breaking news from the south bay where a san jose police officer was shot and killed tonight. right now there's a massive search under way for the gunman. good evening i'm julie haener. >> and i'm frank somerville. it is a sad night for bay area law enforcement in just the past hour, police in san jose confirmed that an officer was shot tonight unfortunately did not survive. they say the initial call was of an adult male with a gun threatening to kill himself. they say when officers arrived there was gunfire.

amber lee is live, and we hear it's chaotic and police are still looking for the suspect. >> reporter: there's a massive police response out here. in addition to the san jose police officers we see out here, i've seen a number of law enforcement officers from various agencies as well as the fire department all out in full force. now the officer was killed not far from here just down the street and around the corner. it is a very tense situation. less than an hour ago, san jose police confirm that a veteran officer had been killed shortly before 7:00 tonight. officers responded to a report of a man with a gun threatening to kill himself. that's when that officer was shot and died at the scene. law enforcement including sheriff's deputies have surrounded the area in all direction as they hunt for the killer some in s.w.a.t. gear. we saw two armoured vehicles arriving here at the scene. one man said he was in his home near by when he heard the commotion. >> and i heard a couple of

gunshots and then, i thought they were fire crackers, it wasn't really concerned about it. then i heard like a bunch of police sirens then i came out and saw the whole street blocked off. >> reporter: there are reports that the shots were fired from a high powered rifle. the san jose police chief plans to hold a press conference. of course we will bring you the latest developments as we get them, frank, julie. >> going back to this suspect. where do they think this suspect might be? >> well, there are unconfirmed reports that the shots were fired from a multi unit building. we haven't been able to ask questions of the san jose police department. we will when we get to the other location where the san jose police chief is scheduled to hold a news conference. >> reporter: do we know anything at all about the officer. did he have a family or how

badge. we will bring you new information in this newscast as it becomes available. now to developing news in the search for a vallejo woman. police say they were told she was kidnapped and being held for ransom. today search teams took to the waters off. heather holmes is live where she spoke to investigators in just the last 30 minutes. >> i have new information to pass along. vallejo police say that search dogs outlooking for this missing woman picked up a sense in the water and that a dive team searched that area tonight. this is the first significant information released. the search for denise hufkins

led authorities to the water. not far from where the physical therapist was reported kidnapped. >> i know the kind of person she is i know she's fighting. i know she's fighting i know that. that gives me a lot of confidence to know what kind of person she is. authorities say a man reported that huskins was forcibly taken from this home on kirkland avenue early monday and that there was a ransom demand. police would not confirm that her boyfriend is the person who contacted them. a toyota camera that authorities say is connected to the case is registered to huskin's boyfriend. today huskin's car was towed from the neighborhood. more than 100 searchers from various organizations including the fbi scoured the neighborhood on foot and then in the near by water. >> we don't know exactly what

it is but our search dogs did seem to key in and have interest in a certain area of the water. we don't know exactly what that is. we have deployed so -- sonar and we're looking to determine what object that may be. >> reporter: huskin's uncle also arrived from huntington beach. >> the amount of time that lapsed between it occurred and when it was reported. >> reporter: the kidnapping was not reported until monday afternoon several hours after the man told police it happened. deepening the mystery into this mysterious case. >> we have all the types of questions everybody has. we want to know what happened and where she is and how the family can get her back. >> reporter: dive teams will return to that area tomorrow. but frank and julie those foot searches have been suspended as this scent that was picked up by search dogs is really the best information that they've received yet. and that's what they'll be following up on tomorrow. >> we know there was a delay in

notifying authorities about her disappearance. have we learned anything more about why there was such a delay in telling police she had not been seen? >> reporter: no we don't. that's something that a lot of us really pressed police on tonight. but they said they could not elaborate on that. they would just say that the person who initially called them said that it had happened hours earlier but they would not offer any explanation as to why he said he didn't come forward sooner. >> all right heather holmes tonight live in vallejo, healther thank you -- heather, thank you. the two alarm fire happened on a home near king and story roads. before it was out, the roof had collapsed. firefighters say two adults and two children lived in the home. firefighters say when they arrived they had to deal with a safety issue. a pit bull and another dog were fighting threatening firefighters and police had to be called in. according to those at the

scene. one of the dogs had to be shot. the fire caused extensive damage to the home. no word yet on what started the fire. in san francisco police were called to a home tonight after someone discovered a grenade. it was found at a house on lundy's lane near virginia avenue. a firefighter on the scene told our crew that they did find a grenade but he wouldn't say how it was disabled. the lights went out three times today on san francisco's hall of justice. the first outage occurred at 3:00 this afternoon and included the jail cells on the top floor. it also affected the courthouse, the district attorneys office, and police headquarters. a generator quickly kicked in and power was restored by 4:00 p.m. then two more outages occurred one at 4:50, the other at 5:40. pg & e helped get the power back on but say there is a problem inside the building. coming up in 15 minutes, new questions about procedures at the jail at the hall of justice after an inmate escaped and remains on the lose tonight. why even the man's attorney

says he's surprised. crews are resuming recovery efforts at this hour after a german passenger jet crashed into the french alps with 150 people on board. the plane essentially disintegrated there were no survivors. jana katsuyama is bringing us the latest information. >> reporter: recovery crews have a very tough day ahead. the plane left barcelona spain headed for germany but crashed in the alps. the airline is working to confirm who was on board. so far no americans have been named among the victims. >> reporter: those who saw the crash site, the mountain covered with remnants of german kings flight 9525 called it a pick -- picture of horror.

126 passengers and eight crew members were on board. the plane crashed in the french alps40 minutes after take off. the passengers on the flight include 67 germans, 45 spaniards, one belgun. people mourn for a group of teenage students who were returning from a trip to spain. two children were on board. >> the suffer for their families is immeasurable. we will make sure they get assistance. >> reporter: u.s. officials say there's no indication this was a terror attack. >> germany and spain are among our strongest allies in the world and our message to them is that, as their steadfast friend and ally, america stands with them at this moment of sorrow. >> reporter: german wings is

the budget brand for lufthansa airline. the cause of the crash right now is a mystery. the pilots issued no may day call and never deviated from their rout. the captain had more than a decade of experience and 6,000 hours in the air bus. and the weather was clear. investigators have found one of the plane's black box recorders but recovering the second box and victims remains could be difficult for crews who must climb several hours at 6,500- foot altitude to reach the site or repel down from helicopters that are unable to land on the steep mountain slopes. >> people are standing in the same place where we're standing now a couple of hours before. they're not there anymore. >> reporter: the plane had been in service since 1991 and german wings officials say that it was in compliance with all of the latest safety requirements. >> because of where this crash, the recovery process is expected to be slow. >> it could take they say up to a week just to get to all of

the santa clara water district is calling for swift action in this worsening drought. tonight board members voted to approve a 30% reduction in water usage. new at 10:00, ann rubin on the rules just approved. >> reporter: for those already conserving this is tough to take. tighter restrictions may mean the end of their lawns. >> we're going to have to let it die. i mean where do we need the water most? not on our lawn. >> reporter: with the santa clara water district calling for a 30% reduction in water usage, outdoor watering will be restricted to two days a week. that means landscapers like tim dooling is fielding a lot of questions. >> we're getting a lot of calls from people concerned. they don't want to lose their yards. they are looking for other alternatives. people are realizing drought

resistant doesn't have to be ugly. >> reporter: for all those doing their jobs to cut back many more are not. directors pointed out they came nowhere near hitting last year's less restrictive con ser vague goal of a 20% reduction. >> we didn't hit 20%. what number would you say we hit? >> 13%. >> 13 and that includes the hedge hetchi stuff. that's half of what we wanted what can we do. >> reporter: they say this year they will focus on additional outreach. extending outreach and hiring more inspectors. >> we think we can do better that year. in fact, we really need to. >> reporter: if people don't respond there will be consequences. >> if we don't get water use redestructions this year our estimates are that our water level would drop to a critical stage. >> reporter: some lawns may survive this summer but now is the time to invest in drought

resistant plants. >> there lawn right here, no problem to have it survive on two days watering. no problem. other bay area companies are considering rate hikes. east bay mud may impose an 8% generate increase. plus a 20% surcharge on customers bills. the san jose water company is looking at raising its rates 12% next year. the additional money would go toward repairing its ages and leaking infrastructure which is needed especially during the drought. new information tonight about a convicted child molester who is currently living in walnut creek. neighbors want him out of the neighborhood. they say he moves too close to a school and too close to a park. contra costa county requested a change to let them air their concerns about where he currently lives in walnut creek. the new hearing is set for april 9th. closing arguments got under

way today in a high profile sex discrimination case. ellen pao is suing her employer. the firms attorney said pao only complained about gender bias to get a big pay out. pao is suing for more than $160 million in lost wages and punitive damages. we're learning more tonight about a woman killed yesterday in a freak accident right in front of her home in martinez. the family of 32-year-old lindsay comb says she was two months pregnant when a gravel truck fell on her car. at least one neighbor livid today that crews were back less than 24 hours after the accident happened.

>> the construction, the orange vests, the traffic inches by are nothing new on shell avenue in martinez. but today, the sight of a gravel truck dumps its load in front of the house where her neighbor was crushed by a gravel truck. >> are you kidding, i'm livid. >> reporter: this was all too much for amy dunbinsky to take. >> how dare you have somebody die and not have some respect for the dead. >> reporter: monday afternoon, a gravel truck at the construction site overturned on to a car sitting in a driveway killing 32-year-old lindsay combs. her family confirms the young mother of a 4-year-old daughter was two months pregnant. expecting her second child. >> i don't know who to blame. but it wasn't her time to die. nor anybody's time to die on this street. >> reporter: martinez police told osha investigators someone working with the j.j. r. construction crew asked combs to move her car just

before the accident. the question is, why was she asked to move her car at that moment? people who live here got these fliers a couple of weeks ago, notices of driveway closures during construction. now friends and neighbors are leaving flowers and ho -- momentos for a woman who seemed to young to die. >> when she entered a room you would know it. >> that's her station in the corner. >> reporter: her hair clippers and blow dryers are perched ready for use but mangel says her most valuable styling tool was her heart. >> there's a saying in the industry that beauty changes lives. and she believes every day that she was changing someone's life. >> reporter: in memory of lindsay's life, the local sports clip shops are closed today. >> we miss her. we miss her a lot. >> reporter: lindsay comb's

the san francisco sheriff's department is re-examining its procedure after an inmate escaped while taking out the trash at the hall of justice. the escape was breaking news at this time last night and tonight that inmate is still on the lose. cara liu with what she's learning about the inmate and

the search. >> reporter: the deputy who was supposed to be supervising him has since been reassigned. meantime sheriff deputy and police at last words are still trying to track down the inmate who took off from this area. quickly taking off his jail clothes. >> reporter: investigators have expanded their search beyond san francisco for santiago gonzalez who escaped from san francisco county jail last night. the sheriff's office admitting that it appears there was a mistake. allowing the inmate to take trash to dumpsters outside of the jail secured area. >> we are conducting our internal investigation to determine exactly what happened, how it happened, who may have been responsible for it happening. >> reporter: the 26-year-old escapee had been held at the jail since july on federal drug and weapons charges. an indictment obtained by ktvu shows meth, heroin, more than a

dozen firearms. >> clearly this person could represent a danger to the public or law enforcement. >> reporter: one of santiago's attorney says he was surprised to hear of the escape. he was offered a plea deal. >> it took me aback. although she was looking at a substantial amount of time and i think he was a little afraid and freightened basically. he is not violent and dangerous. >> reporter: the sheriff department says anyone who does spot him should keep a safe distance. avoid contact and call 911. >> cara liu live in san francisco. a judge in san jose released leased some of the

back now to the south bay where san jose police are searching for the gunman who shot and killed a veteran officer. police responded to a call of a man threatening to kill himself just before 7:00 tonight. when officers arrived on center road, they say they were met by gunfire. the officer killed still has not been identified. several law enforcement agencies are helping san jose police search for the gunman. meantime messages of condolences are pouring in. this tweet is from the chp in san francisco. and we're also waiting a news conference from police on the scene. amber lee is also there. we expect to hear from the san jose police chief in just a short time. and we will bring it to you that news conference if it starts during this newscast. a search and rescue effort on mount temp turned into a criminal investigation and an

arrest. two men and a woman went hiking in the hills above stinson beach. at some point they got separated and a woman got lost. she was reported missing. all three were eventually found this morning but authorities claim the woman identified as jennifer biar, that's her there. she didn't want to be found because of a warrant. >> i went to court for it but i didn't do my community service. a demonstration system is already in place. 36 lawmakers from california, oregon and washington sent a letter today to the house appropriations committee. an earthquake early warning system could give enough advance notice for trains to break and people to get to safety. it is being called the

back to the breaking news tonight. amber lee awaits us as we wait for more on the shooting of a veteran police officer. >> reporter: we're in the vta parking lot where the police chief has scheduled to hold a news conference to answer many questions. blind -- behind me there are many news crews waiting. we received if first update shortly after 9:00. after that time they said they were going to hold the news conference. again there are many questions including who this gunman is. who the veteran officer that was slain this evening. it happened shortly after 7:00 this evening. a little while before i came over here, i had a chance to talk to the police officer on the scene. he told me the call originally came in from a son asking

police to help his father. and that's when the officers arrived and that's when it happened. again this is the first officer killed in san jose in 14 years. when the news conference begins we will of course bring it to you. that's the latest from here. >> this incident happening on center road tonight tonight in east san jose. amber lee thanks very much. the san jose city council today endorsed mayor sam licardo's proposal. he has an 8-1/2 million dollars budget surplus to work with. his spending plan includes money to hire 26 additional community service members and he says he will pay them a fair wage. >> we've set money aside in the budget to restore some compensation. we know that's been an issue both the retaining and hiring officers. >> licardo says he also wants to include funding for afterschool programs and extend library hours to six days a week. state senator leno says he wants to bring california out of the digital dark ages and

into the 21st century. leno is proposing a bill that would require police to get search warrants before getting information from someone's cell phone. he says police need warrants to search your desk drawer and read your mail so why not for reading your text messages. ribbon cutting ceremonies this afternoon mark the opening of a youth book center at garfield park. the center was put together with lots of help from officers. that's greg suhr, he said mission park became one of his priorities during the 1990s. a time when the playground area was plagued by drugs, prostitution and violence. but he says that is not the case anymore. >> this is what parks are supposed to be like and it just wasn't fair in a district as vibrant as the mission with as many terrific kids as there were that this wasn't the

more now on breaking news. the sad news from san jose live pictures here where at any moment we are waiting for police chief larry esquivel to talk about what happened. there's mayor sam licardo as well. we expect to hear from him to talk about the death of a san jose police officer tonight. shot and killed in the line of duty earlier this evening. apparently there were reports of a suicidal man when officers arrived. that's when the shots were fired. let's see if we can pick up -- okay i thought they were going to start here. any way, the officer was unfortunately shot and killed. from what we understand he was a veteran officer. >> check, check, mic check

everybody. everybody good? >> as they get ready for this press conference, we know that this is the first time in 14 years that the san jose police department has lost one of its officers in the line of duty. tonight again we're awaiting worden on an update on this veteran police officer who was shot and killed around 7:00 this evening near center and umberger road in east san jose. responding to reports of a man threatening to kill himself when officers arrived on the scene. they were met by gunfire. >> officer san jose police department. it's with great sadness that i stand up in front of you here today. with some very, very bad news. concerning one of our officers. earlier this evening at approximately 6:45, officers responded to the 2600 block of center road on a report of a man with a gun. when officers arrived there was an exchange of gunfire. and it's sad to say that one of our officers was shot and

continuing that aspect of it and in locating the suspect so as we get more, we'll be more than happy to give you that information. but i will give you what we have for now. as we mentioned, officers responded to a call at the 2600 block of center road. a little after 6:00 p.m., the reporting party was related to the suspect. the information was the suspect was intoxicated and possibly had access to weapons including a rifle. officers responded on scene as they approached the residence still on the sidewalk approaching the residence, the suspect fired at the officers

from his residence. fatally striking an officer. fellow officers returned fire, possibly but unknown striking the suspect. the officer was fatally wounded there. our officers set up a perimeter around the residence. it is our belief at this time, that the suspect is still there inside the residence. we're in the process of evacuations at this point. the suspects name at this point that we're looking at regarding

this incident is scott dunham. a white male in his mid-50s and when we're done, our pios will give you the specific spelling so it's clear as well as a photograph of the suspect. it is our belief as i mentioned this person, this suspect is in the residence. we're still in the process as i mentioned of evacuating the near by residence for the safety of our citizens before we proceed with any further steps. i can assure you and assure our community that this investigation will continue until this person is apprehended. i want to thank our san jose pd officers that are there, are willing and have offered to come in to help out any way

they believe that the gunman who is identified as a 50-year- old man described as a white man in his 50s at scott dunham. they believe he's still in his home. but they set up a perimeter around the home. the police say they got a call from a member of the suspect's family saying the suspect was dispondent, that he was drunk, that he had access to weapons. as the officers were responding they were on the sidewalk when for no apparent reason, the gunfire broke out. the officer was at this -- was hit and unfortunately the officer was killed. what sums it up the best is mayor sam licardo saying in very simple terms, this is san jose's darkest hour. an officer shot in the line of duty. a 12 year veteran. working to get information and as we do we will bring it to you. >> get a quick check on your weather here. temperatures today got up there a couple of degrees warmer than yesterday. temperatures tomorrow are going

to warm further. so look for 70s right. more 70s. then probably mid-80s as we head to thursday. you can see weather systems to the north of us and that's where they stay right i mean they're getting pushed up here. as the ridge moves in. they're going to push the temperatures further north. you have a little bit of patchy coastal fog right in here. you see it and that fog will be coastal for the next couple of days and there might be a little valley fog as well. temperatures on the mild side right now. a lot of upper 50s that's because of the cloud cover. tomorrow morning you wake up and you have temperatures in the 40s. the low goes away and the high comes in. temperatures pop up. thursday is your warmest day. today warmed a few degrees. tomorrow warms a little bit more. warmest day of the week will be thursday. the weekend is going to be pretty warm as well.

let's check out san jose. 75degrees tomorrow for a daytime high. mid-60s at lunchtime. 75 for a daytime high. you see how it's a bullet pulling up here. it's really going to make a push as we get toward thursday and friday. but i suspect there'll be some tomorrow morning along the coast. tomorrow afternoon, wednesday afternoon, here comes thursday and the fog just pushes in. that's in response to that high pressure intensifies, hence the temperatures going up. then in the afternoon the fog just sticks around at the coast. lake tahoe that's interesting how you have a little something going around south lake. that could be snow flurries but it would be very light. there's no real strong dynamics with this system. not everyone a system anymore but with this air mass that's going to cause us any amount great amount of snow or rain actually most likely none for the bay area. 73 in fremont. 74 in santa clara. these are the forecast highs tomorrow. you peak on thursday. that's your warmest day. friday cools down a little bit.
