a community meeting tonight to discuss a deadly police shooting, and what happened there illustrates the sharp divisions over the use of force. >> shoot to kill? why do you shoot to kill? why don't you back up and let her go? was anybody hurt? >> no one was injured. >> good evening, everyone. i'm frank somerville. >> i'm julie haener. temperatures boiled over tonight at a community meeting to address the recent shooting of a woman in san francisco. officers say she fled in a stolen car and put people in

danger. critics question the use of deadly force. ktvu's heather holmes is live in the city, and tells us the differenting views. >> reporter: after several disruptions the chief said it was over. the frequency of officer involved shootings here in san francisco and other parts of the bay area has led to intense debate. last tuesday's deadly shooting tore into frayed relations. inside st. luke's episcopal church tempers flared over the use of deadly force by police. >> this lady had a question. >> reporter: the killing of 24- year-old alice brown last tuesday, followed other fatal encounters between the police

and suspects. some of them unarmed. demonstrators pressing for policing and criminal justice reform added brown's name to their cause. frequently disrupting tonight's meeting. meantime, brown's family sat quietly in the front row, crying over the events that led to her death. >> she again accelerated into gridlock. >> reporter: the chief says they used excessive force after brown ignored the requests to stop. the two plainclothes officers approached her at the gas station as part of a stolen car investigation. the chief says brown drove off, smashing into cars and buildings. this woman described the chaotic scene. >> it was like bumper cars, and i was terrified. >> the suspect continued gunning the vehicle, and trying to get it back into drive, or into a gear to move forward. at which point both officers

fired their firearms. >> reporter: there was skepticism in the crowd. >> the family deserves these answers. >> reporter: and from an attorney speaking on behalf of the brown family. >> there are factual contentions made by eyewitnesses at the event that said that's not what happened. that the officers didn't properly identify themselves, that's what led to some of the behavior by ms. brown, trying to run away from people who tried to carjack her. >> reporter: that was all that brown's brother wanted to say tonight. her sister lived a troubled life. she was in drug rehab, and also had several encounters with police. chief sur said there were two felony warrants out for her arrests, and that the license plates on the vehicle she was driving had been switched, and that the originals were found inside. >> heather holmes reporting tonight in san francisco.

heather thank you. a different police shooting was the focus of a protest earlier today outside the mission district station. a crowd marked the one year anniversary of the killing of 28-year-old alex nieto. police said officers shot him after mistaking his taser for a handgun. the four officers involved have been cleared of wrongdoing. the protesters want a a federal investigation. there is breaking news right now out of san francisco, where sheriff's deputies are looking for a prisoner who escaped custody just about 90 minutes ago. we're told the inmate ran off near folsom, and columbia street. authorities say he may be shirtless, and wearing gray colored shirts. he was being held on a weapons possession charge. we know the prisoner is latino, but we don't have any other description right now. a search for the prisoner is underway. now to martinez, where

there is new information tonight about a horrible incident today. a gravel rolled over right onto a car. the car was crushed, the woman inside was killed. the car was parked in front of a home on shell avenue. it's a neighborhood in martinez. what she's been able to learn about that woman who was killed. >> reporter: family and friends tell us she was well loved. a great person, and a great mom. you can see someone has left a bouquet of flowers here in remembrance, along with some l.e.d. candles, and so many in this small community tonight stunned and heartbroken. the neighbors were both home when a big filled with 20 tons of gravel tipped over. it fell onto a car parked in a driveway, crushing the car, and trapping and killing the woman inside. >> it was terrible. it was like metal on metal scraping, really loud, and men

yelling, oh, my god, no, no, no. then, heard a big crash, and i heard a horn honking. >> reporter: peggy called 911. travis ran out to help. >> one of the workers working on the side of the street is trying to dig her out of the car, and a few people were standing around, shaking their heads. a few of us tried to dig her out of the car, and i tried to get the backhoe, to try to lift the trailer off the car. >> reporter: family and friends say the woman killed was 32- year-old lindsay combs. relatives tell us, she was a great mom to her daughter. video from sky fox shows the residential neighborhood along shell avenue near pine street, where this happened shortly after 1:00 this afternoon. neighbors tell us the city had been working on sidewalk upgrades. the owner of the trucking company who sub contracted the driver of the tractor trailer says an accident like this is his worst nightmare, and the driver involved is experienced. >> very good driver.

been with me 25 years. excellent record. terrify guy. family man. great guy. >> reporter: according to cal osha, a worker may have asked the victim to move her car just before the accident happened. crews did have to use heavy equipment to lift the trailer up off the car, to get the woman's body out, and then stabilize the trailer to get it and the car out of here. police are now investigating. they say they do plan to remap this accident to try to figure out exactly what happened and why. >> carry, do we know, was the gravel truck moving when it tipped over, or was it stopped there? you mentioned a worker asked the woman to move her car. >> i'm sorry frank. i think you were asking me a question, but we had a car just drive right by us. >> i was just asking do we know whether the gravel truck was stopped when it fell over?

>> reporter: we've heard from neighbors the truck may have been moving a little bit. but none of that has been confirmed just yet. >> cara lou in martinez tonight. a burglary suspect is in court after a two hour standoff with palo alto police. they say an elderly woman lived there, but she and her caregiver got out safely. a s.w.a.t. team, and crisis negotiators helped resolve the situation, and the suspect surrendered at about 5:30 this evening. police say the incident began when the suspect was spotted in the backyard of of a nearby home and ran from police. we now know the name of a woman who fell to her death over the weekend in a rockslide at point raise national sea shore. identifying the victim as 58- year-old nancy blum of san francisco. she was hiking with her boyfriend near arch rock when the cliff suddenly gave way causing them to fall about 60 feet. the national park service says

a crack in the land was first discovered last wednesday, warning signs were then posted, but no one expected the cliff side there to give way. blum's boyfriend suffered non- life-threatening injuries. caltran plans to grind out portions of the bridge deck. they should reopen by 5 tomorrow morning. the closures will continue in various lanes and in various locations for the next two weeks. police remind drivers that traffic fines are doubled in construction zones. in the south bay, the monogue light rail station has been closed. today is the first day of the work on the new mall. the closure is expected to last about 5 months. it will reopen after a pedestrian overcrossing is built to link a future bart

station with the vta light rail system. b.a.r.t. service is expected to reach the station in 2017. a growerring backlash over a new shuttle bus service in san francisco. the growing popularity has led to complaints about lines 30 feet deep blocking driveways. katie utehs is live with the action one city is promising. >> reporter: first we have the rideshare companies, lift, and uber with upset taxi drivers, and of course the infamous tax shuttle buses. now, essentially a hybrid of the two. what's clear is that the city's commuting woes are a constant moving target. >> reporter: no parking, muni stopped cars and shuttles.

confusion. san francisco is the wild west of commuting. >> it's not a long term solution to say, i'm just going to double park in front of this apartment building. >> reporter: the supervisor represents district 2, the marina, where a tech savvy population has ditched the stage coach known to some as muni x, for private commuter shuttles. >> it just makes my day a lot easier. >> reporter: annie larsen now commutes to the financial district with chariot. >> the sooner i get to work, the sooner i can get my day started, and this gets me to work device as fast as the bus system. >> reporter: others are frustrating some of the constituents. >> had approximately 30 people basically on his front doorstep, with a big sandwich board in front of his house. >> reporter: farrell plans to request a hearing on the issue

much needed rain fell over parts of the bay area today. the showers began last night, and lasted until this morning. here's what it looked like in oakland. obviously, because there's a drought, we need way more than this. the santa clara county water system plans to propose a new drought plan tomorrow. the agency wants users to lesson their use by 30%. if approved it would be the most ambitious water restriction plan in the bay area so far. the wet weather brought some snow to the sierra, here's what it looked like today at north star. skiers and snowboarders hopped onto the slopes to take advantage of the fresh blanket of snow. north star says it received about 3 inches of snow in 12 hours. from wet weather to warming trend. i'm timing out when you can see a 15-degree increase in temperatures. >> plus, local students get two short films into cannes. >> i think we're going to do it. >> the work it took to make it happen, and the next challenge

it's possible that wood burning fireplaces may be phased out. bay area regulators are considering new rules that would ban the traditional fireplace in any home that goes

up for sale or rent. what's behind the proposal, and the resistence it's already getting? >> reporter: frank, this house just sold, at the real estate broker told me this old style wood burning fireplace was one of the attractive proposals for the buyers. now it's sparking debate whether these fireplaces should be phased out. part of hearth and home for centuries. >> very popular, and it's one of the features of the house. a lot of people, they look for a wood burning fireplace. >> reporter: real estate broker saying it was one of the big draws in this san francisco home, and throughout the bay area, but the bay area air quality management district says burning wood is bad for the air. >> the amount of pollution in the atmosphere attributed to wood smoke is higher than any other source. >> reporter: the contradict says their measurements of

airborne particulate matter causes -- the rest comes from sand, dust, and other sources. this new proposal would require a wood burning fireplace to be converted to gas, electric, or completely closed off before any sale or rental of a home. >> they would have requirements to change out their fireplaces to new, modern epa certified devices. or remove them altogether. >> reporter: already wood fires are banned on designated spare the air days. the district says it's hard to regulate the estimated 1.4 million wood burning fireplaces and stoves in the 9 county bay area. opponents say conversion could cost thousands of dollars. >> it's going to add another cost to the house. >> reporter: at ocean beach. people huddled around bonfires. some said they fired the district shouldn't be focused

on fireplaces. >> they will have control. using extra money to redo the whole thing, i feel like it's a waste. >> reporter: before the district board votes on this proposal, there will be 9 meetings that will be scheduled, one for each of the nine bay area counties. the first one is set for wednesday in morgan hill. >> jana, thank you. a third grade boy from novato is recovering at oakland children's hospital tonight, after falling through a skylight at school. 9-year-old willie wells fractured his spine in several places yesterday after climbing on the roof to retrieve a basketball. he fell through the skylight, and tumbled to the cement floor below. today, district officials say he and some friends entered a restricted area, climbed a ladder, and fell on the roof. the school is reviewing security measures. one of the artists killed over the weekend had some of

his artwork on display at a gallery in san francisco. john sasaki spoke to friends of the victims, along with some other people in the building who survived the fire. >> reporter: it was a hard day for people who live in this old artist loft. >> it would be great to know up front, what's the deal? where do we go from here? >> reporter: the fire at 3:00 a.m. saturday, which caused about a million dollars in damage to this building and one behind it. two men died in the unit. >> my brother used to live there. so close to me, it's like, it's so tragic, it's unbelievable. >> reporter: david letona and moe thomas were killed. >> the fire got pretty big in the apartment with heavy black smoke that charred the unit. we're thinking because of the

heavy smoke that probably overcame the victims initially, and the fire erupted after that. >> reporter: letona was an aspiring cinematographer. >> a huge heart. was always a beautiful aura around him. >> reporter: thomas was an artist who had already made a name for himself. his work was on display at the mcgolflin gallery in san francisco. one man who didn't want to be identified, said thomas was his best friend. >> a great dude, man, an artist. he was very smart. >> reporter: fire investigators say they believe they know what caused the fire. >> we think it may have been smoking in bed would be the term we would use. we found evidence of a lighter near the body that was near the point of origin. >> reporter: city inspectors decided to red tag the building, meaning all other residents had to get out. checking on that rain that fell last night a understand

this morning. got white a bit in some areas. check out mount tam. caster valley reported a little over a half inch. most of us fell in the quarter of an inch, or less range. concord just had .09. or just under .10 of an inch. the lawn got wet, the plants got wet, and pollen got pushed out of the trees. twin peaks looking out. a partly cloudy day all day today. there are showers still lingering north. which is great. it would be nice if they would slide south. we may see a light sprinkle somewhere. as far south as san mateo, and perhaps the redwood city area. it would be very light. under .10 of an inch of rain i would imagine. that's it, then it's done. then we start to warm up. current temperatures are in the 50s. the winds are blowing westerly, which is kind of what you would

park along folsom street between 6:00 and 7:00. authorities say he ditched his orange jump chute, and may be shirtless, and wearing grey colored shorts. sheriff deputies are now leading the search for the prisoner. ted cruz announced his candidacy for the presidency. cruz has already set himself apart by his stand on key issues. >> i believe in the power of millions of courageous conservatives rising up. >> reporter: ted cruz vowed if you won the bid for the nation's highest office, he would appeal the affordable care act, and forbid same-sex marriage. >> i am honored to stand with each and every one of you courageous conservatives.

>> reporter: the venue was no coincidence. cruz reportedly chose liberty university, a christian college known for conservative principles to distance himself from the likes of rand paul, chris christie, and jeb bush. >> bush, others can fight. but he will be a competitor. >> reporter: cruz also blasted the administration's positions on israel, iran, and how it deals with islamic extremism. the current administration declined to weigh in on cruz's announcement. >> there will be a debate in the context of the presidential election on when the president leaves office, where to take it from there. >> reporter: even republicans are divided about the first term senator, second, questions

remain about whether he can raise the money necessary to keep going into the primary season. in washington, joe wallman, fox news. hillary clinton says she still hasn't decided whether she'll make another run for president. she spoke in washington, d.c. today at a round table on income inequality, and says a lot of american cities are divided. >> they have a lot of inequality that has only gotten worse. they have some of the most dynamic, well educated people in the world, and people trapped in generational poverty. >> mrs. clinton talked about the importance of opportunity for everyone. she also met privately with president obama at the white house for about an hour today. two companies including one headquartered in the bay area issued recalls over fears of contaminated spinach. amy's or begannics pulled almost 70,000 cases of frozen

bet. >> you will meet industry professionals that actually write, produce, and edit some of the world's best films. >> i can't believe this is happening. this is such a dream come true. >> reporter: both shots are action thrillers. one took three days to shoot. that was shot in palmdale. >> palmdale. >> i don't know, okay, i don't know. >> reporter: the other was filmed in just a day. >> we made rampage just on the fly, because i love horror films. >> reporter: they partnered two years ago, coproducing a half dozen projects before this. they've been to some film festivals before, but nothing on the scale of cannes. first though, they're raising money for airfare, lodging, expenses. they need $9,000 in less than two weeks. >> i'm just excited to see our film, and see what the reactions are. >> reporter: they want to be there with their movies.

the bay area helps them out. >> let's hope so. debora, thank you. instagram announced a new feature today, a stand alone app called layout. it lets users combine multiple photos and compose them as a single image. the app is available in the itunes store, and instagram says it will be available for android devices in the coming months. on wall street, the dow dropped 11, nasdaq lost 15, and the s & p fell 3. a restaurant with great views along the san francisco waterfront is fighting an eviction notice from the port. sinbad's has been operating for 40 years. the pier wants to demolish it. the restaurant owner ignored a saturday deadline to move out, and today was handed a 30 day notice to vacate. a long time restaurant manager says he's not opposed to the

pier taking over the property, but the project isn't starting to months, and he wants to be able to continue on. >> until they find an absolute need to recapture this property for much greater cause than our own. >> he's hoping the agencies involved will change their minds and let the restaurant stay for the time being. he says it will give them more time to hopefully find a new location. meantime, a new restaurant opened today in san francisco. it is a dream come true for the owner who first came to the united states 20 years ago. ktvu's allie rasmus shows us how a non-profit group helped the woman and others find success in the food industry. >> knowing this recipe by heart. she's prepared this dish a thousand times before. but today is her first big test. we're so happy to be here she says for all the support. here we are finally in our own place. >> reporter: it's the first day

her restaurant is serving paying customers out of this kiosk at the hall on market street. it's a dream nearly two decades in the making. when she first came to the u.s., she started working in the kitchen of a restaurant. after 14 years. her friends suggested she start her own business. i told her there was no way, because i don't speak english. she got some help from a non- profit, from la cocino, or the kitchen in spanish. >> what it provides people who have a really incredible passion and incredible product is with more of the business that can be tricky. >> reporter: it rents affordable space in their shared commercial kitchen. they provide classes. in the past ten years it's been around, it has helped 19 different bay area food businesses get their start.

their latest success story. guerrero started her catering company her first, and she opened this kiosk. by noon on the first day, the line stretched out into the dining room. >> we tried all the food around here. the nice thing was we got something a little bit different. >> reporter: she was happy to share her taste of the culture along with her culinary creations. i was telling people to pinch me, she says, because i still can't believe this is real. san francisco, allie rasmus, ktvu, channel 2 news. hundreds of people came to the war memorial opera house in san francisco to see the premiere of the hit tv show, game of throwns. the stars of the show walked the black carpet into the premiere tonight. the show has a huge fan base in san francisco, so it just made sense to have the premiere here. stepped up security at one of tonight's ncaa games. the threat has a connection to

bit more money. at least what the other small companies around us make. closing arguments are expected tomorrow in a closely watched sex discrimination trial in san francisco. ellen pao is suing her former employer, cliner, perkins, coffee, and buyers of menlo park, she's suing them for $16 million in lost wages. on saturday, a judge in the case issued a ruling that would also allow pao to seek cumulative damages, which could go as high as $144 million. there was heightened security today at an ncaa women's tournament game, because of a threat against president obama's niece who plays for princeton. after the game, police in college park maryland say they had learned about a threat against leslie robinson. a caller said the man had a gun and made threats against the president's niece. speaking of the tournament, the stanford women are moving

people in a south bay neighborhood called it the house from hell. they said it was more than an eyesore, and it was causing nothing but trouble. in fact, san jose police had visited that renten house more than 50 times in three years. >> azenith smith tells us how the neighbors finally got the renters to move out. >> reporter: he says it was

perfect up until four and a half years ago, when his neighbor moved out, and rented it under section 8 housing. >> house from hell is a good way to put it. >> reporter: 14 people lived there at one point. he documented tenants throwing garbage in his pool. shooting up his home with a pellet gun. >> then the drug usage started. growing pot in the backyard. then meth started being smoked and traded out in the streets. >> reporter: he checked police records and saw police visited the home more than 50 times over 8 years. they enlisted the help of lrei. >> the community they want that has the power. we act as mediators. >> reporter: since 2009, the program has helped to neighborhoods, including this east san jose home.

26 cases are pending. the majority of the homes are rented out. in the case of the neighborhood, lrei suggested the neighbors sue. the homeowners settled out of court, finally evicting the tenants. from interior doors, even the mailbox. earlier today, we caught up with the homeowner. >> i don't live here. i don't know. >> but even though you live here, shouldn't you be responsible for who does? >> every time i came down here everything looked good. >> all of us are waiting with baited breath. this time we're not going to wait four freaking years. we'll take them to court. >> reporter: they're asking the city of san jose for a $600,000 investment, the nonprofit won't know until june if the money is approved. in san jose, azenith smith,
