a marin county teen and cal berkeley soccer player goes to southern california for spring break and is killed while walking on the i10 freeway. good evening i'm julie haener. >> and i'm frank somerville. the question tonight is why. why was 19-year-old eloy vasquez walking on a freeway in l. a. he had been at a party at a usc frat house. his body was found but not identified until today. he was hit in a car traveling on the number four lane of i10. we have news coverage beginning with noelle walker and she's on

the usc campus. >> reporter: students here on campus were hoping for a different outcome. and when i spoke to his grandmother, she says she does not know why he had been reported missing and not dead. they said that his hyphenated name which he usually does not use kept them from identifying him sooner. at 19, eloy vasquez mangoi was by all accounts a talented educated athlete and scholar. gone too soon. >> as you all can imagine this has been an extremely difficult and trying period. >> reporter: the cal men's soccer team is in shock. hearing that vasquez margolen who was reported missing since spring break isn't coming back. the cal freshman was hit and killed while walking on the i10 in los angeles early saturday morning. the accident happened a mile

and a half from the last place friends saw him at a usc fraternity party that's about a 25 minute walk. >> he sounded very scared. very worried. >> reporter: we talked to aurora cardenas and found out that she was the last person he talked to. >> the last thing he told me is you have to come down here. >> reporter: he wasn't carrying any i. d. grim news for those who knew him. >> eloy always had a way -- excuse me. he always had a way of making you laugh and he brought energy to the room. >> reporter: vasquez margolen was a stand out soccer player recruited to play at cal. his coach says eloy was on the

path to the pros. >> you can just tell he was a bright plan. so mature for his age. >> reporter: a bright guy with big dreams. >> this is when he was in high school. >> reporter: when we talked to eloy's grandmother she recounted sending him off for spring break hoping he would make good memories. >> i took him to the b.a.r.t. station and he said i love you nana. that was it. >> reporter: a memory no grandmother expects will be the last. >> reporter: his family is understandably devastated at this outcome. and when you talk to his family and friends you get an understanding of who he was. and we now go to debora villalon at is usc campus where eloy was an athlete star.

>> reporter: vasquez commuted from marin to these fields. that's 150 miles round trip without hesitation. >> we spent a lot of time together. we train almost every day. >> reporter: eric yamamoto coached vasquez. >> the thing about eloy was his mentality was outstanding. he is a very smart guy. >> reporter: soccer can be all consuming and hyper competitive. but those who knew vasquez said he always stayed committed. >> he worked to be able to pay for gas. >> reporter: working whenever he could at camps or youth coaching to help his family with his own travel expenses. >> eloy was a great kid.

none of us knew what happened. what he was thinking. >> reporter: these two teammates from the forest remember many hours on this field with him. >> i can pretty much just see him running around smiling when we were playing touching the ball. >> reporter: they say he was a game changer. who played the game with a joy of a child. >> being on his team, also like made you cherish soccer. he was such a great futboler. >> from the earthquake this tweet of condolences. another from the l.a. galaxy at the professional squad in the south land. could vasquez had turned proat this point. no one who knew him would have been surprised. >> he wouldn't quit. he had that extra fire to score the goal. >> reporter: to lose someone so special, so need lessly gives anyone this age pause. >> who knows what was going through his mind at the time.

peacefully. scores of people marched protesting the arch bishop's decision. >> reporter: the march started at mission dolores church and there was singing along with speakers and a vigil. demonstrators were upset with arch bishop's requirement that teachers at four catholic high schools be required to sign a morality clause. >> religious freedom is not a license to discriminate and abuse our children and teachers in our school. it is not. >> protesters plan to deliver petitions asking the arch bishop to promote acceptance and support teacher's rights. san quentin prison is running out of of room.

the facility can only accommodate 715. governor brown wants the state to -- the largest pharmacist group adopted a new policy discouraging its members from providing execution drugs to prisons. execution drugs have been harder to come by in recent years. tennessee has approved the use of the electric chair and in utah they use firing squads if lethal injection drugs are not available. more than 8,000 criminal cases handled by san francisco police are under review tonight following allegations of errors made at the city's crime lab. those irregularities involve the testing of dna samples.

david stevenson tells us this isn't the first time this crime lab has gone under the microscope. >> five years after a scandal involving the theft of narcotics, the san francisco police department crime lab is at the center of another investigation. dna criminalists munon dunbar and bolen are under scrutiny for errors in a case involving a child molestation suspect. >> i can just tell you her errors were related to a measuring test. we're looking to do a complete audit and work this person has touched. >> reporter: it comes as the crime lab is seeking recertification by a national board and as investigators reveal the criminalists flunked a proficiency exam in august. >> that's a pretty scary thing. this is a very basic test where she was given a sample and asked to test it. in both the criminalists and her supervisor found that the

test was valid. >> reporter: problems followed racist and home phobic tests sent by police officers. >> i have seen scandals but the levels of the problems in the frequency in the magnitude of the problems that we're facing here today are very unusual. >> reporter: district attorney george gascon announced he's formed a task force to investigate each scandal even that was met with skepticism. >> there's people recommending many things. it's also an election year. we're a great police department. >> reporter: chief suhr says the review of the 1,400 cases is expected to take four to six weeks. the criminalist and supervisor are on paid personal leave. and when they return they will not be doing criminal test work. the union representing west coast port workers met concerning possible contracts. about 90 delegates from the international long shore union

will vote on whether to recommend their members work in favor of the deal or reject it. after nine months of negotiations, and a 10 day lock out that shut down ports up and down the west coast. one of governor jerry brown's sisters has died after a brief illness. cynthia kelly lived her entire life in san francisco. she was teacher and raised a family of five with her husband joe. governor brown released a statement saying my sister cynthia had an infectious smile that would light any room. cynthia kelly's funeral will be held at st. cecilia catholic church. the change made by a bay area water district leaving a sour taste in people's mouths. i'm tracking a significant cool down when gusty winds could take hold in your neighborhood. >> and next, federal agents facing allegations of

two federal agents assigned to investigate the infamous silk road case are now facing criminal charges of fraud and stealing money. jana katsuyama is live at the courthouse where one of those agents appeared in court today. >> reporter: sean bridges ask a secret service agent who has since left. he appeared in court and is

free tonight on a half million dollars bond. this is the 95 page criminal complaint that accuses the two agents of criminal acts including selling government information to the suspect that they were trying to catch. the two agents were part of a federal task force that took down the silk road website. an online marketplace. that led to the arrest of ross albrick who was accused of operating the silk road website. the defendants are sean w. bridges, a special agent. and 46-year-old carl force a special agent with the drug enforcement administration. they're accused of stealing from the government. from albrick and even selling government information to albrick during the investigation. an investigator with the irs uncovered the case. bridges faces fraud and

laundering money. he was assigned to create a persona and communicate with albrick online. but he crossed the line, creating extra personas to receive bit coins and funneling to a different account. while law enforcement corruption is nothing new, experts say digital currency in some way make it easier to follow the money. >> in many ways it's now becoming easier to apprehend people on offenses like this than it used to be. >> reporter: it's unclear right now whether the new charges against these agents could impact ross albrick's conviction. the chp is looking for a driver who shot and wounded a boy in another car in what may

have been a road rage incident. the highway patrol says the buy was not seriously injured and is expected to recover. >> it doesn't appear the victim or the suspect knew each other so that's one of the possibilities we're looking at. the driver could not recall an incident that had occurred before the shooting that doesn't mean the other driver was not upset at something. >> the chp says the gunman was described as a man in his 20s. his car was a dark colored sedan with tinted windows. anyone with information is asked to call the office of highway patrol. a new study suggests commute times in the bay area are increasing. the metropolitan transportation commission says the roads are getting more and more crowded. within the next five years the 580 could surpass interstate 80 as the most congested bay area commute. another area where traffic is expected to increase is on

highway 101 and the south bay between san jose, gilroy and hollister. now to hayward where tonight police, parents and students are all on alert following a string of attempted kidnappings. cristina rendon tell us the description of the suspect in all three cases is similar. concern is growing in hayward for parents and students following yet another report of an attempted kidnapping. >> it's very shocking. >> it makes me aware of my surroundings. >> reporter: police say he forced a 16-year-old girl into a white car friday afternoon as the girl was walking home from hayward high school. he reportedly pulled out a gun on the girl in the backseat but she struggled and escaped. >> i'm glad that she fought him back. >> reporter: the story is similar to two other attempted kidnappings near tennison high school within the last six weeks. all three suspects appear to be similar and were each driving a white car. it's possible the cases are

linked and there's similarities within the cases too. all three were within 15 and 16 years old, short with brown hair and were walking alone. each of the attacks happened on friday. >> it could happen to anybody. we would certainly like people to walk home together from school. kids to walk home together, to be careful. >> it makes me nervous because i do walk around by myself or just me and a couple of friends. >> police cannot say if this man is involved but they can say they're doing everything possible to take him off the streets. >> it could be the same person going from high school to high school in the same white car. >> reporter: no one was available to meet with us today because the district is out on spring break. but when students return to class, they will speak to

students. it happened in 2010 at live oak high school in morgan hill. today the supreme court left in place a previous ruling that upheld the school administrators decision that concern over racial violence outraged the students freedom of expression rights. a cold breezy pattern has filled into the bay area. at this hour temperatures are several temperatures cooler than what we were yesterday. 68 right now. san rafael checking in at 57. mid-50s san francisco, san jose 57 degrees. with partly cloudy to mostly clear skies. low clouds up against the coastline and the winds have really increased over the last four to six hours. fairfield, gusting to 25 miles per hour. napa gusting to 26. oakland reporting a sustained wind at 16 miles per hour. sfo any where from 25 to 30 miles per hour gusts reported there. and the winds aren't going to let up. they're going the last into the evening hours and they'll be

with us through tuesday. our cooling trend is going to continue. today temperatures dropped off any where from five, 10, 15 degrees from sunday's highs. as we get into tuesday. temperatures will cool a few degrees and wednesday we tend to bottom out. these winds are going to be with us at least through tuesday and we will begin to relax on wednesday. it has to do with the system that's moving through the pacific northwest and moving inland. i may not bring us any rain but breezy conditions. the low clouds for the coast. per happen as -- perhaps a little bit of fog. 48degrees in livermore and 49 in fairfield. into the afternoon, temperatures will rebound but only into the 60s. we've got widespread green. you have to get into the valley to see 70s for tomorrow. you may see a few 70s in our neighborhood. also numbers on the screen for

the growing backlash against indiana's new freedom of religion law. the pressure is coming now from both outside indiana and within. >> reporter: yeah frank , ceos from indiana added their

signature to this backlash. reaction from indiana's business community in black and while. corporate leaders calling for the new law to be reformed. with ceos from nine businesses including eli lily, university health and sales force saying the law should not be used to justify discrimination based upon sexual orientation or gender identity. >> indianapolis will not be defined by this. indianapolis welcomes everybody. >> reporter: the mayor of indianapolis tried to assure those companies it is still a good place to do business and it is still a good place to visit. charles barkley and other superstars have called for the games to be moved while today san francisco's state joined the mayors of san francisco, seattle and the governor of

connecticut to ban publicly funded travel to indiana. the measure signed into law last week will allow any individual or corporation to site its religious beliefs says a defense when sued by a private party opening the doors to businesses refusing to service gays or lesbian. >> discrimination is wrong. i hope that message is being heard loud and clear at our state house. >> reporter: mayor ballard a republican called for the act to be repealed or to add protections for gender identity under the law. >> there's been shameless rhetoric about my state and about this law and about its intention all over the internet. people are trying to make it about one particular issue. >> reporter: and two more bay area based companies are joining the course of

opposition both gap and levi's strauss issuing this statement saying the law is bad. the law is not only damaging the state reputation but it can hurt the business climate. i asked did you lose any business out of this and he said no not yet. but frankly it's something i'm concerned about. >> a lot of fall out very fast. heather holmes, thank you. there's a lot of questions following a deadly shooting at the head of the nsa. a driver failed to stop at a security gate and instead spread up crashing into a police car. officers opened fire. there were two men inside that suv. one man died at the scene and the second was wounded. investigators say the men were wearing wigs and the car had been stolen. the investigators say some cocaine and a gun were found in the suv. they don't believe this is a

case of terrorism. the widow and children of actor and comedian robin williams today agreed to try to resolve their dispute over the late actors personal items out of court. his widow susan williams says his children, zack, zelda and cody this is them throwing out the first pitch at a world series game last october. he said they took jewelry including his academy award. the children said they took only whether their father wanted them to have. >> heart stopping images of a fresno firefighters falling through the roof of a burning home. at 10:35, the video bay area firefighters are now reviewing. >> and bad tasting water here in the east bay. we talked to east bay mud about why and what you can do about it.

new at 10:00, a tour taste of the tap water in many east bay homes all because of a change blamed on the drought. east bay mud says the water is safe to drink but admits it may smell or taste different. >> ktvu's cara liu in berkeley with what's causing this sudden smell and the concern that's prompted, cara. >> reporter: east bay mud tells us about 300 complaints have come in since saturday night. residents complaining that tap water either tastes or smells bad. the tap water at terrance saudi's home was a bit off when she returned home after the weekend. >> i did this friday morning. and today, i poured this out of my sink. looks yellow and coopery. >> she tasted it while we were there.

>> kind of like a penny. it doesn't taste like it normally does. >> reporter: her friend had a similar reaction. drinking tap water earlier in the day at a home in berkeley. >> it was gross. i almost couldn't drink it. it was like a metally taste like algea. >> reporter: east bay mud says it's not their imagination. nearly 1 million of their 3.1 million customers from berkeley and oakland all the way to san ramon may be getting water that tastes or smells peculiar. >> all water that comes out of your tap is safe to drink. all east bay mud water is safe. >> we typically like to pull water from deeper in the reservoir where it's colder and the water is of higher quality. right now what we just did this past week was pull water from higher in the reservoir. at that point it's warmer, there's more sunlight that

degrades the water and unfortunately more algea. >> reporter: everyone though the algea gets filtered -- even though the algea gets filtered out they leave color and taste content. >> it was much more widespread than expected. for now we've found a solution, but if the water supplies continue dwindling, if the drought continue, this situation might recur. >> reporter: she says the agency was trying to preserve cold water when it's required to release it for salmon to spawn. east bay mud says it's addressed the problem but the odor or taste may linger until the end of the week. they say for the time being it will help to chill your water or use some sort of filtration system at your home. >> cara liu. the usga system says there's a new quake

probability. this comes after there's a push for more money for a warning system. ktvu's ann rubin with how stadium officials and fans think wrestle mania went. >> reporter: this weekend's wrestle mania was several things. it set a record for attendance with nearly 77,000 people and it may have been the best preparation for next year's super bowl the stadium has had so far. >> everything just ran so smoothly. from the gates, we got to fairly quickly. got up to our seats quite

easily. >> reporter: this event had fans flying in from far and wide. and hotels were filled to capacity. >> the number of people comeing in to wrestle mania is pretty close to equivalent whether they think the number of people that will be for the super bowl. great preparation. >> reporter: also put through its paces the vta system. there were 200 buses, service started a full four hours before the event. it was afterward though that fans experienced a bit of a wait. >> it was just like one train and the next train came and the next train came. next thing you know we were on it. >> reporter: the platform was cleared in just over an hour. the vta officials say they're learning and adapting with each event. >> we had extra buses, standing in wait so that we could pick up the excess loads at key light rail stations. so we backed up our service with bus service. >> reporter: crews have only begun to debrief. they'll be looking at the flow in and out of the stadium. how well concessions were staffed and whether they will put bleachers in the same place coming sunday.

7th. the nasdaq and dow jones have recovered. home sales were up last month. there was also some acquisition recovery and hopes of a stimulus effort in china. and musk reported a major unveiling on thursday. he says this new product is not a car. however many people think he already gave away the secret last month when he talked about a new battery for homes and businesses. today jay z, rihanna, madonna, and other artists unveiled the title music service in new york city. it provides streaming music and video for computers, tablets and smart phones. there are two programs you can get standard sound for $10 a month or highfidelity sound for

at subway, a great meal starts with a great sandwich on the new "simple 6 menu." with six of our best six-inch subs, like the tender turkey breast plus any bag of chips and a 21-ounce drink for just $6 every day. palo alto police are looking for a man they say exposed himself three different times. investigators released this picture of the man he was carrying a large backpack. police say he exposed himself three times last thursday morning. he's described as asian or latino in his 30s or 40s.

about 5'8" tall. he was clean shaven and had glasses with thick black frames. -- when they came back out, their suv and their baby were gone. fortunately police found the car a few minutes later. baby jenessis was safe inside and the suspect was arrested near by. police shot and killed 26- year-old evans near at&t park last october. authorities say officers ordered evans to drop a gun. they say he refused and one officer fired.

but evans family says evans had his hands on the steering wheel and was not an immediate threat to officers. evans family is now seeking several million dollars. a familiar name in san francisco says he is getting back into politics. former supervisor aaron peskins says he's going to run for supervisor in november and he says his top priority will be the skyrocketing cost of housing. >> like the fires that destroyed san francisco in the past. the affordability crisis has been allowed to flicker, simmer and now rage out of control. >> peskin says people with a middle class income are being priced out of the city. he's running for supervisor of district three which encompasses the northeast corner. new numbers show residents who are undeclared are the fastest growing of people in

a horrifying scene captured on camera. a veteran firefighter is walking on the roof of a burning home when that roof collapsed and he plunges into a raging inferno. tonight that firefighter, fire captain is in serious condition. he suffered serious burns on 2/3 of his body. claudine wong took a close look at that video with a fire battalion chief in richmond. >> reporter: it happens in just a moment. >> that's all ready to ignite. so his purpose to go on there was to open that roof and let the smoke out. >> reporter: one moment a fresno fire captain is on the roof. the next minute he's caught in an inferno. >> right there when he sounds. it falls right through. >> reporter: richmond battalion chief turner says the first thing his crew did was watch that video together. video released to show the dangers firefighters face. >> something big we come in and

we'll talk about it. right before he walks out he's making that sound. that noise and trying to sound it off to see if it's safe or not. >> reporter: that fresno firefighter was doing this. it's called sounding and in richmond they train on this structure for that exact scenario. >> we want to be as directly over the fire as possible. what that does is allows heat and gases to escape while the crew is aiding. >> reporter: it only takes about 40 seconds for that inferno to become this. >> all that fuel went out the top. that's a bread and butter operation we do all the time. these guys are trained. right now if we had that fire we would do that exact same thing. >> reporter: when they see this video, they don't see that fire. everyone with one of theirs down, with bystanders screamings. >> they're still doing their job. >> how hard is it to be this person over here. >> it's super hard. it's super hard everyone --
