters still at the scene of a late-night fire that destroyed a building that used to house vallejo's school district offices. alex is in vallejo now.

this building was abandoned but it was not empty when fire crews got there? >> reporter: no, it was not. good morning. apparently according to firefighters there were squatters who had been living inside this building for quite some time. the building here that burned last night, you can see it was steroid by this huge fire and this used to house the main offices for the vallejo unified school district. there has been a fire crew that remained on scene throughout the night to keep an eye on hot spots and make sure nothing flares back up. everyone who was inside this building last night, they raced to get out as the place caught fire at 10:00. when vallejo firefighters first got here they did get reports of a man and dog still trapped inside the burning building but crews couldn't go inside right away. it took about an hour or so to knock down the flames and that is finally when firefighters were -- what firefighters were able to do, a room by room search and found nobody. firefighters also say their search was made more challenging by the fact this

building was filled with trash and human waste from all the people who had been living here. >> crews arrived with heavy fire. to one side coming out of the windows. and aggressively attacked the fire. got inside and searched for any victims possibly inside, found none. >> reporter: we're told this building has been empty for several years and police have also been here a number of times in the past to remove homeless people who had been living in the place. two minor injuries were related to this large fire. one was a firefighter i'm told suffered a puncture wound. the other, a person who escaped from this building and suffered minor smoke inhalation in the process but that person apparently refused treatment at the scene from paramedics. as we bring you back live you can see the extensive damage that was done to this building. in about an hour we're told a fire investigatessor with the vallejo fire department will come to gather evidence and

figure out how this fire started. time is now 6:06. the father of an oakland teen who was shot and killed over the weekend is talking publicly about his son's death. >> he was my pride and joy man. like, the day he was born i said i got my boy. that's all i ever needed was him. i didn't need nothing but him. >> that was chris ellis. he says his son, 14-year-old, was with friends saturday night, walking from the home of his football coach to a nearby store when someone in a car shot him. his father said he earned a football scholarship and was going to transfer in the fall. >> they didn't just take my son. they took my future. they took my legacy. they took everything that i was to identify me as a father, as a man. >> ellis says his message for other parents, say no sometimes when their children want to hang out in the streets with

their friends. oakland police say so far no arrests have been made in this case. police in santa rosa say a high school student brought a weapon to school. officers were called to elsie allen high school yesterday afternoon for a report of a student who had a weapon in a backpack but police still haven't said what kind of weapon or if the student was arrested. the principal says appropriate disciplinary action was takep but gave no further details. 6:08. sacramento lawmakers are introducing a bill to teach sexual assault prevention in high school. the legislation requires classes on sexual assault, violence and information about developing healthy relationships. there would also be information provided on the new state's yes means yes law. that law requires colleges to teach students how to clearly state consent for sexual activity. if the new law passes not all students would have to take the classes. california law allows parents to opt out of sexual education. later this morning the u.s.

supreme court hears arguments in the latest challenge to president obama's health care law. the court will eventually decide whether people in all states are eligible for federal tax subsidies or if that is limited to states like california that created their own insurance exchanges. it does boil down to a fight over four words, buried in the hundreds of pages of the affordable care act, those words, established by the state. if the court rules it's limited as many as eight million people could lose their health insurance coverage. 6:09. construction work on a long planned street car loop in san francisco's dog patch neighborhood has been halted for now. the muni turn around would provide aling to the plan's central subway. however a state appeals court is considering a lawsuit filed by a group of neighbors and business owners. they say the city's 15-year-old environmental assessment is now obsolete because of an influx of apartments, condos and stores in that neighborhood. the city says its study

welcome back to "mornings on 2", time 6:13. a second suspect now under arrest in the killing of robert heiser found dead last month in gilroy. 22-year-old rodrigo bejarano was already in custody on another matter. the other suspect, 19-year-old gabriela ortiz was arrested last month. police say they are searching for a third suspect seen with ortiz on convenience store video. investigators say it shows the two women using the victim's credit card shortly after the murder. that third suspect identified as 17-year-old isabella chadez.

heiser was found dead in his home two weeks ago. an incident on a north bay trail between a hiker and cyclist involved in a collision now under investigation. this happened near san rafael in the sleepy hollow open space preserve. a 65-year-old woman was heading downhill when the cyclist went uphill. and kept going. she followed and took a picture with her cell phone. that is when the confrontation happened and she went to the hospital with bruises on her arms, legs and head. park officials say it was over a disagreement over who should yield on the trail. a search underway after someone stole the prosthetic leg from the car of a bay area man training for the 2016 paralympics. ranjit steiner's car was broken into monday night in san francisco. he was a star athlete in high

school. his leg was amputated four years ago after he developed bone cancer. the thief who broke into his car stole the laptop, carry bag and the right prosthetic leg you see here valued at $7,000. steiner says it's specially designed for him. useless to anyone else. it will be extremely difficult for him to train for the paralympics without it. police in novato are investigating the reason a man got out of a mini van and grabbed a boy by the arm while walking to school. it happened monday morning. the boy told investigators that a man got out of a dark-colored mini van, grabbed his arm and was speaking in spanish to him. the student managed to break free, police at this point don't suspect the man of trying to abduct the boy but are still trying to determine exactly what happened. time now 6:15. skateboarding, now banned on alameda county property. violators of the new law could be fined. the board of supervisors voted

unanimously on the ban yesterday, they said it's not a matter of damage but liability. and says there are skate parks in the city the skateboarders can use but the skateboarders say they can't always get to the parks and they are not causing any problems skating at other places. >> we're not trying to run in the streets or anything. we're just trying to do something that, something positive. >> right now it's not clear how much violators would be fined under the new ban. it takes effect in 30 days. the crowds that fill san francisco's dolores park are leaving a lot of trash behind. the chronicle reports that the city's parks department spends $400,000 a year cleaning up the garbage and still neighbors complain about all the litter especially on the weekends. last week partiers left broken beer bottles in a children's sandbox. the paper says there's support for installing surveillance cameras to try and keep an eye out for the vandals.

6:16. brian flores, how is the commute? it's been interesting already. >> it's been very interesting. we hoped it would be slow the middle of the week but it's gotten very busy. 6:16. there's going to be more traffic now. good morning. let's look at the san mateo bridge now. and as you can see traffic starting to build up there. at least through the highrise into foster city. yesterday as we looked at the traffic there was a lot of heavy traffic on 880 on the approach. it's starting to build up now so if you're headed towards san mateo in that general direction be aware it's starting to build up on the san mateo bridge in the westbound direction. look at the south bay commute now off to a decent start. there are reports of a fire, this is southbound 680 near the westbound state route 130 on- ramp. appears that the fire crews have it under control but there's a second truck en route. doesn't appear to be affecting traffic now. so hopefully they will be getting that out pretty soon. off to a decent start, still

kind of busy on northbound 101. starting to get very busy on 237 in milpedas. this is obvious traffic in the livermore valley, 580 and busy on 680 as well. highway 24 starting to build from the commuters that head from 6780 and the walnut creek area or concord and pittsburg, antioch area and as you approach the tunnel. the sharks had a huge win against vancouver last night. >> i did watch -- not. two kids. i'm lucky to listen to the radio in my car. >> thank you. we have a little bit of patchy fog popping up around twin peaks. a little over the bay. it won't last long but there's a little fog there once that gives way. a little bit deciding to show up for the morning hours. most is off the coast.

this weather the." i see that all the time. these are the wind chills here. 26 below in bismarck. 7 below billings. brutal. where's the active weather? everywhere but here. stretching from the texas panhandle all the way to the southwest. that's rain. snow to the north. you can see that line. if you travel there will probably be delays there. these lows are going all the way to baja. then ejecting out. that is helping to fuel the systems across the country. a few clouds over the sierra nevada but that is about it. otherwise looking for mostly sunny skies for everybody here. temperatures will rebound pretty fast. some fog, cold morning, warmer afternoon, 30s and 40s, 60s to near 70. did i pencil in just a few on those. but a lot of 60s in between. mid-60s and that includes to vacaville, upper 60s there. santa rosa 67. upper 60s for antioch, also

licenses yesterday. nearly three weeks after a state ban was overturned. it's still not clear if those who received marriage licenses during that time will be affected by this latest ruling. but the u.s. supreme court will take up the issue this session, a decision could be handed down in june. time is now 6:24. today sales force ceo mark benoif and political commentator glen beck will be the speakers at the launch festival in san francisco. a gathering of 11, 000 people. entrepreneurs get a shot at turning their start-ups into big businesses. they go onstage and pitch their products which this year includes an app that adds music and special effects to videos as well as a mealmaking machine. a panel of judges gives each speaker some feedback on what they are doing and the winners go home with as much as $250,000. >> this is the fertile ground of the web economy. they are looking at people who are

$100,000. back here live, we let you know how this investigation progresses throughout the morning and if police are able to get a better idea of exactly what that getaway vehicle looks like from surveillance. we do know that the suspects were dressed in trench coats and they had hats on as well as bandannas covering their faces. so not much of a description to go on there. back to you. >> talk thank you. the trial of boston marathon bombing suspect tsarnaev begins today. prosecutors are expected to show graphic images of the destruction from the attack in 2013. they will also show surveillance video which authorities say shows tsarnaev placing a backpack feet away from an 8-year-old boy who died in the explosion. three people were killed, more than 260 others were badly hurt. many survivors who planned to attend the trial say they want to see tsarnaev convicted and get the death penalty.

>> that would be justice for me. for my boys. for myself, for how i feel. what happened to my boys. the defense is likely to argue that his older brother who was killed in a police shootout after the bombing was the mastermind of the attack. tsarnaev faces 30 federal charges, 17 of them carry the possibility of the death penalty. a justice department review of ferguson, missouri, says both the police and courts engaged in a pattern of practice of discrimination against african-americans. that investigation followed the shootingp unarmed teen michael brown. katie with more on the report that is expected to be released today. >> reporter: from racially charged e-mails between officers and court officials to alarming arrest statistics the report essentially echoes what many civil rights advocates have been saying for months. this report was ordered by the attorney general eric holder following the police shooting

of michael brown last summer. and, it is expected to be released in full today. the doj reviewed some 35,000 pages of police reports. and african-americans made up 93% of arrests while only accounting for 67% of the population. the records also show that african-american people were involved in more incidents where police used force including cases where police dogs bit citizens. a brown family attorney hopes the report to be used to bring change to a fractured community. >> we have to take now what is publicly known to be a situation, come up with solutions, then execute whatever those solutions are, go back and measure the results and then see if we made progress from there. >> the report also points to problems in the court system with some of the racially charged e-mails exchanged with members of the court. african-americans were also less likely to have their cases dismissed by municipal judges. so what may come from the

report? it essentially puts legal weight behind activist claims of unfairness. the justice department can now negotiate policy changes with ferguson officials, if that doesn't work the department could sue the city to force change. 6:36 is the time. the first lawsuits from the asiana jet crash at sfo in july of 2013 now settled. that plane arrived from south korea, landing at sfo when it clipped the seawall at the end of the runway, crashed and burst into flames. three chinese students on that flight died, more than 180 people on board were hurt. a lawyer for 72 of the passengers announced an agreement to settle their personal injury lawsuits, details not made public. and there are still dozens of other lawsuits pending. time now 6:37. san jose city council unanimously decided they are going to apply for a federal grant in order to heifer more firefighters. but at least one city leader says that could cause problems. the city had to close

firehouses and reduce staffing during the recession. a city audit shows because of that san jose is not meeting its goal of responding to 90% of fire calls in eight minutes or less. if the city wins the $3 million grant it could help pay for 14 new firefighters. >> it's essential, we're trying to get back to staffing. our peak staffing was 758 in 2007/2008. currently we're 679. there's a number of areas in the city that we are in the aggregate struggling to get to. >> the goal is to grow our firefighter and our police force, sustainably and continue growing it. not simply taking money to hire and then losing the money a year or two later and watching the firefighters leave. >> san jose will be competing to get that federal money but the city has been successful in getting grant money the last two years. a change at the 49ers museum in levi stadium drawing

attention from fans. janan de la vega. >> reporter: a lot of fans think that the 49ers' dissatisfaction with harbaugh and his coaching is the reason for the change at the museum. some of his memorabilia now is also gone. here is the picture that we're talking about that sparked all this. it was featured on a web site called bay area sports guide. it shows the display that used to be up showing his signature outfit, fleece, k57, sharpie and pleated khakis but the blogger reports that the display is now gone replaced with the uniform worn by frank gore in the final game of the season where he went over the 11, 000 mark. another picture shows a plaque honoring harbaugh is also fans. 49ers fans calling the change petty and classless. while the 49ers organization

called the decision for harbaugh to leave mutual he recently told the mercury news reporter he was told he had to go. the 49ers told the blog niners nation that harbaugh's picture is still up in a gallery in the museum and he's still part of some interactive displays. we've reached out to various spokesmanmen with the 49ers organization and still waiting to hear back to get a reason for the change, if it has anything to do with that. we again haven't heard back but hopefully we will later this morning. pam? >> thank you. 6:40 is the time. the denver nuggets fired head coach and oakland native brian shaw. they were 20-39 under shaw in his second season. it was the 48-year-old's first head coaching job. he played 14 seasons in the nba but right now -- you think he'll get a job? >> he'll land some place.

welcome back to "mornings on 2", 6:44. u.s. and iran negotiators are once again sitting down together today in switzerland working on a deal to curb iran's nuclear program in exchange for sanctions relief. >> if we're successful goacting then in fact this will be the best deal possible to prevent iran from obtaining a nuclear weapon. nothing else comes close. sanctions won't do it. even military action would not be as successful as the deal that we have put forward. >> the talks are continuing

despite a warning from ben ben ben in a speech from -- israeli prime minister benjamin netanyahu that says iran can't be trusted. >> we have a responsibility to know what will happen when iran's nuclear capabilities are virtually unrestricted. >> john kerry is representing the u.s. at the talks in switzerland. march 24th is set to have a goal as a framework for an agreement. the speech by the israeli prime minister prompted a protest at the israeli consulate in san francisco. >> netanyahu, you can't hide, we charge you with genocide. >> this protest is organized by the answer coalition, anti-war pro-palestinian group. the coalition staged similar protests outside similar consulates in washington, dc, new york and other cities. president obama says he will sign the just passed funding bill for the homeland security department as soon as he receives it. after initially stone-walling

morning. we're keeping an eye on traffic. i'm not going to have an accent. maybe a san diego accent because that's where i'm from. san mateo bridge here, this is heavy backup stemming from an earlier accident on the other side of the bridge. that appears that accident has been cleared but again you have the residual traffic from 880, nimitz freeway, a lot of traffic from 238 as well. it was busy yesterday and remains busy now. as you cross the san mateo bridge you can see the heavy backup as you cross the highrise to foster city. southbound commute, new accident northbound 85, involving a couple of cars there. appears to be affecting traffic heavily, doesn't get better until you reach saratoga. the other incident southbound 680 near state route 130, that on-ramp now closed because of a fire, a fire that was reported on the righthand shoulder, a couple of fire crews had to report to the scene but right now chp says that ramp is

closed. again southbound 680 if you're headed to -- 680 if you're headed to state route 130, that ramp closed. golden gate bridge, no major problems but a nice day. we have a little bit of low cloud deck, not much, some of it looks like it's lifting a little. a few high clouds giving us a beautiful sunrise over the big city but it's cold. a lot of 30s. coat, bay, inland, take your pick, it will clear out. that fog -- it's hard to see. teeny bit there. that's it. so it won't last long. san francisco, we're going mostly clear in the morning, a little fog, 49. 58 and then a high today of 64 degrees. normal high this time of year 61 to 66. we'll be pretty close to that. san jose with a few high clouds at 10, 000 feet. 60, to a high of 68 today. speaking of san jose on the weather almanac. 68, 44 is the forecast high and

low. average 66, 47. record high 81 in 1937. not that impressive but the record low 26, back in 1894. just a little agricultural town way back when. you don't see lows like that in san jose anymore. we get mostly clear skies, even towards arizona things improving if you're heading towards spring training. tucson, a little cloud cover, weak system but phoenix looks good to go, everything calmed down for them at least for now and the next couple of days -- for us, 30s and 40s for many temperatures. ocean temps still on the mild to warm side. bodega bay cool off a little. san francisco, monterey at 57. should be closer to 51 or 52. they've been above for the longest time. 35 in arcada. you can see where the cold air is, all the way down. 17 chicago, 1 minneapolis. the wind chills, 26 below bismarck again. minneapolis 14 below.

welcome back to "mornings on 2", oakland police searching for the shooter who killed a man who just became a new father. 21-year-old marcus west jr. was gunned down yesterday morning in front of his family's home in nolan park. as he was leaving for work. neighbors think it may have been a drive-by shooting. his grandmother said she talked to him almost every morning before he went to work. some web sites are scrambling to fix a dangerous security flaw that opens a door for hackers. it's called "freak," can allow hackers to spy on the internet sessions and descript private information in a matter of hours. vulnerable web sites are said to be american express and the nsa. google issued a fix for android browsers, apple is promising a fix next week for safari.
