the problems we're facing here today are very unusual. >> now, district attorney gascon is forming a task force to investigate this latest scandal as well as racist and homophobic text messages sent by police officers and allegations that sheriff's deputies organized an inmate fighting ring in a city jail. a facebook apology has turned a mom from alabama into the latest web celebrity. after finding out her teen girls were out of control during a movie and were disrespectful to a woman who tried to quiet them down, the woman went on facebook and apologized. she asked the woman who reprimanded her daughters to come forward so the girls could apologize as well. the post went viral and eventually the woman came forward. her name is rebecca boyd. >> the real hero is here. it's miss boyd.

downtown getting in the valley. if we transition to the maps, all three freeways, 8 a, 101 and 280 are slow. 101 and 280 are the worse but 85 is really about the same, it will be slow from the almaden valley. i cannot recommend a better freeway out of the three. southbound 680 out the dublin is slow heading down to the sunol grade. slow traffic on southbound 101 from highway 37. there is an accident in the noncommute direction for most people. northbound 101 at delong. let's go to the bay bridge, where we've had a minor crash. there is a 25, 30-minute delay at the toll plaza before you get in. i also want to throw in 680 southbound, out of concord to walnut creek, in the next report we'll look at. so far so good there. we do have a change here. a weak system dragged behind us. it's leaving behind cooler air and a good breeze will be

picking up for some. cool and breezy. matt says that's already the case in menlo park. foster city and antioch all say the same thing. it will be windy in some of the higher elevations. on the coast, mostly sunny. but cooler for all. it started yesterday for some. still concord, livermore, antioch, brentwood. it takes another day, this will be the day. west at 12. west-southwest travis. a fresh breeze kicking in. gusts 24 at sfo. west west, southwest, i think you got the idea. from the system, that's all that's left of it. two parts it. secondary system gave us light rain on the north coast. 40s on some of these temps. the delta is picking up as well. there it is. 54, 55, 56. a northwest breeze would give us upwelling. we would use that. not done with the snow yet. in upstate new york, vermont,

northern pennsylvania, also the great lakes. it's a cold rain if it's not snow. another system coming out of mexico taking aim. we do get a change. 45 south lake tahoe. a good breeze there. blue canyon, 46. all pretty close. high elevations have closed down from the 50s to the 60s. patchy low clouds. this system, the main impact will be cooler. breezy to windy, not only today but into tomorrow. temperatures, 60s and 70s that are still running slightly above average. cooler weather kicks in today. we'll bottom out on wednesday. breezy, cooler, windy in spots. temperatures, 60s, 70s. should be 62, 68, 69 on the high side. it's close for some but slightly above for others. temperatures a lot of 60s here near the water and upper 60s for some. mid-60s. out of the 80s out towards brentwood, antioch. also around the bay. out of those 80s finally and

an elderly driver was rescued after her car went down a cliff in los angeles county yesterday afternoon. the woman was trapped inside the car after it went off a road in canyon country near santa clarita. crews climbed out to help the woman down and took her back up the steep hillside. she's said to be in good condition. no word on the cause of the crash.

a north bay boy escaped with just cuts and scrapes after a truck crashed into his bedroom. these pictures are from the santa rosa press democrat. the paper says the 11-year-old asleep early monday when a pickup lost control and slammed into the house. the truck hit the boy's bed and threw him across the room. the boy says he wound up in the closet. his mom says it's a miracle her son survived. the driver was arrested on felony hit-and-run and drug charges. the deadline just hours away. diplomats are struggling to work out a nuclear deal with iran. it's not clear what a missed deadline will mean but there's very little time remaining. doug luzader in washington right now. >> reporter: they are gonna keep the talks going. this may not go over too well

7:30. welcome, once again, to "mornings on 2." it's tuesday, march 31st. i'm tori campbell. >> i'm dave clark. we get to talk about weather and traffic. steve paulson is working hard but you have bright sunshine outside the door right now. >> there's some. it will be cooler. a few low clouds around. higher clouds as well. we'll have more of what should be normal temps. low clouds around. weak little system coming in. mostly sunny here. but kind of cool, breezy and windy. some. higher elevations. mostly sunny, low clouds, some higher clouds, breezy to windy but windy and cooler. nothing too outrageous. novato gusts to 22. west at 18 t it feels fresh there. west-southwest at livermore, and i've seen 40 to 50 for mount tam to mt. diablo and about 28 to 30 in parts of the

devil da -- delta. water temps, waiting for these to come down. if we get enough of a northwest breeze, that will help get upwelling going. overall, except for the low clouds and high clouds, it will be mostly sunny. i think you will notice the breeze coming in. it will be windy at times and breezy and cooler. scickets and 70s -- 60s and 70s. out of the 80s for a few days. sal? we do have a lot of slow traffic. it's kind of a mess, especially in the south bay. we'll start off and take a look at some of these commutes. starting off with a look at the commute on 880 northbound and southbound. it's not a bad commute here, northbound as you drive past the coliseum. it does get a little bit slow in some areas. southbound traffic is backed up from 238. when you get to the bay bridge toll plaza, you will see a backup of about 25, 30 minutes. i want to ask the control room to bring up 237 if they can

because westbound 237, there is a report of a new crash westbound at the lawrence expressway. you can see here that westbound 237 is already backing up. it's kind of thick. we'll keep looking at it because it's going to get worse. you don't need any help on this commute to make it bad. it already is. driving out to that area. please give yourself plenty of extra time. if you are in marin county, southbound 101, slow traffic from 37 as you head to the 580 interchange. it's 7:3. back to the desk. >> thank you. hundreds of people in the east bay this morning, they don't like the way their tap water tastes and smells. ktvu fox 2's brian flores is in alameda. you out there sampling the water. this may linger for a while. >> reporter: yeah. you must have saw my last tease. >> i was watching, you. >> reporter: we did taste the water. tasted fine to me. but east bay m.u.d.

have received 300 complaints so far from customers in regard to the tap water but they say the water is perfectly safe to drink. they say three quarters of the customers could be affected by this dink-looking and tasting tap water. they say it has to do with the drought. a spokesperson when they pull party from the party reservoir, it's usually deeper, closer to the bottom. but what they did was pull water closer to the service of the reservoir. officials say the sunlight makes the water colder. taste and odor calm compounds are left behind. officials say the water exceed standards and is perfectly safe to drink. we asked others if they would. >> i could almost not even drink it. it tasted really bad. it was like a really strange metallic taste. it tasted like algae. >> unfortunately, there was

this effect. for now, we found a short-term solution. but unfortunately, if the water supply numbers continue dwindling, this situation might reoccur. >> reporter: officials also say they were hoping to save the colder water until later in the season. the reason to help with salmon spawning. any say it's a requirement for them to to release colder water. but they also admit if the drow continue, the situation could coursen. the problem could reoccur. they say the difference in taste and openedder will likely last until the end of this week. dave? >> thank you, brian. 7:35. meantime, a fire in dublin destroyed four homes that were under construction. they were part of the jordan ranch development near fallin road. all of them were in the early stages of being built. several people living nearby called the fire department after seeing flames and smoke

like you see here. the wind blew embers away from the construction site but no other homes caught fire. investigators are still looking for the cause of the fire. there have been reports that some of the people living in the area, they oppose this new development but there's been no comment from officials on that. 7:35. friends and family continue to mourn the loss of a uc berkeley soccer player killed while on spring break in los angeles. 19-year-old was at a party at a usc fraternity on friday night. his body was found on a freeway about a mile and a half away but was not identified until yesterday. the chp says he was hit and killed by a car while running across the 10 freeway. he had called a friend saying he needed help moments before he was hit and killed. authorities didn't know who he was at first because he was not carrying identification. a toxicology report is expected to be complete in a few weeks. yesterday, his teammates and

controversial plans to move the home of alcatraz ferry to fort mason. the move may be necessary if it cannot come to an agreement with the port of chicago on a new 50-year lease at its current pier 33 location. many people who live near fort mason are outraged over the prospect of having 1 point 5 million tourists who use the ferry each year flood their neighborhood. 7:38. something new about amazon. they have a new feature. it's called amazon home services. it helps customers find electricians, customers, housing cleaning services and other kinds of workers. amazon says last year 85 million customers bought an item that needed a service, like a car stereo that had to be installed. now they will help find somebody to do that.

families of victims in a germanwings crash are still holding out hopes the crews will find remains of their loved ones. they've been identify 78 remains. 150 people were on the flight, including three americans. crews are now saying all of the victims, though, may never be found due to the violent nature of the crash.

and this morning, lufthansa announced the insurers are setting aside $300 million to deal with the possible costs resulting from the crack. last week, the company offered immediate help up to $54,000 per passenger for reafs relatives of the victims. prosecutors believe based on data that the copilot locked the captain out of the cockpit and then deliberately, crashed the flight. 7:44. let's bring sal back right now as we get you to where you need to go. talk about our commute and the bridges as well. >> well, it is going to be slow, dave and tori. you nope that. it's a little better than yesterday where we had a bad one because of crashes. today we'll start off with a look at the san mateo bridge and westbound 92. this traffic here is heavy as you drive across the span. steve has mentioned it. i'm gonna let you know it's windy. if you drive a small car don't

be surprised if you see gusty conditions -- i should say if you feel gusty conditions. let's go to the bay bridge toll plaza, that's backed up for about a 20, 25-minute delay. no major problems on the bridge itself. been looking at 680. it's filled in from 242 southbound on 680 to highway 24. slows a little bit after that in walnut creek on your way down to danville. it looks like the highway 4 commute in antioch is over as most traffic has moved through. i also want to mention the traffic on the peninsula looks good. we do have slow traffic in the south bay on 101, 208 and 85, largely due to earlier problems. it will be slow getting into the west valley. 7:45. let's go to steve in the weather center. i heard you mention my name about the wind? >> yes. >> yes, sir. it is -- it's cool outside. scott up in clearlake said very windy here and dave, i just stepped out. it's a little brisk out there. >> i told you. >> yeah, yeah. >> not much of a breeze here. but the coolness has arrived. low clouds, higher clouds.

it will be -- feel more end of march like. 80-degree temps. mostly sunny. windy and cooler. southwest 13 at fairfield. i'm not saying it's cutting right through you, but you feel it. 18 miles an hour. hayward northwest 13, 21. i expect that to make it down towards mountain view and essentially san jose. system did provide very light rain, fort bragg north up to crescent city. but our system is kind of dry but it's usualerring in cooler temps as indicated by areas in the higher elevations. a little bit of rain to the north. some 40s but it may feel colder than that when you combine that with a windchill. water temperatures. i think tomorrow they will cool down. get some of that upwelling going. that that would be a good thing. we need it. low clouds not mixed out because the system is weak.

weekend, i can tell you that. 7:47. breaking news now out of vallejo. right now, police are investigating a deadly crash involving a pedestrian. these are live pictures at the scene near marin street. portola is shut down. you can see quite a bit of police activity. a motorcycle cop, police there, and then a couple cruisers. quite a few investigators. shut down between marin hand sonoma boulevard. what we know is that a person was hit and killed by a car just about almost two hours ago at 6:00 a.m. the car involved in the crash stopped at the scene. there is a crosswalk in the area but it's not clear if the person was in the crosswalk at the time. tara moriarty is gathering more details and will have a full report at the top of the hour. 7:48. well. backlash continue -- well, the backlash continues against

indiana's controversial religious freedom law. pam cook is in the studio now with the growing list, pam, of high-profile people coming out against this and the actions being taken. >> now, fix this now. that's the headline. an indiana lawmaker, specifically the governor, the paper says you law has done enormous harm to the state and the future of the economic success. this weekend, the charles barkley and other stars want the game moved out of indiana. businesses and city governments are travel canceling -- are canceling travel out of that city. >> calling upon governor pence and the indiana legislature to fix this law. either repeal it or pass it a law that protects all who live, work and visit indiana.

bill that's similar to indiana's even considering the backlash against indiana, including walmart stores based there in arkansas. executives say the bill sends the wrong message about that state as west in our next hour of "mornings on 2," we'll have more on the comments from the governor. and same-sex couples in japan, they are celebrating after marriage rights were approved in one part of tokyo. members of the assembly voted today to approve same-sex marriage certificates. this is the first time that's happened in japan and this would only apply to that one district. it would not be legally binding either. the first marriage certificates are expected to be issued in july. 7:51. police, parents and students are on alert in hayward following a string of attempted kidnappings. the most recent incident happened on friday. police say a man forced a 16- year-old girl into the back seat of a white car as she was

walking home from hayward high school. he pulled a gun on her but she struggled and escaped. police say there have been two other attempted kidnappings near tennyson high school within the last six weeks that could be related. in all three cases, the suspect was driving a white car and fits a similar description. >> it seems like it would be the same person that they are going from high school to high school in the same white car. >> we would like people to walk home together, kids to walk home together, to be careful. >> hayward schools are on spring break but when students return next week, the school district will hold assemblies on how students can protect themselves all of the girls involved are between 14 and 16 years old and so far they've all happened on a friday. >> interesting. >> interesting pattern there. 7:52. people are talking about money, savings account and -- what savings account? almost a third of americans are

two federal agents are charged with stealing hundreds of thousands of dollars during an investigation. secret service special agent shawn bridges appeared yesterday in san francisco federal court. and carl force appeared in a maryland court. they are accused of stealing from the governor and from the man who operated the silk road website. investigators say the undercover agents also tried to sell government information to him during that investigation. >> unless the prosecution has other investigators that it might choose to bring on, this might damage the case. >> it's not clear yet if these charges against these special agents could affect his conviction on drug charges in new york. researchers at ucsf have

found several entero cases reported here california, and by the end of last year, more than 1100 people tested positive for the virus. the ucsf researchers say a new strain appears to have mutated to become similar to polio, raising real concerns about outbreaks in the future. more study is needed to determine long-term effects. mcdonald's plans to test what some people have asked the company about for years. to serve breakfast all day. next month, some mcdonald's restaurants in the san diego area will experiment with serving breakfast sandwiches and hash browns past the normal times of 10:30 or 11:00 a.m. mcdonald's has said in the past that offering both the breakfast and lunch menu all day is logistically impossible because of the tight kitchen spaces of the restaurant.

behind me. we don't want to show you the details here because, again, this was a traffic accident. the shoes from the victim were found about 75 feet away and there's actually family members or friends it appears who have arrived on scene and learned this devastating news. we believe this happened around 6:00 this morning. obviously, the car struck with a lot of force because there's quite a distance between those shoes and the victim's body. we're on kortola parkway. we're told this accident happened around 6:00. the car that struck the pedestrian was a silver dodge charger. it had a huge dent and a break in the front where it looks like it hit the person and then there was a huge dent on the top of the car. it appears the victim was flung over the top of the vehicle. we're not sure if the person was in the crosswalk when this deadly accident happened. there is a crosswalk at kortola and marin. but police have not spoken to

staying here. tonight is the last night the beds will be open. today at noon, a group is gathering at the former site of jungle near story and center roads to talk about how the closing has impacted their lives. they are asking elected officials to set up a legal campground where there's bathroom facilities and dumpsters where they can throw garbage away. 300 people were forced to move from the jungle in december. a fence was elected to keep people from moving back in. homeless have been scattered and setting up new camps. during another recent cleanup, organizers say a homeless woman was injured while caltrans was bulldozing her tent. outreach workers try to help but there are a lot of roadblocks. >> they have helped me and everything. i'm looking for an apartment now. and i can't find one except subsidized housing. >> there's not enough vouchers. there's not enough resources
