handcuffs. the other was inside that patrol car. then at about 5:20, we started seeing students being released from the school to their parents who were waiting for them outside. we still don't know whether the person who was shot was a student at the school, but we do believe that person is in stable condition. governor brown was in the east bay today speaking about the importance of hiring exconvicts. the bay area employer forum was held at oakland's merit college. it was hosted by several organizations that help offenders get jobs after they are released. jobs give patrol lees a reason to stay out of prison, keeping them from becoming part of what he called the machine of incarceration and the employment agencies agreed. >> once a person has served their time and sentence, then they are coming home. so they need to come home to some opportunities to give back and one way to give back is to be employed gainfully. >> we want to go to new developments now in a story

that involve efforts to evict a violent sexual predator from a walnut creek neighborhood. 71-year-old, charles was convicted of sexual assaults on boys in el cerrito and san francisco about 25 years ago. in january, a san francisco judge approved his move to a home on walnut boulevard in walnut creek. today a contra costa county prosecutor asked a judge to place him elsewhere and allow a new placement. prosecutors have been fighting to evict him saying an unusually high number of young boys live in that neighborhood. the judge is set to hear arguments next week. missing fire extinguishers, locked exits, and blocked fire escapes. the city of san francisco is going after building owners who have repeat fire safety violations. this comes in the aftermath of a couple devastating fires in the city's mission district. in the city tonight and david, this action also comes as a couple days after a young woman died from injuries following one of those fires. >> that's true.

you can see people behind me leaving notes on a building there. the fire was in the apartment above the corner store. it killed the store's owner and his daughter who was layed to rest today. >> nine days after the fire, the morning continues in this corner of san francisco's mission district. >> it's heartbreaking. he put in so much hard work to get where they are. it's awful it had to end like this. >> the march 11 fire in the apartment above maurice's corner liquor has claimed a second victim. 13-year-old, amal died wednesday. funeral services were held for her today according to a family member. her father, mohommed, died this week of his injuries. the family ran the store and lived upstairs. >> we used to come to this store all the time. they were very friendly to everybody. just like going to your friends house. >> this fire and a january 28 fire a few blocks away that killed a man and left dozens of others homeless have sparked concerns about fire safety compliance. inspectors said this building had numerous violations,

including locked exits, and blocked fire escapes. the department of building inspection this week fast tracked complaints against three other buildings to the city attorney for repeated safety code violations. the complaints allege missing or nonworking spoke detectors, blocked fire escapes and chained exit doors. >> and they get to the fire escape. >> the dbi says two of the three building owners have stepped up to say they will come into compliance. >> we don't want to put them in jail. or punish them. we want them to do their job to make sure to protect their life. >> the cause of this fire is still under investigation. the department of building inspection says it typically manages to inspect buildings like this every five years, but hopes to reduce that down to every three years even with tight department resources. frank. julie. >> and it's heartbreaking to see that memorial there behind you. all right, david stevenson. >> 57 rescued dogs from south korea are now in the care of

four northern california animal shelters and the hope is they will all find new homes. the dogs were taken from a dog meat farm in south korea with the help of humane society international. officials say the dog spent their entire lives in dirty, crowded cages waiting to be killed for their meat. they began arriving in san francisco this week. today, they were divided among the san francisco spca, east bay spca, marin human society and sacramento. animal care officials say they have been overwelmed by an outpouring of support by the public. >> we have major organizations, thousands of the doctors, people have been outpouring on social media. so we should focus on what the great part about this is. the fact we rescued 57 dogs on an important issue. >> dogs apore appear to be in good health. they expect adoptions to begin next week. a man from san rafael made his first appearance in federal

court on charges that he smuggled electronic components out of the u.s. that could potentially be used for military purposes. these so-called dual use products are illegal to export. 65-year-old is a naturalized u.s. citizen. he was originally from russia. he is charged with 15 counts of smuggling and 11 counts of money laundering. federal authorities say bank records show $60 million was involved. he is due back in court next monday. ktvu has learned a ucsf worker has been arrested and accused of planting a hidden camera in a women's restroom. it happened at the campus in the pulminary. 34-year-old, ken lam. he is charged with secretly recording five female coworkers for months. the prosecutor told us the women are understandably upset. >> at the end of the day, that is why these cases are viewed so seriously. that is why we charge them when we have the evidence to do so.

>> according to a report by ucsf police, lam admitted to investigators that he looked at videos for her personal proversion and he first used the camera because he had a crush on a coworker. one victim told us he no longer works there. he is free on bail while his case is pending. more than 50 public colleges and universities in california have been competing for millions of dollars in state grants and today the winners were announced. one of them is sf state, for a program that helps low income students succeed. ktvu's rob roth is live with how much money the school is getting. rob. >> reporter: frank, the campus here in san francisco state is pretty well cleared out for the start of spring break, but the school is going out on a high note. they just found out they won $3 million for an innovative program. >> carlos is a freshman here at san francisco state university. he is the first one in his family to go to college. he says a program on campus

called metro has really helped him, especially during midterm exams. the metro program also won good grades from a state panel which awarded sacramento state $3 million. cost saving education programs. more than 50 public colleges and universities applied for $50 million in grants. >> it was very exciting. it will give us a lot of opportunities to do more of the good things that we have been doing. >> share the winnings with san francisco, which uses the metro program. the program is designed to help low income students divided into groups or academies where they receive counseling, tutoring, and other services to keep them on track to earn a degree. >> we are able to really support the building of the academic skills that they may come to us without and we can do that through the repeated practice in this learning community that we've developed. >> carlos hopes to get a degree in civil engineering in

a horrifying discovery for students who were supposed to start swim class. a man's body was found at the bottom of the pool, and he was weighted down. ktvu's ann ruben now has new information about a breech in the fence that may have given someone access to the locked pool area. >> piedmont hills high school let out early and distraught parents lined up to pick up their kids. >> my son is doing swimming at

this time. i don't know, is it a student? i don't know what it is. but i got that message that they found a body in the pool. >> school officials were clear, it was not a student. staff members had been accounted for, too. the body of an adult meal had in fact been found at the bottom of the deep end of the diving pool. aurora's 14-year-old son is in the swim class that made the discovery. >> they were going to pull the covers off of the pool area and then they saw. >> there is a high fence and barbed wire, but the district superintendent says they found a breech in it. they suspect that is how the person got in. >> the pool was secured and armed after swim practice by the head coach and teacher. so, it had to happen sometime after school and practice led out last night to this morning. >> first responders arrived on scene about 8:45 a.m. they described the body as being fully clothed and in their words, weighted down. >> we were able to utilize our

special equipment to retrieve the body, to pull the body up out of the pool. that body is in the custody of the coroner's office. >> students were told about the body and offered counselors. this will have a lasting impact on them. >> i didn't know the person, but i won't go swimming in that pool ever again. >> school officials say more counselors will be made available on monday. a scheduled school spirit event for tonight has been postponed. in san jose, ann ruben, ktvu fox 2 news. the samona county sheriff's department arrested two men in connection an early morning shooting. it all started at 4:00 this morning when someone called 911. they reported a neighbor had been shot between pen grove and petaluma. stopped first at a 7-eleven to ask for directions. after a widespread search, deputies arrested 22-year-old, hilton from pen grove for assault with a deadly weapon and 20-year-old, hicks, from

fair fax for being an accessory. detectives are still investigating what led up to the shooting. the clerk at 7-eleven also called the 911, but the victim was gone by the time officers arrived. the victim is being treated for a gun shot wound, but his injuries are not life threatening. talk about preventing an indian tribe from opening a a casino. they say that an indian tribe and a las vegas company are in the process of establishing a gaming operation in napa and samona counties. the valley band of indians denies anything has been agreed upon. ceremonies at city hallmark the signs of a long-term lease for the city's mexican museum. the museum is looking forward to its permanent home in the city's garden area of san francisco, of course. the new space will house museums of thousands of objects and artworks. mayor ed lee said the museum will join other world class
