i think it will slow down. there is a winter storm watch that starts for tonight. best time to go would be now. 30s for many. the wind machine a lot of reports coming in. howell mountain. kenwood, and st. helena all roaring along. and i think wednesday, thursday morning we will hear a similar sound because it will get colder. there is a wide variety of weather on the way. we start off with sun this morning. not right now but a little bit later. rain tonight over night into tuesday. 60s on the temps. i think the evening commute will be all right. but tomorrow morning don't be late. don't call in sick.

680 as people have made it in through the valley. slow traffic on 680 as you drive down to the sunol grade. have slow traffic heading there. 6:03 let's go back to the desk. >> thank you, sal. now to new developments in the death of a promising musician in oakland. the young man hit and killed by a stray bullet right outside of a downtown bar early yesterday morning. tara moriarty has some new surveillance video to show us as police are searching for this gunman. >> reporter: the 26-year-old guitarist was struck by a stray bullet. the unintended target of a street brawl that was going on at time. flowers and candles now lay in the spot where ray mill owe navar rose was shot and killed. we spoke to a witness that said around midnight an argument broke out nearby between a driver and a man on a

motorcycle. this is surveillance video. that is when the driver -- and tried to kill the motorcyclist. navar rose is lying on the sidewalk while security guards attempt cpr on him. his mother says his son was with his best friend and girlfriend at the time. that brings him comfort knowing that he wasn't alone. he graduated from antioch high school. receiving a degree from expression college in emery vail. he was working as an audio engineer. he started playing an instrument at the age of five and part of a youth sympathy. his mother says that emilio was supposed to be his brother's best man in his upcoming wedding. so far police have made no arrests. tara moriarty if ktvu fox 2

news. governor brown is defending his plan for mandatory water restrictions. critics say the focus of his plan is in the wrong place because it bares cuts to farmers. he says current water restrictions have forced farmers to pull up vines and uproot trees. and force bank robbery grocers to im-- and force grocers to import more food. >> people can be fined $500 a day. the districts can go to court and get a cease and desist order. >> these are the first mandatory water restrictions in california history and come as the state enters a fourth year of drought. complaints are mounting after a sprinkler at a state office building ran for almost

24 hours while it was raining. under the governor new rules outdoor watering is banned for 48 hours after it rains. on top of that sacramento bans watering on sundays. and people that live nearby just couldn't believe it. >> i think everybody hasn't quite gotten the message yet. maybe it hasn't trickled down. no pun intended. >> by 10:00 last night a landscaper arrived and turned the water off and said the water valve became stuck in the on position. the green grass is a thing of the past for us because everybody needs to cut down on watering their lawns. the state water resources control board says outdoor watering makes up 80% of urban water use. officials say everybody could reach the new mandatory 25% water reduction by cutting the

water used by yards and landscaping. spring training is over tonight. the giants are in arizona. the a's open their season against the american league rival. alex savidge already there this morning so fans in the city of oakland are hoping for a good season of course. >> they certainly are. we are here early for this ball game. some of the first fans in the parking lot this morning. i will tell you what, as we head into opening day here, a's fans are feeling good. they have high hopes for this season. the team looks rell good during spring training. the most wins in the majors and now the real deal. they play their first game of the season tonight against their riels the texas rangers. first pitch 7:05 and sunny gray will be on mound. i want to bring in my guest this morning kim with visit

oakland. you're with the tourism bureau. tell me about the work you've been doing to get prepared for opening day. >> it is exciting. we put together spirit week. we get all the different entities in the city together to promote the home opener. so an example is if you look up at city hall, you will see an a's flag flying. we work with our partners over the ac transit. if you look at the bus headers, they all say go a's. >> this team is so important to the fan base here in oakland and beyond in the east bay. but how important is this team to the city of oakland? what is the economic impact that this team brings to businesses? >> the economic impact is huge. of course we love home games and home stands. people come in. a lot of people fly in too so they get to stay at our hotels. they get to eat out and dine and check out the night life or daytime because oakland is hot

right now. >> all right it will be a fun season as the team heard. they center a lot of new faces. as we have seen in years past, they tend to be there when the play office rolls around. >> now something new you were telling me about. you have a special event for oakland a's fans coming up this weekend. you want to tell me about that? >> it's a 5k race. they put together play ball 5k start at the field and run on out. it will be this saturday. it starts at 9:00 a.m. but you get a free ticket to the game. go get your run on. go home and shower and come on back to the game. >> that seems quite worth it to me. get a little run in the morning and get free tickets to the ball game. thank you for letting us know

good morning. welcome back to mornings on 2 our time is 6:14. there is a new report that says san francisco buildings on mission street they have the most fire code violations of any street in san francisco. the examiner reports the fire department has issued more than 240 fire code violation notices on mission street in the past ten years. the typical violations include locked fire escaped, exposed wiring, piles of trash, and faulty smoke alarms. the city says it's try doing crease inspections after those two very deadly fires on mission street last month. well known bay area community activists is one of 83 people pardoned by governor

jerry brown. eddy works at community youth center. as a 16-year-old he was tried as an adult and convicted of a home invasion robbery in san francisco. he served 19 years in prison before he was patrolled in 2005. since then he has been fighting deportation to his native china. he called the pardon a happy new beginning but says this does not minimize the trauma he inflicted on his victims. a controversial bill aimed at eliminating all vaccine exemptions in california is set to go before lawmakers on wednesday. proposed senate bill that will repeal the personal bebelief exemption. mandatory vaccine bills failed in oregon and washington state last month. a man in augdon, utah is

protecting what others call as junk. his fort received unwanted attention by the city. a note posted on his front door ordered him take down that fort or face a very stiff fine. >> they can also file criminal charges against us and levy the fines as a lien against the house. >> he's apparently violating a city code that prohibits junk or trash on front lawns. since a very steep hill prevents him from moving the fort to the backyard, he plans to leave it where it is until the end of day 14th. a woman in new york city is -- judge has given the woman to file for divorce through a private message on the social networking site. the reason she has not been able to track down her husband. the message will be sent once a week for three consecutive weeks or until it is

acknowledged by her husband. lest check in with sal. what is happening on the bay bridge? i know that is okay be. you are checking on something and you are busy. but what is happening on the bay bridge? >> i have been watching this truck. i know it's like watching a -- it's moving very slowly. i asked allen in the park. al, is this thing moving or am i seeing things? it is moving very, very slowly. it's been up on the span for 40 minutes now. that is the problem. even though it is moving they can't toast something this large. it is moving very slowly. one of the things we're worried about is how long it will be up there because it's now only approaching the san francisco. this is building up fast. the metering lights people are barely getting through and the traffic will be backed up. so please if you are going through san francisco, give yourself extra time. they are doing the best they can with this truck.

but unfortunately it's causing big backup. we're also looking at 580 westbound as you come through there have been slow traffic spots. you have 680 southbound very, very slow. this is a very good start for a monday. we don't have a lot offshore traffic at all. if you are driving in the santa clara valley, that is doing very well. steve, you staid tomorrow we're going to be super busy because it's going to be raining for the -- you are pretty sure about this; right? >> i'm sure of it. but the timing it may be midnight until 5:00 in the morning. lots going on here. let's get right to it. our system. we are between systems. we had a decent one on sunday. there are lots of reports of hail on north coast. ronald thompson they had their first hail event of the whole

winter season. there could be rain in the area. after that things will get really close here. our system is up here. it has a long way to go. it will get here. we will start off with sun in the morning but it's cold. lots of 30s being reported. kingville had 7 inches of snow . i know there is chain requirements. morning sun and clouds will start to build up. rain late. maybe snow down to 3500 feet for us. then the cold air and stable air comes in. that is when we can get the thunderstorm and hail.

there is a lot bunch of 30s. napa is in there. report of 32 in roanoke park. all showing 30s. the wind will start to turn southerly for almost everybody. napa is an out lier right now. 35-40 miles an hour by tonight. it's already showing that for the south bay. even for hayward. 12 up in truckee. rain will start-up there much, much earlier. 24 tahoe. 26 blue canyon. now we have again this system will take awhile to get here. i think a little wave will develop on this. we get the front and then the low will swing in. we have a lot of activity here but again it won't come in tonight until tomorrow. if you are heading up to the

sierra, winter storm watch it will turn to a winter storm warning. it's the best they have seen in a long tile. if we can get enough moisture here and the cold air will be in place, that is not a problem. timing. that is 11 cc tonight. if the a's are playing, they will be done by then. that is when the cold and unstable air moves in. so sun in the morning and then clouds. it will be chilly today. breezy for some and cloud it up by tonight. rain starts to the north and spreads over the entire area tonight into tomorrow. and then after that, wednesday kind of the transition day. things will calm down but the mornings will be cold. thursday especially. >> yeah. >> it feels cold to me. 6:22 is the time. snatched from a boat by a 300- pound sea lion. what a california fisherman was doing right before he was

ukraine. now he also prayed for the recent victims of the take in kenya in which the gunman reportedly targeted christians. the pope expressed hope that the nuclear agreement between the west and iran will be successful. he delivered his address after celebrating easter mass at st. peters square. more americans were spending their money this easter. the spending is set to continue through the spring. americans spent more than $16 billion on easter this year. about 80% of people nationwide celebrated the holiday. experts expect people to continue to spend their money on new clothing and other outdory teems as the weather heats up a bit. here's an unbelievable story from a san diego area. a man was holding and posing for pictures with a trophy fish on his boat yesterday when the unthinkable happened. a 300-pound sea lion jumped out of that boat and grabbed a

man's hand and dragged him 20 feet to the bottom of michigan bay. >> i've never heard of a sale attack like this before. >> he eventually got away believe it or not. swam back to the surface. his buddies pulled him to safety. he was under water for 15-20 seconds and he has puncture wounds and cuts. he was rushed to the hospital but is expected to be okay. >> they might look cute but boy don't mess with them. a woman sprayed with lighter fluid that is not all the all. the bizarre actions in a quiet north bay neighborhood. >> we are live in cupertino near the new apple spaceship where some of the people involved in building it was let go.

quiet marin neighborhood. a mill valley woman says on sunday morning she found the suspects spray painting the word rapist at the bottom of her driveway. it was the same woman who allegedly came on her property and started a fire last week. homeowner finally got help from drivers passing by. >> one of our off duty firefighters that were heading down the hill at the time of this assault was going on, saw the assault, stopped and rendered aid to the person being assaulted and detained the assailant. >> just minutes before that assault, the woman had set another house on fire across the street. people say they also found the words killer and murder spray painted on mailboxes and garbage cans. officials say the woman 24-year- old nia sailor of richmond is convinced that someone that rapes her lives in that area.

get the death penalty. rolling stone magazine attracting an article about a rape at the university of virginia and they issued an apology. a woman named jackie was raped by seven men at a fraternity house two years earlier. however the charlottesville police department said it found no evidence backing that up. a scathing report from columbia university cited failures of reporting, editing, and fact checking. some of the students worry about the repercussions on the campus. >> i'm just worried that they will come out with stories of thousand they were sexually assaulted and people will cite this particular accident. >> rolling stone magazine says the author of that article will not lose her job because they say the mistakes would not intentional. >> it's 6:47. that means it's time to check in with tori campbell for a look at what is coming up.

good morning, tori. >> good morning, pam and dave. banning vaccine exemptions. that bill will be debated this week in sacramento. even though this effort has failed in washington and oregon, we will explain why some feel there is still a good chance it will pass here in california. >> commuting rarely anyone's favorite part of the day and it could be more than just inconvenience. it could have big implications on our health. and we'll have a run down on the negative effects. those are just some of the stories we are work on. now back to you. >> all right that leads us right to sal. have you been able to fix things on the east shore and the bay bridge? >> speaking of negative effects and stress, today is one of those days where they are talking about dave and pam where we have a lot of slow traffic on the east shore freeway because of the approach to the bay bridge. the bay bridge was bad. we had a rolling stall on the bridge that finally cleared.

but the damage is done. there is a huge backup at the toll plaza. it's beginning to filter out to all the east bay approaches on 80, 580 and 880. if you happen to go near the bay bridge you will see heavy traffic. again that stalled truck is gone but the damage is done. we'll be following this all morning long. this is a look at 880 in oakland. we are also look at contra costa county here. highway 4 is a little bit slow as you come over the hill. 680 is beginning to develop a backup here. 580 is slow as you drive into livermore. there is a lot of slow traffic on this monday. 6:49 let's go to steve in the weather center. >> thank you very much, sal. kind of a break here. some fog out there and patchy fog. right there. i think we're in lafayette. are we not? yes, sir. lafayette so around orinda and low clouds up above.

i say fog. our system is developing to the north. could be some very, very light rain in advance of this system. the main front is on the north coast. you can see there could be light stuff in advance of that. i seriously doubt much happens until later this afternoon or tonight. but over night tonight into tomorrow. let's go for it. cloudy but windy. i think they will play. they get the game in unless something speeds up. i think it will slow down. a lot of cloud cover to the north. it has a ways to go. the sierra has calmed down. winter storm watch will start tonight and upgrade to a warning on tuesday. maybe two feet of snow could fall. morning sun. patchy fog. and then cloud it up. rain comes in later but the system is still pretty far away. and it's slowing down but we get the front and then we get

the cold low. r possible thunderstorms and ever pressure all the way down to santa cruz. and the santa cruz mountains and maybe push -- the wind will start to turn southerly. it will pick up. it's already showing signs of that not too strong yet. south, southeast storm direction. 10 up in truckee. 24 in tahoe. 26 in blue canyon. temperatures are cold there and they will get even colder. there could be a little bit in advance of that. but this system will be really dynamic and really on its way as it carves itself out. it will give us rain and then tomorrow afternoon anything goes in the way of 80. funnel clouds will not surprise me one bit. half inch to a inch and a half.
