booked over the weekend but appeared in court today and for the first time we are seeing their photos. nintendo's super photos -- they were charged with murder. they were arraigned today. the complaint shows both men have a long criminal history and both are being held without bail. the gunfire broke out in the neighborhood in west oaklands before 5:00 p.m. last monday evening. investigators say chyemil pierce was struck by a stray bullet as she tried to shield her children. the story prompted prompted the community to come forward with information. >> we have a woman who was doing what she was supposed to do. an innocent mother attempting to shelter her children from violence, danger. and no matter what your feeling is, it has to hit a cord with you. you feel inclined to bring information. >> another man, anthony sims

was arrested a week ago in section with the case. he was wounded in the shooting and he admitted to being involved. anthony sims is also charged with murder. a woman taken into custody has been released. she was arrested on suspicion of being an accessory to murder but prosecutors decided not to file charges against her. >> thank you. a chase that began in davis ended in a crash in santa clara county. the car flipped over after crashing on highway 280. the cleaver was able to get out of the -- the driver was able to get out of the car. the chp says he was taken to the hospital to be checked out for injuries. officers tried to make a traffic stop but the driver took off at speeds up to 95 miles per hour. the chp put out spike strips but the car still traveled on

flat tires till the frontacle disintegrated. traffic started backing up and continued to grow. the chp finally started letting traffic move past the scene. a man's body discovered in a freezer today and it may have been a suicide. police say they went to the man's apartment before 12:30 p.m. this afternoon. they have been asked to check on the man because he hadn't been seen since last month. officers found the body inside a freezer. >> due it the unusual circumstances, um, we are conducting another suspicious death investigation. um, in records to this. we are not sure if it is suicide or homicide. >> police say the man had a history of mental illness and may have put himself in the

freezin'. the body had no signs of trauma and -- freezer. the body had no signs of trauma. new water rules. today california's water resources board voted in favor of a series of new restrictions. ktvu's tom vacar is here now to explain what is new and what remains the same. >> reporter: some of the restrictions may seem tame but every drop of water counts. >> reporter: the board voted to give local water agencies new standards to enforce and more powers. >> it is necessary because we are in the most severe drought that we have experienced and we want our urban areas to be resilient enough to weather what could be a very dry next year or two. >> the big change, local agencies that have not yet

football as he is very concerned about the health effects he might suffer after a long career in the nfl. he feels by the time you start feeling the effects later in life, it is just too late. and you will be in big trouble. most current nfl players seem to support his decision on social media and we spoke with former 49ers ricky watters who had his share during a tenure nfl career, he talked about the quality of life aspect to this requirement. >> i understand. it is about quality of life. you want to have a great quality of life. you want to play with your kids. hang out with your wife. you want to be around. that is the things i am thinking about. staying around for my kids. >> all right. you can understand why a guy would want to do that. i mean, chris borland, 24, didn't make a lot of money. he had a lot of money on the table that he is leaving. you have tarespect it but -- to

the rescue to a family hurt by a hit-and-run driver in oakland. the driver is still on the loose. the family is still in the hospital with serious injuries. it happened last night in oakland. ktvu's katy eustis has video of the rescue and she spoke with the neighbor whose dropped everything to help. >> people fly down the street. no stop sign. cut my feet. >> reporter: she ran barefoot last night. >> sounded like big bomb exploded. >> reporter: her instincts go towards it. >> yeah saw the car, the glass, you hear the baby. my god. you would have did the same thing. >> reporter: an suv broad sided a car carrying a family of 5. a neighbor shined a flash light. >> i turned my light on. there is a recorder with it. >> reporter: he captured the

there are new developments tonight in the san francisco police department scandal involving racist texts sent by officers. the investigation is focused on a wider group than the four officers reassigned and they are facing the possible loss of their jobs. ktvu's david stevenson with the new information now. >> reporter: 7-10 other are under investigation as the department struggles with the mistrust of the others caused by the release of the texts. >> reporter: the san francisco police officers association released an ad produced weeks ago when word began to spread about racist and homophobic texts between officers. >> we are part of the most

diverse police department in the world. >> the scandal prompted prompted the reassignment of four officers. he says 7-10 others are under investigation. >> it appears there are -- they are not as serious because the officers haven't been removed from public contact. >> the district attorney and public defender will examine 10 years worth of cases involving the officers for racial bias. >> we estimate that there will be a thousand cases that will have to be reviewed. >> the police group that represents african american cops says the texts hurt efforts to recruit women and people of color. >> a big blow. people are concerned about coming to san francisco. >> reporter: she spoke yesterday to a cop who said she unsure who to trust.

>> who might have some deep seeded hate because of the color of her skin. >> reporter: officers for justice is calling for healing. they want seminars between staff and the rank and file to have a dialogue about race in the department. the public defender wants all officers to undergo 24 hours of racial bias training to understand what can occur in the field and in arrests that might be seen as bias and show distrust. >> going back to the cases that need to be reviewed. thousand cases. are they saying how long that might stake and do they expect cases to be over -- take and do they expect cases to be over turn? >> reporter: yes. they identified 120 cases. they have experience in this. a few years ago there was a scandal involving a former

the driver a 25-year-old was declared dead at the scene. he worked at the santa clara medical examiner office. the murder trial began today in the case of a parolee accused of killing a federal defense investigator from oakland. he is on trial for killing the mother of his teenage daughter. she vanished august 24, 2013. her body was found five days later. the prosecutor said surveillance video and data from his gps links him to the killing. the defense will make opening statements tomorrow. if you had millions of dollars to spend on too work on reducing the number of people in prison, how would you spend it? on jails or programs to help inmates find jobs? ktvu fox 2 news mike mibach

from wherever they go. so when you cut down our budget that cuts down our staffing. >> reporter: the program has less than 10 clients. >> they can come in with a prison number, i.d., leave in a suit. you know? with a job. they can leave with hope. >> reporter: with more financial support he says it could soon be helping many more. mike mibach, ktvu fox 2 news. the board of supervisors discussed a proposal today to lower the bicycle speed limit on some trails. the measure follows big accidents between bike riders and hikers. right now the speed limit is 15 miles per hour for bike riders. supporters of the measure want that reduced to 10 miles per hour. if approved the speed limit will be enforced on a half mile stretch. a public hearing is also scheduled for march 31. the ktvu fox 2 news at 6:00 p.m.

what they are looking for. it was on the brink of falling apart and when one investor confronted him about it he ended up dead. >> reporter: row after row of grapevines searching for evidence in the murder that happened here yesterday. sheriff's deputies say around noon he called 911 for help. saying his business partner had shot him and was chasing him through the venyard. deputies arrive -- vineyard. deputies arrived to see him die. when the case ended police say he turned the gun on himself. he had been running the winery since 2013. this is video of him talking to fox news in august. >> scary. >> reporter: before the earthquake his business was in shameables. >>
