traffic. steve paulson is right there. >> there is a lot going on. >> i was just looking at your twitter feed. a lot of people reporting in still raining pretty hard. >> some areas raining pretty hard. we will have a very active day. it's getting colder too. temperatures down to 48 in san francisco. 42 in santa cruz mountains. our system looks like the wind is turning a little more southwest. we might get a little sun breaks and then this rotates in. that could give us a little bit of everything. that shower activity. this is rain. santa cruz mountains looks like they are getting pummeled. letting up on the peninsula. still amounts anywhere from a quarter of an inch to an inch. san francisco two-thirds of an inch. it looks like they are almost on the back edge of it. the heavier in san pablo bay. and also into the east bay you

can see finally beginning to move. concord and lafayette and danville heading out toward antioch. not as heavy into napa yes. but on the backside here for much of marin county and sonoma county. rain will turn to snow up in the sierra here. it's not moving in yet but it's on its way. winter storm warning is out. 40s and 50s. a blustery day. our system on the backside of that will give us right there. this rotates in. that is a cold pool of air. that will give us really heavy downpours. where do you want to start sal 680? >> yeah northbound near north mission. this truck has been there for awhile now. all the lanes have been blocked for a half an hour. cars are stuck there. northbound 680 as you get up to

north mission all the freeway blocked there. southbound people are slowing to take a look at this. it's obviously something to see here. there is the incident. you can see no cars are get by on northbound 680. we have a freeway that is empty and people are stuck in the traffic. and we have slow traffic southbound on 680. please give yourself extra of time on 680 as you drive through this area because of this jackknifed truck. we will show you it on the maps. traffic is slow coming out of pleasanton heading south. as you drive in many parts flooding in daly city. 280 a car reportedly stuck under water there. let's go to highway 4 you can see some slow traffic coming up over the willow pass grade. really bad commute.

6:02 let's go back to the desk. we are talking about several incidents and also this morning one person is dead after a collision on a san jose freeway. the chp says the car was sopped on northbound 101 near the della cruz exit about 12:30 this morning. a white pickup truck hit that car. that started a fire. the chp was not able to get the driver out. the pickup truck driver stopped and is apparently unhurt. highway 101 was closed for 2.5 hours. it is open again but the chp is looking into exactly why the car was stopped on the freeway. also new this morning there is snow right now in the sierra. here is new video to show you. snowing on donor summit. not a whole lot right now. they may get up to two feet of fresh snow in parts of the sierra. now over the weekend many areas got six inches of fresh snow. that is going to keep some ski resorts open a little longer. if you plan to head top the

citier a remember bring your chains. now steve will of course keep tracking the storm all morning long. you can also find our weather forecast on twitter and facebook and on our ktvu weather app. bay area cities in water districts are trying to come up with creative ways to save water after the governors use to cut use statewide. alex savidge is in marin county this morning with some of the restrictions that could soon be put into place. alex. >> reporter: pam, good morning to you. one thought here in this part of the bay area is to ban landscape watering for two days after there is any sort of measurable rain. so that means following a storm like this one you wouldn't be able to turn on the sprinkler. this will apply to homes and businesses that get their water from the water district or the north marin water district.

cut the water use by 25%. meantime up the road in petaluma there is growing debate over a proposal designed to dial back water use. city leaders there are set to discuss a temporary ban on new construction during the drought that would ease pressure on petaluma's water supply. but some city council members believe a building moratorium is not the right solution. such a plan would install several proposed projects including an expansion at the brewery. that brewery is one of the city's heaviest water users and there will be a public discussion on an issue during a building moratorium. they will have that discussion again open for the public later

on this month in the city of petaluma and obviously that could be a fairly heated debate. >> yeah i think a lot of people will show up for that meeting. thank you alex. in napa people will get a chance to speak out about a proposal to phase out wood burning fireplaces in the area. they attended the same kind of public forum. there was strong opposition that calls for replacing traditional fireplaces with gas or electric ones in order to prevent air pollution. >> there is that whole issue of home in the hearth and to take that away because of what? somebody saying well there it's a little smoky out. >> like cigarette smoke 20 years ago, people used to be allowed to smoke in restaurants. they used to be able to smoke outside of buildings and now we don't do that anymore because we recognize it impacts other people's lives. >> seven more meetings are scheduled around the bay area where the public can attend and

be heard. air district officials will consider all of those comments before submitting affable proposal before the full board this fall. youtube's new kids app is under scrutiny this morning because of complaints it targets children with unfair and deceptive advertising. several childrens groups will file a complaint today with the federal trade commission saying the app exposes kids to a barrage of unwanted commercials. google introduced the app in february calling it a safe place for kids to explore videos. child advocacy groups say advertising that runs ahead of the videos violate federal laws that limits how advertisers target young kids. and also digital media should have to follow the same rules as television. the a's broke a ten year drought getting their first opening day win since 2004 and pitcher sunny gray came within six outs of a no hitter.

>> so on an 0-2 pitch the fastball up and away and lines it into right field. >> a little disappointing but then he got a standing ovation from fans after his no hitter was broken up in the eighth inning. he did get run support early on when ben hit a two run home run. the a's beat the texas rangers 8-0. the giants won too. the defending world champions opened up the 2015 season with a win. madison bumgarner picked upright where he left off. he allowed one run during seven innings in arizona while getting some run support. angel pagan had an rbi single. crawford had a double. diamondbacks they rallied for three runs off the bull pen. vogelsong will pitch today. matt cain won't start tomorrow.

welcome back to mornings on 2. the chp still investigating a major crash on the upper deck of the bay bridge that killed a motorcyclist and caused major delays. it happened last night just after 8:00 on the san francisco side of the bridge. the chp says a motorcyclist crashed and as many as five other vehicles may have been involved. emergency workers closed four of the five lanes. all of those lanes were reopened about 10:00. jury deliberations start today in the boston marathon

bombing trial dzhokhar tsarnaev is charged with 30 counts in connection with the deadly attacks. 17 of those charges carry the death penalty. most legal analysts are expecting a guilty verdict. should get life in prison or a death sentence. >> come back very quickly. to me that is a sign they thought with their hearts and not their heads and went check, check, check. >> during closing arguments the defense trying to prove that dzhokhar tsarnaev. 3r0s cue evers accused the brothers of acting as partners and trying to hurt innocent people and intentionally placing one of the bombs near a group of chirp. three people were killed more than 260 others severely hurt in those attacks.

hernandez is charged with killing the boyfriend of his fiance's sister in june until 2013. the man was shot six times at an industrial park. after today's closing arguments the 15 jurors will be given instruction and three of them will be randomly selected as alternate jurors. the fraternity accused the controversial rolling stone magazine article about a gang rape they are threatening to sue the magazine. rolling stone retracted the article and apologized after discrediting the woman that made the accusations. that fraternity claiming defamation now threatens to take all available legal action. in the meantime there are no signs that anyone at the magazine will be fired. rand paul is expected to announce his run for the white house later this morning. the tea party favorite released this campaign ad yesterday labeling himself as a different kind of republican. the rally is set for 9:00 a.m.

pacific time. sources say her campaign will focus on small events where she can connect voters one on one rather than big speeches and rallies. and there are reports that the former secretary of state has signed a lease on office space in brooklyn for her election headquarters. time is 6:15. people were buzzing at the white house. but it was bees that sole the show. president obama was up staged as he tried to calm down some panicked kids. >> bees are good they won't land on you. >> they sting and they are scary. >> the kids were scared. there was pandemonium as the

president was trying to read that book appropriately called where the wild things are. he tried to calm the kids down. look at them trying to take cover but the screaming continued. >> home run. home run. you guys are wild things. you are not supposed to be scared of bees. >> oh well. somehow he continued to finish reading that story. while the bees were buzzing. >> yes, they were. and kids were screaming. 6:16 is the time. a lot of crashes and flooding. so sal you have a lot to cover. >> it's not good. that jackknifed truck is still blocking all the lanes. southbound traffic is going to be slow. you can see some cars now just started getting by in the far right lane. but that truck is still there on northbound 680 near the north mission exit. if you're trying to get out of

the south bay that is the noncommute direction for people but not for everyone. there has been flooding on the 680 interchange. there has been a lot of flooding in daily city.

our observer said 1.56 inches of rain in daly city. that is the most i've seen so far although horse hill had 1.34 and about an inch of rain in ben lima. i know mount um that had an inch of rain. san francisco had almost three quarters i think .69. .70. but now we're waiting for the cold run stable air to come through. we will get a little bit of a break here. almost on the backside of here. but they are still on the back edge head into san jose and santa clara valley.

mill valley had pretty good rain. it looks like it's letting up for many. it's raining out in oakley. you can see heading into east bay, concord, love yet, and san ramon and danville. rodeo has had .42 on the rain. it looks like things are about done in the north bay. maybe some hail reports. i would not be surprised later today and early afternoon out to the valley you can get some

earlier in march the nonprofit dance organization had to come up with $550,000 in ten days or close for good. the community quickly came together they donated $640,000. but there is another big very important financial deadline and if it's approaching. the ballet has to raise $3.5 million by october to overhaul its business motto and become more of a regional institution. the san jose family camp that right near yosemite national park it may have to shut down for good. the kellers started bringing their kids to san jose family

camp back in 1978. now they bring their grand kids but those trips may end soon because the city subsidy that keeps the camp running is having money problems. the san jose owns the camp buildings but they lease the land from the forest service. that lease will be up next year. >> it's unique. it's a special program that the city of san jose has that almost no other cities have. we're asking for another 20- year lease. >> the camps current lease expired at the end of 2016. last time the city only agreed to a five-year lease. the camp manager says she hopes to at least get approval to begin negotiations with the u.s. forest service. $675,000. that is much money was left behind by travelers last year. according to a new report all the quarters, dimes, and other money left behind all added up and will go back to the tsa while it is only a modest jump

from 2013 the amount collected is up more than 76% from 2008 when $383,000 was left behind. they do try to reunit passengers with their forgotten items before they collect it for good. nba star russell westblack showing his charitable side. he gave away the car he won when he was chosen mvp of the all star game in february. these pictures were posted on the thunders instagram page. a charity picked single mother to receive the car and westbrook was there to hand over the keys. gonzalez said she's been boar ring friends cars to get herself to school and her two young sons to and from day care. the woman at the center of a major gender discrimination trial now speaking out. coming up in ten minutes the next possible legal move for elleen pa -- ellen pao.

on those slippery roads. i'm slipping and sliding too. we're tracking it all for you. good morning. thank you for joining us on mornings on 2. tuesday, april 7th i'm dave clark. >> good morning, i'm pam cook. time is almost 6:30. take your time if you are heading out the door and steve says it should be bad again this evening. >> his is everybody. the one this afternoon could be pouring and then you see off in the distance sun. >> just some rainbows. >> it stopped raining outside your door. >> rainbows are possible today. >> we'll look for the rainbow. >> and at that end of the rainbow you might find some hail. thunderstorm activity could be pretty active later today. even out to the valley. this could be the best opportunity for severe weather for us. daly city 1.56. we had reports of flooding on hillside boulevard. i'm not surprised they picked up that much rain.

mill valley an inch and a third. sausalito had an inch of rain. and also .89 yountville had an inch of rain. that is the most in to months since february 6th through the 8th. hayward .40. i'm trying to get in as many as i can. the front is moving through. now the wind direction turns more southwest. anybody is in on this. san jose down to morgan hill. also down toward 680 andstockton and tracy. walnut creek and concord and pleasant hill. and even up to cordelia. and then knapp pap but to the

knot of that things are definitely improved. you can see the front has gone through. most of northern sonoma county and marin county and northern napa county. the system is heading toward the sierra nevada. 40s and 50s on your temps. we'll get a little bit of a break. there will be a few breaks in the clouds and then this rotates in and give us thunderstorm and hail. you name it. it could be very active. morning rain. windy. bluster at times. showers. and very cool. high temps. i just saw that. [ laughter ] all right sal. i know it's serious so i will get right to it. steve let me not mislead you. there are traffic problems all over the bay. this one happens to be one blocking all lanes. southbound 680 people are starting to take a look at this. some cars are getting by on

northbound 680 and we have a backup in the area as you see traffic is more backed up southbound. 580 is pretty slow. we have flooding all over the place. westbound 24 we've had a couple spun out vehicles on the oakland side and orinda side. and you can see on 880 it will be okay. there was a report of a crash right near 23rd. this is right aroundth around here and report of a car and a big rig. i want to take a live look at the east bay cameras. mccarthur maze there is a report of a crash on the eastbound 80. northbound 880 there is a crash at the 23rd. you can see some of the slow traffic beginning to build on 880 and by the next time we look at this picture, it will

be worse. give yourself plenty of extra time. there is a lot of crashes. a lot of slow downs out there. now let's go back to the desk. more weather problems in the east bay to tell you about. tara moriarty is joining us live. you are near interstate 80 in pinole. what is it like out there tara? >> reporter: we're here at the richmond parkway right off of interstate 880 and there is quite a bit of traffic. there is some mud as well as some rocks at the bottom of the ramp there. on our way out here from lafayette, we had pretty heavy rain on 24 just before the caldecott tunnel. we have seen a lot of solo car spinouts. in san francisco commuters will encounter some flooding on 101 add the 80 split and on 280. you can still see some scattered thunderstorms throughout the day. that has many people here in the bay area excited. >> i feel like the rain is a gift from my mother. two is my birthday and she was from the pacific northwest and i said thank you mom, we need

year-old harris passed out behind the wheel of his audi sunday night san francisco. he was half parked in a chained driveway near 14th street. police say it did not take long to connect the car to two earlier crimes. >> now police say when they tried to get harris out of his car, he tried to bite an officer in the hand. luckily the officer was not hurt and no one was injured mt. hit and run but this is not the first time harris has been involved with the law. ellen pao is deciding if she will appeal her case. in her first interview since the product, she told the wall street journal it was worth it. she said it opened a

conversation about gender bias in silicon valley and beyond. meantime the top investor who fired ellen pao is leaving his position at kleiner perkins. he told the wall street journal he planned to step down before the sex discrimination trial. before the trial he said he fired pao because she did not work well with others. it is a new app that is supposed to be a safeway for children to watch online videos. we've had a tough morning commute and it's been slow

welcome back to mornings on 2. time is 6:40. we are still following developing news in fremont. a big rig crashed this morning causing a big mess on interstate 680. ktvu fox 2 brian flores you just got there. what is happening out there? >> reporter: traffic was backed up. remains backed up. at least down to the parkway and beyond. this is the northbound lanes of 680 this morning where you can see that jackknifed big rig remains here. this is just north of the mission boulevard onramp. again on the fremont side of 680. they have been able to open up at least one of the lanes. the slow lane. the right lane as you will. but as you can see traffic backed up pretty bad as we mentioned. well past the parkway. the lanes were shut down but one lane is open. what will be happening here in the next 5-10 minutes is that they will be closing all the lanes again for a short period of time as they move that

jackknifed big rig to the right hand shoulder so that they can get the lanes cleared. as sal has been mentioning, major traffic on the northbound side. this is the noncommute side. which is typically which is still not good because obviously a big rig accident. but southbound traffic as you can see moving slowly as well. this accident happened just after 4:00 this morning. still unclear as to the cause of the accident. we understand the driver of the big rig is doing okay. he was trying to change lanes but that is is how he got to the accident and turned around. there is a double trailer as you can see. still unclear what was inside the vehicle. northbound 880 that is a good alternate or on 680 grass cut through the traffic. get on to the washington boulevard onramp and go north on mission boulevard before you get to that point and that should save you a few minutes. that was the route that we took over here. traffic still remains backed up on this first day of rain. we haven't seen this much rain

in quite awhile. we will keep you updated throughout the morning here on mornings on 2. guys, back to you. >> brian flores live in fremont, thank you for the update. also new this morning the california highway patrol still has a lot of questions about a deadly crash on highway 101 that happened very early this morning. janine de la vega is in san jose are investigators are still trying to figure out exactly what happened. j nope. >> reporter: pam, that car appeared to have stopped in the fast lane here on 101. officers don't know why it stopped but witnesses called it in and as officers a were responding, that is when that crash happened. officers say a white pickup truck crashed into the sedan just before 10:30 this morning. sending it across all the lanes of traffic where it caught on fire. it was completely engulfed in flames and the driver was trapped. firefighters could not get to that fire and they died. the driver of the pickup truck

works for an out burger and driving a company vehicle. he stayed and cooperated. there was also a third vehicle found near the scene but officer don't know its role. >> the vehicle appeared to have fresh damage. like it had been in an accident but whether or not it's tied to this one, i'm not sure. >> reporter: everything reopened around 3:00 this morning. when officers left the scene, the tow trucks carrying the vehicles had to stop a couple miles away because the se dan started smoking again midway to the tow yard. the chp is looking into what is causing the accident was the sedan stalled? did it have its hazards on? a lot of questions the chp still has. the pickup truck did hit the sedan and it was traveling highway speeds so about 65 miles an hour. i did ask if it was raining at

the time. the chp officer told me no, it wasn't rancing the rain did not play a factor. it is raining now so be careful out there. pam. >> sounds like a complicated investigation. 6:44 is the time. there are concerns this morning that one of the anchor rods in the tower of the new bay bridge may be broken. cal tran says a recent ultra sunday test revealed one of the 25-foot long rods used to anchor the tower may have snapped after it was installed. it may be as much as six inches shorter than the other 421 rods. according to the san francisco chronicle, cal tran will conduct more tests to determine if the rod is really broken or if it was just cut shorter for some reason. cal tran is also emphasizing that all of the other rods are in good shape. if the tests determine the rod did break, cal tran will have to strengthen the towers anchoring system. time is 6:45. let's check in with tori

cpmc hospital which is under construction with medical offices across the street. the manager of nearby tom mises joint restaurant says the project has already take an bite out of his business but they understand. >> all around town they are dealing with parking issues. it's just part of san francisco right now and the growing pains of a growing city. >> muni buses will be allowed to go through that work zone but riders should be aware some bus stops have been shifted to different sites. it is 6:47. i want to check in with sal. if you're getting ready to head out the door, some of the roads are pretty bad. >> yeah i just saw a tweet from someone. it says it's raining in gilroy and they cc'ed steve paulson. in case you just arrived in the bay area, that means it's

raining hard. in gilroy it's been raining in the east bay. we are looking at the mccarthur maze. you can see a lot of slow traffic. we've had a couple of different crashes around this area. really too many crashes to mention but the general thing is leave early but it looks like some of the rain has stopped here. let's move along and take a look at the commute. you can see it's very, very slow getting into san francisco. i do want to mention we do have a crash in oakland. northbound 880 with most of the lanes blocked it is a sig alert. a big rig crash northbound 880. look at all of this slow traffic. it is at a standstill. do not use 880 use westbound 580. we almost mention that truck accident is still very slow. you can see look at all the red from pleasanton heading on town because people are starting to take a look at that truck crash which is on the northbound side but southbound is just atrocious there. 6:48 let's go to steve.

so hard. santa claire real valley, san jose, east foothills as well. letting up for some but still coming down pretty hard i hear reports it's pouring in oakland as well. it looks like antioch, brentwood out to oakley. almost on the backside of san ramon. and fairfield it looks like it's moving through but still pretty good. to the north things have really calmed down. st. helena is on the backside. st. helena had almost an inch of rain and so did yountville. citier ram nevada it's getting -- sierra nevada it's getting closer. couple feet is going to fall. this will be a low snow level. if we get snow, it will be later this afternoon into tonight. 30s for some. 40s and 50s for others. i think there was a record rain up at eureka or crescent city yesterday. i believe there was record rain. 40s and 50s on your temps. san jose 49.

the man hunt continues in oakland and beyond for the gunman who killed a promising young musician early easter morning. 26-year-old emiliano nevarez was killed. he was bringing out equipment at the golden bull bar when he was hit by a stray bullet. his son worked as an audio engineer and loved performing with his band on the weekends. >> he was an incredible

county sheriffs office. a plan to rename the waldo tunnel after robin williams has taken another step forward. a woman has offered to pay for the sign. julie created the change.org petition to name the tunnel after williams. cal tran says it would cost about $5,000 if for the sign. there is no formal opposition for naming to the tunnel for williams. the duke men's basketball team is celebrating a national title this morning. the blue devils beat the wisconsin bankers 68-66. duke out scored wisconsin by 13 points over the last 15 minutes. this is duke's fifth national title. for the first time in ten seasons, the san jose sharks won't be going to the playoffs. last night they were eliminated from contention. the winnipeg jets beat the minnesota wild. the sharks then lost to the
