feet of snow at that location. they announced today the statewide snow pack is 5% of the average for april 1. the previous low was 25% last year and in 1977. this is significant since the snow pack is at its peak in april. four years ago there were 124 inches of snow at this location. the governor says we have to do our part to conserve. >> there will be mandatory -- if people will do it or southeast and desoutheast orders, there -- desist orders. there could be fines. i hope we don't see this in a punitive way but we see the challenge: >> here is what it looked like last year on april 1. it was still low. but there was nearly 34 inches of snow on the ground. big difference. the governor's executive order

included 25% water cut. it will impact you and your neighborhoods and the cities. ktvu's john sasaki is live now with details about what else the governor included in his executive order. >> reporter: governor jerry brown put it we are in a new era and the idea of your grass getting water every day, that is a thing of the past. >> reporter: the governor's announcement of a 25% reduction in water usage may not have been a surprise. >> i have been seeing the pictures. which is pretty pathetic. >> reporter: it means people across california will beal effected. >> -- be effected. >> the governor went up to see the snow survey today. very dire results. and we are having the same situation above our reservoir. we have no more snow left. >> reporter: officials say it will take everyone working together get through the

crisis. >> reservoirs are half full. at the rate customers are using the water they will be a third full by theond of the summer -- the end of the summer. >> reporter: replacing 50 million square feet of lawns. creating a rebate program to replace old appliances. requiring schools and big grassy facilities to make cuts to water usage. prohibits new homes and developments from irrigating and banning the watering of medians. >> we are looking at one drought surcharge. excessive use. additional restrictions. asking customers to cut back. >> reporter: in places like berkeley many people have been working to conserve water for years. >> i didn't do that for two years now. forget it. like unfashionable to have a lawn. >> reporter: governor jerry brown is calling calling for

chowchilla has been granted granted parole. he has been in prison since 1977. the recommendation will go through a internal review and could take up to 4 months before it is sent to governor jerry brown for review. he and two others stopped the school bus at gun point and then ordtered to be -- ordtered to be driven to livermore -- ordered it to be driven to livermore. all of the children and the bus driver survived. . new and improved security at san jose airport after another security breach last night. ktvu's ann rubin talked to an expert who says this isn't uncommon but san jose has seen more than its share. she is live with the details. >> reporter: he says it is a good thing the woman was caught quickly this time. still officials say plans are in the works to raise the fence 4 feet here so there won't be a

next time. >> reporter: in the hours before she scaled the fence at san jose mineta international airport she lost her job, broke up with her boyfriend and moved back home. >> i don't know what she was thinking. i don't know why she did what she did. it was a dumb, dumb move. >> reporter: she was spotted by a ups worker who called police. he was trained to do that. >> that ups employee is part of the layers of security within our airport. >> still this is the fifth security breach at san jose mineta international airport in the last year. others include a stow away and a teenager made it to hawaii. we talked with security experts who says while breach aren't uncomb san jose had more than -- uncommon, shows had more

than its share. [ indiscernible ] >> the san jose mayor says security upgrades are in the works. the airport is testing radar, motion detection and technology and there are plans to raise the fence height from 6 feet to 10 feet with a foot of barbed wire on top. >> we have fencing on order. we have 7-1/2 million dollars worth of technology and fencing improvements that will be installed. >> reporter: her uncle isn't sure why she climbed the fence. >> if she wanted to go on a plane she should have said i want to fly somewhere. dumb. just a dumb, dumb move. >> reporter: no word on when the new fencing will come in. the mayor says soon and officials will continue to test new technology throughout the spring and summer.

>> ann rubin, thank you. san francisco firefighters say that deadly fire in the mission district in january was not arson. and may have been caused by an electrical problem. one man died in a fire on january 28. investigators say it started inside a wall in a third floor hall way. several residents didn't hear a fire alarm and some escapes were blocked or locked. a suspect charged in the shooting death of a mother was back in court today. michael stills was scheduled to enter a plea but his hearing was continued. he is accused of being involved in oakland. 30-year-old mother of three was struck by a stray bullet and killed as she tried to shield

her children from gunfire. 250,000 dollars, that is how much the school district is setting aside immediately to hire four full time mental health therapists. ktvu fox 2 news reporter allie rasmus explains the urgency behind the move and why students say it is about time. >> reporter: 3700 high school students in the school district. and administrators say they are part of a community in crisis. >> we are facing a teen suicide rate of 30 times the national rate. >> the most recent happened last month and a student died after being struck on the cal train tracks. he says they lost three students to suicide in the past year. >> it is a community issue. not just a school issue but we will do our part, making sure our students have ready access to counseling. >> reporter: last night the

school board voted to set aside $255,000 to hire license mental health therapists who would work full time. >> it was prompted by a sense of urgency. >> reporter: the money will be set aside immediately. the job postings will go online tomorrow morning and they hope to have them hired and working before the end of the school year. >> i think the children are under too much pressure. too perform. >> reporter: she hopes they act as a liaison. >> their job is to listen. and to guide and nurture. >> in the past i struggle with givinged a -- struggled with giving advice to my friend. . >> reporter: she said they are a resource they could use. >> i think it is good for them

the latest evidence of a hot tourism market in san francisco. sales force announced that it will charter a cruise ship for its convention. they will rent rooms to guests on the ship for those who can't find a room in a hotel in san francisco. dream force is one of a growing number of conventions in san francisco. a report number of visitors last year. ktvu's david stevenson looked into why san francisco has become more attractive than ever. >> reporter: the city seems more popular than ever and it is struggling to keep up with all the tourists coming to town. >> reporter: more than ever it

is topping tourists bucket lists. >> a place you have to visit. especially coming to california. you have to go a san francisco. >> reporter: 18 million visitors spent a record breaking amount of money in san francisco last year. >> $11 billion. >> reporter: the city saw more conventions and an increase in business and travel. international tourism is on the rise. the market expected to grow 20% in the next three years. >> development of new air service into san francisco. international sirophorous. for those -- air service. for those people, 40% are international visitors. >> demand for the 33,000 rooms sky rocketed. >> when we look that demand, that effected the rates. they are going up. >> reporter: neighboring cities are providing extra places to stay for those determined to come to the city.

[ indiscernible ] >> reporter: officials say last year's record breaking numbers are no surprise, they are based on the projections in 2013. what is new is the tracking of guests and people coming in on cruise ships. 260,000 passengers disembarked on cruise ships. those numbers are expected to increase over the next couple years. >> david stevenson in san francisco, beautiful san francisco, thank you. be prepared to pay more if you are heading to national parks this summer. fees increased in 8 parks. they hoped to generate $45 million annually from the increases but that total is a fraction of the 11.5 billion

needed to repair and maintain roads and trails and buildings. at yosemite fees went up today. a single vehicle entrance fee was $20 for 7 days. now it is $30 for a 7 day visit. we were talking about tourism in san francisco and how important it is, day like today is why folks come to the bay area. >> especially over the next few days. warmer temperatures. san francisco, we had a few 80s last week. close to 80 degrees. this week we cooled off and then we will warm up. the snow pack in the sierra. this picture again. this resort closed in january. there should be kids having fun but this was the case today. not much in the way of snow in the forecast. but we have rain showers showing up in the five-day forecast. right now the rainfall is up to the north, oregon, approaching northern california. we have a few high clouds.
