horrifying discovery in a garbage can. gosh. we begin in vallejo where police are investigating a homicide this morning. one man has died. another was hurt in what investigators say was a targeted shooting. ktvu alex savidge has be following this investigation out there this morning and he's going to talk about why the first officers on the scene, how they got there so quickly. it's very interesting. thank you for joining us. monday morning, march 16th i'm pam cook. >> good morning, i'm dave clark. let's check your weather and traffic. steve paulson is right over there. >> a lot of clouds. maybe light rain to the north. but the lows are just because of the cloud cover. but at least the high temps are coming down because of the cloud cover. if it wasn't for that, i think we would be upper 70s, maybe 80s again for some. as we stand it will be in the 60s and 70s. there is a line of light rain. a little bit off the marin

coast. san francisco i doubt this does much here. but to the north a better opportunity. so lake county into mendocino county and northern sonoma county. it's mainly more show than go. the 57 on saturday tied the 57 set in 1878. my goodness. and the water temps are incredibly warm again. 58 in monterey. so you add the cloud cover. no wonder the lows on the coast are mild. it will be a cloudy to mostly cloudy day and any rain will be to the north. light rain to the north. cloudy 60nd and 70 pz. still temps for many. all right sal we have a big issue here. >> we have a crash reported.

as many as ten cars. we've had numerous reports as to where it is. this is near the 680 interchange. this is heading south. there is probably nothing right here. it leads you to believe the crash is a little bit farther down the road. southbound 680. we are going to take a look at that and see what we have for you there. we are also looking at a crash near southbound 880. traffic is going to be a little bit busy as you drive from pinole, head to the richmond area. give yourself extra time. if you are in the south bay at the bay bridge on northbound 280 getting up to highway 17 try to listen to this scanner and talk at the the same time, it's hard. at the bay bridge it is backed up be for a 15-20 minute wait.

6:02 let's go back to the desk. topping our news out of vallejo. police are searching for clues after investigators say woman young men were targeted in a deadly over shooting. >> investigators say these two men both in their 20s were targeted here in this early morning shooting. they were sitting inside of this silver pontiac that is still parked here across the street. at least a dozen shots were fired out here. officers showed up and found these two young men sitting inside. both with gunshot wounds. both men were take ton the hospital.

officers immediately searching for victims and found this car with the two wounded men inside of it. police came out and talked with neighbors and gathered physical evidence as well. investigators say they don't have a whole lot to go on at this point. they are not sure -- but what investigators are saying is that they clearly were targeted. this was not a random crime of any kind. >> a lot of unkansassed questions. the investigation into a deadly shooting involving four police officers in napa continues his morning. investigators say 41-year-old james richard was shot on friday as police officers prepared to serve a search warrant for drugs at his home.

help these was shot when he tried to escape from police while reportedly reaching for a gun. the four officers involved in a case have been placed on administrative leave. our time is 6:04. with just hours to spare a richmond woman discovered murdered evidence in her garbage can on trash day. katie utehs is live in our studio right now. telling us about the evidence that was almost missed by the police and why the police want your help. >> reporter: dave, at first a purse and bloody clothes were a low priority property crime. that is until the body of this woman randhir kaur was discovered hours later. a week ago today kaur's cousin discovered her shot and killed in her apartment after kaur missed dental school classes at ucsf. we now know hours earlier on

that same day a richmond woman made a horrifying discovery in a trash can along panama street. she found a coach purse belonging to kaur with a wallet and id inside. also in that trash can a bag of bloody clothes. and that time homeowner elizabeth duke called albany and richmond police. >> i think someone knew a lot. they knew my situation. they might have known about the garbage situation. as it progressed, it got more and more scary. >> reporter: four hours later, the items became evidence in her murder case. it's possible the bloody clothing belonged to kaur's killer since she was found fully clothed. kaur attended a prayer service and planned to spend sunday evening studying. she was shot once in the head

inside her apartment along canes avenue. police are asking the public to come forward with any additional leads since they have made no arrests so far. ucsf will hold a vigil tonight in honor of kaur. an excentric real estate heir has been arrested. 71-year-old robert durst was arrested yesterday in new orleans. his lawyer says he will not fight extradition to los angeles on charges that he killed susan burr man 15 years ago. burrman was found shot to death when she was about to be questioned about the

disappearance of durst's wife in 1982. as of today the station is officially shut down. they plan to demolish the station to make room for a second set of tracks between the mountain view transit center and the wasteman station. when it's finished the double track project -- it's also cooperated to boost service to the milpitasburg station. some new reports indicating

more cracks have been found in steel rods on the new eastern span of the bay bridge. the san francisco chronicle reports the cracks are found at the top and the bottom of a rod that secures the base of the main tower. the chronicle says such cracks can get worse over time. it can lead to total figure during a big earthquake. but money is an issue. cal tran officials are looking to cut costs elsewhere. but first cinderella did it. number one at the box office. the preview before the main attraction that probably boosted those numbers. >> good morning. we have a testy east bay commute. we already have the typical

2. four police officers are in danger of losing their jobs. they are linked to racist and homophobic text messages. involving a former police sergeant that was convicted on corruption charges. as ktvu reported on friday, the officers involved have been reassigned to jobs that don't directly deal with the public while those text messages are investigated. greg suhr also said he wants to terminate their positions. we are listening this morning that the obama administration has decided to keep more troops in afghanistan. according to u.s. officials, the white house is reversing its plans to cut the presence of u.s. force there is by the end of the year. instead, the administration now plans to allow most of the nearly 10,000 troops that are currently there to remain. time is 6:13. there are new reports republicans are about to announce a congressional investigation into former secretary of state hillary clinton. she has been criticized over

her use of personal e-mail for government work when she was secretary of state. she deleted about 30,000 messages saying they were personal. mrs. clinton told reporters last week she used her own account as a matter of convenience. meantime the washington post is reporting jeb bush used his private e-mail accounts to talk about security and military matters while he was governor of florida. bush aids say none of the e- mails involved were sensitive or classified information. bush is right now considering running for president. new speed limit may be coming for a popular trail in marin after big collisions between cyclists and hikers. the marin county board of supervisors is set to vote tomorrow on lowering the speed limit to just 10 miles an hour. right now if for bicyclists it's 15 miles an hour. pedestrians who use the path say they have had their fair share of close calls. >> the bikers come speeding by

on their cyclists. so it's definitely worth it. it will prevent some injuries. >> if approved, the speed limit will be enforced on half a mile stretch near mill valley middle school. a public hearing on the speed limit is scheduled for march 31st. national park service say there is is a trash and litter problem at fort mason. and you can see by this photo it was tweeted out from the golden gate recreation area. look at the trash on the ground. it was taken saturday at the great meadow. park managers say they have stepped up patrols and added larger trash cans but litter is still a regular problem at the park. time is 6:15. there was record breaking heat yesterday during the l.a. marathon and more than 30 of the runners had to go to the hospital. the start of yesterday's race was moved up a half an hour just before 7:00 a.m. just so the runners could beat some of the expected high temperatures. by noon, it was almost 90

degrees. it was 88. 36 people were rushed to hospitals. one man even had a heart attack. 150 other people were treated for heat related problems along the course. there may be a new use for drain drones saving -- new use for drones saving lives. a company in chile is testing life guard drones on the beach. they can drop a float leak that to swimmers as a life guard is swimming to the rescue. there is no word if it will be approved for beaches here in the united states but the company hopes to completely test it out so drones can be used on beaches in chile next summer. >> that is amazing. something i haven't even thought about. there are more things we will see for that. 6:16 is the time. they could be shooting around looking for sal. traffic problems. >> we had problems.

>> absolutely we could use those in traffic. we have a problem now pam and dave in contra costa county. southbound 680. chp has issued a sig alert. for a crash involving at least as many as seven vehicles with lanes blocked. there is glass, debris in all the lanes. traffic is heading down moving to san ramon. if you are driving from concord to walnut creek, i think you should get on the road soon before this backup mixes in with the normal delays between concord and walnut creek. if you're on highway 4, it's a little bit slow but the contra costa commute other than this crash is not good. again this is a big if. southbound 680 there is a crash blocking several lanes. it doesn't look like there is any severe injuries. but at least seven people are involved. let's go to the toll plaza. it's backed up there. it's backed up to the mccarthur

maze. 880 is a little bit slow in oakland. it was slow. it was recovering after an earlier accident near davis street. at 6:17, let's go steve in the weather center. thank you very much, sal. almost all of it equaled warmth. if you thought it was warm it was record setting warmth. they blasted past the record. it was also the warmest march temperature ever. gilroy 1997. not that long ago. the water temperatures are

incredibly warm. san francisco buoy is 58. monterey buoy is 58. and it's no wonder lows on the coast and in san francisco have been so warm. in fact, san francisco had record high minimum temperatures over the weekend. saturday and sunday. and it's still very mild now at 57 degrees. sfo is 58. water temps have been above average since june. and we keep marching right along and you get the cloud cover and that is why the lows are way up there. the highs are coming down because of the cloud cover. the high pressure has weakened a little bit. 50s through the interior. and 60s down to southern california. lake tahoe is 39. snow levels very high.

blue canyon at 51 degrees. it is a mute point. you can see where the cloud cover is coming in from the west, southwest. it could be a few light showers maybe napa or marin county. cloudy and mild. light rain to the north. but few sun breaks to the santa clara valley. temperatures will be above average. with all of this moisture it is a muggy pattern. 60s for almost everybody here to the north. low 70s for some. mid 70s for others. it's still pretty warm. but it's 90 on saturday for gilroy. only 77. san jose 89 on saturday.

welcome back to mornings on 2. it is 6:24. aid workers are scrambling to help people on the south pacific islands after am devastating cyclone. this weekend's storm damaged 90% of homes in the capitol city of port vila. six people have been confirmed dead but the death toll will likely climb. there is still uncertainty about just how wide spread that damage is. >> there is a break down of communications. we cannot reach our families and we do not know if our families are safe or not. and as a leader of a nation, my whole heart is for the whole people of the nation. >> the red cross says thousands are still in need of shelter, food, and water. they have a population of 267,000 people spread over 60 islands. silicon valley companies

including google and intel are taking action to increase diversity but for more african americans the job market is bleak. unemployment rate remains 1.3% higher than before the recession hit. african american workers have also taken the biggest hit in pay. medium hourly wages are down 3.6% twice as much as white workers. now washington who lives in san jose used to work as an administrative assistant for ray that hi. but since she was layed off in 2007, she has struggled to find work. >> it is really difficult to stay positive when you have been job searching for so long. i'm a working professional and i'm ready to go to work. i just don't want if work, i want a career. >> intel announced it would spend $300 million over the next five years improving diversity in silicon valley. google is taking part in a

traffic. own quickly can't ignore this commute. 580 westbound is a mess. and 680 is very slow out of pleasanton as you head down south toward fremont. 6:33 let's go back to the desk. an investigation is happening into a deadly over night shooting that happened just before 12:30. alex savidge is joining us live in vallejo. a lot going on. investigators say this was not a random shooting. >> investigators say these two young men both in their 20s were clearly targeted here. they were sitting inside of this silver pontiac that you can see is being towed away as we speak.

someone came up to that officers found those two young men inside. both with gunshot wounds. both were taken to the hospital. the second victim remains in critical condition this morning. the shooting happened around 12:30. police officers who were involved in an unrelated traffic stop heard the gunfire. police came out and talked with neighbors and gathered physical evidence out here. investigators say they really don't have much to go on here. they are not sure wham led up to the shooting. but definitely this was not a random shooting according to investigators and now detectives trying to make an arrest here. searching for the shooter or shooters involved in this crime

and this was the fourth homicide of the year. >> alex savidge in vallejo, thank you. our time is 6:34. s 17-year-old boy who was attacked by two men outside the mall. that attack happened last week when the high school student was leaving the mall with two of his friends. police say two men approached the three of them, asked if they were part of a bang. despite them saying no, the men still beat the 17-year-old boy. now police say the two men have been following the teenagers around the ball earlier in the evening. investigators are now checking surveillance video looking for clues. he claims he hasn't been picked up by another nfl team because of his legal problems. janine de la vega is joining us

from san jose. what does mcdonalds criminal complaint say? his attorney says mcdonald did nothing wrong and that this is an attempt to vindicate him. his attorney says it's a lawsuit claims no nfl team will sign mcdonald as a free agent because he has this sexual assault accusation hang over his head. as kv reported in december a woman told police she went out drinking and met up with mcdonald. she claims mcdonald raped her at his home but doesn't remember consenting because she hit her head before the alleged assaults happened. in the lawsuit mcdonald is claiming the sex was consensual and even says they hung out and went to the store together the next day. there is also video evidence showing the two together around his house and having intercourse. once the woman called police

and the investigation began, the 49ers released him. mcdonald cannot wait any longer. the complaint doesn't specify a dollar amount he is seek bug what is important to hem is he gets his name cleared. pam. >> thank you for that update. two los angeles police officers recovering after being hit by gunfire. the plain closed police officers were driving in south central los angeles when someone started shooting. the woman officer had only minor injuries and treated at the scene. they now hay say believe they were targeted. police detained several people they are still looking for two others. a missouri man is defending himself against charges he shot woman police officers in ferguson, missouri last week. 20-year-old jeffrey williams is charged with first degree assault. the top police officers were shot and wounded during a

protest police say they have recovered a handgun from williams' home. it matches the shell casings at the scene. williams says he was not aiming at the police. >> he wasn't trying to create disruption in the community. he said a protest was trying to rob him. boston is making history this morning for having the snowiest winter ever. snowfall last night officially push this winter's snow total to 109 inches. the old record was just below 108. that was back in 195. after getting the news boston mayor marty walsh tweeted quote super bowl, world series, and stanley cup and snowfall records we are truly a title city. there will with no parade.

away in the treasure. into the death of a 37-year-old dental student in albany. katie utehs is joaning us in the studio -- is joining us in the studio with the evidence. a richmond homeowner miles from the crime scene discovered a purse and bloody clothes in her trash can on garbage day. the purse belonged to this woman 37-year-old randhir kaur. a week ago today kaur's cousin discovered her shot and killed in her albany apartment. we now know hours earlier on that same day a rich monday woman made am horrifying discovery in her trash can. she found a coach purse belonging to kaur with a wallet and id inside. also in the can a bag of bloody clothes. at that time homeowner elizabeth duke called a anmy and richmond -- albany and richmond police. >> i told the police departments there were bloody

clothes. but they did not connect the dots i guess. >> reporter: four hours later kaur's body was discovered. it's possible the bloody clothing belongs to kaur's killer since kaur was found fully clothed. investigators now say kaur attended a prayer service the afternoon of her death and planned to spend sunday evening studying in her apartment. she was shot once in the head. police are asking the public to come forward with any additional leads additional information. pam. >> katie, thank you. time is 6:44. facebook considering more housing near its new headquarters in menlo park. facebook has already paid for part of a new apartment complex on haven avenue. now they are floating in the idea of creating thousands more housing units for its employees

and community at large. facebook has told city officials that could cut down on traffic because their workers could walk or bike to work while increasings over all supply of housing in the menlo park area. later today facebook is expert opinioned to give its users more guidance on what types of posts is not allowed. why it allows some posts and won't allow others. for example, facebook requires people to use their real names. they made specific exception saying san francisco drag queens they can use their stage names. even after facebook explains the thinking behind the posting rules, they say they won't actively be scanning accounts and automatically be removing content. march madness officially gets under way this week. undefeated kentucky over all number one seed wisconsin, duke, and villanova.

the tournament starts the first four games tomorrow and wednesday. the winners of those games will advance to the field of 64. the full tournament begins on thursday. sadly no local teams are in but stanford and st. maries will be in the national invitational tournament. the nit. the cardinal host uc davis. st. mary's also hosting a first round game against vanderbilt on wednesday night. if stanford and st. mary's makes it to the third round, they will play each other at stanford. >> and you are pumped up at ucla. pam, >> sal, can't focus on basketball today. >> no, i can't but we can talk about it on twitter and other stuff. but right now i want to mention there is a little bit, a tiny bit of good news on that 680 crash. they have opened up one more lane on 680 southbound. but it's still a big mess because two lanes are blocked. southbound 680. this is because of an injury

accident. the injuries weren't that serious but there were seven cars involved. three lane out of the four were blocked. they opened up a new lane and they are making progress. look at this commute. i want to show you the map. 680 southbound is effected in concord and heading down to the walnut creek interchange. we also have that typical slow traffic. if this is your commute, it will be slow not only here but all the way down to the accident scene. so please give yourself plenty of extra time as you drive down to san ramon out of the danville area. and if you can get on the freeway after elle panda toe it will be much better for you as drive through. 580 is a mess as you drive from the altamont pass into livermore. we are looking at 880. it's slow from eighth street to the union city area and slows again in fremont. bay bridge toll plaza, that is backed up for a 15-25 minute delay. we are full strength for this

welcome back to mornings on 2. time is 6:53. new this morning more nuclear negotiations under way between the united states and iran. right now you can see secretary of state john kerry is right there. he's in switsesser land meeting with iran's prime minister. they are two weeks away from a deadline for a deal to stop iran from making nuclear weapons. the most they expect is an announcement there has been enough progress to justify more negotiations. one of the diplomats says that is because there is new differences that popped up during the last round of negotiations. the very elaborate tomb of former iraqi leader saddam hussein is a pile of rubble. that tomb honoring the late

dictator was fighting during isis militants and iraqi security forces near hussein's hometown. all that remains are some of the stone support columns. saddam hussein's body was placed in that mausoleum eight years ago. poster size photos of the leader once covered the structure but none can be found in all of that debris. an investigation is under way in santa rosa after one man stabbed another man in the head. it happened just before 7:00 last night at youth community park just across the street from pinier high school. witnesses say the incident began when the men tried to break up a fight between two women. witnesses say the attacker ran away. anyone with information is asked to call santa rosaless. highway patrol looking for witnesses that killed a 36-year- old in alamo. that happened around 1:30 yesterday afternoon at the stone valley road off ramp on

northbound 680. investigators say the motorcyclist apparently lost control on the off ramp and then slammed into a tree. he was pronounced dead at the scene. the name of the man has not been released but he is said to be from san ramon. northwest oregon rain expected to continue today adding to a very serious situation. this is a situation just outside of portland and the mess that it's left out there. mud slide uprooted trees and blocked several roads. one man that lives nearby actually heard a tree coming down. >> i woke up. it was almost like a cross between a tree falling and something moving. maybe almost like a train or a car. something that is loud and noisy. but not outrageous. not huge. something with movement. >> a lot of rain recently. also filled creeks and streams in the area. and the concern is growing about even more flooding.

there is a growing crisis along california's coast. scientists are worried. more than 1100 starving sea lion pups have washed up on beaches since january. that is five-times more than in 2013 when scientists declared an emergency. national marine scientists think warmer ocean temperatures around southern california's channel islands where the mothers give birth are actually pushing their food sources further north. volunteers are making several trips a day rescuing the dying pups. time is 6:57. celebrities like elton john and many others are boycotting doll chai and da ban that for their controversial comments on in vitro fertilization. they called children born through ivf -- that really
