the uc santa cruz campus is shut down this morning by protesters opposed to a planned tuition increase. we'll tell you about the action and the message protesters are trying to get across. eliminating elephants, reaction to the decision coming from the so-called greatest show on earth. from ktvu, this is mornings on 2! we are live at uc santa cruz. protesters are blocking entrances right now.

these are live pictures of the scene. and while university officials have not gone so far to say that the campus is closed they are encouraging people not to come to the campus today. this demonstration is part of a larger effort across the whole uc system to protest tuition hikes and police brutality. in 2 minutes we'll have more on the protesters' message and the university's response. good morning. it's thursday, march 5th. >> let's talk about weather and traffic. steve will tell you how to dress. >> it will be warm, above average, but there's some 30s and 40s for lows, so it will be sunshine and in the 70s for many, probably about 90%. these are above average temperatures. so we're clear and good to go.

there's 30s for manies, so it's cold up in the sierras. we have a lot of lead time as in the next couple of days, everything says sunshine and warmer temperatures, and the coast looks good. there could be little patchy fog, but getting warmer tomorrow. brian, where do you want to begin? the san mateo bridge, as it's slow and go as is typically the case. it's been like this all week long, photograph very busy, and the average drive time from hayward to san mateo, approximately 35 minutes, so definitely slow and go through there. taking a look now through 880, picking up because of a couple of accidents

northbound 880, excuse me, southbound, an accident, and northbound there's an accident-long that area, so very busy along the nimitz freeway. a couple of trouble spots, one near the dublin interchange and concord, this area. students at uc santa cruz have shut down entrances to the campus this morning as part of a protest over potential tuition increases. we have been out there all morning long. it looks like things have been peaceful so far. >> reporter: university officials are telling everybody to say away from the campus because of the demonstration going on this morning. this is one part of that demonstration.

protesters are block the entrances to the campus, both entrances, and people are being urged to stay away from the campus. this is the culmination of a week of action here at uc santa cruz and across the uc system, for that matter. students are pushing back against the plan that would raise tuition. 96 hours of action is what it's being called. there's a lot of anger and frustration felt by student protesters, and it stems from a plan by the uc president to hike tuition by as much as 5% over each of the next five years, if the uc system does not get an increase in state funding. so far we have not seen police out here at this location. we did talk with one. protest organizers a short time ago about the message that they're hoping to send with this week's action. >> i am seeking to protect the privatization of the university,

protest the hikes, trying to price people at the university. that's what i'm doing today. >> reporter: before today's demonstration, university officials here in santa cruz alerted many of the staff members and faculty members of what was happening, and they were told if they can work from home or work off site, they should do that. no cars can enter through the demonstration here. there's been a few exceptions. some people have pulled up and said they are researchers are working at the health center and the protesters have parted the seas, if you will, and have let a few cars through, so a few exceptions being made, but nobody is being allowed to make it through to the campus, at least not with a car. it's 7:05. new this morning, barnum and bailey circus are bowing to public pressure and ending the famous elephant act. they tell the ap

the acts will be phased out by the year 2018. the decision is based on the growing public concern about the treatment of the elephants who will now retire to an animal preserve in florida. pam cook is looking into the story and gathering local reaction. we'll hear from her later in this newscast. your time is 7:06. police have made several arrests with three homicides in vallejo. the 19-year-old cortez was arrested tuesday at jail on three separate counts of murder. he was already in jail for an unrelated case. a 17-year-old vallejo resident was also arrested in connection with two of the shootings and they arrested johnson and her father-in-law connection with one of the shootings. the police are still busy actively investigating all three homicides. the police chief of l s

altos is apologizeing because of burglaries. another community meeting will focus on this issue? >> reporter: yes. weaver been stopping and talking to people in this neighborhood and everybody seems to know about all the recent break-ins, one actually happening here on tuesday. the police chief wants people to know about this growing trend. take a look at this photo the police department tweeted out from last night's meeting where the chief talked about the recent burglary activity in the city. there's been a 49% increase from 2013 to 2014. here is a map shows the recent burglaries since january,

nearly 40. we found out from police that the thieves are going after electronics but going for if cash and jewelry because they are harder to trace. >> we have heard of break-ins within a few blocks of our house but nobody really knows. >> reporter: but it makes you be on alert? >> oh, yeah, totally. we're definitely watching things closer. >> reporter: mountain view and sunnyvale are getting hit, as well, and police want residents to be vigilant. a community meeting will be held at youth center beginning at 6:30, and i also want to mention, dave and pam, that the residents here, they were curious to find out that these are happening more in the

evening rather than the day. fortunately nobody has actually been hurt in any of these. >> thank you very much. the time is 7:08. the real estate group behind the development called "the monster in the mission" they're pitching a new plan to expand affordable housing. the company wants to build a 10-story condo high rise at 16th and mission in san francisco. neighbors are protesting, saying it's too big and expensive. the group is agreeing to set aside 41 of the condos within the development as below-market rate selling them for between $280,000.350000, and it will build a new playground for marshall elementary school next door. critics are waiting to hear all of details of the new plan before they make a comment. after ten years of

planning, a housing and retail development in san francisco is closer to being built. permits have been awarded on an entire block near ocean beach. the developer plans to tear down three commercial buildings including roberts at the beach hotel. the project will include 56 residential units and space for retail and restaurants. the construction is expected to start in september. the plans are moving ahead to build a new stadium for the oakland raiders near l. a. supporters of the plan in carson, california, filed paperwork to potentially put the idea to a public vote. if they can pool together 12,000 signatures by the middle of april, the carson city council would vote on the proposal themselves or have the public decide instead. the raiders are teaming up with the san diego chargers to build a privately financed 1.$7 billion stadium and while both peoples sayny

prefer to have new stadiums in their current cities, the charges, they are locked in to buy that 168-acre site in carson no matter what happens. a ban on high capacity ammunition for guns will stay in place in sunnyvale, at least for the time being. a federal appeals court upheld the ordinance that bans gun magazines that hold more than ten rounds. the national rifle association opposes the ban saying, quote, it infringes... they can take the issue to the u.s. supreme court. a shocking attack on the u.s. ambassador to south korea when a man with a knife slashed his face. >> i'm bleeding here... >> the ambassador was at a

investigators say three people in newark managed to get out of their car before an amtrak smashed into it. officials say the driver tried to crash the tracks but did not make it in time and the front end of the train was damaged but nobody was hurt. a mother accused of killing her newborn child will not face murder charges. green appeared in court yesterday and pleaded not guilty to charges of

involuntary manslaughter and child endangerment. she was originally booked on murder charges. prosecutors are not saying how they settled on the lesser charges. investigators claim she took her baby boy named justice to a remote area of the sacramento river and killed him. concern this mourn nothing california's multi-billion dollar wine industry but a tiny pest. an inspector discovered this, a glassy-winged sharp shooter, a little bug about the size of a grape of rice but it could devastate tens of thousands of acres of vineyards. experts say it's flies farther than a lot of other pests and sucks the life out of grapevines. >> it could bring the end here to its knees. >> eyebrows definitely go up. it's something that we don't -- we have yet to imagine what

kind of damage that can cause. >> that little sharp shooter was discovered last week in a shipment of plants in nevada. it was captured and the whole cargo was sent back after the truck was thoroughly checked out. no other insects were found. the mosquito control district is seeking voter approval for a new property tax. they say they may run out of cash if it's not approved. the district faced criticism recently for oversighting, having the highest unfunded retiree healthcare liabilities among local agencies. they have cut services as much as possible, they say, without affecting service. sits 7:17, and some people living in one oakland neighborhood are concerned about a vandalized speed limit sign. you can see the sign was

look at southbound 101 through navado, heavy from 37 down to southbound 101 through fairfax and it doesn't get better until mill valley. no major accidents and nothing going on but just heavy traffic. if you look to the right there down to east shore freeway, once you get to the foot of the maze into the toll plaza, heavy traffic, at least 35 minutes. in san francisco, things are starting to pick up in terms of traffic--wise, here through hospital curve into san francisco, not too bad. traffic, a couple of things to tell you about. one, on 280 -- northbound 280 at 101, there's a 1-lane block due to a stalled vehicle and there's another accident on 280, as well.

7:25. tonight is the last night the lights installation on the bay bridge will be illuminated for nearly a year. a party will be held tonight to say good-bye. another vent 5:35 a.m. tomorrow. the 25,000led lights will turn off at sunrise tomorrow. they are being removed so maintenance can be performed on the cable. new and improved lights will be installed thanks to $4 million in private donations. it should be ready for super ball l in february of next year. dog owners are not happy about new restrictions on pets at the golden gate area.

accident on northbound 85, blossom hill road, the center lane is blocked. oracle arena, a couple of accidents. also northbound 880, the industrial parkway. back to you. one person is recovering this morning after being shot on an oakland freeway yesterday during the evening commute. this happened about 3:30 yesterday afternoon on the broad way exit. what is the latest on this investigation? >> reporter: police would only tell us that as of late last night, nobody had been arrested. we know that a shooting took place before the accident and we know that the chp had to shut down a portion of the freeway as a crime scene. it's all unfolded around 4:00 yesterday afternoon and in

eastbound lanes of 580 near the broadway exit. two cars involved in a crash and were facing the wrong direction. traffic was tied up until after 7:00 last night and you can imagine how frustrated commuters were, and officers say the sedan's driver suffered a nonlife-threatening gunshot wouldn't and was taken to the hospital and another driver was determined not to be involved in the shooting and he was allowed to leave, and another person ran from the scene and that is who police are looking for right now. live from oakland, back to you. palo alto police say there's several similarities in nine car burglaries that happened tuesday night. most of them were in downtown palo alto, three in a parking garage, and others were in streets. police say in each case the thieves smashed car

windows and stole backpacks, bags or briefcases sitting out in broad daylight. police are reminding drivers, don't leave anything valuable in your car and they are asking the public to call if you have any information about these car break-ins. 7:34. an orange county man pleaded not guilty to charges that he tried to join the terror group isis. 21-year-old danback was arrested last july while trying to fly to turkey. yesterday he was indicted. he purportedly told the fbi he believed the killing of u.s. soldiers was justified. testimony has resumed in the trial of the boston bombing suspect. the first witness today is a boston police officer who described giving cpr to one of the three people killed. yesterday jurors heard emotional testimony from victims and saw

another big storm is expected to hit their states. that includes west virginia where roads are already flooded by run-off after snow storms earlier this week. alabama, mississippi and new jersey are also under emergency declarations. the latest storm will stretch from texas to connecticut and could drop as much as eight inches. flights were canceled today because of bad weather in the eastern have of the u.s. there's 18 canceled flights to or from san francisco international. no oakland flights have been arrested by the weather so far. more than 17,000 flights have been canceled because of bad weather since last saturday and more than 50,000 flights have had delays of 15 minutes or more during that time. 7:38. a bay area woman face as lawsuit over her $1 million

lottery prize. the owner of usa liquors in milpitas say she promised to give him half of her earnings, even signing a hand written contact, but she says she told the store owner she would give him $50,000 after she won the $1 million signed a piece of paper she did not read. a man who was burned when he leaned over a plate of sizzling fajitas to pray can't sue applebee's. the incident happened in 'ten. he said when he ordered them they were faced in front of him in a sizzling skillet. he leaned over to pray and felt a burn on his face. he sued the claim for damages saying the waitress did not warn him the dish was hot, but an

>> ringling brothers and barnum and bailey circus announced they are phasing elephants out of the show. pam joins us with the reason behind the move and also local reaction. good morning. >> big news this morning. the elephants have been in the big show for more than 100 years but the company says times have changed. over the years there's been growing concern about the treatment of animals in the circuit, particularly the circus. executives with the company insists they are not mistreated and they are not reacting to that criticism but making the decision for its loyal fans. either way, most people we spoke to this morning are happy about the decision. >> i very much approve of it. i think we should get rid of all

clinton's tweet follows the revelation that she used a personal e-mail account and her e-mails were stored on a private e-mail server at her home in new york rather an a more secure government server. republicans are calling it a scandal saying she was trying to avoid scrutiny. but clinton's predecessors at the state department also used private e-mail for official business and that it was per permissible at the time >> it's important to remember the formal changes in the law and the implementation took place after she left office. >> subpoenas have been issued for some of her e-mails.

the time is 7:45. four patients at another l. a. hospital have been infected with that potentially deadly bacteria linked to a medical scope. patients were infected during endoscopic procedures between last august and january of in year, and the hospital said it happened despite the cleaning of the scope to the manufacturer's standards. one of the infected patients died, but the hospital says the cause of death was an underlying medical condition, not the superbug. this superbug is similar to a recent outbreak at the ronald reagan ucla medical center where seven patientings were infected and two of them -- patients were infected and two of them died. the measles outbreak is calling for mandatory vaccinations and -- more than

140 people, most in california, have come down with the measles. yesterday mendoza from l. a. county introduced a bill that would require all employees at daycare centers to be immunized against measleses, whooping cough and the flu. today is the start of a historic kidney transplant at california pacific medical center in san francisco. doctors will perform the longest series of kidney transplants ever done on the west coast. six people will receive donated kidneys. three of the transplants will take place at the same time today and the other three will happen tomorrow. it's all because of this sacramento woman who offered to donate one of her kidneys to anybody who needed it, and that set off a chain of transplant matches that will change lives. >> i lost a son to cancer 13 years ago in june, and i recently lost my husband about 14 months ago, so i know what

came to light. he's already begun the process of seeking reinstatement to racing. a 7-11 store was damaged after a car plowed into it. frank summerville just happened to be driving by and took the pictures from inside the store. the woman was not injured but was very shaken up. she says she believes she hit the gas instead of the brakes. the only person inside the store was the clerk and he was not hurt. the government may reopen the investigation into a plane crash that killed singer buddy holley and two other big music stars of the 1950s. buddy holley died in that crash along with richardson and one other, and it became known as "the day the music died." it's listed as pilot error but a report says they may reinvestigate after getting a letter that outlined

campus this morning to express their anger over potential tuition increases. we are live in santa cruz with the protesters, alex, how are things going? >> reporter: good morning to you, tori. these are generally peaceful. protesters have disrupted what would have been a normal school day here at the uc santa cruz campus and they've done that by blocking both of the main entrances to the campus. this is the west entrance where we are where you can see roughly 100 people are standing in the intersection and not allowing any cars to pass through here for the most part. there's been a few exceptions. we'll show you video here. the protesters were actually part and allow cars to pass through. most of the time they're allowing certain employees and faculty members to pass through the line, and they're allowing employees at the university health center to come through. we talked with one nurse a

short time ago and she says she supports the protests against a planned tuition hike. >> i think it's terrible. you can look online and see how much everybody who works here makes and you can see the top tier people make ridiculous sums compared to the low-tiered people and students pay fees and hikes and they're the ones that suffer. >> all week long students have been pushing back against the plant to raise tuition. there's been marches and protests at the universities throughout the system, being called "96 hours of action" and there's quite a bit of anger and frustration, stemming from a plan by the uc president to increase tuition if they don't get an increase in state funding of the one protest organizer talked with us about

the tactics being used today. >> by doing a strike, what students are saying is we're not going to put up with this anymore and we're going to disrupt business as issue because we have seen normal measures that people would normally go through, they have not worked, things like lobbies the legislature. >> reporter: we have not seen much in the way of a police presence through most of the morning but that has changed this the last few minutes. this is just down the street from intersection being blocked by protesters and you can see a number of police officers and law enforcement officers on stand by. they are keeping an eye on the situation, i guess you could say, but they're not getting close to the protest here at this intersection where about 100 or so protesters are blocking that intersection. tori, this was supposed to be and is said to be a day of action but organizers are not talking specifics about what other actions may be happening

throughout the day. >> we'll follow that story and keep everybody posted on what actually does happen. it's 8:05. 6uc santa cruz students, including two from the bay area, were arrested after a demonstration on tuesday that blocked highways 1 and 17 for more than four hours. police had to use jack hammers to free the students from the concrete and metal pipes they linked themselves together with. four students are due in court today. the university has suspended all six students for 14 days. more than 3,000 people have signed an online petition calling for the university to expel the students who participate in and plan unlawful protests. a big increase in the number of burglaries in some south bay cities has the police out there holding neighborhood meetings. the los altos police chief apologized at a meeting he led last night.

we are live in los altos. you just spoke to the police. what are they saying? >> reporter: that sergeant told me these thieves are getting in by going through unlocked doors and windows, and sometimes they're smashing the windows or going through an unlocked side gate. there's a home here in this neighborhood that just got hit on tuesday. police posted this photo on twitter showing all the people who turned out at a community meeting he held last night. he's holding another one to get the worth out about the increasing number of home burglaries, going up 49% from 2013 to '14, and take a look at this map that shows january to march of this year, there's been nearly 40 burglaries. they are happening during the evening hours rather than the day and police say that the thievings are hitting mountain view and sunnyvale. >> i think they will go for where the money is and

busy. one person is recovering this morning after being shot on an oakland freeway yesterday during the evening commute. this happened about 3:30 yesterday afternoon in the eastbound lanes of interstate 580 near the 980 interchange and the broadway exit. tara is in oakland now. what is the latest? >> reporter: still no arrests in this case according to the police. they say some information may be coming out a little bit later today. we know that a portion of the freeway actually had to be shut down by the chp and used as a crime scene just before 4:00. two cars involved in the crash were facing the wrong direction. one was smashed up and the other riddled with bullet holes. >> i was scared. all the shooting needs to stop. >> the shootings in this area, i just don't believe them. why? >> traffic was gridlocked until

after 7:00 last night and officers say the sedan's driver suffered a nonlife-threatening gunshot wound and was taken to the hospital and another driver was determined not to be involved in the shooting and was allowed to leave. another person ran from the scene and that is who police are looking for now. police in palo alto say there's several similarities and nine car burglaries that happened tuesday night. most of them happened in downtown palo alto, including three of them at the high street parking garage. others were on nearby streets, including webster, hamilton and university avenue, and two more were on el camino real. thieves grabbed backpacks or bags sitting out in the open. police are reminding people to not leave anything valuable in your cars. they are asking if you have any information about the break-ins, call the police. an orange county man pled not guilty to charges he tried

records relevant to the investigation we are following developing news from new york city. a delta airlines plane has skidded off the run way at laguardia. people have been posting pictures of the plane on social media. local reports say the aircraft was coming in from atlanta when it had trouble landing and crashed into a fence during this morning's snow storm. everybody on board has been evacuated, but the plane is leaking fuel. we're following this story and we'll have more information as it becomes available. meanwhile, several governors have declared states of knowledge before another big storm is expected to hit their states. that includes west virginia, where roads are already flooded by run-off after snow storms earlier this week and alabama and mississippi and new jersey are also under emergency declarations, and
