2's janine de la vega will tell us what we've learned about the man suspected of killing the officer this morning. good morning. it's 7:00. welcome to "mornings on 2." wednesday, march 25th, i'm tori campbell. >> quite a morning, tori wednesday, march 25th. i'm dave clark. let's talk about your weather and traffic. steve paulson is here with your forecast. looks better. a lot of sunshine. cooler on the lows. if you are heading up to seattle or portland, that's where some moderate to heavy rain, north of california now. we had our share in northern california yesterday. but that's a good sign that high pressure has decided to build in in a big way. we have a little bit of fog out there. not a lot. but there's some mainly going north to south. it's not making much of an impact for inland areas. mostly clear. patchy fog. a lot of sun. it will be warmer for most. 41 napa due to the lack of cloud cover. there are areas in the 40s or 50s. a little cooler. we'll rebound fast. you can see why. it's a roller coaster heading up. that means a lot of sun.

warmer temps. above average, you might expect. we should be 62, 68. most locations will be well above that with a lot of low to mid-70s. we'll see how long this pattern lasts. here's sal with an update on the traffic. slow but anything? we do have a couple of things. for the most part, the headline is slow traffic around the bay area. we'll start off with the eastshore freeway and show you that the carquinez bridge to the macarthur maze run is taking about 24 minutes, your average speed about 47 miles an hour and when you get to the bay bridge toll plaza, you will see a backup from the maze to the metering lights waiting 20, 25 minutes getting into san francisco. as we look at the south bay, there is a report of a new injury crash. southbound at bird avenue. i want to mention a crash. it looks like a bicyclist may

have been hit by a car. it doesn't sound like the injuries are loyal but we're trying to get more on the situation as we look at the peninsula, traffic on 101 and 280 doing pretty well. 7:20 back to the desk. thank you. pea begin with the san jose police officer shot and killed. the man accused of opening fire is dead. >> while the investigation continues this morning fellow officers are mourning the loss of one of their own, an impromptu police procession was held for the fallen officer, michael johnson. we've learned he was a 14-year veteran of the san jose police department. he's being remembered as a loving husband and a well- respected training officer. >> we have live coverage. officers are paying their respects to officer johnson. >> we start with janine de la vega who is in the neighborhood where all of this happened.

good morning, janine. >> reporter: good morning, tori. police tell me it will be hours before they open up this section of center road near up backer. this is where the shooting happened. they are still gathering evidence at the scene. people who live in the condo complex where that all went down, they are not being allowed inside their homes. they stood and watched a slow procession of patrol cars traveling down center road about an hour ago. here is a picture of johnson who was a 14-year veteran with the department. he was among the officers who came to the condo complex on center road just before 7:00 yesterday evening because police received a call that there was a man with a gun threatening to kill himself. when officers arrived, the

suspect opened fire. >> the officer's family has been notified with the assistance of our chief officers and chap chaplain. we're dealing with issues to help them through this process, unfortunately. >> reporter: san jose police's s.w.a.t. team known as the merge unit ended up evacuating residents. after hours of trying to get the suspect out, they entered and found 57-year-old scott dunham dead from a gunshot wound. they've not said whether he was killed from officers who initially returned gunfire after johnson was shot or if it was a self-inflicted gunshot wound. police do not have a motive for what prompted dunham to shoot his neighbors who have been evacuated for hours. spoke to us about how they are feeling about all of this. >> this is when you realize it's not about you and i might be a little uncomfortable being out here for a little while but

those officers put their lives on the line and the school darety that they show during -- around the school darety that they show during -- solidarity that they show is really moving. >> reporter: neighbors tell us that -- that dunham, the suspect, was married. this all came out of left field. they did not see this coming the at all because they described him as somebody who seem nice and polite. they say police had never been to the neighborhood for any sort of problems or disturbances that they know of. so they are also in shock and disbelief. but again, not worried about being inconvenienced because their hearts are definitely heavy with the police department who lost one of their own. tori? >> all right. thank you, janine. and stay with "mornings on 2" for continuing coverage. in 25 minutes, ktvu fox 2's

tara moriarty will have a live report on the outpouring of support this morning from san jose police headquarters. 7:06. in other news, a search is going on this morning for a woman, des niece huskins, report -- denise, huskins, reported kip kidnapped and held for ransom. alex savidge is live in vallejo to tell us what police are saying about miss huskins and the report of a kidnapping. >> good morning to you. police and the fbi involved in the search for huskins and they are continuing the report that she was taken by force from the home where she lived here on mare island earlier in week. they are also investigating the possibility that the people who took her demanded a ransom of some kind. now, last night, the search for the 29-year-old took authorities to the waters off mare island just south of the highway 37 bridge. that's where vallejo police say search dogs reacted to an object of some kind in the water. divers went in. they did an underwater search

but they did not find anything significant to the investigation. now, huskins went missing on monday -- or has been missing since monday. friends and relatives tell us that huskins lives at the home here on mare island with her boyfriend who police say is not a suspect or a person of interest in the case. family members tell us that huskins had recently moved to vallejo from southern california. she was working as a physical therapist at kaiser hospital. last night we had a chance to speak with her father. >> i know the kind of person she is, and i know -- she's fighting -- she's fighting. i know that. so that gives me a lot of confidence because i know what kind of person she is. >> reporter: investigators say this abduction was reported at around 2:00 this afternoon when a man calling from the home here on mare island reported that huskins had been taken by force but that report was made to authorities several hours after the crime actually took place which was in the early- morning hours and that delay,

according to a number of family members, is raising a lot of questions. police have not elaborated on why it took so long for the boyfriend to report the crime to authorities. >> yeah. alex savidge live in vallejo. thank you. 7:08. the san francisco sheriff's department is re-examining its procedures after an inmate escaped from a deputy monday night. investigators have expanded their search beyond san francisco now for alexander santiago gonzalez. he was in custody since last summer on weapons and drug charges. he was approved to perform cleanup work in secured areas inside the jail. but on monday night, the sheriff's office says it mistakenly allowed him to take thrash outside. he was not wearing handcuffs and he took off on foot. >> we're conducting our internal investigation to determine exactly what happened, how it happened, who may have been responsible for

it happening. >> an indictment report obtained by ktvu shows methamphetamine, heroin, more than a dozen firearms ammunition and body armor were seized as part of an investigation that led to his arrest last year. construction work in martinez has been shut down for the rest of the week on the street where an expectant mother was crushed to death by a gravel truck. neighbors set up a small memorial at the home of lindsey combs on shelf avenue. police say she was asked by a con-- construction worker to move her car and that's when a gravel truck tipped over on her car. crews say they had to continue the work because the area was not safe but neighbors say that was disrespectful. >> how dare you have somebody die and not have some respect

the santa clara valley water district imposing new restrictions on water usage. they take effect right now. they approved 30% water reductions to the levels that had been in place. outdoor warting restricted to two days a week. last year, the district asked for a 20% water use reduction. customers did cut back water use about 11%. landscapers have been getting calls about replacements for lawns that need a lot of water.

other bay area water districts also thinking about rate hikes. east bay m.u.d. may impose an 8% general rate hike. it could also add a 25% surcharge to their customers' bills. san jose water company looking at raising its rates 12% next year. they say the extra money will help repair its aging infrastructure. that could help save money badly needed as the drought continues. the alameda county board of supervisors has signed off on an agreement to negotiate directly with the city of oakland and private development partner on the coliseum city project. development partner floyd kenhart must prove he can finance the urban center and new stadium for the oakland raiders. but he's no longer required to have the commitment of the team. mark davis has said he wants to keep the raiders in oakland but he is not committed himself to coliseum city or put forth a proposal to build a new

stadium. in fact, the raiders are still currently pursuing a stadium in the los angeles suv they would share with the chargers. this weekend, the super bowl of wrestling is coming to levi stadium. wrestle mania is the biggest annual event in the world of sports entertainment. on sunday, it will take over levi stadium where thousands of fans are expected to pack into the home of the 49ers. but before this weekend's main event, a series of activities are being held leading up to the excitement. paul chambers took us to a school in san jose where men and women learned what it takes to become a pro wrestler. >> i don't think i'veerer been healthy since i started training. there's always something hurting. it comes with the territory. >> they teach up and coming wrestlers all of the moves they need to know. even paul chambers took his turn in the ring. tickets are still available. by the way, in the next hour, i'm gonna talk to one of the most popular dewoes in the

be using 4th street offramp from eastbound 80. let's talk about the peninsula and highway 101 looks pretty good. san mateo and bum darr tin bridge is moderately heavy. 580 if you are looking for slow traffic, 508 has you there. it slows through livermore. 680 slowing out of pleasanton as you head down the sunol grade. 7:17. let's go to steve. >> we do have mostly clear skies. a beautiful sunrise. a few high clouds around. the cloud deck has pushed well north due to high pressure building in. it looks like a rainy, wet day toward the pacific northwest. but not in california. in fact, just a little bit of fog mainly going down the coast probably see it if you are parts of the coast. otherwise it's mainly clear. a lot of sun. warmer for most. probably settling in in the 60s. a little chill to the morning air. napa at 41. a lot of 40s. livermore is in there. novato, santa rosa, even half moon bay.

italy's supreme court could announce the ruling in the amanda knox case. knox and her former boyfriend

were found guilty of killing her roommate in 2007 in italy. they spent four years in prison before being acquitted an appeals court. then italy's high court threw out the acquit at and sent the case back to an appeals court. that court reconvicted both of them last year. that court appealed and it went back to the italian court. she will not be in rome for today's announcement. here in california, state law requires public schoolteachers to be certified in cpr. that's a good thing. one of the reasons why a 9-year- old boy is recovering in a hospital this morning after he collapsed at school. two of his teachers are called heroes for what they did to save his life. benny, he's a 4th grader at evergreen elementary school in rohnert park. he passed out on monday during recess, face down on the playground. two of the teachers rushed to

help out. they used cpr, put their training to work. >> they are seriously heroes in our eyes. >> he was face down, very limp. the first thing i did was check to see if he had a pulse. >> i saw his eyes rolling in the back of his head. we now it was life or death at that time. >> little vinny was airlifted to lucile packard children's hospital at stanford. he's still in icu but no longer in critical condition. he's awake, alert and thanks -- they thank the two teachers who were certified to use cpr. they also say he has a heart condition. that may well have had something to do with his collapse on the playground. 7:25. don't be alarmed if you hear this sound this morning. [ sirens ] >> at 10:15, the national oaks antic and atmospheric administration plans to test

the tsunami system along california avenue coast. the required monthly test will also be broadcast on local tv and radio stations. meanwhile, dozens of lawmakers from california, oregon and washington are leading an effort to fully fund an earthquake early-warning system. the group sent a letter to the house appropriations committee asking that the usgs receive $16.1 million to make a demonstration system fully operational. the early-warning earthquake system would provide less than a minute's warning before a quake happened but supporters say that's still valuable time that people could take cover, trains could be slowed down, doctors could cause -- could pause their surgeries and many, many more steps could be taken to safe lives. president obama is about to announce a significant change to obamacare in a speech park mark, the law's fifth

>> have you stepped outside? >> i did just came back inside. >> and? >> it's pretty peaceful and calm. >> a little cooler out there. thank you. high pressure is mainly favoring california, not so much the pacific northwest. that's the same sign here today. look at the rain. portland, seattle have had normal to above normal rain. that cloud cover has pushed north, especially mendocino county. well, today it's mostly clear and temperatures will be rebounding from the average highs, they will be way above average here. mainly mid-60s. today they will be 60s upper 60s to low and mid-70s. 76 in santa rosa. 41 a little chill in the air at the napa airport. half moon bay, concord, it's cooler here today. but everything is going up and over she goes as high pressure says i'm going to visit california. a lot of sun. warmer. a little bit of fog. not much. but what's there will burn off. we'll have a lot of sunshine. temperatures for most, low to

mid-70s. a little cooler by the coast. but still nice. here he is, mr. castanedo, with an update on the traffic. we've had some collisions out there, steve. we've had a lot of slow traffic. although, you -- i always keep a tally of what the worst commute day is. today is not all that bad. today is a normal commute backup as we start at the macarthur maze. you can see traffic here is going to be just a little built busier coming around the corner there to the bay bridge toll plaza. we can see the toll plaza is backed up for a wait and the sun is kind of making it tough to see. you can see it's backed up here. about a 25, 30-minute delay. once you get on the bridge, it looks good into san francisco. we've been looking at 580 from the altamont pass into livermore. it's traditionally slow the whole way. 680 has been slow from dublin heading down to the fremont area. contra costa county highway 4 is slow over the hill to baypoint. 680 is slow from 242 as you

head down to highway 24. but again, all of this looks somewhat normal. people who do this every day. we would come back to the maze. it's taking 30 minutes to drive from the carquinez bridge to the macarthur maze. let's go back to the desk. >> thank you, sal. it's a grim day in san jose as the city mourns the loss of one of its officers. michael johnson was a well- liked and well-respected veteran member of the police force. early this morning, s.w.a.t. teams fired explosives and used a robot to find the suspect holedden up for hours. the body of the suspect, scott dunham, was found on the balcony. he was shot at least once. authorities are trying to drl if he was killed by police -- determine if he was killed by police or a self-inflicted gunshot wound. with the suspect dead, members of the san jose police department are beginning to mourn the death of their own. tara moriarty is at police headquarters where officers are looking to each other to

support them. >> reporter: good morning. this is a tough morning. it will be a tough day for officers. we've seen a lot of them pouring in. the first wave came once the seen was cleared where the officer was shot and killed. you can see the flags are at half mass here and then half staff, i should say, we know the second wave came when everybody came on for their shifts and also who took part in the procession of officer johnson to the coroner's office. he leaves behind his wife. now, at the time, he was a field training officer and happened to be in the same police academy class as jeffrey fontana, who was killed his rookie year during a high-risk vehicle stop. >> he was part of that academy class with jeffrey fontana. it's unfortunate for any of our officers to lose their life, whether in that class or in any

clays. but it's something that -- class. but it's something that we're aware of and something that we need to at least address at some point and understand what we can do especially with those officers in that specific academy class. >> reporter: the san jose police officers association issued a statement very early this morning saying that johnson had been struck down in the prime of his life. we hope to learn more details about johnson as the mourning progresses but at you can imagine, we -- but as you can imagine, we're definitely giving officers their space. we won't be asking them any questions. we will be getting more information from the public information officer who usually tells the media updates and issues pictures, that sort of thick. hopefully we'll have something sphorg you in the next hour. live from san jose, i'm tara moriarty, back to you. >> thank you, tara. we'll be following the story all morning long. you can also get the latest updates on our facebook and twitter accounts.

7:35. later today, state lawmakers will hear a call supporting a right to die law from a bay area woman who has already died. britney maynard who died last november. britney maynard moved from california to oregon after being diagnosed with brain cancer so that she could legally take her own life. her family will release a video britney recorded in support of a rate to die law -- right to die law in california. the bill would allow terminally ill patients could end their own lives with drugs and dosages recommended by a doctor. that's similar to laws already in place in five other states. also today in sacramento, a group of parents who are against mandatory childhood vaccinations, they plan to hold a rally at the state capitol. the parents along with the doctor who is very outspoken against vaccines, they are hoping to stop lawmakers from passing laws that would require vaccinations for children and for daycare workers. the lawmakers are considering two separate bills proposed because of concerns about

recent measles outbreaks. this group wants lawmakers to allow parents to decide if they want their kids to be vaccinated and not punish any unvacs nabilitied students -- unvaccinated students by keeping them out of school. distracted driving is a factor in nearly six out of ten crashes involving teen drivers. that's according to a new stu dubai -- study by aaa. brian flores tells us it was something else that was the leading distraction among teens involved in a crash. >> reporter: good morning, tori. yeah. this was a pretty interesting study. we all know that teens have less experience behind the wheel. it's a given fact. what was interesting, while using cell phones or texting remains at the top of the distractions for teen drivers, the main distraction was simply conversing with another passenger. >> i needed to get my phone a

long time. oh! [bleep] >> my phone. >> reporter: this was video provided by aaa's foundation for traffic safety. they are the ones who did the study. these are actually examples of teens crashing into poles, guardrails, yes, even other cars because they were distracted. the study analyzed 1600 crashes of teen drivers aged 16 to 19. it was mainly looking at dash can video, something that has not been done before. the study found the majority of crashes were caused by conversing with another passenger. that came out to about 15%. [bleep] >> reporter: now, the stu did you also found texting or using a cell phone was close at 12% but overall remains the common form of distracted driving especially amongst teen drivers, found that teens involved in crashes six seconds before a crash, they found that

teens had their eyes off the road for 4.1 of those seconds. a little over a second to react. with regard to passengers and distracted driving, jonathan atkins says, this reinforces the need for states to pass better passenger restris as part of their graduated driver licensing program and for parents to limit the teen passengers that can ride with their new driver regardless of the law. now, according to aaa, over 960 teen drivers were involved in crashes nationwide. of those more than 380,000 resulted in injuries and more than 2800 resulted in deaths but obvious if you have a teen driver, another topic of conversation for them to not be disstrablthsed out there on the -- distracted out there on the road. >> my boys, they would put their phone in the back seat so they wouldn't even have a chance to have access to it. >> reporter: that's a good plan or put it in the glove compartment or trunk.

we have new information about the investigation of that plane crash in the french alps. pam cook is in the studio to tell us what's happening at that crash site right now. >> it's a very busy site. investigators are closely examining one of the black boxes from the plane. we do have video. the voice recorder is dented and damaged but investigators hope it will contain some important information about what happened on board that plane before it crashed. the voice recorder takes in audio feeds from four microphones in the cockpit. it records conversations between the pilots, air traffic controllers as well as they other noises in the cockpit. now, aviation experts have said that they are surprised that even though there was a digital distress signal sent from the plane, there was no radio call to air traffic control about a problem on board from the

cockpit. also happening right now, the leaders of germany, france and spain have arrived at the crash site on a helicopter. the germanwings flight was on its way from barcelona, spain to dusseldorf, germany. most of the passengers were german and spanish. why their leaders are there. we also learned, though, this morning that two americans were also on board that flight. the ceo of the airline says complete information about the passengers will not be released until all of the families have been notified and it has become a bit confusing. some of the passengers did have dual citizenships. the other black box has not been found yet but we'll continue to update this story throughout the morning. dave? >> thank you for the update. 7:44. back here at home. last night, the san jose city council adjourn early because of that deadly police shooting of officer johnson we've been talking about all morning. before the council meeting ended, council members

unanimously approved liccardo's budget plan for the next fiscal year. the mayor has an $8.5 million budget surplus to work with. his spending plan includes money to hire more police officers and community service officers. he also wants to increase funding for after-school programs, he wants to expand library hours and improve pedestrian safety. the city council still has to talk about the spending details next month. 7:45. happening right now, president obama is marking the fifth anniversary of the affordable care act, also known as obamacare. the white house says he's announcing a new way to cut health care costs but rye deusing unnecessary treatments, tests and hospital visits. this is the launch of what the white house calls a healthcare payment learning and action network. the white house says more than $2800 healthcare provider, patients an consumer groups have agreed to take part. the goal is to tie more

payments for healthcare services to the quality and not the quantity of services rendered. now, earlier this year, the administration set a goal to tie 30% of medicare payments to quality and value. president obama wants to go further with this new act. one of the harshest critics. affordable care act is now signing up for it. texas senator and republican presidential candidate, ted cruz, has announced he's signing up for health insurance under president obama's signature legislation which he has repeatedly tried to repeal. during his presidential campaign, senator cruz's wife is going on unpaid leave from her job at goldman sachs, so that means the family will no locker be cover -- longer be covered under the plan. senator cruz does not find this an iron -- an ironic situation. he is following the law. he says he respects the law even though he does not agree with it. he also says he will try to repeal the affordable care act.

and earlier, he became the first official candidate for president in 2016. but he's not the first ted cruz on the internet. the ted cruz.com domain belongs to another ted cruz who happens to be an arizona realtor. this is what's on it. a pro president obama, pro immigration reform message. what should presidential candidate ted cruz does? one expert stays offer money. >> probably first and best option, see if he can acquire the domain through purchase. ask some fair price and see if the guy is willing to do it. youth side of that, he probably doesn't have a lot of legal options. it's not like this guy isn't named ted cruz. he is. >> so far realtor ted cruz has not commented on the recent attention on his website. kind of a common problem that had the same names. sometimes people buy up names and try to sell them.

a search and rescue effort on mount tam turned into a criminal investigation and arrest. two men and a woman went hiking on stinson beach monday night. at some point they got separated and the woman apparently got lost. there was reported missing. all three were eventually found yesterday morning. but authorities claim the woman identified as jennifer bear was actually i vading officers because of an outstanding warrant for shoplifting. >> i've done time for it. i went to court for it and i didn't do my community service. >> deputies brought her to the marin county jail where she was cited and released. police in washington state say they caught a driver using a creative way of cheating to drive in carpool lanes. the man put this cardboard cutout on the front passenger seat that shows the actor from the bear commercials, the most interesting man in the world, well, the driver knew he was busted, his defense , his

still 40s around. had napa airport. 41. 48 half moon bay. a little bit of fog there. it looks like things are starting to clear up pretty quick. high pressure says, you know, for about three, four days, i think i'll hang around and start to warm up temps. 70s for highs. still went 60s on the coast. a little bit of fog there. usually does it but a lot of low to mid-70s. all right, sal. very quiet. just slow traffic. anything? >> it's been slow. i think that -- we don't need crashes unfortunately have to slow traffic. we've had some. don't get me wrong. we haven't had any major things. we've had a couple of collisions temporarily blocking things. most issues are pushed to the shoulder. at the bay bridge we have a backup beyond the macarthur maze. it's not easy getting into san francisco. i also want to mention that san francisco traffic is very slow from 280. it doesn't better really until you reach vermont street and you can see it's also a little slow as you head out to the lower deck of the bay bridge.

we want to mention that traffic is going to be slow in san jose as you head up to the area there. no major problems there. 8:01. back to the desk. >> thank you, sam. members of the san jose police department continue to come into the station as they try to support each other through this very difficult time. these are live pictures right now from the scene and we understand that a lot of officers from nearby cities, including santa clara, campbell, los altos and mountain view, those officers are showing up right now to express their condolences to the san jose police department for the loss of one of their officers. you can see an officer there climbing the stairs carrying a po kay of flower -- bouquet of flowers. this shows how the entire police force, not just in one city but all across the nation bond together. now, officer michael johnson is the 12th mel of the police officer to die in that d he was a 14-year veteran and a field

training officer. he is survived by his wife. they had no children. other officers will continue to keep johnson in their memories as they continue to do the work he loved. hunsan jose police call it their darkest hour. he was described as a loving husband, a red police instructor and a dedicated officer. he was responding to a 911 call when gunned down. this morning, more information is coming out about the 14-year veteran and his connection to the previous san jose police officer killed in service. ktvu fox 2's janine de la vega is in the neighborhood where the shooting happened and where the body of the suspected gunman was found early this morning. good morning, janine. >> reporter: we're here on center road near lewis. police are letting residents here leave but they are not letting anybody enter this crime scene. that includes people who live

in the condo complex where the shooting happened who were evacuated last night. officers tell me they are gonna be here for several more hours to collect evidence for this investigation. here's some video from earlier this morning of a slow procession of dozens of patrol cars that travel down center road t was a slow of solidarity and respect to their fallen brother, officer michael johnson. his body was transported to the coroner's office. johnson, a 14-year veteran with the department, he was among the officers who came to the condo complex on center just before 7:00 yesterday evening after they received a call that there was a man with a gun threatening to kill himself. when officers arrived, the suspect opened fire and at least one of the bullets struck johnson killing him. >> officers are obviously crying and grieving. they will do so for quite some time, as will many of us in the department. you know, our hearts, our

prayers go out with the family of michael. our brother. >> reporter: san jose police's s.w.a.t. team known as the merge unit, surrounded the complex trying to get the suspect out. he never responded. when they finally entered at 3:20 this morning, they found 57-year-old scott dunham dead from a gunshot wound. they've not said whether he was killed from officers who initially rushed gunfire after johnson was shot or if it was a self-inflicted gunshot wound. police do not have a motive for what may have prompted dunham to shoot. again, he is being named as the suspect. his neighbors are shocked. >> well, you know, it's -- it's unfortunate that somebody who you would be living next to or you know, walking down the street with or friends could get pushed to a level that could commit such terrible

acts. >> reporter: neighbors say dunham was married. they say he would say hello. we are going to work with the police department to confirm, to see if they've had any run- ins with him before. from the residents that i spoke to in the neighborhood, they told me it didn't matter that they were inconvenienced. they said that this shooting and the loss of this officer puts into perspective how dangerous a police officer's job is, how they put their lives on the line and thousand they appreciate the work they do. a very dark day here for the police department and the people who witnessed this. tori? >> and i know police take a lot of precautions to try to avoid this type of thing. all of the steps still doesn't avoid the tragic end. thank you. police will be out searching again this morning

for a missing vallejo woman, denise huskins, reported kidnapped for ransom. alex savidge is live now in vallejo. what's the latest, alex? >> reporter: well, good morning to you. vallejo police working with the fbi and trying to piece together this mysterious disappearance and they are continuing to investigate the initial report in this case that huskins was taken by force from this home behind us here where she lives on mare island. that was on monday. police and investigators looking into the possibility that there was a ransom demand that was made of some kind. now, last night, the search for the 29-year-old took authorities to the waters just off mare island. just south of the highway 37 bridge. police say last night, search dogs reacted to an object that was submerged in the water in that area, divers went in, they did an underwater search that went into the early-morning hours but in the end we're told they found nothing significant. huskins has been missing since monday. she recently moved to vallejo from southern california.

she was working as a physical therapist at kaiser hospital nearby. friends and relatives tell us huskins lives at this particular home with her boyfriend who police say is not a suspect or a person of interest in the case. investigators say that a man called from this home to report the abduction at around 2:00 in the afternoon on monday, now, that was a number of hours after the kidnapping happened which was in the early-morning hours on monday and some of the missing woman's relatives say that delay raises a lot of questions. >> the thing that piques the curiosity is the amount of time that elanced from when this occurred and when it -- elapsed from when this occurred and when it was reported. >> reporter: police have not elaborated on why so much time passed between the time she was abducted to the home and when it was reported. this morning, the chronicle reportedly has received an e- mail or did receive an e-mail

claiming to be from the abductors in this case. the newspaper didn't publish any of the details of that e- mail but when i spoke with huskins 'uncle, he said they are taking that as a sign of hope. >> all right, alex savidge reporting live from vallejo. thank you. meantime, the san francisco sheriff's department now re- examining their policies and procedures after an inmate escaped monday night from a deputy. investigators, spanded the search for that -- investigators expanded the search for that inmate, alexander santiago gonzalez beyond san francisco. he was in custody since last summer on weapons and drug charges and was doing cleanup work inside the jail. on monday night, the sheriff's office mistakenly allowed him to take trash outside. he was not handcuffed and he ran away. >> we are conducting our internal investigation to

determine exactly what happened, how it happened, who may have been responsible for it happening. >> an indictment obtained by ktvu shows methamphetamine, heroin, more than a dozen firearms, ammunition and even body armor were seized as part of an investigation that led to his arrest last year. construction work in martinez has been shut down for the rest of the week on the street where an expectant mother was crushed to death by a gravel truck. neighbors set up a small memorial at the home of lindsey combs on shell avenue. police say she was asked by a construction worker to move her car on monday and that's when a gravel truck kipped over on -- tinned over on top of the car. crews say they had to continue the construction work yesterday because the area was not safe. but neighbors say that was disrespectful. >> how dare you have somebody

die and not have some respect for the dead. >> family members say combs had a 4-year-old daughter an was two -- and was two months pregnant. search crews in the french alps have recovered a badly damaged back black box recorder from the plane that crashed yesterday. it's hoped the information can be used to find out why the plane crashed. we're hearing two americans were among those on the plane that crashed yesterday. there were also 72 germans and 35 spaniards. the leaders of germany, france and spain, they've now arrived at the site in the french amps of that plane crash honor erg the 150 victims. it's believed everyone on the germanwings jetliner died. aviation experts say it's unusual the pilots didn't make a distress call as that plane took an unexplained eight-

minute drive. >> because they couldn't, because something happened to them, whether -- not they -- if he lost their oxygen. somebody did something bad. you know, they were too busy. but usually having -- you are never too busy when you have a major emergency like this to make a radio call. >> as the investigation goes on, thousands are mourning the victims. in germany, flowers and candles, they are piling up in front of a high school. that's because of a group of 16 students and two teachers from the school were on the plane. now, pam cook is following all of the developments in the plane crash. she will have an update for us coming up at 8:30. some of the passengers at the dusseldorf airport, they are finding themselves stranded today. look at them, after several germanwings flights were canceled because the pilots and cabin crew refuse to fly.

a spokesperson for the airplane says they refuse to fly for personal reasons because they are distressed over the incident. but there are reports those flight crews are refusing to fly because of concerns yesterday tea crash may be connected to a repair made to the nose gear's landing door on monday. >> still a lot of questions. they say it's so unusual, especially to happen midflight. normally it's at takeoff or landing. distracted driving among teens may be a bigger problem than we realize. coming up, the startling new research and the top reason young people lose control and crash. it's not due to a cell phone. but first, another step forward in the push to build a new stadium for the oakland raiders. after the break, the deal the alameda board of supervisors has agreed to despite not having a commitment from the raiders. good morning. we're looking at highway 24 in

water district imposing new restrictions on water usage. they take effect now. the water district approved new 30% water use reductions from the levels that had been in place. also, outdoor watering, it's restricted now to just two days a week. last year, the district asked for a 20% water use reduction. customers did cut back about 11%. board members say if people don't obey these new rules, there will be consequences. if we don't get water use reductions this year our estimates are water levels would drop to a critical stage. >> landscapers are getting a lot of calls from those who need new lawns. >> other bay area water districts considering rate hikes. east bay mud may impose a general hate like. they may add a 20% surcharge to

the bills. the san jose water company is looking at raising rates 12% next year. they say the extra money would help repair the aging and sometimes leaking infrastructure. that could help save water badly needed as this drought goes on. 8:17. the alameda county board of supervisors has signed off on an agreement to gauche tate direct -- negotiate directly with the city of oakland and the private development partner on the coliseum city project. the development partner floyd kephart must prove he can finance the urban center and stadium for the raiders. but he's no longer refired to have the commitment of the team. mark davis has said he wants to keep the raiders in oakland but he's not committed himself to coliseum city or put forth a proposal to build a new stadium. in fact, the raiders are still currently pursuing a stadium in a los angeles suburb that they potentially would share with

the chargers. still interesting developments there. >> a lot going on. sal is watching that area near the coliseum there. 88 and all around there. how is the commute? >> it's gonna be slow, dave and tori. we have a very predict tab -- predictable commute. you will see all of this slow traffic. today it's not as bad but it is a little bit slow as you pass the coliseum and head up to downtown oakland. westbound 580 is slow from about high street in pockets over to the lakeshore curve. we've had fender-benders that have cleared to the -- let me say that again. we've had fender-benders that quickly clear to the shoulder but nothing major. westbound 80, a little bit of improvement here at the bay bridge toll plaza with traffic okay on the bridge.

northbound 101 in san francisco is very slow approaching the 80 split. let's talk about contra costa county. 680 southbound is back up right at 242 and westbound highway 4 still very slow coming up over the hill to the concord area. let's go to steve. thank you, sal. we have mostly clear skies. it will be a lovely day. a lot of cloud cover the last couple of days. more show than go. mendocino county had pretty good rain. some of that fog is now the only biproduct left around. water temps are still mild. the storm track, if you will has gone well to the north. you can see where the rain is, portland, also seattle for what it's worth the canadian long- range models called the global shows a cooler, wetter pattern. it's on its own for now. maybe there is a change in the pattern but until then, we have to deal with above normal temperatures. santa rosa, 70. san francisco, 65.

distress signal was sent but there was no radio call. the other black box. data recorder has not been found. it records 25 hours worth of information on the position and condition of almost every manger part in -- major part in an airplane. we're getting more information about the passengers. two americans on board. but the ceo of the airline says they have not released and will not release detailed information about the passenger list until all of the families have been notified. we understand a press conference is scheduled to take place shortly from the command center there at the base of the mountains in the french alps. we'll continue to update this story throughout the day. today state lawmakers will hear support for a right to die law from britney maynard who died last november. she moved to roark last year so she could take her own life

after being diagnosed from brain cancer. her family will release the video she recorded. the bill would allow terminally ill patients to end their own lives with drugs and dosages recommended to a doctor that is similar to laws already in place in five other states. a group of parents who are against mandatory childhood vaccinations, they will be holding a rally at the state capitol. the parents joined by a doctor who speaks out against vaccines, they are hoping to stop lawmakers from passing laws that would require vaccinations for children and for daycare workers. lawmakers are considering two separate bills proposed because of all of the concerns about rye sent measles out yankees. this group wants lawmakers to allow parents to decide if they want their kids to be vaccinated and not punish any unvaccinated students by keeping them out of school. >> one of the harshest critics.

affordable care act is now signing up for it. texas senator and now republican presidential candidate ted cruz announced he is signing up for health insurance under president obama's signature legislation which he has repeat lid tried -- repeatedly tried to repeal. during his presidential campaign, senator cruz's wife will be going on unpaid leave from her job at goldman sachs. that means the family will no longer be covered under her employer's healthcare plan and will get federal healthcare instead. senator cruz says that does not -- he doesn't find this ironic. he says he's just following the law. he says unlike president obama, he respects the law even if he doesn't agree with it. he also says he will continue to try to repeal the affordable care act. closing arguments are now underway in the high-profile sex discrimination in san francisco. ellen pow is suing her former

employer kleiner perkins. in his closing statements her lawyer said the firm had different standards for men and women and it demied her a pro-- denied her a promotion. she's suing for $150 million in lost wages. this week about 2,000 people from around the world are expected to attend the facebook conference. mark zuckerberg will give a keynote address expecting to focus on how facebook has change since the conference last year. that would include venturing into virtual reality and messaging. developers are interested in hearing more about pars, a cloud service used by app developers to create new products. now we know the lineup of stars that will be at the

well, good morning. welcome back to "mornings on 2." 8:4. 8:42. a new study by aaa finds teens are often distracted while they drive. while that may not surprise you the details may surprise you. brian floor press joining us live. you are in hayward. so brian, what's the details. >> reporter: teens obviously have less experience on the roadway compared to other drivers. this is northbound 880.

what was really interesting about the study. while cell phone or texting was near the top of distractions, four teen drivers, the main distraction, at least according to the study was conversing or having a conversation with another passenger. this was the video provided by aaa's foundation for traffic safety. they are the ones who did the study. these are actual crashes of distracted teen drivers. now the study analyzed more than 1600 crashes of teen drivers. they were aged 16 to 19 across the country. mainly looking at dashcam videos that's never been done before. what the study found was a majority of crashes were caused by having a conversation with another passenger. that came out to about 15%. the study found texting or using a cell phone was a close

second at 12%. but overall, it remains a common form of distracted driving, especially amongst teen drivers. found that teens involved in crashes, that six seconds before a crash, teens had their eyes off the road for 4.1 of those seconds. just a little over a second to react. not nearly enough time. and the director of the highway administration says this reinforces the need for states to pass better passenger restrictions as part of their graduated driver licensing program and for parents who limit the teen passengers that can ride with their new driver regardless of the law. now, other findings included that teen drivers drove too fast and 79% of single car crashes followed too close. 36% of rear-end collisions and failed to yield in side ankle crashes overall in terms of distracted driving. in terms of having another passenger on board just another

topic if you have a teenaged driver. >> bottom line, they are talk too much as they drive? >> yeah. they are talking too much. their eyes are off the road. that's the major problem and that's quite a profound study because we all talk about cell phones and texting. this was pretty profound. >> interesting study. thank you for that live report. 8:45. well, search and rescue efforts on mount tam turned into a criminal investigation and lead to an arrest. two men and a woman went hiking in the hills above stinson beach. at some point they got separated. the woman apparently got lost and was reported missing. all three were found yesterday morning but authorities claim the woman identified as jennifer bear was actually evading the police because of an outstanding warrant for shoplifting. >> i've done time for it.

tomorrow. a 9-year-old boy remains in the hospital after collapsing on the school playground and two teachers are being called heroes for the action they took to help save his life. he's a 4th grader in rohnert park. he passed out monday and was face down on the playground. two teachers rushed over to help putting their cpr training to work. >> they are seriously heros in our eyes. he was face down, very limp. the -- the first thing i did was to see if he had a pulse, there was nothing there. he wasn't responding. i saw his eyes rolling back in the head. we knew it was life or death at that time. >> vinny as airlifted to you will sill packard's -- lucile packard. his family says he's awake and alert thanks to the two teachers certified to use cpr. they also say vinny has a heart condition and it may have something to do with his
