where the public defender is accusing some sheriff's deputies of running a fight club for inmates. good evening. hello. i am gasia mikalian. >> and i am frank somerville. >> the public defender says some sheriff's deputies were going going to stage another fight this weekend. that is why they decided to bring the allegations to light now. ktvu's david stevenson is in san francisco now outside the jail. you learn offend a new development? >> reporter: we are just contacted by the sheriff's department about 10 minutes ago. the deputies who were involved with this have been placed on paid administrative leave. this is where it took place. the 7th floor of the hall of justice. they threatened beatings and sexual assault against inmates who were made to fight against their will. >> reporter: the allegation surfaced two weeks ago. his father e-mailed his public defender and said sheriff's deputies made his son fight another inmate that hall of

justice. >> most troubling conduct that i have seen in the 30 years that i worked there. >> reporter: he today said inmates named the deputies with two bailiffs involved in the ring. he played an audio interview with him after saying he was injured after being fight earlier this month. [ indiscernible ] >> reporter: lawsuits in 2006 and 2007 allege new sexually harassed male and female inmates. in 2009 the city settle another

suit. >> i am disturbed by it. >> reporter: the sheriff says they have been reassigned away from inmates but are still working. >> this was brought to this at 9:35 a.m. there is a good chance they could be put on administrative leave. >> he said he was threatened with a beating and sexual assault if he did not agree to a third fight this month. [ indiscernible ] >> reporter: again. late word before we went to air, the four deputies have been placed on paid administrative leave. they have been reassigned away from the jail to another jail. the public defender believes they could be at risk inside the jails and we are told the sheriff called in the u.s. attorney to help in the investigation of the fighting

ring inside the jails. >> these allegations are just mind-boggling here. do authorities think this fight club had been going on for some time or was the inmate the first one? >> reporter: the public defender is looking out for other inmates to see if they will have similar stories to tell. one of the angles they are focusing on is the deputies who were involved are white and the inmates who were told to participate are people of color. they are looking to see if there may be other angles to that. this is all under investigation. no one has been charged yet. >> david stevenson live outside the hall of justice in san francisco, thank you. to developing news out of new york city. an explosion and fire rocked a building in the east village. huge flames pouring out of the windows. there was a partial collapse in

one building and four buildings were effected. a dozen people were injured. three are reported to be in critical condition. what is remarkable is officials say they have no reports of anyone missing. people in the east village said they heard an explosion and then saw smoke. >> there was a girl standing on the stairs and she couldn't move and she couldn't get away from had building and a guy climbing up the stairs and rescuing the girl. >> not unusual. and the face of the building blew off from the restaurant. >> new york although company say inspectors were at the building to check on the installation of a gas meter. the work didn't pass inspection but there were no reports of a gas leak. all the buildings are on second avenue. people immediately started tweeting photos and video when the explosion happened. here is a look at tweets. the bottom and two floors of

investigators say the voice recorder indicates a conversation between the pilot and the co-pilot at the start of the flight but the ceo pilot's responses became short later -- the ceo pilot's -- co- pilots response business came short later on. >> reporter: authorities set up a viewing tent, at this moment crews were scouring the crash site while investigators were looking for clues in the apartment of the co-pilot, andreas lubitz. >> nothing permits us to say this was a terrorist act. >> reporter: it is unclear if he planned the downing in advance but audio from one of two black boxes recovered revealed the 27-year-old scene in this photo at the golden gate bridge deliberately activated the decent when the captain left the cockpit to use the bath room. >> the doors are set up so they can always be opened from the

inside. that is not possible, there is the option from the outside with a code unless this is blocked from the inside. >> reporter: investigators determined from listening to the audio from the voice recorder that he refused to open the door as the captain knock could harder. screams from passengers and alarms could be heard. a father is remembering the moments he had with his son. >> happy moments with family, friends. of course, think about the future. >> reporter: the co-pilot trained at a facility near phoenix, arizona. his training was interrupted for a few months and reasons unknown. he passed his tests with flying

expressed in this memorial. the chief commending the officer for officer -- tonight. >> reporter: a bullet from a police officer killed scott dunham. >> the weapon that was found next to the suspect was very inconsistent with the type of wound that he had. >> reporter: san jose police assistant chief said the veteran police officer was standing next to officer michael johnson when the gun fight occurred tuesday night. >> officers were ambushed. they had no time to react. >> reporter: scott dunham first shot at officers with a rifle. killing michael johnson. another officer 44 feet away returned fire. police are not releasing how many times scott dunham was hit or where. >> this individual officer that returned fire, i wish i had a better word than bravery for what he did. he saved his life and the lives

of other police officers and may have saved the lives of community members. >> reporter: he says the department is on heightened alert. dozens of police cars and armored vehicles swarmed this san jose neighborhood today responding to a darren o'day dod -- darren -- a domestic dispute call. michael johnson's death was on the minds of police officers today. he knew michael johnson calling him a great officer. he says he can't help but think more how dangerous his job can be. >> always thinking about that. have families, wives, kids. always thinking about that. >> reporter: police are not releasing the name of the officer who killed scott dunham. they say he and other officers are on paid administrative

time believing it and upon further investigation we were not able to stasht anything he was -- substantiate anything he was saying. >> why did take so long to report the kidnapping? attorneys say he couldn't report it sooner. >> he was drugged. and there were two kidnappers. >> reporter: [ inaudible question ] >> he was forced to drink something. >> reporter: police spent days looking for denise huskins by land and water. she was found alive and well in huntington beach. attorneys say their client was ordered to pay $8,500 ransom. >> the ransom is less than $20,000 being asked. there is never a ransom story where they are asking for less than $20,000. >> reporter: where there was concern there are now skeptics. >> if it was for 8500, not like somebody needed to pay a bill or something, right? >> strange. >> should be punished for it.

that blue door inside the boy's locker room. >> disturbing day. after 11:00 a.m. this morning a 7th grazer stabbed a -- grader stabbed a student inside the boy's locker room. >> you expect them to be safe. happens here too. >> why? what was he doing with a knife? >> reporter: according to police it was carried out by a 13-year-old who walked out of the locker room and immediately told an adult what he did. >> he was being bullied and the day before he wanted to hurt him and they thought it was a joke and laughed it off. >> reporter: authorities say the victim, an 11-year-old, was stabbed once in the back. they rushed the boy from an ambulance to a helicopter. he is expected to be okay. >> this is no way the norm. horrific event. >> reporter: the superintendent of schools says she does not

believe bullying was a factor. calling the attack unprevoked. >> we'd -- unprovoked. >> there was no incident that precipitated the act. >> reporter: mental health counselors were brought in and parents were notified. some moms and dads took their children out of school early. >> mom wants to know it is okay. >> reporter: the teen suspect is held at a juvenile hall on assault with a deadly weapon. it is too soon to know what action the school may take about the student. >> again, great news the 11- year-old will be okay. cristina rendon live, thank you. the germanwings plane crash. the co-pilot intentionally crashed the plane in the french alps after the other pilot

stepped out for a moment. 150 people died and now new questions about cockpit security. investigators are searching the apartment of the co-pilot as well as the home of his parents for clues to a motive. the plane took off in barcelona -- barcelona to duesseldorf. this is where the plane crashed in the french alps. communications seemed normal. last contact was 9:30 a.m. at that point the plane was at cruising attitude of 38,000 feet. and then something happened. 9:40 the radar was 6,000 feet. ktvu's tom vacar looked into how cockpits are locked and accessed. >> reporter: airlines know once the door is locked, kicking it in is no longer an option. >> made of reinforced material. you are not going to get in. >> reporter: this is an cockpit

emergency access training video that assumes the crew is disabled. >> there is no answer from the captain. >> failing contact the flight attendant goes to the emergency key pad. >> requesting entry. >> reporter: failing a response there, another phone call is required. if still no answer back to the key pad with a secret code. >> emergency code. >> reporter: the system waits 30 seconds and allows the door to be opened but only in the next 5 seconds. >> 5 seconds to enter. >> reporter: a pilot can ovride this -- over ride this by putting the switch in the locked position and now no one can enter unless the pilot opens it. he told us today from dallas this system needs to be changed. >> that is the fixable part.

you have to have a backup system. >> reporter: while the airlines do a good job of screening out pilot whose have emotional or mental issues they cannot guarantee that no one will fall through the cracks. >> i am afraid the answer is no. you cannot screen out every crazy person. >> my firm confidence in the selection of our pilots and the training of our pilots, the qualification of our pilots pilots and the work of our pilots has not been touched by this single tragedy. >> reporter: he says if this were israel's airline then either pilot could radio and ask for the door to be opened. that would be granted from headquarters. tom vacar, ktvu fox 2 news. >> similar crashes happened before. 2013, 33 people were killed when the pilot intentionally crashed the plane once the co-

lieutenant governor is moving forward with efforts to legalize marijuana in california, including plans for public forums. now a blue ribbon commission outlined the challenges. he told us one issue is how marijuana would be taxed and whether medical marijuana users would have to pay the tax and concerned about the health of children. >> children are telling tus is easer -- telling us it is easier to buy american than alcohol. either we have to get tougher

on that or move in a new direction. >> lieutenant governor said another concern is how to test drivers for marijuana intoxication. he has been conducting meetings to get feed back from californians. >> changes are coming to an 8- year-old law in california that bans registered sex offenders from living near schools and parts. the restrictions go too far to limit where sex offenders can live. the corrections department says instead of all sex offenders now the living restriction will be applied to pedophiles pedophiles and other whose sex crimes involve children. patrol agencies will have to make that decision. san francisco police found a body inside a burned out camper van. the fire was reported about 6:45 a.m. this morning. after the fire department put out the flames that is when

a 70-year-old man drove his car into a 7-eleven car this morning about 8:30 a.m. at a 7-eleven on hillside boulevard. police say no one was hurt inside the store but the driver was hospitalized. he may have experienced some

kind of medical issue. a toy store in san francisco is closing after 45 years in the same location. customers are worried this is a sign san francisco is losing its character. ktvu fox 2 news reporter tom vacar tells us the owner says it started with a phone call. >> reporter: for 45 years now open every day, jeffrey's toys has been a fixture, a place of dreams and visions of sugar plums. the family has been in business going on 70 years. but that could end when his phone rang. >> they caught us off guard on a phone call saying the 60 day termination of the lease -- >> reporter: in other words, pick up 45 years of purchase dice and be out of the building by may 9. no offer of a new lease. >> shock to me. shock to the people of the
