breaking news out of oakland. a trail of destruction left after an early-morning chase through city streets. the details we just gathered from the scene. quiet now after some rain on sunday. we get a little break but there's a pretty good system on the way, not only today but tonight and into tomorrow. 7:00. good morning. welcome to "mornings on 2." it's monday, april 6th. i'm tori campbell. >> i'm dave clark. let's talk about weather and traffic. steve, you are bringing in weather this evening. >> tonight, tomorrow.

a little quiet right now. it's cold. the wind machines are roaring. owner park, 32. 30s in santa cruz. the system though is on its way. however, slowly. it will get here. but it will be more likely later this afternoon, tonight, into tomorrow. tuesday will be the main day. midnight to 6:00 a.m. i will say go for it for the as. it will be cloudy, rain probably in the area but i do think they will play after the 7th inning, i think it gets iffy. there could be a little bit of light rain. everyone is lifting up. they had snow. if you must travel to the sierra, go now. go as soon as you can. beat this system. get out of dodge before noon. then you should be okay. tonight, you will not be. mid-30s here. napa, 34. windchill at napa was 29. 30s, 40s for many. there is a lot of 30ser fa many locations.

the wind will favor areas to start turning southerly. the cloud cover is on the way. it will be a day where we start off with some sun in the morning. then the slow things in on tuesday. that could give as you wide variety of thunderstorms and possible hail and low snow levels. about .50 to 1.50 should cover the rain. but everyone will get in on it. sun, then clouds. patchy fog. wind picks up later as does the rain. most of the day is okay unless you are to the north. 50s and 60s. sal, we had an issue on the bay bridge. that truck is gone. yes, the truck is gone but the damage is done. we've had very vo traffic getth out -- very slow traffic getting out to the macarthur maze because of an earlier stalled truck on the span more than 40 minutes, more than a half-hour. it really messed things up on the bridge. and then the metering lights got turned on slow and then a

backup develops. the truck is off the bridge. the traffic is moving well. s on you make it on the span, it's normal flow but it will take a while with all of this traffic for it to unwind. if you are going into san francisco, my best suggestion is maybe you could take b.a.r.t. or go down to the san mateo bridge or if you can get into a carpool situation, you might want to do that. otherwise, be prepared to wait before you make it up to this point. we also have other slow traffic on 580, coming from the altamont pass. we have slowing on 85 on 17 and on 101. a little built on 280 as well. it's beginning to kill -- beginning to fill. in back to the desk. police are searching for the person responsible for gunning down a bay area musician outside an oakland bar

this weekend. friends are leaving flowers and candles where the man identified as emilio was shot and killed outside of the golden bull bar. a witness said there was an argument nearby and someone started shooting. ktvu obtained this surveillance video that shows people scattering as the shooting began. we are told he was a bass player for the band. his mother said her son started to play musical instruments at just 5 years old. she also said he was supposed to be his best man. so the family is devastated. san francisco police continue to investigate the tis koofry of a body -- discovery of a body inside a house filled with crash. the body was removed from a

richmond district home on 4th easm near lake street. three -- dash 4th avenue near lake eat. 4th avenue near lake street. governor jerry brown defending his plan for mandatory water restrictions against the critics who say he is taking it too easy on farmers. the critics say the plan is in the wrong place because it spares water cuts to farmers who are the biggest water users in the state. governor brown says the current reiction haves have already forced -- restrictions have forced planting seeds and any new restrictions could force hundreds of thousands of farm workers out of work.

the governor says it's critical that cities and towns all over the state cut their water use by 25%. >> people can be fined $500 a day. the districts did go to court and get a sees and desift order -- cease and desist order h. >> these orders are the first in california history. they -- well, complaints are mounting after sprinklers ran for 24 hours in sacramento after it was raining. sacramento bans irrigation on sundaying. despite the rules -- sundays. despite the rules lawn sprinklers ran outside of the community colleges all day yesterday. people who live nearby couldn't believe it. >> i think everybody hasn't

quite gotten the message yet. maybe it has not trickled down. >> about 10:00 last night, a landscaper arrived turned the sprinklers off and said the water valve somehow became stuck in the on position. >> well, governor brown has said having a green lawn and outdoor watering makes up 85% of use. they say everybody could reach the water reduction by cutting the water used for lawns and landscaping. giants are in arizona to play the diamondbacks tonight but the as are at home. and alex savidge is live at the coliseum in oakland where the as season starts in just about 12 hours. so you say there's lot to look forward to this year.

>> a lot of agency for this season. a lot of excitement as we head into the 2015 season. this paul club, they've -- ballclub, they've looked good. that's just practice ball. those games don't necessarily count but the as -- they had the most wins in the may ooges. they -- majors. they are feeling good. they will be playing their american west rivals, the rangers. you can bet this place will be loud. sunny, gray, taking the mound for the oakland as hoping to get them off to a good season. they have quite a bit of optimism as they look forward to this season. they look great during spring training. the as made quite a few offseason moves, and they have nine returning players. we'll have to get used to a lot of faces out there. they are loyal and hopeful. >> it's just a lifestyle. it's the way we're raised.

back to our breaking news. police are searching for a car suspect after a wild chase in the last 45 minutes. tara moriarty is live now from where the chase ended in the rockridge neighborhood and tara, you are telling you this person left quite a trail of destruction behind. >> reporter: that's right. smashed into several cars along the way and we spotted him when we were doing a live shot over near the oakland police department. we saw this individual pull up in their van, was speed, screeching. want to show you some video outy from that if we can roll that. where we -- we saw them actually pull up to the front doors of the oakland police department, it looked like they were gonna go through them i guess they changed their mind and the plan turned around around peeled away. he ended up here on the 5400 block of broadway which is quite some distance from

oakland police headquarters if you know the area. now, we know that the car is actually behind me if we take a look back live. you can see the van is right in the front of this house here, the 5400 block and the suspect was in the back seat of the car just a minute ago. but it now looks like we -- like he's in the van. we're not sure if charges will be pressed. joining me live is the officer, he was -- you talked with some witnesses, some people who saw this man, what was around 6:00 this morning? >> yes. >> reporter: what happened? he was doing doughnuts at a gas station? >> the gas station -- shell gas station at taft and broadway, he was doing doughnuts through the gas station, proceeded to drive southbound on broadway where he ran into one vehicle and proceeded to drive down the 5400 block of broad way here. made a u-turn. and came to rest right in front

of the house there at the 5400 block of broadway. >> reporter: amadeing he didn't go through the house? >> very amazing. >> reporter: what's gonna happen to him? it looks like he's getting something out of the hood. >> i do not know. i'm not sure in charge of this investigation. i know there is a poxer inside the -- boxer inside the vehicle. i know -- >> reporter: there is a dog inside the car. officers wanted to wait until they opened under any of the doors -- up any of thers any of -- opened up any of the doors. it does not look like he is intoxicated but he will be on the look for a couple of accidents. >> correct. >> reporter: thank you. it looks like the suspect has been caught. we don't know if any charges will be filed. we did witness this individual traveling at very hide speeds

over a couple of city blocks. we'll be sure to keep you posted. live in oakland, tara moriarty, back to you. 7:17. a controversial bill aimed at eliminating at all vacs convenient exsemtions -- vaccine exemptions is supposed to be up for debate. mandatory vaccine bills failed in both oregon and washington state last month. but some people believe the legislation could still pass in california because this is where the recent measles outbreak first started. 7:18. one man's junk is another man's treasure. that's being proven right now in ogden, utah. jeremy built a huge cardboard fort for his kids last week. it's quite a neighborhood attraction, too. but it's also received unwanted

attention from the city. he said a note posted on his front door ordered him to take down that fort or be hit with stiff fines. >> can file criminal charges against us and a lien against the house. they are not playing. >> he apparently is violating a city code. it prohibits junk or trash on front lines. since a very steep hill prevents him from moving the fort to the backyard, he plans to leave it where it is until the end of day 14. commuting to work may be bad to your health. according to recent studies people who drive to work are more likely to gain weight and experience neck or back pains. experts say you can avoid it by doing light exercise at the office and making an effort to sit up straight. people who spend more than 0 minutes in the car -- 30 minutes in the car may have

trouble concentrating or. one concentrating. commuting could, suppose you to more harmful air -- could expose you to more harmful air. sal, you have your hands full with your morning commute. >> you will be waiting for at least 30 minutes trying to get onto the bay bridge. we have a big backup starting from the macarthur maze. this is because of an earlier stalled truck on the bridge. things are improving. give yourself plenty of time. public transportation may be a good option for you instead of having to wait in the car pie yourself. let's take a look at 880 northbound, and southbound. it doesn't look bad if you are thinking using 880 to the san mateo bridge. it's moderate as you drive

through. as you are looking at some of the commutes, westbound 580 traffic is going to be slow in livermore and dublin and westbound san mateo bridge we're getting a little bit of slow traffic there but the traffic on the span is okay. dumbarton bridge is moderate. 7:20. let's go to steve in the weather center. well, mostly clear out there and cold. dave, i stepped outside. you could see your breath. >> there is a little bit of patchy fog. all quiet until the system develops. they had many reports of hail, there was snow up in the mountains. we had two pieces, there will be the front and the low. that could give us low snow levels. thunderstorms, maybe hail. wish they were playing at 12:15 instead of 7:15. i think they will make it. cloudy, rainy, windy. it will be close. i think after the 7th inning. we still have a ways to go. this system is slowing down a

little bit. kingvale had 7 inches. morning sun. rain comes in light. by this evening, tonight, overnight into tomorrow morning. and we get the front, could be decent. .50 to 10.50. maybe snow -- 1.50. maybe snow. the wind machine is roaring up in napa county. i had a couple of reports there. southeast, southeast, south. that will turn. that will turn. it will be more of a southerly breeze as the system gets closer. southeast, southeast, southeast. i think you get the idea. due south at sfo. the main front is still lifting because the system is difficulting. i think it will develop a little wave which is a change. it will all drop in here. we get a little break here with rain developing later. most of it will be overnight tonight into tomorrow. about .50 to over 1.50.

7:27. here is a story from the san diego area that's really almost too crazy to believe. a 62-year-old man was holding and posing with a trophy fish before his boat when a 300- pound sea lion jumped out of the water onto the boat, grabbed the man's hand and dragged him down 20 feet to the bottom of mission bay. >> completely out of the norm. i mean, we didn't normally see -- i've never heard of a seal attack like this. >> officials say the man was under water for 15, 20 seconds

brothers because me might have wet weather for the commute. right now, we have slow traffic approaching the bay bridge because of an earlier stalled truck to be that span. stings are getting slightly better. the truck has been gone but it caused a lot of slow traffic approaching the bay bridge. if you want to use the san mateo bridge, you can see there sh a little bit of slowing here westbound. once you make it on the bridge, it's moderate traffic. the san mateo bridge is moderate. i think it might be better than the bay bridge. the dumbarton bridge is light until you get to east palo alto. 280 in san jose where northbound 208 right from downtoy looks good approaching highway 17. i want to mention that in contra costa county, highway 242 is slower than usual because of an earlier crash. southbound 242 approaching concord avenue. 7:34. back to the desk. >> thank you. some parts of the bay area, saw some sprinkles over the weekend. but tomorrow a bigger storm

will bring significant rain. paul chambers is live in walnut creek with more on how this is welcomed news for people as well as the rest of the state. >> reporter: good morning. the rain we had yesterday was long overdue. now we're moving around which is muse ing to everyone's here, especially in this drought stricken state that we've had for several years. every drop of rain we can get it counts. >> we're hurting. and i mean, we're already in a position where we're taking a lot of water cuts. we'll be asked for probably double what we've already done. we need every drop of rain we can get. >> reporter: in oakland yesterday, we got nearly .25 of rain as the much-needed welt weather rolled across the state. this had some people dusting

off their umbrellas. it may not have been ideal but coming ofl come -- coming off the droughts, it may help. up in the sierra, there was some relief as snow blanketed the area, giving people a chance to hit the slopes which was exciting for ski resorts that had a chance to make a little green off the white stuff. and more snow may be on the way for the area as well. whether you are getting rain or know, this would be a food time to check your tires and windshields. >> tori? >> thank you. a bit of a mystery this morning about the construction of apple's new space ship campus in cupertino and who is being allowed to help build it. janine de la vega joining us live now in cupertino. and you say a group of workers were recently go let go and now apple is talking about it. good morning, janine. >> reporter: good morning, dave. an apple spokeswoman told me

they are concerned with safety and yaul -- quality. the company's policy about who they hire is pretty typical. but it did take union leaders by surprise. some construction workers hired have been told to turn into their badges according to the chronicle. it acquired documents from construction companies on the project that say anything with a felony conviction or facing felony charges does not meet owner standards for this job. generallily employers don't perform background checks for construction work. union leaders are concerned about a precedent being set. an apple spokeswoman said its policy is not to hire those who have a felony conviction within the past seven years. she pointed out five employees were affected by the rules. it's possible apple could face a legal challenge but so far

apology now. the 2014 article claimed a woman named jackies can raped two years -- jackie was raped two years earlier. a skating report from columbia university cited failures of reporting, editing, editorial supervision and fact checking. some of the students worry about the fallout on campus. >> i'm just afraid that other people come out with stories of how they were sexual assaultedded and people will cite this accident and say she must be lying. >> rolen stone magazine said the writer of the article will not be fired. pam cook is in the studio. >> one woman has been

terrorizing a mill valley neighborhood and the people who live there cannot imagine why. now, it started a couple of days ago, the words rapist, murderer, complainted on drive -- parented on driveways and one house was set on fire. neighbors describe the same woman driving the same car. easter morning one woman was preparing for guests and was confronted by the woman. >> i ran in the street and -- she started to spray me with the charcoal lighter. >> an off--duty firefighter intervened. the woman accused of the attack was arrested. she's identified as 23-year-old naya sayler. what investigators say about

her possible motive and the person she may have been trying to target coming up. >> thank you, pam. 7:46. let's bring sal back. a lot going on. everybody behaving for you now. >> well, yes. it's getting a little better, dave and tori but we had the stalled truck on the bay bridge. it took a while to get it off and traffic is very slow still as a result. let's go out to the eastshore freeway with westbound interstate 80 from the carquinez bridge to the macarthur maze. it's taking 46 minutes according to the road sensors. that's a lot longer than usual. a typical commute will take anywhere in the 30-minute range even when there are a lot of people there. most of the kuwait something in berkeley and oakland -- most of the waiting is in berkeley and oakland. 580 is backed up from 24. it has a chain reaction. things are improving a little bit but they haven't improved enough. let's go to interstate 880 northbound and southbound.

that still looks good and westbound 580 is still okay until you get to the 24/980 interchange. we've been looking at contra costa county. we had an accident on 242. that's been clear. 680 is slow as you drive through pleasant hill and walnut creek. not a huge commute. westbound 580 has improved a little bit. 7:48. let's go to steve. >> mostly clear here. some fog around. it's cold out there. a lot of 30s. by the way, the napa airport at 7:00 a.m., said 34 degrees. north wind at 8. windchill, 37. wow. not too shabby. that's cold. and our system is -- it's up here. it's slowing down a little bit. it's going to take a lot of this moisture north. the main band comes in tonight. then the low has to swing over us and that's when we would get

guitarist lying lifeless on the sidewalk. security guards rushing to try to revive him. we spoke to a witness this morning and he says around midnight saturday and argument broke out between a drive her and a man on a motorcycle in front of the golden bull bar. this surveillance video shows the mayhem one hour later. that's when the driver returned with a gun and tried to kill the motorcyclist but instead the bullet struck him in the neck. his mother said he was with his bef friend and mother at the time -- best friend and girlfriend at the time. he was simply carrying equipment outside of the bar. i was with the band. he graduated from antioch school. he received a degree from expression college in

mandatory vaccine bills failed in oregon and washington state last month but some people believe it could still pass here in california because this is where the recent measles outbreak first started. buildings on san francisco's mission street have the most fire code violations of any san francisco street. the examiner reports more than 240 fire code violations have been issued on mission street in the past ten years. violations include locked fire escapes, exposed wiring, piles of trash, and broken smoke alarms. now, the city is trying to increase inspections after two deadly fires on mix street last month -- on mission street last month. the bay area air quality management district is holding another workshop tonight in redwood city. the district says wood burning fireplaces are responsible for at least 30% of winter air

meantime, sonoma county officials still searching for a man linked to a reported burglarly that started around 8:00 last night. investigators responded to a call of a burglary on the border between napa and sonoma county. the register reports a woman told police a man broke out a window, forced his way into her home, she ran next door and called 911. deputies searched the family's property. they didn't find anybody. investigators say that man's name is ned koehler. there is is a new report -- there is a new report about apple being selective in building their space ship facility. here's more. >> reporter: some people involved with the construction of the new space ship campus were given walking papers

recently because of their past criminal histories. an apple spokeswoman told me this morning they are concerned with quality and safety and that the company's policy on who they don't hire is not unique, especially for large projects like this one. the san francisco chronicle is reporting that several of the construction workers hired to build the new space ship were ordered to leave the state in january because they had prior felony convictions. union leaders say that kind of ban is not the norm because plays don't typically run background chects on those who do construction work. the chronicle obtained document, from the company which state anyone with a felony conviction or who is facing felony charges does not meet owner standards. apple clarified this morning those who were discomrissed from work had a prior felony conviction within the past seven years. when it comes to pending charges, apple says it doesn't have a strict ban, it is

official retracting an article about an alleged rape at the university of virginia and they have issued a public apology. the article claimed a woman named jackie was raped by seven men at the fraternity house two years earlier. however, the charlottesville police department found no evidence to back that up. now, skating report cited failures of reports, editing, editorial supervision and fact checking. some students worry about the repercussions on campus. >> i'm afraid as students like other people come out with stories of how far they were sexually assaulted and people -- of how they were sexual assault and say she musting lying. >> the writeert of the article won't lose her job because the mistakes weren't intentional.

very bizarre story. investigators say a woman who is now under investigation was obsessed with one house in particular. and the people who live there have no idea why. now, there have been several arson reports in the mill valley neighborhood over the past week and the words rapist and murderer have been spray painted. yesterday morning, it all came to a head when the suspect was confronted by a woman who lives there. >> she started making claims about having been raped and been on a hike and someone raped her. she thought it was something at this house. >> she said the woman started to spray her with lighter fluid and was holding a lighter. the attack was stopped by an off-duty fire captain who just happened to be driving by. the sheriff's department is looking into those rape allegations. but the homeowners say they've lived there for 28 years. they don't know what she's talking about.
