7:00. we're live in san jose, where a memorial for slain officer michael johnson is growing in front of police headquarters. janine de la vega is there and coming up in minutes, she will tell us what she's noticed about the officers who have been reporting to work this morning and she also just learned plans about a vigil. good morning. welcome, once again, to "mornings on 2." it's thursday, march 26th. i'm tori campbell. >> good morning. >> already a busy morning. >> yes. let's check weather and traffic for you. steve paulson is right over here. >> nice if you are inland or warm, if you will. coast will be dealing with fog. there will be a good spread on some of the temperatures. 60s to 80s. close to some records today. i think most will fall short. it's still way above bank. most locations should be in the 60s. a lot will be in the 80s. santa rosa yesterday, 77. 80 today. they do have fog, though. san francisco 70.

i only bumped it up 1. there is a lot more fog. i know it's shallow going south. it will be close. 82 in concord after yesterday's 79. san jose bumped up to a little bit. probably warmer in east san jose. there is a lot of gray. it's hard pressed to do much because high pressure has squashed it way up and over she goes. that's a dome of high pressure over the west coast. 40, 50s. temperatures start to rebound. half-mile visibility, got down to a quarter at sonoma county airport. but so far that seems to be one of the few locations inland that has any fog. the coast is dealing with plenty. fog here the coast. it could peel's peel away and be nice. 80s, sunny. beautiful day. temperatures well above average. all right, sal. i know 580 is a big-time issue. still going on? >> it is. it is in the noncommunity direction. the problem, people on westbound 580 are looking at the sig-alert road on vasco.

there is a huge backup out of livermore trying to get out to tracy if that's your way. we often talk about noncommute directions. when we talk about that, we talk about what most people are doing, but of course people are doing the other way. if you drive eastbound on 580 commute out to the tracy he area, you need extra time. there's no way around that. westbound 580 is slow past the accident seen as well -- scene as well. 680 is she out of pleasanton heading down south. i want to show you a picture of highway 4 here. highway 4 as you come up to the 242 interchange, there was a motorcycle on fire in the center divide. the traffic is going to be very slow from highway 4 pittsburg. it veries all the way dunn there. traffic is backed up from pittsburg. it's we we beginning to mesh

with antioch. westbound 4 will be off to a worse start than usual. bay bridge is backed up for 20, 30 minutes. but there's something now that's blocking something near the toll plaza because if you look at the -- the freeway, the traffic here, it's a lot slower. we'll look at that and have more for you next time. 7:03. back to the desk. >> all right. thank you, sal. the crash of the germanwings flight in the french alps is a crime. the ceo of lufthansa says he's speechless of a learning the copilot deliberately crashed the plane into the side of a mountain. alex savidge is live in the newsroom and has more on the reaction from the airline. they sound just as stunned as everyone else is. >> they certainly are. the airline's ceo says he has no indication at this point what the motivation may have been here for the copilot and obviously we revelation, the

question pilot likely crashed this plane on purpose and the ceo of lufthansa spoke just a short time ago. >> translator: this is the most terrible event of our company and we have full trust in our pilots and my colleagues. they will continue to be the best of the world. >> investigators have identified that colt at the controls during the -- copilot at the controls during the crash as a 28-year-old german national. multiple reports suggest that is a facebook page here that we're showing you and you will likely see -- there's lubitz right there posing in front of the golden gate bridge. this is a facebook page that's since been taken down. the ceo of lufthansa said he had a clean record. he was a high-performing pilot.

this morning a french prosecutor investigating the crack said it's his believe that lubitz deliberately locked the cabin out of the cockpit when the kasten possibly went to -- captain possibly went to go to the bathroom and they believe lubitz steered the plane into a mountain. audio recordings reveal the captain was locking louddy trying to smash down the floor. but the copilot refused to even the door. the prosecutor said the plane began a slow, deliberate decent from 38,000 feet and minutes later, it crashed into the french alps, killing all 150 people on board. the airbus 320 was going from barcelona, spain to dusseldorf, germany when if went down. we want to let you hear from the french prosecutor who spoke this morning. he's spoken with the victim's family about his conclusion here. >> translator: it appears the entrance to the cockpit --

[inaudible] it was as if he was coming in for a landing. >> that prosecutor also said this morning that cockpit audio reveals the copilot at the controls during the crash was awake and breathing, ruling out any sort of medical emergency. he never said anything over the radio during that descent. now, lust tan saw's ceo says the company does not require -- lufthansa's ceo does not require both pilots in the cockpit at the same time. three meshes were killed, including the woman you see here, a virginia college student, emily selke. she died, so did her mother. a third american died but that person has not been identified. we'll keep monitoring all of the developments in this

morning. a lot of information coming in. we'll let you know more details. >> we'll check back with you. we're learning some shocking information about the case of a woman from vallejo who was reported to have been kidnapped for ransom. we now know that after turning up in huntington beach yesterday morning, denise huskins has disappeared again and police are now calling her reported kidnapping an orchestrated event. vallejo police say they received a call on monday from denise huskins's boyfriend, aaron quinn, saying she had been forcibly removed from her home. yesterday morning, denise huskins called her father from huntington beach and said she was okay. that's the last time police heard from her or her family. police believe now the story they were told is not true. >> if you can imagine devoting all of our resources 24 hours a

day on what i will classify as a wild goose chase, it's a tremendous loss. it's disappointing. it's disheartening and the fact that we esegetly wasted all of she -- essentially wasted all. these resources for nothing is upsetting. police have sent two detectives to huntington beach. they say part of quinn's story about why he waited so long to report the kidnapping is what triggered their spinnen this might be a hoax. police say the investigation is ongoing and huskins has hired and attorney. they say depending upon the result of the investigation, they may request criminal charges against huskins and quinn. 7:09. funeral arrangements are being made for san jose police officer michael johnson killed in the line of duty. the 38-year-old officer is being praised for his dedication and for his bravery. janine de la vega is at police headquarters now to tell us how the community and how law

enforcement agencies are remembering michael johnson. janine? >> reporter: dave, the flags here in front of the police station are lowered, and people have left flowers and candles and cards. just in the past five minutes, we saw a small group of people leave a bouquet here. a shift change just happened. as officers are passings, it's no doubt difficult for them and a reminder of the risks they take on the job. there's been an outpouring of sympathy. michael johnson was a 14-year veteran of the department. officers from other law enforcement answers in the bay area have been coming and visiting the chief and paying their respects. they also joined san jose police officers for a procession yesterday afternoon that started at the medical examiner's office. they followed the hearse carrying the fallen officer taken to the darling fisher funeral home. his family officers watched as

his casket was brought inside. >> he's the type of officer you want on your team. he's the guy that -- that -- maybe a little dorky and funny, but you know when he got there that he would take care of you and that you are most certain gonna go home at the end of the night. >> we're a tight-knit family here at san jose, the loss of any brother or sister is a punch to the stomach. that's what this is. >> reporter: johnson was 38 years old. he was well-liked and respected. he's described as being a standup guy. he was a graduate of gun derson high school and had a black belt in jew sit sue -- jujitsu. there will be a prayer vigil at city hall this friday at 8:00 p.m. funeral arrangements are being made. i just heard from the mayor who said there will be a city-

sponsored memorial. they are working on looking for a venue. the memorial will most likely be held next week. dave? >> janine de la vega from san jose. thank you. michael johnson's family is asking for privacy during this obviously difficult time. they did release a statement saying, "we're deeply saddened by his loss and cannot express in writing how deep a hole in our hearts we're left with by his passing." the statement ends with, "we love you mike, our husband, son, brother, uncle and hero." we'll have continuing coverage. coming up in 25 minutes, brian flores will tell us more about the man who killed officer johnson. you can get more information at facebook and twitter. today lieutenant-governor gavin newsom will release a progress report from a commission studying the

possible legalization of recreational marijuana use in california. he heads the blue ribbon commission on marijuana policy. the group is studying the issues around legal i dation. it's looking at how -- legalization. it's looking at how washington state and colorado implemented the use of recreational marijuana when voters made it legal. the commission will hold several public forums to answer questions and get feedback. if he is elected governor in 2018, california's high-speed rail project would probably be derailed. newsom announced he will run for the office in 2018 when jerry brown turns out. brown and newsom see eye to eye on many issues but not the bullet train project which brown hopes will be part of his legacy. the san francisco to los angeles train is a projected $68 billion price tag. newsom thinks it's risky and would rain money from other projects, such as roads,

we're getting a look at the tornado damage near tulsa, oklahoma. it destroyed several holes. one person was killed. several others were hurt. >> the roof fell in on him. i was in the bedroom. >> he's all right? >> he's all right. >> those tornadoes also hit moore, oklahoma damaging several homes and businesses there. there were a lot of power outages. firefighters in moore also rescued dozens of children after their gymnastic studio collapsed. 60 people were inside the studio yesterday when tornado sirens went off. as they took cover in the basement, the storm ripped off part of the roof. >> it was loud. everybody was screaming and crying. >> i was scared. all we did was praise god that

hours. >> it's getting better, tori and dave. eastbound 580, we had a crash blocking almost the entire eastbound direction of 580 near vasco road. now here we are and the road is open. and you can see traffic on eastbound 580 is moving along very nicely. there is still a residual backup but since eastbound is the noncommute direction for most people, it's getting better. westbound traffic, still a little bit slow over the altamont pass. this is where the accident was. it's now gone. that's good news. let's take a look at other slow traffic. look at highway 4. we had an earlier motorcycle on fire. westbound highway 4 near 242, they removed it. look at all of that slow traffic. this is horrible coming up from pittsburg and antioch. this is not your normal backup. you will need an extra, 15, 20, maybe even a half-hour to do this if you drive on highway 4. southbound 880 as you drive from hayward to union city, we

had an earlier crash there that caused some delays and in the south bay, northbound 101 same thing going. an earlier crash gone. 101 is one of the worse freeways in the valley. let's go to steve. kind of an interesting forecast. i say that because it's almost a mini summertime forecast. and if you are out towards ocean beach, it could be 6 a. mint hill, 65 and north mission, 7 a. i went 71. normal 62. oakland airport, 64. went 75. san jose, normal this time of year. 67, i went 81 and santa rosa, 65 is what you should be. today you will be 80. speaking of san jose, 81, 52, the forecast high/low. what's average, 67, 47. the record is not that far off from today's forecast high. 84, 1988. it will be close. i think just short, though. it will be close. napa, a cool morning, 44 is

7:25. facebook is getting some new features including a 360-degree virtual reality. yesterday, at a facebook developer conference, mark zuckerberg introduced what he calls the video that allows you to play inside a life-like 3- world that resembles google earth. the chief product officer said it's not clear when it will be available to users since most users don't have virtual reality headsets. it was announced they are trying to expand the messenger app to build new features including storing receipts and shipping information to track purchases. facebook says it's important to find ways for people to connect with friends and businesses beyond its own network. the owners of a family farm

in sebastopol say hundreds of their hens have been stolen. the man of buddy farms say the hens lay eggs in a variety of pastel colors, including light blue, green, even pink. he sells his eggs year-round. he said he recently noticed half his block was missing. he believes thieves came at night, stolele brdz out of the coop. he says he didn't lock it until after the theft. >> for someone to come in here and do that is just -- it's a violation. it's a huge violation. i'm angry that, you know, they have taken the food out of my family's mouth. i can't carry that anger, you know. >> he says he just wants his hens back. no questions asked. he's also offering a $250 reward for information leading to their return. he says anyone who has information should call the sonoma county sheriff's department.

>> thank you. we're getting some shocking information now about the case of a vallejo woman who was reported to have been kidnapped for ransom. we now know that after turning up in huntington beach, denise huskins disappeared again. police are now calling her reported kidnapping an orchestrated event. ktvu fox 2's tara moriarty, you are in vallejo right now. you are digging up more details from police about this case, tara. >> reporter: when we first talked to authorities, you know, they said that these kidnappings are extremely rare. they said often they are only involved in custody battles or drugs. this case didn't fit either of these profiles. to many this didn't come as a surprise. but what was shocking, however, was the fact that police believe 29-year-old denise huskins helped orky straight her own kidnapping. she turned up at her father's home in huntington beach yesterday morning. she agreed to fly back to the bay area to meet with the fbi and police. but authorities have not been

able to make contact with her or her family since 11:00 yesterday morning. in fact, she's gotten a lawyer and police are blaming her and her boyfriend, aaron quinn, for conkorkting the kidnapping -- con-- concocting the kidnapping host. >> at some point, they made a ransom demand in the amount of $8500. we also know that the statement that mr. quinn provided was such an incredible stoifer, we initially had a hard time believing it and upon further investigation we were not able to substantial apartment any of the things he was saying. >> say -- substantiate any of the things he was saying. >> reporter: more than 40 detectives and support personnel were assisting in this investigation and the local, state and federal levels. vallejo police sent two detectives to huntington beach.

they are looking into her finances. police say the extent of the family's involvement in the kidnapping hoax remains under investigation. state or federal charges against quinn and huskins could come sometime soon. we're live in vallejo. i'm tara moriarty, back to you. >> we'll talk to you again later. thank you. 7:36. now to san jose where officer michael johnson was killed in the line of duty. life is slowly getting back to normal in the area where he was killed the day before. it remains very difficult for many. brian flores has more about the suspect in the killing. what are you hearing? >> reporter: we're hearing a lot. for the resident who live here, it will remain difficult for quite some time. many of the residents who came in contact with scott dunham say they are simly shocked and heartbroken this that happened. >> very friendly guy. we normally wave at each other and say how are you doing? >> reporter: which is why so many people who saw him on a

regular basis don't know what made him do this. what we do know, he had no recent run-ins with the law. pack in 1996, he pled -- back in 1996, he pled no contest to three misdemeanors including assault and battery. thehe also worked in construction and guardenning for the foothill college district. he retired three years ago. speaking with neighbors out here. they say the family seemed happy. >> we go to work and see him. his wife goes to work. nice people. >> i don't know what prompted him to do this. >> reporter: the initial recall had been for a suicidal -- the initial call had been for a suicidal man with a gun. when the officer approached the apartment, that's when dunham opened fire from the balcony. there is a memorial in front of

and two jails. city staffers says aging building has problems with rats, asbestos, leaking ceilings and it's vulnerable to a big earthquake. police chief sur says it's hard to function under -- cheech suhr says it's hard to -- chief suhr said said it's hard to function in conditions like this. now, the san francisco police department is the first agency to move out of the hall of justice. it will move into its new building at mission bay in the coming weeks. the district attorney's office is due to move into its new location by 2022. the d.a. says that's not soon enough. well, this morning, workers who had been on strike at the tesoro refinery in martinez for almost two months, they are scheduled to go back to their jobs. they went on strike back in

february. the workers rat tied the contract earlier this -- ratified the contract earlier this week. but the union has made no comments. the refinery said they will resume normal operations today. the state assembly is scheduled to vote on a $1 billion spending package to speed up water projects. now, the measures were proposed by governor brown and approved by the state senate yesterday. some of that money would go to levies and -- levees and dams. more than 100,000 californians could be missing out on nearly $100 million in unclaimed tax refunds. $92million is left joever from people who did not file a 2011 federal income tax return. most tax payers have three years to claim a refund. if no return is filed within three years. the refund money becomes property of the u.s. treasury.

saudi arabia is carrying out airstrikes against rebels in yemen. they are targeting the rebels who have taken over large areas of yemen and forced its president out of office. this is video of the aftermath of one of the airstrikes. the fighting in yemen is the latest sunny shiite conflict in the region. the rebels are shiite and are backed by iran. saudi arabia is supporting the former sunni leadership. today, the iranian government released a statement calling the airstrikes in yemen an invasion. the u.s. army is charging sergeant bowe bergdahl for desertion for abandoning his post. he was captured by the taliban in 2009 and held for five years until the obama administration traded five captured taliban

but we're seeing some improvements and everyone else who is watching if you happened to be going to the bay bridge. it's getting a little bit better coming into san francisco. as you can see, it's backed up. this is a 25-minute delay getting into the city. we're also looking at a commute here on the san mateo bridge where traffic is moderately avenue drive out to the high rise and beyond that. i can also show you the same thing on the map view. we can see the traffic is slow on the san mateo and on the dumbarton bridge. the speeds are still down on 880. it's take -- it's slowing down to about 25 miles an hour here on southbound 880 still on your way down to fremont. westbound 580 in livermore is improving a little bit. but 680 south is very slow. the bottom line is almost everywhere is slow. you are not getting any breaks anywhere just yet. back to the desk. >> thank you, sal. we're continuing to follow developing news about the crash of the german wings flight in

france. the cockpit recordings indicate the copilot deliberately flew the plane into the side of a mountain. alex savidge says less than 90 minute ago, the airline's ceo admitted being speechless after hearing that report. this is -- it's so bizarre almost to imagine what could happen. >> hard to believe. i know it certainly is. good morning, everyone. the airline's ceo says he really has no clue at this point what may have motivated the copilot to intentionally crash a plane carrying 150 people earlier this week. now, this morning authorities identified the copilot who was at the controls at the time of the crash as andreas lubitz, a 28-year-old german national. multiple european news outlets are reporting that this is andreas lubitz's facebook page which has been taken down. you can see he took a visit here to the bay area, he posed here in front of the golden

gate bridge. 90 minutes ago, the ceo of lufthansa said he had no performance issue and defended his airline. >> my firm confidence in the selection of all pilots, in the training of all pilots, the qualifications of all pilots has not been touched by this single tragedy. >> and a french prosecutor investigating the crash said andreas lubitz deliberately lock the cabin out of the cockpit when he -- captain out of the cockpit when he went to go to the bathroom. they believe he steered the jetliner into the side of the mountain in the french alps on tuesday dilling everyone on board. audio recordings reveal the captain was knocking loudly on the door but got no answer. the captain tried to break the door down. audio reveals the copilot was awake and breathing ruling out any type of emergency. he believes this was an

intentional act. the copilot never said anything over the radio during the ten- minute descent. >> translator: yes,. it's as if he was coming in for a landing [inaudible] >> lufthansa's ceo said the company does not require two people in the cockpit at all times which is a policy that u.s. carriers have put in place since 9/11. this morning we're learning more about the victims of this air disaster. three americans were killed including virginia college student emily selke and her mother. there was a third american killed in the crash who has not yet been identified by authorities. again, investigators have declared this crash a deliberate act and they are

working to find out why the copilot brought down that plane and if anyone else may have been involved in that decision. >> it will be interesting to find out what they find out about the pilot. still fairly young, 28 years old. >> a lot to learn. in the meantime we're learning shocking information about the case of a vallejo woman who was reported to have been kidnapped for ransom. we now know that after turning up in huntington beach yesterday morning, denise huskins has disappeared again. police now say her reported kidnapping, it was an orchestrated event. vallejo police say they received a call on monday from denise huskins's boyfriend, aaron quinn saying she had been removed from his home. yesterday morning, denise huskins called her father from huntington beach saying she was okay. that was the last time police or her family heard from her.

>> if you can imagine devoting all of our resources, 24 hours a day on what i will call -- what i will classify as a wild goose chase, it's a tremendous loss. it's disappointing. it's disheartening. and the fact that we've essentially wasted all of these resources for really nothing is upsetting. >> now, vallejo police sent two detectives down to huntington beach to investigate. they say part of quinn's story about why he waited so long to report the kidnapping, that's what first indicated this might be a hoax. police say the investigation continues this morning and that huskins has now hired a lawyer. they say depending upon the results of the investigation, they may ask for criminal charges against huskins and quinn. 8:07. the outpouring of support continues to grow for the san jose police department and the family of the officer killed in action. janine de la vega is at police

headquarters this morning with how officer michael johnson is being remembered. sounds like he was just a terrific guy, janine. >> reporter: yeah, that's what we keep hearing. it is a dark time for the police department and people are really sympathizing. you can see there is a growing memorial here of flowers, candles and cards. some officers coming into work have stopped and looked at it. i asked one of them if it's a painful reminder and he said seeing this outpouring of support really helps. michael johnson was a field training officer and a 14-year veteran of the department. officers from other law enforcement agencies in the bay area have been coming and visiting the chief and paying their respects. they also joined san jose police officers for a procession yesterday afternoon that started at the medical examiner's office. they followed the hearse carrying the fallen officer which was taken to the darling fisher funeral home in los gatos. johnson's family and officers watched as his flag high pressure draped casket was brought inside. this morning, people continue to come to the station to drop

off bouquets. >> police officers go out every day. they don't have an option of coming back. this really hits home. >> reporter: johnson was 38 years old. he was well-liked and respected. he is described as gee book a standup guy -- he is described as being a standup guy, had your black. he is a graduate at gunderson high school, he taught classes at a high school without pay. one of the ways he gave back to the community. he was a black belt in jujitsu. >> long, hard and painful. at the end of it we will celebrate his life. >> reporter: we've learned there will be a prayer vigil that's being organized by several community groups. it will be held at city hall this friday at 8:00 p.m. for officer johnson. funeral arrangements are being made. the mayor said there will be a city sponsored memorial where

facebook and twitter page. well, today, gavin newsom will give us an update from a commission that's studying legalizing recreational marijuana use here in california. newsom heads up the blue ribbon commission on marijuana policy. they are studying the legalization issue. they are focusing on how washington state and colorado implemented the use of recreational marijuana after voters made it legal in those states. the commission will hold several public hearings to answer questions and also get feedback. meantime, if gavin newsom is elected governor in 2018, california's high speed rail project would probably be die railed and not -- derailed. newsom announced he will run for the office of governor in 2018, when governor jerry brown terms out. brown and newsom see eye to eye on a lot of issues but not on the bullet train project which governor brown hopes will be part of his legacy.

has taken a first step towards blocking a proposed ballot initiative that reports killing gay people. a southern california lawyer wants voters to decide on changing a state law to make gay or lesbian sex punishable by death. technically, the attorney general's required by law to draw up an official title and ballot summary for any proposed initiative. this allows a sponsor to try to collect enough signatures to then qualify the measure for the ballot. state officials can't refuse to process initiatives. however, harris is petitioning a judge to make an exception in this case, arguing that in her words this measure threatens public safety and it's unconstitutional. 8:16. in a private ceremony today, indiana's governor is expected to sign into law a measure that allows businesses to turn away gay and lesbian customers in the name the religious freedom.

done. 8:18. we want to check in with sal and see how things are moving at the bay bridge toll plaza, always a hot spot in the morning. >> i have to sit down. i was standing over there for some reason. just live television. that's all. the traffic is gonna be slow, as i mentioned and tori mentioned at the toll plaza. although, you see some improvement here. the people who have the luxury of it waking around sometimes get a good commute unless something hams and then all -- happens and then all bets are off. this drive time is about 25 minutes waiting at the toll plaza and then you will move on into san francisco. also looking at interstate 880, if you are driving northbound, we have that typical commute as you drive. i always ask the question, why does it always get heavy at about 8:00 heading into

downtown oakland. one of the viewers said it's the people going to oakland court and that could be true. that's somewhat someone told me. to the east bay commute, we have slowdowns on 880 southbound, southbound 880 slow there. westbound 580 is recovering. we have slow traffic still in san jose on all of the major freeways. we don't see an in-- improvement. i'm waiting for that. it hasn't happened. i can't recommend one freeway over another. i can recommend nice weather today. let's go to steve. that's true about the oakland courthouse. i met a friend -- and you are right. people pour in. >> all of those people going in. >> it will be nice da. i want to thank eric milapola. most of the fog is peeling off. he said still at the daly city transfer station. there's still some there. it will burn off. it will be all right.

dog and killing it. the san francisco chronicle reports the woman says she was walking saturday with her two pugs near kensington hilltop elementary school when she stopped to push leashes on the dog. that's when one of the pugs reportedly ran off toward a runner. the woman said she yelled for the dog to stop and it was on its way back to her when she says the runner went out of his way to kick the dog. now, the runner is claiming the pug was still running towards him when he barely tapped it. the dog, according to the woman owner, says -- she says the dog fell over and died. the contra costa district attorney's office is now investigating this case. well, congresswoman jackie speier is fighting a proposal to ban dogs off the leash for most of the bay area's federal parklands. according to the chronicle, the plan would limit free-ranging dogs or dogs under voice control to just seven spots in the golden gate national

this. what's the latest developments? >> reporter: this case has been sort of strange from the start. we know that police are now saying that the kidnapped victim here is actually the one who planned her own kidnapping with the help of her boyfriend demanding a ransom of 8500. the 29-year-old physical therapist showed up at her father's house in huntington beach yesterday afternoon. she agreed to fly back to meet with the fbi and police about her case but authorities have not been able to make contact with her or her family since 11:30. she's gotten a lawyer and police are blaming her and her boyfriend, aaron quinn for concocting a kidnapping hoax. >> i can tell you in the grand scheme of things, mr. quinn and miss huskins has squandered resources away and taken away from the true victims of our community. if anything, it is mr. quinn

and miss huskins that owes this community an apology. >> reporter: officials say the scheme cost valuable resources. more than 40 detectives and support personnel insisting in this investigation. vallejo police sent two detectives to huntington beach. they are looking into her finances. police say the extent of the family's involvement in the alleged kidnapping hoax remains under investigation. state or federal charges against quinn and huskins could be filed. live from vallejo, i'm tara moriarty, back too -- back to you. >> thank you. back to san jose where the community is mourning the death of officer michael johnson. life is slowly returning back to normal in the neighborhood where he was shot and killed tuesday evening. brian flores is in san jose and brian, what are you hearing about the suspected gunman? >> reporter: well, when we spoke with residents out here, tori, what they are really saying, they were shocked,

saddened, even heartbroken this happened. >> very friendly guy. we normally wave at each other and say how are you doing? >> reporter: which is why so many people who saw him on a regular basis don't know what made scott dunham do this. what we do know is that dunham had no recent run-ins with the law. back in 1996 he pled no contest to three misdemeanors, including assault and battery. the victims were his common law wife and this then-teenaged daughter. he also worked in construction and gardening for the foothill de anza college district. he worked there for 12 years. they say he was successful at his job. he just retired three years ago. but again, speaking with neighbors, they say the family seemed happy. dunham seemed friendly and talked to neighbors about their day. >> we go to work and see him. his wife goes to work. nice people. >> i don't know what prompted

him to do this. >> reporter: as you recall, the initial call for police since had been for a suicidal man with access to guns. it was a family member who called police. dunham reportedly in the past did have problems with alcohol and mental illness. the 911 call described the suspect which was dunham at the time despondent and intoxicated. when johnson approached him, that's when dunham opened fire from his balcony. back out here live, the emotions continue to run deep not only for police officers but for community members. this is right outside of the apartment here. the centerville terrace apartments. you see the makeshift memorial where you see flowers. the most thing that i caught was the amount of notes that were written by kids there in response to officer johnson, thanking him for his service to the city. very emotional remains here in san jose. >> thank you for the report.

8:38. today refinery workers who had been on strike at the refinery ask scheduled to go back to their jobs. officials won't tell us exactly when the workers will be back. the united squeal workers -- united steel workers went on strike earlier this year. the union would not say any details of the contract. the refinery plans to resume normal operations this week. that should make more gas available in the coming days. 8:39. the state assembly is scheduled to vote today on a $1 billion spending package to speed up water projects. the measures were proposed by the governor and approved by the state senate yesterday. some of the money would go to levees and dams and support communities that have gone dry. more than 100,000 people in california could be missing out on almost $100 million in

vietnam women's foundation says the artist purposely designed the sculpture without barrier so people could touch, interact and physically connect with it. tori here is another story people are talking about. new parking options in san francisco thanks to a company that was originally kicked out of the city. ktvu fox 2's pam cook is in the studio now with this new idea to find parking spots and also make some money. >> see if it works this time around. if you have a driveway in san francisco, you could start making money on it pie signing up with monkey parking. it's an app that was originally launched last summer but the city attorney or ordered the -- ordered the company to shut down. within one month, 10,000 people downloaded the app to sign up for parking spots. but the city attorney's office was flooded with complaints. ultimately, the city attorney deemed that the practice was illegal since the people auctioning off the parking
